Ajla immigrated to the United States with her family from Croatia in the 1990's

operations management positions within Stores. In addition to working full time,

University Sacramento, and joined the Asset Protection Department in 2018.

Target AP Practices Go Viral in TikTok Video about Felony
Thresholds
Target employees claim the chain will wait to arrest shoplifters
until thieves steal enough to get felony charges.
Experts say it's part of a larger trend to mitigate theft across retail.
A
Las Vegas Target's approach to shoplifting has caused one former employee to
speak out. Isaiah Arellano, a former Target employee who worked at a
North Dakota store in 2016 and transferred to a Las Vegas location in 2018,
recently received attention on TikTok for his widely shared
video on how he says Target addresses its shoplifters.
"They will continue letting you steal; all the while they're documenting the
value amount of every single item that you are stealing," Arellano says in the
video. "They will wait until it reaches or exceeds the amount that makes it
grand theft larceny, which is an actual felony."
The parameters that classify the degree of a theft charge vary across
states. For example, in Nevada the stolen property must
exceed $1,200 in value for the charge to go from a misdemeanor to a felony.
In general, to be charged with grand theft or larceny, a person must be
suspected of stealing more than what would constitute a charge of petty theft, a
more minor theft charge with less-serious repercussions.
Arellano's
video was a response to another TikTok video from the influencer Dessy Joseph.
In her video, Joseph said Target had a policy of monitoring repeat
shoplifters and waiting for them to accumulate a higher value of stolen
merchandise before taking action against them. In Arellano's video, he said,
"She is 100% telling the truth." His TikTok video has racked up more than 8
million views since it was posted on November 27. Arellano has over 28,000
followers.
In a statement to Business Insider, a Target spokesperson said the company did
not "bundle" charges until they reached a felony-level and would not provide
details about the company's procedures for handling theft.
But six other former and current Target employees Business Insider spoke with
from across Minnesota, Michigan, Virginia, New York, and California, said the
claims in the video were based on store policies.

Shoplifting Spikes In U.S. Amid Increasing Desperation As Pandemic Drags On
With sustained unemployment and food scarcity reaching historically high
levels in the United States due to the coronavirus pandemic that has ravaged the

decided to pay for the items instead of writing the mom a ticket, saying he
believed the situation required "compassion, not enforcement."

CDC director: US daily COVID-19 deaths likely to exceed 9/11 toll for 60 days
Centers for Disease Control and Prevention (CDC) Director Robert Redfield issued
a stark warning about the worsening death toll from the coronavirus on Thursday,
saying that in a coming brutal stretch of time the country is likely to see more
deaths from the virus each day than from the Sept. 11 attacks or Pearl Harbor.
"We are in the timeframe now that probably for the next 60 to 90 days we're
going to have more deaths per day than we had at 9/11 or we had at Pearl
Harbor," Redfield said during an event hosted by the Council on Foreign
Relations.
While there is hope down the line from a coming vaccine, the first of which,
from Pfizer, is likely to be authorized within days, vaccines will not be
widely available for months, likely sometime in the spring. That means there
is still a brutal stretch ahead.

First U.S. Vaccinations Could Begin Next Week
F.D.A. Advisory Panel Gives Green Light to Pfizer Vaccine
Pfizer's Covid-19 vaccine passed a critical milestone on Thursday when a panel
of experts formally recommended that the Food and Drug Administration authorize
the vaccine. The agency is likely to do so within days, giving health care
workers and nursing home residents first priority to begin receiving the
first shots early next week.
The initial shipment of 6.4 million doses will
leave warehouses within 24 hours of being cleared by the F.D.A., according to
federal officials. About half of those doses will be sent across the country,
and the other half will be reserved for the initial recipients to receive their
second dose about three weeks later.
The arrival of the first vaccines is the beginning of a complex, monthslong
distribution plan coordinated by federal and local health authorities, as well
as large hospitals and pharmacy chains, that if successful, will help return a
grieving and economically depressed country back to some semblance of normal,
maybe by summer.

