U.S. gun sales soar amid pandemic, social unrest, election fears
Surges in U.S. firearm sales have in recent decades been predictably driven by events sparking fears of impending gun-control legislation or a spate of mass shootings. Such surges came largely among the gun-industry's core base of
white, male and politically conservative customers who often already owned one or multiple guns. That market is widening this year to include a new rush of first-time buyers, including many women, minorities and politically liberal buyers who once would not have considered gun ownership.

The
number of first-time buyers has skyrocketed this year. Firearms neophytes accounted for about 40% of sales this year and "double the national average" in past years. 5 million people purchased firearms for the first time across the industry in the first seven months of the year.

The FBI's National Instant Criminal Background Check System (NICS) - shows a
41% increase in activity during the first nine months of this year, compared to the same period in 2019, which was a record year. With 28.8 million background checks through the end of September, this year's surge has already surpassed last year's all-time high of 28.4 million.

Eight of the top 10 all-time weeks for background checks have happened this year, according to NICS data that goes back to 1998. The top week came in March, when the World Health Organization declared the coronavirus crisis a pandemic. The top month this year came in June, following the late-May killing of George Floyd by Minneapolis police.  reuters.com

Pinkerton security guard to face 2nd-degree murder charges
in Denver protest shooting: DA

The private security guard suspected of fatally shooting a man at the scene of tense protests in Denver last weekend will be charged with second-degree murder, the local district attorney announced Thursday.

Matthew Dolloff, 30 - who did not have a license to work as a guard in Denver, authorities say - faces a mandatory prison sentence of 16 to 48 years if convicted, according to the Denver district attorney's office. He is accused of shooting 49-year-old Lee Keltner, who went to a rally downtown to show support for law enforcement, according to Keltner's family.

The violence played out Saturday during a clash among demonstrators: Right-wing "patriots" and left-wing counterprotesters affiliating themselves with Black Lives Matter and antifa. But most people were dispersing when a shot rang out, authorities said, and police quickly sought to tamp down rumors about those involved, saying Sunday that investigators were "unaware of whether the suspect is personally affiliated with any political organization."

Local outlet 9News says it contracted Dolloff through the firm Pinkerton to accompany a staffer at Saturday's protests. 9News says it told Pinkerton that the security guards protecting its employees should not be armed, adding to questions about Dolloff's qualifications and the contract that brought him to Denver's civic center. washingtonpost.com

Manhattan, NYC: Bicycle delivery workers rally for safety after string of robberies
Delivery workers protested at the intersection of 72nd Street and Broadway on Thursday, asking that more attention be paid to a series of e-bike thefts that have made it impossible to do their jobs. They rang bells and rode their bikes down to City Hall to continue the protest. "We are asking for safety. A lot of guys are being robbed," Melinda Gallpa, of the Worker's Justice project, told the Daily News. "Their bicycles are stolen, and some of them are almost $2,000. U.S. 'Headed in the Wrong Direction' as a 3rd Peak Nears

Epidemiologists warned of a new, worrisome phase as 17 states are seeing surges unlike anything they experienced earlier in the pandemic. States including Alaska, Minnesota, Montana and Wisconsin reported more new cases during the seven-day stretch that ended on Wednesday than in any other week since the virus arrived in the country.

Reports of new cases are trending upward in 41 states over the last two weeks, while nine states are holding case numbers roughly steady. No state in the country is seeing a sustained decline. 

"What's happening in the Upper Midwest is just a harbinger of things to come in the rest of the country," said Michael Osterholm, an infectious-diseases expert at the University of Minnesota.

Already, signs of the uptick are appearing beyond the nation's middle. In the Northeast, where cases have been relatively low since a spring surge, reports of new infections have started ticking upward again. In the South, where infections spiked this summer, the picture varies from state to state, with sustained progress in Florida and Georgia but worrisome trends in Arkansas and Kentucky. nytimes.com

Key takeaways from conversations with LP experts at Domino's, Dunkin' & McDonald's

During NRF PROTECT ALL ACCESS, loss prevention experts at McDonalds, Dunkin' and Domino's talked about ways they had to adapt this year to keep customers and workers safe from both COVID-19 and workplace violence.

