San Francisco Police Ramp Up Retail Sting Operations
Dial-a-sting: For San Francisco stores plagued with shoplifting, undercover cops just an email away
In recent years, San Francisco's reputation has been tarnished by viral videos of "takeover-style" retail thefts. Buut as the cops crack down on organized shoplifting crackdown with what they've been calling "blitz operations," the San Francisco Police Department will now set up stings at any business with the space to hide a cop in. All the owners have to do is send an email to sfpd.retailtheft@sfgov.org.

The operations began in the fall and were immediately hailed as successful, racking up around 200 arrests by the end of 2023. Last week, Chief Bill Scott said the department had arrested "well over 400 people this year alone." Police were asked for firm data on the number of arrests and a breakdown of operations by store size but did not respond by publication time.

The department funds the operations through a $15.3 million state grant, which aims to target organized retail crime.

"The retail theft grant that the city received last year is being put to good use, and a lot of those blitz operations are funded by that grant," Scott said at the city's most recent Police Commission hearing.

SFPD's state-funded response to retail theft comes as the department's response times have grown markedly slower-even though police are fielding far fewer calls.

San Francisco police's prioritization of enforcement at stores that request it also reflects the department's years-long shift away from self-initiated calls-when police spot a crime and call it in. According to SFPD, the department's self-initiated calls dropped by 56% from 2019 to 2022.

Not all of SFPD's state-funded blitz operations involve undercover officers. Some are carried out with uniformed staff, said police communications director Evan Sernoffsky. Operations are done multiple times a week, at a mix of small, medium and large stores.

Pushback remains as Legislature rushes retail theft bills to Newsom
Lawmakers have spent all year working on an ambitious package to crack down on retail theft. They have been outspoken about not wanting to criminalize the poorest and most desperate Californians if they steal necessities such as food while also making sure store owners and communities feel protected from these crimes. Poodle exemplifies the complexity of the issue: They represent someone who has both stolen out of need and has also been a part of organized theft rings.

The Democratic-led Legislature is expected to pass a bipartisan 13-bill crime package that will head to Gov. Gavin Newsom for consideration. The legislation would enact some harsher criminal penalties for repeat thieves, give store owners the chance to file for restraining orders against repeat offenders and provide prosecutors with better tools to prosecute car break-ins and multiple thefts that take place across counties. If signed into law, the bills will immediately be put into effect.

Some Democrats have been steadfast in creating tougher criminal penalties for those who are part of organized theft operations, but are hesitant to cast their votes on some legislation that could send those in desperate need to jail for stealing out of necessity.

The Legislature's Democratic leadership wants to resolve the retail theft problem that some argue has been blown out of proportion. Still, lawmakers have been hesitant to pass legislation that hurts the poorest and most marginalized Californians.

At least twenty-seven bills were introduced this year to combat organized retail theft. Thirteen of those bills were bundled into two separate packages brought forward by Assembly Speaker Robert Rivas (D-Hollister) and Senate Speaker Mike McGuire (D-Healdsburg). latimes.com

Gun violence in Philly has plummeted to its lowest level in nearly a decade. No one seems to know why.

After three straight years of record-setting gun violence, shootings in Philadelphia so far this year have plummeted to levels that rival the lowest pace in nearly two decades, according to an Inquirer analysis of police statistics.

What stands out is not only the stark drop in gunfire compared with last year, the analysis shows, but also that it has plunged to a level not seen since 2015 - and remained that way, week after week.

For example: Fewer than 100 people have been shot in each of the last seven months, the first time that's happened in a decade, and just the third time the city has seen such a stretch since 2007.

The number of victims so far in 2024 is about half of the total at the height of the pandemic.

And the drop has been seen citywide: Only one of the city's 21 police districts has recorded year-over-year increase in shootings, the analysis shows. In some of the most historically violent districts - particularly in Kensington and parts of North Philadelphia - the rate of gun violence has been cut nearly in half.

