A dramatic rise in organized retail crime
and shoplifting has led to increased demand for solutions from retailers of all
sizes
This
rise in organized retail crime obviously poses some unique opportunities for
integrators willing to think outside the box when it comes to retail
security. Lowe's has launched Project Unlock, which "uses low-cost RFID
chips and scanners, and a novel use of blockchain, to tackle the theft of
powered products in a way that is virtually invisible to our customers,"
according to a video posted by the company in 2023.
Technology is also expanding into the parking areas in some locales. Dick's
Sporting Goods has taken advantage of a growing trend in the security
industry by deploying mobile surveillance units - in this case, from
surveillance provider LiveView Technologies - in parking lots of some stores to
discourage retail crime and work more closely with local law enforcement.
Of course, artificial intelligence technology is also being brought to bear
on the loss prevention problem. During the NRF Protect show - the country's
largest gathering of loss prevention pros - in Long Beach, Calif., this June,
NRF's Nkongho Beteck wrote about AI technology featured at the show.
"FaceFirst's 'ethical face matching platform' tool combines human decision-making and
assisted AI that could identify a previous shoplifter who is known to have
violent tendencies," FaceFirst President and COO Dara Riordan said during a
session at the show.
On the other hand, a rash of theft at self-serve checkout lanes has led to a
paring back of the technology in favor of human cashiers. According to media
reports, Walmart has removed the lanes from several stores, and Dollar
General announced it was removing self-checkouts entirely from 300 stores
while converting thousands to manned checkouts or limiting customers to five
items. Target and Costco have also taken steps to limit the amount of
items or increase human staff in self-checkout lanes.
In California, a new bill still being discussed and amended by lawmakers
prohibits grocery and drug stores from operating self-checkout stations if they
have inadequate staffing.

New laws target organized crime and repeat
offenders to curb rising theft rates
California is ramping up its efforts to combat retail theft through new
legislation aimed at deterring organized crime and targeting repeat offenders.
On August 18, Gov. Gavin Newsom signed ten bills backed by both Democrats and
Republicans to strengthen measures against property crime.
The laws come as California grapples with the rising problem of
smash-and-grab robberies where groups openly loot stores. These brazen acts
are often shared on social media, drawing public attention to the state's retail
theft crisis.
According to Newsom, this legislative package marks the
most significant reform against retail theft in years, aimed
particularly at bolstering legal actions against repeat shoplifters and
organized theft rings. The new laws will help law enforcement use video evidence
and witness testimonials to make arrests more effectively.
"This goes to the heart of the issue, and it does it in a thoughtful and
judicious way," Newsom stated. The initiatives aim to be comprehensive
enough to address concerns about organized crime without reverting to overly
punitive measures.

NYC migrant crime, general riots 'getting out hand,' could drive residents from

Crime committed by migrants - including last week's alleged subway
mugging involving an 11-year-old Venezuelan boy - and general riots in New
York City are "really getting out of hand," ex-Gov. David Paterson said
Sunday.
"You just hear these situations you've never heard of before," the Democratic
former gov said on 770 WABC's "The Cats Roundtable" radio program. "Last
Tuesday, there was an 11-year-old kid who mugged a woman on the 7 train."
The small-fry suspect has been linked to a string of robberies in Central
Park as well, police said. "The first thing that [people] notice is that this is
a migrant. ... It's the product of a bunch of people being sent here without the
city having any time to adjust to it," Paterson told host John Catsimatidis.
"It's just not going to work. It's too many people. Not every migrant is
a criminal," the ex-governor said. "But a sizable number of people are acting in
this kind of anti-cultural fashion, and all it's doing is alienating the
[immigrant] citizens who live in the city who try to make the city as great as
it is."
The city has spent about $5.5 billion to shelter and care for the flood of
migrants who have arrived here since 2022, The Post reported last week.
Overall, crime may be down, with Paterson crediting Mayor Eric Adams and
Police Commissioner Edward Caban with putting a dent in violent incidents. But
Paterson said episodic crimes involving migrants, out-of-control protests and
incidents in typically safe spots such as Central Park "frighten everybody"
- and law enforcement has to get on top of it.