As many as 4 out of 5 Americans live within
5 miles of a pharmacy that the federal government has named part of the federal
vaccine allocation.
As plans are made for inoculating the country against Covid-19, a central
question to the endeavor is where will a person go to get vaccinated? The
Department of Health and Human Services gave a preliminary answer to that
question, publishing a
list of pharmacies and pharmacy chains that are expected to administer the
vaccine. While local jurisdictions may make their own plans, this list
represents 40,000 pharmacy locations, more than half the number of pharmacies in
the country, according to an NBC News analysis of pharmacy data..
This analysis compared pharmacy locations for the places on the federal list to
the population of the country. From that, the analysis provided an estimate of
how close Americans live to the nearest pharmacy. According to the analysis, 99
percent live within 50 miles, 98 percent within 25 miles, 80 percent within 5
miles and 34 percent live within a mile of the nearest pharmacy.

Pharmacies Add Freezers, Train Staff to Handle Covid-19 Vaccination Drive
Neighborhood grocery stores are aiming to become major providers of Covid-19
vaccinations. Supermarkets are rushing to secure freezers, thermometers and
other medical gear for administering shots. They are also training staff and
establishing online services for scheduling appointments. With a vaccine
approval nearing, it isn't yet known how federal and state authorities will
distribute shots to the public, and grocers say they are unsure how many
customers will seek immunization when it becomes available.
The U.S. Department of Health and Human Services has signed on dozens of
grocery and pharmacy chains to provide Covid-19 vaccines once the
inoculations are approved by the Food and Drug Administration. Among the
retailers are Kroger Co. , Albertsons Cos. and CVS Health Corp. These businesses
are part of "Operation Warp Speed," which also includes drugmakers, medical
distributors and federal agencies.
Grocers have emerged as providers of Covid-19 testing for employees and
consumers during the pandemic. Many supermarkets have offered customers flu
shots for years, but vaccine distribution will require more coordination with
state and federal agencies.

Walmart is prepping its 5,000-plus pharmacies to receive doses of the COVID-19
vaccine once it is released in the U.S, according to a company post from the
retailer's chief medical officer, Tom Van Gilder. The company is currently
making agreements with states to "be able to support vaccinations where needed,"
Gilder said. Walmart is working to make sure its pharmacies are fully stocked
with freezers and dry ice, which are needed to store the vaccine. The retailer
is also implementing processes to inform customers when to come in for their
first and second doses.

Yes, your boss can fire you if you refuse to get a Covid vaccine
As difficult as the research, development and distribution stages have been,
some experts argue the hardest part of fighting the virus is actually what comes
next: convincing the U.S. population to take the vaccine.
Roughly four in ten Americans say they would "definitely" or "probably" not get
a vaccine, according to a recent survey by the
Pew Research Center. While this is higher than it was two months ago, to
achieve herd immunity, experts say that about 70% of the population needs to be
vaccinated or have natural antibodies. Employers, however, may not be taking
"no" for an answer.
"A couple of my corporate clients are leaning toward making the Covid vaccine
mandatory," said Rogge Dunn, a Dallas labor and employment attorney.
Mandating the vaccine in the workplace
One of Dunn's clients in the restaurant sector thinks a compulsory inoculation
requirement could be a game changer for business. "They think it gives them a
competitive advantage," explained Dunn. "They could say to their
customers, 'Hey, our restaurant is safe. All of our employees have been
vaccinated.'"
It may be, in part, a PR tactic, but Dunn said it is totally within an
employer's rights to implement this kind of requirement. "Under the law, an
employer can force an employee to get vaccinated, and if they don't take it,
fire them," said Dunn.
Dorit Reiss, a professor at the University of California Hastings College of
Law, said that private businesses have pretty extensive rights. "Requiring a
vaccine is a health and safety work rule, and employers can do that," said
Reiss.
There are, however, a few notable exceptions to this kind of blanket
requirement - including if a work force is unionized and requires collective
bargaining, or if workers don't want to be vaccinated for eligible medical
reasons or "sincerely held" religious beliefs.

