The U.S. Crime Surge
The Retail Impact

The Wild Story of One Serial San Francisco Shoplifter
Catch, release, repeat: A serial shoplifter's 4-year rampage
A woman who made headlines this year for stealing from Stonestown Galleria, then being extradited back to the city after fleeing to Hawaii, has a long history of theft in San Francisco - and a demonstrable pattern of being a flight risk - court records show.

Denayaha Duree, 23, has been charged in 10 shoplifting cases in the city since November 2020. Nearly all occurred at luxury shops around Union Square, including Louis Vuitton, Saint Laurent, and Dolce & Gabbana, according to court documents.

Duree has a history of failing to appear in court when ordered and failing to abide by conditions of her release during pending criminal cases.

She was convicted on theft charges in 2022 and sentenced to two years in state prison. After her release on parole, she and an accomplice allegedly stole dozens of pairs of luxury sunglasses from Stonestown Galleria before she fled to Hawaii while there was an open warrant for her arrest. She was arrested in February as she exited a plane at the Honolulu airport, then released while the case was pending. During this period, she allegedly worked with a crew to break into Dior at Union Square and steal high-end merchandise and was later arrested again.

Duree is in jail awaiting trial for her alleged role in the Stonestown Galleria burglary. There is no active case in court records against Duree for her alleged participation in the Dior burglary.

"The San Francisco District Attorney's Office recognizes the impact of retail theft on our businesses and neighborhoods. We take these crimes seriously and are committed to holding offenders accountable," the DA's office said. "Since her arraignment in 2024, this office has consistently moved to have Ms. Duree detained pending trial only to see the court release her repeatedly over our objections." sfstandard.com

More Cities End the Retail Theft 'Revolving Door'
Crackdown On Repeat Retail Theft In Suffolk Is 'Successful': DA

"Our message is clear: retail theft in Suffolk County will earn you jail time, not a revolving door."-Suffolk County DA Raymond Tierney.

Suffolk County District Attorney Raymond A. Tierney has shared the initial results of the Retail Protection Partnership, a program created in response to rising rates of shoplifting nationwide and in New York State following bail and discovery reforms.

The partnership program allows merchants and law enforcement to work collaboratively to investigate and successfully prosecute the top shoplifting offenders in Suffolk County. While reports of shoplifting have increased dramatically in New York and nationwide, reported retail larceny incidents in Suffolk County have decreased since the Retail Protection Partnership began.

In October 2023, Tierney met with Suffolk County retailers to discuss the heavy toll that shoplifters were causing their stores since they were emboldened since 2020 when "bail reform" was enacted in New York. Retailers reported that several of their top shoplifting offenders bragged to store employees that they "would be back in a day," knowing that they would be released without bail within hours of their arrest.

New discovery laws in New York have also stymied prosecutions because impractical and strict timelines for discovery disclosures often result in dismissals of retail larcenies on technicalities. As a result of these meetings, the Retail Protection Partnership was formed. Members of the partnership coordinate the timely dissemination of information amongst prosecutors, retailers, and law enforcement, enabling the identification and arrest of high-impact shoplifters.  patch.com

Retail Break-Ins Spike in D.C. Amid Holiday Shopping Surge
Rash of retail break-ins across DC causes concern amid holiday shopping season
D.C. police are investigating a series of retail thefts across the District. Three of those crimes took place in the heart of Georgetown - where Mayor Muriel Bowser was touting the city's small businesses Monday.

It's one of the key retail districts in the city but it's also a prime target for criminals who were busy in the early morning hours. On this Cyber Monday, D.C. officials were urging shoppers to patronize local and small businesses, online or in person.

Retail theft is a real problem all year long but it can be especially problematic for businesses during the holidays.

"For some of these small businesses, the next 23 days is make or break for their businesses," Stacey Price tells FOX 5. Price opened a shop in D.C. seven years ago. MPD says they've made more than 1,000 retail theft arrests already this year. fox5dc.com

NYC's Crackdown on Criminal Migrants
Mayor Adams open to deporting migrants accused of crimes, saying they don't have the same rights
Mayor Adams said Tuesday that he is open to the possibility of deporting migrants charged, not just convicted, with crimes, saying people who entered the country illegally aren't entitled to the same rights as citizens.

Asked during a Tuesday press briefing about how his own legal situation affects his view on migrants, Adams - facing felony corruption and bribery charges in federal court - said the rights he has are not the same as someone who "snuck" into the country.

"I'm an American," Adams said. "Americans have certain rights. The Constitution is for Americans, and I'm not a person that snuck into this country... What rights I have, the person that decides to shoot the police officer, they should not have those same rights. Okay? That's my position."  nydailynews.com

The Promise & Risk of AI in Workplace Safety
What Role Should AI Play in Advancing Workplace Safety?
ASSP's Board of Directors recently approved a position statement on artificial intelligence (AI), as well as an AI Task Force, according to a Dec. 1 blog from ASSP President Pam Walaski.