Crime Keeps Falling. When Will Voters Believe It?
Americans tend to think crime is on the
increase, even when it's not.
The Major Cities Chiefs Association reported recently that, in the 69 large US
cities and counties from which it received data, violent crime was down 6.1%
in the first half of 2024 compared with the same period a year earlier, and
homicides were down 17.4%. A Council on Criminal Justice analysis of data
from 39 cities that have been consistently reporting monthly crime statistics
for the past six years found that homicides, robberies and aggravated assaults
were all down in the first half of this year relative not just to last year but
to the first half of 2019. In the 277 cities from which AH Datalytics collects
high-frequency data, murders were down 17.6% as of mid-August relative to the
same period last year - a decline that if it (1) holds up for the full year
and (2) turns out to be representative of murders nationwide would mean the
national murder rate would have retraced all of its rise in 2020 and 2021 and
then some.1
Next month, we'll likely get similar or perhaps even better news from the
Federal Bureau of Investigation's quarterly crime report - recent editions of
which have shown steeper crime declines than the Major Cities reports - and the
new Real-Time Crime Index to be unveiled by AH Datalytics with data from
hundreds of local police departments. Also due out this fall are the FBI's final
2023 crime statistics from more than 15,000 police and sheriff's departments
nationwide. The 2022 edition showed violent crime down 1.7% and property
crime up 7.1% from the previous year, while preliminary 2023 data showed
both declining, 5.7% and 4.3% respectively.

Retail pharmacy chains such as Walgreens and
CVS have pivoted from years of endless store expansions to shuttering hundreds
of locations across the U.S. to shore up profits.
The
abundance of Walgreens and CVS Health stores makes them convenient, but
customers often have to wait for employees to unlock cabinets or stand in
lengthy lines to pick up prescriptions as pharmacists juggle tasks.
Those are just some of the ways Walgreens and CVS are falling out of favor
with consumers, in a trend that has hit their profits and stock prices and
forced them to reconsider their strategies. They are symptoms of deeper issues
plaguing retail pharmacy chains, which pivoted from years of store expansions
to shuttering hundreds of locations across the U.S. to shore up profits.
Among the biggest problems for the chains, reimbursement rates for
prescription drugs have fallen. Inflation, softer consumer spending,
theft, and competition from Amazon and grocery stores are also making it
difficult for drugstores to turn a profit at the front of the store, where they
sell everything from pantry staples to makeup and cleaning supplies.
There's also widespread burnout among pharmacy staff, many of whom
complain about understaffing and increasing workloads.
Many of those issues aren't new. While CVS and Walgreens got a temporary
boost from Covid vaccinations and test sales during the peak of the
pandemic, they now face a harsh reality: the retail pharmacy model may be
broken.

The Debate Over Store Price Gouging Heats Up
Harris to propose ban on grocery price gouging. Would it cool inflation?
A highly-anticipated economic agenda unveiled by Vice President Kamala Harris on
Friday included a federal ban on price gouging for food and groceries,
the Harris campaign announced.
The proposal was presented to voters alongside other plans to address elevated
inflation, such as bolstered antitrust enforcement in
the grocery sector and greater latitude to investigate corporate practices,
the campaign said in a press release.
A ban on price gouging would in theory disallow food and grocery companies
from hiking prices an excessive amount over a set period of time, economists
told ABC News. They disagreed, however, on whether the measure could control
the rise of food prices or if such an outcome is desirable.
Inflation remains a top issue for voters and a potential vulnerability for
Harris, since rapid price increases emerged during the Biden administration.
While inflation has fallen dramatically from its peak, consumers still face
prices roughly 20% higher than where they stood before Biden took office.

