Maine parking lots are designed to deter criminals, but some question the
balance of safety vs. privacy.
Tall poles with flashing blue lights, solar panels, cameras and loudspeakers
are popping up in the parking lots of some Maine businesses, drawing attention,
questions and criticism. Every 15 minutes at the Walgreens on Marginal Way, a
robotic voice bellows from a speaker 22 feet in the air: "This is Walgreens
security services. This property is being monitored 24/7."
The poles are mobile surveillance systems, installed to
scare off would-be criminals and curb growing retail theft around the country.
But critics argue that increased surveillance creates privacy concerns and may
do more harm than good.
The mobile security systems, designed by Utah-based LiveView Technologies,
or LVT, feature 24-hour, 360-degree cameras, motion sensors, two-way speakers,
flashing blue lights, alarms and real-time alerts. Viper Security, which
contracts with LVT, is getting regular calls to set up the mobile
surveillance systems in Maine, according to owner Matt Goodwin.
Goodwin, who is based in New Hampshire, said he's installed at least three
systems in the state in the last six months - two in Portland, at
Walgreens on Marginal Way and the Hannaford
on Forest Avenue, and one at a 7-Eleven in
Lewiston. He knows of at least one other in a Lowe's
parking lot, but is not sure which of the company's 11 Maine stores has it.
"They are growing in popularity pretty rapidly," Goodwin said. "The big
retailers are finding them helpful to deter crime and record what's happening
in parking lots that they can't see with regular cameras."
Retail theft has always been a problem in Maine, but organized retail crime
is on the rise, said Curtis Picard, president of the Retail Association of
Maine. A December 2023 report by Forbes ranked Maine
the third worst in the nation for retail thefts.

Bills to charge more shoplifting offenses as felonies
and mandate lenient prison sentences for domestic violence survivors are in
limbo with three weeks to go in the legislative session, but several other
criminal justice measures have been signed into law.
Claiming a spike in theft, lawmakers in both chambers approved versions of
Senate Bill 1450, which would lower the felony theft threshold from $1,000
to $500. The bill would also increase the theft aggregation period from
90 days to one year and deputize several retail
theft officers under the Attorney General's office.
The measure is pending in a Senate conference committee, where lawmakers look
to iron out differences and arrive at a single version of a bill.
Proponents argue the measure is necessary to protect business owners and
deter repeat shoplifting offenders. Critics point to state crime data that
shows a slight decrease in larceny rates over the past three years and analysis
that shows changing the felony theft threshold could cause the state's prison
population to increase.
If enacted, SB 1450 would be a partial rollback of State Question 780, the 2016
voter-approved criminal justice reform measure that reclassified several drug

for closing, customers are left with fewer options for their much-needed
medication.
"This is the only pharmacy we have in this area and suddenly they close,
we don't understand."
This location's closure comes after executives announced that the pharmacy chain
with over 8,500 storefronts would close at least 150 this year.

CBRE is predicting retail foot traffic to fully recover from the
post-pandemic lull later this year.
The real estate investment firm says that according to its latest data, foot
traffic in prime trade areas is expected to fully recover to pre-pandemic
levels by the third quarter and surpass those levels by 2025.
By the fourth quarter of last year, foot traffic in 10 prime trade areas
tracked by foot traffic analytics firm Placer.ai had reached 81% of 2019's
levels, demonstrating a strong recovery. Recent data from the firm showed
that visits to major retailers were largely up in the first quarter of this year
compared to 2023 levels.
Record-low availability and increasing rents are leading to a rise in
street-retail districts. CBRE says rents in prime trade areas have seen an
increase of 9% in the Americas and 5.8% globally since 2021.
Despite a rise in omnichannel shopping, retailers know the importance of having
a physical store alongside their online presence, as almost 70% of retail
sales are digitally influenced. According to Forrester's 2023 Retail
Competition Tracker, in-store sales accounted for 78% of sales growth in 2022,
a significant increase from 46% in 2019.
The shopping center industry association ICSC estimates that opening a store
can boost a retailer's digital sales by nearly 7%. Conversely, closing a
store can suppress digital sales by 11.5%.

Walmart is the country's largest private employer, with 1.6 million U.S.
workers, most of them in stores and warehouses. Walmart has tens of thousands of
U.S. corporate workers across the country.
Like other companies, Walmart has gradually moved away from remote-work
flexibility. It has also shrunk the number of smaller offices scattered
around the country. Last year, it closed three tech offices and asked some staff
to relocate to central corporate hubs.