Both Van Carney, national director of safety, security and loss prevention with Domino's Pizza, and David Johnston, senior director of loss prevention and corporate security at Dunkin' Brands, had to ensure their teams and customers were protected. At Domino's, services such as contactless delivery and drive-throughs were implemented to limit exposure as much as possible. Carney's team kept track of areas in the country with spiking infections in order to implement extra precautions to keep their employees safe.

At Dunkin, corporate ensured that franchisees had all the necessary PPE for team members and kept them informed on city mandates and government stimulus programs. Johnston said for the first time in history, all three corporate crisis teams were deployed in order to ensure the safety of everyone going in and out of stores.

While McDonald's was experiencing the same level of safety concerns with COVID-19, Field Security Manager Hugo Cortez was also figuring out ways to manage customers' flared tempers and an uptick in panhandling and loitering. Both the stress of the pandemic and a plethora of COVID-19 related conspiracies have increased escalation, leading to physical violence, vandalism and property-related crime.

Some fever cam makers reportedly scamming buyers with poor biometric tools
A video surveillance publication is putting makers of questionable biometric fever cameras on notice. It alleges that it has dug up several instances of fraudulent camera claims made during the COVID-19 pandemic.

The latest example that IPVM says it has found involves contactless systems from Chinese surveillance giant Hikvision. The story was published October 14. Significant doubts exist about whether any fever cam systems can be considered reliable biometric products.

IPVM had written about Hikvision fever camera claims October 9. Then, it looked at separate but related quality claims dating back to September 28. The article noted that ISO standards for febrile screening state that accurate forehead readings from a distance are impossible.

Hikvision marketing information says that the company's network video recorder linked to its HikCentral Pro central management system and a Hikvision long-range camera can detect forehead temperatures in one second within a half-degree Fahrenheit and as far as 23 feet.

A few days before that last report, IPVM reported on a Swiss firm allegedly selling fever cameras under false pretenses. This article reportedly found that defense contractor MIRTechnologies had "faked its certification, marketing, and sales, even falsifying a 'Swiss Made' certificate."

Another vendor, Convergint, allegedly has slotted numerous images around its site that imply its cameras can take readings from exposed legs when a forehead reading is impossible to capture.

Similar claims are made about yet another vendor, Dahua, which IPVM says has a global marketing campaign based on "a faked detection." biometricupdate.com

Retail workers on enforcing mask mandates
As mask mandates have been politicized by those who view them as an attack on their civil liberties-many customers have felt entitled to express their desire not to wear masks in places of business. Retail and grocery workers have been saddled with enforcing those rules, making them the target of ire for malcontents. Some workers have even been physically assaulted by customers who were incensed by a request to wear masks.

Grocery Union Position - Wants Trained Security Enforcers
"A mask mandate is meaningless without enforcement," says Marc Perrone, president of the United Food and Commercial Workers union, who believes these workers should not have to bear the brunt of enforcing these rules. "With over 100 grocery workers already killed by COVID-19 and more than 15,000 workers infected or exposed, every retailer and grocery store must mandate customer masks and enforce the policy with trained security, not store employees already stretched thin. This is the only way we can keep stores safe for workers and the communities we serve."

McD's COVID Safety Whistleblower Lawsuit
San Jose, CA: McDonald's worker accuses the chain of firing her after she protested against a lack of masks and other safety concerns
McDonald's is facing a whistleblower lawsuit from a former worker, who claims she was fired after protesting the fast-food giant's safety policies during the pandemic.

On Friday, Maria E. Ruiz Bonilla filed the whistleblower retaliation suit against McDonald's in the Superior Court of the State of California for the County of Santa Clara. Ruiz had worked for McDonald's in San Jose, California for more than 16 years when the coronavirus pandemic hit in March. Despite being a diabetic, Ruiz said she wasn't provided personal protective gear or even allowed to wear a mask on the job.