Kroger promises to cut prices if pending merger with Albertsons is approved
While
awaiting a September trial to consider whether grocery giants Kroger and
Albertsons Companies should be allowed to merge, Kroger has issued a new
promise to slash prices if the proposed merger is completed.
Kroger, which owns King Soopers, and Albertson's, which owns Safeway,
temporarily halted the merger that was announced in October 2022. The U.S.
Federal Trade Commission and the state of Colorado each sued in February to
block the $24.6 billion merger, with both entities alleging the measure
would harm shoppers and workers by eliminating competition in the industry.
Kroger is promising to invest $1 billion to "further" reduce prices, in
addition to investing $1 billion in wages and benefits and $1.3 billion into
Albertsons stores "to enhance customer experience."

Slashing Prices for 7,200 Items
Walmart makes major pricing change
Walmart continues to slash prices on thousands of items as inflation-weary
customers continue to cut back on spending. In an earnings class last week,
Walmart CEO Doug McMillon said the nation's largest retailer has cut prices on
7,200 items across various categories.
"As it relates to value, we're lowering prices," McMillon said. "It is
great to see prices come down. We are wired to help bring prices down, and we'll
continue working to get more rollbacks to help customers and help members save
money."
McMillon maintained the company is saving money through improving business
efficiency and not just passing extra costs to the consumer.

Companies aren't as resilient against cyber risks as they think
Most companies fall short on business
continuity as malicious threat activity continues to rise, a Cohesity study
found.
Companies have largely overestimated their cyber resilience capabilities,
and are mostly unable to maintain their own business recovery goals when
confronted by ransomware or other malicious attack, according to a survey
commissioned by Cohesity.
Nearly 7 in 10 IT and security leaders said their organization paid a ransom
in the last year, despite widespread internal policies to not pay ransoms.
Almost 4 in 5 respondents said their company had a policy to not pay extortions.
Almost half of the companies surveyed said they need more than six days to
recover their core business processes after an attack.
The report highlights a disconnect between what
companies like to project as their ability to withstand a malicious attack
and their actual capabilities while under duress.
About 4 in 5 respondents said they were confident in their company's
resilience strategy. However, the study indicated the projected confidence was
based more on lofty goals instead of real world performance.

Mandating Multi-Factor Authentication
Microsoft mandates MFA for all Azure users
The company said it will require the
identity and access control for all Azure sign-ins starting in October.
Microsoft
will require multifactor authentication for all customers to sign-in to
Azure portal, the Microsoft Entra admin center and Intune admin center starting
in October, the company said in a Thursday blog post.
The company began to send 60-day notices to all Entra administrators
impacted by the change on Thursday. Microsoft said it will review requests from
customers with complex environments or technical barriers for additional time to
implement mandatory MFA.
Microsoft will phase in MFA at sign-in for Azure Command Line Interface,
Azure PowerShell, Azure mobile app and infrastructure as code tools in early
2025, the company said.
The MFA mandate is part of Microsoft's Secure Future Initiative, an
effort the company started in November to overhaul its cybersecurity strategy by
integrating key security features into its platforms and services.

ATO Surges 22% Since 2021
Account Takeover Incidents are Rising: How to Protect Yourself in 2024
29% of internet users have now experienced
ATO, up from 22% in 2021.
When we first researched account takeover in 2021, we found that 22 percent of
U.S. adults had experienced it at some point. Today, that figure has risen to
29 percent of American adults. Based on government population figures, this
equates to about 20 million people having suffered this type of attack. About
one in five victims said their account takeover happened in the last year.
While the majority of people we talked to who had experienced account takeover (ATO)
were able to regain access to their accounts, the threat of extensive damage is
profound - to individuals and families as well as to businesses. Risks
include leaks of sensitive personal information, identity theft, financial
losses, malware attacks, data loss, and reputation damage, all of which can
happen before the legitimate account holder is even aware there's an issue.
Most ATO victims had personal accounts breached, but 21 percent of victims
suffered a takeover of a work or business account, an increase over the 13
percent who had a business account taken over in 2021.
If a fraudster can access stolen credentials through an account takeover, the
consequences can be expensive for a business. According to IBM, the average
corporate breach costs nearly $5 million. The bigger the organization,
the more ATO attempts they suffer, as they are more attractive targets for
cybercriminals.
Wise executives and business owners have adequate policies and procedures to
manage passwords and strengthen cybersecurity. This is also good advice for
consumers, given that both attempted and successful account takeovers are
rising. More than eight in 10 people said they'd received an alert about a
suspicious login attempt.

