CA Governor Will Campaign Against Prop 47 
Reform Initiative 
Newsom downplays theft part of Prop. 47 initiative, calling it 'drug policy 
reform' 
California Gov. Gavin Newsom this week attacked a ballot measure changing 
parts of Proposition 47, saying it's more of a "drug policy reform" than an 
attempt to address retail theft.

comments at two different press events emphasized the measure's expensive price 
tag - and may preview a coming opposition campaign against the district 
attorney-backed initiative, now numbered Proposition 36. 
 
Proposition 36 would increase penalties for some drug 
and theft crimes by changing portions of Proposition 47. The 2014 
voter-approved initiative made some lower-level offenses misdemeanors and set a 
$950 felony threshold for shoplifting.  
 
Newsom and lawmakers previously tried to get the California District 
Attorneys Association to remove Proposition 36 from the November ballot. 
After various legislative maneuvers failed, the governor spent the final days 
before a month-long legislative recess negotiating an alternative measure to 
compete with the district attorneys' initiative. But Newsom dropped it the night 
before lawmakers were to vote on it. 
 
Now, his only options are opposing Proposition 36 and promoting the 
Legislature's theft and drug package, which lawmakers have been working on most 
of the year. Newsom said Wednesday he plans to campaign against the district 
attorneys' ballot measure. 
 
Proposition 36 would also allow prosecutors to charge a theft of $950 or less 
as a felony for offenders who have two or more previous theft-related 
convictions, the LAO reports.

2024 Second Quarter Supply Chain Risk Trends Analysis 
July 11, 2024 - CargoNet, a Verisk business and leader in cargo theft 
prevention and recovery, today released its cargo theft data for the second 
quarter of 2024, revealing a substantial increase in theft incidents 
compared to the same period last year. 
 
CargoNet recorded 771 theft incidents in the second 
quarter of 2024, representing a 33% increase compared to the second quarter of 
2023. However, theft activity decreased by 10% from all-time highs 
established in the first quarter of 2024. CargoNet's analyst team noted slight 
behavioral shifts in the country's most prolific organized cargo theft groups 
operating in Southern California. Across the board, these groups evolved to be 
more discriminating in their shipment targets, stealing high-value freight like 
motor oil and computer electronics less frequently. 
 
Theft activity was highest in California, Texas, and Illinois. In line 
with the 10% decrease in activity from the first quarter of 2024, reported 
activity in the top 5 counties - Los Angeles Co, CA; San Bernardino Co, CA; 
Riverside Co, CA; Cook Co, IL; and Dallas Co, TX - shrank significantly. 
However, in most areas, activity remained relatively consistent. For example, 
while activity in Dallas County decreased, activity in Tarrant County grew 
significantly due to a surge of thefts around the western edges of Fort Worth, 
TX. 
 
CargoNet expects cargo theft activity in the third quarter of 2024 to remain 
elevated. Organized cargo theft rings in Southern 
California continue to be the most prolific threat, but theft by 
deception schemes are growing in popularity across the continental United 
States, particularly targeted pilferage schemes and non-delivery of whole 
shipments. We anticipate that these methods of cargo theft will continue to 
increase in popularity.

The retail chain also posted a notable 
growth in physical assaults, growing 50% to 329 incidents against 219 in 2022. 
 
Supermarket chain Woolworths New Zealand has reported a significant rise in 
assaults in its stores in 2023 compared with 2022. The retailer registered 
925 acts of violence and aggression in its stores during the year, increasing 
9% from 848 cases in the previous year.  
 
The retail chain also posted a notable growth in physical assaults, growing 
50% to 329 incidents against 219 in 2022. The retailer did report a 
reduction in the use of weapons, with a 22% year-on-year drop. 
 
Woolworths has been proactive in implementing new security measures,
investing $45m since 2021 to enhance safety for staff 
and customers. Initiatives include the introduction of team safety 
cameras across all 191 stores, trolley lock systems, fog cannons, double-entry 
gates and anti-sweep shelving.  
 
The company is also considering additional measures such as duress alarms for 
team members in isolated areas.

in some U.S. states can now buy gun ammunition out of AI-powered vending 
machines right at their local grocery store. 
 
The company that makes them argues it's a safer way to 
sell ammo than online or off the shelf. But experts have raised 
concerns about increasing its availability in a country where gun violence is 
already widespread. 
 
American Rounds LLC currently stocks its "automated ammo retail machines" in 
eight supermarkets across Alabama, Oklahoma and Texas (at least one was 
removed earlier this month from an Alabama location, per local news reports). 
They are launching another this week in Colorado and say many more are on the 
way. 
 
Magers said the way that ammunition is currently sold - online and on the 
shelves at gun stores, sporting goods stores and big box retailers - makes it 
easy for people to steal it and for minors to order it illegally behind a 
keyboard. 
 
