The Retail & Hospitality Information Sharing and Analysis Center today announced that Pam Lindemoen will join the organization as Chief Security Officer & VP of Strategy. In this role, she will oversee the organization’s security operations, including cybersecurity and information security, while also leading strategic planning and partner engagement. With nearly 30 years of experience, Lindemoen brings a wealth of knowledge in information security, application development, and infrastructure to the organization.

Lindemoen’s expertise spans various industries, including healthcare, technology, financial services, and manufacturing. Most recently, she served as CISO Advisor at Cisco. In this role, among other duties, she was instrumental in facilitating the CISO Leadership Development Program that RH-ISAC provided to develop talent in the industry. Lindemoen also serves on the advisory board for Cyber Florida: The Florida Center for Cybersecurity.

Chicago, IL: New Group, Database Designed to Help Combat ORC in Illinois
A new group and database announced Monday will take combatting it to the next level, too. Organized retail theft has been a felony offense in Illinois since 2023, through a law dubbed the Illinois Integrity, Notification, and Fairness in Online Retail Marketplaces for Consumers (INFORM Consumers) Act, which broadly characterizes the crime as when someone knowingly steals at least $300 in merchandise from one or more stores with the intent of reselling it. It’s also illegal to organize the theft and transport, and to knowingly buy stolen goods.

The INFORM law (Public Act 102-0757 / House Bill 1091) also: gives the Illinois attorney general the ability to convene a statewide grand jury to prosecute organized retail theft, allows local state’s attorneys to prosecute across county lines, establishes that stores have specific rights in court, and creates a fund that law enforcement agencies can draw from to help investigate. To cut down on stolen merchandise being sold online, web-based marketplaces are required through the law to verify high-volume sellers’ identities.

That’s all helping, said Rob Karr, head of the Illinois Retail Merchants Association, retailers’ state lobbying and advocacy organization. “But the next phase is intelligence gathering and sharing which we currently don’t have a mechanism for statewide,” Karr said.

That’s changing, with the debut in Illinois of an online “crime intelligence” platform called Auror described by Karr as a real-time repository that allows users to see “tactics — what they’re stealing, how they’re stealing it. Typically, they (retail thieves) move on a route, so you can track where they’ve been and where they might be going.” He said that information can serve as a warning for retailers, like by showing that a couple of high-end liquor stores were hit, so another store nearby can take precautions, and it may help police by giving them “extra tools to figure out who’s doing what, where and how.” There’s no requirement that police or stores participate, though Karr said he’s hopeful agencies will because it’ll make it easier for them to solve crimes.  news.wttw.com

Trump Floats ‘One Really Violent Day’ of Retail Crime Enforcement
Trump took the stage to speak to supporters in Erie, Pa., segueing onto the topic of retail crime. He suggested police should be allowed “one real rough, nasty day” to crack down on shoplifting, asserting that “the police aren’t allowed to do their job” because of societal and political pressures from Democrats.

Moments later, he backed off of the proposal of “one really violent day” in exchange for a single, violent hour, proposing that such action would deter retail crime—present and future.

One rough hour—and I mean real rough—the word will get out, and it will end immediately,” he told supporters.

The former president also seized upon the state of California‘s crime laws, where Proposition 47 raised the felony retail crime value threshold to $950 in 2014.

“She [Harris] created something in San Francisco—$950, you’re allowed to steal. Anything above that, you will be prosecuted. It works out that the $950 is a misnomer because you can steal whatever you want,” Trump said this weekend.

At the time Prop. 47 went into effect, Vice President Kamala Harris served as California’s attorney general. Throughout the campaign, Republicans have blamed Harris for retail crime rates in California, alleging that they have ratcheted up since Prop 47 passed. sourcingjournal.com

Property Crime Remains A Problem, Despite Violent Crime Progress
As Colorado struggles with widespread retail theft, Wheat Ridge police takes proactive approach
FBI crime stats show Colorado is doing better than it has in the past when it comes to levels of violent crime. But the news isn't so good when it comes to property crime. Despite some improvement, Colorado remains far above the national average.

Wheat Ridge police are trying a new approach to stop retail theft. Their new approach involves partnering with stores that are being targeted to track thieves in real time.

The challenge is that theft below a certain dollar amount is often considered a low-level crime despite the widespread impact to businesses. "It makes everyone's prices go up. We are already dealing with inflation, and more prices have to go up because the margins have to make it up somewhere," LeBeau said.

While the crime is all but ignored in some parts of the Denver metro area, Wheat Ridge Police hope going after every case will send a stronger message.

