The Loss Prevention Foundation and ASIS International Join Forces to Launch New Certificate Course, Essentials of Retail Asset Protection
Theft, fraud, and losses cost the retail industry $61.7 billion in 2019, according to the annual National Retail Security Survey conducted by the National Retail Federation. Security executives reported a steep increase in incidences of shoplifting, organized retail crime, and employee theft over the year prior.

The Loss Prevention Foundation (LPF), an international leader in educating and certifying retail loss prevention and asset protection professionals, and ASIS International, the world's largest membership organization for security management professionals, have joined forces in developing the new Essentials of Retail Asset Protection Certificate.

Protests & Violence

Election Violence & Protests Survey
How are you preparing?

Given the current elective divisiveness coupled with the nation reeling from protests, rioting, and looting since George Floyd's death in Minneapolis and the COVID-19 lockdowns, restrictions and social isolation, law enforcement and intelligence agencies across the nation are preparing for protests and violence throughout the election process. Especially given the long, drawn out mail-in ballots that will reportedly take up to a week or more to determine the winner.

That being said, we wanted to provide the community with a public survey/benchmark that can be shared and hopefully provide value with your individual review and preparation process.

Please take 5 minutes and share your thoughts

So we can collect and present our community's public opinion. Individual responses will not be published.

There Will Be Blood
U.S. retailers secure stores as worries about election unrest mount
This time last year, shoppers on Chicago's Magnificent Mile were waiting for Louis Vuitton to debut its whimsical holiday window decorations. Now those same windows are hidden behind a wall of wood panels painted bright orange.

While still open for shoppers, stores like Gucci, H&M and Nordstrom are also boarded up after looters targeted the city's famed retail district in the spring and summer, when protests gripped more than 100 U.S. cities.

As security experts warn that the U.S. presidential election could spark renewed civil unrest, those stores remain clad in plywood as retailers seek to keep property and employees safe in the event that street violence flares anew.

Aon Plc, the world's largest insurance broker, told Reuters the
majority of retailer clients it surveyed are considering boarding up stores because they are worried about looting around the election. Aon executive MaryAnne Burke said about 70% of these retailer clients did so during protests in May and June.

Many retailers including Gucci, H&M, Under Armour and Apple declined to comment on their election security plans. More than two dozen security consultants, insurers, contractors and store employees told Reuters that
companies are installing reinforced glass, hiring security guards or retaining on-call teams that barricade and board up buildings.

Retailers are on edge after people earlier this year smashed windows, stole merchandise and, at times, set stores ablaze in Chicago, New York, Los Angeles, Portland and other U.S. cities - often under the cover of peaceful Black Lives Matter demonstrations that were rekindled by the May 25 police killing of George Floyd, a Black man.

"Companies operating in the United States should anticipate the risk of social unrest and political violence to remain elevated before, during and after the upcoming presidential election," Jonathan Wood, a lead analyst at specialist risk consultancy Control Risks, wrote in a recent assessment.

"
You'd be foolish to think the worst is over. We all watch the news," said Bob Moraca, principal at Rock Security Group and former vice president of loss prevention for the National Retail Federation. Making preparations.

"
Everybody wants something done before the election," said Brad Campbell, the owner of Riot Glass. Who are rushing to finish hundreds of jobs of reinforced windows of U.S. stores. stltoday.com

"Fundamental police reform is the civil rights issue of our time"
Police Rethink Policies as Cities Pay Millions to Settle Misconduct Claims

Municipalities of the 20 largest police departments paid over $2 billion since 2015 for alleged wrongdoings and civil rights violations

The payments have settled allegations of excessive force, wrongful detention and other abuses that sometimes stretch back decades and in extreme cases resulted in death or permanent injury.

New York City, the nation's largest police department, has rung up more than $1.1 billion in payouts since 2015, followed by Chicago at about $253 million, according to data gathered by the Journal through public-records requests. Los Angeles County paid out more than $238 million since fiscal year 2015. With the Municipalities paying out the settlements not the police departments.

