California's ORC Task Force Planning Holiday Operations
Law enforcement focus turns to shopping safety
Members of the California Highway Patrol's (CHP) Organized Retail Crime Task Force (ORCTF) will conduct proactive law enforcement operations during the busy holiday season. This past week, Governor Gavin Newsom announced new data showing the task force has made over 1,200 arrests, conducted 677 investigations, and recovered over $9.3 million worth of stolen items since January. Year-to-date, this is the most investigations the CHP has conducted in the task force's six-year history.

"California continues to crack down on organized crime. The CHP officers facilitating this effort are hard at work each day, and will continue to protect and serve California's consumers through the holiday," said Gov. Newsom.

"Through our unwavering dedication and collaboration, the Organized Retail Theft Task Force has established a new standard in combating theft, achieving record-breaking results in investigations, arrests, and asset recovery," said CHP Commissioner Sean Duryee. "As we approach the holiday shopping season, we will work diligently to enforce California's organized retail crime laws and protect businesses and communities throughout the state."

During the holiday season, the CHP will conduct proactive and confidential law enforcement operations with allied agencies - keeping more shoppers, merchants, and retail districts safe. The increased law enforcement presence across California aims to protect shoppers and merchants while apprehending retail criminals in the act.

To curb retail crime during the holiday shopping season, the CHP's ORCTF regional teams in Southern California, the Bay Area, the San Joaquin Valley, and Sacramento are partnering with retailers, loss prevention teams, and local law enforcement agencies.

Since the inception of the task force in 2019, the CHP has been involved in over 3,000 investigations, leading to the arrest of more than 3,300 suspects and the recovery of over 900,000 stolen goods valued at $47.4 million. The ORTCF's October efforts led to 56 criminal investigations, 98 arrests, and nearly 26,000 stolen items recovered - leading to greater enforcement in each category compared to the previous month. oakdaleleader.com

With Eileen O'Neill Burke now officially sworn in as Cook County State's Attorney, big changes are expected in how retail theft cases are charged and handled.

The $1,000 threshold to make retail theft a felony crime-which was set by O'Neill Burke's predecessor, Kim Foxx-will be dropping to $300, effective immediately.

This change in how retail theft cases are charged is music to the ears of small business owners-who say all thefts hurt, and the new rules should help.

Organized retail thefts have been caught on camera and made the news with troubling regularity over the past few years. The short-term consequence is stores being left to count their losses and make costly repairs. The long-term consequence can involve those stores going out of business-and leaving spaces vacant.

When it comes to retail theft, the problem, the aftermath, and the loss have all been caught on video numerous times.

With theft, across Chicago, at a high we haven't seen since 2019, newly sworn-in top Cook County prosecutor O'Neill Burke said it is time to do away with the rule change that Foxx made regarding retail thefts.

"The State's Attorney's Office will be following state law, which sets the threshold for charging retail theft as a felony at $300," Burke said in a statement. cbsnews.com


Cities Put More Funding Toward Retail Theft Crackdown
Spokane City Council considers $90,000 grant to crack down on retail theft
The Spokane Police Department is working hard to crack down on retail theft this holiday season and could soon be given an extra boost. A Washington State Department of Commerce $90,000 grant has been awarded to SPD in contract with the Washington Organized Retail Crime Association.

"The Washington Organized Retail Crime Association actually applied for the grant through the Department of Commerce, and they were granted this funding. They have been working with Spokane Police Department for a while on our retail thefts, we've done blitzes before, and they saw it as an opportunity to partner," said Captain Tracie Meidl with the Spokane Police Department.

SPD is now waiting for the Spokane City Council to approve the acceptance of the grant. This grant would fund a retail theft pilot program where officers would work on combating retail theft across the city.

This is something SPD does already, especially during the holidays.

Officials call this strategy a 'blitz', where 10-20 officers are stationed in a certain area to combat retail theft.

"We communicate with all the loss prevention and managers from those stores in those areas to make sure that they know we're in the area," said SPD Sergeant Brian Eckersley. "We get in direct communication with them so if they have a known shoplifter enter their store, or they had somebody just grab something and run out, they can just call us directly and we'll have units in the area to respond."

$25M Wrongful Death Lawsuit Against Walmart
Family planning on suing Walmart, officer in deadly Westside shooting
The family of a man killed by an off-duty officer outside a Corpus Christi Walmart is working to file a wrongful death lawsuit against the officer and the retail giant.

