Solink Study
The race for shareholder profits puts spotlight on shrink

We analyzed the earnings scripts from the top 50 retail companies in the US for the past 6 quarters. Only 29% discussed shrink with investors.

As competition grows, profit margins tighten, and employee retention gets more competitive, managing shrink continues to be a focus, and often a challenge for retailers.

The race for shareholder profits is bringing shrink to the forefront of executive conversations for retail companies. We combed through hundreds of earnings call scripts for 50 of the top retailers in the US to see how many executives attribute shrink as impacting financial performance. It's not a perfect measure, but it does give visibility to the influence of loss/asset protection on bottom-line results in the largest retail chains.

We learned that shrink issues are affecting many retailers across the board, leading to gross margin pressure, price inflation and more. But some retailers are seeing positive gains because of the reduction in shrink. Here's a summary of what we learned (all quotes courtesy The Motley Fool earnings call transcripts). The range of data includes 6 quarters, from Q1 2020 to Q2 2021 inclusive.

The 50 companies we reviewed were a mixed bag of public and private corporations. We focused on the 76% (38) companies that are public and had earnings scripts available.

We then looked at how many companies mentioned shrink in earnings calls and learned that only 28.9% (11 companies) talked about shrink. Of those that mentioned shrink, there was a fairly even split between positive mentions (shrink improving 55.2%) vs negative mentions (shrink increasing 44.8%).

ISIS Mall Threat Outside U.S. Capital This Past Weekend
Police beef up security at malls, shopping centers outside DC following ISIS threat
Northern Virginia authorities were on high alert following an ISIS threat against malls and shopping centers outside the US capital this weekend. Police were stepping up their presence through Halloween into the runup of Election Day, according to CBS News.

"We have increased our police presence throughout the county to include major thoroughfares, transit hubs, shopping plazas and shopping malls," Fairfax County Police Chief Kevin Davis reportedly said Friday.

A federal intelligence chief said this week that the terror group is pushing lone wolves to attack targets without support, the article stated.

"Right now we're seeing a dramatic increase - or an increase - in online activity by media operations associated with different al Qaeda elements and Islamic State," said John Cohen, Department of Homeland Security intelligence chief, according to the network.

"It's just our responsibility to have a greater presence, to be more aware and to ask the community to have their eyes and ears peeled for suspicious activities," Davis reportedly said, in the wake of accelerated threats. nypost.com

Chicago's Shooting & Looting Epidemic
Downtown shootings up 220%, biggest spike in city: 'People are fed up'

The rise mirrors a citywide violent crime wave and threatens downtown's recovery.

Deserted during the pandemic and battered by looting, downtown Chicago is grappling with a rise in violent crime that threatens the reputation of the city and its economic viability.

Murders, shootings, rapes and car thefts are all up sharply in the downtown area, prompting fears among residents and business owners similar to those that have long been a reality in struggling neighborhoods beyond the skyscrapers.

Stepped-up efforts announced by the Chicago Police Department and City Hall haven't kept violent crime from rising in the downtown area, according to a Chicago Sun-Times analysis of data from 16 beats in the Central, Near North and Near West police districts.

In the first 10 months of this year, more people were shot there than in any year since 2016: at least 77. Seven of them died. Three others have been killed by other means. The number of shooting victims is more than triple what it was for all of 2019.

In just the Central police district - which includes much of the downtown business district - the total number of shootings and total shootings per 1,000 residents has shot up nearly 220% since 2019 - by far the largest increase in any police district in the city.

Following the police killing of George Floyd in Minneapolis, people protesting police brutality clashed with officers in the Loop. Looters gutted stores downtown and throughout the city. chicago.suntimes.com

More San Francisco Crime Closures
S.F.'s Castro Safeway closing early because of 'out of control' shoplifting
The Safeway store at Market and Church streets in San Francisco now closes earlier, at 9 p.m., because of what the company describes as an "increasing amount of theft." San Francisco supervisors complain that the early closure will negatively affect customers and employees of the store.

Shoppers at the Safeway in San Francisco's Castro neighborhood will see a noticeable change to the store: It now closes at 9 p.m. because of what one supervisor described as "out of control" shoplifting.

Once open 24 hours a day, the Safeway store on Market and Church streets now has the earliest closing hours of all the Pleasanton supermarket chain's San Francisco storefronts, most of which stay open until midnight.

