LA Shoplifting is Down, But Still Vastly Higher Than Pre-COVID

Shoplifting drops from historic highs, but Los Angeles stores keep getting hit

City on pace for more than 10,000 thefts for second consecutive year; department and clothing stores are frequently targeted

A year ago at this time, Los Angeles was suffering from an epidemic of retail theft. The Los Angeles Police Department was frequently recording more than 1,000 shoplifting reports every month, up from approximately 550 in the years before the pandemic. In August 2023 Mayor Karen Bass teamed with regional law enforcement agencies to form the Organized Retail Crimes Task Force.

The city appears to be making some headway against shoplifting, but only to a degree. From Jan. 1-Sept. 30, there were 8,161 shoplifting reports, according to publicly available LAPD data. That is down 9.4% from the same time the previous year.

However, the current total marks a 77.4% increase over the equivalent period in 2022, and also is vastly higher than in the pre-COVID years. For a long time shoplifting in the city held relatively steady. From 2015 through 2019, there were between 6,200 and 7,200 yearly incidents.

Reports tumbled when stores closed early in the pandemic, but then started to rapidly increase, leading retailers to put everything from deodorant to baby formula behind glass. Last year there were more than 12,000 shoplifting reports in the city.

The rise in shoplifting helped spur Proposition 36, the statewide measure which appeared on this month's ballot, and which would increase penalties for some theft and drug crimes. It passed with nearly 69% approval.

Department stores in the first nine months of the year were hit by shoplifters 2,565 times, accounting for 31.4% of the incidents in the city, according to LAPD data. The next-highest location was clothing stores, with 864 reports.

All manner of businesses are victimized. There were 117 reports of shoplifting in a liquor store, and 19 from a cell phone store. xtown.la


'State-of-the-Art Safe Streets Operations Control Center (SSOCC)'
Collaborating Technology Brings Hackensack Safer Streets
The city held a ribbon-cutting ceremony on November 4 to officially open its state-of-the-art Safe Streets Operations Control Center (SSOCC). Although the center had been operational in recent weeks to test its capabilities, the official opening marked a new milestone for the Hackensack Police Department in using advanced, location-based data technology to enhance public safety across the city.

"This is a significant day for the city of Hackensack, for the residents, and for the people who work here. It enhances safety by utilizing technology and location-based services to provide better community service in terms of safety and crime data analysis," said newly promoted Police Chief Michael Antista.

The center, located on Union Street, employs cutting-edge tools designed to improve public safety, reduce crime, and support community outreach. By leveraging systems such as crime analysis data, service call records, safety camera feeds, license plate readers, real-time tracking of police vehicles, "Drone as a First Responder" data, and weather and flood sensors, Hackensack's police force has adopted a more proactive and informed approach to policing. The center also benefits from information-sharing relationships with neighboring law enforcement agencies, regional organizations, and state counter-terrorism partners.

With over 60 safety cameras positioned throughout the city to support patrol officers and deter crime, the Hackensack Police Department is steadily expanding its safety camera network in partnership with government and private sector entities.

Another State Moves Toward Tougher ORC Penalties
Committee clears bill strengthening penalties for organized retail theft
A bill aimed at combatting organized retail crime across the state advanced in the New Jersey State Assembly.

Assembly Bill 4755 would establish harsher penalties for repeat offenders and stronger protections for retail employees. Sponsors include Assembly members Joe Danielsen, D-17th District; Alex Sauickie, R-12th District; and Heather Simmons, D-3rd District.

Additionally, A4755 would allocate $1 million to the New Jersey Attorney General to create a retail theft unit within the Department of Law and Public Safety. The group would investigate and prosecute cases concerning retail theft acts. The division would also have authorization to assist county prosecutors in doing the same.

Other aspects of the measure include:

Establishing assault of a retail business employee as an aggravated assault, which could be charged as a third- or fourth-degree crime - depending on the severity of injuries

Upgrading the charge of leading an organized retail theft ring to a first-degree crime

Increasing the penalty for failure to pay taxes as leader of said enterprise to a second-degree crime

Extending terms of imprisonment for repeat offenders who have been convicted multiple times of retail theft

How Will Prop 36 Impact Crime & Incarceration Rates?
Even CA Moved Right With Ballot Measure Funded by Retail Giants

Incarceration rates may soon rise in California due to a ballot initiative that passed on November 5.

Amid the onslaught of dismal news on Election Day, Californians passed a "tough-on-crime" ballot initiative that will lengthen sentences for some theft and drug crimes - a policy that equity-focused advocates warn will vastly increase incarceration rates in the state. Proposition 36 - also known as the Homelessness, Drug Addiction, and Theft Reduction Act - passed overwhelmingly 70-30 at the ballot box.

The measure, which was funded and supported by big box stores, prosecutors and law enforcement groups, is a response to what many perceive as triple crises. Overdose deaths have skyrocketed since 2019, largely driven by the rise in fentanyl, a synthetic opioid. Meanwhile, housing shortages and unaffordable rents have contributed to record-high homelessness, leading to controversy over unhoused encampments in cities. And all the while, the public is inundated with a constant march of overblown, panic-inducing news stories about retail theft.

