Protos Security Whitepaper
Leveraging Law Enforcement and Security Measures to Combat ORC
Organized
retail crime (ORC) poses a significant challenge to law enforcement and society
as a whole. While it is well known that financial losses, public safety
concerns, and broader societal impacts are all part of these issues, it is
challenging to find a solution as crime rates continue to rise. The purpose of
this whitepaper is to explore the role of law enforcement in combating organized
retail crime. Retailers and consumers alike are negatively affected, which
results in billions of dollars in losses each year. In order to effectively
address this issue, law enforcement must work collaboratively with retailers and
other stakeholders.
We present strategies and recommendations to enhance the fight against ORC,
contributing to the protection of businesses and the safety of communities. A
number of challenges associated with ORC are outlined, as well as strategies and
best practices that retailers should follow to collaborate effectively with law
enforcement and other stakeholders. The whitepaper also discusses solutions and
strategies to combat this growing problem.

The U.S. Crime Surge
The Retail Impact
Has Theft Reached a 'Crisis Point'?
Survey: Retail leaders say theft has hit 'crisis point'
A large number of retailer leaders believe theft continues to remain on the
rise and are taking steps to combat it, according to a new survey.
Research commissioned by Avery Dennison and conducted by Opinion Matters found
that almost two-thirds (64%) of large retailers in the
United Kingdom and the United States agree that the
impact of theft has
reached a "crisis point." Forty-two percent of the 300 senior retail
leaders representing brands with more than 200 stores who were surveyed believe
that theft is more of a concern today than it was twelve months ago.
When asked to list their top five business challenges, the most cited
responses were addressing the impact of theft (36%), optimizing omnichannel
(27%), increased operating costs (27%), improving staff efficiencies (26%) and
retaining customers (24%).
In response to these challenges, retailer leaders said they are fighting back
with a combination of anti-theft and loss prevention measures. Over half
(53%) say 3% to 4% of their total IT budget is
allocated to retail theft detection and prevention, while almost a
quarter (23%) are allocating 5% to 6% of their total IT spend. For 57% of the
retail leaders surveyed, these budgets equate to an increase in spend over the
last two years, but a third (33%) still believe the resources allocated are
insufficient.
Respondents listed security guards (27%) as the most effective measure
deployed to date followed by facial recognition technology (23%), and RFID
tags (21%). Looking ahead, 76% of retail leaders said they are using RFID
or plan to begin doing so within the next 24 months. Over a third (38%)
plan to deploy AI enabled cameras, while 37% will introduce facial recognition
technology within the same period.
"While theft remains a significant concern, shrinkage extends further to include
supply chain waste, misplaced inventory, human error and even fraud," said
Francisco Melo, president of solutions group at Avery Dennison. "The impact is
substantial. To protect profits and create improved store environments, it is
imperative that retailers take a data-led approach to loss prevention.
Leveraging advanced track and trace technologies such as RFID, with real-time
analytics, will help to turn loss prevention into a proactive operation rather
than a reactive one."