317 Unlicensed Security Guards Arrested So Far This Year
Businesses using persons as unlicensed and untrained security guards has always
been a problem nationwide but in recent years, that trend has continued to rise
with no end in sight.
On Sunday night, the sheriff's department in New York City arrested three more
persons employed as security guards and charged them for not complying with
state requirements for licensure. This brings the total number of people
arrested for working in the security field without a license to 317 this year.
Private Officer spoke with regulatory agencies in California, New York,
and Virginia and all agree that more needs to be done. Some say a lack of
personnel to conduct frequent inspections, budget cuts and a misunderstanding of
who needs to be licensed are part of the continued increase in violations.

11,000 closed stores and 40 retailer bankruptcies in 2020
CoStar Group, one of the top collectors of retail real estate data, says that
the 40 major retailers that filed for Chapter 11 protection and the 11,157
stores that closed this year both set new annual records.
The 149 million sq. ft. of GLA represented by the closures falls just short of
the 155 million sq. ft. mark set in 2018 when scores of department stores
shuttered, but the year isn't over yet.
"E-commerce was already growing, but it grew so much faster during the pandemic
that stores were not so quick to adapt to the times. Retailers that hadn't
created omnichannel strategies are enduring significant pain," said CoStar

Top Brands' Cyber Assets At Risk
83% of top 30 US retailers have online vulnerabilities, posing security
threats
Cyberpion released research today showing that most (83%) of the top U.S.
retailers have connections to a vulnerable third-party asset, and nearly half of
them (43%) have vulnerabilities that pose an immediate cybersecurity risk. In
addition, the company found that nearly one-third (30%) of these retailers have
an asset that either was, or is currently being abused, in an active hacking
campaign, and nearly a quarter (23%) have a compromised asset that is under the
control of hackers.
The findings were generated with Cyberpion, who performed a single-pass,
external scan of the online ecosystems of the
top 30 U.S. retailers based on 2020 sales according to the National Retail
Federation, including Walmart, Amazon, Kroger, and Costco. The scan exposed
thousands of total online connections (29,998), domains and sub-domains (2,054),
cloud instances - virtual server instances from cloud networks - (1,203), and
connected third party resources (1,131) within these retailers' online
ecosystems.
"This holiday season is a perfect storm for the retail industry given increased
e-commerce activity due to Covid-19, and the heavy reliance of retailers on
third party providers of tracking, behavior, analytics and advertising
services," said Cyberpion CRO Ran Nahmias. "These services often represent
thousands of points of vulnerability, greatly enlarging retailers' attack
surfaces for hackers to capitalize on. The problem is that retailers aren't
aware that some of the biggest threats to their customers and businesses exist
outside the traditional perimeter. Solutions like firewalls and antivirus
software don't detect these types of vulnerabilities."

Researchers found 37,000 fake brand websites aiming to fool holiday shoppers
According to the
RiskIQ 2020 Black Friday E-commerce Blacklist Threat Report, cyber criminals
set up these
websites to leverage leading online retailers' names and consumers'
poor security habits to fool shoppers looking for holiday shopping deals.
Registering domains that infringe on well-known brands is a common tactic in
phishing campaigns and has grown in popularity in recent years due to the
opening of thousands of new generic top-level domains (gTLDs), the growth of
free and cheap domain registration services, and attack techniques, like domain
shadowing, according to the report.
In a query of 20 Fortune 100 companies' branded terms, RiskIQ's domain
infringement detection revealed 37,000 probable domain infringement instances
over two weeks. That's 1,850 incidents per brand.

