Shoplifting Surges 5% in NYC
NYC shoplifting soars with over 21K complaints lodged so far this year - causing CVS, Walgreens to close up shops
New York City is losing drugstores as retail theft continues to surge. Gotham has logged 21,578 shoplifting complaints this year through May 12, up 5% from the 20,552 thefts during the same period last year. Manhattan has seen 8,896 incidents of retail theft alone.

Crime is so rampant, national chains like Target, CVS and Walgreens are closing locations and tempering expansion plans. Target announced at the end of last year the closure of nine stores across four states, including one in Harlem, due to theft.

"We cannot continue operating these stores because theft and organized retail crime are threatening the safety of our team and guests, and contributing to unsustainable business performance," the company said.

Joseph Giacalone, a retired NYPD sergeant and an adjunct professor at John Jay College of Criminal Justice, said part of the problem was that politicians shrugged off retail theft instead of targeting it.

Retail theft, which the NYPD only recently added to its crime-tracking CompStat reports, has nearly doubled in the city in the last six years. The number of incidents in Gotham steadily climbed from 32,254 complaints in 2017 to 37,922 incidents in 2019, before falling during the height of COVID-19 in 2020. From 2021 to 2023 citywide complaints increased again from 43,892 to 59,137, the data indicate.

The climate has made it tough for big drugstores already in the midst of downsizing. In the Big Apple, locations are shuttering, with drug store companies forgoing some leases upon their expiration and putting other spaces up for sublease.

In Manhattan, five former CVS outposts are on the market, according to broker Joanne Podell, who is handling the leasing of the spaces. Walgreens has 17 former stores on the market in Manhattan, per a list from real estate firms JLL and SRS.  nypost.com
 

Anti-Crime or Pro-Union?
OPINION: The Real Reason for Self-Checkout Bans

It isn't about stopping crime-it's about protecting a favored constituency's jobs.

One group of progressive California lawmakers have proposed banning self-checkout machines from stores in the name of fighting crime. In reality, this "anti-crime" bill is nothing more than naked protectionism for union jobs.

The proposed legislation would prohibit groceries and other retail stores from using self-checkout machines unless a host of conditions are met. These include having at least one staffed employee for every two self-checkout machines (and the employee must be exempt from any other duties), only permitting the machines to be used by shoppers with 10 items or fewer, and ensuring at least one regular cashier lane is also available at all times.

To underscore her point, Smallwood-Cuevas cites a study suggesting that retail theft is up to 16 times more likely to occur at self-checkout machines than at traditional registers, leading to an estimated $10 billion in annual losses for retailers.

A closer look at the fine print of the bill, however, reveals the true intent behind it. The legislation mandates that any store seeking to install self-checkout machines must first produce a study analyzing, among other things, the number of employees "whose duties would be affected by the workplace technology," as well as the "total amount of salaries and benefits that would be eliminated as a result of the workplace technology." The study must then be provided to employees potentially impacted by the technology (or their collective bargaining representatives) and posted "in a location accessible to employees and customers."

Were this a game of poker, this mandated study would be the tell: Smallwood-Cuevas and her fellow progressives are trying to tuck a pro-union jobs bill inside the Trojan horse of crime prevention.

JERSEY CITY, N.J., May 16, 2024 - Supply chain professionals should be on high alert this upcoming Memorial Day weekend because cargo thieves will seek to leverage extended business closures. CargoNet, a Verisk business, reviewed theft data from 2019 to 2023 for the Thursday prior to Memorial Day to the Wednesday after to help supply chain professionals mitigate theft. There were 146 events reported with an average of 29 events per year. The stolen cargo in each event was worth an average of $264,016 - due in part to 3 thefts that exceeded $1 million in property stolen.

The data from the past five years shows a significant rising trend in theft events, with 16 events in 2022, increasing to 40 events in 2023. Seventeen percent of recorded thefts occurred on Friday and a significant number of thefts also occurred on Wednesday (15%) and Tuesday (15%). Food and beverage items were the most stolen (24 incidents) and cargo thieves targeted a wide range of products in this category. Household items were the second most targeted commodity with 23 incidents and Electronics had 18 reported incidents.