The Shocking Story of an ORC 'Queenpin'
How a California Momfluencer Became a Shoplifting Queenpin
Michelle Mack seemed to be living the dream
life, until it all came crashing down. Authorities say the alleged mastermind of
a multimillion-dollar crime ring delivered a simple order: Steal all the luxury
makeup in sight.
Late last summer, Kimora Gooding and Serena Reyes arrived on the East Coast. For
the two women in their early twenties, it was a business trip of sorts, or maybe
a mission. Their flights, rental car, and hotel rooms had been paid for, and
they carried a list of beauty stores to visit and specific items to steal.
The plan was to get in and get out, ship the goods to
the boss in California, and head home, hopefully without a trace.
Gooding and Reyes were pros-they had each hit dozens of stores, according
to an affidavit for a federal search warrant, and could scan for merchandise
like they had eyes in the backs of their heads.
But what Gooding and Reyes didn't know is that they were being watched-and
had been for a while. Since August 2023, the California Highway Patrol
and Homeland Security Investigations had been looking into a series of
thefts at Ulta Beauty stores, with assistance from corporate investigators
employed by Ulta. The suspects scooped up in the related busts were almost
always young women, typically with previous theft arrests. Soon the authorities
zeroed in on a group who appeared to be working in concert.
Between September 2021 and fall 2023, the group
committed over 230 thefts from Ulta Beauty retail stores across the country,
stealing thousands of products. According to a complaint filed by
California's attorney general, Rob Bonta, their ground zero appeared to be
California, where thefts had occurred in 21 counties, in cities from
Sacramento to San Diego, and not just at Ulta, but also at Sephora, Sunglass
Hut, and others.
When the investigation was complete, a dozen people had been identified and at
least six arrests had been made, including the alleged ringleader: Michelle
Mack, a fiftysomething mother of three, who lived in a ritzy suburb near San
Diego. On social media, Mack posted photos showing her perky blonde bob,
immaculate gel nails, and a faux-Tuscan estate. Friends knew her as a dedicated
mom who seemed #blessed with a beautiful family and good fortune, even if it
wasn't apparent where all the money was coming from.
But California law enforcement saw a different side of Mack. To them, she was a
middle-aged woman who had spent years recruiting and taking advantage of a team
of young women in their twenties and thirties-now known collectively as the
"California Girls." elle.com
NYC Businesses Seek Security Assistance Amid
Robbery Surge
Bronx businesses hit with robberies soon to get more security. Here's how
they're getting help.
A
grant in the Bronx is helping local businesses on Fordham Road improve
their security. It's in response to retail theft they say is severely impacting
operations. Fordham Road is the largest shopping district in the Bronx. The
Fordham Road Business Improvement District believes securing their local
businesses will make it safer for everyone.
The Fordham Road BID said they're offering 10 businesses security improvement
grants of up to $1,500 to fortify their shops. "Retail theft is something
that's been on the rise," said Albert Dalipi, the Director of Marketing,
Communications and Outreach at the Fordham Road BID.
Officer Echevarria and his team at the 52nd Precinct have been
inspecting local businesses to figure out their
security weak spots. They're also working with managers about what
security measures should be added.
One measure they might consider are panic buttons. CBS New York saw
firsthand how bodegas are using them, which alert a call center and nearby
stores when pushed during an incident. "We know of two jewelry stores that have
a similar thing," said Dalipi. "They press the panic button if there's an
emergency situation going on."

Lululemon Becoming Top Target for Thieves?
Washington, D.C.-Area Lululemon Stores Struck Repeatedly by Thieves
It seems life is giving one athleisure brand
lemons when it comes to retail theft.
Over the past week, Washington, D.C.'s Metropolitan Police Department arrested
two separate people accused of stealing from Lululemon stores throughout the
district. Police charged Demarco Greene with three counts of first-degree theft,
alleging that, on three different occasions-July 10, July 12 and July 16-he
stole more than $1,000 worth of merchandise from Lululemon's stores.
The nation's capital isn't the only place Lululemon has been having issues with
retail theft. According to the police department in Lake Forest, Ill., a
Lululemon store in the town has seen six retail theft incidents over the
past three months.
This year, police have also arrested suspects accused of participating in
organized retail crimes that included Lululemon in both Philadelphia and
Bellevue, Wa.