STORM-0539 Hackers Target Retail Gift Card

FBI Issues New Warning As 2024 Gift Card Hackers Blitz Retailers
The FBI has been busy of late with security warnings regarding email hackers and
road toll scammers. The warnings are still coming though, with the latest
revealing how one hacking group called STORM-0539 is targeting retail gift
card operations.
The FBI's Private Industry Notification 20240506-001
The FBI's latest private industry notification was published on May 6 to
highlight how one financially motivated threat group is targeting employees
at U.S. retail and corporate offices with a fraudulent gift card endgame.
Starting in January 2024, the FBI said it had noted an uptick in the activity of
a cybercrime group that has been tagged as STORM-0539, although sometimes
referred to as Atlas Lion when it comes to phishing and text message campaigns
aimed at the retail sector. Specifically, "to target
employees and gain unauthorized access to employee accounts and corporate
systems" in the gift card departments located in corporate offices of
national retail groups.
Who Is STORM-0539?
According to Microsoft, STORM-0539 is a group of
cybercriminals that specialize in attacking retail organizations using "highly
sophisticated email and SMS phishing" during holiday periods for the
purpose of perpetrating gift card fraud. Active since late 2021, STORM-0539 has
carried out "extensive reconnaissance of targeted organizations in order to
craft convincing phishing lures and steal user credentials and tokens for
initial access," Microsoft said. Furthermore, according to Microsoft, STORM-0539
is capable of leveraging resources from those retailers' cloud services in order
to progress with post-compromise activity.
The FBI warning comes as the law enforcement agency has noted how the cybercrime
group is using so-called smishing campaigns, phishing using SMS messages, to
gain unauthorized access to employee accounts and corporate systems. "Once
they gained access," the FBI said, "STORM-0539 actors used phishing campaigns to
target other employees to elevate network access and target the gift card
department in order to create fraudulent gift cards."

Ransomware and extortion incidents surged by 67% in 2023, according to
NTT Security Holdings' 2024 Global Threat Intelligence Report.
After a down year in 2022, ransomware and extortion incidents increased in 2023.
More than 5,000 ransomware victims were detected or posted across multiple
social channels, up from approximately 3,000 in 2022. The number of victims
is likely higher because the research does not reflect incidents where ransoms
were paid before the listing was made public.
"Our 2023 report highlighted the increase in cyberthreats affecting day to day
life, economic conditions, and privacy," said Jeremy Nichols, NTT Security
Holdings' Global Threat Intelligence Center director. "We expect this to soar in
2024 as threat actors create more sophisticated attacks using artificial
intelligence to exploit growing attack surfaces and take advantage of
limited cyber budgets and staff shortages."

Ali Hamsa Yusuf, Amazon security guard almost killed colleague, Columbus officer
A security guard at the Amazon warehouse facility in West Jefferson -
whom police say shot twice at close range at his supervisor and missed and
later shot a Columbus police officer's bulletproof vest before he was
fatally shot by law enforcement - was not supposed to have a gun on duty, police
said at a press conference Monday.
Ali Hamsa Yusuf, 22, was fatally shot by law enforcement after he shot a
Columbus police officer during a confrontation with law enforcement at
Georgesville and Clime North roads on Columbus' West Side. That shooting and
another one Saturday evening in which another armed suspect in a domestic
violence homicide was killed by police, were the subject of the press conference
held at Columbus police headquarters, Downtown.
The bullet from Yusuf's gun that hit the unidentified Columbus police officer, a
four-year member of the Division of Police whom police are not identifying under
Marsy's Law, fortunately struck him in his bulletproof vest and he was not
seriously injured, Columbus police Chief Elaine Bryant said during the press
conference. He was transported in stable condition to OhioHealth Grant Medical
Center, Downtown, where he was treated and released Sunday night. Bryant told
reporters Monday that the officer was at home and "doing okay."
West Jefferson Chief Brandon Smith said that security at the Amazon facility
is contracted with another company and the security guards are unarmed. The
supervisor told investigating officers he noticed his trainee had been gone for
longer than what a normal break would be and then heard shots being fired, he
said.
The supervisor hit the ground when the gunshots were fired at him, then ran.
The suspect gave chase for about 15 yards before running out the front of the
building, Smith said.
Smith said the supervisor helped obtain video footage from inside the Amazon
facility showing Yusuf about 3 feet behind the supervisor with the gun pointed
at the supervisor's head. The gun appears to have jammed and the bullet
barely missed the supervisor.

Lake Elsinore, CA: Felony Charges Await Suspects In Lake Elsinore Outlet Thefts
Felony charges are expected to be filed Friday against a 34-year-old man
suspected of leading two youths on grab-and-run thefts that netted thousands of
dollars in stolen merchandise from outlets in Lake Elsinore and Eastvale.
Delwiun A. Bell of Los Angeles was arrested and booked into the Byrd Detention
Center in Murrieta Tuesday on suspicion of grand theft, organized retail theft
and child endangerment.

Fairfax County, VA: 'Underwear underworld' uncovered by police in Northern
Virginia
A
three-man retail theft crew now has their panties in a bunch after being
arrested for allegedly stealing over $24,000 worth of merchandise - mostly
underwear from Victoria's Secret. Fairfax County Police Capt. Dana Ferreira said
the thieves stole the items Wednesday in Prince William County. Later in the
day, they drove to Tysons Corner Center, and detectives were alerted about the
car through their automated license plate recognition system. Nearly $24,000
worth of merchandise from the Tysons Corner mall was stolen this week. (Courtesy
Fairfax County Police) "They immediately got to work and located that vehicle in
the garage," Ferreira said. "And we were able to use the mall's cameras to
determine who dropped off several passengers that were moving about the mall."
After taking the suspects into custody, officers found the stolen undergarments,
which were from Victoria's Secret, police said. Detectives are only aware of the
alleged thefts in Prince William County, but are working to see if the suspects
committed similar thefts in other areas. "They stole them from a relatively
high-value retailer," Ferreira said. "So they're items that would normally sell
for a pretty high cost. The suspects probably believed they could sell them at a
lower cost than the retailer was charging and still make a healthy profit."