Officials in several cities said they now use misconduct claims to guide police reforms, with the goal of reducing incidents that can spur potentially costly lawsuits.

Chicago is using claims data to identify root causes and modify police policies and procedures, said Tamika Puckett, the city's chief risk officer, a position created last year by Mayor Lori Lightfoot, a Democrat.

Houston Police Chief Art Acevedo, who serves as president of the Major Cities Chiefs Association, said chiefs are examining the conduct that leads to settlements-not just in their own departments but nationwide. wsj.com

Editor's Note: Great article that analyzes settlement payout trends and current risk management trends that appear to be having an impact and what may need to happen to truly reform the system.

Bottom line is "police brass would feel more compelled to change internal practices and the organizational culture if some portion came out of their departmental funds." With some even saying that "Individual officers should 'feel the consequences of these cases'."

They're currently not having much of an impact on their employment or a police department's decision-making. And so I think we need to figure out ways to ratchet up those effects."

Seems like it always comes down to money. No matter what you're talking about. Just a thought. - Gus Downing

Vehicle Attacks on Protesters
Drivers struck street protesters at least 104 times this summer

From May 27 to September 5 this year, as Black Lives Matter demonstrators took to streets across the US, there were at least 104 incidents of vehicles driving into protester, according to data collected by a terrorism researcher. It's a phenomenon that is relatively recent and increasing along with political tensions.

Forty-three of those incidents have been identified as having malicious intent, said Ari Weil, of the University of Chicago's Project on Security and Threats. Those cases were associated either with extremists, the yelling of slurs, drivers who turned back in an attempt to strike again -- or a second collision with protesters. Thirty-nine of those cases resulted in charges being filed, said Weil. While it's not clear how many injuries are connected to these rammings, two have been fatal. cnn.com

Forcing workers back into a full-capacity office or be fired

Calvin Klien & Guess NYC manufacturer/owner, G-III Apparel Group

Five people who either visited or worked for G-III's New York office have tested positive for COVID-19 since June.

While companies like Shopify, Walmart, and Google have kept most of their white-collar workforce at home during the pandemic, other companies are reopening offices and beginning to require staff to return - causing frustration and fear among some workers.

G-III Apparel Group, which designs, produces, distributes, and in some cases owns high-profile brands like Calvin Klein, Guess, DKNY, and Tommy Hilfiger, is enforcing a return to its New York office at full capacity. G-III employs more than 6,000 employees in the US, according to its 2019 10-K filing. The company is now requiring all workers to be in the office three days a week and strongly encouraging all workers to be in the office five days a week.

Retaliation for not coming into the office

In addition to spreading out workspaces, the company requires all employees to wear masks, receive daily temperature checks, and enter and exit the building in a staggered process, according to guidelines sent from G-III HR department.

For employees coming in at least three days a week, the company is also providing a $100 weekly stipend for commuting costs, presumably to help pay for parking or ride-hailing services.

According to communication from the company's HR department, failure to cooperate with the minimum in-office workdays can result in consequences from the company.

In a document outlining G-III's return-to-office procedures, the company said three consecutive days of "unexcused absences" from the office would be the equivalent of an employee's "voluntary resignation." To monitor which employees are entering the office, G-III is tracking swipes on workers' ID cards, the company said in a separate email to its workers. businessinsider.com

'It Has Hit Us With a Vengeance': Virus Surges Again Across the United States

Unlike earlier outbreaks concentrated in the Northeast and South, the virus is simmering at a worrisome level in most regions.

After weeks of warnings that cases were again on the rise, a third surge of coronavirus infection has firmly taken hold in the United States. The nation is averaging 59,000 new cases a day, the most since the beginning of August, and the country is on pace to record the most new daily cases of the entire pandemic in the coming days.