"AI holds immense promise, but its potential risks require that we act with caution and integrity," Walaski wrote. "By embracing AI thoughtfully and responsibly, we can harness its potential to improve workplace safety, protect workers and create healthier work environments. But we also know that the use of AI introduces challenges, including privacy risks and the need to manage emerging hazards. As with any new technology, use of AI may introduce new hazards that require adaptive solutions. "

The group's policy statement is as follows:

Trust: AI technologies lack the nuanced understanding of context and human factors that we provide as safety professionals. As the stewards of safety, we are critical in setting ethical and operational standards for AI and making sure these technologies enhance worker well-being.

Transparency: Leadership is built on clarity, trust and informed decision-making. Workers deserve transparency about what these systems do. Taking a transparent approach supports a workplace culture of accountability.

Equity: Equity is a cornerstone of a healthy and fair workplace. Decisions informed by AI, whether related to safety monitoring, risk analysis or workforce management, must be free from biases so they can support the collective well-being of all employees.

Privacy: Safety professionals play a key role in upholding workers' rights to privacy. We must advocate for safeguards to prevent unauthorized access, misuse or exploitation of data collected through AI-based systems. Doing so reinforces our role as trusted advisors.  ehstoday.com

Holiday Weekend Store Traffic Surge
Simon sees traffic bump during Black Friday weekend

The mall parent company has bucked the trend of declining in-store traffic during the industry's busiest shopping period.

Real estate investment trust Simon reported a 6.4% uptick in foot traffic year over year across its centers during Black Friday weekend, according to a Monday press release. The company tracked the growth using traffic counters at its centers.

While Simon's properties saw a 5.9% year over year bump in traffic on Black Friday alone, its traffic growth continued throughout the weekend, with a 6.3% increase on Saturday and an 8.2% jump on Sunday, per the company's press release.

Overall, Simon's platforms with malls saw a 7.1% increase, according to the announcement.

Though Simon appears to have benefitted from a rebound in in-store shopping during Black Friday, the same can't be said for other offline retailers. Black Friday store traffic dipped 3.2% year-over-year overall, but traffic was particularly down in the Midwest with a 7% fall from last year, according to data from RetailNext.

That may be in part because retailers began rolling out discounts early this year to attract consumers and to deal with a shorter shopping season. retaildive.com

Which Retailers Stand to Benefit from Trump's Tariff Threats?
Are Off-Pricers Bound To Benefit From Tariff Uncertainty?
Top executives at TJX Companies and Burlington Stores both said they expect to benefit from President-elect Donald Trump's threats to slap tariffs on a wide range of U.S. imports.

TJX's CEO Ernie Herrman told analysts last week on a quarterly call, "When there's chaos out there in the market a little, if that happens a little bit on certain categories, ultimately, usually, that's an opportunity for us."

Herrman added that similar to past tariff threats or the unforeseen disruption tied to the recent pandemic, the benefits may accrue even if the proposed hikes aren't fully implemented. He said, "Manufacturers could bring in goods early ... That could create actually even additional availability of goods at advantageous prices for us because we can take advantage of that opportunistically." retailwire.com

The Rise of Virtual CISOs
Does Your Company Need a Virtual CISO?

With cybersecurity talent hard to come by and companies increasingly looking for guidance and best practices, virtual and fractional chief information security officers can make a lot of sense.

AdvertisementNumerous paths lead a company to retain a virtual chief information security officer (vCISO).

Companies that work with managed security service providers (MSSPs) may need to expand their security strategy and thus engage a vCISO. Following a breach, an incident response firm may recommend that the business develop a proactive security and response plan by hiring a part-time CISO. Venture capitalists may need a security expert to do due diligence during a merger or acquisition. Even cyber insurers now recommend vCISOs to policyholders to shepherd them through the process of developing best practices.

In the end, a virtual CISO gives a company an expert who can manage the security program of the business in a consistent way and often brings a different perspective, helping security teams see the forest and not just the trees, says Thomas Siu, CISO at Inversion6, a provider of virtual CISO services.

"We have a chance to step back from the business process or even the client because we're distant enough that we can look at the whole big picture," he says. "As a CISO, I could still bring in a fractional CISO to look at specific problem space for me - sometimes, the tree-forest issue does occur."

Virtual and fractional CISOs are taking off. While the shortage in cybersecurity-skilled executives makes hiring a full time CISO an expensive proposition, paying for a part-time leader to manage the overall security strategy often makes sense. While a consultant might fit the bill, often companies want an expert who could provide a consistent viewpoint based on an agreed-upon strategy or a fractional CISO who has specific skills or knowledge, such as in operational technology or a certain region's regulations. darkreading.com

Digital Threats on the Rise Globally
UK cyber chief warns country is at an inflection point as digital threats rise

In his first major speech, NCSC CEO Richard Horne said state linked and criminal threat groups are working to undermine the nation's reliance on technology.

The new leader of the United Kingdom's National Cyber Security Centre warned the country has reached an inflection point where malicious actors are actively working to weaponize the country's dependence on the digital economy.

Richard Horne, CEO of the NCSC, said state-linked as well as criminal threat groups are targeting the U.K.'s critical infrastructure and other key services for espionage, data theft and possible destructive purposes, in a speech Tuesday at the agency's London headquarters.

