Just in time for the MLB All-Star Game, the National Coalition of Law
Enforcement and Retail proudly announced their 2024 "Investigative
All-Stars" Bill Corfield, Target Corp, Trent
Peebles, Walmart, Ashley Thorpe, CVS, Carlos Gonzalez, Walgreens, and Publix
are being nationally recognized for Investigative Excellence in ORC. This
talented team of investigators actively partnered with the Florida AG Office
and multiple police agencies to dismantle multiple major ORC operations. The
awards will be presented at this year's Florida Property Crimes Recovery
Unit (FLEPRU) Conference in Orlando on October 7 - 10, 2024.
ORC Legislation
California: The Senate and Assembly will hear the 14 bills this week
focused on retail crime and theft will be amended to include urgency
clauses, ensuring they would take effect immediately when signed into law by
Governor Gavin Newsom.
Ohio: The Ohio House of Representatives passed House Bill 366, also
known as the Fight Organized Retail Crime & Empower Law Enforcement (FORCE)
Act, legislation prioritizing the safety and well-being of Ohio retailers
and their customers passed with bipartisan support.

The
"Taking Back Extreme Stores" webinar, hosted by LiveView Technologies,
provided a comprehensive look into strategies to enhance safety and
combat shrinkage in challenging retail environments. CLEAR Vice

Paul
Singer, Special Agent Eric Marlowe of the Arizona AG Office and Ben Dugan,
CVS / CLEAR lead a discussion on Dismantling Large Criminal Networks as
part of the ORC Working Group at the National Attorney Generals Alliance
Meeting in Colorado Springs last month. The meeting provided a forum for
both public and private entities to interact with State AG's from across the
country on pressing criminal matters. Including violent retail crime.
Dugan represented both CVS Health and CLEAR and outlined how major Organized
Retail Crime affects legitimate commerce and supply chains. He recognized
the newly formed AG Retail Crime Task Forces that have been stood up in
15 different states over the last two years and praised the great work
currently being done by law enforcement across the country.

Has Target Finally Beaten Theft?
Target may have solved one of retail's biggest problems: Theft
Target is hitting its goals on inventory shrink. On a call with
reporters, Its CFO and COO Michael Fiddelke told Yahoo Finance the company has
hit a plateau when it comes to shrink, including retail theft.
"[Inventory
shrink] was one of the tailwinds to profit in the quarter, and as we stepped
into the year, our aim was to have shrink plateau, and so to improve from the
deterioration we've seen over the last couple of years, two quarters in —
we're achieving that and then some," Fiddelke said.
Shrink can be the result of theft, damage, or poor record keeping, among other
factors. In its second quarter report, Target's 28.9% gross profit margin
beat estimates, up from 27% a year ago.
Target said shrink increased by more than $500 million last year compared
to 2022, "representing about 50 basis points of incremental rate pressure,"
Fiddelke said on the company's Q4 earnings call in March.
Profits took a $700 million hit from the issue in 2022. From 2019 to
2023, the company said shrink costs reduced its operating margin rate by a
"cumulative 1.2 percentage points."
Collaboration with local officials, expanding locked
cases
"The things that we feel good about are the progress we're seeing in our
partnerships at the federal and state and local level," Fiddelke said.
But the work is ongoing, and the company is hoping to keep making progress
in the quarters ahead. Part of the strategy included closing nine stores at
the end of last October.