"We didn't have sanitizer, masks, gloves," Ruiz told Business Insider through a translator. "We didn't even have Clorox, sometimes, to clean and disinfect the store. I was in panic."

McDonald's was among the many chains that did not provide workers with personal protective equipment at the beginning of the pandemic, and originally discouraged employees from wearing masks in accordance with the CDC's guidance at the time. Dozens of fast-food workers told Business Insider in March that they were terrified to go to work, as many wondered how they could avoid getting sick and if they would be able to financially support their families. businessinsider.com

One-Third Admit to 'Friendly Fraud' & Cheating Retailers
Consumer Survey Shows Just How Dramatically COVID-19 Has Transformed Holiday Shopping This Year

77% will avoid shopping in stores this year; 34% will rely more on curbside pickup


One out of every three consumers has lied or bent the rules in order to obtain free or discounted products from online retailers, a Signifyd survey of 1,500 US consumers has found. Consumers also said they will avoid shopping in stores this holiday season because of the threat of COVID-19, with 54.5% telling pollsters they will limit store visits as much as possible and 22.9% saying they will not shop in brick-and-mortar stores at all.

Instead, consumers will turn to options such as curbside pickup, which is growing in popularity as the pandemic drags on. More than 34% of respondents said they would rely more heavily on curbside service and 41.5% said they'd be turning to its better-established cousin, buy online, pick up in store.

The survey findings provide a warning sign for retailers as they move into the most crucial selling season of the year: A significant number of consumers have no qualms about taking advantage of merchants and many others expect new and safer ways to buy their gifts and goods. Seven months of living with the pandemic has dramatically altered consumers' shopping behavior and sense of fair play when it comes to their relationships with online retailers. In fact, the survey found that:

● 40.3% of consumers said they had sought a refund from their credit card companies for a charge on their bill that they falsely claimed was fraudulent.

● 33.2% of consumers admitted to seeking a refund by falsely claiming that an ordered package never arrived or that an item was unsatisfactory in order to keep the product and a refund.

● 30.5% of consumers acknowledged violating discount or promotion rules by, for instance, claiming to be a "first-time buyer" or using a one-time-only discount more than once.

'Prop. 20 sparks debate over effects of criminal justice reform in California'
As much of the country weighs changes to the criminal justice system, California has had a head start, adopting a series of laws in the last decade that helped reduce the state's prison population by more than one-third, or 50,000 people.

Now a group of prosecutors and law enforcement leaders has placed Proposition 20 on the November statewide ballot, which would expand the list of felonies for which the convicted are ineligible for early parole; increase penalties for repeat shoplifters; and collect DNA samples from adults convicted of some misdemeanors.

Opponents of the measure, who include civil rights leaders, Gov. Gavin Newsom and former Gov. Jerry Brown, say it wrongly rolls back necessary criminal justice reforms as *crime has declined in recent years.

"California is ahead of the game - we've done so many great reforms," said Assemblyman Jim Cooper (D-Elk Grove), a retired sheriff's captain and proponent of Proposition 20. "But there have been unintended consequences with these reforms."

Supporters of the initiative include the California Police Chiefs Assn., Orange County Dist. Atty. Todd Spitzer, Sacramento County Dist. Atty. Anne Marie Schubert and the union representing state prison guards.

Proposition 20 is also supported by retail chains including Albertsons and Kroger, who say shoplifting and stealing by organized theft rings have been increasing. Safeway and other stores said in 2016 that shoplifting had increased at least 15%.

The San Francisco-based Center on Juvenile and Criminal Justice, which advocates for reducing incarceration, estimates that, under Proposition 20, up to 9,900 arrests for theft-related offenses could be charged as felonies rather than misdemeanors each year.

A June 2018 study by the nonpartisan Public Policy Institute of California found no evidence that violent crime increased because of Proposition 47, but some evidence that it affected property crime.

Study Showed Prop 47 Affected Property Crime

December 20, 2018: An analysis by the Marshall Project and the Los Angeles Times found that California's crime rates remain near historic lows, but overall crime spiked in both 2012 and 2015, the years that immediately followed two major statewide measures aimed at decreasing the number of people in prison. Those jumps were mainly driven by increases in property crimes, particularly thefts from motor vehicles.

