has found.

California Gov. Gavin Newsom continues to push to keep a decade-old
initiative that lessened penalties for certain crimes off the November ballot
in place of other safety measures as burglaries and other offenses continue to
rise across the state.
Proposition 47, which took effect in 2014, has been blamed for easing up on
people who commit crimes, including theft. Newsom, a Democrat, has been
sounding tougher on crimes recently at a time when Californians have complained
about the uptick in crime in their communities.
According to the Los Angeles Police Department, homicides have increased by
10.6% year-to-date as of June 4. Robberies have also jumped by 17.6% over
2023, and more specifically, robberies that have
taken place at Los Angeles businesses, restaurants, liquor stores and clothing
stores account for 894 robberies this year, which is up 43.6% from 2023.
Los Angeles isn't the only California city experiencing a jump in crime,
according to police. Homicides are up 83% in Long Beach and 133% in Fresno
compared to 2023. Meanwhile, car thefts are up 52% in Long Beach, while
shoplifting is up 79% in San Bernadino, according to law enforcement statistics.
While aware of the surge in crime, Newsom is continuing to try to keep
reforms to Prop 47 off the ballot this fall. A bipartisan effort has been
ongoing in Sacramento to give the ballot initiative more teeth and increase
penalties for criminals, including repeat offenders.
Those efforts come at a time when Newsom is pushing his own safety bills to
crack down on crime, which he would prefer go in front of the state's voters
rather than reforms to the existing law. Newsom told reporters he doesn't see
the need to have something on the ballot if it isn't achieving what it set out
to accomplish.

Hour Change That Could Sink It
New change coming to retail theft legislation could splinter support for
tough-on-crime initiative
Legislative leaders plan to fast-track bills to crack down on retail theft in
California and are using the package of reforms to pressure supporters of a
proposed tough-on-crime initiative headed for the November ballot to abandon
that effort.
In a closed-door discussion this week, representatives for Assembly Speaker
Robert Rivas (D-Hollister) met with the leaders behind the Californians for
Safer Communities Coalition, the group led by local district attorneys that
has spent the last six months campaigning for voter support to reform
Proposition 47, which voters passed in 2014.
Two people with knowledge of the meeting said legislative leaders are moving
forward with a hard-ball approach that would make
voters choose between the two efforts - and could splinter support for the
ballot measure.
Unless the ballot measure is withdrawn, the Democratic leadership plans to
add an "inoperability clause" to its legislation that would revoke the new laws
if voters pass the statewide proposition in November, according to the
sources and a letter Republicans sent to legislative leaders.
The Republican lawmakers in the letter condemned those changes, saying they
would "do grave damage" to the bipartisan progress made on retail theft.
Lawmakers are advancing a bipartisan 12-bill legislative package that would
address the issues of retail theft and focus on protecting the safety of workers
and store owners, without harsher penalties for some offenders.

The retail giant keeps products locked behind glass due to new efforts to stop
theft - even cheap items like kids' toys.
Kids items like baseball cards aren't the only goods protected by
anti-theft glass cabinets as stores are locking up underwear, socks,
toiletries, birth control, and more products to curb shoplifting.
The Reason for the Glass
Walmart has faced several major theft issues in recent years as President and
CEO Doug McMillon described a "historic high" in retail theft numbers for the
company. The company reported $6.5 billion in losses last year due to
"shrinkage" - which is product loss due to theft.
Some shoppers have even threatened to ditch Walmart for Target due to
their frustration with the anti-theft measures.
Another social media user claiming to be a former Walmart employee recently said
they experienced "dumb" anti-theft measures relating to the glass
cabinets and mentioned another possible solution.
"It's absolutely ridiculous how a multibillion dollar company won't hire a
security/surveillance team but will lock up stuff that shouldn't be locked up in
the first place," they wrote.