The Global Fight Against Retail Crime
Australia: Uniting Forces: Collective Action against Retail Crime
Retail crime in Australia has escalated from a minor nuisance to a significant
threat, impacting businesses, employees, and consumers alike. The National
Retail Association (NRA) and the Australian Retailers Association (ARA) recently
joined forces to hold the Retail Crime Symposium in Melbourne, which brought
together government, law enforcement, and businesses to discuss and advocate
for sweeping changes to enhance the safety of retail staff and business owners.
As retail crime becomes increasingly sophisticated and violent, a united front
is essential.
The industry estimates that retail theft, both external and internal, is costing
Australian businesses up to $9 billion each year. In a recent survey, the NRA
found that 85% of respondents feel that business profitability is affected by
having to implement strategies to counter retail theft.
Retail crime costs us all. Every single incident erodes profitability for
businesses, increases the cost of goods to consumers, endangers frontline staff
while also wasting their time, and ultimately reduces the appeal of our retail
precincts to customers.
Unified action is our only solution to the mounting issue of retail crime and
violence. As criminals become more sophisticated in their undertakings, our
sector needs to collaborate with government and law enforcement through
coordinated action.

More than 1,400 stores are closing across the US in 2024. Here's the list.
At least 11 retail brands have said they're
closing US stores in 2024, totaling up to 1,401 locations.
A Business Insider tally of disclosures from nine retail chain brands found as
many as 1,401 stores have closed or are set to close across the US in 2024.
The number is down considerably from prior years.
Analysts at UBS think the total number of US retail
closures could reach 45,000 over the next five years, led largely by
smaller stores going out of business, even as larger firms such as Walmart,
Costco, Target, and Home Depot continue to expand.
Topping this year's list is the Dollar Tree-owned Family Dollar, which is set
to close at least 600 locations, with more to come as leases expire.
See the full list below:
• Family Dollar: 600 stores
• CVS: 300 stores
• Foot Locker: 113 stores
• Express:
107 stores
• Rite Aid: 77 stores

Hackers Targeting Retailers
What Can Retailers Do To Improve Cybersecurity?
As the world makes its way across the constantly changing landscape of cyber
threats and attacks, each more sophisticated than previously recognised, being
proactive is better than being reactive if and when a breach occurs. 2024 could
witness a record of data breaches. Future attempts by hackers will affect
companies with lots of customers - and, by default, sensitive data - and
retail organisations must implement actionable steps to save time, money, and
reputation in the long run. Malicious actors' tactics, techniques, and
procedures can be complex and multifaceted, meaning you should react
accordingly.
The scale of the problem is unbelievable, so organisations must now operate
with a greater understanding of malicious attempts, which must be dealt with as
soon as possible. There's no one-size-fits-all formula to protect yourself
from the attack methods hackers use because today's operations span across
various devices, systems, and locations, so your strategy is unique to your
business and goals. Nevertheless, here are some best practices to prevent a
security breach:
Perform A Cybersecurity Risk Assessment to Identify
Vulnerabilities
Every organisation that has internet connectivity and some kind of IT
infrastructure is at risk of a cyberattack. Retail is,
by far, one of the most targeted industries for hacking disruption
because it stores huge amounts of payment information, has a diverse list of
sellers (suppliers, consultants, etc.), and the rate at which employees leave or
are replaced is high. Undertake routine cybersecurity risk assessments to lessen
the extent of the problem by isolating or containing threats. Malware, social
engineering, and distributed denial of service, to name a few, are signs a
malicious actor is trying to gain unauthorised access.
We'll take you through the process step by step:
• Specify the risk assessment parameters:
A critical decision you need to make is whether you'll evaluate the entire organisation or a specific aspect of the business, like a web application or
payment processing. It's not recommended to have a compliance-oriented or
checklist approach when carrying out a cybersecurity risk assessment because
ticking all the boxes doesn't mean you're not exposed to any risk.
• Identify cybersecurity risks:
You can't protect what you don't know, so discover all the potential risks your
business could face. Which ones are likely to occur and have the most
significant impact? An SQL injection, for instance, can bypass application
security measures, allowing threat actors to tamper with existing data to void
transactions or change balances.
• Document and communicate risks effectively:
The job isn't finished until the paperwork is done. Have a clear and concise
overview of all risk scenarios and your strategies for protecting sensitive
information and systems, which must be reviewed on a regular basis and updated
to guarantee your business and its consumers are effectively protected.