CargoNet has been tracking a sharp rise in highly technical shipment misdirection fraud schemes across the United States. Fictitious pickup and fraud complaints have reached record-breaking numbers. Geographically, California (43 incidents) remains the most at-risk state and has nearly double the reported incidents from the second most reported state (Texas at 22 incidents). Most of the misdirection fraud has taken place in California, but some shipments have shipped from other states and have been misdirected to California.

Given these trends, it is crucial for supply chain stakeholders to enhance security measures, particularly in the identified high-risk states and locations, and for the most targeted commodity categories. NYPD to start using drones as 'first responders' on 911 calls, shooting investigations

Drones will soon be accompanying cops on shooting investigations and other 911 calls throughout the city, NYPD officials said.

A new Drone as First Responder pilot program will be in effect in coming months, beginning with five NYPD police precincts, NYPD Deputy Commissioner of Operations Kaz Daughtry announced at a hearing before the House Committee on Homeland Security.

"The plan, to be rolled out in the coming months, is to deploy these drones in response to certain 911 calls for service," Daughtry told the committee on Thursday.

Three of the precincts participating in the program are in Brooklyn, Daughtry said. A fourth is in the Bronx and the fifth covers Central Park. The precincts were chosen "based on recent crime trends," he explained.

The drones are expected to be deployed to shootings in their precincts and respond to ShotSpotter alerts from a ring of microphones in the area designed to detect gunfire, the NYPD said.

Drone use by the NYPD jumped more than 400% last year from 2022, but Daughtry said they can't be used for "warrantless surveillance" as well as "traffic enforcement or immobilizing vehicles of suspects."

The drones can't be used on routine patrols either, although it was not clear how the new pilot program will affect that rule. nydailynews.com

When Pinole made news last month for being the first East Bay city to ban new gas stations, the small community of 18,000 was tapping into a trend that has been spreading through the Bay Area for the last three years.

It all started when Petaluma became the first city in the country to ban new gas stations in 2021. But the activists who originally launched that first effort had no idea it would turn into a movement - in fact, JoAnn McEachin, a Petaluma resident who helped start the group NoGasHere a decade ago, says she had no intention of becoming an activist at the time, and she wasn't even opposed to new gas stations in general.

In 2021, Petaluma's City Council declared a climate emergency and changed its zoning laws to prohibit the creation of new gas stations.

Other Sonoma County communities took notice, starting with the tiny city of Cotati. The movement spread through Sonoma County, with similar restrictions eventually covering Rohnert Park, Sebastopol, Cotati, Novato, Windsor, unincorporated areas and the county's largest city, Santa Rosa.

Cloverdale, Healdsburg and Sonoma are the last three cities in Sonoma County without similar gas bans in place. Cloverdale leaders considered adopting a ban in 2022 but voted to table the issue.  mercurynews.com

Retail is Jumping on the AI Bandwagon
IBM: CPG, retail CEOs take generative AI seriously
A new survey of top executives indicates widespread interest in generative AI, although obstacles to implementation are common.

Sixty-two percent of surveyed CPG chief executives and 58% of surveyed retail CEOs said that competitive advantage will depend on who has the most advanced generative AI, according to the latest annual IBM CEO Study. This is up from 59% of CPG  chiefs and 42% of retail CEOs who responded to the 2023 survey.

In other findings, 63% of retail and CPG respondents are pushing their organization to adopt generative AI more quickly than some retail and consumer products employees are comfortable with. Also, three-quarters of all surveyed CEOs say trusted AI is impossible without effective AI governance. But only 43% of CPG and retail CEOs say they have good AI governance in place.

Looking at combined retail and CPG executive responses to questions about generative AI, the survey also revealed:

Close to seven-in-10 (68%) retail and CPG respondents say their organization must take advantage of technologies that are changing faster than people can adapt.

Almost two-thirds (65%) of retail and CPG respondents say they will take more risk than the competition to maintain competitive edge, with 45% of these respondents agreeing that the risk of falling behind is driving them to invest in some technologies before they have a clear understanding of the value. And 63% are pushing their organization to adopt generative AI more quickly than some retail and consumer products employees are comfortable with.

CIA's 'Secure by Design' Push Falling Flat?
Unsafe software development practices persist, despite CISA's push

The industry isn't making sufficient progress in cleaning up code despite recurring efforts from the agency to eliminate entire classes of vulnerabilities.

