The Daily's annual study analyzes weekend shooting data in 15 major U.S. cities from Memorial Day Weekend through Labor Day Weekend 2024

Starting this past Memorial Day Weekend, the D&D Daily compiled and analyzed data from 15 major U.S. cities to get a snapshot of summer gun violence.

Over this past weekend, from May 31st through June 2, there were 81 shootings recorded in these 15 big cities, resulting in 24 deaths and 87 injuries.

In total, over the past two weekends combined, these cities have recorded 199 shootings, resulting in 71 deaths and 185 injuries.

Compared to last summer at this time in the study, total shootings in these cities are down 26%, deaths are up 9%, and injuries are down 31%.

The D&D Daily will continue tracking this data throughout the summer to capture the weekend violence trend in our nation's big cities as warm weather typically brings about more crime and violence.

'Lawlessness on UK's High Street: The Culprits Behind Shoplifting Surge
UK: Did you pay for that? What is driving the massive rise in shoplifting?

High streets across the UK are struggling with an epidemic of stealing. What's behind this sudden crime wave and can anything be done to stop it?

AdvertisementAccording to the Office for National Statistics, 2023 was the worst year on record for shoplifting, with more than 430,000 cases recorded, an increase of more than a third from the year before. But that is probably just a fraction of the real number.

The Co-op alone recorded 330,000 incidents of shoplifting, abuse, violence and antisocial behaviour in its 2,500+ stores across the UK in 2023, a 44% increase on the year before. The company, one of the most vocal on the subject (which it can be as a co-operative, knowing there are no share prices at risk), recently published a report titled Stealing with Impunity, which attempted to encapsulate the impact the rise in shoplifting is having on the business. In the introduction, Paul Gerrard, the Co-op's director of public affairs, described a state of "lawlessness on the UK high street that has never been seen before"

The cost of living crisis, directly or indirectly, is the driving force of the UK's shoplifting epidemic. Criminologist Professor Emmeline Taylor, who hosts the Retail Crime Uncovered podcast and wrote the report for the Co-op, divides culprits into three categories.

First, there are organised criminals moving from county to county picking targets and stealing in bulk to sell at a reduced price. Second are the "local prolifics", repeat offenders who target the same stores over and over again. Often, either under duress or on commission, thieves work for a middle-man - a fence - who acts as a kind of discount boutique for the community

A 2018 report by the Centre for Social Justice stated that dependencies on heroin, crack cocaine and psychoactive substances drive 70% of all retail theft in the UK, and Taylor says the bulk of these prolific offenders are vulnerable, be it through substance abuse, extreme poverty or poor mental health.

Finally, there are the opportunists, the Swipers. M&S chairman and former Conservative shadow minister Archie Norman recently said he believes it's these people driving the overall spike, not necessarily the gangs or the repeat offenders. "A lot of people go in and think, 'Well this didn't scan or it's very difficult to scan these things through and I shop here all the time, it's not my fault, I'm owed it,'" he said.  theguardian.com


The Great Debate Over Checking Receipts At Store Exits
Are California shoppers legally required to stop for receipt checkers at store exits?
Retailers all over California have employees placed at store exits to check receipts as a person leaves as proof of purchase for merchandise. But are shoppers legally required to stop?

Most notably, Walmart has asset protection associates, formerly known as door greeters, at every entrance and exit of its stores. While some people choose to wait in line to get their receipts verified before leaving the store, others will breeze by without stopping.

"It helps prevent theft," said Caroline Falconer in response to a FOX40 social media post. "I don't steal so I don't have a reason to hide anything or avoid being checked." Falconer said she stops for employees because they have reason to check receipts against items in a person's cart or bags, however, some other shoppers disagree.

"As soon as I give you money those items are now mine," said David Mickelson. "Get a search warrant. And for those of you that say all this checking without a reason is just how it is, you are part of the problem."

According to California penal code 490.5, also known as the "shopkeeper's privilege law," shoppers may not have to stop at exits to have their receipts checked.