The only modern precedent for such a sudden change in Philadelphia's level of gun violence is the spring of 2020, when the record-setting surge of shootings began. Still, that spike came after gunfire had been gradually increasing for several years. inquirer.com


Property Crimes Task Force Driving Down Crime at Destiny USA
Syracuse, NY: 'Don't come here if you think you're gonna steal:' Destiny USA beefs up patrols as well as prosecution for felons
Destiny USA touted its efforts to improve mall security and crack down on shoplifting at an event held at the mall on June 20. The press conference reiterated what Destiny USA's General Manager, Mike Gately, told NewsChannel 9 last year: that the mall is the safest it's ever been, despite some people's reluctance to go.

Mark Rusin, Deputy Chief for the Syracuse Police Department said that they have seen a "significant reduction" in crime since last fall. The department formed a Property Crimes Task Force that's been deployed in the mall, with officers either on bikes or on foot.

Notably, a recent fallen hero Officer Michael Jensen, was one of the first to volunteer to join the task force when it began. "Since then, we have an approximately 50% reduction in calls, there have been 283 arrests, 72 which have resulted in a felony charge," said Deputy Chief Rusin.

Destiny is known for its dining and attractions, and police say 16 million people go through the mall. As for those who choose to steal, District Attorney Bill Fitzpatrick claims there is a false perception that retail theft is not a big deal. AG Dana Nessel offers updates on Organized Retail Crime partnership in Michigan
Michigan Attorney General Dana Nessel and executives from major Michigan retailers held a roundtable to discuss organized retail crime. In January 2023, Nessel assembled a partnership of executives from companies like Meijer, Walmart, Kroger, and Ulta Beauty, called the Organized Retail Crime Unit.

The Organized Crime Unit partners with "The FORCE Team," which stands for Focused Organized Retail Crime Enforcement.

"In its first year, the FORCE team has emerged as a national example of how fostering strong relationships between prosecutors, community partners, and law enforcement agencies can be incredibly successful," Nessel said.

Since its inception, 59 defendants in 39 retail fraud cases have been charged in fraud cases totaling over $20 million in losses. The unit has recovered more than $10 million in retail products, seized nearly $2 million in cash, and secured 17 convictions.

Illinois AG Invests More Money in Fighting Rising Theft
Springfield, IL: Stores report increase in retail theft
From January 2023 to May 2023, there were 514 reported incidents of retail thefts. In that time frame this year, 613 incidents have been reported. For the last two years, the Springfield Police Department has received grants from the Illinois Attorney General's office to combat organized retail crime.

Some of the technology includes additional license plate readers, which have been placed strategically at retail establishments around Springfield to help with investigations. The department also pays for service called fūsusONE, which allows officers in their cars to monitor cameras around the city. This has helped officers track people throughout the city once they have stolen merchandise.

Pickford said that in addition to the technology, there is a dedicated team of detectives who work on investigating retail theft reports. They are also creating connections with local stores and their management teams in order to find the best way to report and handle retail theft. wandtv.com

Self-Checkout Regulation Bill Moves Closer to Final Passage
California self-checkout bill passes committee, continues legislative trek

The bill would require one employee for every two self-checkout machines, though large warehouse retailers that require a membership would be exempt.

A bill that would require California grocery stores to have an employee for every two self-checkout machines, and limit customers to 15 items at those points, passed yet another hurdle Wednesday.

Senator Lola Smallwood-Cuevas, a Los Angeles Democrat, argued that stores have cut staff over the past few years. Clerks in some cases now must serve other customers while monitoring multiple self-checkout machines.

Staffing issues have happened as self-checkouts became a focus point for shoplifters. According to Smallwood-Cuevas, the machines enable the loss of $10 billion in revenue each year. Senate Bill 1446 seeks to change that.

"This bill does not ban self-checkout," Smallwood-Cuevas emphasized. "That is misinformation." The bill wouldn't affect large warehouse retailers that require a membership.

The legislation also would require stores to provide notice to workers and the public when they intend to implement new technology, like the use of digital smart cards.