Federal cyber authorities say it's time for software vendors to "class up the joint" by eliminating entire classes of defects, coding errors and vulnerabilities from their products.

Software defects are a recurring problem the Cybersecurity and Infrastructure Security Agency highlights when authorities determine vendors could have prevented attacks by fixing these errors from the outset.

"What's especially noteworthy is that for most of these classes of defect, we have known of ways to prevent them at scale for years, and even decades," CISA Senior Technical Advisors Bob Lord and Jack Cable, and Senior Advisor Lauren Zabierek said Monday in a blog post.

The pressure CISA is putting on software vendors to fix these mistakes in the software development process is broad and consistent with the agency's effort to shift the burden of security responsibility from customers to vendors.

DocuSign Phishing Attacks
Hackers Use Fake DocuSign Templates to Scam Organizations
A surge in phishing attacks that use emails appearing to be from DocuSign is being fueled by a Russian dark web marketplace that has a wide range of take templates and login credentials.

Abnormal Security saw a "concerning uptick" of such emails peppering some of its customers over the past month and began looking for the source of the problem, according to Daniel Kelley, a threat researcher with the cybersecurity company.

"These fraudulent emails, meticulously designed to mimic legitimate document signing requests, lure unsuspecting recipients into clicking malicious links or divulging sensitive information," Kelley wrote in a report. "The recent rise in these attacks can be attributed to several factors, including the widespread adoption of the platform across various industries, its trusted reputation, and, most significantly, the increasing sophistication of cybercriminal tactics."

In this case, the Abnormal researchers took the information from one of the attacks on a customer and searched for it on underground forums and networks. Eventually, the search led them to the Russian marketplace, where they found an identical DocuSign template. securityboulevard.com

E-Commerce Sales Have Surged 90% Since Start of Pandemic
Ecommerce is Hot And what Walmart Said about this Phenomenon

Walmart US online sales +22%. It credits "convenience" of ecommerce for its success in attracting higher income customers.

Ecommerce sales in Q1 jumped by 8.6% year-over-year, to a record $289 billion seasonally adjusted. The rest of retail trade sales, not including ecommerce, ticked up only 0.3% to $1.53 trillion, according to data from the Census Bureau today. For the four-quarter period, ecommerce sales rose to $1.12 trillion.

Over the four years since the start of the pandemic, ecommerce sales have exploded by 90%, while the rest of retail trade sales (not including ecommerce) have increased by only 26%.

Quarter to quarter, ecommerce sales rose by 2.1% from Q4, seasonally adjusted, while the rest of retail trade sales, without ecommerce, fell 0.5%.

The share of ecommerce sales rose to 15.9%, the highest since the lockdown miracle of Q2 2020, as ecommerce continues to eat an ever-bigger slice of the retail pie:

Chicago, IL: Estimated $200,000 Jc Penney Smash and Grab at Ford City Mall on Chicago's South side
Chicago police are searching for a suspect who broke into a JCPenney on the city's Southwest Side early Monday morning and stole several items from the department store. According to police, the burglary happened at Ford City Mall, in the West Lawn neighborhood, around 4:30 a.m. Police say they're looking for one person who broke through the glass doors at the JCPenney store, went inside, took off with merchandise and fled in an unknown direction. Riverside County, CA: 4 family members, including minor, suspected in 10 retail thefts totaling $11K across 3 counties
Four family members were arrested this week on suspicion of committing at least 10 retail thefts at clothing stores in Riverside, San Bernardino and Los Angeles counties, totaling more than $11,000 worth of losses, authorities said. Riverside County Sheriff's Department detectives began investigating on April 24, after deputies were called to a business in the 32100 block of Temecula Parkway and learned that multiple suspects had stolen $1,000 worth of merchandise, sheriff's officials said Friday, May 17. The location is an area with large shopping centers on both sides of Temecula Parkway. Authorities identified the suspects and learned they were responsible for other thefts of Southern California retail stores, officials said. The Robbery/Burglary Suppression Team took over the investigation, which led to the arrest of the suspects on May 13 at a home in the 6800 block of Valley Way in Jurupa Valley. The suspects were identified as Thomas Balandran, 50, Sherri Alvarez, 48 and Brianna Balandran, 19, officials said. They were booked into jail on suspicion of organized retail theft, burglary, conspiracy and grand theft. A 17-year-old boy was also identified as a suspect, but was released to a family member while charges are filed with juvenile probation. Authorities did not offer specifics into how the suspects were identified, nor did they specify the relationships among the four suspects.  dailybulletin.com