Violent Crime is Down, But Americans Don't
Believe It
Why aren't Americans willing to believe good news about crime?
The best data we have available shows that violent crime in the United States
has declined significantly over the past couple of years. But ask the average
American and they'll confidently tell you that it's actually going up.
According to the FBI's preliminary analysis, crimes
like murder, rape and assault fell in 2023 at what could prove to be a record
pace, erasing a pandemic-era spike in violent crimes and bringing the
national rates near the lowest levels ever recorded. The rate of property crimes
like burglary and theft has also declined.
In survey after survey, though, Americans consistently say they believe crime is
increasing. In a poll taken late last year, 77% of people said crime is
getting worse, and two-thirds said crime is an extremely or very serious
problem. The last time Americans were so pessimistic about crime was in the
early 1990s, when the violent crime rate was more than double what it is today.
This gap between perception and reality has real-world impacts. The campaign
to enact police and criminal justice reform gained major momentum in the
wake of the nationwide protest movement following George Floyd's murder in 2020.
But it has largely stalled - and in some cases been rolled back - as
members of both parties have returned to promoting
"tough on crime" policies.
Part of the disconnect appears to come down to human nature. We tend to put more
weight on negative events, whether we experience them personally or simply hear
about them, much more than times when everything goes well.
Gallup has been polling on perceptions of crime for 25 years, and almost
every year a majority of people say it's going up, even though the actual crime
rate has been cut by more than half over that same period.
Experts say there are also plenty of cultural forces that feed our
predispositions on crime. Watching the news or using social media, which
frequently focuses on out-of-context acts of individual violence, can make crime
seem much more prominent than it really is. Politics plays a major role as
well.

Walmart to bring electronic shelf labels to thousands of stores
The retailer expects to deploy the
technology to 2,300 locations by 2026 in a bid to improve efficiency and
customer service.
Walmart
plans to install electronic shelf labels in 2,300 stores by 2026, the
company announced Thursday. The retailer's decision to deploy the digital tags
on a large scale follows a test at a single supercenter in Grapevine, Texas.
Walmart's move promises to sharply expand the presence of ESLs in U.S. grocery
retail locations, where the technology has been relatively slow to take off.
Walmart is looking to electronic shelf labels to help its employees update
prices on its shelves, track product supplies more efficiently and allow
them to provide customers with "an even better shopping experience," Daniela
Boscan, a Walmart food and consumable team lead in Hurst, Texas, wrote in a post
on the company's website.
Walmart stores typically stock more than 120,000 items and change prices
on "thousands" of products every week, Boscan said.
The shift from paper tags to ESLs, which Walmart calls digital shelf labels,
will reduce the time it takes workers to update prices from two days to just a
few minutes, according to Boscan's post. In addition, associates will use
lights on the tags to identify shelves that need to be replenished.
Walmart also expects lights on the tags to help workers assemble orders for
e-commerce customers faster and more accurately by guiding them to products
as they move through store aisles.

Amazon is tinkering with grocery business. Some are unsure it's working
When Amazon introduced its cashierless checkout system - aptly called Just Walk
Out - the tech was seen as the latest prong in Amazon's mission to
transform brick-and-mortar stores and become a dominant competitor in the
grocery industry.
Roughly seven years later, Amazon is
taking that technology out of its grocery stores, and the revolution it
had hoped to bring has yet to materialize.
Amazon says it is still committed to its grocery efforts - which these
days include sales from Amazon.com, Amazon Fresh grocery stores, Amazon Go
convenience stores and Whole Foods Market. But analysts are divided on how to
interpret recent changes in Amazon's grocery strategy.
On top of removing the Just Walk Out technology from Fresh grocery stores,
Amazon
closed some stores, paused expansion for new locations and reformatted
others. It
laid off some workers in its grocery division,
shelved its idea for drive-up pickup sites and experimented with a new
subscription model for online shoppers.
Is Amazon's grocery business approaching its expiration
date?
"In the world of nonperishable, nonedibles, Amazon is very dominant," said
Sucharita Kodali, an analyst from Forrester who has followed Amazon's grocery
efforts since they started. "In fresh foods, Amazon is not a significant
player."
"If I were Kroger, I would not spend a lot of time focusing on Amazon as a
competitive threat."
At the company's annual shareholders meeting last month, CEO Andy Jassy listed
grocery as one of the many businesses Amazon is passionate about growing. Chief
Financial Officer Brian Olsavsky told reporters earlier this year the company
was "pleased" with its growth in physical stores.