Police, Shop Owners & Residents Team Up
UK: Shop scheme 'makes me feel safe and in touch'
Users of a scheme to tackle shop theft, violence and antisocial behaviour in a Kent town say it helps them "feel safe". Gravesend Safe and Free Environment (G Safe) is made up of shop owners, volunteers and residents who are determined to stop their town centre being targeted by prospective thieves.

The scheme, which works closely with Kent Police, uses a shop radio system and an app to keep tabs on the identity and movements of potential offenders. Traci Savill, who works at the Toxic Angel boutique in the Heritage Quarter, said: "The shop radio system makes me feel safe and in touch.”

Organisers of the scheme say they have trained up 50 staff in more than 20 shops to provide a "safe space to someone in need of assistance". Between April 2023-24, there were 1,352 incidents in Gravesend at a total cost of £103,000, according to G Safe. Goods recovered were valued at £61,000.

Sophie Jordan, G Safe's co-ordinator, told Local Democracy Reporting Service “this is truly just the tip of the iceberg". She says: “Shops have cut back on floor staff, so there is less of a deterrent." bbc.com


'Soft-on-Crime' DA Under Fire By Opponents
Nathan Hochman slams DA George Gascón’s ‘extreme policies’
Nathan Hochman, running as an Independent, is trying to unseat L.A. County District Attorney George Gascón. He joined Countdown 2024 to talk about why he’s in the race. Hochman touted his experience as both a prosecutor and defense attorney, as well as his work spearheading the L.A. Disaster Fraud Task Force.

“In contrast, when Mayor Bass set up her smash-and-grab organized retail crime task force, she didn't even invite D.A. Gascón to the press conference because he is such a lightning rod for criminals,” he said.

As examples of Gascón's “pro-criminal” policies, Hochman pointed to two special directives instructing his deputies not to prosecute juveniles for misdemeanor theft and not to pursue gang enhancements, which disproportionately target young men of color.

Retail Staffing Surge Ahead of 2024
Here’s how retailers are staffing up for the 2024 holiday season

With e-commerce expected to surge once again, extra fulfillment center workers are just as critical as store staff for many.

Target: Target said Sept. 16 that it plans to hire about 100,000 seasonal employees to work in its nearly 2,000 stores and more than 50 supply chain facilities across the U.S.

Walmart: Unlike other retailers that have made specific holiday hiring announcements, Walmart said it has been hiring associates throughout the year.

Macy’s: In order to fill more than 31,500 full- and part-time seasonal roles for its Bloomingdale’s, Bluemercury and namesake stores.

Bath & Body Works: In an effort the company says is comparable with 2023, Bath & Body Works will hire 30,000 seasonal associates at over 1,800 stores in the U.S., Canada and Puerto Rico. The specialty retailer will also bring on 2,700 seasonal workers for its four distribution centers in Ohio.

Kohl’s: Like last year, Kohl’s has again taken the unusual step of announcing its holiday hiring without releasing how many employees it aims to bring on for the season.

Burlington: Burlington Stores announced Sept. 9 the company would hire about 24,000 employees for the holiday season.

Spirit Halloween: Specialty retailer Spirit Halloween in June announced plans to hire 50,000 seasonal sales associates and store managers.

J.C. Penney: J.C. Penney will hire over 10,000 seasonal associates this year across all of its stores. retaildive.com

Organized Retail Crime (ORC) has emerged as a
significant threat to the retail industry.


According to the 2022 National Retail Security Survey, there was a 26.5% spike in ORC between 2020 and 2021 and 70% of retailers surveyed believed the threat of ORC had increased during the past five years.

Big-box retailers and large-format grocery stores are especially vulnerable to ORC gangs as most items are unsecured inside the store and the staff cannot be actively manning every corner of the store. Recently, the CEO of Target announced that ORC may contribute as much as $500 million in losses in 2023.

The impact of organized retail crime extends beyond financial losses for retailers.

Organized retail crime poses multi-dimensional threats to retail chains:

Phishing remains cloud intrusion tactic of choice for threat groups

The long-lasting effectiveness and success of phishing campaigns underscores the most central challenge in cybersecurity — people are the weakest link.

Phishing is the leading initial-access vector for attacks in cloud environments, IBM X-Force said Tuesday in its latest Cloud Threat Landscape Report. IBM’s latest findings are in line with a collection of other recent research from incident response firms and cybersecurity vendors about the prevalence and impact of phishing.

The mode of attack, which threat groups use to harvest credentials for systems and network access, accounted for one-third of all cloud-related incidents IBM X-Force responded to during the two-year period ending in June.

Threat groups most often use phishing emails to trick recipients into entering login information on malicious sites for adversary-in-the-middle attacks, IBM X-Fource found. Not Enough Resources to Fight Threat Groups?
State CISOs up against a growing threat environment with minimal funding, report finds

A report by Deloitte and NASCIO warns that states do not have the resources necessary to fight state-backed and criminal threat groups.

