The U.S. Crime Surge
The Retail Impact
In Case You Missed It
Zebra Study Shows the Consequences of
In-Store Crime
Loss prevention efforts pose issues for shoppers, associates
Retailers' efforts to combat
in-store theft and crime may have unintended consequences.
According to the
Zebra 17th Annual Global Shopper Study (which also surveyed
retail associates and decision-makers), 78% of surveyed consumers say
it's annoying when products are
locked up or secured within cases. Also, 77% are concerned
retailers may raise prices to cover the cost of
increasing theft and crime. And 71%
are concerned the stores at which they shop are experiencing high levels
of theft and crime.
In other findings, 70% say it's hard to find an associate while
shopping in stores. And one in five consumer respondents who left a
store without getting what they needed say it's because a retail
associate wasn't available to help, an increase during the past two
years.
Fewer consumer respondents overall are satisfied with their
shopping experiences this year than last year. In 2024, 81% are
satisfied with the in-store experience and 79% with online shopping,
while in 2023 85% were satisfied with both the in-store and online
experiences.
And while the majority (78%) of consumers say self-checkout options
improve their shopping experience, 68% say self-checkout lanes are
lacking. Some report they have left a store without making a purchase
because there were no self-checkout or contactless payment options.
Retail decision-maker findings
Close to eight-in-10 (78%) retail
decision-maker respondents say they are under high pressure to minimize
theft and loss, and are now investing in technology tools to
assist. They currently view artificial intelligence technologies as the
most helpful with loss prevention, closely followed by cameras, sensors
and RFID.
While only 38% of retailer decision-maker respondents currently use
AI-based prescriptive analytics for loss prevention, 50% say they plan
to use it in the next one-to-three years for this purpose.
More than four-in-10 say they also plan to use computer vision (46%),
self-checkout cameras and sensors (45%), and RFID tags and readers (42%)
within the next three years, specifically for loss prevention.

Stores Take Aggressive Stance Against
Theft
Retailers Implement Tougher Policies Against Shoplifting
Target and others increase loss
prevention measures amid growing theft concerns
The retail world is facing unprecedented challenges, primarily fueled
by rising organized retail crime and theft incidents. Retailers,
especially giants like Target, are finding themselves increasingly on
the defensive as they implement stringent policies to combat theft.
To address these concerns, Target has recently adopted stricter policies
surrounding theft. Under their new guidelines,
individuals caught stealing can face lifetime bans from all Target
locations. According to Target's updated shoplifting
protocol, if apprehended for shoplifting, not only can one be banned for
life, but attempting to re-enter any Target could lead to arrest for
trespassing.
This tightening of policies is not just about punishing offenders;
it's part of broader efforts to tackle the issue of organized retail
crime. Target has established specialized
forensic teams to investigate these crimes, leveraging
advanced techniques like video analysis and fingerprint forensics to
track down criminals.
But it's not just Target that's feeling the heat. A shift is
occurring across the retail sector as many chains begin to adopt
similar, if not harsher, measures.
Retailers are now leveraging surveillance systems, training employees
on loss prevention techniques, and engaging local law enforcement to
navigate the troublesome terrain of retail theft effectively. Each
measure taken signifies their commitment not just to profitability but
also to maintaining the integrity of the shopping experience.
Interestingly, some stores have begun implementing intelligent
locking mechanisms on high-value items, with 'smart' displays
alerting staff if someone attempts to tamper with products. These
innovations could change the way customers experience shopping
altogether, merging convenience with heightened security.

Did Dollar General's Self-Checkout
Crackdown Work?
Shrink down at Dollar General after backing away from self-checkout
Hurricanes took a toll in the third
quarter and into the fourth, leading the discounter to lower its
guidance slightly for the year.
Dollar
General joins other retailers in changing its tune around shrink.
Shrink, which includes inventory loss for all kinds of reasons,
including theft, damage and bookkeeping errors, has been a hot
topic in recent years, despite the fact that, according to research from
the National Retail Federation, there has been remarkable consistency in
shrink rates industrywide. The group this year ended its annual shrink
report.
Several retailers, including Dollar General, have highlighted their
shrink problems in recent years, however. As recently as May, Dollar
General CEO Todd Vasos called shrink "the most significant headwind in
our business," and Dilts said Thursday that "shrink rates as a
percentage of sales continue to be higher than we would like to see in
our stores."
But the downturn in shrink bested the retailer's expectations,
she also said.
"We are making progress as we work to get closer to pre-pandemic
levels, and believe our actions are having a positive impact," she said.
She didn't specify which actions those are, but the company this year
decided to drastically reduce self-checkout in its effort to combat
shrink. In the fourth quarter and throughout next year, improvements
in shrink should be a tailwind for the retailer's results, including as
a "big contributor to gross margin," she said.