California's property crime rate fell slightly in the last two years, but remains 2% higher than it was in 2014. By contrast, the rate of property crimes in the rest of the nation has dropped by 10% over the same period.

Two studies published this summer - one by a UC Irvine criminologist and another by the Public Policy Institute of California -found no link between Proposition 47 and increases in violent crime. Both noted a possible link between the initiative and increases in larceny, particularly thefts from motor vehicles, although the Irvine study found those links too tenuous to conclude Proposition 47 was to blame.

Since June, the Roundtable has endorsed several policy recommendations for policing reform related to data collection and transparency, accountability, standards, training and community engagement.

Waits: Creating a culture of growth in the SOC helps leaders address two issues; one being that security talent is very scarce to find and hire, and two being that the analysts you do have in the SOC are getting burnt out. By creating a culture of growth - one where you're investing time, funds and energy into bettering the skills and career trajectory of analysts - you're both creating a more enticing environment for hiring candidates and establishing a culture for current employees that acknowledges their work, value and caring for an individual's growth.

How can they advocate on behalf of their team to the CEO and board to ensure the SOC is equipped with the right/best technologies to alleviate analyst pain?

Waits: Among SOC leaders, the CISO is the bridge between the SOC and the C-suite. While most CEOs and boards are becoming increasingly security conscience, it's up to the CISO to effectively communicate that security touches every part of the business and a SOC filled with burned-out analysts will compromise security and, in the long run, hurt the bottom line. Equipping your SOC with technology that automates and streamlines the repetitive aspects of analysts' workflow will benefit the entire organization. The board will also need clear understanding of security priorities, so be prepared to answer questions like, "what trends is the SOC teaching us?" "what are we learning? "what are the types of attacks we see most often in our environment?" "what have we done to mitigate those attacks?" and "are there things that we could do with the SOC to be more proactive about trying to catch this stuff sooner?" Read the full Q&A here

Laundering Tens of Millions of Euros in Stolen Funds Since 2016

Raiding 40 houses in 16 countries resulted in the arrest of 20 individuals suspected of belonging to the QQAAZZ criminal network which attempted to launder tens of millions of euros on behalf of the world's foremost cybercriminals.

This international sweep follows a complex investigation led by the Portuguese Judicial Police together with the United States Attorney Office for the Western District of Pennsylvania and the FBI's Pittsburgh Field Office, alongside law enforcement authorities from numerous countries with coordinated efforts led by Europol.

The QQAAZZ network opened and maintained hundreds of corporate and personal bank accounts at financial institutions throughout the world to receive money from cybercriminals who stole it from accounts of victims. The funds were then transferred to other QQAAZZ-controlled bank accounts and sometimes converted to cryptocurrency using 'tumbling' services designed to hide the original source of the funds. After taking a fee of up to 50-percent, QQAAZZ returned the balance of the stolen funds to their cybercriminal clientele.

The criminal gangs behind some of the world's most harmful malware families (e.g.: Dridex, Trickbot, GozNym, etc.) feature among those having benefited from the services provided by QQAAZZ. QQAAZZ advertised its services as a "global, complicit bank drops service" on Russian-speaking online cybercriminal forums where cybercriminals gather to offer or seek specialized skills or services needed to engage in a variety of cybercriminal activities.

One of the leaders, a Russian national charged by criminal complaint and arrested in late March 2020 while visiting the United States is Maksim Boiko, aka "Maxim Boyko" aka "gangass," 30, of Russia.

U.S. victims had funds stolen from their online bank accounts (including from banks headquartered in Pittsburgh, Pennsylvania) and destined for QQAAZZ-controlled bank accounts overseas.

25% of BEC Criminal Gangs Are Based in US
US Now Second to Nigeria for Business Email Compromise Fraudsters

Business email compromise scams continue to proliferate around the globe, with the U.S. now second only to Nigeria as a home base for the cybercriminal organizations waging the campaigns, according to a study by security firm Agari.