The Shift in Online Spending
Online spending patterns shift in July
E-commerce shoppers started changing their shopping behavior in July 2024.
According to the latest Signifyd E-commerce Pulse data for July 2024, online
spending continued the growth trend seen in June, but shifted toward lower-cost
items and alternatives as the fastest year-over-year growth (17.7%) was in
orders under $100. Meanwhile, purchases above $500 were nearly flat with 1.5%
year-over-year growth.
Overall online spending was up 10% year-over-year, and the number of
e-commerce orders increased 15% but average order value was down 4% compared to
July 2023, which Signifyd said signals caution among consumers.
Looking at online shopping trends in traditional back-to-school categories,
Signifyd found that apparel spending was up 12% over a year ago, while
electronics remained flat and home goods spending dropped 8%.

San Francisco, CA: SFPD Arrests 61 Organized Retail Crime Suspects in Recent
Blitz Operations
To
help reduce retail thefts and to hold people who commit these crimes
accountable, San Francisco Police officers assigned to Ingleside Station
pre-planned shoplifting and retail theft abatement enforcement called 'blitz'
operations. Blitz operations involved coordinated efforts of uniformed and
plainclothes officers who wait to arrest criminals inside a partner business.
Retail stores located on the 3300 block of Mission Street, 800 block of Market
Street, 5200 block of Diamond Heights Blvd, and 2300 block of 16th Street were
chosen for operations due to the high number of shoplifting incidents the
businesses were experiencing. Between May 13, 2024, to July 29, 2024, police
officers arrested a total of 61 suspects. One suspect was booked at San
Francisco County Jail for robbery. One suspect was booked at San Francisco
County Jail for burglary 2nd degree, probation violation and grand theft. Nine
were booked at San Francisco County Jail for outstanding warrants in addition to
the on-view theft charges. Fifty-two suspects were cited for shoplifting and
released at the scene. The stolen property was seized by officers during the
operation and returned to the stores.

Akron, OH: 5 shoplifters steal more than $1,500 in merchandise from Dick's
Sporting Goods in Akron
Akron police are asking for help in tracking down five male suspects who stole
around $1,500 in store merchandise from a Dick's Sporting Goods store. The crime
happened on Aug. 8 at the store located in the 400 block of Howe Ave. After
grabbing the merchandise, the suspects fled the scene in a red Nissan Altima.
Earlier this summer, two women stole over $1,000 in Nike clothing from that same
store.

West Point, MS: Young man tried to rob store twice within 15 minutes in West
Point
Police claim a man tried to rob a business twice in less than 15 minutes in West
Point. Travonte Dixon, 23, is accused of trying to steal $3,000 worth of
merchandise from a Hibbett Sports store. The incident happened Sunday
afternoon, Aug. 18. Dixon is accused of showing the cashier a knife. The
cashier threatened him with calling 911 and he dropped all the merchandise and
left, according to West Point Police. He returned 15 minutes later, according to
police, but officers were waiting for him on the second attempt. Police charged
him with attempted armed robbery. He could face additional charges.