Florida Fights Holiday ORC
State Attorney's Office Combats Retail Crime Over Holiday Season
According to the most recent statistics available, Florida businesses
lost 5.5 billion dollars in revenue in 2022 from retail theft alone.
Since then, lawmakers have been searching for ways to combat this type
of crime. In 2024, Gov. Ron DeSantis signed a
new law into effect that stiffens penalties for organized retail theft. Where
thieves are working in concert to steal or are engaged in a pattern of
theft targeting businesses, charges can be enhanced from a misdemeanor
to a felony, or, if already at a felony level, the penalties can be
increased. This means if convicted, thieves can face more jail time.
Our office also works closely with local law enforcement partners to
crack down on retail theft rings. These crimes cost local business
owners thousands of dollars each year and can lead to lost wages, fewer
jobs, higher prices for consumers and even a slower economy. By properly
utilizing the new laws targeting organized retail crime and aggressively
prosecuting those responsible for retail theft rings, we can create a
deterrent for those looking to steal not only during the holidays but
also all year round.
While our local law enforcement partners are important, we also meet
with local business owners and loss prevention specialists to learn more
about how we can help stop retail theft. Our office has participated in
store walks to learn more about loss prevention tactics. Our
attorneys share ideas with store owners about how to deter crime as well
as offer guidance about how to help us build the best cases possible for
prosecution.

April, including felonies and DUI
Governor Gavin Newsom today announced the ongoing joint law enforcement
operation in Bakersfield has resulted in 2,040 arrests, including
1,189 DUI arrests, 804 stolen vehicles recovered, and 61 illicit
firearms seized since the operation's launch in April.
Enforced by the California Highway Patrol (CHP), Bakersfield Police
Department, and Kern County Sheriff's Office, the Bakersfield operation
was launched to address auto theft, retail
crime, and high-visibility, proactive traffic enforcement.

Frontline Retail Workers in Need of
Mobile Devices
Study: Retailers fall short in giving employees dedicated mobile devices
One-third of the U.S. retail workforce is not given a dedicated
mobile device today, with the largest retailers being least likely
to give each employee a device for their exclusive use.
That's according to a new study conducted for
Zebra Technologies by Coresight Research, which found that 34% of
U.S. retail employees, or 7.7 million associates in all, lack mobile
devices for their exclusive use.
The report, "Success at Hand: Equipping Frontline Workers with More
Mobile Devices to Drive Revenue and Delight Customers," indicates that
40% of employees working for large retailers either have to share a
mobile device or go without one. Mass merchandisers and companies
with over $1 billion in revenue ranked above average in terms of the
proportion of workers without their own mobile devices at their
companies.
Those who work in store operations (42%), merchandising (37%) or on
the store floor (34%) are the least likely to have dedicated devices
even though they are often considered to be among the most
mobile-dependent team members and highly influence shopper satisfaction
ratings.

Better-Than-Expected Holiday Weekend
Shopping Traffic
Black Friday weekend shopping traffic exceeds NRF predictions
More consumers made purchases during
the five-day period than anticipated, and both stores and mobile
shopping saw gains year over year.
Falling short of last year's numbers, the National Retail Federation and
Prosper Insights & Analytics estimate that 197 million consumers
shopped between Thanksgiving and Cyber Monday, down from 200.4 million
in 2023, but higher than the NRF's initial
estimate of 183.4 million shoppers.
The NRF estimates that 126 million consumers made their holiday
purchases in stores throughout the five-day shopping period, an increase
from 121.4 million shoppers in 2023. Meanwhile, an estimated 124.3
million shoppers made their holiday purchases online in the same
timeframe, a drop from the 134.2 million consumers who did the same last
year, according to the NRF's estimate based on its survey of 3,055 adult
consumers.
Despite surpassing Cyber Monday as the top online shopping day, the
number of online Black Friday shoppers fell from 90.6 million in 2023 to
87.3 million this year. Meanwhile, the number of Black Friday
brick-and-mortar shoppers rose from 76.2 million last year to 81.7
million this year, the NRF said.

Good Cybersecurity Hygiene is Key to
Workplace Safety
Time for Your Organization's Cyber Risk Hygiene Checkup
Periodic policy and procedure updates should
include cybersecurity in order to keep workers safe, in all senses of the word.
Safety professionals and risk managers in the manufacturing, construction and
service sectors spend considerable time ensuring that their workers' have a
physically and mentally safe workplace. Recent technology outages and
cyberattacks demonstrate that safety professionals also need to consider
technology risks that could pose a threat to workers' safety.
Here's what you need to know about the risks that cyberattacks and Internet
of Things (IoT) breaches pose to workers-and what steps you can take to
address those risks.
The CrowdStrike outage in summer 2024 was a botched Microsoft software update
that became the largest cyber outage in U.S. history. While not a cyberattack,
the impact of this outage was especially extreme on airlines. In fact, Delta had
to cancel hundreds of flights over a period of days. That caused severe
disruptions for customers and employees, who experienced scheduling issues,
which are critical in the aerospace industry because federal law prohibits
employees from exceeding the work hours allowed for safety purposes.
The CrowdStrike outage is a good reminder that organizations must be vigilant
and understand that the intangible world of cyber can have major impacts on
their organizations as well as workers' safety. Many CIOs and CTOs were
asked why operations were at a halt and, in the early hours of the outage,
organizations were not yet aware of what caused the issue. Safety professionals
had to account for employees and systems capturing employee check-ins were
impacted.
Examples of cybersecurity in the workplace that contribute to employees' sense
of safety and well-being include tracking employees in the plant, monitoring
machines to ensure they are operating appropriately, and installing lockout/tagout
technology to shut down machines if compromised. Part of the process for safety
personnel is to work with IT to ensure that appropriate firewalls, which serve
as digital barriers to prevent unauthorized network access and protect against
cyberattacks, are in place. In addition, both departments need to install and
update antivirus software on any-and all-necessary equipment to detect and
remove malicious software, or malware, that can compromise digital systems.