"When we looked at the market, we wanted to create a safer environment for 
ammunition while still respecting the integrity of the 2A community," he 
said, referring to the Second Amendment.

door. It's an OSHA inspector with a clipboard, though it might as well be a 
scythe. It's moments like these where practice and training pays off,

climate initiatives, Tractor Supply issued a lengthy statement abandoning them.

Fashion retail 'prime target' for cyberattacks as data breaches rise 
Valuable data held by fashion retailers has attracted a record number of 
cyberattacks in the industry. 
 
According to the Identity Theft Resource Centre, 2023 saw a 72% increase in 
data breaches compared to 2021, which previously had the highest number of 
recorded incidences. This amounted to 3,122 breaches in total with almost 350m 
victims. 
 
Each data breach cost an average of $4.45m in 2023, according to IBM, 
bringing the estimated cost of data breaches over the year to $13.89bn. 
 
Retail is becoming increasingly digitalised, with technology now 
integrated into operations across the value chain, from manufacturing processes 
to point of sale (POS) systems. While digital solutions often streamline retail 
processes, they also present security risks, and cyberattacks - which often 
result in data breaches becoming increasingly common. 
 
The fashion sector is particularly vulnerable, as retailers there hold a 
trove of personal and financial information about customers. In December 2023,

CEOs don't necessarily have to become 
experts in the technical aspects of cybersecurity to be prepared in case of an 
attack or - hopefully - stop one before it starts. 
 
The role of the CEO hasn't exactly changed when it comes to cybersecurity, but 
the CEO's perception of risk and level of engagement has, said Trevor 
Horwitz, CISO and founder of Trustnet.  
 
Ten years ago, cybersecurity was seen as an IT and compliance issue, Horwitz 
said. "If there was a breach, the impact wasn't seen as significant, and the 
CEO's role was primarily to make high-level decisions during the incident." 
 
The difference now is the potential threat to business operations and 
reputations, he said. "CEOs are tasked with integrating 
cybersecurity into the overall business strategy and aligning 
cybersecurity with business goals." 
 
Old excuses aren't going to cut it anymore either, Dunn added. Such 
breaches could have potential ramifications beyond Congress compelling company 
officials to testify.  
 
CEOs are also beholden to the SEC, said Gartner Distinguished VP Analyst 
Katell Thielemann, meaning they are responsible to shareholders or, in the case 
that the company they oversee is part of critical infrastructure, the country.
 
 
"The government is telling me 'I'm sorry' is not good enough," Thielemann

Software defects are a recurring problem the Cybersecurity and

vendors could have prevented attacks by fixing these

sold stolen merchandise, even requesting certain in-demand items be stolen. "We 
were sending people in to sell, and we were telling them it was stolen," Dart 
said. "We would then go back in with a different undercover officer and buy the 
stolen stuff we had just sold them. So, we were recovering the stuff. Everyone 
knew it was stolen." Flee Club owner Darris Kelly and employee Jerry Walker are 
both charged with felony theft. The store was open Thursday, but no one in the 
shop would comment on the allegations. Among the items the Cook County 
Sheriff's Office recovered are Air Jordans that had not been released. Dart said 
the Air Jordan 4 Retro SEs weren't to be sold publicly until after the Olympics. 
Dart said his Organized Retail Crime Team found the items were stolen from 
stores and train cars.

Los Angeles, CA: Six Burglars slam car into shoe store in South LA $20,000 
Smash-and-grab theft caught on video 
Several burglars on Thursday were involved in a dramatic smash-and-grab theft in 
which a car slammed into the front entrance of a South Los Angeles shoe store. 
Officers responded to the dramatic break-in, which was captured on surveillance 
video, at 3:17 a.m. after an alarm was triggered at Rich LA Clothing & Snkrs, 
located near the intersection of Century Boulevard and Van Ness Avenue in 
Gramercy Park. The footage shows a white sedan crashing into the front 
floor-to-ceiling window and security gate, before the group of suspects run into 
the store and ransack it.

Bulloch County, GA: Fourth man sought for selling stolen goods in Bulloch County 
Recent undercover work by the Statesboro-Bulloch Crime Suppression Team led to 
the recovery of about $50,000 worth of stolen property. Bulloch County Sheriff 
Lynn Anderson said investigators have been working over the past several weeks, 
tracking down information about several people involved in selling stolen 
property in Georgia and Florida.

