Target Fined for Calling the Police Too Much?
Sacramento City Attorney's Office: Target could face fines for retail theft
calls
The
Sacramento City Attorney's Office warned a chain retail store that it could
face a public nuisance charge due to a large number of phone calls placed to
police when thieves repeatedly stole from its Land Park location.
A person with knowledge of the warning, but not authorized to speak publicly due
to the fear of retaliation, told The Sacramento Bee that city officials
threatened the Target at 2505 Riverside Blvd. in the past year with an
administrative fine. A Sacramento police spokesman confirmed the location -
a site that prompted heavy ire from Land Park residents due to repeated crimes -
when asked about the apparent warning.
The alleged warning issued by Sacramento city officials - and similar actions by
other cities across the state - prompted lawmakers to add an amendment to a
retail theft bill that would outlaw such threats made by authorities.
Pursuing legal actions against businesses for reporting crime brought heavy
criticism from law enforcement.
"I ... (was) also surprised that anyone would ever attempt to make a nuisance
case out of somebody calling to report a legitimate crime," said Alexander Gammelgard, president of the California Police Chiefs Association while
testifying in December at the Assembly's first retail theft committee meeting.
"I don't think there is a place for that."
The City Attorney's Office and the Sacramento Police Department were not aware
of any threats of litigation, Tim Swanson, a spokesman for the city of
Sacramento, wrote in an email. It's unclear why City Attorney Susana Alcala
Wood's office would allegedly resort to issuing such a warning to any
business seeking help from police. Swanson did not grant multiple interview
requests to the City Attorney's Office over a period of about a week.

Daily harassment of retail staff prompts call for proactive measures
Retail Trust findings underscore the urgent
need for retailers to adopt proactive measures to support and protect their
employees.
The verbal abuse and harassment of retail workers is a known and growing
problem, with retail crime across the board on the rise. Worryingly, whilst
reported crime is decreasing in England and Wales, reported violent retail crime
is increasing.
The British Retail Consortium (BRC) quotes figures of
1,300 incidents of violence per day. More staggeringly, the BRC
calculates there are 16.7m shoplifting incidents a year
(of which only about 2.5% are reported to the police).
There is a proposed introduction of a standalone offence of assaulting a
shopworker after much lobbying by retailers and unions is welcome, as is the
government's broader Fighting Retail Crime initiative.
47% of workers surveyed report hearing language of a sexual, racist,
homophobic or otherwise very offensive nature, while 1 in 4 have experienced
physically aggressive or violent behaviour.
Remarkably, 26% have also experienced unwanted touching or hugging.
More than half report dealing with angry customers more than once a week.
Experience of angry customers included physical
violence (11%), pointing or gesturing (55%), swearing (66%), raised
voices (82%) and personal comments (43%).
Research by the Retail Trust last year also found attacks on shop staff are
worsening, with two in five (41%) now shouted at, spat on, threatened or hit
every week. 66 per cent said the incidents had left them feeling stressed or
anxious about going into work.

San Jose officials support retail theft crackdown reform
San Jose's top political leader supports harsher penalties for drug
dealers as voters consider new measures to hold thieves and drug suppliers
accountable.
California voters passed the criminal justice proposition in 2014 and
established a $950 threshold for determining whether a theft would be
considered a misdemeanor or a felony. But opponents of Proposition 47 gathered
enough signatures to give Californians an opportunity to vote for harsher
punishments on theft and drug crimes under a new reform initiative dubbed the
Homelessness, Drug Addiction and Theft Reduction Act. If passed, people with a
history of theft convictions could be charged with a felony for stolen amounts
under $950 including smash and grabs. Harsher punishments also would be
reinstated for drug dealers.
Mahan said at a recent news conference he wants to support a Prop. 47 reform
measure that makes San Jose safer.
Last year San Jose City Council unanimously approved creating the
Organized Retail Theft Detail, an investigative team within the San Jose
Police Department to gather intelligence and track
crime statistics and patterns to identify hotspots, catch criminals and reduce
the rate of retail crimes. The San Jose Police Department received
nearly $8.5 million from the state to launch a three-year program.
Political consultant Rich Robinson told San José Spotlight he isn't surprised to
see big city mayors like Mahan call for Prop. 47 reforms in light of
organized retail theft and companies pulling out of some locations.

Violent holiday weekend sees mass shootings in Michigan, Illinois and Kentucky
A shooting at a block party in Detroit left two people dead and more than a
dozen wounded, capping a violent holiday weekend in the U.S. that also saw

Chicago, 19 of them fatally, over the long Independence Day weekend, when
there is often a spike in violence.
The four-day weekend in Chicago saw a spike in violence compared with the

In Detroit, two people were killed and 19 were wounded early Sunday in a
shooting at an illegal block party on the city's east side that was attended by
more than 300 people, Detroit Police Chief James White said Monday during a news
conference.
Shootings during the holiday weekend also took place in California and
Kentucky, where police say four people were killed and three others wounded
in an early morning shooting during a party at a home.