Will California Voters Approve Even Harsher
Theft Crackdown?
Gavin Newsom Cracks Down on Retail Theft as Voters Eye Harsher Penalties
CALIFORNIA - Gov. Gavin Newsom, still stinging from a public defeat last month,
signed a package of bills Friday that he and lawmakers pledged will combat
rising retail theft.
The 10 bills are intended to make it easier to prosecute people suspected of
retail and vehicle theft without undoing changes voters approved a decade ago
that reduced prison sentences for nonviolent crimes.
Voters in November will see a separate ballot measure,
Proposition 36, that would go further by increasing sentences for property
crimes and offenses related to fentanyl. Newsom and other Democrats
oppose the ballot measure, which they say would restore policies that they
contend failed to improve public safety even as they packed prisons with
nonviolent offenders.
The bills Newsom signed would make repeated theft convictions a felony,
collect crimes across multiple counties into one court so they can be
charged as a felony and allow police to arrest someone on suspicion of retail
theft even if the officer does not witness the crime.
A new poll suggests voters favor tougher penalties for some crimes. A
Los Angeles Times poll of more than 3,000 likely voters found strong support
for Prop. 36 and significant concerns about retail theft. About 56% of
respondents said they would vote yes.
The poll's director, Mark DiCamillo, attributed the support for a harsher
anti-crime measure to the "great visibility" of retail crime.
Property crime statistics show property crime rates in 2023 - specifically
shoplifting and commercial burglaries - soared after the COVID-19 pandemic
higher than at any time since at least 2000, according to
an analysis from the Public Policy Institute of California. The authors
noted that shoplifting tends to be underreported, so the actual numbers are
likely higher.

Surprising Theft Hotspot in the Bay Area
Little town where the dead outnumber the living has Bay Area's highest theft
rate
While Colma's 1.5 million dead are far more plentiful than the town's living
residents, tens of thousands of visitors are drawn every day to its bustling Serra and 280 Metro shopping centers and Serramonte Auto Row south of Daly City.
And that helps explain another peculiar fact: Colma has by far the highest
crime rate of any Bay Area city.
At a time when a rash of retail thefts blamed on recent California laws that
lowered crime penalties has led news reports and spurred a November ballot
measure to toughen punishment, Munsey acknowledges his town has been a target
for thieves.
According to the latest 2023 California Department of Justice data,
Colma had the highest property crime rate per 100,000
residents across the nine counties of the Bay Area, and the
third-highest rate for violent crime. Most of Colma's reported 2023 crimes -
996 - involved property, an increase of 194 over 2022. The town's 24 violent
crimes last year were 20 fewer than the year before.
Across the Bay, Emeryville, a city of nearly 13,000, had the region's
second-highest rate for property crime and fourth-highest for violent crime.
And neighboring Oakland, a city of more than 440,000 residents, had the highest
rate for violent crime and fourth-highest for property crime. Both the mayor and
county district attorney now face November recall votes.

Trump in Michigan to talk crime, but data shows rates dropped after he left
office
Republican presidential nominee Donald Trump campaigned Tuesday in Michigan,
arguing there is a "crime wave" going on at levels "nobody has ever seen
before," but Federal Bureau of Investigation data shows the national
violent crime rate dropped in the two years after he left the White House.
In big cities "almost all run by Democrats," Trump said, "you can't walk
across the street to get a loaf of bread. You get shot. You get mugged. You get
raped. You get whatever it may be."
National violent crime data from the FBI showed the rate of violent crime
decreased from 2017 to 2019 during the Trump administration before jumping in
2020 to 398.5 incidents per 100,000 people. In 2021 and 2022, the first two
years of President Joe Biden's administration, the nation's violent crime
rate dropped, hitting 380.7 in 2022, according to the FBI data.

The Great Political Debate Over Price Gouging
Would a Price Gouging Ban Restrain Inflation?
Vice President Kamala Harris' proposal to ban "price gouging" to combat
runaway inflation in recent years is expected to prove popular with voters
but sparked criticism from some economists.
"Our supply chains have now improved, and prices are still too high," Harris
said. "Many of the big food companies are seeing their highest profits in two
decades. And while many grocery chains pass along these savings, others
still aren't."
She continued, "Look, I know most businesses are creating jobs, contributing to
our economy, and playing by the rules. But some are not, and that's just not
right, and we need to take action when that is the case."
No details on how the ban would work were provided, but the plan could
resemble the price-gouging bans currently in place in 37 states, which
prohibit a sudden spike in prices for scarce goods.
The debate over the causes of inflation in recent years remains unresolved.
While the San Francisco Federal Reserve found no strong link between price
gouging and inflation, progressive think tanks argue there may be a direct

US judge strikes down Biden's ban on worker 'noncompete' agreements
A federal judge in Texas on Tuesday barred a U.S. Federal Trade Commission rule
from taking effect that would ban agreements commonly signed by workers
not to join their employers' rivals or launch competing businesses. U.S.
District Judge Ada Brown in Dallas said the FTC, which enforces federal
antitrust laws, does not have the authority to ban practices it deems unfair
methods of competition by adopting broad rules.

