Ride-along: Watch Sacramento County sheriff's deputies conduct Operation Hot

The
Sacramento County Sheriff's Office is doubling down on retail theft. The
organized retail theft unit conducted a second
undercover operation over the weekend, made possible by a $9 million state
grant.
The five-day operation called Hot August Nights resulted in 360 citations,
216 trespass notices, 240 misdemeanors, 20 felonies, 9 towed vehicles and
deputies recovering $22,000 in stolen merchandise. KCRA 3 News rode along
for one night of the operation.
The deputies were broken up into four teams of about 40 deputies. They
all met at the department first to gear up for another shift of shaking down
shoplifters. Deputies are trying to put a dent in the nearly $8 billion
California businesses lose every year to thieves.
"We are out here enforcing theft crimes, and that the days of being able
to just run rampant and do whatever you want are coming to an end," said
Detective Andy Cater. Cater led one of four teams watching four different retail
stores.
The well-organized operation began at 2 p.m., and right away, deputies came
across a man they called a repeat offender. The operation consisted of the
coordinated teamwork of about 40 deputies.
Undercover deputies were watching inside the store. Another team worked with
the store's loss prevention crew, observing security cameras. Others were
stationed outside, and that's where KCRA 3 cameras were along for the ride.
Another team was back at the sheriff's office and they were all in constant
communication by radio and text. The deputies inside the store alerted the
deputies stationed outside about the suspects' descriptions and what they were
accused of stealing.
Their work stopping shoplifters isn't done, and the organized retail theft
team will be back and do it all again another day.

They're Fighting Back
Organized retail crime costs Illinois retailers, consumers, taxpayers
Illinois retailers, consumers & taxpayers
are paying a price for organized retail crime.
Illinois Attorney General Kwame Raoul told The Center Square that organized
retail crime involves much more than just smash-and-grab incidents.
"It's rail theft. It's theft from warehouses, theft from big box stores, the
Home Depots, the Walmarts and so forth. It's not just in urban areas. It's
throughout the state," Raoul said.
Raoul said his office has worked with local, state and federal law
enforcement partners on this issue. Raoul added that he
established the Illinois Organized Retail Crime Task
Force in 2021, after a government affairs person from Home Depot
tipped him off to the organized crime element of retail theft.
Illinois taxpayers are spending $5 million on the task force in fiscal
year 2025. According to Capital One Shopping, retail thefts cost Illinois an
estimated $185 million in tax revenue in 2022.
Capital One Shopping also found that 70.7% of retailers
nationwide reported an increase in organized retail crime incidents
over five years.
Retail Industry Leaders Association Vice President of Asset Protection Khris
Hamlin told The Center Square that organized theft is definitely a growing
problem: "We can talk numbers up and down and all around all day long, but
the fact of it is that retailers are seeing an uptick in this activity,"
Hamlin said.
Hamlin said the Retail Industry Leaders Association has partnered with the
National District Attorneys Association and the International Association of
Chiefs of Police to address the issue.
"When you bring all these collaborative parties together, that's when you
start the effort of slowing down the activity. Most importantly, how do you
end or slow down recidivism," Hamlin said.

New rules to affect all Giant Food locations
in Washington, DC
A supermarket chain is banning unaccompanied minors inside select stores
after 6 p.m. and large bags in Washington, D.C., and Maryland as part of a
new policy aimed at curbing rampant retail theft.
Giant Food confirmed to Fox News Digital in a statement on Monday that the
chain's revised policy will affect select stores "to mitigate the
unprecedented levels of product theft" that has made business
"unsustainable."
"Retail theft in our market area affects everyone," Giant Foods said in a
statement. "It limits product availability, creates a less convenient
shopping experience, and, most critically, puts our associates and
customers in harm's way."
The chain's new policy, which went into effect on Thursday, will affect all
seven locations in D.C., two in Baltimore and three in Prince George's County,
Maryland.
The measure bans those under 18 from entering its stores without an adult after
6 p.m. and bags larger than 14 inches by 14 inches by 6 inches are prohibited
in most stores. In stores that allow large bags, customers must consent to
having the bag tagged before entering and searched before leaving.
As retail theft remains a glaring issue in cities across the country since the
coronavirus pandemic, Capital One data shows that retailers in Washington, D.C.,
lost $120 million in revenue to theft in 2022, causing the city to lose $7.21
million in retail sales tax dollars.