As many as 4,500 officers from outside law enforcement agencies may be
assisting the Milwaukee Police Department, according to city records
requesting bids to house and feed officers.
Which agencies are sending officers? Officers are coming from across the
country. As of late June, 16 agencies from Wisconsin and 42 from outside the
state had agreed to assist with the RNC.

In NYC war against rats, smaller property owners must use new trash bins by
November
Mayor Adams and city Sanitation Commissioner Jessica Tisch announced Monday that
landlords who own buildings with nine units or less will have to ensure their
trash is set out in rigid bins with tight-fitting lids starting Nov. 12.
The new time frame for that initiative is part of a broader policy aimed at
reducing rat infestations in the city by replacing plastic trash bags with
receptacles that are more difficult for rats to get into.
"These are durable. They are attractive and New York affordable," Adams said at
a news conference outside Gracie Mansion, gesturing to one of the new bins. "We
are really excited about this initiative. It is a game changer for our city."
Adams has made reducing the city's rat population a signature policy since
coming to City Hall in 2022. During his time in office, he's named a rat
czar, changed trash set-out times and rolled out initiatives to cut down on the
number of rat-friendly trash bags that remain on city streets.

OSHA Announces Funding for Safety Training
In an effort to support initiatives designed to create safer workplaces and
align with the Department of Labor's Good Jobs efforts, OSHA announced on June
27, that it will provide $12.7 million in training grants.
Administered by the agency's Susan Harwood Training Grant Program, the grants
aim to advance job quality for the U.S. workforce by providing instructor-led
training for workers, supervisors and employers in small businesses;
industries with high injury, illness, and fatality rates; and vulnerable,
underserved workers, many of whom have limited English proficiency or are
employed in temporary jobs.
Funds will support the delivery of training and education on hazard
awareness, avoidance and controls; and inform workers of their rights and
employers of their responsibilities under the Occupational Safety and Health
Act.
Applicants must be registered with grants.gov and SAM.gov to apply. Submit
a Susan Hardwood Training Grant application by 11:59 p.m. EDT on July 26, 2024.

Almost 60% of respondents said they believe an unclean restroom shows poor
management, according to an annual survey by commercial washroom fixtures

opinion of the business and half vow not to return

In direct contrast, 62% of Americans make a point to stop at businesses with

Ransomware Payment Ban? Not So Fast
CISA director says banning ransomware payments is off the table
The FBI, CISA and NSA all strongly advise against organizations making
ransomware payments if they fall victim to ransomware attacks. If so, why not
place a ban on paying ransomware demands?
The topic came up at a recent Oxford Cyber Forum. Jen Easterly, Director of
CISA, commented on the issue, saying, "I think within our system in the U.S.
- just from a practical perspective - I don't see it happening." It's
unlikely this was a purely spontaneous remark as the issue of ransomware is top
of mind for all cyber professionals, especially the director of CISA. For now,
it looks like making ransomware payments a punishable offense is not going to
happen.
Even more telling is that Easterly's answer was made during an interview with
Ciaran Martin, the former head of the U.K.'s National Cyber Security Centre.
Earlier this year, Martin had called for a ban on all ransomware payments in an
article she wrote for The Times newspaper.
So, should paying ransomware be banned or not?
Banning ransomware payments: More harm than good?
The Ransomware Task Force for the Institute for Security and Technology has also
chimed in on the topic. The task force stated that placing a ban on ransomware
payments in the U.S. at the current time will make it worse for victims, society
and the economy. Small businesses typically cannot withstand a lengthy
business disruption and might go out of business after a ransomware attack.
Additionally, if a ban was enforced, it could hamper the wider response to
ransomware threats. If companies faced penalties for paying, they might be
tempted to make ransomware payments secretly. This means accurate data about
ransomware variants and threat intelligence would suffer.

direct ties to how much - or little - access security leaders have to company
management.
Cybersecurity jobs pay well, especially as professionals move up the managerial
ladder. Salaries for CISOs run anywhere between $400,000 to $1 million per
year.
However, as the saying goes, money can't buy happiness - or job
satisfaction. Three in four CISOs considered a job change in 2023,
research from IANS and Artico Search found.
CISOs have found acceptance in the C-suite in title but not necessarily with
organizational leadership. Security leaders can serve
as the scapegoat for cyber incidents and compliance violations, which
is contributing to a lack of job satisfaction.
"Regulators and prosecutors are now holding CISOs accountable for
transparency, even fraud, on behalf of their organization," the report found.
CISOs must contend with personal liability and reputational repercussions,
while dealing with leadership teams that fail to grasp the gravity of
cybersecurity risks, Pathlock CEO Piyush Pandey said via email.