Bargain Hunt, a retail discount store that carries overstock
and returned brand-name merchandise at deeply discounted prices, experienced

Cybercrime Goes Corporate As Ransomware Gangs Seek Bigger Payouts
In periods of softening consumer spend, businesses are increasingly turning to
the vast B2B marketplace to boost their bottom-line.
They aren't alone. Criminals have taken notice of the multi-trillion-dollar
B2B landscape, too.
A recent report shows that cyber criminals are increasingly targeting
businesses, not individuals, with ransomware attacks in the hopes of capturing a
bigger payday.
Between early 2023 and mid-June 2024, ransomware inflows rose to a
record-breaking $459.8 million, with the median ransom payment in these
attacks leaping from about $200,000 to $1.5 million. Per the report, this spike
in the value of ransom payments suggests that cybercriminals are "prioritizing
targeting larger businesses and critical infrastructure providers that may be
more likely to pay high ransoms due to their deep pockets and systemic
importance."
Businesses, particularly in sectors like healthcare, finance and critical
infrastructure, possess vast amounts of sensitive data. The loss or
public exposure of this data could have catastrophic consequences, including
regulatory fines, loss of customer trust and operational shutdowns.

iPhone & Android Devices Targeted
New phishing method targets Android and iPhone users
ESET researchers discovered an uncommon type of
phishing campaign targeting Android and iPhone users. They analyzed a
case observed in the wild that targeted clients of a prominent Czech bank.
This
technique is noteworthy because it installs a phishing application from a
third-party website without the user having to allow third-party app
installation. On
Android, this could result in the silent installation of a special kind of
APK, which even appears to be installed from the Google Play store. The threat
targeted iOS users as well.
The phishing websites targeting iOS instruct victims to add a Progressive Web
Application (PWA) to their home screens, while on Android, the PWA is
installed after confirming custom pop-ups in the browser. At this point,
these phishing apps are largely indistinguishable from the real banking apps
they mimic on both operating systems.
PWAs are essentially websites bundled into what feels like a stand-alone
application, with this feeling being enhanced by the use of native system
prompts. PWAs, like websites, are cross-platform, which explains how these PWA
phishing campaigns can target iOS and Android users. The novel technique was
observed in Czechia by ESET analysts working on the ESET Brand Intelligence
Service, which monitors threats targeting a client's brand.
"For iPhone users, such an action might break any 'walled garden' assumptions
about security," says ESET researcher

'Reevaluating Security Vendors'
Palo Alto Networks CEO touts leads from CrowdStrike fallout
In the wake of the massive IT outage, some
CrowdStrike customers have entered talks with Palo Alto Networks in search of a
new provider.
Palo Alto Networks is fielding requests from organizations that are
reevaluating their security vendors following last month's global IT outage
linked to a faulty CrowdStrike software upgrade.
Businesses have engaged in discussions with Palo Alto Networks to potentially
change security vendors, CEO Nikesh Arora told analysts Monday during a Q4
fiscal 2024 earnings call.
"The recent outage has caused a number of customers to reevaluate their
options," Arora said. "They have initiated conversations with us around XDR
and XSIAM."