Bad Actors Pounce as Users Recover from Global
Outage
Low-level cybercriminals are pouncing on CrowdStrike-connected outage
The malicious activity comes as CrowdStrike
customers continue to recover from the July 18 outage.
Five days after a faulty update to CrowdStrike's Falcon security software
hobbled millions of Windows computers around the world, cybercriminals and
hacktivist personas are taking advantage of the situation with newly registered
domains, malware attached to files with CrowdStrike-themed names and at
least one apparent instance of a data wiper.
CrowdStrike has documented multiple instances of likely criminal activity
tied to the incident, including a Word document laced with the Daolpu
information stealer and a zip file targeting Latin American-based CrowdStrike
customers with the HijackLoader malware, which is typically used to deliver
other malware packages, and a Python-based information stealer tracked as "Connecio."
Additionally, a phishing email with a PDF purporting to explain how to
remediate last week's Falcon issue delivered a zip file laced with wiper
malware, according to sandbox company ANY.RUN, which called it one of the most
"sophisticated" outage-related attacks thus far.
Jose Enrique Hernandez, threat research director at Splunk, said in a Tuesday
post on X that he identified more than 2,000 CrowdStrike-related domains
registered in the past seven days. An analysis of the top 25 suggests that
"most of them are looking pretty funky," Hernandez wrote.

Infostealing Attacks Across the Globe
Cyberattackers Exploit Microsoft SmartScreen Bug in Stealer Campaign
The good news: Only organizations far behind
on standard Windows patching have anything to worry about.
A Microsoft Defender SmartScreen vulnerability that was patched in
February is still being used in infostealing attacks across the globe.
Now, five months later, Fortinet has flagged yet
another campaign involving two more stealers: Meduza and ACR. Attacks
thus far have reached the US, Spain, and Thailand.
Sometimes, organizations take their time updating third-party software. By
contrast, "The attackers in this case are taking advantage of software that's
native on Microsoft Windows, which would be updated in normal Microsoft patch
cycles," notes Aamir Lakhani, global security strategist and researcher at
Fortinet. "It's a little unclear and concerning when these vulnerabilities are
not patched, because it could indicate there are other Microsoft vulnerabilities
that are not being patched as well."

The Importance of Cannabis Security Guards
Security Guard Roles in the Cannabis Industry
Cannabis
and medical marijuana businesses can be at higher risk of crime than "regular
retail stores" since they carry copious amounts of cash along with products
that are valuable and "readily resold." Hiring trained and licensed security
professionals is the answer many businesses have accepted to prevent crime and
protect their goods, employees, and customers.
Roles for All Cannabis Business Security Guards
The presence of security guards ensures the customers' faith in the reputation
of the brand and improves their overall sense of safety in the store. The
role of security guards changes depending on which part of the seed-to-sale
process - and what type of business license - they handle protecting. Each stage
of production has its own demands and unique risks, and guards must adapt to
individual situations and be up to speed on all the relevant
certifications, training, licensing, or installed security fixes.
Staples of the role include keeping an inquisitive eye by walking and
monitoring the premises, communicating, and aiding customers/visitors, and
acting as a
physical deterrent to intruders. The ultimate goal of security guards in
a cannabis business is to reduce the risk of potential theft or diversion.
Whether the business is in the first stages of cultivation, up through
manufacturing and processing, to full-on retail, which includes delivery and
distribution, security guards can serve to increase security at a cannabis
business.
Security Guard Responsibilities
Security Presence and Crime Deterrent - A security guard's primary
role is securing the premises and protecting all employees and
customers/visitors during hours of operation. If they have a certificate in
firearm training along with - in some states - the approval of the chief of
police, they can be allowed to carry a weapon. They should establish a security
presence that is peaceful and reassuring, allowing for normal operation. Guards
take the responsibility of security off the shoulders of employees who then can
be more comfortable and productive in their required job functions.
Increasingly, individuals with military and law enforcement backgrounds are
flocking to cannabis security guard positions and their experience and
ability only bolster the facility they are protecting.
Manage the Flow of Customers - Beyond protection, security guards
are important to a retail operation. If stationed in the dispensary's reception
area, they can allow verify the identification of customers, visitors,
patients, and caregivers and provide access to the retail area or direct
them as necessary.
Monitor the Facility - By using video surveillance, security
guards can conduct virtual external and internal patrols, monitor points of
ingress and egress, and ensure individuals restricted to their authorized
areas. Despite visual access to cannabis storage areas, security guards are
typically not allowed access to cannabis unless escorted by management. Thus,
security guards must keep a "watchful and vigilant eye" within their domain but
acknowledge their own access limitations within the facility.

