California's New 'Safeguarding our Supply Chains Act'
The legislation is intended to address cargo theft and supply chain security

Bill's sponsor says lawmakers will 'want to make sure that they're part of the solution'

A new piece of legislation intended to address cargo theft and supply chain security will focus on cracking down on organized crime, according to the bill's sponsor.

On June 25, Rep. David G. Valadao, R-Calif., introduced the Safeguarding our Supply Chains Act. The bipartisan bill "aims to improve coordination between the Department of Homeland Security and the FBI" with the hope of slowing the growing rate of cargo theft.

During a recent interview with Land Line Now, Valadao discussed some of the specifics of the bill, noting that the legislation will target organized crime operations that can cost the industry millions each year.

Data from CargoNet - a New Jersey-based data- and information-sharing company that collaborates with carriers and law enforcement to combat cargo theft - backs up that claim. In its recently released 2024 Second Quarter Supply Chain Risk Trends Analysis, the company noted a rise in the number of strategic cargo theft incidents perpetrated by organized crews.

To address that growing concern, the bill aims to establish a connection between federal agencies and local law enforcement to tackle cargo theft trough a two-pronged approach.

First, the legislation would establish the Supply Chain Crime Coordination Center in the Department of Homeland Security's Homeland Security Investigations to "collect and analyze data related to supply chain fraud and theft and to analyze regions and modes of transportation in the United States that are experiencing high volumes of organized crime." Additionally, the bill would establish a Supply Chain and Theft Task Force led by HSI and the FBI.

Currently, representatives from both Illinois and Texas, as well as Florida and Minnesota, are co-sponsoring the bill.

"This is a very non-controversial piece of legislation. It's very bipartisan," Valadao said. "And the more they hear about it, obviously they sign on because it is a very simple bill. 'Unprecedented' theft prompts new security measures in local Giant Food stores

Reports of shoplifting in all county stores up by 41% between 2022 and 2023, police say

An increase in shoplifting at Giant Food stores in Montgomery County has prompted the regional grocer to enhance security protocols in some of its stores.

"Giant Food has initiated new policies at select stores that are experiencing high shrink to mitigate the unprecedented levels of product theft that have become unsustainable for our business," Giant Food spokesperson Jon Arons said in an email to MoCo360. "The retail theft we are experiencing across our market area is a problem that affects everyone. It limits product availability, creates a less convenient shopping experience, and, most critically, puts our associates and customers in harm's way."

Shoplifting in county retail stores has been on the rise over the past few years, county police spokesperson Casandra Tressler said. "Any reported thefts are investigated," she said.

Between 2021 and 2022, shoplifting in retail stores, which includes grocery stores, increased by nearly 28%, from 2,425 to 3,100 reported cases, according to the county police department's 2022 Annual Report on Crime and Safety.

From 2022-2023, all shoplifting incidents increased by nearly 41%, Tressler said. Police did not provide the overall number of reported cases for 2023.

The number of reported grocery store thefts between 2022 and 2023 grew by about 48%, according to data provided by police. There were 427 reported thefts in 2022 and 630 in 2023. Reported cases for 2024 are on pace to exceed the number reported in 2023, according to police.

Between June 28 and July 11, 2024, law enforcement agencies in San Bernardino County worked together to address the issue of retail theft across various shopping districts.

The coordinated effort, dubbed Operation SMASH & Grab, involved multiple agencies including the San Bernardino County Sheriff's Department, Rancho Cucamonga Station, San Bernardino County Probation Department, Homeland Security Investigations, California Highway Patrol, and the San Bernardino Police Department.

During this two-week period, the investigators succeeded in making 12 felony arrests and 24 misdemeanor arrests. Additionally, they recovered a total of $7,826.00 in stolen property.

Retail theft in San Bernardino County has been on the rise, often involving organized crews that carry out robberies, burglaries, and other crimes. These incidents not only result in property loss but also create an uneasy shopping environment for local residents.

Operation SMASH & Grab specifically targeted the Rancho Cucamonga, Apple Valley, Hesperia, Victorville, and Chino Hills shopping areas.

U.S. Businesses Half of All Victims
Ransomware leak site posts jumped 20% in Q2

Threat groups claimed attacks on 1,237 organizations during the quarter, marking an increase from Q1. U.S.-based businesses accounted for more than half of all victims.

Ransomware activity jumped in the second quarter as threat groups listed 1,237 organizations on data leak sites during the period, marking a 20% increase from Q1, Reliaquest said in a Tuesday report.