But if earlier surges were defined by acute and concentrated outbreaks - in the Northeast this spring, and in the South during the summer - the virus is now simmering at a worrisome level across nearly the entire country. Colorado, Illinois, Kentucky, Michigan, Montana, New Mexico, North Dakota, Ohio, South Dakota, Utah, Wisconsin and Wyoming each set seven-day case records on Tuesday. Even New Jersey, once a model for bringing the virus under control, has seen cases double over the past month.  nytimes.com

Thinking About Attending a Conference? Think Again!
20 Attendees Test Positive After 62 Person Conference in Minnesota
Twenty Salvation Army staff from Minnesota and North Dakota tested positive for COVID-19 after 62 people attended a recent conference in northern Minnesota, underscoring how easily the virus can spread.

Of the 20 infected people, none were hospitalized with complications, he said, and the Salvation Army is still awaiting test results from some attendees of the Oct. 6-8 conference.

The semiannual conference was held at the Salvation Army's camp in Finlayson and gave officers the option to attend in person or virtually while mandating that those in person wore masks and distanced. But according to a Pioneer Press article, some participants were seen not complying with those guidelines. startribune.com

Ventilation & Clean Air Biggest Concerns @Workplaces
When It Comes to Indoor Dining, Restaurant Workers Face the Greatest Risk
And Diners Twice As Likely to Get COVID

It all has to do with ventilation, aerosols, and the fact that restaurant workers are stuck in the same air for hours while working indoors.

Indoor reopenings often correlate with spikes in coronavirus cases. A CDC report published in early September found that adults who reported having dined at a restaurant - the report included both indoor and patio diners - were "approximately twice as likely" to have tested positive for COVID-19 as those who did not frequent restaurants.

Diners should make informed decisions about the risk of indoor dining by looking at the rate of community spread in their neighborhood or city. "Ventilation and clean air is my biggest concern when it comes to what's going to make an indoor dining experience risky or less risky," she says. eater.com

Investigative Capabilities Failing to Keep Up
90% of fraud analysts want better resources to conduct anonymous and auditable investigations
Authentic8 released the results of its
2020 Global Financial Crimes Survey, conducted in partnership with the Association of Certified Financial Crime Specialists (ACFCS).

A total of 175 fraud analysts from 150 financial organizations participated in the survey, yielding results with a +/-7% margin of error at the 95% confidence level.

The survey findings quantify how financial corporations face increasing risks and exposure to losses as they battle against hackers and online adversaries. While the volume and sophistication of financial crimes continue to increase, the capabilities of internal fraud investigations teams are failing to keep up:

90% of survey respondents state that "More investment is needed [in their open source intelligence (OSINT) gathering capabilities] to accelerate time-to-insight for investigations."

75% admit "No" when asked "Are you / your team researching and collecting evidence from the dark web."

46% would collect more intel from the dark web and other toxic sources "If it could be done securely and with an audit trail."

28% indicate their biggest challenge in online investigations is "Training to keep up with evolving criminals / technology." securitymagazine.com

Target Adding Safety Features
Crowd Control - Mobile Pay - Reserve-a-Spot - 8,000 More BOPIS Spots

Employees Being Trained to Monitor & Limit Crowds

The Minneapolis-based retailer has announced it will only be open its normal hours on Black Friday, large departure from past years.
Target and other retailers say they are trying to limit crowds this shopping season. Spreading sales events throughout the season. As most are doing as well.

"We are
taking a completely new approach to Black Friday minimizing the event-day shopping behavior that is typical for this time of year," said Target CEO Brian Cornell, in a Wednesday afternoon call.

Opening at 7 a.m. on Black Friday, the time the majority of stores usually open.

To help control crowds, Target employees are being directed to monitor and limit the number of people inside stores, and shoppers will be able to visit Target.com/line to check to see if there is a line outside of a store and reserve a spot.