The law states, "A merchant may detain a person for a reasonable time for the purpose of conducting an investigation in a reasonable manner whenever the merchant has probable cause to believe the person to be detained is attempting to unlawfully take or has unlawfully taken merchandise from the merchant's premises."

So, unless a store suspects that a person has committed a crime, they cannot legally force a person exiting a store to present a receipt ktla.com


Theft Up 23% in D.C. - Retailers Tighten Security
DC residents complain new anti-theft measures in grocery stores are dystopian
Major Washington, D.C., grocers are targeting rampant shoplifting with measures some shoppers find disconcerting. Customers at Giant Food, Harris Teeter, and Safeway have noticed new measures implemented by grocers to crack down on retail theft.

At Giant, shoppers must comply with a ban on large bags enacted last Thursday at select Washington stores. The company noted in a statement that anything larger than 14-by-14-by-6 inches is not welcome.

Harris Teeter started checking customers' receipts last month, adding in a statement that it will also prohibit suitcases, oversized backpacks, and roller bags to "maintain a safe shopping experience and continue providing the best service and goods at competitive prices to our customers."

Safeway has followed suit. In February, the grocer implemented electronic gates that prevent customers from leaving without a receipt.

The enhanced security at grocery stores hits unnervingly close to home for many residents, who regret that shoplifting has reached the point where grocery stores feel forced to implement harsh measures.

Washington police do not track retail theft as a specific category, making it difficult to find concrete data on shoplifting. However, the department includes retail theft as part of its broader theft category, reporting that thefts in the district increased by 23% in 2023. How Kern County law enforcement cracks down on organized retail thefts
"We've done investigations within like an hour, we, we find out where they're at. And arrest individuals and recover merchandise," said Sergeant Keegan Gavin with the Bakersfield Police Department.

However, Sgt. Gavin, the supervisor of BPD's retail theft unit told us community members don't realize an investigation is often already underway against thieves. "Often times, these are repeat offenders and that they're known to of us and we can get on right away," said Sgt. Gavin.

Officer D. C. Williams with the California Highway Patrol said that his department works with other agencies for these types of crimes and reporting thefts promptly makes fast arrests possible.

To date, CHP reports there have been 541 arrests and a total of about $4 million recovered of merchandise. Both officials said an important takeaway from this most recent theft is to do what the other shoppers on video were doing, that is don't try to intervene.  bakersfieldnow.com


Mall of America Shooter Sentenced to 30+ Years
Minneapolis teen sentenced to more than 30 years in fatal shooting at Mall of America
A Minneapolis teenager was sentenced Thursday to more than 30 years for a fatal shooting that shut down the Mall of America during the holiday shopping rush in 2022.

Taeshawn Adams-Wright, 19, pleaded guilty to second-degree murder in March in the killing of 19-year-old Johntae Hudson, of Minneapolis. He is the first of four defendants to be sentenced. The other alleged shooter, 19-year-old Lavon Longstreet, is due to go on trial next week. Two juveniles are facing lesser charges.

The shooting happened the evening of Dec. 23, 2022, after a fight broke out between two groups of teens in the Bloomington mall, the country's largest shopping center. Prosecutors said Adams-Wright and others chased Hudson through the Nordstrom store. Security video captured the chaos. Hudson was shot multiple times and died at the scene. Police say he fired during the confrontation, too, and a gun was found near his body. A shopper was grazed by a bullet. The mall went into lockdown. toronto.citynews.ca

Shrink is Dollar General's 'Most Significant Headwind'
Dollar General to eliminate 'vast majority' of self-checkout, reduce new store openings

Despite a 6% Q1 net sales rise and performance that beat analyst expectations, shrink remains a significant headwind, CEO says.

Dollar General CEO Todd Vasos said Thursday that the company plans to remove self-checkout from "the vast majority of stores" as part of larger overall shrink reduction efforts that include changes in supply chain and merchandising. Dollar General has already removed self-checkouts from 12,000 of its more than 20,000 stores, Vasos said.

The discount retailer also said it plans to increase the number of store remodels but reduce planned store openings for fiscal year 2024. Dollar General said it now expects to open 730 new stores - down from 800 previously planned. It also plans 1,620 remodels, up from 1,500. It's maintaining plans to relocate 85 stores.