After meeting exclusively with the family of 34-year-old, Alan Garcia, who was shot and killed outside a Walmart near Greenwood and SPID last month, KRIS 6 News learned they are seeking $25 million in damages and pointing the finger of blame directly at the officer who pulled the trigger and Walmart itself.

Garcia was shot and killed Nov. 24 while trying to meet his wife, Raquel, who worked at the Walmart. Investigators said Garcia was suspected of shoplifting. The family's attorney disputes that allegation.

The wrongful death lawsuit claims the CCISD officer violated Walmart's no-chase policy. According to the family, Garcia was sitting in his car, waiting for his wife, when the officer shot him.

"Law enforcement is supposed to protect you. Why couldn't he just have tased him? Why couldn't you just get my license plate and find the car later? I feel like if I had gotten out in time, this wouldn't have happened." Raquel Garcia said.

A spokesperson for Walmart issued a statement said, "We do not speak to our safety and security measures, but I can tell you that associate and customer safety is our top priority."  kristv.com

New Tag Recirculation Program Launched by Prosegur and Pact Retail Accessories, Promising to Make EAS Programs More Efficient and Help Retailers Reach their ESG Goals


DEERFIELD BEACH, Fla. (October 21, 2024) - Prosegur Security, a global leader in security technology, has formed a new partnership with Pact Retail Accessories, a global leader in sustainability solutions, to launch a new EAS tag recirculation program for U.S. retailers. The program aims to help retailers make their electronic article surveillance (EAS) program more efficient, protect more merchandise from shoplifting, reduce plastic waste, and help retailers achieve their ESG (Environmental, Social and corporate Governance) goals more easily.

"Our new EAS recirculation program will enable retailers to reuse their EAS tags more easily and efficiently by having them quickly move used tags from the point of sale at the retail store back to the point of manufacture overseas or distribution center in the U.S.," said Matt Sack, CEO of Prosegur's global retail business unit. "This next-level source tagging will enable retailers to extend the lifespan of their tags, maximizing their investment into EAS and reducing costs as well as reducing plastic waste."

Rather than having the retail associates sort, inspect and reapply tags to new merchandise in the store, the new program will allow store associates to simply place removed tags, pins and lanyards in a box without the need to sort them, and ship the box back to Prosegur and Pact's sorting facilities. The tags, pins and lanyards are sorted, inspected, cleaned, and repackaged, then shipped quickly to the manufacturer (or the retailer's distribution facility) anywhere in the world to be reapplied on new merchandise. When the new merchandise arrives at the retail location, the tags are already on and can be placed on the sales floor more quickly.

"The EAS tag recirculation program eliminates the need for store associates to sort and reapply tags, thus freeing up their time for more productive tasks like serving shoppers," said Nancy Justice, SVP, North America, Pact Retail Accessories. "The program also helps to extend the life of EAS tags, reducing the need to buy new tags. And, because new merchandise then arrives to stores already tagged at the source, this can ensure that all stores have properly protected merchandise, reducing the problems that can stem from non-compliance by individual stores with the LP rules and guidelines."

According to Sack and Justice, by extending the lifespan of an average EAS tag, Prosegur and Pact Retail Accessories will help retailers reduce the amount of plastics ending up in landfills. This also helps retailers achieve their ESG goals.

Americans Companies Hit By Chinese Attack
At least 8 US companies hit in telecom attack spree, officials say

A deputy national security advisor warned that the China-affiliated Salt Typhoon attack spree potentially infiltrated more telecom companies and the threat group still has network access.

Salt Typhoon has compromised at least eight telecommunications providers or telecom infrastructure companies in the U.S., though there could be more, Anne Neuberger, deputy national security advisor for cyber and emerging technology, said Wednesday during a media briefing.

White House officials held the media briefing a day after the FBI and Cybersecurity and Infrastructure Security Agency confirmed Salt Typhoon stole a large amount of records, including metadata, from telecom providers.

The threat group gained broad access to communications of everyday Americans and also targeted prominent individuals.

"Communications of U.S. government officials ride on these private sector systems, which is why the Chinese were able to access the communications of some senior U.S. government and political officials," Neuberger said. Phishers have come up with a new trick for bypassing email security systems: corrupted MS Office documents. Malware hunting service Any.Run has warned last week about email campaigns luring users with promises of payments, benefits and end-of-the-year bonuses.