Retail Sales Surge in May
NRF: Retail sales jump in May; largest month-over-month gain in over a year
Retail sales rose significantly, showing strong increases both
month-over-month and year-over-year, as consumers continued to spend and
drive growth.
Total retail sales (excluding automobiles and gasoline but including
restaurants) rose 1.35% month-over-month in May and
were up 3.03% year-over-year, according to the CNBC/Retail Monitor
released Monday by the National Retail Federation (NRF). That compared with an
increase of 0.26% month-over-month and a decrease of 0.6% year-over-year in
April.
Core retail sales (excluding automobiles, gasoline and restaurants) rose 1.2%
month-over-month in May and were up 2.88% year-over-year. That compared with
an increase of 0.4% month-over-month and a decrease of 0.05% year-over-year in
April.

Advanced Auto Parts, Other Companies Suffer
Customer Data Breaches
The number of known Snowflake customer data breaches is rising
LendingTree subsidiary QuoteWizard and automotive parts provider
Advance Auto Parts have been revealed as victims of
attackers who are trying to sell data stolen from Snowflake-hosted
cloud databases.
Snowflake says that their investigation is still ongoing, but continues to stand
by the preliminary results: the attackers accessed customer accounts secured
with single-factor authentication by leveraging credentials "previously
purchased or obtained through infostealing malware."
Snowflake customers suffering data breaches
US-based Snowflake is a cloud data storage and analytics company with 9,800+
global customers, including Mastercard, Honeywell, Pfizer, Wolt, Adobe, and
others. Ten days ago, it was revealed that a threat actor has been stealing
data from organizations that use the Snowflake cloud-based platform, and
that the attacks began in April 2024.
According to Snowflake, a "limited" number of customers have been affected,
due to compromised account credentials and lack of multi-factor authentication.
(They did not say the exact number nor, understandably, name the affected
customers.)
The names of some of the victims have been revealed when attackers posted
offers to sell the stolen data:

by the company, without mentioning Snowflake)

Live Nation Entertainment subsidiary
TicketMaster (confirmed by the company via SEC 8-K report, Snowflake

Cybersecurity Job Hunting May Come Down to Certifications
If current cybersecurity workers only fill
85% of the need in the US, why are so many people still looking for positions?
The data from the private-public NIST partnership CyberSeek offers some insight.
In the United States, current cybersecurity professionals can meet only 85%
of the employer demand - leaving almost half a million
(469,930) positions open. That's according to
CyberSeek, a joint project between tech certification organization CompTIA,
labor market analyst Lightcast, and NICE, a US federal program focused on
cybersecurity.
NICE (formerly an acronym for
National Initiative for Cybersecurity Education), which is under the
National Institute of Standards and Technology umbrella, gave a grant to CompTIA
and Lightcast to develop a
cybersecurity
career "heat map" that became CyberSeek. Visitors can see the gap between
available cybersecurity workers and employer demand as a percentage, drilling
down to metropolitan areas to see where the jobs are more abundant. For example,
if you were job-hunting in California, you would be better off checking San
Diego, where only 87% of the jobs demand is met, than Fresno, where the
ratio tips the other way, at 120% of jobs demand met.
CyberSeek's interactive map provides an interesting clue as to why
experienced professionals may feel overlooked by hiring managers. At the
bottom of the page, you can compare the number of professionals who hold various
certifications against how many job listings ask for those certifications - and
they don't match up very well. For example, the most popular certification by
far among practitioners is CompTIA Security+; 265,992 people hold that
certificate. However, only 69,906 job listings ask for that certification. On
the other hand, 47,230 ads ask for Certified Information Systems Auditor (CISA)
and 36,162 ask for Certified Information Security Manager (CISM). Among the
potential applicants are 35,812 CISAs and 20,300 CISMs, which is not enough to
meet employer demand. Aligning the training and certifications with what hiring
managers are actually looking for could help address hiring and recruiting
challenges.