Agari, which examined approximately 9,000 suspected BEC schemes between May 2019 and July, found these criminal gangs are now operating in 50 countries, including newer locations that include Eastern Europe and Russia (see: Russian BEC Gang Targets Hundreds of Multinational Companies).

The report notes about half the world's BEC criminal gangs operate from Nigeria. Criminal groups waging BEC campaigns, including one called SilverTerrier, are now using increasingly sophisticated malware, such as Trojans and information stealers, to assist in their activities (see: Nigerian BEC Scammers Increase Proficiency: Report).

US Activity
Agari determined that about 25% of BEC groups now work in the U.S., especially in these five states: California, Georgia, Florida, Texas and New York.

"In recent years, pressure from law enforcement has spurred an exodus of some BEC actors out of Nigeria to other countries," the Agari report states. "Additionally, cybercriminals around the world have recognized the significant ROI in BEC attacks and have started vying for a piece of the action."

Amazon's Prime Day sales cross $10 billion

Sales of marketplace sellers' products grew nearly 60% to more than $3.5 billion, Amazon reports. Marketplace goods' sales jumped more year over year than Amazon's own products.

Amazon.com Inc.'s sixth-annual Prime Day is in the books. And it marked
yet another record-breaking event for the retail giant, with sales surpassing last year's 48-hour event by 45.2%, a Digital Commerce 360 early analysis shows.

Digital Commerce 360 estimates Amazon's sales on Prime Day hit $10.40 billion globally over the two-day period spanning Oct. 13 and Oct. 14, up from $7.16 billion during the 48-hour event in July 2019.

Marketplace sellers were the big winners this year, selling a record of more than $3.5 billion worth of goods during Prime Day, Amazon says. Sales of marketplace sellers' products grew nearly 60% and-most notably-grew faster year over year than sales of Amazon's own products, which includes its private-label goods, Amazon devices and products it buys from manufacturers to sell itself.

Study: COVID-19 creates e-commerce windfall; to reach $1 trillion by 2023

Update: Auburn, ME: Brooklyn man admits to theft and resale scheme at Home Depot and other big box stores
A Brooklyn man who pleaded guilty Wednesday to selling tools and equipment stolen from big box hardware stores, including in Auburn, after crossing state lines broke down in tears after noting his father recently died from COVID-19. Jose Avila, 33, appeared at the U.S. District Court here in Maine by videoconference from his home in Brooklyn where he is free on bail pending his sentencing in the Class D felony that carries a maximum penalty of five years in prison. Judge Jon D. Levy warned Avila that he faces possible deportation as a convicted felon. Avila's Lewiston attorney, George Hess, said his client is not a U.S. citizen and has consulted with an immigration lawyer.

Investigators said that from October 2018 through February 2019, Avila and two accomplices stole merchandise from Home Depot stores in five New England states, including a store in Auburn, then drove the stolen goods to New York City area where they would sell them online, according to prosecutors. Dakota County, MN: Pair charged with nearly $5,000 theft by swindle in bar code switch, return scheme
The Burnsville Police began investigating a series of shoplifting incidents from Dec. 20, 2019, to March 24, 2020, earlier this year. According to the criminal complaints, they learned that Galiana Mikhaylovna Sagaydak, 41, would allegedly enter the store, select merchandise, and
proceed to the self-checkout registers, only to ring up each item with a ramen noodle barcode ($0.35). Throughout the investigation it was revealed Sagaydak did the same thing with several items from stores located in Anoka, Carver, Hennepin, Ramsey, Scott and Washington counties. Following the transaction, Aleksandr Anatolyevich Sagaydak, 39, and Galina Sagaydak would then allegedly take the merchandise to the guest service counter and ask for a return without a receipt. Stone County, MO: Identity theft report exposes 4-County, 3-State crime ring
Cora Leigh Jacobs-Trotter, her mother, Cynthia Jo Grantham, and Cassidy Romine, all of Cave City, have been arrested and charged with multiple counts of felony financial identity fraud, nonfinancial fraud and theft of property. The search produced numerous pieces of evidence, including several credit cards under various names. Computers, digital devices, including phones and tablets, and other items shown on the Walmart video were recovered. Mail and financial information from individuals from at least four counties in Arkansas were seized, along with notebooks containing financial and secure information on individuals in at least three other states.