The language of Prop 36 blames overdoses, homelessness and retail theft in California on reforms enacted by a 2014 ballot initiative, Proposition 47. Prop 47 downgraded a number of charges involving drug possession or theft below $950 from felonies to misdemeanors. Executives addressed questions on the potential impact of import tariffs proposed by the president-elect, saying they would likely benefit from the supply chain diversification motivated by a round from the first Trump administration, and the relationships built with suppliers since then. The 40% of Lowe's assortment that still comes from abroad includes Lowe's own merchandise as well as other brands. Stanley Black and Decker earlier this month said it has worked since the spring to mitigate possible new tariffs by shifting production away from China.

Economists have warned that tariffs on the scale touted by Trump would fuel inflation, with Bank of America economists led by Aditya Bhave estimating it "will likely get stuck above 2.5%."

The 2024 National Safety & Salary Survey reveals that safety leaders have a high degree of satisfaction in their profession.

Based on responses from 631 EHS professionals, we can tell you that roughly half of all safety leaders in the United States (49%) manage a staff, though most likely a very small staff (between 1 and 9 people); however, 5% are responsible for 50 or more people. Looking at it the other way, the other half (51%) of all respondents have nobody else helping them keep their workplaces safe. Little wonder, then, that so many respondents wondered how seriously their companies took safety if they only had one person managing it.

If you're curious as to what a "typical safety leader" looks like, we ran some cross-comparisons on many of the categories to identify the most frequent responses to our various demographic questions. So we can tell you that the prototypical safety leader has the job title of EHS manager, is a white male in his 50s, lives in the Midwest, has more than 20 years of experience, works in a manufacturing plant or facility, earns $105,890, and in the past year received a raise between 3-5%.

The Election's Impact on Possible TikTok Ban
Will Trump Try To Stop the US TikTok Ban?
TikTok's history in the United States is a complicated one, especially in recent years. In August 2020, then-President Donald Trump issued an executive order seeking to ban the app for national security reasons, as NPR reported at the time.

The ban faced a litany of legal challenges and never actually came into force, and in 2021 then-President Joe Biden revoked Trump's executive order entirely.

Then, as a separate NPR report detailed earlier this year, Biden signed a law which would ban TikTok unless it was sold within a prescribed time frame. That deadline of Jan. 19, 2025, is fast approaching.

Now, questions are circulating about the fate of the popular social media platform as Trump, having emerged victorious in the Nov. 5 election, has signaled at least some interest in preventing or otherwise sidestepping the ban - an apparent change of heart. According to Bloomberg, Trump has "suggested publicly that he thinks a TikTok ban is a bad idea."

But will Trump actually try to halt the upcoming TikTok ban, and is such an outcome feasible?

Trump, TikTok, and the Options on the Table

Writing for Bloomberg, Alexandra S. Levine laid out a variety of potential outcomes presented to Trump as he prepares to take office.

"It's possible Trump could devise an alternative solution to a sale, urge Congress to roll back the law or instruct his Justice Department not to enforce it, but none of those scenarios are as simple as they sound," Levine suggested.

While pushing a repeal of the ban through Congress - which it appears Trump may have great control over, after the GOP achieved both House and Senate majorities, according to CNN projections - may appear the simplest option, it comes with a few serious caveats. retailwire.com

Amazon's Union & Workers' Rights Fight
Amazon challenges labor agency's constitutionality in federal court
Attorneys for Amazon and Elon Musk's SpaceX argued in a federal appeals court Monday that the National Labor Relations Board's structure is unconstitutional, advancing a legal fight that may last into the Trump administration where Musk is expected to oversee bureaucratic cost-cutting.

A panel of three judges at the 5th U.S. Circuit Court of Appeals in New Orleans heard separate oral arguments in the SpaceX and Amazon lawsuits, which the two companies initiated after the labor agency filed complaints against them in disputes about workers' rights and union organizing.

A ruling in favor of the companies could immensely diminish - or paralyze - the nearly century-old agency, which is tasked with enforcing labor laws and settling labor-related complaints workers lodge against their employers. The issue may eventually reach the U.S. Supreme Court, which has a conservative majority and has issued rulings curbing the power of government agencies.

Amazon's lawsuit against the NLRB is tied to the company's objections to a union election that took place at a warehouse in New York City in April 2022. The retail giant has accused the agency of improperly interfering in that election, partly by bringing a lawsuit against the company to reinstate a fired organizer close to when voting began.

The Amazon Labor Union ultimately won the election to represent workers, but Amazon has refused to come to the negotiating table.

The company's attorneys argued in the lawsuit that the NLRB board members who authorized the agency's complaint later "acted as judges" by denying a review of Amazon's objections, which also came before them. Amazon's lawyers maintained the agency's structure was unconstitutional because board members are shielded from removal by the U.S. president, among other things.