AdvertisementState governments across the U.S. are facing a more sophisticated and complex cybersecurity landscape than ever before, and CISOs in many of those states say they don’t have enough funding to protect their computer systems and critical infrastructure, according to a report released by Deloitte and the National Association of State Chief Information Officers.

State-level CISOs are being asked to protect computer networks that rely on legacy technology and limited IT-security budgets, according to the report. Among the top concerns for these states is the protection of local utilities and water infrastructure, where staffing is limited. The technology is often not up to date and sophisticated state-linked threat groups also actively target these systems.

Nearly 2 in 5 state-level CISOs say they are not getting the financial support they need to combat these threats. While federal budgets allocate about 10% to 12% of IT spending to cybersecurity, just 6% of respondents said their IT budget allocation was larger than 10%. cybersecuritydive.com

Amazon.com Inc. employees are contemplating leaving their jobs following CEO Andy Jassy’s new policy requiring a full-time return to the office.

A recent survey on Blind stated, “Just days after the company's announcement, some Amazon professionals said they plan to take more drastic steps, including looking for another job. Nearly three out of four Amazon professionals (73%) said they are considering looking for another job because of the in-office work policy.”

The survey, which included 2,585 Amazon workers, showed that 80% know colleagues also thinking about leaving. The policy, announced by Jassy, has reportedly affected morale, especially among parents.

Amazon employees are hoping leadership will reconsider the policy, which is set to begin in 2025. An internal survey shared on Slack channels, including a “remote advocacy” group, aims to provide feedback to Jassy and other leaders, reported Fortune.

The new return-to-office mandate is part of a broader strategy by Amazon to streamline operations and reduce managerial layers.

Albany, NY: Two women indicted in $50K grand larceny scheme
Two Albany women were indicted on grand larceny charges Wednesday in Albany County Court. Zamaria Williams, 22, and Winter Vandross, 19, both pled not guilty to the sealed indictment alleging their involvement in a massive retail theft scheme. According to the indictments, the women would steal merchandise from area stores, including Dick’s Sporting Goods, Kohl’s, and Ulta Beauty, and then pawn them off on others who would sell them on Facebook Marketplace. A source told NewsChannel 13 the thefts totaled more than $50,000, which is more than enough to warrant grand larceny charges. A man has been arrested for allegedly stealing over $6,699 in merchandise from CVS locations in Northwest. On Thursday, September 26, officers apprehended 64-year-old Craig Wilson of Northwest, D.C., pursuant to a D.C. Superior Court arrest warrant. He faces 23 counts of Second-Degree Theft for multiple incidents detailed below. Oakton, VA: Lottery ticket thief accused of stealing nearly $7000 in scratch-offs from Virginia stores
A man is behind bars after allegedly stealing thousands of dollars worth of lottery tickets from convenience stores across Fairfax County. Police say Mohammad Akhtar, 39, was arrested following a string of scratch-off ticket thefts totaling nearly $7,000. According to authorities, Akhtar would enter various stores and wait for clerks to become distracted before snatching a stash of lottery tickets. At a 7-Eleven in Oakton, Akhtar reportedly assaulted a clerk during one of his thefts. The entire incident was captured on surveillance cameras. Fairfax County police began investigating the robbery on Sept. 15 and quickly connected Akhtar to several similar thefts in the area. Chicago, IL: Chicago Man Charged with Multiple Felonies Including Retail Theft and Running Financial Crimes Enterprise
Following a series of thefts and a robbery occurring from June to September this year, Chicago authorities have finally apprehended a suspect. According to the Chicago Police Department, 42-year-old Alberto Arias was arrested yesterday . Members of the Organized Retail Crime Task Force and the U.S. Marshals Great Lakes Regional Fugitive Task Force identified Arias as the man linked to the series of crimes at a retail outlet on the 2500 block of W. Cermak. The incidents include multiple felonious acts of retail theft, involving the unauthorized control of over $300 worth of merchandise, as well as a robbery. Arias now faces four felony counts of retail theft, one felony count of robbery, and another felony count for running a continuing financial crimes enterprise. The authorities have not disclosed further details about the nature of a continuing financial crimes enterprise or the alleged robbery, as stated by the Chicago Police Department.  hoodline.com