The retailer is doubling its amount of
Drive-Up parking by adding nearly 8,000 more spots for BOPIS. Target also is equipping its employees with 1,000 more MyCheckout handheld devices so they can help check out customers in aisles, not just registers.

Besides Target, Richfield-based Best Buy, Walmart and Kohl's are among retailers that will be closed on Thanksgiving.

In the survey, half of holiday shoppers said they feel anxious about shopping in stores, saying they expect to spend the majority of their holiday budget online. Three out of four shoppers plan to purchase gift cards and other cash-equivalents. startribune.com

Dramatic Shift Won't Ever End - It's Only the Beginning
Global Study Reveals Profound Shifts in Shopper Behaviors Likely to Persist Post Pandemic

Respondents in Brazil, France, Germany, the U.K., and the U.S. express heightened price sensitivity, economic insecurity, and suspicion of unfair retail prices

The results of the DemandTec-commissioned study, which surveyed shoppers in Brazil, France, Germany, the United Kingdom, and the United States,
present retailers with clear and urgent imperatives. Among the most head-turning findings:

1. There has been
a dramatic five-fold increase in shoppers who say they primarily shop online, rather than in-store, during COVID, from 7% to 35%. After so many months of changed behaviors, they are very unlikely to return to pre-COVID shopping patterns. Retailers must make online commerce a cornerstone of their ongoing strategy, including sourcing science-based dynamic pricing capabilities that move at the pace of ecommerce.

2. While shoppers were very price-sensitive even prior to the pandemic, they are even more price-sensitive today. The TOP #1 factor.

"This hot-off-the-press study confirms how profoundly COVID-19 has shaken up traditional shopper behaviors and retail assumptions, and how fundamentally changed the shopper's behavior will be even post-pandemic," "Retailers today
must have science-based, full-price lifecycle optimization in place."

Retailers Alert
Two Leading Cybersecurity Organizations Issue Joint Bulletin
on Threat of Account Testing Attacks

Today during the Europe Community Meeting the PCI Security Standards Council and the National Cyber-Forensics and Training Alliance (NCFTA) issued a joint bulletin to highlight an increasing threat that requires urgent awareness and attention. The full bulletin can be viewed here.

How do these attacks work?

There are different methods that criminals can use to undertake account testing, and each has a different impact on merchants and other entities in the payment lifecycle. The cardholder data in these types of attacks are obtained through two primary techniques - a Point of Interaction (POI) malware or system intrusion data breach within the cardholder data environment or by account number enumeration for fraudulent purposes. An overwhelming majority of attacks today utilize automated software to simply enable account testing to be undertaken on a massive scale in a very short timeframe.

The assumption for all of these attacks is that the criminal has obtained a very large number of Primary Account Numbers, along with Expiry dates and the Card Verification Code or Value. Where these types of Sensitive Authentication Data (SAD) are not known, then certain account tests can be undertaken to identify and validate this data.

Who is most at risk?

Account testing attacks pose risks to issuers, acquirers and merchants, and the threat exists across many acceptance channels. The consumer also could become the victim of financial/identity theft as a result of a successful attack. Everyone involved in the payment chain is potentially a source of exposure and it is the responsibility of all involved to be vigilant and, on the look-out for this type of attack. Good payment security practices need to be a priority for the merchant, the payment processors as well as issuers and the acquirers. Defeating this ever-growing attack requires a team effort from all involved parties. pcisecuritystandards.org

"Enable data innovation, while navigating current and future risk"
The new normal for enterprise data governance
Mastercard data exec highlights the foundational role of enterprise data governance during the pandemic era with more people working from home and new demands on businesses.

The ability to effectively use
data during the pandemic has also brought into focus the role of enterprise data governance. At Forrester Research's Data Strategy & Insights virtual conference, data executives and analysts detailed approaches and challenges for enterprise data governance in the pandemic era.

JoAnn Stonier, chief data officer at Mastercard
, provided insight into how the global credit card payment processor has been handling its data needs during the pandemic. With many employees working from home and the demands on merchants and financial institutions under new pressures, she said Mastercard's data governance policies continued to be effective.