The changes at the Market Street Safeway follow an intense debate in San Francisco about theft and crime at big-chain retail stores that has attracted national attention.

Walgreens announced plans in October month to close five stores in San Francisco in November, citing concerns about "organized retail crime." A recent Chronicle analysis of SFPD data found that the five Walgreens stores scheduled for closure averaged less than two recorded shoplifting incidents a month since 2018, though not all shoplifting incidents are reported to police. sfchronicle.com

Crime Becomes Top Issue for 2021 Elections
In a setback for Black Lives Matter, mayoral campaigns shift to 'law and order'

Across the country, local candidates are pitching themselves as advocates on safety and supporters of the police

Mayoral candidates across the country are closing out their campaigns pledging to restore law and order, a major setback for racial justice protesters who only a year ago thought they had permanently reshaped the debate on policing in American cities.

As voters head to the polls Tuesday, local elections are dominated by discussions about safety and law enforcement amid a surge in violent crime. The tone of the debate, even in many liberal urban communities, highlights how major policing reforms have stalled.

From Buffalo to Seattle, Democratic politicians who once championed significant reductions or reallocations of police department budgets are backtracking. In other cities, including Cleveland, liberal candidates are being hammered over their stances on public safety.

Even in cities without a competitive mayor's race, the question of how to get tough on crime and bolster public safety has emerged as a defining issue.

"My residents are saying 'we need to crackdown', or 'we need to have zero tolerance,' " said Gelber, adding that his party has been hampered by public perceptions that it is soft on crime. washingtonpost.com

Ban on Minor Traffic Stops Has Ripple Effect
Virginia ban on minor traffic stops criticized by law enforcement
Law enforcement officials are raising concern about a Virginia policy instituted last year that bans police from making traffic stops over minor infractions. The policy is intended to reduce racial disparities in policing.

While advocates for the law say it will prevent a policing tactic that unfairly discriminates against Black drivers, law enforcement officials argue they are going to be handicapped in enforcing laws that protect the community.

Maggie DeBoard, the chief of the Herndon Police Department in Virginia, said that routine traffic stops are effective in stopping a wide variety of crimes - such as reducing vehicle accidents, arresting criminals and confiscating illegal guns or drugs.

Police chiefs and sheriffs in Virginia said the law goes too far and endangers public safety during a time when murders and fatal accidents are on the rise. Chesterfield Count Police Chief Jeffrey Katz pointed to the yearly crime rate to prove his point.

Petersburg Police Chief Travis Christian said that while he understood the Black community's mistrust during traffic stops, he is still trying to get the ban reversed.

Christian, who is Black, said that traffic stops have "given us the ability to use it as an investigative tool to get to other crimes that have been committed. That tool has been eliminated for us." privateofficerbreakingnews.blogspot.com

Global Covid-19 Deaths Surpass Five Million
World Reaches Another Grim Milestone as Global Cases & Deaths Rise for First Time in Two Months
The number of people who have died from Covid-19 around the world has surpassed five million, according to data held by the Johns Hopkins University (JHU) Coronavirus Resource Center.

JHU's global tally of deaths reached 5,000,425 at 4:50 a.m. ET on Monday. It reports that 197,116 people have died of Covid-19 worldwide in the past 28 days. The number of coronavirus cases officially reported globally stands at 246.7 million since it was first detected in the Chinese city of Wuhan in late 2019.

Last Thursday, the World Health Organization (WHO) warned global cases and deaths are increasing for the first time in two months. WHO Director-General Tedros Adhanom Ghebreyesus said this was driven by ongoing increases in Europe. cnn.com

Biden Vaccine Mandate Days Away from Taking Effect
Emergency vaccine rule for large employers will be issued 'in the coming days'
The Federal Register will publish within days the Labor Department's rule requiring private businesses with 100 or more employees to vaccinate them or test them weekly, fulfilling an announcement President Joe Biden made in September.

The Office of Management and Budget completed its required review of the emergency rule on Monday.

"On November 1, the Office of Management and Budget completed its regulatory review of the emergency temporary standard. The Federal Register will publish the emergency temporary standard in the coming days," a Labor Department spokesman said. "The Occupational Safety and Health Administration has been working expeditiously to develop an emergency temporary standard that covers employers with 100 or more employees, firm- or company-wide, and provides options for compliance."