Bensalem, PA: Nearly 30 arrested for retail theft in a week span in Bensalem
Authorities in Bensalem Township have cracked down on retail theft, resulting in nearly 30 arrests in a week. The Bensalem Police Department shared data Friday that showed 28 people were nabbed for thefts at several stores, including Walmart, Home Depot and Goodwill. The items taken in each theft range in price from $20 in goods swiped from a Wawa, to over $1,200 in merchandise allegedly taken from a Kohls by three juvenile Most of the suspects arrested were from Bucks County. Eleven suspects are from Philadelphia and two are from nearby Trenton. The crackdown on retail thefts was part of Bensalem Secure, which is a "multifaceted approach to reducing retail theft in the township and beyond."  fox29.com


Portland, OR: 19 arrests after retail theft mission recovers $2K, 2 cars in E Portland
During a retail theft mission in east Portland, 19 people were taken into custody and two stolen cars were recovered on Friday, according to the Portland Police Bureau. New Castle. DE: State Police Arrest Man for Organized Retail Theft of Cigarettes from New Castle County Area Wawa Locations
Delaware State Police arrested 47-year-old Robert Wheeler of Wilmington, Delaware, for organized retail theft following a series of shopliftings of cigarettes from multiple Wawa locations in New Castle County that occurred in April and May of this year. Wheeler was taken to Troop 2, where troopers identified him as the suspect responsible for 17 shopliftings from multiple Wawa locations throughout New Castle County that occurred between April 9, 2024, and May 15, 2024, and totaled over $5,600 worth of stolen cigarettes.  dsp.delaware.gov

Silver Spring, MD: Update: Maryland man found guilty of shooting, killing store clerk
New surveillance video shows a Maryland man shooting and killing a store clerk in Silver Spring after he struck him with a metal pole. The suspect, 33-year-old Torrey Damien Moore of Silver Spring, was found guilty by a jury on May 16 of first-degree murder. Moore faces the potential of life in prison. His sentencing is set for December 12, 2024, for the shooting death of 61-year-old Ayalew Wondimu. He is also scheduled to stand trial in a separate murder case on November 18, 2024. Moore has also been charged with two counts of first-degree murder and related charges for the death of his pregnant girlfriend and the unborn fetus she was carrying.  fox5dc.com


Berryville, AR: One dead after a shooting outside AutoZone
The Berryville Police Department is investigating a shooting that left one person dead. According to a news release from Police Chief Robert Bartos officers were called to reports of gunshots at the Auto Zone near West Tremble and Freeman Avenue Saturday afternoon. Two men say they heard shots nearby and did what they could to protect their wives. "I immediately rushed up here to make sure she was okay," said Curtis Price who was parked just feet away from the shooting "I heard like four or five shots from the parking spot. From what I saw, there were two male individuals who got into a fight or altercation with another male and during all that, a woman was in the front of Auto Zone, so they pulled out a firearm to try to shoot him but he pulled his out first and shot her." Police say one person was transported to Mercy Hospital in Berryville where they later died.  ky3.com


Columbia, SC: One man is killed at c-store and another is charged with murder
A 46-year-old man was shot and killed overnight at a convenience store and another man is in jail, the Columbia Police Department said Sunday. Joseph Kennedy, 35, was charged with murder and possession of a weapon during a violent crime, according to police. Columbia resident Jevon Belton was identified as the victim, Richland County Coroner Naida Rutherford said. At about 12:30 a.m., officers responded to the EZ Spot convenience store/gas station at 3213 Farrow Road, police said.. Belton was taken to an area hospital where he was pronounced dead, according to police. No other injuries were reported. Officers said they believe the shooting stemmed from an isolated argument, according to police. Information about why Belton and Kennedy were arguing, or if they knew each other prior to the shooting, was not available.  yahoo.com