Recipients are instructed to dowload the attached document - an archive file (ZIP) or an MS Office file (e.g., DOCX) - and open it, but the file is corrupted. The recipients are then prompted by the application to allow it to recover the contents of the document.

Once the recovery process ends and the document is opened, the recipients are instructed to scan a QR code contained in it to access the "secure document".

Too Dangerous for Delivery?

Amazon says these areas of Washington, DC, are too dangerous for Prime delivery

The e-commerce giant faces a lawsuit from the District's attorney general, alleging that Prime members in two zip codes aren't receiving promised benefits.

Since mid-2022, Amazon has allegedly violated a Washington, D.C., consumer protection law by withholding benefits from Prime members in two zip codes, according to a civil lawsuit, citing "undisclosed internal policies," that was filed Wednesday by the district's attorney general.

Noting that Prime members pay $139 per year or $14.99 per month, the lawsuit states that Amazon "deliberately - and secretly - stopped providing its fastest delivery service to the nearly 50,000 Prime members who live in historically underserved communities east of the Anacostia River," per court filings.

In an emailed statement, Amazon spokesperson Kelly Nantel called the claims "categorically false," adding that the company "made the deliberate choice to adjust our operations, including delivery routes and times, for the sole reason of protecting the safety of drivers. And we're always transparent with customers during the shopping journey and checkout process about when, exactly, they can expect their orders to arrive. What we'd like to do, and have offered, is to work together with the Attorney General and their office in an effort to reduce crime and improve safety in these areas."

Wednesday's lawsuit alleges that Amazon systematically reduced its services to the two zip codes, in violation of the city's Consumer Protection Procedures Act.

That law "prohibits a broad range of deceptive and unfair business practices, including misleading consumers, making misrepresentations, and failing to disclose important information about products or services."

Before Amazon's alleged change in policy, for example, more than 72% of Prime deliveries to those areas occurred within two days of checkout, while afterward just a quarter were, according to a Wednesday press release from the AG's office. Meanwhile, delivery speeds in other areas of the city got faster, with nearly three-quarters of Prime members in those places enjoying two-day delivery.  retaildive.com

Cyber Monday was the biggest US online shopping day ever
$15.8 million every 60 seconds. That's how much US consumers spent in two hours on Monday night, capping off a five-day spending spree that smashed previous records.

US consumers spent a total of $13.3 billion on Cyber Monday, up 7.3% from the previous year, according to Adobe Analytics.

Concerns about inflation linger, but the holiday season's sweetened discounts turned into increased spending. Consumers spent a record $41.1 billion across the five days beginning Thanksgiving Day, according to Adobe.

"While Cyber Monday remained the season's and year's biggest online shopping day, year-over-year growth was stronger on both Thanksgiving and Black Friday," Vivek Pandya, lead analyst at Adobe Digital Insights, said in a statement.

Online spending on Thanksgiving Day and Black Friday were up 8.8% and 10.2% year-over-year, respectively, according to Adobe. Early discounts from retailers encouraged people to buy earlier this year, Pandya said, with Cyber Monday becoming a sort of "last call" on holiday deals. cnn.com

Aurora, CO: Violent Shoplifting Ring Dismantled by Aurora Police
Aurora Police have identified a major theft ring operating at several local malls and stores. Officers used covert surveillance and intelligence gathering to track the suspects' activities. The group was linked to thefts at multiple locations, including the Town Center Mall, causing nearly $100,000 in losses to businesses across the city. Through careful planning and collaboration with loss prevention teams, Aurora Police were able to uncover a pattern of thefts primarily occurring on Thursdays. This strategic approach allowed officers to apprehend the suspects and halt further crimes, significantly disrupting the operation. During a targeted sting operation at the Town Center Mall, officers arrested four suspects as part of their investigation into the theft ring. Ventura County, CA: 23 arrested in Black Friday retail theft bust at Camarillo Premium Outlets
Authorities arrested 23 people during a massive retail theft operation at the Camarillo Premium Outlets over Thanksgiving weekend, according to the Ventura County Sheriff's Department. The blitz operation was conducted over a three-day period (Black Friday, Saturday, and Sunday) and involved several agencies including the Port Hueneme and Simi Valley Police departments and the California Highway Patrol. In addition to the arrests of 20 adults and three children, authorities recovered stolen merchandise worth about $9,000, along with methamphetamine and burglary tools used in the thefts, officials said.  foxla.com


