DC - The Retail Industry Leaders Association (RILA) and the National
District Attorneys Association (NDAA) announced the launch of their
2024 Store Walk Initiative, a unique approach to tackling organized retail
crime, habitual theft, and its impact on communities. Through the
Initiative, now in its second year, RILA and NDAA connect retailers with local
prosecutors to facilitate a better understanding of shared challenges, exchange
insights, and identify ways both parties can collaborate to reduce retail crime
and recidivism.
"Organized retail crime is such a complex challenge; while there is no
overnight or one-size-fits-all solution, we know collaboration is essential to combatting the problem. A unified response is an effective one, and that's what
the Store Walk Initiative is designed to enable," said Lisa LaBruno, RILA Senior
EVP of Retail Operations. "DA offices and retailers, through newfound
relationships, are building stronger, more effective cases that lead to
successful prosecutions. Together, we're making meaningful progress toward
restoring vibrancy to communities across the U.S."
Last year's inaugural Store Walk Initiative led to over 100 district attorney
offices representing cities large and small across the U.S. participating in
store walks with leading retail asset protection leaders and store management
teams. The Initiative has enabled more effective communication and
strategic coordination around ORC cases, which have ultimately led to
successful prosecutions and

'Record Number' of ORC Arrests So Far in 2024
Organized retail crime enforcement results in 700+ arrests, recovery of $6.8
million in stolen goods
SACRAMENTO
- Continuing the aggressive push to reduce organized retail crime in California,
Governor Gavin Newsom announced that the California Highway Patrol (CHP)
achieved a record number of arrests and recovery of stolen goods so far in 2024.
Since January, the CHP's Organized Retail Crime Task Force has conducted 320
investigations, made 717 arrests, and recovered nearly
230,000 stolen goods valued at more than $6.8 million. CHP's
operations are part of the state's comprehensive efforts to combat organized
retail crime, which also includes new
measures to crack down on property crime and the state's
unprecedented police funding to local communities, including to Orange,
Riverside, Los Angeles, and Bay Area counties.
Since the inception of this task force in 2019, the CHP has been involved in
more than 2,600 investigations, leading to the arrest of more than 2,800
suspects and the recovery of over 838,000 stolen goods valued at nearly $45
million.
In 2023, as part of California's
Real Public Safety Plan, the Governor announced the largest-ever investment
to combat organized retail crime in state history, an annual 310% increase in
proactive operations targeting organized retail crime, and special operations
across the state to fight crime and improve public safety. This plan
continues California's ongoing commitment to safeguard communities and improve
public safety; the state has invested $1.1 billion since 2019 to fight crime,
help local governments hire more police, and improve public safety.
As part of the state's largest-ever investment to combat organized retail crime,
Governor Newsom announced last year the state
distributed $267 million to 55 communities to help local communities combat
organized retail crime. These funds have enabled cities and counties to hire
more police, make more arrests, and secure more felony charges against suspects.
Last year, the state's funding for organized retail crime included over
$38,000,000 for Orange County, over $41,000,000 for Los Angeles County, over
$11,000,000 for Riverside County, and over $43,000,000 for the San Francisco Bay

49 Cities See 'Unprecedented Declines' in
Crime
Live Crime Tracker Shows Major Crime Declines in First Half of 2024
Crime rates in major U.S. cities declined substantially in the first half of
2024, according to novel data from NORC at the University of Chicago's new
Live Crime Tracker.
An analysis by NORC's Center on Public Safety & Justice reveals unprecedented
declines across multiple crime categories in 49 mid-sized and large cities.
Homicides, motor vehicle thefts, and burglaries each dropped by over 22
percent compared to the same period in 2023. Statistically significant
decreases were also recorded in robbery and simple assault cases.
Crime since the start of the COVID-19 pandemic has been extremely volatile.
From 2019 to 2020, homicide increased by 28 percent, the largest one-year
increase since 1960. In 2023, preliminary FBI UCR data
show a 13.2 percent decline in homicides, which is the largest one-year decline
since 1960. Preliminary estimates from the FBI, Major Cities Chiefs
Association, and AH Datalytics report substantial declines in crime and violence
in the beginning of 2024.
Using data from the Live Crime Tracker, a city panel that collects daily crime
reports from the open records of 49 mid-sized and large U.S. cities, we find
that both property and violent crime declined at a historically anomalous
rate from January 1 to June 30, 2024, compared with the same period in 2023.
•
Three major types of crime declined by more than 22
percent: Homicide (-22.3 percent), Burglary (-22.5 percent), and
Motor Vehicle Theft (-22.1 percent).
• Robbery declined 13.9 percent, Larceny/Theft
declined 8.9 percent, and Simple Assault declined 6.3 percent.
•
Aggravated Assault (-1.1 percent) and Sex Offenses (-4.4 percent)
were essentially unchanged from the prior year.