Mitigating fraud in the age of BOPIS: Where retailers can make a change The world of retail has changed drastically over the past few months, and with
that how retailers worked to ensure their customers were protected when making
purchases online became an even higher priority.
Before the pandemic, buy online, pickup in store (BOPIS) became hugely popular
to consumers who didn't want to have to wait for items to be delivered, pay for

Microsoft and successfully tricks legacy secure email gateways has recently been
spotted by Ironscales. It also led them to discover that Microsoft servers are

Surge in Shopping During Holidays & Pandemic is Causing Chaos
Sapna spoke with me about this "shipageddon,"
and how the power of UPS and FedEx and our demand for free shipping are
contributing to the strain.
What did
you learn from speaking with stores and shipping companies about holiday online
orders?
I
was struck by
retailers' panic and
frustration. One
clothing and apparel retailer said it felt squeezed on two sides. UPS is
charging an extra fee on its holiday deliveries - several dollars per package,
which is often significant on clothes or shoes. The retailer is even removing
some heavily discounted items from its website because with the shipping
surcharge it figured it would lose money if someone bought only that item.
And
UPS imposed a daily
limit on the number of holiday season orders
it will pick up. The
retailer is worried it won't be able to sell as much merchandise as people want
to buy.
Are higher delivery costs a burden only for retailers, or do they filter down
to higher prices for us?
Possibly both. This is happening because no matter what shipping costs, shoppers
don't expect to pay for it. That's the influence of Amazon. But those expenses
show up somewhere. It could mean
higher product prices
for you and me. It could mean
lower profits for stores.
Every
holiday season you see delivery trucks stuffed with packages. Is it really worse
this year?
Definitely. A holiday season shipping surge always taxes shipping companies, but
this year the surge started when the pandemic struck in March and hasn't
stopped, as one of our readers also pointed out. We as shoppers have seen the
stresses in the delivery chain more than before. That's a good thing.
Where are
the choke points in the system?
One of my takeaways from this reporting is how powerful
UPS and FedEx are, and
growing more so. Those companies - more than the Postal Service - are the
dominant delivery
partners for most chain retailers.
That makes it important to understand how they handle order demand, capacity,
their work forces and their relationships with customers.

Package delay rate could be up to 2 times worse this holiday season: report
According
to a new report
from LateShipment.com, average package delay rates during this year's
holiday season could range from 14% to 18%. That makes the package
delay rate between 1.5
to 2 times worse than any past holiday season.
Highly populated areas like New York, Los Angeles and Chicago could face delays
between 25% and 30%, the report estimates.
During the COVID-19 pandemic period between April 1 and Oct. 31, UPS experienced
the
most significant
package delays in New York (14.9%), Los Angeles (11.6%) and Chicago (7%).
In the same timeframe, FedEx experienced the most package delays in Chicago
(11.6%), New York (9.4%) and Houston (8.8%), according to the report.
Between April 1 and Oct. 31, UPS packages across the sports (12.3%), food
(11.9%) and electronics (11%) retail categories faced the greatest delays.
During the same period for FedEx, packages within the jewelry (14.4%), sports
(13%) and apparel (11.3%) retail categories faced the highest rates of delays,
the report said.

Mercer Island, WA: Armed Robber with a knife steal $23,500 of phone from Verizon
A suspect armed with a knife threatened an employee and robbed the Verizon
Wireless store on Mercer Island of approximately $23,500 worth of new cellular
devices on Dec. 9. The employee was not injured and called 911 after the suspect
fled. Mercer Island police officers were dispatched to the armed robbery at
approximately 7:30 p.m. . The suspect contacted the employee as he was exiting
the store after closing and made him go back inside and open the safe. After
grabbing the cellular devices, the suspect bolted from the scene.

Pittsburgh, PA: Man accused of bilking Lowe's in $3,200 paint return scam
A 58-year-old Irwin man was arrested by State Police Thursday in connection with
a month-long paint return scheme that bilked an area hardware store out of more
than $3,200. Terry S. Good was charged by troopers with seven counts of
receiving stolen property and one count of theft by deception in connection with
the scam from October through November at the Lowe's Home Improvement store in
Hempfield Square Plaza.
Trooper Ryan Ilich alleges in court documents that Good would go to the store,
load numerous gallons of paint on a cart and wheel it to the customer service
desk. "Good would deceive the attendant by creating the impression that he had
already purchased the paint. He would then exchange the paint for Lowe's gift
cards that were loaded with funds from the returns," Ilich said in court
documents.