Waterford, CT: 2 arrested for Organized Retail Theft operation in Waterford
Two men were arrested for their involvement in a retail theft operation in Waterford, state police reported. State police identified the suspects as 33-year-old Scott Bourgeois of Lebanon and 47-year-old John Jones of Putnam. Troopers said that on Monday, they conducted a proactive operation to combat high-end shoplifting incidents that had happened at retail stores in Waterford. Detectives collaborated with loss prevention personnel from several large retail corporations. At around 3:40 p.m., detectives said they were notified of an active theft at a commercial store located on Hartford Turnpike. The suspects were identified to detectives by loss prevention, and later spotted leaving the store with over $1,050 worth of merchandise. Troopers said the men ignored commands to stop. State police said both suspects drove off in a vehicle full of the stolen merchandise. Troopers followed their vehicle until they stopped at the Lawrence and Memorial Hospital in New London. St George, UT: Retail theft escalates to high-speed pursuit through St. George neighborhoods
What began as a call reporting hundreds of dollars in stolen merchandise from a St. George store ended in a high-speed chase and the arrest of two men. On Sunday afternoon, officers responded to a theft report at a store on South Pioneer Road in St. George. According to charging documents filed with the court, while en route, officers were advised the suspects were attempting to leave the property in a black Acura without license plates. The car was still in the parking lot when the first patrol unit arrived on scene. Authorities say they received multiple reports of the Acura traveling recklessly through St. George, including one that indicated the Acura nearly hit another patrol unit responding to the area. In the meantime, officers spoke to the store's asset protection staff, who reported that the suspects left with more than $700 of merchandise without paying for it. Video surveillance footage turned over to police later confirmed these statements. Officers also learned the pair were suspected of stealing from the same store in the past. New Orleans, LA: Boy killed on I-10 service road was shot by store manager during robbery
A store employee shot two armed robbery suspects Tuesday night in New Orleans East, leaving one suspect dead and another in custody, according to police. The incident happened around 7:50 p.m. at Sam's Meat Market in the 8400 block of South I-10 Service Road. Police say two individuals attempted to rob the business when the employee, armed with a gun, confronted them. The employee fired at both suspects, striking them. One suspect, a juvenile, was taken to the hospital where he later died. The second, 18-year-old Teony Juarez, was arrested by officers. Juarez was booked on four felony counts including armed robbery, armed robbery with a gun, aggravated assault with a firearm, and illegal use of a weapon.  fox8live.com


Dallas, TX: 1 killed after double shooting in convenience store parking lot
A 27-year-old died in a fatal double shooting Tuesday night, Dallas police said. Officers responded to a shooting call around 5:56 p.m. Tuesday, Dec 3 in the 9200 block of Skillman Street, Dallas police said in a press release. When police arrived they found two people had been shot, one died on the scene and the other was transported to a hospital in stable condition, according to the release. The deceased victim was later identified as 27-year-old Jeremna Robinson, according to the Dallas County Medical Examiner. The medical examiner also states that Robinson died in the 7/11 parking lot on Skillman Street.   wfaa.com


Ocala, FL: Update: 14-year-old arrested in the 2023 murder of a teen outside Dollar General store in Marion County
After a year-long investigation, Marion County Sheriff's deputies have arrested the suspect in 19-year-old Griffin Smith's murder. Kydris Jackson, 14, was charged on Tuesday with second-degree murder in connection to a deadly shooting in December of 2023. Sheriff's deputies say on Dec. 2, 2023, around 3 p.m., Jackson met Smith at the Dollar General on Marion Oaks Boulevard to buy a gun. During the sale, Jackson began shooting at Smith's pickup truck as he drove away. The truck stopped in the tree line behind the Marion Oaks Community Center. Deputies found Smith in his truck suffering a gunshot wound. He was taken to the hospital where he died.  wcjb.com

Chicago, IL: Police warn of string of 30 burglaries at Chicago businesses
Police are warning business owners about a string of burglaries, after the same crew broke into 30 stores and restaurants across the city since late October. In each burglary, the thieves broke in through the front glass door or side window to get in, before stealing money from cash boxes, cash registers, and safes. The most recent break-in was early Monday at Paulie Gee's pizza restaurant in Wicker Park, where thieves smashed in through the front door. Police said a group of four or five men wearing masks have used at least five different getaway vehicles in the burglaries - including a black Nissan Altima, a gray Infiniti G37, a dark Nissan Rogue, a white Infiniti M35, and an orange Nissan Rogue.  cbsnews.com