Cybersecurity Budgets Are Soaring
Telecom, media and tech companies are cyber defense standouts: Moody's
Cybersecurity spending in the sector doubled
during the past five years, accounting for 10% of companies' technology budgets
in 2023, the credit ratings and research firm said.
Telecommunications, media and technology companies are outperforming other
sectors in cybersecurity, with more advanced defenses and cyber governance
models, Moody's said Thursday in a report on the sector.
Companies in these sectors accelerated cybersecurity
spending by more than 125% on average during the last five years,
compared to a 100% growth rate over that period for all global companies,
according to the report. Technology companies doubled their cybersecurity
spending over the five-year period while telecom businesses increased
spending by more than 250%.
Cybersecurity spending nearly doubled during the past five years,
accounting for 10% of companies' technology budgets in 2023, according to
Moody's. The report is based on Moody's research and a survey of more than 1,700
respondents.

Ex-Amazon Employee Accuses Amazon of Selling
FRT To Russia
Amazon Illegally Sold Facial Recognition to Russia, Claims Former Employee
An ex-employee of Amazon Web Services (AWS), Charles Forrest, has accused the
company of violating UK sanctions by providing facial
recognition technology to Russia following its invasion of Ukraine.
Forrest presented this allegation during a preliminary hearing at a central
London employment tribunal.
He claims he was unfairly dismissed by AWS after he raised concerns about
several issues from November 2022 to May 2023, including the alleged illegal
supply of technology to the Russian state security services.
Amazon has denied the allegations, stating that Forrest was dismissed for
"gross misconduct" due to his failure to work his contractual hours and attend
or respond to meetings and emails. The company denies Forrest's allegation that
it sold its
Rekognition facial recognition technology to the Russian company VisionLabs,
which Forrest claimed had access to the technology through a shell company in
the Netherlands. An Amazon spokesperson stated, "We believe the claims lack
merit and look forward to demonstrating that through the legal process."
Forrest further alleged that Amazon had broken its self-imposed moratorium on
allowing police forces to use its facial recognition technology, a ban put
in place following the killing of George Floyd in the United States.
Amazon refuted these additional claims, noting that a self-imposed moratorium
does not constitute a legal obligation. In tribunal documents, Amazon stated
that it was difficult to determine the details of the disclosures Forrest
allegedly made. This includes identifying the legal obligations or failures he
referred to and understanding to whom these disclosures were reported. Amazon
also denied that Forrest had a reasonable belief that the company violated
international sanctions.
Launched in 2016, Rekognition is a cloud-based image and video analysis
service that uses deep learning technology to identify objects, people, text,
scenes, and activities, as well as detect inappropriate content. Initially
developed for a broad range of applications, Rekognition quickly gained
attention for its use in security and law enforcement. It has also faced
significant scrutiny over privacy concerns and potential biases in its
facial recognition technology.

40% of Online Reviews Are Fakes?
Fake online reviews negatively impact companies, consumers
A lot of us rely on product reviews when deciding whether to buy something, but
not all of those reviews can be trusted. Consumer advocacy groups estimate as
many as 40% of online reviews are fabricated.
Good Morning Cleveland anchor Mike Brookbank spoke with Karla Jo Helms of JOTO
PR Disruptors about the ramifications fake online reviews have on both
companies and consumers.
"If a consumer finds out a review is fake, 54% of them will never go back to
that company," said Helms. "It has an economic impact on the person. It
could like involve their safety."
The Federal Trade Commission proposed regulations last year to ban fake
reviews with penalties of up to $50,000 per violation, as well as
compensating consumers for any losses.
Fake online reviews are posted by companies as well as consumers. Fabricated
reviews typically have identical phrasing as other reviews. If you're
looking at ratings on Amazon, check for verified purchase badges. If you suspect
an online review isn't genuine, report it to the company and the FTC.

Los Angeles, CA: Dozens of looters break into AutoZone store in South Los
Angeles, video shows
An
AutoZone store in South Los Angeles was looted by a large crowd overnight and it
was all caught on video. The incident happened around 4 a.m. Monday on Century
Boulevard and Hoover Street. According to the Los Angeles Police Department,
witnesses reported about 50 people breaking into the store. Cellphone video from
the scene shows the large group pulling back the security fencing in front of
the store's entrance before they shoved their way in. Others entered through a
side entrance. Police say at least one person was seen breaking a window. The
footage captured the sound of tires screeching in the background, where a street
takeover was taking place. It's unclear if the two incidents are related. Some
of the individuals, some of whom appeared to be juveniles, were seen walking
away with various car parts in their hands. After officers responded to the
store, a short chase ensued and at least one person was taken into custody for
burglary after it came to an end in El Segundo. It's not clear how much was
taken from the store, but video from the scene showed significant damage inside.
No injuries were reported.