Bellevue, WA: Bellevue Police: 3 Arrested, Linked To 'Large Crime Operation'
Three
people from Kent were arrested by Bellevue police this week, suspected in a
"large crime operation" that included identity theft, printing counterfeit cash,
car theft, burglary and stealing guns, officials said Thursday. In a news
release, the police department said a car prowl report filed online sparked the
investigation, eventually leading them to a Kent home full of stolen vehicles,
guns, cash and other merchandise. A search warrant at their home netted four
stolen vehicles, dozens of key fobs, printers used to make counterfeit money and
IDs and two stolen guns, along with personal information from 50 victims,
investigators said. The police department estimated detectives seized more than
60 bags of evidence from the Kent home.

Maplewood, MO: Robber shot by Boost Mobile employee was wearing ankle bracelet
from previous holdup
A
gunman who was shot by a clerk at a Maplewood cellphone store was wearing an
ankle bracelet when police found him bleeding on the floor of the store's break
room, officials said Thursday. Malik Dorsey survived the shooting and was in
surgery after being shot three times, Maplewood police Chief Steve Kruse said.
The robbery happened about 6:15 p.m. Wednesday at Boost Mobile, 7222 Manchester
Road. St. Louis County prosecutors charged Dorsey, 21, with robbery and armed
criminal action.

York County, VA: 7-Eleven clerk shot, seriously injured in Armed Robbery
The 40-year-old victim, who lives in York County, was working at the
store on George Washington Memorial Highway when two suspects walked in.
One of the suspects was in possession of a handgun and demanded money
from a clerk, the release stated. The victim was taken to a hospital and
immediately taken into surgery. His condition remains unknown.

Williamston, NY: Family Dollar Manager made up Knifepoint Robbery to steal
$3,000
The manager of central New York Family Dollar store is in hot water after police
say she made up a strong-arm robbery story, claiming she was held-up at knife
point and robbed of $3,000 in the parking lot. However, police say when they
responded to the scene and did a subsequent check of the woman's vehicle, they
located the purportedly stolen money.. The store manager told police that while
she was getting into her vehicle, an unknown man appeared with a knife and
demanded cash. She said the man took the $3,000 in cash and ran off. But,
Troopers say they located the three-grand inside her vehicle.

destined to be used by hospital workers were seized Dec. 7 by U.S. Immigration
and Customs Enforcement's (ICE) Homeland Security Investigations (HSI) and U.S.
Customs and Border Protection (CBP).
On Dec. 3, CBP officers at the Ysleta Cargo Facility initially intercepted the
shipment of
100,080 3M N95 surgical
masks with an MSRP of $600,480.
The masks were in-transit at an El Paso bonded warehouse destined to a hospital
on the East Coast. ICE HSI special agents determined the masks were counterfeit
after working with the
National Intellectual Property Rights Coordination Center
and 3M Company.

Minneapolis, MN: Three indicted on arson charges in fires at Target HQ during
riot over false rumor
Three
people were indicted Thursday in connection with fires set inside Target's world
headquarters in downtown Minneapolis amid rioting over a false rumor that a
Black man had been killed by police. Indicted on Thursday in U.S. District Court
with conspiracy to commit arson are Shador T.C. Jackson, 24; Victor D. Edwards,
31, and Leroy L.P. Williams, 34.. According to the federal indictments and other
court documents: Arson and looting erupted on the evening of Aug. 26, when Eddie
Frank Sole Jr., 38, fatally shot himself on Nicollet Mall shortly after he was
suspected of shooting and killing another man. Sole's suicide sparked a false
rumor that police had killed him. Edwards, Jackson and Williams went to the
Target headquarters on Nicollet, where dozens of others had gathered and started
rioting. Jackson is accused of using a construction sign to break through a
glass door on the building. The three then joined others and went inside, where
Jackson intentionally set a fire on a counter in the mail-room and Edwards added
a liquid accelerant.