Mall Mass Shooting Lawsuit
Allen outlet mall 'ignored' police requests for more officers before mass
shooting, lawsuit says
The lawsuit alleges that the mall's
ownership group and security service knew the "high risk" of incidents at the
mall.
A lawsuit filed on behalf of the Allen outlet mall shooting victims and their
families alleged that the mall's ownership and security service did not
properly staff the mall with security, despite requests from Allen Police
Department to add more officers.
The lawsuit, filed on Aug. 24, alleged that Simon Property Group, which owns
the Allen Premium Outlets, and the outlets' security contractor, Allied
Universal Security Services, knew of the "high risk" of crime at the mall
but "ignored" requests from Allen police to add more officers or guards.
The lawsuit alleged that the Allen Police Department,
in the three years before the May 6, 2023 shooting, had responded to "more than
3,000 calls" at the outlet mall, including, in some instances, dozens
of times per day.
The lawsuit alleged that the security incidents "resulted in outcry from
government officials," including Allen police officials advocating "for
dozens of uniformed officers to adequately secure such a large, densely
populated outdoor setting."
"Simon and Allied ignored these requests and failed to provide any comparable
level of security as an alternative," the lawsuit said. The lawsuit said
mall owners and operators, as well as their security companies, "are responsible
for assessing vulnerabilities" and keeping shoppers safe.
"Done right, proper security decreases the risk of mass gun violence," the
lawsuit said. "But Simon and Allied unevenly allocated security resources
across demographic areas, ignoring location-specific threats and dangers
posed at certain malls such as the Allen Premium Outlets."

Using AI to Fill Out Police Reports
Police officers are starting to use AI chatbots to write crime reports. Will
they hold up in court?
Oklahoma City's police department is one of
a handful to experiment with AI chatbots to produce the first drafts of incident
reports.
A body camera captured every word and bark uttered as police Sgt. Matt Gilmore
and his K-9 dog, Gunner, searched for a group of suspects for nearly an hour.
Normally, the Oklahoma City police sergeant would grab his laptop and spend
another 30 to 45 minutes writing up a report about the search. But this
time he had artificial intelligence write the first draft. Pulling from all the
sounds and radio chatter picked up by the microphone attached to Gilbert's body
camera, the AI tool churned out a report in eight
seconds.
Oklahoma City's police department is one of a handful to experiment with AI chatbots to produce the first drafts of incident reports. Police officers
who've tried it are enthused about the time-saving technology, while some
prosecutors, police watchdogs and legal scholars have concerns about how it
could alter a fundamental document in the criminal justice system that plays a
role in who gets prosecuted or imprisoned.

New OSHA Compliance Strategies for Luxury Retail Industry Companies
Recent labor law, workplace safety regulation, and antitrust enforcement
developments are creating an increasingly complex regulatory landscape for
luxury retail industry employers. Companies must navigate an array of
compliance challenges at the state and federal level, including the Occupational
Safety and Health Administration's (OSHA's) new "union
walkaround" rule and evolving employment laws such as Fair Workweek
and salary disclosure mandates.
OSHA COMPLIANCE AND THE NEW UNION WALKAROUND RULE
A major change in OSHA inspection procedures is the new Worker Walkaround
Representative Designation Process, or "union walkaround rule," which allows
compliance officers to bring third-party representatives for workplace
inspections, even at nonunionized sites. This gives union organizers and
worker advocacy groups potential access to previously restricted areas of
luxury retail stores and manufacturing facilities during OSHA visits. This
includes when customers are in the store during operating hours.
Best practices for luxury retail employers to prepare for this change include
the following:

Updating OSHA inspection
policies and procedures, including guidance for frontline managers on
how to respond if an inspector arrives with a third-party representative
• Considering whether to require search warrants
for inspections rather than voluntarily allowing access
• Developing site confidentiality agreements
for all visitors to protect trade secrets and sensitive information
• Training managers on how to professionally
interact with third-party representatives while protecting company
interests
• Reviewing site security and access protocols,
particularly for nonpublic areas such as stock rooms and areas where product is
being worked on
While legal challenges to this rule are pending, luxury retail employers
should still prepare for changes as the rule remains in effect. Having clear
policies and well-trained staff can help minimize disruption if inspectors
arrive with union representatives or other third parties in tow.

FTC Continues to Wage War on Kroger-Albertsons

Surging grocery prices in focus as US tries to stop Kroger deal
The
U.S. Federal Trade Commission argued in federal court on Monday that Kroger's
$25 billion merger with rival grocer Albertsons is bad for shoppers in a case
that highlights growing alarm over surging grocery prices.
The FTC and several states went to trial in Portland, Oregon, to block the
deal, saying it would mean higher prices for consumers and less bargaining
power for unionized grocery workers.
FTC Chief Trial Counsel Susan Musser told U.S. District Judge Adrienne Nelson
during opening statements in a packed courtroom that it would result in
Kroger "swallowing" Albertsons.
"Stopping this multibillion-dollar deal will keep in place the vigorous
competition that acts as a check on rising grocery prices and spurs
improvements in quality and innovation," she said.
Kroger attorney Matthew Wolf said in an opening statement that the merger
would immediately lower some prices for shoppers at Albertsons, where prices
are now 10-12% higher than at Kroger stores. The FTC's bid to bring down prices
by blocking the deal shows "they neither understand the industry nor the parties
within it," Wolf said.

this year.

Spirit's theme for this year's Halloween season is "Spirit Carnevil," which

CISA officials say they plan to hold
Microsoft accountable to ensure the company lives up to its commitments.
Greater
access to Microsoft event logs is paying off for U.S. government agencies and
critical infrastructure providers, which have gained greater visibility into
their network environments, the Cybersecurity and Infrastructure Security
Agency said Saturday.
Microsoft
expanded free access to security logs in 2023 after a state-linked
threat actor stole thousands of emails from the State Department after gaining
access to Microsoft Exchange Online.
"Yes, Microsoft has expanded access to the logging elements that were used by
the State Department to detect the 2023 compromise to a vastly larger set of
customers, including all federal agencies and numerous critical infrastructure
organizations," Jeff Greene, CISA executive assistant director for
cybersecurity, confirmed via email.
"These new logs are being used by organizations today to detect threats,"
Greene said.
The Cyber Safety Review Board issued a report in April blasting Microsoft,
saying that the attack was the result of years of neglect by the company
and was entirely preventable.
Earlier this year, Microsoft began taking steps to overhaul its internal
security culture through a program dubbed the
Secure Future Initiative. The company has already taken steps to realign
its security governance, putting security at the forefront of how it develops
software and interacts with customers and the larger industry.

Ransomware Gang Targets Google Chrome Users In Surprise New Threat Twist
Qilin, the Russia-linked cybercrime group thought to be behind the June attacks
that caused chaos at a number of U.K. hospitals in June, has now been caught
stealing credentials stored within Google Chrome browsers in a surprise new
twist to the ransomware attack threat.
Although ransomware is not only a long-established but also increasingly costly
threat to organizations, Qilin is a relatively new player in the nasty
cybercrime game. Running a Ransomware-as-a-Service criminal operation,
Qilin is known to date back only as far as October 2022. Researchers from the
Sophos X-Ops team have now analyzed a recent attack by the Qilin operators and
discovered a new and unusual tactic which they describe as providing "a bonus
multiplier for the chaos already inherent in ransomware situations." That
tactic being the simultaneous theft of credentials from Google Chrome browsers
found on a subset of the victim network's endpoints, extending the potential
reach of the attack beyond the original target.