The spokesman added, "Covered employers must develop, implement, and enforce a mandatory COVID-19 vaccination policy, unless they adopt a policy requiring employees to choose either to get vaccinated or to undergo regular COVID-19 testing and wear a face covering at work. The ETS also requires employers to provide paid time to workers to get vaccinated and paid sick leave to recover from any side effects."

In September, Biden announced the Labor Department would draft an emergency rule compelling private companies with 100 or more employees to require vaccinations or weekly testing. cnn.com

Businesses Unable to Meet the Vaccine Mandate Deadline
Companies mull ending government contracts over vaccine mandate

Members of the aerospace, distribution, defense and trucking sectors are warning the Biden administration they will not be able to meet the vaccine deadline.

Objections among certain vendors over President Joe Biden's vaccine mandate for federal contractors are reaching an inflection point. As the deadline for workforce vaccination approaches, some trucking companies are mulling whether to end their work with the federal government altogether, according to two industry insiders.

In an interview, the American Trucking Associations' executive vice president for advocacy Bill Sullivan told POLITICO that some companies may simply decide that the cost of the mandate is not worth the government's checks. Sullivan said he has raised concerns to the White House, Office of Management and Budget and other executive branch officials. He noted that if companies drop their contracts, it may be harder to get certain foods to troops, transport fuel for military vehicles, or even deploy the National Guard.

"I am confident but with heavy heart recognize a vaccine mandate will mean less capacity for the government as a customer of freight," he said. "It has the potential to seriously impact military readiness." His association has also warned that it could also delay deliveries to consumers during the holiday season. "I feel like the president has tried to be beautifully simple like this could apply to everybody, and by doing that, there will be an impact," he said.

Sullivan's remarks are among the sharpest warnings yet from the business community about the residual impacts of the vaccine mandate. In September, Biden signed an executive order requiring all federal employees and federal contractors receive the Covid-19 vaccine, without the ability to opt out by taking weekly Covid tests. In addition, Biden called for vaccine requirements for any private business employing more than 100 workers. Private employees, however, can opt out by submitting to testing. politico.com

First Responders Defy NYC Vaccine Mandate
FDNY: 2,000 Firefighters on Medical Leave in Apparent Protest of Vax Mandate
The head of the New York City Fire Department has been fighting more the fires this weekend as attention falls on the agency with one of the lowest vaccination rates in the city.

Commissioner Daniel Nigro lambasted thousands of members of his department for taking sick leave in an apparent protest of the city's vaccine mandate for municipal workers.

"Irresponsible bogus sick leave by some of our members is creating a danger for New Yorkers and their fellow Firefighters. They need to return to work or risk the consequences of their actions," Nigro said over the weekend.

The "excessive sick leave" hasn't had an impact on the department's response time, the FDNY said over the weekend. Firefighters responded to a 911 call for a fire in Washington Heights around 3 a.m. Saturday in just over four minutes, quicker than the FDNY's average for structure fires.

Nigro told News 4 that Friday's wave of firefighter absences was "unacceptable, contrary to their oaths to serve, and may endanger the lives of New Yorkers." nbcnewyork.com

The Biden Administration's DOJ - SEC - FTC Get New Marching Orders

DOJ on Cases - SEC on Accountability & Now the FTC Gets Veto Power
DOJ - SEC & Finally the FTC Cracking Down on Corp. Mergers.

The Third Fast Ball Down the Middle
FTC to Wield More Power in MA World

Biden Administration Empowers Corp. America's Enforcement Watchdogs
'New Policy Gives FTC Greater Control Over How Companies Do M&A'

DOJ, SEC & FTC Now Have the Tools, Policies, Directives, and Orders to Go After Corp. Crime, hold executives accountable, and veto a merger

Question is, will they have the time? Before the next administration? And does Biden and/or the Democrats hold onto the White House in 2024?

The Federal Trade Commission, led by new Democratic Chairwoman Lina Khan, has adopted a series of policy changes aimed at cracking down on corporate mergers, sparking deep partisan disagreement at the agency.

The latest initiative came this week when Democrats who control the five-member FTC announced a policy that would give the commission veto power over a company's future transactions once it attempts an allegedly anticompetitive merger or acquisition.