"We always had very strong data governance," Stonier said during a panel session on Oct. 15. "We also had very strong data tools that we were using, but in order to handle the increased data needs, we needed to leverage those tools, methods and data governance in new and different ways." techtarget.com

Minimizing Human Errors to Improve Data Center Reliability
A simple mistake made in a data center can have serious consequences.
Here's how to detect and prevent common errors before they can damage schedules, budgets, revenue, and perhaps even lives.

According to an Uptime Institute survey,
human error accounts for approximately 70% of data center problems, leading to everything from systems downtime to costly security breaches. "While IT teams are vital to a successful data center, often human error stems from a lack of understanding of the equipment or simply failing to follow procedure,

The most dangerous person in any data center is the over-confident, uninformed, self-anointed "expert," noted John O'Connor, manager of technology infrastructure operations at news and media firm Bloomberg. "I much prefer working with people who know what they don't know, are highly skilled in critical thinking, and embrace a team dynamic where everyone teaches everyone."

- Proper deployment practices can go a long way toward reducing data center mistakes.
- Perhaps the most common human error is system misconfiguration, observed Amr Ahmed
- Automating the tasks most prone to human error is an effective way to mitigate downtime and outage risks

'Extensive Security Systems' to Protect the Growing Cannabis Industry
Oregon cannabis security mandates ready owners for sales explosion

Savvy recreational cannabis business owners are securing facilities with extensive security systems

Security plays an important role in the profitable Oregon cannabis market. The industry is growing as fast as wildfires are spreading.

Savvy recreational cannabis business owners are preparing their businesses for record sales but also are securing facilities with
extensive security systems that include security cameras, alarms, and access control.

Build in Surveillance Security

Oregon legislators set stringent licensing, guidelines and laws pertaining to security cameras. The legislation
requires every licensed recreational marijuana business to have a fully operational video surveillance recording system that comprises of digital or network video recorders.

The law also expects surveillance cameras to continually record at a minimum resolution of 1280 x 720 pixels and at 10 frames per second. In addition, cameras must be capable of recording in all lighting conditions and users must be able to print a still photograph from any camera image

Under the law, cameras must capture video footage
in all areas housing marijuana plants, usable marijuana, cannabinoid concentrates, extracts, products, or waste. The state requires licensees to keep video recordings a minimum of 90 calendar days in a locked secure area that only authorized personnel can access.

There Is No McDonald's Of Marijuana
Why Cannabis Companies Get This Wrong, And What Might Actually Work
Despite the best efforts of American capitalism, there is no Coca-Cola or McDonald's "of marijuana." And thanks to federal prohibition, there won't be, at least for a while. And even if there is, standardization just isn't what most cannabis users want.

At least one of the cannabis companies trying to be a national force has finally figured this out, and is banking that for a product line of cannabis flower available in multiple states, "close enough" might be good enough. Particularly if it's actually good.

First, the canard.
Legal recreational cannabis simply does not fit into the orderly, branded, and nationally distributed box as other popular (and profitable) consumer goods. This is because a perishable agricultural product with a limited shelf life is not like beer, cigarettes, software, or any of the other neat and easy comparisons found on investor decks and marketing materials. This is particularly true when the commodity in question is illegal to ship across state lines. cannabisbusinessexecutive.com

Trump Pushes for Tighter Sanctions of Counterfeits Sold Online

E-commerce sites that offer third-party selling, such as Amazon and eBay, could face fines and more regulations if approved.

Just in time for Amazon Prime Day - along with a host of competitors offering online shopping deals - President Trump is
cracking down on counterfeit trafficking by way of e-commerce platforms, such as Amazon and eBay.