Businesses Respond to the FTC's War on Fake

hope the FTC can help.
Online reviews and testimonials are a key
way that small businesses can attract new customers and boost sales of products
Fake
reviews and testimonials have been a persistent problem for small businesses,
many of whom rely on recommendations for business. Fake reviews can make it
harder for people to trust what they read online and ultimately hurt businesses.
In addition, small businesses can find themselves targeted by bad actors who
leave negative reviews.
In an effort to combat the problem, the Federal Trade Commission is cracking
down on those who perpetuate fake reviews online.
It issued a final rule that bans their sale or purchase and allows the
agency to seek civil penalties against knowing violators.
The rule becomes effective Oct. 21, 60 days after it was published in the
Federal Register.
"Fake reviews not only waste people's time and money, but also pollute the
marketplace and divert business away from honest competitors," said FTC
Chair Lina M. Khan. She added that the rule will "protect Americans from getting
cheated, put businesses that unlawfully game the system on notice, and promote
markets that are fair, honest, and competitive."
Specifically, the rule bans reviews and testimonials attributed to people who
don't exist or are AI-generated, people who don't have experience with the
business or product/services, or misrepresent their experience. It also bans
businesses from creating or selling reviews or testimonials. Businesses who
knowingly buy fake reviews, procure them from company insiders or disseminate
fake reviews will be penalized.
The rule also bans anyone from selling or buying fake indicators of social
media influence, such as followers or views generated by a bot or hijacked
account.

Baltimore, MD: Update: Four people charged with breaking into Gun stores and
stealing firearms across Maryland
Four people have been arrested in connection to multiple gun store robberies
across Anne Arundel, Prince George's, and Baltimore Counties. The robberies
began in December 2023 and continued through March 2024. Police say the group
was made up of four people, ages 16 to 20, and they're accused of at least 10
incidents. According to police, the group would operate in the late night and
into the early morning. They would allegedly use a pry bar to break into the
stores, and in total the group took 81 guns and 10 replica guns. Only six of
those guns have been recovered, all of which were found in the possession of
minors or people prohibited of possessing firearms. During the three-month
period, officials say the group was robbed twice of some of the guns. The
remaining firearms were being marketed on a public social media page for sell or
trade. At one point, one of the members of the group shot another member in both
feet by accident resulting in a hospital visit.
The defendants are:
- Cy'juan Hemsley, a 19-year-old male from District Heights, is charged with 200
counts.
- Mahkiya McQuinn-Woodley, a 20-year-old female from Baltimore, is charged with
189 counts.
- An unnamed 17-year-old male from Temple Hills is charged with 199 counts.
- An unnamed 16-year-old male from Upper Marlboro is charged with 205 counts.

Chicago, IL: Four Burglars steal $40,000 worth of jewelry from suburban Chicago
store
A south suburban jewelry store yet again had to beef up its security after being
one of many victims of the latest crash and grab burglaries earlier this month.
Yellow pillars were just one layer of security the owners of the Calumet City
store have added. They also added a brand new security door and were installing
more camera on Tuesday. Surveillance video captured the moment on Aug. 16 when a
car smashed through Dream Jewelers before four masked thieves grabbed what they
could from inside. While almost all of the cases were empty, the owners of the
store said they got away with about $40,000 worth of jewelry. The damage to the
shop itself was estimated at over $50,000.