The new prior-approval policy will be incorporated into legal settlements in which merging companies make concessions to resolve FTC concerns that their tie-up would be anticompetitive. The commission in those agreements plans to prohibit companies from making future acquisitions in the same market-and possibly other markets-without its say-so. The FTC might also seek prior-approval rights when companies drop a proposed merger after an antitrust investigation, or if the FTC wins a merger challenge in court.

Holly Vedova, tapped by Ms. Khan to lead the FTC's bureau of competition, said in a statement the new policy restores a practice the FTC followed until the mid-1990s and "forces acquisitive firms to think twice before going on a buying binge because the FTC can simply say no."

The policy adds a layer of enforcement beyond standard U.S. antitrust rules, which say companies doing sizable mergers must submit them for government review and can close their transaction after a waiting period, unless the FTC or Justice Department files a lawsuit and convinces a court to block the deal. The department hasn't adopted a policy similar to the FTC's new measure, raising questions about diverging approaches.

The new prior-approval policy over time could expand the pool of markets in which the FTC can have a strong voice on what deals will be allowed, Mr. Gilman said. "It effectively shifts the burden to merging companies to show their deal isn't unlawful, rather than the FTC having to carry the burden of proving that a merger is anticompetitive," he said. wsj.com

Editor's Note: Once again, as the company's senior internal investigator and with a number of you in a dual reporting role to the audit committee and involved in Sarbanes Oxley compliance, these changes could have a significant impact should your public company be involved in a DOJ investigation, an FTC merger or a SEC matter. So defining the impact and what's expected on your part is important to determine with in-house counsel. Just a thought. -Gus Downing

Use-of-Force Security Training
New California law requires use-of-force training for security guards
Security guards in California will soon be required to complete training on when and how to use force before obtaining a license.

The legislation was inspired by an investigation CapRadio published last year. It found California's regulations provide no clear definition or training requirements for appropriate use-of-force in the private security industry.

The law requires the California Bureau of Security and Investigative Services, which regulates the private security industry, to develop a use-of-force standard for the industry and a training curriculum by 2023.

Security guards and so-called "proprietary private security officers" - such as bouncers at a bar - must then complete the training in order to obtain a license. The law also tightens requirements for security companies to report physical altercations to the bureau, and gives regulators more power to suspend or revoke a license due to excessive force.

"This is an important piece of legislation that will go a long way to protect innocent lives," said Joseph Jaksa, a professor of criminal justice at Saginaw Valley State University with more than two decades of experience in the private security industry.

California's new law gives the bureau authority to suspend or revoke a license if a guard violates the state's new use-of-force definition.

Holden has helped spearhead the Legislature's recent efforts to reform use of force in policing. He said he was surprised by the lack of regulations when it came to private security, since guards have frequent contact with the public.  capradio.org

Is the Labor Shortage Finally Easing?
Labor market shows signs of hiring uptick as coronavirus surge fades

Many Americans feel more comfortable returning to the workforce as childcare situation improves and worries about covid ease.

Something changed over the last month. The number of applicants online picked up. And suddenly Great Clips was able to hire 10 people after months of struggling to find workers, bringing the number of its openings down significantly for the first time all year.

The labor market has endured a couple of disappointing months, denting the country's confidence after vaccine skepticism and the delta variant's surge conspired to obliterate the optimistic projections for the late summer and fall.

But with caseloads falling and the country's vaccination rate rising slowly but steadily, the labor market is now seeing some signs of a hiring boost, as the country continues to climb out of the gigantic employment hole left by the pandemic.

New unemployment claims have fallen every week for a month straight - down to a pandemic low of 281,000 - after elevated figures through much of the pandemic. Business surveys, like IHS Markit's purchasing managers' index, show that service sector employers - the largest portion of the economy, by far - are increasing workforce numbers at the quickest rate since June, when the country added nearly 1 million workers to the payrolls.

And consumer confidence, the engine of the U.S. economy, reversed a months long slide in October to mark high numbers, according to the Conference Board's monthly survey. Consumers were also the most optimistic about their own prospects to find jobs since 2000, the survey found. washingtonpost.com

Dollar Tree's Same-Day Delivery Expansion
Dollar Tree adds same-day delivery to 7K stores
Instacart and Dollar Tree first began collaborating last November, when the companies struck a deal for Instacart to begin making same-day deliveries under a pilot involving 275 stores sporting the Family Dollar banner.