Dollar General's first quarter net sales rose 6.1% year over year to $9.9 billion, driven by sales contributions from new stores and growth in same-store sales, the company said in a Thursday earnings announcement. Net income fell 29.4% to $363.3 million from $514.4 million a year ago, while same-store sales rose 2.4% for Q1 year over year.

Vasos said self checkout will remain in a limited number of higher volume stores. He added that the shift away from self checkout will drive increased customer engagement and should position the company to begin reducing shrink in the second half of 2024 with a material impact expected in 2025.

Self-Checkout Glitch at 16,000 Walmart Stores
Walmart sounds the alarm on its major mistakes at self-checkout

The retail giant has admitted that a technical issue may have frustrated price-conscious customers.

Walmart has just admitted that it may have overcharged shoppers who opted to use self-checkout machines in March at 1,600 stores across the nation due to a technical issue, according to documents that were seen by Bloomberg News.

The documents reveal that the issue began on March 19, and that some customers were even undercharged for items across all categories such as food, apparel, etc. The source of the malfunction was due to an "internal system failure" that halted price data from being updated at self-checkout kiosks. Walmart's tech staff were still tackling the issue two days after it started.

Walmart did confirm with Bloomberg that customers who were overcharged were charged an average of 1.88% of the total amount of items that they were checking out at the machines. The issue has also been resolved, and 80% of customers who were overcharged for items have been reimbursed.

Economist Intelligence Unit recently highlighted five global risks for the balance of 2024 which are summarized in the below chart from my keynote presentation.

I added the conflict in Ukraine as it is also a major potential escalation risk for 2024. The war in Ukraine accelerated public attitudes towards international politics into two major opposing blocks. According to research from the University of Cambridge, "among the 1.2 billion people who inhabit the world's liberal democracies, three-quarters (75%) now hold a negative view of China, and 87% a negative view of Russia. Yet among the 6.3 billion who live in the world's remaining 136 countries, the opposite is the case - with 70% of people feeling positively towards China and 66% towards Russia." Similar dynamics are present with the Israel - Hamas war.

We are more connected, yet we are becoming more divided. This to me is the greatest risk of 2024.

Retail Foot Traffic Dips 3.6% in the UK
UK: Retail footfall hit by broken business rates & outdated planning laws in May
Retail footfall for May remained well below figures from last year, despite the bank holidays and sunnier weather across the UK.

Total footfall slipped 3.6% from the year prior, as the British Retail Consortium (BRC) blamed a "broken business rates system and outdated planning laws" for the decline. However, the organisation noted footfall was up from April's 7.2% fall.

Shopping centre visits sunk 4.5% from last May, while high street footfall dropped 2.7% for the period.

New Set of Retail Security Standards Takes Effect
Understanding PCI DSS 4.0: A Guide for IT Leaders in Retail

As the retail industry continues to evolve, so do the credit card protection standards. PCI DSS 4.0 is the latest security standard to hit.

Every time a customer taps his or her credit card at checkout, it's the retailer's responsibility to process it and protect the cardholder's data. But with so much data transmitted behind the scenes, the actual security process can be mysterious. How is the data actually protected? And how can IT leaders be certain they're doing enough on the back end to prevent fraud and data breaches?

That's where the Payment Card Industry Data Security Standard (PCI DSS) comes in. Every year, the PCI Security Standards Council (PCI SSC) issues a new set of compliance rules, along with documentation, that every business - whether they process fifty transactions or 500 million - must follow.

The newest standard, PCI DSS v4.0, announced in 2022, became effective on March 31, 2024. It's something that every e-commerce, brick-and-mortar or big-box retailer must comply with. The new version's requirements are twofold. The first part asked companies to update their documentation guides by the end of March this year and complete a mandatory security self-assessment. If a retailer processes 6 million or more transactions in a day, they must solicit a technology partner, such as CDW, to run the assessment. The second part - due March 31, 2025 - is more complex, as it asks retailers to comply with a set of entirely new criteria, "80 to 90 percent of which are brand new to the industry," says Brett Phillips, managing director of cybersecurity strategy at CDW.