May was an especially active month due to a spike in posts from the ransomware group LockBit, which accounted for 36% of the month's alleged victims, the report found. Yet, an abnormally slow June dragged the total count of alleged ransomware victims down 13% year over year, according to Reliaquest.

U.S.-based businesses bore the brunt of ransomware attacks during Q2, composing more than half of all claimed ransomware victims listed on data leak sites during the period. Sectors targeted most heavily by cybercriminals during the quarter included manufacturing and professional, scientific and technical services, the report found.

The May surge in claimed attacks followed by a June slowdown is attributed to LockBit's attempt to recover from an international law enforcement takedown of the group's infrastructure.

"Announcing 179 affected organizations in May alone, the group likely tried to regain notoriety and disprove law enforcement's statements regarding the group's takedown," Reliaquest's Threat Research Team said in the report.

The most active ransomware groups during Q2 typically gained initial access to victim networks by exploiting unpatched VPNs, remote desktop protocol tools or social engineering campaigns, according to Reliaquest. cybersecuritydive.com

Amazon’s Prime Day, now in its 10th year, is expected to set a record with $14 billion in spending over the two days, representing a 10.5% increase from 2023. On July 16, the first day, spending is projected to reach $7.1 billion, making it the biggest mobile shopping day of the year, with $3.4 billion in mobile sales. The second day is forecasted to generate $6.9 billion, up 9.2% year-over-year.

Steeper discounts are driving this spending, particularly in electronics (22% off), apparel (20%), and home goods (17%). Adobe’s analyst noted that back-to-school shopping trends are boosting consumer interest in the event. A Senate probe found that Amazon’s Prime Day significantly contributed to worker injuries, according to CBS News. The investigation highlighted understaffing in warehouses during busy periods, increasing risks for employees. Los Angeles, CA: 'Flash robbery' suspects arrested, Inglewood business accused of re-selling stolen merchandise
Several people have been arrested and a business was raided by members of a Los Angeles task force assigned with battling shoplifting and other retail crimes in the area. The previously unnamed business is located on the 2700 block of West Manchester Boulevard in Inglewood and has been on the radar of the Los Angeles Organized Retail Crime Task Force for several months, officials said. Photos released by police on Wednesday identified the business as Tilt., located at 2720 West Manchester Blvd. In March, another local business reported to the Los Angeles Police Department that it had been the victim of theft and police were able to eventually identify the Inglewood business as the alleged purchaser of the stolen goods.  ktla.com


Colorado Springs, CO: Group attacks Colorado Springs vape shop in early morning smash-and-grab burglary
Session Supply, a local vape shop that opened less than four months ago, is the latest victim of a smash-and-grab burglary. According to the owner, Dutch Knudson, a group of seven individuals pulled up to his business, at 1614 S Academy Blvd, at 4:30 a.m. Wednesday. The group can be seen on surveillance video using a stolen Kia to crash into the storefront, allowing them to gain entrance and steal an assortment of items. Items stolen include vapes, nicotine juices, kratom powders, glass and pipes. Knudson said the worth of the items has been estimated at $4,000. One member of the group used a hammer to break cases throughout the story while their partners continuing stealing. After stealing a significant amount of merchandise, the group takes off in several getaway cars.  gazette.com


Memphis, TN: Man steals $1k in detergent from dollar store, shoots at witness
Memphis police say a man walked out of a store with more than $1,000 in laundry detergent and cleaning products, then fired two shots as he made a getaway. The theft happened at 5:30 Saturday afternoon at the Dollar General in the 2400 block of Elvis Presley Boulevard. A man in a pink hat and tank top walked in the store and stocked up a cart with detergent and cleaners, then left through a rear exit without paying. He then loaded the merchandise into a black sedan driven by a second man. When someone looked out a side door, police say the first man shot at them. Gainesville, FL: Pair arrested for trying to steal $1,500 in merchandise from Walmart
Lelathia Campbell, 21, and Ozasia Campbell, 22, were arrested yesterday and charged with attempted grand theft after allegedly loading 99 items into a shopping cart at Walmart with the intention of stealing them. At about 6:47 p.m., a Gainesville Police Department officer responded to the Walmart at 5700 NW 23rd Street, where the Loss Prevention Officer (LPO) said the suspects had placed approximately 99 items, worth $1513.15, into a shopping cart with the intention of walking out the exit in the Garden department without paying for them. The officer reported that the suspects had parked a yellow Penske moving truck near the exit; the back hatch was lifted, and the engine had been running while they were in the store, reportedly about an hour alachuachronicle.com