The bill on Wednesday passed the Assembly Labor and Employment Committee. It now advances to the Assembly Privacy and Consumer Protection Committee. courthousenews.com

Store Closures Up 24% This Year
Retailers Closing Nearly 3,200 Stores, Up From Last Year: Survey
Retail chains are closing thousands of stores this year, nearly a quarter more than by this time last year, a new survey shows.

Companies are announcing the closures of almost 3,200 brick-and-mortar stores so far in 2024, according to a recent analysis from CoreSight Research, which tracks store closures and openings. This is a 24% increase from a year ago, according to the report.

Major retail chains have announced about 4% fewer store openings compared to this time last year as well.

The stores cite multiple factors, including bankruptcies, inflation, and shoplifting, all of which lead to the prohibitive costs of keeping the stores open. Organized retail theft rings have become an urgent problem for both retail chains and small businesses in some areas.

Bringing AI Into 2,000 Stores
Target to roll out generative AI chatbot for store employees

The new tool, dubbed Store Companion, is designed to answer on-the-job process questions and support store operations.

Target plans to introduce a new generative artificial intelligence technology for its store employees at all of the company's nearly 2,000 stores nationwide by August, the company announced Thursday.

The company is launching an AI-powered chatbot tool, Store Companion, as an app on store associates' handheld devices. The app is designed to help store associates answer process and procedure-related questions. It's currently in pilot testing at about 400 locations ahead of a planned nationwide roll out.

Target is also using gen AI to enhance product display pages to display personalized customer search results and summaries of product reviews. Target also began introducing guided search on its online store. Customer product searches can now return a broader selection of relevant items. Smart & Final warehouse workers go on strike in Commerce and Riverside
Workers at two Smart & Final warehouses in Southern California went on strike Wednesday and planned to walk picket lines Thursday, protesting what they call mass layoffs and other alleged unfair labor practices.

Teamsters Local 630, which represents the workers, say the grocery store chain owned by Commerce-based Chedraui USA plans to close unionized Smart & Final warehouses in Commerce and Riverside. Union leaders added that workers are being forced to reapply for employment at $10 to $12 less per hour at a new warehouse in Rancho Cucamonga.

The two warehouses on strike serve as distribution centers for over 250 Smart & Final grocery stores in California, Nevada, Arizona, and Northern Mexico. dailynews.com

Remote Work Fueling Retail Cyber Threats?
UK: More than two thirds of retail organizations say network security threats have increased in the last 18 months
More than two-thirds (71 per cent) of retail organisations have seen an uptick in network security threats over the last 18 months, according to new research from Daisy Corporate Services (Daisy). Over three-quarters (79 per cent) say that cyber security threats are the biggest networking challenge they currently face, with 82 per cent of retail organisations stating that remote and hybrid working is the biggest contributor to heightened threat levels.

Daisy's 'State of Networking Report 2024', surveying 250 IT decision makers in the UK (24 of which came from the retail sector), highlights that growing network complexity is making it more difficult and costly for retail organisations to secure and manage their networks. Over two-thirds (67 per cent) say their current network is made up from a patchwork of different vendor technologies, and 81 per cent say this has created network management issues. Unsurprisingly, 96 per cent of retailers state that simplifying their network infrastructure is now a priority.

Increased pressure is being put on many retail networks due to the number of cloud applications being used in the workplace - according to 71 per cent of those surveyed. This is especially true in office environments where hot desking and large meeting rooms are putting WiFi networks under strain.

Yet even seemingly simply upgrades - such as moving to the newer WiFi 6 standard is a challenge for many retailers. With 59 per cent saying the cost of upgrading devices is delaying their move to WiFi 6. In fact, less than a third (29 per cent) of those surveyed currently have WiFi 6 deployed across most of their organisation.

Despite being aware that they need to simplify and update their network infrastructure, 25 per cent of IT budgets are currently still spent on maintaining legacy network hardware. This makes it harder for retail organisations to implement modernisation and improvement programs, resulting in a vicious circle where legacy systems need to be maintained, as there isn't an alternative.  homeofdirectcommerce.com

To fill cybersecurity skills gaps, experts look to novel measures

The pace of change is driving workforce skills gaps and traditional learning pathways can't keep up with the demand.