According to Forbes, experts say this new version, which is the "most impactful transformation of the standard since version 2.0 over a decade ago, introduces several changes, transitions and goals." Any business that fails to meet these requirements will be looking at fines and compliance delays, Phillips explains.

Understanding the difference between PCI DSS 3.2.1 and PCI DSS 4.0 is crucial; it's a key step in protecting customer data. And although the 12 core requirements are unchanged, 4.0 introduces more robust security measures such as MFA requirements across all platforms, more complex passwords and continuous, targeted assessments to treat security as an ongoing effort.

560 Million Customers Impacted by Breach
Entertainment giant Ticketmaster acknowledges cybersecurity incident

The reported breach could involve as many as 560 million customer records.

ive Nation Entertainment, the parent company of global entertainment company Ticketmaster, acknowledged late Friday a cybersecurity incident roughly five days after a hacker advertised a massive tranche of company data for sale for $500,000.

The company "identified unauthorized activity within a third-party cloud database environment containing Company data" on May 20, according to a Securities and Exchange Commission filing.

"We are working to mitigate the risk to our users and the Company, and have notified and are cooperating with law enforcement," the filing stated.

Blaming Customers for Data Breach & Theft?
Snowflake denies breach, blames data theft on poorly secured customer accounts
Snowflake is disputing claims made by a threat actor who stole data belonging to Santander and Ticketmaster, and maintains that the theft of customer data was the result of stolen customer login credentials.

On Friday, the company confirmed that some customers accounts have been accessed by attackers who used previously compromised credentials. They notified the affected customers, shared indicators of compromise and offered recommendations to assist them in securing their accounts.

U.S. Online Retailers Lose Billions to Returns Fraud in 2023

U.S. retailers lost as much as $35 billion to fraudulent online returns in 2023.

Tracking online sales data from 60 of the top U.S. online retailers over the last year, risk management platform Appriss Retail found that returns fraud surged by 1.5% year-over-year in 2023, estimating that 10.5% of all returns claims were fraudulent. And as online sales have continued to grow, fraudsters have gotten even more sophisticated.

Appriss says that organized retail theft rings have been "unleashing a connected group of professional returners," who will purchase items online, resell those items, and then file for a refund from the original retailer. It's estimated that there are more than 1,600 ads for professional refund services within dark web forums, where fraudsters will also share templates they use for complaint letters, as well as scripts designed to fool chatbots and call centers.

Data provided by one retailer to Appriss found that a single offender had made 119 transactions, using 105 different email addresses and 113 customer IDs. Another had racked up over $4,500 in refunds for fraudulent price adjustment claims.

There's no question that the problem of fraudulent returns activity related to goods purchased online is a serious problem. San Diego, CA: California AG Bonta Announces Arrest of 4 Suspects in ORC Ring that Targeted High-End Jewelry Stores in San Diego, Orange, Riverside, and Kern Counties of Over $1.5M in Merchandise
California Attorney General Rob Bonta on Friday announced arrests and charges against four people allegedly involved in organized retail theft, robbery, burglary, and grand theft carried out at jewelry stores throughout California. From April 4, 2023, until May 8, 2024, there were robberies, burglaries, and thefts in San Diego, Orange, Riverside, and Kern Counties that resulted in more than $1.5 million in losses to the stores. This case was investigated by the California Department of Justice (DOJ) Organized Retail Crime Task Force (ORCTF) who collaborated with San Diego Police Department, Carlsbad Police Department, Escondido Police Department, El Cajon Police Department, National City Police Department, Chula Vista Police Department, Bakersfield Police Department, and Riverside County Sheriff's Department. DOJ filed multiple felony charges, including organized retail theft, robbery, burglary, and grand theft against the suspects. "Organized retail crime has been plaguing our state for far too long," said Attorney General Rob Bonta. "It harms businesses, retailers, and consumers - and puts the public at risk. I thank our local law enforcement partners for their work in apprehending the suspects in this case. San Francisco, CA: Six charged in San Francisco drug store theft
A group of people walking toward a store with empty bags triggered the suspicions of an off-duty San Francisco police sergeant and led to charges of organized retail theft against six people, prosecutors said Friday. Three men and three women, ranging in age from 19 to 25, were accused of stealing more than $3,000 in merchandise -- makeup, diapers, bath and body products, batteries, vitamins, and various other items -- from a CVS store in the 700 block of Portola Drive, the San Francisco District Attorney's Office said in a press release. Two of the men had been released from custody on another pending felony case. The sergeant was driving near the store about 8 p.m. on May 24 and watched as the group entered and then chaotically left the store, with one suspect pushing a shopping cart full of goods, police said in a separate press release Thursday. The sergeant relayed the information to other officers who responded to the area. The suspects were charged with felony commercial burglary, felony grand theft, felony vandalism and misdemeanor organized retail theft.  cbsnews.com