Cleveland, OH: Teenager murdered while working at store on Cleveland’s East Side
An 18-year-old Middleburg Heights teenager was murdered while working at a clothing store in the city’s Fairfax neighborhood Monday morning. The Cuyahoga County Medical Examiner identified the victim as Tamer Almadi. Almadi worked at Elite Clothing 216 in the 7900 block of Euclid Ave. According to police, officers responded to the area around 11:30 a.m. for a report of shots fired. When they arrived, they found Almadi and two other men suffering from gunshot wounds. Almadi had been shot three times in the chest and died from his injuries at a local hospital, according to police. A 38-year-old man, who also worked at the store, was shot in the right ankle and buttock. Police said he is in stable condition at a local hospital. His name is not being released. Cleveland police said the third person shot is also one of the suspects. He has been identified as Marquell Flemings, 23, of Cleveland. Marquell is in stable condition at a local hospital. Police said Marquell’s 26-year-old brother, Marvin, is also facing multiple charges in connection with the crime. Police added Marvin, of Cleveland, was identified when he showed up at a local hospital seeking medical attention for a gunshot wound. Marvin was shot during the same incident. According to the police report, Marvin had also stolen Almadi’s gun.  cleveland19.com


Austin, TX: Update: Security Guard 'distraught' after suspect dies in shooting at northeast Austin H-E-B
A Security Guard who shot and killed an armed man at an Austin H-E-B "acted appropriately," according to police. Michael Rosario was shot to death on Sept. 27 at the H-E-B on Canyon Ridge Drive after police said he was armed with a knife and hubcap while acting erratically. However, in an update on Wednesday, police said the security guard spent about 15 minutes trying to de-escalate the situation with Rosario, who appeared to be under the influence. Police also praised the security guard's actions, saying the guard saved customers inside the store from a potential threat. A criminal investigation is ongoing, but no charges have been filed in the deadly shooting. Management and the lone security guard at the H-E-B confronted Rosario between the registers and the store's exit and repeatedly asked him to leave. According to police, the security guard spent nearly 15 minutes trying to de-escalate the situation with Rosario, who was holding a basket with a hubcap and a large stick. Police said the guard maintained a safe distance and never had physical contact with Rosario. At some point, Rosario displayed the hubcap like a shield to the security guard. The guard then drew his Taser, but Rosario didn't follow commands. Rosario then displayed a steak knife, according to police, while making jabbing motions at the guard. Police said the guard ineffectively fired his Taser as Rosario continued to charge toward him. The guard drew his gun and fired four shots at Rosario who was later taken to the hospital and pronounced dead.  kvue.com


Myrtle Beach, SC: Man accused of opening fire at Walmart Neighborhood Market identified
Documents obtained by WMBF News have identified the man suspected of opening fire at a grocery store in Myrtle Beach. Myrtle Beach police charged Terbias Goff with attempted murder and weapon charges last week. The charges stem from a shooting at the Walmart Neighborhood Market on South Kings Highway on Sept. 26. Goff allegedly fired one shot at the victim that missed after an argument. Police reportedly found a shell casing and an unspent round in the area in front of the store. After the shooting, police said Goff got into a white SUV, allegedly driven by 44-year-old Terry Heard, and headed north on Kings Highway. Police also said Heard was there during the shooting. Officers later tracked the vehicle to the Bermuda Sands hotel at 104 North Ocean Boulevard. Goff and Heard were later detained after a search warrant was executed on their room. Police also charged Heard with attempted murder in connection to the shooting. He’s also charged in a separate armed robbery case.  wmbfnews.com

Los Angeles, CA: Parents spot kids in 7-Eleven robbery footage, turn them in to LAPD
Several arrests have been made in connection with the flash-mob style robberies at 7-Eleven locations in Los Angeles after parents of some of the “youthful male” perpetrators spotted their kids in surveillance footage released by the Los Angeles Police Department. Between Friday, July 12 and Friday, Sept. 20, there were 14 separate robberies across the 10 stores in LAPD’s Rampart, Hollywood, Wilshire and West L.A. divisions. In each instance, the crew rolled up to the stores on bicycles during the evening hours and stole items, damaged property and left without paying, police said. The group usually contained between 20 and 40 “youthful males” who appear to be teenagers, police said. Witnesses have told authorities that they fear for their safety during the robberies and that some of the suspects have physically pushed them, although no injuries have been reported.   ktla.com

A man who helped rob a Harrisburg jewelry store of an estimated $1 million in gold was sentenced to federal prison on Tuesday. Timothy Conrad, 34, of Washington D.C, was sentenced to 168 months in prison for his role in a 16-member crew that committed armed robberies across of South Asian jewelry stores in multiple states, stealing millions of dollars in cash and gold from the stores, according to theU.S. Attorney's Office. The 16-member group is allegedly led by Trevor Wright, a rapper known as "Taliban Glizzy." Conrad pleaded guilty on May 30 to charges related to the scheme, admitting his involvement in four robberies that happened in New Jersey, Washington D.C. and Pennsylvania — including a Nov. 10, 2022, robbery of Baral Jewelers and Gift Center in Harrisburg.  fox56.com