customers to enforce MFA
Snowflake established a new security policy to allow administrators to require
multifactor authentication for all users or specific roles after a wave of
attacks targeted more than 100 customer environments without the security
control.
MFA will be enabled by default for all newly created Snowflake customer
accounts, CISO Brad Jones said in a Tuesday letter to customers.
The change, which comes nearly three months after an attacker intruded
Snowflake demo accounts and customer environments, allows administrators the
flexibility to set MFA policies at the user level or systemwide. Previously,
Snowflake users had to enroll themselves in MFA.

The Retail Council of Canada wants to put a stop to widespread theft within the
retail industry.
"Retail crime contributed about $5 billion in losses across Canada,"
Retail Council of Canada Loss Prevention and Risk Manager Rui Rodrigues said in
an interview with CTV National News. Rodrigues said those numbers are from
pre-pandemic, and likely higher now.
Retail industry leaders recently met to find solutions to minimize theft. "Theft
amounts to roughly 1.8 per cent of all retail revenues in the country."
Stealing from retail stores in Canada has gone on for a long time, in a variety
of ways, but Rodrigues said the problem is worse now than it has ever been.
"General shoplifting happens quite often and group theft is a growing problem,"
he said, as he described the practice of large numbers of thieves blitzing
stores and leaving with large amounts of stolen merchandise. "They are literally
filling shopping carts and bags full of merchandise."
Rodrigues said organized crime is a growing concern, with items stolen
before they even get to stores.
"Trailers stolen from yards, in transport, there is definitely an increase of
that as well," he said.

The electronics retailer will enter new
communities under a partnership with Bell Canada, which will be responsible for
store operating and labor costs.
Best Buy Canada recently
opened its first small-format store in British Columbia in a partnership
with Bell Canada, the companies said in a June 26 announcement. The
companies plan to open 167 Best Buy Express-branded stores by the end of this
year. Many are expected to open in communities that did not previously have a
Best Buy.
The express-format stores will offer a curated consumer tech assortment, Geek
Squad services and telecom services from Bell, Virgin Plus and Lucky Mobile.
The new stores will also offer buy online, pick up in-store services for 100,000
products available through Best Buy's fulfillment network.
"Opening 167 stores in five months may be a North American first," Ron
Wilson, president of Best Buy Canada, said in a statement. "It's certainly bold
in retail today. We're excited to see these new stores come to life as we double

Pickering man killed in shooting at Toronto gas station: police
A man is dead after a shooting at a gas station in Toronto's east end, police
say. Toronto Police Service Duty Insp. Dan Pravica said officers were called at
around 10:20 p.m. Saturday for a possible shooting at a gas station in the area
of Warden Avenue and Ellesmere Road. A man was found suffering from gunshot
wounds and was taken to a local trauma hospital, where he was pronounced dead.
Police said on X that a suspect vehicle fled the area. A journalist asked
Pravica if there was any threat to public safety and if it was believed the
shooting was random, or targeted but he couldn't say. In an update on Sunday,
police said one or more suspects fired several shots into the victim's car
before fleeing the scene. Officers also identified the man who was killed as
28-year-old Pickering resident Sulakshan Selvasingam. His death marks Toronto's
45th homicide of 2024.

Richmond, B.C., CN: Alleged serial thief of $100K worth of merchandise arrested
in Richmond police crackdown
Richmond RCMP's latest retail theft bust yielded 16 arrests and the recovery of
more than $9,000 in alleged stolen merchandise. The latest "Boost & Bust"
operation was conducted from May 23 to June 15 and items such as clothing and
electronics were recovered. According to Richmond RCMP, the majority of those
arrested were not residents of Richmond and many had travelled to the city from
other communities. Police also arrested a serial offender allegedly
responsible
for stealing more than $100,000 worth of merchandise and one individual in
breach of court-imposed conditions, and executed a warrant for fraud over
$5,000.

'A disturbing event:' Woman and child carjacked outside Mississauga shopping
plaza
Three suspects are at-large after a woman and her child were carjacked in
Mississauga on Wednesday. The incident happened in the parking lot of the
Heartland Town Centre, near Britannia Road West and Silken Laumann Way, west of
Mavis Road. Speaking with CP24's Steve Ryan outside Peel Regional Police (PRP)
Headquarters on Thursday morning, Const. Moulika Sharma said that they were
contacted shortly before 7 p.m. for reports of a carjacking in that area. Sharma
said two suspects approached a woman as she was accessing her white BMW and fled
the scene in it. She said that the victim was with her child at the time of the
incident. A third suspect drove away in a black sedan, Sharma said. Paramedics
attended the scene and medically cleared the victim, she noted, adding that no
injuries have been reported at this time.