Atlanta, GA: Man found shot to death in car at Gwinnett County shopping center
A man was found shot to death inside a car at a shopping plaza in Gwinnett County early Sunday morning, police said. Gwinnett County police said they responded to a shooting at Indian Trail Lilburn Road in Lilburn around 3:15 a.m. Responding officers said they found a vehicle with a man dead inside in the parking lot of a shopping center on the 800 block of Indian Trail Lilburn Road. Gwinnett County police said "the incident began" on Indian Trail Lilburn Road, between Burns Road and Dickens Road, and ended in the parking lot. The victim's identity is being withheld until the next of kin has been notified. The motive for the shooting is under investigation. Police are searching for suspects.  atlantanewsfirst.com


Irvine, CA: A UPS driver was fatally shot in Irvine by a coworker who has been arrested
Friday, at about 3:00 p.m., IPD responded to the area of Fleming and Chrysler after multiple reports of gunshots being heard. Officers arrived on scene and located a UPS driver slumped over in the driver's seat of his delivery truck. Officers pulled him from the vehicle and began life saving measures. The driver suffered multiple gunshot wounds and died from his injuries. He was identified as Expedito Cuesta De Leon, 50, of Aliso Viejo. Surveillance footage captured the suspect vehicle pulling alongside the UPS truck then fleeing the scene on Goodyear towards Jeronimo. The vehicle was a silver Honda Ridgeline 4-door truck with a black truck bed liner and black rims. The driver and solo occupant was described as a white male wearing dark clothing, a dark colored baseball cap and a face mask. A countywide broadcast was given, and the Orange County Sheriff's Department located a vehicle matching the description of the suspect vehicle on Santiago Canyon Road shortly before 4:00 p.m. IPD officers responded to the scene and confirmed it was the suspect vehicle. The IPD Special Weapons and Tactics Team (SWAT) arrived at the scene, and Fontanoza was eventually taken into custody for homicide.  abc7.com


Cleveland, OH: Family Dollar employee arrested following shots fired at alleged shoplifter
A Cleveland Family Dollar employee faces charges following a shooting Saturday afternoon, according to investigators. Cleveland Division of Police Sgt. Wilfredo Diaz says the 41-year-old employee shot a 20-year-old man in the ankle after a fight outside of the store, located at 10820 Lorain Ave. Diaz says the employee tried to verify the victim's receipt for a purchase, in which the victim refused. The employee then followed the victim out of the store, which is when a fight broke out between the two. The employee shot the victim shortly after the fight, Diaz says. EMS transported the victim to the local hospital. His current condition is not known. Police arrested the 41-year-old man, who has not been identified.  cleveland19.com


Claremont, CA: 3 injured, suspect arrested after robbery, shooting at Claremont supermarket
Three people were shot during a robbery at a Claremont supermarket and the suspect was later found and arrested after ditching at least some of his clothing and the firearm underneath a vehicle at a nearby business, authorities said. Claremont officers responded to the Super King Market, 436 Auto Center Dr., on a report of a robbery and shooting shortly after 5 p.m. on Friday, May 17, Claremont Lt. Jason Walters said. Officers arrived and aided the three victims until paramedics arrived and took them to a hospital. Detectives talked to witnesses and found surveillance video, which aided in identifying the suspect, who fled prior to their arrival, Walters said. While searching for the man, officers found clothing and a handgun under a vehicle, which had been hidden by the suspect, Walters said.  dailybulletin.com

Chicago, IL: Man stabbed inside store in the Loop, Chicago Police say
A man is hospitalized in fair condition after he was stabbed inside a retail store in the Loop, according to the Chicago Police Department. Police say the 26-year-old man was inside the Ross Dress for Less in the 0-100 block of East Randolph Street just before 3 p.m. (Saturday) when he got into an argument with an unknown male. That man then stabbed the 26-year-old victim in the stomach and the back. It all happened in plain sight of shoppers who told CBS 2 they don't understand why this happened.  cbsnews.com


Los Angeles, CA: At least 7 convenience stores in LA, Orange counties robbed; cash registers stolen
At least seven convenience stores in Los Angeles and Orange counties were robbed Monday morning, and police say the crimes could be related.