Folsom, CA: 2 arrested, accused of organized retail theft by Folsom police
Two women were arrested Friday in Folsom on suspicion of retail theft, authorities said. Just before 7:30 p.m., a store associate at Polo Ralph Lauren in the Folsom Premium Outlets called to report a theft in progress, according to the Folsom Police Department. During the call, the suspects allegedly ran out of the store. Officers responded to the area, found the suspects' vehicle on Highway 50 and did a traffic stop, police said. Police said officers searched the car and found stolen Polo Ralph Lauren merchandise and a firearm in the bag that was on the driver's lap when they were initially stopped. A records check showed the firearm was reported stolen out of Sacramento, police said. Marjorie Suntok Madison, 48, of Sacramento, and Jerniece Marie Menefee, 45, of Sacramento, were arrested on suspicion of retail theft. Madison was released from Sacramento County Main Jail on Saturday, jail records show. Menefee faces eight felony charges pertaining to organized retail theft and firearm possession, jail records show. She faces one misdemeanor charge for allegedly resisting a peace officer, records show abc10.com


Los Angeles, CA: Update: Thieves make off with more than $100k in stolen LEGOs from stores across SoCal
Investigators are looking for thieves whom they suspect is responsible for a string of burglaries targeting LEGO resale stores across Southern California. One of the owners of Bricks & Minifigs in Whittier says that seven stores have been hit since the beginning of April, resulting in more than $100,000 in stolen merchandise over at least seven different incidents. Liberty Center, OH: Update: Third suspect arrested in theft of Stanley cups and Bogg Bags in Butler County
The Butler County Sheriff's Office arrested a third suspect in the thefts of dozens of Stanley cups and Bogg Bags from Liberty Center. Deputies arrested Damone Mason, 21, of Dayton. He was found in a car with more stolen items and a gun, according to the sheriff's office, which says he's also believed to be involved in other thefts from Liberty Center. Deputies say they were seen running out of the Dick's Sporting Goods with ten Bogg Bags and 28 Stanley Cups worth more than $2,000 on May 9.  cwcolumbus.com

Nashua, NH: The New Hampshire Attorney General's office is investigating an officer-involved shooting
The shooting occurred in South Nashua on Sunday night. An adult man was fatally shot by officers. No officers were injured and according to the AG, all involved parties have been identified. The incident is under investigation and there is no threat to the public. Around 6:00 a.m. Monday morning, police could be seen investigating in and around the parking lot of the Lowes on Daniel Webster Highway.  boston25news.com


Leesburg, FL: New information released of gunman sought in deadly Leesburg C-Store Robbery
Police in Leesburg have released a new photo of a suspect they're seeking after a store clerk was shot and killed during an armed robbery Thursday night. According to the Leesburg Police Department, the robbery happened at approximately 9:08 p.m. at the Fast Stop Superette on Picciola Road. When officers arrived at the store, they say they found the clerk, identified as 51-year-old Raied "Ray" Shihadeh, unconscious on the floor with at least one apparent gunshot wound. Shihadeh was airlifted to Ocala Regional Hospital, where he died overnight, police say. After the incident, police say they immediately established a perimeter and requested response from K-9 and aviation units. However, officials were not able to locate the suspect.  wesh.com