In a statement issued before Monday's hearing, NLRB General Counsel Jennifer Abruzzo said it was "nothing new for big companies to challenge the authority of the NLRB to enforce workers' rights so as not to be held accountable for their violations" of labor law. apnews.com

Roseville, MN: East Coast couple arrested in Minnesota, part of ring that took Lululemon for $1M in thefts
An East Coast couple has been arrested and charged in Ramsey County with being part of a theft operation suspected of stealing roughly $1 million in goods across several states from the high-end women's athletic wear retailer Lululemon. Jadion Anthony Richards, 44, and Akwele Nickeisha Lawes-Richards, 45, both of Danbury, Conn., were charged Friday in Ramsey County District Court with organized retail theft in connection with crimes that spanned more than two months until their arrests Thursday. Both appeared in court Monday and remain jailed ahead of hearings scheduled for Dec. 16. Richards' bail was set at $100,000 and Lawes-Richards' at $30,000. Attorneys for each defendant were not immediately available to respond to the allegations. The County Attorney's Office said this the first case it has prosecuted under a state statute enacted into law in May 2023 that is aimed at addressing organized retail theft. In a nod to the work of the Roseville Police Department and its new retail crime unit, as well as other law enforcement agencies, "these individuals accused of this massive retail theft operation have been caught," read a statement from Dennis Gerhardstein, spokesman for the County Attorney's Office. Citrus Heights, CA: Police Nab Suspect for Stealing $35K of Women's Apparel From Macy's Stores
A Sacramento, Calif. man has been taken into custody for the theft of an estimated $35,000 in women's sportswear and apparel from local Macy's department stores. The Citrus Heights Police Department (CHPD) arrested 29-year-old Tyrell Jermaine English on Friday following a multi-week investigation into a rash of incidents at the Macy's at Citrus Heights Sunrise Mall and two other Macy's stores in nearby Sacramento. English, who was booked on charges of retail theft and robbery, was arrested after detectives executed search warrants at his residence, leading to the discovery of more than $10,000 in stolen apparel that was confirmed stolen by the stores. He has been booked at the Sacramento County main jail and is awaiting trial. According to Lieutenant Wesley Herman, an investigator with CHPD's Special Services Division, additional victims in the crime spree may be forthcoming, and English is believed to have been accompanied by at least two other suspects who are not yet in custody. "Stolen products are often resold on various online platforms where it's both easy and often anonymous to do so," he added. Redding, CA: 31 arrested in police operation targeting retail theft and drugs
31 people were arrested in a Joint Retail Theft Operation Conducted by Neighborhood Police Unit, Bike Team, and Shasta County Probation on Wednesday. The Redding Police Department (RPD) said that the operation spanned across 10 retail stores in Redding and resulted in 31 arrests, 13 for theft and 13 for narcotics-related offenses. The other five were for outstanding warrants. Police shared only four of the more notable arrests, given the volume of the incidents. The first arrest RPD highlighted was that of 31-year-old Joshua Powell. Powell had been arrested on Tuesday, just one day before the operation. Powell was released almost immediately back into the community by the hospital after leaving the Shasta County Jail due to an injury related to what RPD said was excessive narcotics use.  krcrtv.com

Baltimore, MD: Gunfire damages Five Below store at Canton Crossing
Gunfire at the Canton Crossing Shopping Center leaves a business and car damaged. On Monday just before noon, Baltimore Police were alerted of gunshots in the 3500 block of Boston Street. Witnesses reported seeing a gunman firing at a white vehicle before fleeing the scene. Officers found no shooting victims on scene. However, the glass door at the Five Below store was shattered. Clifton Heights, PA: Federal Prison Time For Man Who Tied Up T-Mobile Clerk In $450 Armed Robbery
A Delaware County man was sentenced to more than a decade in federal prison for the armed robbery of a cell phone store in 2022. United States Attorney Jacqueline C. Romero said Jason Donte Hayes, 26, of Clifton Heights, was sentenced Monday by to 11 years and three months in prison, as well as five years of supervised release, for the armed robbery of a Delaware County cellular phone store. At the time of the crime, Hayes was on state probation for burglary and a previous robbery.  patch.com


St. Catharines, ON , Canada: 51 shoplifting arrests this autumn in retail theft initiative
Between September and November, working with various retail partners, CORE members conducted nine focused initiatives to directly address retail theft. As a result, 51 arrests were made and 48 criminal charges were laid. CORE members identified a total of $14,600 in stolen merchandise - over $7,000 was recovered and returned to retail partners in "saleable" condition. Authorities also seized weapons, laid drugs charges, and identified and arrested individuals with outstanding warrants. Healthy debate in any industry spurs growth, understanding, and challenges the status quo. Without it the normal evolutionary processes which are slow to begin with slow even further. It is those who have the courage to debate that make a difference and create change. However, as in the case of any debate interpreting and understanding the messages is critical in order for it to have a positive impact and facilitate change.

Usually driven by opposing sides, debates are driven by individual experience and environmental influences that are often times invisible and therefore unrealized. But at the end of the day, regardless of opinion all debates spur discussion, thought, and emotion. And that is what causes change and understanding.

While interpretation is an individual experience, the experience itself has the ability to impact and educate.