Fight Theft
The Fight Over Masks in Stores Is Back-This Time With a Twist
Store owners are trying to enforce mask bans
to prevent theft, raising health and civil-rights concerns
Masks are creating controversy for businesses again, but this time for a
different reason. Early in the pandemic, retailers faced backlash for mandating
face coverings. Now some store owners are demanding customers drop their
masks.
Police and some small-business owners say people are
exploiting the cultural acceptance of masks established by Covid-19 to commit
robberies while hiding their faces. In response, some stores and
business organizations are calling for bans of face coverings or imposing them
on their own.
The moves come as state and local governments take steps to enforce mask
restrictions. North Carolina last month passed a law increasing penalties
for wearing a mask while committing a crime, largely in response to
pro-Palestinian protesters who covered their faces during demonstrations. Also
last month, New York Gov. Kathy Hochul said she supported a mask ban in
the New York City subway, a policy pushed for by Jewish leaders in the city.
Critics say the bans jeopardize the health of immunocompromised people,
violate civil liberties and foster discriminatory enforcement.
Violent crime has largely declined following spikes during the pandemic. Still,
retailers across the country say theft has risen,
fueled by both in-store robberies and a jump in organized retail crime
in parts of the country. Store owners have responded by adding security guards
and cameras and locking up more goods.

CrowdStrike update causes device outages for
millions of users of Microsoft Windows devices
A massive tech outage swept the globe, knocking out operations for banks,
media companies and emergency services and forcing airlines to ground flights,
exposing the fragility and interdependence of global digital infrastructure.
A single update from cybersecurity-software company CrowdStrike, a major
provider of malware and virus protection to a large array of companies,
caused outages for millions of users of Microsoft
Windows devices worldwide.
Major airlines including Delta Air Lines, United Airlines and American
Airlines halted departures, according to advisories issued by the Federal
Aviation Administration.
Windows computers and tablets crashed in countries from the U.S. to China and
Australia, with reports of forced restarts of devices spreading across social
media. Many affected machines were unable to restart, instead showing a blue
error screen sometimes called the "blue screen of death."
CrowdStrike Chief Executive George Kurtz said in a post on X that the issue
had been identified and a fix had been deployed, adding that "this
is not a security incident or cyberattack."
That one update from a single company could plunge so many companies-from
airline check-in desks to consultants' conference rooms-into a digital dark
age serves as a stark warning of the economy's technological dependence, and
the dangers of too much consolidation around the same tools.

Yet Another Retailer Suffers Data Breach
MarineMax breach exposes personal data of over 120,000 individuals
The nation's largest recreational boat and yacht retailer had its systems
hacked in March.
According to a
notice published by the Maine Attorney General 's office, MarineMax Inc.
suffered an external system breach caused by hackers from March 1-10, 2024
and discovered the incident March 10. The cyberattack exposed names or other
unspecified personal data of 123,424 customers and
employees, including 153 Maine residents (which necessitated the
Florida-based company to contact the Maine attorney general).
MarineMax sent written notification to affected people on July 16, 2024
and is offering free access to 24 months of Experian credit monitoring services.
The letter also states that the breach impacted a "limited portion" of the
retailer's information environment and that it has "remediated our environment,
implemented additional security measures, initiated an investigation with
the assistance of third-party forensics experts, and notified law enforcement
authorities."
MarineMax initially announced the breach in an SEC filing on Sunday, March 10,
stating at that time no sensitive data was exposed. But in a follow-up public
filing on Monday, April 1, the retailer said the attack had "exfiltrated
limited data" including some personally identifying information of customers
and employees.

The E-Commerce Boom Continues
US online retail sales to reach $1.2 trillion this year: report
E-commerce is "maturing" and returning to "pre-pandemic normalcy" as it continues to capture market share, according to FTI Consulting.
Indicating the continued growth in e-commerce, U.S. online retail sales
are forecast to rise 9.8% to $1.2 trillion this year, according to a new report
from FTI Consulting.
U.S. e-commerce sales will make up 22.7% of the overall retail market share
this year, up from 21.6% last year. Online sales growth accounted for 57% of
total U.S. retail sales in Q1, its highest rate since 2017 excluding the
pandemic period.
Total U.S. e-commerce sales this year will reach "high- to mid-single-digit
sales growth for several more years," a shift from the mid-teen annual
growth rate it experienced in the decade before the COVID-19 pandemic, according
to the report.