Cincinnati, OH: 1 shot near Findlay Market, suspect in custody
Police arrested the suspect in a shooting near Findlay Market on Sunday. It happened in the middle of the afternoon as people were shopping. The victim, a 28-year-old man, was expected to be ok. The suspect, 25-year-old Ralph Burnette, was charged with felonious assault. He's accused of shooting another man. Right after the shooting, he ran into a church near the popular shopping and dining area. Police were called to Elm Street on the west side of Findlay Market. This was just after 2:30 p.m. in the afternoon. A witness said he heard two to four "pops" before he heard police sirens. Those shots struck the victim in the leg.  local12.com


Seneca Falls, NY: Arrest made in shooting outside Tops grocery store
A Seneca County man was charged in connection with a shooting outside a grocery store in Seneca Falls on Sunday afternoon. Jose A. Garcia-Vellen, 35, of Waterloo, was charged with first-degree assault, a felony, in connection with the incident, which occurred mid-afternoon, according to the Seneca Falls Police Department. He is accused of shooting another person in the parking lot outside the Tops Friendly Markets store on State Routes 5 and 20 in the Town of Seneca Falls. Garcia-Vellen allegedly fired at another person following an argument between the pair, officers said. The shooting victim was taken to Upstate University Hospital in Syracuse for treatment. Seneca Falls police told other media outlets that the shooting victim, a man, was shot in the face. Police said that they believe the two men knew one another.  democratandchronicle.com


Camby, IN: Police investigating after man was shot at Camby Walmart
One person was injured after being shot at a Walmart store in Camby on Sunday. Deputies with the Hendricks County Sheriff's Office responded to the Walmart located at 8191 Upland Way on reports of a person shot just before 1:45 p.m. Upon arrival, officers located a male victim suffering from a gunshot injury to his torso. He was taken to a local hospital in critical condition. Police detained a man in connection with this incident.  wrtv.com


Baltimore, MD: Harford mall shooting appears an 'isolated incident' with one injured
A man was injured in a shooting Sunday afternoon at Harford Mall in Bel Air, and the suspect's vehicle was located miles away, according to police. Officers responded to the mall around 4:06 p.m. for a reported shooting, which was initially treated as an active shooter situation until more information was gathered. A vehicle believed to be that of the suspect was found unoccupied in Edgewood, while the shooter remains on the run, Bel Air Police said. Officers said the vehicle initially reported was a red SUV, but they did not say what type of vehicle was located. The suspect's identity is being withheld because of the investigation, police said. "Based on witness accounts, we're able to identify a possible suspect vehicle, which led us to a possible suspect," Bel Air Police Cpl. Keith Smithson said. "The suspect's not in custody, we can't release anything more on that." The mall was cleared at around 5:30 p.m. Officers say there is no threat to the immediate area, but people should continue to avoid the area during the investigation. Police said the shooting appears to be an isolated incident involving one victim and one suspect. The Bel Air Police, Maryland State Police, Harford County Sheriff's Office, as well as units from Aberdeen and Havre de Grace volunteer fire companies, responded to the shooting.   cbsnews.com

Aurora, CO: 2 in custody after armed robbery of Aurora Walmart
Two people were taken into custody Friday afternoon after an armed robbery of an Aurora Walmart and a pursuit that ended with a crash. According to an Aurora Police spokeswoman, there was a report of an armed robbery about 2:45 p.m. at the Walmart at 5650 S. Chambers Road. Responding officers spotted the robber's vehicle nearby and started a pursuit. The spokeswoman could not provide exact details about the pursuit. A witness told 9NEWS that at one point, the pursuit was on Airport Boulevard. That witness said he was headed south on Airport Boulevard and was almost hit head-on by a vehicle involved in the pursuit that was going north in the southbound lanes. The pursuit ended with a crash with another vehicle at East 40th Avenue and Tower Road. No one was injured in that crash. According to the spokeswoman, the robbers tried to carjack another vehicle but officers prevented that from happening. The spokeswoman said they would like to speak with the victim of that attempted carjacking, who was driving a red sedan. Two men were taken into custody after a short foot chase. The spokeswoman said the gun used in the armed robbery was recovered.  9news.com