Louisville, KY: On the run for more than a year, LMPD arrests alleged serial
shoplifter
A suspected serial shoplifter who has been on the run for more than a year is
behind bars in Louisville. Louisville Metro Police say 38-year-old Joseph
Johnson had seven warrants for his arrest in Kentucky, along with some in
Indiana and Tennessee, too. Johnson is accused of walking out of a number of
stores in Louisville with merchandise. Johnson is also accused of assaulting
workers who tried to stop him at a Home Deport and a Victoria's Secret.
According to court records, an employee at one of the stores told police that

Cherry Hill, NJ: 38 shoplifters arrested in Cherry Hill, NJ; store owners
ecstatic
The Cherry Hill Police Department says store owners in their municipality are
"ecstatic" after a targeted effort to reduce shoplifting resulted in over three
dozen people being arrested. Authorities partnered with over 20 local merchants
on May 21st and 22nd, 38 people were arrested, including several suspected of
being involved with organized retail theft rings, and tens of thousands of
dollars worth of stolen merchandise was recovered. Cherry Hill Police Chief
Robert Kempf reported the local retailers, who have agreed to combine forces
with police on a new program dubbed the "Cherry Hill Retail Theft Initiative,"
were "ecstatic" over the early results. The idea for the initiative began last
November when officials met with retailers to discuss ways to combat
shoplifting.

Houston, TX: North Houston brazen robbery, $10k worth of merchandise stolen
A brazen daylight robbery occurred at a North Houston eyewear business, leaving
owners shocked and concerned. Surveillance footage captured the perpetrators,
three men, entering the store on June 5, appearing to browse around and inquire
about specific luxury eyewear items. They returned the following day, one of
them with a crowbar, and proceeded to forcefully take luxury eyewear brands such
as Gucci and Versace frames. This marked the fourth theft incident at the
establishment this year, with previous incidents occurring overnight. Co-owner
Edgar Fuentes tells Fox 26 that this recent robbery was particularly alarming as
it unfolded during business hours while employees and customers were present.

store District Heights, Maryland
One person is dead and two others were injured in a shooting outside a
convenience store in District Heights, Maryland Monday afternoon, according to
the Prince George's County Police Department. Police said they responded to the
5400 block of Marlboro Pike around 3:15 p.m. on June 10 for a shooting. When
they arrived at the scene, they found three people suffering from gunshot wounds
in the parking lot outside the Fresh Market 24/7 store. A man was pronounced
dead on scene, police said. Another man and a woman were injured and taken to a
nearby hospital for treatment.

Dallas, TX: 18-year-old killed outside Pleasant Grove C-store
Dallas police are searching for two men who shot and killed an 18-year-old in
the Pleasant Grove neighborhood of Dallas Sunday night. Police found the victim,
18-year-old Kevin Hernandez, with gunshot wounds in the parking lot of a
convenience store on North Masters Drive near Elam Road. Hernandez was taken to
a nearby hospital where he later died. Police said two men in an SUV drove into
the store parking lot and confronted the victim. They took off after shooting
him. The motive for the attack is still unknown.

Oklahoma City, OK: Police identify teenager as victim in northwest OKC
convenience store shooting
The Oklahoma City Police Department released the identity of the person killed
in a Saturday shooting at a convenience store. At around 11:40 a.m., police
arrived at the store near Wilshire Boulevard and Northwest Expressway on reports
of a shooting. William Jackson, 17, was found dead on the scene. Police said it
appears the teenager was involved in an altercation with several other people
before he was shot. The investigation is in the early stages, and police said no
arrests had been made as of Monday morning.