Thieves
steal thousands from multiple Lululemon stores in DC
Detectives are searching for four suspected thieves who robbed multiple
Lululemon stores on Wednesday, committing three thefts in less than two hours.
The first incident occurred at 10 a.m. at the Lululemon located in the 1900
block of 14th Street Northwest. About 30 minutes later, Metropolitan Police
Department detectives believe the suspects targeted the Georgetown Lululemon
store on M Street, where they stole merchandise including hats and shorts before
fleeing without paying. The third robbery took place around 11:30 a.m. at the
Lululemon in the 1000 block of F Street Northwest.

Peachtree City police hunt for retail theft ring after $5K shopping rampage
The Peachtree City police are working to identify members of a retail theft ring
who stole a woman's credit card and then went on a $5,000 shopping spree. Police
say there were three people involved in this crime, and they say they are likely
members of a larger, national theft ring that is currently operating in metro
Atlanta. "There is evidence these people are tied to open incidents from places
as far away as New York and Louisiana," said Lt. Chris Hyatt of the Peachtree
City Police Department. A man and woman are seen walking around a busy Newk's
Eatery looking for an opportunity to strike. The surveillance video shows them
targeting an unattended purse left on the floor at a table. The man is seen
dropping his jacket near the purse and then sliding it over to the woman. The
purse was left unattended by another customer. The woman is seen rifling through
the purse and police say the couple got the victim's credit card out. Police say
these people are, unfortunately, pros at this. Police say a different man then
teamed up with the woman on the same day and took the stolen credit card to a
Lululemon store. Get this, police say the couple used the same stolen credit
card four different times in nine minutes to buy over $5,000 in clothing.

Sacramento County, CA: The Sacramento County Sheriff's Office is continuing its
fight against retail theft
It
conducted "Operation Bullseye" at the Target location on Madison Avenue over the
weekend. The sheriff's office says it arrested 50 people over the two-day period
and nine of them were teenagers. The suspects ranged in age from 15 to 54.
Detective Ryan Drummond with the Organized Retail Theft Task Force says $4,866
in merchandise was recovered. "None of the items were necessities for everyday
life like the narratives are saying. A lot of it was electronics, toasters, bed
comforters, make up," said Drummond. He says the concerning part was the number
of repeat offenders. "I would say largely over 50% were repeat offenders. I
would say 15 of the individuals were people my team specifically have arrested
from previous operations," he said. According to the sheriff's office, the
Madison Avenue location is the hardest hit Target store for retail theft in the
county. While each of the items stolen only qualified the suspects for
misdemeanors, four people went to jail on outstanding warrants. "All the
warrants were theft-related. Many of these individuals we have caught multiple
times from previous operations. Some of those warrants were specifically from my
team and they just didn't show up for court," said Drummond.

Selbyville, DE: Troopers Arrest Maryland Man for Felony Shoplifting
On July 17, 2024, at approximately 2:11 p.m., troopers responded to Harris
Teeter, located at 31221 Americana Parkway in Selbyville for a shoplifting. When
troopers arrived, they were told that an unknown suspect had stolen over $5,000
of consumable merchandise from the store since June. Through investigative
means, troopers identified Glenn Haught as the suspect. Later in the day,
troopers responded back to Harris Teeter when Haught returned and was being
detained by asset protection. Haught was arrested and taken to Troop 4, charged
with the crime listed below, arraigned by Justice of the Peace Court 2, and
released on a $2,000 unsecured bond.

Nashville, TN: Metro detectives search for shoplifting sisters with multiple
outstanding warrants
Detectives with the Metro Nashville Police Department (MNPD) have asked the
public to help locate two shoplifters with multiple outstanding warrants. In a
Wednesday press release, MNPD stated that the two shoplifters are sisters
believed to have stolen thousands of dollars worth of merchandise.
Twenty-eight-year-old Myiesha Mayes is wanted on 13 outstanding theft warrants
while her sister, 25-year-old Melissa Mayes is wanted on six outstanding theft
warrants. Myeisha reportedly frequented Sephora locations at Fifth & Broadway
and at Opry Mills mall, taking thousands of dollars' worth of merchandise.
Myeisha also allegedly stole several pairs of designer sunglasses from the
Sunglass Hut at the Green Hills Mall with her brother, 26-year-old Michael
Mayes. Michael is currently being held on a $60,000 bond. Melissa is wanted for
her involvement in similar incidents at stores on Fifth & Broadway, Opry Mills
Mall and the Green Hills Mall.