That companies' relationship grew earlier this year to cover 6,000 Family Dollar locations, paving the way for Instacart to add stores under the Dollar Tree brand to its same-day delivery portfolio, starting with a test that began in August.

Now, Dollar Tree has extended same-day delivery in as little as an hour via Instacart to 7,000 additional stores, the companies announced Thursday.

The expansion brings Instacart's delivery service to almost 13,000 Dollar Tree and Family Dollar locations in the contiguous United States and Washington, D.C., representing the majority of the retail chain's approximately 15,500 stores.

Dollar Tree's announcement adds a significant online presence in the discount retail space as more consumers are turning to delivery for convenience orders. retaildive.com

Grocers Struggle with Supply Chain Crisis
Supermarkets Play Supply-Chain 'Whack-a-Mole' to Keep Products on Shelves

Retailers reroute shipments, expand storage to stay ahead of product shortages

Supermarket chains are revamping their operations to navigate persistent product shortages, expanding storage space and curbing discounts to make sure they don't run out.

Companies are planning for shortages of popular brands of food and staples to continue for months and managers are trying to keep up as different products run short from week to week, industry executives said. While food supplies overall remain plentiful, Nutella spread, Prego pasta sauces and Pringles chips are among many items that have been tough to secure in recent weeks, some supermarket companies said. Lunchables snacks and Capri Sun drinks have been hit-or-miss for months.

"The fact is, it's like whack-a-mole," Vivek Sankaran, chief executive of Albertsons Cos., said on a conference call recently. "On any given day, something is out of stock in the store." wsj.com

Most At-Risk Hacking Targets
CISA starts identifying targets most necessary to protect from hacking
The Cybersecurity and Infrastructure Security Agency has begun working to map out the U.S. critical infrastructure that, if hacked, could result in serious consequences for national security and economic interests, CISA Director Jen Easterly said Friday.

Labeling such infrastructure is the subject of a proposal of the Cyberspace Solarium Commission, a congressional committee, which recommended identifying "systemically important critical infrastructure," or SICI. Lawmakers have introduced SICI legislation in recent months, but Easterly said her Department of Homeland Security agency is proceeding ahead with or without a bill.

"Notwithstanding whether this ends up in legislation or not, and I certainly hope it does, we are already thinking through the model," she said at an event hosted by the Center for Strategic and International Studies. "We're in a state now where a critical infrastructure is much more vulnerable than it should be. And frankly, that's what I worry about most every day."

CISA is dubbing the effort, rather than SICI, "primary systemically important entities." The criteria will be based on a preexisting method the agency has used to examine critical infrastructure, and how risk is intertwined.

"We're prototyping a variety of different approaches in our National Risk Management Center, " Easterly said, "to try and start identifying those entities that are in fact systemically important, and we're doing it based on economic centrality, network centrality and logical dominance in the national critical functions."

There are limits to what CISA can do on its own, however. While the agency might be able to begin categorizing infrastructure without Congress, legislation would need to address another facet of the Solarium proposal: imposing a mix of federal "benefits and burdens" for companies that receive the label, such as meeting required baseline security standards or receiving liability protections. cyberscoop.com

Cyber Concerns Over Amazon-UK Spy Deal
Cybersecurity experts warn on UK spy deal with Amazon

Concerns over privacy and national security risks come as MPs launch inquiry into cloud technologies

Amazon's new contract to host top-secret intelligence for UK spy agencies must be scrutinised by parliament to ensure risks over data access, privacy, and sovereignty are being mitigated, cyber security experts have warned.

AdvertisementThe deal between GCHQ, MI5 and MI6 and AWS, Amazon's cloud arm - estimated to be worth £500m to £1bn over a decade - was revealed by the Financial Times earlier this week. Just as news of the contract became public, parliament's intelligence and security committee announced it was embarking on an inquiry into cloud technologies.

The committee has declined to comment on the remit of its investigation or what has prompted the probe.

Conor McGinn, Labour's shadow security minister, said it was "only right" that the ISC should scrutinise the deal, given the sensitivities involved in a US tech company being contracted to host classified UK data.

"There are key issues that are causing concern, such as what security arrangements have been put in place given the deal is with a non-British company, and how such a large deal with one supplier will impact on the UK's cyber resilience," he said, adding that ministers should be more transparent about their agreement with AWS.