Manor Township, PA: Update: 43 firearms stolen during 2 burglaries at Lancaster
County gun store
A $10,000 reward is being offered for information about the theft of 43 firearms
during two burglaries at a Lancaster County gun store. The Bureau of Alcohol,
Tobacco, Firearms and Explosives said the weapons were stolen from Jones
Firearms in the 2200 block of Columbia Avenue in Manor Township during break-ins
on June 30 and July 29. Two masked thieves were observed in both cases, ATF
said. A maroon or purple mid-2000s Honda Accord and a black late-model sedan
with a moon roof may have been used in the second burglary.

Colorado Springs, CO: One shot, hospitalized following altercation outside
Fountain 7-Eleven
Fountain police are searching for a suspect after a shooting outside a Fountain
convenience store left one man hospitalized. Police first received reports of
the shooting around 2:30 a.m. on Tuesday morning at the 7-Eleven off of South
Santa Fe Avenue, just west of Fountain-Fort Carson High School. When officers
arrived on scene, they found a man with a non-life threatening gunshot wound.
The victim was taken to a local hospital. Detectives say the shooting started
over a verbal altercation between two men near the store's gas pumps, which
escalated when one man pulled a gun on another and fired. So far, no suspects
have been identified. The investigation is still active.

Memphis, TN: Man accidentally shoots himself near BMW dealership, police say
A man was rushed to the hospital after accidentally shooting himself near a car
dealership Monday afternoon, according to the Memphis Police Department (MPD).
MPD said the shooting happened just before 3 p.m. near the Roadshow BMW dealer
on North Germantown Parkway. When officers arrived, they discovered a man who
had accidentally shot himself, MPD said. That man was rushed to Regional One
Health in critical condition, according to police. FOX13 crews at the scene
noticed that MPD's investigation apparently centered around a brown Ford Bronco
in the parking lot. At least two squad cars sat parked near the Bronco while
officers conducted their investigation.

DOJ: Update: Man pulled gun after Burger King worker wouldn't accept drugs for
payment - then shot at people in parking lot
A Colorado man held a gun up to a Burger King drive-thru worker when they
wouldn't accept a baggie of drugs as payment - and was ordered to serve more
than 143 years behind bars, officials said. Eugene Robertson, 40, was sentenced
Thursday for the drive-thru incident, which spurred a series of crimes Robertson
carried out in the Denver suburb of Aurora on Oct. 17, 2022. After pulling the
gun on the fast food worker, who told police he was scared he was going to be
killed after turning down the baggie of drugs, Robertson walked into a 7-Eleven
across the street and pointed a gun at the head of the store clerk, the Sentinel
Colorado reported. Robertson then noticed a surveillance camera was in the store
and shot at the screen before fleeing. As he ran out of the store, he shot at
two people in the parking lot, the Arapahoe County District Attorney's Office
said.

3 Stamford teens arrested for armed robbery and assault at Target
Three teenagers have been arrested following a violent robbery and assault on
Sunday in Trumbull. Trumbull Police were called to the underground parking
garage of a Target store, where several victims reported being pepper-sprayed
and robbed at gunpoint. Officers quickly located the suspects fleeing the scene
in a black Infiniti. The suspects led police on a high-speed chase southbound on
Route 8 and Route 25, before continuing on I-95. The vehicle eventually stopped
in Norwalk, where the suspects abandoned it and ran. They were arrested by
Westport and Norwalk police, who had been alerted to the robbery. During the
arrest, police recovered a Glock handgun with a high-capacity magazine and a
police baton. According to the victims, the suspects targeted them while they
were seated in their car. The driver of the Infiniti brandished a gun and
approached the victims' vehicle. One suspect then opened the rear passenger
door, pepper-sprayed the interior, and stole a bag containing clothing and an
Xbox. Another suspect simultaneously pepper-sprayed the vehicle and demanded,
"Give me everything," while the third suspect, wearing ski goggles, used the
police baton to damage the victims' car. The suspects forced the victims out of
their car, assaulted and kicked them, before fleeing in the Infiniti.

enforcement separates witnesses to ensure clarity and truth. The group mind
becomes influenced by opinion and agendas and distorts the true reality. One can