The U.K. is one of the closest allies the U.S. has in cyberspace, sharing threat intelligence and close cooperation in joint law enforcement actions. It also has one of the world's most sophisticated digital economies, but Horne said the very nature of that dependence is making it more vulnerable to malicious hackers. cybersecuritydive.com

Microsoft Finally Releases Recall as Part of Windows Insider Preview

The preview version now includes multiple security-focused additions Microsoft had promised to add, such as SecureBoot, BitLocker, and Windows Hello.

Six months after announcing (and modifying and delaying) Windows Recall, Microsoft has released a first-look preview of a reworked version for Windows Insiders via its Dev Channel.

Recall takes "snapshots" of a user's PC that can be searched at anytime, thus allowing users to "recall" any application action, website visited, or image or document previously accessed on the system. Recall uses optical character recognition (OCR) to extract the text in screenshots and saves both of the images and text into a searchable database. When users describe what they are looking for, Recall searches the database to help them find it. The built-in neural processing unit is capable of running artificial intelligence (AI) and machine learning workloads locally and does not store anything in the cloud. This means Microsoft doesn't have access to any Recall snapshots, and none of the snapshots will be used to train Microsoft's AI models. darkreading.com

The Downside of all That Online Holiday Shopping?

The holiday season is a boon for porch pirates: here's how to combat them

Porch pirates grabbed $16B worth of packages in 2023

Porch piracy continues to be a significant problem for consumers. Thieves stole billions of dollars worth of packages in 2023.

SafeWise, a home safety and security expert firm, estimated that 260,000 incidents of package thefts occur every day, though given the number of packages that get swiped at one time, it is projected the number of stolen packages on a daily basis could surpass 325,000.

The SafeWise 2024 Package Theft Report found that $16 billion worth of packages were stolen in 2023.

To underscore the depth of the problem, some of the crooks have gone as far as using cellular data to track packages containing AT&T iPhones and snagging them within moments of being delivered, according to several reports.

"As the holiday shopping season picks up, the volume of packages increases, and thieves, feeling the economic pressures of the season, are more motivated to seize the opportunity," Tomasz Borys, vice president of marketing for Deep Sentinel, said. He projected that there will be an uptick over the next few weeks given the surge in online orders from Cyber Monday.

While cameras might capture footage of the thieves, James Moore, co-founder of Porch Pals, a package insurance company, said they don't fully address the problem, including the hassle of replacing an item and getting reimbursed.

For $10 a month, his company automatically reimburses a consumer's debit or credit card within hours of the package being reported stolen. Some online brands are even leveraging technology to send packages to retailers for pickup, rather than at a customer's home, which experts say could help alleviate some of the issues. foxbusiness.com

Scoop: Amazon eyes news partners for revamped AI Alexa voice assistant
Amazon is reaching out to news publishers about opportunities to license their content for the next generation of Amazon's Alexa voice assistant, slated to debut next year, Axios has learned. The company plans to debut a new, smarter version of Alexa, using generative AI to power customized responses to real-time user queries about the news.

Alexa currently provides answers to news queries from various sources, such as Reuters, Associated Press, Wall Street Journal, USA Today and others, but it's not set up to answer real-time questions about breaking news events with as much precision.

It wants its updated version of Alexa to be able to answer more complex user queries, such as the status of polls during an election.

The tech giant is eyeing preliminary tests with several publishers who it hopes can serve as launch partners for the revamped Alexa late next year, according to a person familiar with its plans. axios.com

This operation focused specifically on the areas including The Domain, Arbor Walk, Gateway, and Arboretum Shopping Centers in North Austin. The goal of the operation was to provide assistance to retailers in the area by taking appropriate enforcement action on suspected shoplifters. Witnesses called 9-1-1 after they saw a black Ford crash around 9:30 a.m. on Saturday on Boardman Poland Road near the Shops at Boardman Park. After the driver crashed his car, reports say he ran away from the vehicle. Police responded to the crash at the entrance to the Shops at Boardman Park, and starting checking the area for the suspect. A BPD officer located the suspect close to 10 a.m. about to board a WRTA bus nearby at Walmart, according to reports. At first, reports say the suspect, who "had a large black backpack" would not comply with the order to place his hands behind his back. When the officer brought out his taser, the suspect complied and was taken into custody. According to BPD reports, the suspect was placed under arrest and initially denied being involved in any car accident. Police found several items inside the backpack, including Nike hats, gloves and two perfume sets with "retail tags still attached." Reports say the suspect eventually admitted to recently stealing the merchandise and his involvement in the crash at the Shops at Boardman Park. According to police reports, there were more than 20 items recovered from the backpack worth over $800.  mahoningmatters.com

While progress is a slow process comprised of small intentional steps it requires a deep focus and an unwavering commitment towards always accomplishing the basics and integrating the change or evolution methodically. While your eyes remain locked on your end result one must always look inward and be able to see or realize the miss-steps or the mistakes along the way or else you'll never reach the goal. Without the ability or willingness to admit self-failure progress will always be elusive. For it is through failure that we learn how to win and both play their equal parts in progress.