In a bid to address the chronic cybersecurity workforce gaps, enterprises are looking beyond traditional four-year degrees to find qualified staff.

More organizations are working to hire people with subject matter expertise, certifications or other credentials above, or even in place of, college degrees, CompTIA's State of Cybersecurity research found.

Security experts agree the industry may need more novel measures to help fill the shortfall.

"They need to start getting creative about how they can find, recruit and hire candidates," said Brennan Baybeck, SVP and CISO for customer success services at Oracle and ISACA vice-chair.

With 4 million cybersecurity professionals needed worldwide, according to ISACA's 2023 Cybersecurity Workforce Study, there's a substantial gap to fill, and requires collaboration between industry, government and workplaces.

To address the shortfall, partnerships between business and government agencies that train people in cybersecurity are emerging, and hyperscalers are offering free training and certifications, Baybeck said. cybersecuritydive.com

More than 2 in 5 technologists have already had a negative AI experience, according to a SolarWinds survey.

IT professionals lack confidence in their organization's readiness to deploy emerging AI technologies, according to a SolarWinds survey of nearly 700 enterprise technologists published last week.

Less than half of respondents believe their company's internal databases are ready for AI and more than one-third expressed concerns about data used to train large language models.

'Vast Network' of Fake Online Shops
In Case You Missed It: Chinese network behind one of world's 'largest online scams'
More than 800,000 people in Europe and the US appear to have been duped into sharing card details and other sensitive personal data with a vast network of fake online designer shops apparently operated from China.

An international investigation by the Guardian, Die Zeit and Le Monde gives a rare inside look at the mechanics of what the UK's Chartered Trading Standards Institute has described as one of the largest scams of its kind, with 76,000 fake websites created.

A trove of data examined by reporters and IT experts indicates the operation is highly organised, technically savvy - and ongoing.

Operating on an industrial scale, programmers have created tens of thousands of fake web shops offering discounted goods from Dior, Nike, Lacoste, Hugo Boss, Versace and Prada, as well as many other premium brands.

Published in multiple languages from English to German, French, Spanish, Swedish and Italian, the websites appear to have been set up to lure shoppers into parting with money and sensitive personal data.

However, the sites have no connection to the brands they claim to sell and in most cases consumers who spoke about their experience said they received no items.

The first fake shops in the network appear to have been created in 2015. More than 1m "orders" have been processed in the past three years alone, according to analysis of the data. Not all payments were successfully processed, but analysis suggests the group may have attempted to take as much as €50m (£43m) over the period. Many shops have been abandoned, but a third of them - more than 22,500 - are still live. theguardian.com


Packaging Changes Coming to Amazon
Amazon cutting down on plastic in the U.S., after years of criticism

Amazon shoppers should expect less plastic in their packages this year.

The tech and e-commerce giant announced Thursday it was moving away from plastic air pillows - large tubes of inflated plastic tucked inside a cardboard box to keep items secure - and replacing them with recyclable filler paper.

Amazon has already swapped 95% of its plastic air pillows for recyclable paper in North America, the company said Thursday, and expects to fully remove the plastic pillows by the end of the year. It made a similar commitment to remove plastic pillows in Europe in 2022 and to remove single-use plastic packaging in India in 2020.

The change in North America will save nearly 15 billion plastic air pillows annually - marking Amazon's largest reduction of plastic in North America to date, according to Pat Lindner, vice president of sustainable packaging at Amazon.