Neither GCHQ nor AWS have commented on their contract, which was signed earlier this year. But people with knowledge of the deal confirmed that all the agencies' data will be held in Britain, and Amazon would not have any access to information held on the cloud platform. ft.com

Cybercriminals Investing in Deepfake Tech
How deepfakes enhance social engineering and authentication threats, and what to do about it

Cybercriminals are investing in deepfake technology to make social engineering and authentication bypass campaigns more effective.

Deepfake technology is an escalating cybersecurity threat to organizations.
Cybercriminals are investing in AI and machine learning to create synthetic or manipulated digital content (including images, video, audio and text) for use in cyberattacks and fraud. This content can realistically replicate or alter appearance, voice, mannerisms or vocabulary with the aim of tricking targets both human and autonomous into believing that what they see, hear or read is authentic and trustworthy.

In March 2021, the
FBI warned of a growing trend of malicious actors leveraging synthetic or manipulated digital content for cyber and foreign influence in extensions of existing spear phishing and social engineering campaigns. These can have more severe and widespread impact due to the sophistication level of the synthetic media used, it added. Organizations therefore must be aware of growing deepfake cyberthreats and take steps to defend against deepfake enhanced cyberattacks and scams.

Cybercriminals adopting deepfake technology

"It's often been said that pornography drives technology adoption and that was certainly true of deepfakes when they first appeared. Now
the technology is catching on in other less salacious circles-notably with organized cybercrime groups," Mark Ward, senior research analyst at the Information Security Forum, tells CSO.

Deepfake-derived attacks are currently few and far between, executed by specialist gangs or those that have the weight of a state behind them with only a handful of documented successful uses, Ward says. "However,
it will spread as all such technologies do when the tools, techniques, and potential rewards become well known." csoonline.com

What's the Goal? Organized Retail Crime Interviewing

As organized retail crime continues to plague the industry, retailers are all also keeping up with new tools and resources to combat this trend. Open-source investigations, live surveillance, GPS tracking and exception-based reporting are just a few of the tools used by investigators in the industry to collect information. Truth be told, an often-underestimated tool is the investigative interview. Whether talking to a shoplifter or the fence, the power of information is growing incredibly useful for ORC investigations.

The Walmart-Amazon Rivalry Heats Up
Amazon slaps a $9.95 fee on Whole Foods deliveries & Walmart pounces
Whole Foods shoppers may have received a shock this week if they noticed
a new $9.95 delivery fee on orders placed through Amazon Prime. Amazon, which acquired Whole Foods in 2017, had previously offered free two-hour delivery for Prime members, but warned shoppers last month a new charge was coming.

Walmart didn't waste any time trolling its retail rival. In an email to customers last week, Walmart announced that anyone who signed up for Walmart+ - the retailer's version of Prime - on Monday, would receive $9.95 back.

"Because customers deserve a grocery delivery service that won't leave a Whole in their wallet for delivery fees - whoops, typo," the email reads.

Walmart+ offers subscribers free grocery delivery, free shipping with no order minimum and contact-free checkout. The subscription costs $12.95 per month, or $98 for the year. Amazon prime costs $12.99 per month, or $119 for the year.

Retail rivalry

Walmart's snarky response is just the latest in the competition between the two mega-retailers.

In August,
Walmart launched its own delivery service, GoLocal. The service delivers goods to customers from other business' websites, and is a part of Walmart's strategy to expand its offerings. Home Depot was the service's first partner earlier this month.

Online Shopping Driving Supply Chain Crisis?
Jen Psaki Says Too Much Online Shopping Partly to Blame for Supply Chain Crisis
White House Press Secretary Jen Psaki has
blamed the country's supply chain crisis partly on the online shopping habits of Americans.

Psaki said that consumers increasing their online purchases amid the COVID-19 pandemic was part of the "root cause" of the supply bottleneck when asked to provide a "message to Americans who are still so worried about getting their Christmas gifts on time" during a press conference at the White House on Wednesday. She said the issue was "a top priority" for President Joe Biden.