PA: Update: Photos released of suspect sought for convenience store killing in
Chester, Pa
Police have released photos of the man being sought for a fatal shooting inside
a convenience store in Chester, Pa. It happened in the Lucky 7 store on the 1100
block of Morton Avenue just before 11:30 a.m. on July 2. Police identified the
victim as 27-year-old Dontae Dickerson. He was found on the floor of the store,
with a gunshot wound to the back of the head. The suspect has several tattoos on
his arm, specifically an A K-style rifle on his left forearm.

Lancaster, CA: Teen fatally shot while working at SoCal smoke shop
An 18-year-old who just graduated high school was shot and killed while working
at a smoke shop in Lancaster, and the suspects on Wednesday remained
outstanding. The incident happened around 3:30 p.m. Tuesday at Smoke Hookah on
West Avenue I, according to the Los Angeles County Sheriff's Department.
Homicide investigators are still trying to piece together what exactly happened,
but it stemmed from some sort of argument between the victim and two men who
entered the store. One of the suspects took out a gun and shot the victim before
they both took off running. Authorities have not confirmed what the fight was
about or if it possibly stemmed from a robbery. Authorities identified the
victim as George Peter Al Hawara, 18, of Lancaster.

Houston, TX: Officer hurt after armed robbers ran over his leg in getaway car
Houston Police say an officer was hurt when a robber ran over his leg in a
getaway car in the Heights early Thursday morning. The officer was responding to
a robbery call at a CVS Pharmacy on TC Jester and Washington Avenue at around 3
a.m. when this happened. HPD said two men wearing hoodies had gone into the
store and held the clerks at gunpoint, demanding money. There was no money in
the register's drawer and they couldn't get into the store's safe, so police
said the suspects stole a clerk's debit card and took out a few hundred dollars.
The suspects also tried to take the clerk's phone to gain access to their bank
accounts, according to HPD. That's when officers showed up. The two reportedly
took off but an officer managed to grab one of them as he was getting into the
getaway car. That's when police said the suspect ran over the officer's leg. The
officer was taken to an area hospital and is expected to be OK. The car used in
the robbery was found crashed nearby and officers were working to track down the
suspects.

Charlotte, NC: Teens return to Family Dollar store with gun after being kicked
out for shoplifting
Chaos
erupted at a store in northwest Charlotte after a group of teenagers were kicked
out and then returned with a gun. It happened Wednesday night at a Family Dollar
on Valleydale Road. A tipster told Channel 9′s Ken Lemon that the incident began
with teens being kicked out for shoplifting. But the teens came back with more
people and at least one gun. Images from inside the store show someone pulling
the gun out as soon as they walk in the door. One photo shows a 21-year-old
employee in a chokehold while a woman waves a gun at him. The tipster says
someone was attacking the store manager behind the counter at the same time. The
tipster said an adult told the teenagers to take what they wanted from the
store, instead of being a calming voice. One shopper told Lemon she knows the
store manager well. At one time, she remembered the manager helping her gather
supplies for a balloon release when her grandson died. "I feel sorry for her
because she's a very nice lady," said Irene Peninger. "She didn't deserve to be
treated like that." The two employees were assaulted and had minor injuries,
according to a police report.

Chester, PA: Hundreds of thousands of dollars stolen from Brinks armored truck
near Philadelphia
Authorities in Pennsylvania are investigating after two armed suspects robbed a
Brinks armored truck.
Officials say it happened around 12:16 p.m. Tuesday outside of an AutoZone in
Chester, Pennsylvania, a suburb of Philadelphia. The brazen crime happened only
a hundred yards away from the Chester Police Department headquarters. One of the
suspects, wearing a blue public safety jacket, and the other suspect, in a
reflective jacket, held up the driver with long guns and assaulted him. Police
say the two men got away with hundreds of thousands of dollars. Investigators
say the driver was not injured during the robbery. This is at least the third
incident involving an armored truck in the Philadelphia area in the past year.

Philadelphia, PA: Cargo thieves strike again; $15,000 in frozen beef stolen
Another cargo truck has been targeted by thieves in Philadelphia. This time,
bandits made off with $15,000 worth of beef from a truck parked in Southwest
Philadelphia. Police believe the suspects are part of a crime ring responsible
for similar robberies dating back to last year. Investigators said the thieves
struck around 4:30 a.m. Tuesday and broke into a cargo trailer, swiping 200
cases of oxtail. The owner of Bradway Trucking, Andrew Bradway, told Action News
the driver was sleeping in the truck sleeper when the criminals pounced. A
witness saw the theft unfold on the 2800 block of S. 63rd Street and called
police. The witness reported a Dodge Durango and a white SUV fleeing the scene.
The driver did not know the theft occurred until police arrived. Police said
there have been 11 thefts or attempted thefts of cargo from trucks during the
past three weeks.