Fraudsters Cash In On Stolen Cards - Even
After Victims Report It
Stolen, locked payment cards can be used with digital wallet apps
Fraudsters can add stolen payment cards to digital wallet apps and continue
making online purchases even after victims report the card stolen and the
bank replaces it, computer engineers with University of Massachusetts Amherst
and Pennsylvania State University have discovered.
Convenience > security
Different users can add the same card to different digital wallets on
different mobile devices. The feature is exists to make it easier to share a
card within a family, but can be easily exploited by malicious individuals.
Adding the card to a different wallet and making
fraudulent purchases is made possible by the trust banks have in the
digital wallet apps' security mechanisms.
Banks rely on the app to chose the authentication scheme (usually the weaker,
knowledge-based one) to authorize the linking of the card with the app, and they
rely on in-device biometric verification methods to identify the cardholder
authorizing the transactions (but it assumes that the owner of the phone is
the cardholder).
Finally, the banks allow payments for subscription-based services even on
lost / stolen cards so that the cardholder doesn't incur late payment fees /
penalties. Fraudsters can make one-time transactions but mark it as a
recurring payment, thus bypassing the bank's transaction authorization
restrictions.
"Any malicious actor who knows the [physical] card
number can pretend to be the cardholder," Taqi Raza, assistant
professor of electrical and computer engineering at UMass Amherst,
pointed out. "The digital wallet does not have sufficient mechanism to
authenticate whether the card user is the cardholder or not."
As an added drawback, once stolen card numbers are saved in a fraudster's
digital wallet, they are there and will continue to work even if the
cardholder requests a card replacement and the bank issues a new card.
"Banks do not re-authenticate the cards stored in the
wallet. What they do is they simply change the virtual number mapping
to the new physical card number," Raza explained. Thus, fraudulent purchases
continue to go through.

Kansas City, MO: Thieves sentenced for stealing $65k in merch from Northland
stores in unrelated crimes
Three people are behind bars after they targeted stores across Platte County in
unrelated crimes. "Retail theft continues to skyrocket across the United States,
and it's becoming more dangerous all the time. These criminals need to know we
will aggressively prosecute prolific or violent shoplifters in Platte County,"
Eric Zahnd, Platte County Prosecuting Attorney said. The three unrelated cases
involve a number of popular stores and more than $65,000 worth of stolen
property over a number of years, according to court documents. A Platte County
judge sentenced Marvin Calhoun to 20 years for first degree robbery and 10 years
for armed criminal action on Monday, Aug. 19. The sentences will run
concurrently and Calhoun must serve 85% of the sentence before he is eligible
for parole.

Los Angeles, CA: 'They don't care about the alarms': Van Nuys weapon store
burglarized
Van Nuys store that sells non-lethal weapons was burglarized early Tuesday
morning. Just after 3 a.m., the suspects smashed a window and made their way
inside the Nake Store on Van Nuys Blvd. near Raymer St. The store sells
non-lethal pistols and rifles, which could easily be mistaken for real weapons.
The non-lethal weapons and rifles use kinetic projectiles and Co2 gas. Some of
the weapons are commonly used by law enforcement agencies. At least five
suspects spent 20 minutes in the store and got away with over half a dozen
weapons, projectiles, and more.

Memphis, TN: Burglars steal $4K worth from Advance Auto Parts
Over $4,000 in merchandise was stolen from an Advance Auto Parts in Midtown
after a break-in early Tuesday morning, according to the Memphis Police
Department. At 3:50 a.m., officers say they responded to Advance Auto Parts at
213 Cleveland Street regarding a burglary. Officers say the front door was open

arrived. At that time, the building was empty and the suspects had gotten away.
Video footage inside the store showed two men breaking into the business and
taking items before leaving. Police say the suspects got away with an empty
cash register box, 12 car batteries, a box with 25 air filters, 2 lamps, 9
containers of Castrol Oil, and assorted tools from the business. The items were
all worth $4,205.

months
A high-end sneaker store in Los Angeles' Gramercy Park area was burglarized
early Tuesday morning for at least the third time in nearly two months. Three
people were arrested in the latest break-in at Rich LA, where the burglars
left behind extensive damage as they took off with boxes of shoes. Five people
seen on security camera video broke a metal gate and smashed a window to enter
the store on Century Boulevard southwest of downtown Los Angeles.