"So many people across the country are
purchasing more goods online," Psaki said. "Maybe some of it is from habits that developed during the pandemic when people weren't leaving their homes. Some of it is because we've seen an economic recovery that has been underway for the last nine months... That is leading to a massive increase in volume. That's what's happening at ports." newsweek.com

Kingston, MA: Suspected shoplifter nearly ran officer over while fleeing from Lowe's
A suspected shoplifter nearly ran over a plainclothes Kingston police officer while fleeing a Lowe's home improvement store Friday, according to a statement from police. Police said the on-duty officer, who was not identified, was at the store on William Gould Way when he saw a felony larceny in progress. The officer tried to detain the suspect, who got violent while fleeing the scene, according to the statement.

Police told 7News that the suspect confronted the officer with a weapon, causing the officer to draw his gun. A video of the interaction, shot by a bystander, shows the officer trying to drag the suspect out of an SUV, while the car is in motion. As the suspect pulls out of the parking space while fighting with the police officer, the SUV hits another car as well as a shopping cart. Police said the officer, who was on duty, was not injured. According to the statement, police "are confident that we have probable cause to charge the suspect with multiple felony crimes related to the incident, including larceny and assault-related charges." msn.com

Wichita Falls, TX: "High Fashion Shoplifter" sentenced and ordered to pay $19,000 restitution
A man with multiple thefts this year of expensive fashion purses and perfume was ordered to pay almost $19,000 restitution to two stores by the end of next year. Deandre Mabonga, 21, will also serve jail time and be on probation for five years, on a suspended two-year sentence and pay a $1,000 fine. His restitution breaks down to about $16,000 to Dillard's and $2,800 to Ulta Beauty on Lawrence Road. One of his sentences for 82 days in jail was for an evading charge when police said he ran into an apartment when they tried to serve warrants for some of the thefts in May, and they had to kick in the door.

Mabonga's latest arrest was in September when police responded to another perfume theft at Ulta and stopped a Lexus SUV on Kell. They said Mabonga was in the back seat next to 21 boxes of perfume valued at $2,100. An employee at Ulta said they recognized Mabonga as soon as he walked in because of his previous thefts and that he filled a basket with perfume and fled. The driver of the car claimed Mabonga had asked for a ride to get a cell phone. He was also charged with theft of more than $2,800 worth of perfume from Ulta on May 8. Also in May, he was charged with the theft of three Louis Vuitton purses from Dillard's valued at $5,460. Employees said he and an accomplice used tools to cut the purses from a security cable.

The employee identified the suspects to police, saying she was familiar with them from previous times they shoplifted items. One of those was for thefts of Louis Vuitton purses from Dillard's in April. The store had just opened when a manager heard employees yelling and items falling in the accessories department. They said two thieves ran out an exit with handbags valued at almost $12,000 that had been cut from the cable. Mabonga was again identified through surveillance video. texomashomepage.com

Siberia, Russia: Eight people jailed in Russia over deadly 2018 Kemerovo leisure centre fire; 60 Killed, 147 Injured
A Russian court has jailed eight people for negligence over the deadly 2018 fire at a leisure centre in Kemerovo. Lengthy prison sentences were handed out to the manager of the building, as well as fire safety officers. The blaze killed at least sixty people in the Siberian city's Winter Cherry shopping centre complex. An investigation concluded that the company that owned the mall had violated fire safety regulations. Yulia Bogdanova, the former CEO of the firm, received a 14-year jail sentence by the Zavodskoi district court on Friday. Meanwhile, Nadezhda Suddenok, CEO of the company which ran the complex, was given thirteen-and-a-half years. Six others -- including fire safety officers and a security guard -- received prison sentences between five and eleven years, according to TASS news agency.

According to Russian authorities, 60 people were killed and another 147 injured when the fire engulfed the leisure centre on 25 March 2018. At least 37 of the victims were children, while many died suffocating in the leisure centre's cinema. Dozens of animals at the complex's petting zoo were also killed. The blaze first broke out after a short circuit in the lighting near a children's play area on the mall's fourth floor. Witnesses reported that fire alarms in the building were not connected and the sprinkler system also malfunctioned. Evacuation efforts during the fire were also hampered by blocked, heavy doors in the building's cinemas, investigators have said. euronews.com

It always boils down to the people - the team. No matter how sophisticated we become or how fast and efficient our systems are, it's always the people that make it work or not work for that matter. So many hide so much behind the technology that I wonder if we the people are losing ground at times. It's easy to sit back, get work done, shuffle our emails and feel like we accomplished a lot. But at the end of the day have we really?