In Case You Missed It
The Evolving Cannabis Security Landscape
Commercial Security Meets the Needs of Evolving Cannabis Industry
The shifting legal landscape aside, the dynamic increase in legal cannabis
businesses represents a new growth market for commercial security providers,
along with responsibilities for integrators to apply their professional
expertise in risk assessment, project management, and innovative technologies to
implement code-compliant systems that best protect these emerging, high-risk
enterprises.
Cash Businesses
Until federal legislation is passed to ease banking restrictions, most
cannabis dispensaries are forced to remain cash-heavy operations. Dealing in
a high-demand, highly regulated product like cannabis increases the potential
for armed robbery and burglary, as well as internal theft, tampering,
counterfeiting, organized retail crime, and even espionage. Therefore, the
need is urgent for these cannabis businesses to seek experienced security, fire,
and life safety professionals to evaluate risks with a critical eye on the
specific type of operation - whether that be a dispensary, manufacturing site,
or cultivation facility.
Licensing - Don't Go There Alone
Before the conversation about security, fire, and life safety solutions can
begin, cannabis businesses must first become licensed to operate in their
city and state by meeting compliance standards and navigating the extremely
complicated and competitive licensing process. As independent-spirited
entrepreneurs, new cannabis business owners may be accustomed to making
decisions and doing things on their own. So, it may be unusual for them to seek
professional guidance for the rigorous, detailed security requirements mandated
by licensing authorities. This is where identifying a trusted security partner
is absolutely critical.

Will Marijuana Legalization Become a Campaign
Issue?
Where Does Kamala Harris Stand On Marijuana?
With U.S. President Joe Biden stepping aside for the presidential race and
endorsing Vice President Kamala Harris, her potential candidacy for the 2024
election against Donald Trump brings attention to her stance on multiple
issues, including marijuana.
Harris' Evolving Attitude Toward Cannabis
While marijuana may not be a central issue in this presidential campaign, the
industry is at a turning point, as Biden has initiated a review to
reschedule marijuana from Schedule I to Schedule III of the Controlled
Substances Act. This would ease the tax burden on businesses and place
marijuana in a category with less dangerous substances.
Therefore, understanding Harris's evolving stance on marijuana helps clarify her
past position and the reasons behind her current support for marijuana reform,
as well as what we can expect from her in a potential presidential campaign.