T-Mobile Thwarts Threat Group
T-Mobile undeterred as telecom sector reels from attack campaign
Cybersecurity Dive spoke with CSO Jeff Simon
about how the carrier says it thwarted a threat group resembling Salt Typhoon
despite its past security failures.
T-Mobile
has an infamously poor reputation in cybersecurity due
to a pattern of repeated security lapses. The wireless network
operator publicly acknowledged eight data breaches between 2018 and early
2023.
One of those attacks, a massive data breach in 2021 that exposed personal
data on more than 76 million people and resulted in a $500 million
class-action settlement, was widely regarded as the largest carrier breach on
record.
That record was challenged in the late spring and early summer when the threat
group Salt Typhoon, sponsored by China's government, infiltrated at least eight
U.S. telecom companies. The revelations about the campaign, which came to light
this week, resulted in the theft of a large amount of records, including
metadata and some private communications, as part of a widespread and ongoing
espionage campaign.
T-Mobile said it successfully stopped an attacker with striking similarities
to Salt Typhoon's known tactics from maneuvering deeper into its network,
preventing the theft of sensitive customer data. In conversation with
Cybersecurity Dive on Tuesday, T-Mobile CSO Jeff Simon credited the deterrence
to, among other things, the network operator's efforts to revamp its internal
cybersecurity.
Simon spoke with Cybersecurity Dive as details emerged about the broad and
unprecedented damages caused by Salt Typhoon's global campaign.

Protecting the cloud: combating credential abuse and misconfigurations
To defend again two of today's biggest cloud
security threats, organizations must adapt and develop proactive strategies,
Google Cloud's Brian Roddy writes.
Organizations today face more complex and sophisticated security attacks than
ever before. As technology evolves, cybercriminals' tactics, techniques and
procedures (TTPs) evolve with it, making it essential for security leaders to
continue to innovate to stay ahead of emerging threats.
To mitigate the risk of credential abuse and cloud misconfigurations -
two of today's biggest cloud security threats - organizations must adapt and
develop proactive strategies.

Amazon's Battle Against Counterfeits
The latest from Amazon's Counterfeit Crimes Unit: Efforts with Cisco lead to the
dismantling of counterfeit rings
The Counterfeit Crimes Unit (CCU) is a global team dedicated to partnering
with law enforcement, brands, and other stakeholders to disrupt counterfeiters
and their networks. Learn more about the CCU, and continue to visit this page
for the latest news and updates.
For years, Amazon's Counterfeit Crime Unit (CCU) has collaborated with Cisco
to protect our joint customers and the Cisco brand from counterfeit products.
Through criminal referrals to law enforcement, joint actions have successfully
dismantled two illegal counterfeit networks and led to bad actors serving prison
time and fines for their crimes.
Collaboration with brands is critical
Working with brands to investigate and gather intelligence on bad actors'
attempts to sell counterfeit products is a key component of the CCU's work.
Using that information, our teams take action to protect customers and brands,
including removing problematic listings, blocking accounts, and referring bad
actors to law enforcement. However, the work doesn't stop there. We then work
with brands to refer these cases to law enforcement to hold bad actors
accountable for their crimes.

of energy around reducing regulation. If I can help do that, I'm going to
help him.'
'We do have too many regulations in this country,' Bezos added.
Bezos also promised to 'save' The Washington Post, which he owns,
following fierce backlash and a precipitous drop in readership after his
bombshell October decision to prohibit the paper from endorsing a presidential

Making it new every day and getting energized - pumped up every day can be
difficult at times. But it's important to try to find that spark each and every
day to make sure you're adding value, getting things done, and motivating the
people around you. It's always great to drive home and think - where did the day
go because you were so busy and had so many things to get done, which usually
means you were pumped up and energized. But it's a terrible feeling when you
can't get out of first gear and the day drags on forever. Just remember,
oftentimes it's merely mind over matter and you make your own day and, quite
frankly, you're also making the day for a lot of people around you and they're
looking to you to set the pace.
Just a Thought, Gus