Los Angeles, CA: Rapper PnB Rock shot and killed at Los Angeles restaurant
Rapper PnB Rock, best known for his 2016 hit song "Selfish," died Monday after
being shot during a robbery at a Los Angeles restaurant. He was 30. The rapper's
music label Atlantic Records confirmed his death in a statement on Instagram. "PnB
Rock was more than an artist. To many, Rakim Allen was a great friend. He was
also a wonderful father to two beautiful little girls," the label wrote Tuesday.
"This news is heavy on our hearts and we are all hurting over this senseless
loss. Our thoughts and prayers are with his family during this difficult time."
Los Angeles police Capt. Kelly Muniz tells USA TODAY that officers responded to
a robbery Monday afternoon at Roscoe's Chicken & Waffles in South Los Angeles.
The suspect approached the rapper while he was seated at the table and demanded
items from him before shooting him "multiple times" and fleeing. The victim was
transported to a hospital and pronounced dead just before 2 p.m. local time.

Charlotte, NC: Three teens shot in popular south Charlotte shopping center
A triple shooting left a 17-year-old and two 18-year-olds injured in a busy
Ballantyne shopping center. According to police, the shooting happened around 10
p.m. Sunday at the Blakeney Town Center near the Palmetto Moon store. The police
report says a 17-year-old and two 18-year-olds suffered from gunshot wounds,
with their injuries ranging from minor to serious. While out at the shopping
center on Tuesday, a WBTV crew reported seeing police and security patrolling
the shopping center parking lot. So far, no arrests have been made in the
shooting.

Utica, NY: Clerk shot in attempted robbery of Utica smoke shop
A store clerk was shot in the knee during an attempted robbery at a smoke shop
on Whitesboro Street Monday afternoon, according to the Utica Police Department.
No arrests have been made so far. Department spokesperson Lt. Michael Curley
said four masked suspects entered the smoke shop at the former Hylander bar on
Whitesboro Street shortly before 2 p.m. Monday in an "attempt to rob it." The
adult male clerk in the shop confronted the suspects and was "shot once in the
leg," Curley explained, noting that the victim was shot in the kneecap. The
victim suffered non-life-threatening injuries and was treated at a local
hospital.

Los Angeles, CA: Man pumping gas at SoCal station shot in head in unprovoked
attack
Police are looking for the suspect who they said randomly approached a man
pumping gas and shot him in the head. The incident happened Tuesday around 6:20
a.m. at a Speedway gas station at the corner of Parthenia St. and Tampa Ave. in
Northridge. According to the Los Angeles Police Department, the victim was
pumping gas when the suspect walked up and shot him. They say no words were
exchanged between the two and police believe the shooting was random. The
suspect then fled on foot, running down Tampa Ave. Police said the victim was
alert and conscious. He walked into the gas station mini-mart and asked for
help, telling the clerk he'd been shot. He also managed to call his family, who
came and picked up his car. The 45-year-old victim was taken to the
hospital; his condition is unknown. Police say what most likely saved his life
was that the weapon might have been a small caliber gun, possibly even a BB gun.

Police are searching for four armed robbery suspects after roughly $100,000 was
stolen from a store in Philadelphia's Mayfair section Saturday night. It
happened just before10 p.m. at a store called Emporio Latino Grocery along the
2800 block of Tyson Avenue. Residents in the area say the store caters to the
Brazilian community, offering local favorites. Investigators say the suspects
made off with the victims' cellphones and $100,000 from a safe. The store
reportedly offers check cashing and wire transfer services, hence the large
amount of cash.

Prince George's County, MD: Police Seeking Identities of Armed Robbery Suspects
Wanted for 10+ Robberies
The Prince George's County Police Department's Robbery Section is asking for the
community's assistance in identifying the suspects wanted in at least 10 armed
robberies. The most recent robbery occurred Monday morning at a fast food
restaurant in Landover. Detectives released surveillance video of the suspects
which was recorded on August 7, 2024, after two of the incidents in the 3700
block of Branch Avenue and the 3300 block of Forestville Road. The suspects
are linked to robberies dating back to July 29, 2024, at businesses throughout
the county including multiple convenience stores, gas stations, and fast food
restaurants.