Lincoln, NE: Update: Lincoln man faces drug charge after homicide outside Russ's Market
A Lincoln man accused of taking drugs from the scene of a shooting in a Russ's Market parking lot was arrested. Lincoln Police arrested 25-year-old Jose Reyes on Tuesday. He's accused of taking marijuana from the victim's vehicle on July 5. Police responded to the grocery store parking lot near South Coddington Avenue and West A street at 10 p.m. A caller reported shots fired near the grocery store, and then a second caller reported a man suffering from gunshot wounds near South Folsom and West A streets. First responders found 25-year-old Francisco Javier Alvis suffering from three gunshot wounds about a mile from where the shots were fired. He was taken to Bryan West where he died from his injuries.  1011now.com


Philadelphia, PA: Update: 2nd suspect wanted for shooting at Frankford Convenience Store
Philadelphia Police have arrested a man and are looking for another who is responsible for a shooting that killed a clerk at the Frankford Convenience Store on July 11th. 37-year-old Kharee Simmons was arrested and charged with Murder, Criminal Conspiracy, Robbery, Theft-Unlawful Taking, and Theft-Receiving Stolen Property in the shooting of Kenneth Kennedy-McLeod. Police say the shooting happened at 12:18 a.m. on July 11th, when 37-year-old Kennedy-McLeod was found inside the store with gunshot wounds to his left shoulder and right shoulder. He was taken to Temple University Hospital where he later died at 12:43 a.m.  phl17.com


Dallas, TX: Woman shot clerk in neck at Oak Cliff store during argument, per affidavit
Syed Inayath Ali, 52, died a week later from his injuries; Aleigha Cassandra Horn, 29, is facing robbery and murder charges in the shooting. A 29-year-old woman is facing robbery and murder charges after police said she shot a convenience store clerk in the neck and stole a bottle of water, according to an arrest-warrant affidavit. Syed Inayath Ali, 52, died Monday from injuries suffered during a July 8 shooting in Oak Cliff. According to the affidavit, officers responded about 6:15 a.m. to a report of an aggravated robbery in the 300 block of South Marsalis Avenue. Police learned Ali, a convenience store employee, had been shot in the neck by a woman who took property and left, police said.  dallasnews.com


Cincinnati, OH: Update: Kroger store shootout suspect ruled incompetent to stand trial
The man accused of starting a shootout with police inside a Greater Cincinnati Kroger store is incompetent to stand trial, a Hamilton County judge ruled this week. Joseph Van Niman, 42, must undergo mental health treatment for no more than a year at Summit Behavioral Healthcare in Roselawn, court records show. Judge Leslie Ghiz scheduled a hearing next year, on Feb. 11, to receive an update on his treatment and determine if he will be competent at that time to face a dozen charges. Van Niman has been held at the jail on a $1 million bond since pleading not guilty last month. His lawyer, Robert Jones, filed a motion with the court on June 7 requesting the mental evaluation. Jones wrote in the court filing that he had "reason to believe Mr. Van Niman may have a mental disease or defect that made him unable to understand the wrongfulness of his acts at the time of his offense, unable to fully comprehend the proceedings in this court at this time and/or (is) unable to assist counsel in preparation and defense in of his case."  fox19.com

Memphis, TN: MPD makes 19 arrests, issues 20 citations Downtown over the weekend during 'Operation Saturday Night Live'
On Tuesday, the Memphis Police Department announced charges for 19 people arrested during "Operation Saturday Night Live" over the weekend. Police also issued citations to 20 others. The suspects range from 15 to 45 years of age. MPD says the operation began in response to crime concerns from Downtown residents and businesses.  actionnews5.com


Memphis, TN: Man wanted for arson after throwing firework into store, injuring 2 employees
A man is wanted for arson after he threw a firework into a Parkway Village store earlier this week, injuring two employees, police said. Memphis Police (MPD) said officers responded to a suspected act of arson around 10 p.m. Monday, July 15 to the 3100 block of South Perkins Road. A man wearing a gray hoodie, blue jeans and black loafers got out of a red sedan and walked up to the store entrance, police said. He then pulled out "a large firework" from his pocket, lit it up and threw it toward the store counter, where, police said, a customer and two employees were standing. The firework exploded, injuring the employees and causing $2,500 in damage to merchandise, police said fox13memphis.com

Seems like the longer a process goes, the harder it is for everyone to stay focused on the initial purpose and maintain the enthusiasm as when it began.