Beaverton, OR: Beaverton police shoot, kill man outside Nordstrom Rack
Beaverton
police shot and killed a man outside of a store near Washington Square Mall on
Monday evening, according to the Washington County Sheriff's Office. Just before
8 p.m. Monday evening, officers from the Beaverton Police Department responded
to a theft call from the Nordstrom Rack on Southwest Cascade Avenue. Employees
reported seeing a man stealing merchandise, and he emerged from the store just
as two Beaverton officers arrived, the sheriff's office said. The man, later
identified as 39-year-old Jacob Daniel Bundy of Portland, allegedly pulled out a
handgun when the officers tried to detain him. During a struggle with police,
Bundy's gun went off - after which, according to WCSO, the officers shot him.
The sheriff's office said that officers and emergency medical crews provided
first aid, but Bundy died at the scene. The two officers involved reportedly had
minor injuries; they were not shot, and they did not require medical attention,
according to Detective Shannon Wilde of WCSO. "This was a very quick, evolving
situation," Wilde said. The Washington County Major Crimes Team, led by the
county district attorney's office, responded to investigate. They determined
that Bundy's gun had been reported stolen out of Washington County, while a
motorcycle he'd driven to the store was reported stolen out of Vancouver.
Multiple witnesses saw the incident, Wilde said. Both Beaverton police officers
involved in the shooting were placed on administrative leave, which is standard
protocol. No Beaverton officers will be involved with the ongoing investigation,
Wilde said.

the men were at a McDonald's on Belvidere Road just before 1:30 a.m. when three
other men followed them and opened fire. The victims are all recovering with

Los Angeles, CA: C-Store employee stabs attempted robber in Elysian Park
An attempted robber was stabbed by an employee of the store he tried to steal
from in Elysian Park on Tuesday. It happened at around 4:15 p.m. at the Leo
Market, located in the 1300 block of W. Sunset Boulevard near Douglas Street,
according to the Los Angeles Police Department. Circumstances leading up to the
robbery remain unclear, but investigators say that an employee of the market
stabbed the suspect during the incident. Somehow, police say that the employee
used the suspect's own knife during the stabbing. The suspect was hospitalized
in stable condition. They have not yet been identified. Officers say that the
suspect will be booked on suspicion of attempted robbery.

Palm Beach County, FL: PBSO deputy in stable condition after being stabbed
breaking up robbery in Greenacres
An off-duty Palm Beach County Sheriff's Office deputy sustained stab wounds
during an altercation at a Greenacres laundromat on Tuesday afternoon, the
agency said. The deputy, whom the agency did not immediately identify, was in
critical but stable condition at a hospital a few hours after the attack,
Sheriff Ric Bradshaw said in a video PBSO posted on its Facebook page.

Hollywood, CA: Convenience Store Robberies Prompt Calls For Beefed Up Security
Los Angeles City Councilman Tim McOsker is calling for the city to provide more
police officers and other safety resources after another 7-Eleven was ransacked
by a large group of thieves who got away. The mob robbery in the South Bay over
the weekend follows a series of similar crimes at convenience stores in
Hollywood. The latest in a series of similar crimes occurred at about 1:40 a.m.
Saturday, when police received several calls about a possible street takeover
and a disturbance inside a 7-Eleven in the area of Gaffey and First streets, a
watch commander at the LAPD's Harbor station told City News Service. When
officers arrived at the scene they reported that the convenience store had been
ransacked and several items had been stolen. The suspects had already fled
before officers' arrived, according to the watch commander.
Police had no suspect information.

DC: Series of smash-and-grab break-ins reported across DMV overnight
Stores spent Tuesday cleaning up after a series of smash-and-grab break-ins
across the D.C. area overnight. Starting just after 1 a.m., there were a
series of at least 10 break-ins in Northwest D.C., Montgomery County and Fairfax
County. While the crimes and suspect descriptions are similar, police have
not confirmed whether they are connected.

Ellenton, FL: 2 getaway drivers charged after attempted robbery at Ellenton
Outlet Mall, 2 suspects still on the run
Two out of four suspects have been arrested after an attempted armed robbery at
Ellenton Outlet Mall about two weeks ago, according to the Manatee County
Sheriff's Office. Officials say 38-year-old Markeice Craft and 42-year-old
Ronnie Wilson were the two getaway drivers for two unknown suspects who went
inside Gold Palace Jewelry on Aug. 14 around 3 p.m. One of the unidentified
suspects approached an employee and shot a round toward the back of the store,
not hitting anyone inside, according to investigators. Another employee then
pulled out a gun and shot in the direction of the suspects, but missed. The
sheriff's office says the two suspects who went inside the store then ran out
toward the parking lot.