Summerville, SC: Update: Police arrest 3 in Summerville shopping center shooting
Three men have been arrested in connection with a May shooting that left one
person critically injured, authorities said. Camden Johnson, 18, 24-year-old
Kamden Middleton and 20-year-old Emmanuel Brown are all charged with attempted
murder, Summerville Police said. Johnson is also charged with possession of a
weapon during a violent crime. Officers responded to the parking lot of the
Ladson Oakbrook Shopping Center around 8:40 p.m. May 29 for a shooting. Lt.
Shaun Tumbleston said officers found a victim shot one time in the neck. The
victim was taken to an area hospital in critical condition by EMS. All three men
were being held in the Dorchester County Detention Center pending bond hearings.

Queens, NY: NYPD searching for gunman in Dutch Kills store shooting incident
Detectives from the 114th Precinct are searching for a gunman who opened fire
inside a commercial establishment in Dutch Kills on Saturday, June 1, leaving
one man injured. The incident occurred at a convenience store a block away from
the Dutch Kills Playground when the perpetrator entered a store near 29th Street
and 36th Avenue, at around 3:30 p.m. and could be seen on surveillance video
reaching into a black bag. The suspect allegedly pulled out a handgun and fired
multiple shots, striking a 35-year-old man in the buttocks. The gunman fled on
foot. EMS responded to the crime scene and rushed the victim to Elmhurst
Hospital, where he was listed in stable condition, police said. The assailant
remains at large more than a week later.

Durham, NC: Toddler, man injured in drive-by shooting at Walgreens in Durham
A toddler and adult were injured in a drive-by shooting at a Walgreens store in
Durham Monday afternoon. The shooting was reported just after 4:45 p.m. at the
Walgreens at 710 Fayetteville St. at the corner of Lakewood Avenue, according to
the Durham Police Department. A 3-year-old boy and a man were in a car when they
were shot, police said. Both were taken to a nearby hospital for treatment. The
toddler suffered life-threatening injuries and is in critical condition, police
said. The man suffered injuries that are not believed to be life-threatening,
according to officers.

Harrison Township, OH: Update: 22-year-old accused of Armed Robbery at Kroger
indicted
The man accused of holding a pharmacist at gunpoint during a robbery at a
Harrison Twp. Kroger has been indicted. On Monday, a Montgomery County grand
jury indicted Jeremiah Addison, 22, of Dayton, on the following charges:
Aggravated robbery with a deadly weapon Two counts of kidnapping Robbery
Aggravated possession of drugs Two counts of theft of drugs Theft of drugs by
intimidation, Obstructing official business. According to a previous News
Center 7 report, Montgomery County Sheriff's deputies were called to W.
Siebenthaler Avenue on reports of an aggravated robbery just before 9 a.m. on
May 30. When deputies arrived on scene, they learned that a pharmacist had been
held at gunpoint and was forced to give the suspect two bottles of liquid
Hydrocodone, according to an affidavit and statement of facts. The suspect then
ran out the front entrance of the store.

Irondequoit, NY: Shoplifting incident that led to store manager's firing had
witnesses

Guider says he left the store to track the shoplifter because Guider says he
threw a punch at his assistant manager. And now there are witnesses. A husband
and wife back up Guider's story and the wife told News10NBC the shoplifter hit
her too. "I felt something shove me," Karen Eagan said Karen and Tom Eagan had
just finished shopping at the Big Lots on Hudson Avenue in Irondequoit. Karen
says the shoplifter dropped his elbow into her as he ran away. "I was startled
when it happened and then when I saw what was going on I guess I was just
angry," she said. This is the incident that the former store manager says got
him fired. Pat Guider believes he was fired because he violated company policy
about pursuing and trying to identify shoplifters. Guider says he followed the
shoplifter because he threw a punch at his assistant manager. "I let people who
shoplift leave the store every day. Every day. We just put it in the system like
they ask us to do. This was an assault. This wasn't shoplifting. This was an
assault," Guider said at his home last week. "I thought I was doing the right
thing by calling asset protection and reporting it and it ends up getting me
fired. Unbelievable! Unbelievable!" In an earlier interview, Tom Eagan told me
he drove around the neighborhood looking for the shoplifter When he didn't find
him, Eagan returned to the store parking lot and talked with Guider. Friday
night, he and Karen watched the News10NBC story on his firing. "It was like - oh
my God! Isn't that the manager? Isn't that the guy we met?" Tom said. "And we
were shocked. They fired him for doing nothing."