On Tuesday, Trump signed a memorandum asking the executive branch to
exercise tighter control over online shopping sites in the U.S. that offer third-party selling. The proposed set of sanctions would give the Secretary of Homeland Security, through the Commissioner of U.S. Customs and Border Protection, the right to seize counterfeit goods imported to the U.S. on e-commerce platforms, while imposing fines on said e-commerce sites.

Trump also recommended the government pursue legislation that would strengthen the executive branch's authority over the matter. The Secretary of Homeland Security and the Attorney General
have 120 days to develop a legislative proposal backing the memorandum. wwd.com

Takeaways From An Amazon Prime Day That Showed Subtle Signs
Of Coronavirus Trouble
Amazon's U.S. Prime Day spending rose 36% from last year's, according to e-commerce research firm Edison Trends. Digital Commerce 360, meanwhile, estimated Amazon's global Prime Day sales
rose 45% this year, to $10.4 billion.

However, absent in the company's release this year were the kind of boasts in other years' announcements about Prime Day setting another record to become the company's largest shopping event. Last year, Amazon said its two-day Prime Day event topped the previous Black Friday and Cyber Monday combined.

Amazon declined to rank this year's Prime Day total against other shopping days, and its focus this year was on small-business third-party sellers.

While Amazon India's early Prime Day event in August may have affected this year's total tally, studies showed that the Covid-19-led delay to October, from the traditional timing of July, may have confused some consumers.
Online searches the day before Prime Day 2020 dropped 48% versus the previously scheduled Prime Day in July, according to consumer search analytics firm Captify.  forbes.com

Indictment Charges 7 Hartford Women for Participating in $100K+ Victoria's Secret Theft Scheme
District of Connecticut: Beginning at least as early as February 2019 and continuing through at least October 2019, the co-conspirators devised a scheme through which they stole thousands of dollars from L Brands, the parent company of Victoria's Secret stores. As part of the scheme, the co-conspirators shoplifted merchandise from Victoria's Secret stores in Connecticut and Massachusetts. They then returned the shoplifted Victoria's Secret merchandise through a "No Original Receipt" return, which allowed them to obtain gift cards for Victoria's Secret in the value of the stolen merchandise (the "Return Step"). The co-conspirators then redeemed the gift cards at Victoria's Secret stores for merchandise that slightly exceeded the value of the gift card, so that the excess amount was charged to a debit card connected to a co-conspirator (the "Redeem Step"). They then returned the merchandise purchased in the Redeem Step, with the refund for the entire amount credited to the co-conspirator's debit card (the "Refund Step").

It is alleged that the loss to L Brands from this scheme exceeds $100,000. Charges carry a maximum term of imprisonment of 20 years. justice.gov

UK: Black Security Guard spat at in Racist Attack by 'Shoplifter'
A black security guard was spat at and subjected to a sickening torrent of racial abuse by a woman he confronted over suspected shoplifting. Today Merseyside Police issued a CCTV picture of a woman clad in a distinctive headband they hope could have "vital information" into the horrible scenes at Racecourse Retail Park in Aintree. Police said at around 4.15pm on Wednesday, October 14, a male security guard working at Boots challenged a man and women who were suspected of shoplifting at the store.

When asked to leave the woman spat at the black victim and racially abused him. A Merseyside Police spokesman said: "The woman became aggressive and was asked to leave. The woman eventually left and attempted to re-enter, at which point she spat and racially abused the security guard. Hate Crime Coordinator Kate Gore said: "This attack understandably left the victim distressed and worried. "To spit into someone's face is abhorrent, especially in the current climate of Covid 19, with equally disgusting racial abuse directed at the victim. We will not tolerate assault or abuse of people carrying out their daily work in our communities."

It always boils down to the people - the team. No matter how sophisticated we become or how fast and efficient our systems are, it's always the people that make it work or not work for that matter. So many hide so much behind the technology that I wonder if we, the people, are losing ground at times. It's easy to sit back, get work done, shuffle our emails and feel like we accomplished a lot. But at the end of the day have we really?

Just a Thought,
Gus