The shift comes after years of environmental activist groups and employees asking the company to take more action to mitigate its impact on the environment and commit to reducing its plastic use by at least one-third by 2030. seattletimes.com

Alliance, OH: 2 arrested in Alliance for allegedly stealing more than $1,600 worth of Ensure
Two people from Pennsylvania were arrested Wednesday evening at a Marc's store in the 2400 block of West State Street in Alliance as police say they were under investigation for an alleged "coupon scam" in which they're accused of stealing more than $1,600 worth of Ensure. In a Facebook post from the Alliance Police Department, 27-year-old Soud Kanan and 25-year-old Asmaa Kanan of Sharon, Pennsylvania, were both taken into custody around 7:20 p.m. The alleged Ensure theft happened at a Meijer and Marc's earlier this month on June 11, according to Alliance police. "During their arrest they were found to possess hundreds more packs of Ensure in the back of a Penske truck," according to Alliance police. "The products are believed to have been obtained illegally from the Boardman and Salem Marc's - investigation pending." Both have been charged with engaging in a continuous course of conduct to commit theft by deception, which police say is a felony offense. Alliance police also thanked the anonymous tipster who provided information on the suspects' whereabouts.  wkyc.com


Somerset, MA: Somerset Police searching for suspect tied to at The Home Depot
Shoplifting An alleged robbery and police chase occurred in Somerset, and officials are asking the public for help identifying one of the suspects involved. The incident happened Wednesday evening at the Home Depot in Somerset. According to Somerset Police, Loss Prevention attempted to detain and identify the suspect but he fled the scene. He was then picked up by another male who was driving a small U-Haul truck. Officers said they attempted to stop the U-Haul as it continued on Brightman Street in Fall River, where it was later abandoned. The shoplifter has been identified, but their identity has not been released.  wobm.com

Fremont, CA: Update: Security Guard fatally shot at CVS identified
A security guard who was shot and killed at a drug store in Fremont last week was identified by the Alameda County Coroner's Bureau Wednesday. Abakr Amin, 41, of Sacramento was fatally shot late Thursday night at the CVS in the Fremont Hub, located at Mowry Avenue and Fremont Boulevard, after getting into a fight with another person, according to police. "There was an altercation between a security guard and another individual .. it initially started as a verbal altercation and then it escalate to the point where the security guard was shot and the other individual sustained a stab wound," said Seargent Kim MacDonald, a spokesperson with the Fremont Police Department. "The other individual was transported to an area hospital where he remains in stable condition." Witnesses said Amin and another person got into a verbal altercation that quickly escalated into a "violent encounter," police said. Amin was shot at least once and died at the scene, police said. The other person suffered several stab wounds and was taken to a local hospital.  nbcbayarea.com

Police in Texas said they are are searching for three women they believe robbed a Circle K Gas Station and shot at the store clerk when confronted outside the store. San Antonio Crime Stoppers is offering up to $5,000 for information that leads to the identity of the women. Authorities said the women walked into the Circle K Gas Station at the corner of Medina Base Road and I-410 on the West Side early Monday morning. The women allegedly stole merchandise from the store before returning to their car. When the 53-year-old store clerk confronted the women outside the store, one of the suspects allegedly displayed a gun at the clerk and fired a shot at him.  katv.com


NYC bodega owners call for increased security after clerk shot in the Bronx
New York City bodega owners are once again calling for more to be done to stop gun violence after a clerk at a store in the Bronx was shot in the stomach in broad daylight on Wednesday. The shooting happened around midday at the Gourmet Deli on Webster and 183rd Street, where authorities say a 33-year-old man was shot in the stomach. According to Fernando Mateo of the United Bodegas of America, the victim, identified as Joseph Lewis, worked as a clerk at the store when the incident happened. Lewis reportedly got into a dispute with a customer who had made a mess of taking ice out of a refrigerator. Lewis allegedly followed the suspect out of the store, where the suspect went to his car, pulled out a handgun, and shot the victim. "It is unacceptable that we have to live in fear," Mateo said at a press conference after the shooting. Mateo says he and bodega workers are calling for the city to reinstate controversial stop-and-frisk policies and to provide more funding for cameras, panic buttons, and bulletproof doors inside bodegas. Mateo is also calling for New York City bodega workers to arm themselves for self-defense.  fox5ny.com