Amazon's Fake Review Lawsuit in the News
Amazon, Better Business Bureau file joint lawsuit in fight over fake reviews
It's the e-commerce giant's first joint
lawsuit tackling fake review brokers, and aims to shut down ReviewServiceUSA.com.
In the fight over fake reviews, Amazon and the Better Business Bureau have filed
a joint lawsuit against ReviewServiceUSA.com for allegedly selling fraudulent
positive reviews to "bad actors" on Amazon product pages and Better Business
Bureau profiles, the e-commerce giant announced Thursday.
In a lawsuit filed in the U.S. District Court for the Western District of
Washington, the two entities alleged that ReviewServiceUSA.com used counterfeit
customer accounts to post fake positive reviews to "misleadingly inflate"
product or business rankings and ratings.
The two companies are aiming to use the lawsuit to shutter ReviewServiceUSA's
business, per the press release. The legal action is Amazon's first joint
lawsuit filed against fake review brokers. ReviewServiceUSA did not immediately
respond to Retail Dive's request for comment regarding the lawsuit.
With the lawsuit that Amazon has filed in conjunction with the Better Business
Bureau, the e-commerce company continues to enlist the courts in its quest to
quash fake review posters. In 2022, the company sued AppSally and Rebatest,
alleging that they coordinated free items or money in exchange for posting false
product reviews.
In its lawsuit announcement, Amazon noted that it "invests significant
resources" to stop fake reviews, including using machine-learning models and
investigators to determine whether reviews are genuine.

Amazon Has Lost More Than $25 Billion from
Alexa Devices
Alexa Is in Millions of Households-and Amazon Is Losing Billions
Company's strategy to set prices low for
Echo speakers and other smart devices, expecting them to generate income
elsewhere in the tech giant, hasn't paid off
Amazon's Echo smart speakers - home to the virtual personal assistant Alexa -
have sparked billions of dollars in losses for the company despite strong
sales and household name recognition around the world, according to a
report.
CEO Andy Jassy - who took the helm of the Settle-based e-tailing giant in 2021
after billionaire founder Jeff Bezos stepped down - has set his sights on
cutting costs, and the smart device business is reportedly on the chopping
block.
Amazon has sold more than 500 million Alexa devices as of 2023. But
between 2017 and 2021, the company lost more than $25 billion from its
devices business, according to internal documents reviewed by the Wall
Street Journal.
Since Alexa and Echo products first launched in 2014, they have been sold at
rock-bottom prices - both to compete with rivals and to incentivize customers,
so the product would become widely used. Amazon expected the speakers would lead
to future purchases, with customers speaking to Alexa to order goods off Amazon.

Oakland, CA: Popular Oakland restaurant burglarized for 7th time in 4 years
The owner of a popular Oakland restaurant says he's fed up after his business
was burglarized for the seventh time in the last four years. The latest incident
happened early Wednesday morning. Surveillance video was shared with ABC7 News
from Kitchen Story on College Avenue in Rockridge. You can see the burglar try
to pry open a door -- unsuccessfully -- and then run off. The suspect didn't get
away with anything this time, but outside the restaurant, you can see the
damage. Kitchen Story's front door was bashed in -- and the owner says repairing
the glass has cost him thousands of dollars each time this has happened. Now,
he's questioning why Oakland Police don't patrol the area.

San Bernardino County, CA: Robbery, pursuit in Southern California ends with
foot chase inside Walmart
Five men wanted in connection with an alleged robbery in Bakersfield were
arrested after a high-speed pursuit and a foot chase that ended inside a Walmart
in San Bernardino County, authorities announced. The incident unfolded just
before noon Wednesday when police in Bakersfield requested the assistance of
deputies with the San Bernardino County Sheriff's Department in apprehending the
suspects as they were driving southbound on Highway 395 toward Adelanto in a
black Mercedes-Benz. SBSD deputies and officers with the California Highway
Patrol, along with a CHP helicopter, spotted the suspect vehicle traveling at
speeds of more than 100 miles an hour while passing other cars on the shoulder
of the highway. "Deputies attempted to stop the vehicle, but the driver refused
to yield and continued to drive with complete disregard for public safety," an
SBSD news release stated. When the driver pulled into a Walmart parking lot in
Victorville, four suspects jumped out of the vehicle and ran into the store,
while the driver of the Mercedes sped off. Authorities said that Walmart
employees quickly worked to evacuate their customers to a safe location as
deputies, including a K-9 unit, searched the store for the four suspects and
ultimately took them into custody. The driver of the Mercedes was also arrested
after a short pursuit, officials added.