Laramie County, WY: Scottsbluff man accused in theft scheme from Scottsbluff, 
Cheyenne Home Depots 
A rural Scottsbluff man accused of defrauding Home Depot stores in Cheyenne and 
Scottsbluff with a merchandise scheme has agreed to be extradited to Wyoming. 
69-year-old Laverne Meyer, also known as Vern Meyer, was lodged into the Scotts 
Bluff County Detention Center July 3 on a Laramie County warrant issued June 21 
alleging felony theft in excess of $1,000, and a local felony charge of 
tampering with evidence. According to court documents, a Home Depot corporate 
investigator met with Scottsbluff Police June 19, telling officers Meyer was the 
subject in multiple thefts dating back to May 17, 2023, and provided a flash 
drive with a powerpoint presentation, photos, videos, receipts and an Excel 
spreadsheet detailing the thefts. 
The investigator said Meyer was going into Home Depot locations and purchasing 
items, then returning a day or two later empty-handed, grabbing items from store 
shelves and returning them for reimbursement using receipts from prior visits. 
The Home Depot employee said Meyer did the same in Cheyenne, and they were able 
to trace the activity back to the suspect through a store account, credit and 
debit cards in Meyer's name. The search affidavit said a May 2024 tip from a 
Scottsbluff store employee about suspicious activity helped the corporate 
investigation that found as of June 14, 2024, there were a total of 35 
documented incidents, 21 of them in Scottsbluff, with a total loss of $4,461.30.

Houston, TX: Harris County Deputy shot, killed by man who assaulted pizza 
restaurant employee 
The Harris County Sheriff's Office on Thursday was searching for a 44-year-old 
man who shot and killed a deputy Wednesday night after he received the wrong 
order at a northeast Houston pizza restaurant and assaulted an employee, 
officials said. 28-year-old Fernando Esqueda, a five year veteran of the 
sheriff's office, died after he sustained several gun shot wounds from an 
encounter with the man. Deputies Wednesday responded to calls of an aggravated 
assault at a Little Caesars Pizza restaurant on the 16500 block of Wallisville 
Road around 10 p.m. "The suspect came into the location to pick up a pizza that 
he ordered. He was upset because the order was incorrect," Harris County 
Sheriff's Office Chief Deputy Mike Lee said during a press briefing. The man 
pulled out a firearm and pistol whipped the employee before he fled the scene, 
Lee said. Upon arriving, deputies could not locate the man, but the employee was 
able to identify his vehicle and license plate number. Deputies used the FLOCK 
camera system, which found the vehicle had been detected several times at a 
specific location. The deputy located the man's vehicle at that location. The 
deputy was using his radio to call in the vehicle when he was apparently 
ambushed by the man.

Fort Lauderdale, FL: Surveillance video shows drive-by shooting outside Fort 
Lauderdale corner store that killed 2, injured 3 
Police are hoping surveillance video can lead to a big break in the case of a 
drive-by shooting outside a corner store in Fort Lauderdale that left two people 
dead and three others injured. The security footage released on Thursday shows 
28-year-old Tiarra Holliday casually walking across the street toward the store 
Monday evening. Across the street was Holliday's 2-year-old son, Deagoo, with 
his uncle, a man dressed in blue. Just as Holliday reached the store, a silver 
sedan with dark-tinted windows approached. As the vehicle made a right turn, it 
slowed down. It was at that moment that someone on the passenger side opened the 
rear door and began shooting. Tiarra managed to enter the store, but she was 
mortally wounded. A man seen by a tree near the boy's uncle, later identified as 
45-year-old Sheldon Lawrence, tried to crawl away. Investigators said a total of 
five people were hit. Tiarra and Lawrence died from their injuries.

Philadelphia, PA: Store clerk shot and killed during possible robbery in 
Frankford 
A store clerk was shot and killed during what police say was a possible robbery 
in Frankford. Philadelphia Police say they learned about the incident after 
someone told an officer patrolling the area. This is when the officer found a 
man unresponsive on the floor of the convenience store on Frankford Avenue. The 
unidentified man was taken to Temple University Hospital where he later died. 
Detectives found the cash register open and believe this shooting could have 
been part of a robbery. Police confirm they do not have a description of the 
shooter, but they have camera surveillance video that they will be using as part 
of their investigation.

Elgin, IL: Off-duty Sheriff's Deputy shoots, kills suspect in Elgin after coming 
across armed robbery in progress, authorities say 
 Authorities 
are investigating a fatal shooting in Elgin after an off-duty Kane County 
sheriff's deputy came across an armed robbery in progress on Monday afternoon. 
Elgin police were called to the scene near the intersection of Walnut Avenue and 
National Street just after 4:30 p.m. Monday following a report of a shooting in 
the area, according to the Kane County State's Attorney's Office. According to 
Kane County Sheriff Ron Hain, an armed robbery was in progress when an off-duty 
deputy was driving through the area and saw an individual attack another 
individual. After the suspect showed a firearm, Hain said, the deputy shot and 
killed him. The suspect has not yet been identified. The other individual in the 
attack was not injured, nor was the off-duty deputy.