Atlanta, GA: Police investigating reported shooting at grocery store
Police are on the scene of a reported overnight shooting at a northwest Atlanta grocery store. FOX 5 cameras saw multiple police cars in the parking lot of Henery's Pick-a-Sack on the 1100 block of Joseph E. Boone Boulevard. Officials have not shared any details about the investigation. Oklahoma City, OK: Police seek suspect after firing gun at store employee
Authorities say a man is wanted after firing a shot at a employee while leaving a convenience store. According to police, the subject (pictured above) got into an altercation with a convenience store employee (store near NW 23rd/Portland). As he was leaving the business, the suspect fired a shot at the employee. The clerk wasn't struck.  kfor.com

Honolulu, HI: Walmart employee in critical condition after Keeaumoku St. stabbing
A 32-year-old man was stabbed in the chest with a kitchen knife Saturday night on June 15, according to the Honolulu Police Department (HPD). The suspect is still on the run. Witnesses said the stabbing occurred at a bus stop outside of Walmart on Keeaumoku Street just before 10 p.m. The victim, a Walmart employee, was taken to the hospital in critical condition. "I run out and I see like 20 cops. They were already putting someone into the ambulance," stated Giancarlo Legrand, owner of Mimi's Peruvian Cuisine. "The [suspect] must've got away because there were just police swarming everywhere." A statement from Walmart's corporate office read: We can confirm Saturday night's victim of the bus stop attack was an associate of our store, and our hearts are with him and his loved ones during this difficult time. Cary, NC: Police arrest Fayetteville couple in connection with numerous commercial break-ins
Cary Police said Wednesday that a man and woman have been arrested in connection with several commercial break-ins in Cary and surrounding areas. Robert Nicholas Harris, 36, and Yoniara Montoya Locklear, 45, were taken into custody at their Fayetteville home. They are being brought back to Wake County. The break-ins, which began in 2023, had caused "significant concern and disruption for local business owners," Cary Police said. The suspects face charges for break-ins at six Cary establishments: La Cocina, Totopos, Gonza, Brothers of NY Pizza, Cary Pub and Frida's Patio Mexican Restaurant. For these break-ins, Harris and Locklear were charged with several counts of felony breaking and entering, habitual breaking and entering, safecracking, and larceny after breaking and entering, among other charges.  abc11.com


Mount Sterling, KY: Man arrested on robbery and drug trafficking charges
A Mount Sterling man, identified as 51-year-old Tommy Hardin, has been arrested on robbery and drug trafficking charges. Mount Sterling Police collaborated with Louisville detectives to apprehend Hardin on Tuesday. Authorities accuse Hardin of robbing two businesses in Louisville last week. During his arrest, police found cocaine and methamphetamine at his home. Investigators have labeled Hardin as a violent career criminal. In 2005, Hardin was convicted for robbing more than 30 businesses in Louisville. He also has prior robbery convictions in Warren, Meade, Nelson, Hardin, and Daviess counties. Hardin was paroled in 2022 after serving 20 years of a 40-year sentence.   wtvq.com


Dutchess County, NY: State Police arrest East Fishkill woman for stealing more than $1 million
On June 18, 2024, State Police of Saratoga arrested Kirsten E. Zubini, 39, of East Fishkill, NY, on a warrant for Grand Larceny in the first degree, a class "B" felony. On January 24, 2024, at about 9:00 a.m. Troopers were contacted by a representative from a Saratoga Springs, NY organization reporting a theft. The investigation determined Zubini had fraudulently redirected funds belonging to the organization to a bank account controlled by her in January 2024. Her actions resulted in the theft of more than $1 million. Zubini was arrested with the assistance of the Dutchess County Probation Department. She was arraigned at the Malta Town Court and released on her own recognizance.  troopers.ny.gov


Atlanta, GA: 100 people evacuated after oven fire pauses shopping at Midtown Whole Foods
Roughly 70 employees and 30 shoppers were evacuated from a Midtown Whole Foods on Thursday morning following a small fire in the pizza oven. Atlanta firefighters received the 911 call around 9:30 a.m. and arrived minutes later to find the fire had already been extinguished, Battalion Chief Michael Roman said. Light smoke was present in the Ponce De Leon Avenue grocery store, but no injuries were reported and everyone inside the building was safely evacuated, he added.  ajc.com