Glen Rock, NJ: Police Break Up Shoplifting Ring That Targeted Bottle King
Following a year long investigation, Glen Rock detectives took a woman into
custody on April 30 whom they say was part of a theft ring that targeted the
local Bottle King liquor store. On that day, police responded to the Rockland
County, NY County Correctional Facility to take into custody Shatoya L. Smith,
26, of Newburgh. She had already been apprehended by officers from the
Clarkstown, NY Police Department on April 21, police say, and was held as a
fugitive during extradition proceedings. The Glen Rock police said, "Smith is
one of several actors involved in an organized retail theft gang which targeted
Bottle King Liquors on Prospect Street during 2023, resulting in charges on two
counts of shoplifting and one count of criminal conspiracy."

West Jefferson, OH: Suspect tied to shots fired situation at Amazon facility
dies after encounter with Columbus police; 1 officer injured
A Columbus officer was injured when police encountered a suspect who
investigators say fired shots at an Amazon fulfillment facility in Madison
County on Sunday. The suspect is dead following an exchange of gunfire with
police. After 4:40 p.m., officers with the West Jefferson Police Department were
called to the Amazon CMH5 Fulfillment Center, located at 6400 state Route 29,
after receiving multiple reports of an active shooter. The Madison County
Sheriff's Office and other nearby law enforcement agencies were called to assist
with the scene. Officers arrived and found that the suspect, later identified as
Ali Hamsa Yusuf, had left the area in a vehicle. West Jefferson police said
at least one shot was fired at the building, but the facility had been cleared
and there were no reported injuries. "We're thankful that no one at our
facility was injured during this incident and for the work of our team on the
ground and first responders," an Amazon spokesperson said in a statement.
West Jefferson Police Chief Brandon Smith confirmed that Yusuf was a security
guard employed by Amazon. The Columbus Division of Police was requested to
assist with the shooting at the Amazon fulfillment center at 6:08 p.m.
Authorities said Yusuf was found in Columbus. An encounter happened at the
intersection of Georgesville and Clime roads on the city's west side, located
about 20 minutes from the Amazon facility. The encounter led to an exchange of
gunfire between Yusuf and responding officers, according to Columbus police.
Two outside agencies responded to the encounter as well. police officer was
struck during the exchange and their vest caught the bullet, according to
Columbus Fraternal Order of Police President Brian Steel. Yusuf was struck by
gunfire as well, police said. The officer who was shot was taken to Grant
Medical Center and their condition was described as stable. Steel said the
officer is expected to survive. Yusuf was transported to Doctors West
Hospital where he was pronounced dead at 6:57 p.m. Columbus police have not
released the names of the officers involved in the exchange of gunfire. The Ohio
Bureau of Criminal Investigation has been requested to investigate the shooting.
Amazon said it will cooperate with police as the investigation continues.

Philadelphia police are searching for two women accused of fatally shooting a
man in the Point Breeze neighborhood Monday night. It happened after 6:30 p.m.
at the Federal Deli Market at the corner of 20th and Federal streets.
Authorities say a 35-year-old man was shot multiple times while inside the
corner store deli, but say officers found him outside on the ground. He was
transported to Jefferson University Hospital, where he later died. Investigators
believe the shooting happened following an altercation between the man and two
women while inside the corner store deli.

Four people were rushed to the hospital after an SUV crashed into the Auto Zone
in West Babylon Monday, according to police. Police say the driver lost control,
hit a pedestrian and then smashed through the front of the store. Both of them,
as well as two employees inside the Montauk Highway store, were taken to the
hospital with injuries not considered life-threatening.

A boy was charged after he allegedly wounded a Foot Locker employee while
fleeing the store at the Dulles Town Center Mall Saturday following an attempted
robbery, according to the Loudoun County Sheriff's Office. Deputies were called
to the sneaker store around 4:30 p.m. for a reported robbery. They learned a boy
left the store, but not before wounding an employee by discharging a Glock
replica BB gun into the employee's right arm when they tried to stop the boy
outside of the store. The boy left the BB gun and the merchandise before
fleeing, the sheriff's office said.

public's help is needed in identifying the suspect Prince George's Police says
is responsible for multiple robberies and thefts at seven convenience stores
committed across the county, including an incident where she struggled with a
county sheriff's deputy who was dragged by a vehicle across a store parking lot.
The suspect has been linked to similar robberies and thefts in Anne Arundel and
Fairfax counties. A cash reward is being offered for information leading to an