Update: Spartanburg County, SC: Shooting at convenience store that left man dead ruled justifiable
A man who shot and killed another man at a Spartanburg convenience store earlier this week will not face homicide charges, the Spartanburg County Sheriff's Office announced Thursday night. Russell David Berry Sr., 58, was shot Tuesday at the QuikTrip and died hours later. Lt. Kevin Bobo released new information that led to the decision by the 7th Circuit Solicitor's Office.

Investigators now say the man had first been to CVS behind the QT, attempting to get a money order to send to his family out of country, but the machine there wasn't working correctly. The man asked the CVS clerk where the closest ATM was, and she told him there was one inside the QT. Berry was inside the CVS at the same time as the man, but from the store's security video, it doesn't appear they interacted, Bobo said.

Once the man left CVS and went to QT, Berry came outside from CVS but stayed in his car in the parking lot closest to the QT, Bobo said. About 10 minutes later, the man left the QT and was headed toward his vehicle when Berry got out of his car and headed toward the suspect in a hurried manner, Bobo said. At some point, Berry can be seen taking a swing at the man, but misses as the suspect runs away. The man has a valid concealed weapons permit and had both his permit and his weapon on him, Bobo said.

"Fearing for his life, as Berry kept coming towards him, he pulled his pistol from his waistband and fired one time at Berry, hitting him in the stomach," Bobo said in a release. Despite that ruling, the investigation remains active, and the lead investigator still has several pieces of the investigation to wrap up, Bobo said. wyff4.com

Columbus, OH., 8 Convicted Using 3 Cell Phone Stores to Launder $44M in Drug Proceeds
The final two of eight defendants in a $44 million money-laundering case were convicted today when they pleaded guilty in U.S. District Court. Another co-conspirator was sentenced today to 10 yrs.

According to court documents, beginning around
2013 and continuing until September 2019, the defendants conspired to distribute heroin, fentanyl and marijuana and commit large-scale money laundering. The three stores were merely front businesses for drug traffickers to send large amounts of money related to their drug trafficking from Columbus to Mexico.

Jose Luis Rosales-Ocampo, 57, of Columbus, and his family members ran the so-called cell phone stores: Los Rosales on Shady Lane Road, Los Rosales 2 on East Main Street and Express Cellular on Eastland Square Drive. In total, the joint state-federal efforts led to the prosecution of
eight defendants federally and 35 defendants by the office of Franklin County Prosecutor.

The storefronts principally served as a place for individuals to
wire illicit drug proceeds to Mexico. Thousands of illicit wire transfers were completed per year. Drug dealers from multiple narcotics-trafficking cells would drop large amounts of narcotics money at the stores, after which the store owners would falsify money sender names, addresses and phone numbers on the wire transfers to Mexico in order to conceal the nature of the proceeds. justice.gov


Houston, TX: Police seeking suspects in 6 recent Walgreen's Armed Robberies
The Houston Police Department (HPD) is looking for the public's assistance identifying and locating some suspects that are believed to be responsible for multiple robberies in the Houston area. Authorities say one of the suspects wore a "unique" style of pants during the incidences. Investigators say the robberies all happen in similar fashion, in which two or three suspects enter a Walgreen's while armed with handguns and demand the money from the cash registers and safe. cw39.com


Palo Alto, CA: Alleged robber causes scare with replica handgun at Stanford Shopping Center
On Sunday, at about 6:40 p.m., officers responded to a call by security personnel at the shopping center, where they were attempting to keep a 39-year-old man who appeared to be armed under observation. Police located the man, who was still holding what looked like a semi-automatic handgun. He quickly complied with commands to drop the weapon and police took him safely into custody, according to the release.

The man had entered the Timberland store and attempted to pay for $600 in merchandise with a credit card. After the transaction was declined multiple times, the man became increasingly disruptive to the point that an employee called security personnel for assistance, police said.