E-Commerce Growth Slowing from the COVID Boom?
E-Commerce Industry To Be Worth More Than $4trn This Year
The global e-commerce industry will be worth more than $4 trillion (€3.68
trillion) this year, new data has suggested, however its growth rate is
set to slow in the years to come.
The e-commerce sector will be worth $4.11 trillion (€3.78 trillion) this year,
Stocklytics.com said, which is a 90% increase on 2019 ($2.18 trillion), and a
15% gain in last year.
After COVID-19 triggered a boom in online shopping, the market revenue grew
by an average of 25% per year before slumping in 2022 and 2023.
Statista expects 2024 and 2025 to see high revenue growth rates again, rising
by 14.6% and 16.4% year-over-year, respectively. However, after this
recovery, the entire market will face a considerable slowdown, causing its
revenue to grow much less than in previous years.
'Global e-commerce revenue will increase by 11.5% in 2026, almost 5% less
than the year before, and hit $5.34 trillion (€4.91 trillion),'

'The downsizing trend will continue in 2027, with the annual growth rate
falling to 9.2%. Although the market revenue is forecasted to increase to
almost $6.5 billion (€5.98 billion) by 2029, the annual growth rate will drop to

While all regions are expected to see a slowdown, Asia, the largest e-commerce
market, which is home to e-commerce giants Alibaba, AliExpress, JD.com, and
Rakuten, will see its growth rate decrease from 15.6% to 4.5% over the next
five years.

fortune's worth of electronics from the Best Buy store in Bluffton on a late
night over the holiday weekend. The unidentified thieves reportedly sawed holes
in the building's roof so one suspect could descend into the store, accessing
multiple security cages full of pricey products. Surveillance video from the
business on Fording Island Road shows an extension ladder being lowered through
a hole in the Best Buy's ceiling around 11:50 p.m. on July 4. A suspect wearing
"all dark clothing, a hat, mask and gloves" was seen climbing down the ladder
and using a power saw to cut holes into four locked security cages that were
bolted to the back wall. The suspect then began handing items from the boxes -
including iPads, Apple Watches and laptops - to a second suspect on the roof. By
the time the thief climbed back outside through the hole about an hour later,
the pair had stolen an estimated "tens of thousands of dollars" in electronics,
the store manager told deputies.

Berkeley, CA: Armed robbery crew hits jewelry shop, takes $500K in goods
Masked robbers "armed with guns and sledgehammers" forced their way into a
Berkeley jewelry shop over the weekend, making off with $500,000 in merchandise,
authorities report. The armed robbery happened Saturday just before 2:10 p.m. at
Bombay Jewelry Company, at 1042 University Ave. near 10th Street. Berkeley
police said seven to eight people forced their way into the business in a
"coordinated robbery." They "used sledgehammers to break display cases and
brandished firearms to threaten and control the staff and customers," BPD said.
"The total estimated loss is approximately $500,000 in assorted jewelry." The
call initially came into BPD from the alarm company and police responded
quickly, according to dispatch audio reviewed by The Scanner. The group showed
up in two vehicles described as black and silver sedans.

Rocky Mount, NC: Store manager says thieves break through wall, steal more than
$500K in jewelry
The family that runs a jewelry store in Rocky Mount said thieves stole more than
half a million dollars worth of jewelry from the store. Maaz Razi is the manager
of Gold Rush Jewelers. He believes whoever stole the jewelry came in through the
vacant store next door, broke a hole in the wall to get into the jewelry store
through the bathroom, disabled the security system, and took gold and diamonds
out of the safe. "Somewhere around 85% of our merchandise has been stolen," Razi
said.

Eugene, OR: Police bust massive Lego theft ring at Brick Builders in Eugene

July 3rd a search warrant was served at the Brick Builders store in Eugene by
the Springfield Police Department's (SPD) Crime Reduction Unit (CRU) after a
lengthy investigation. SPD tells us a three-month investigation revealed
evidence that the owner of Brick Builders on Willamette, Ammon Henrikson, was
knowingly purchasing new, unopened sets of Legos that had been stolen from local
retail stores. "In many cases suspects stole hundreds of dollars' worth of Legos
and then exchanged the stolen items for cash at the store, most often at a
fraction of the actual retail value," SPD shared. SPD tells us that after being
interviewed, many of the suspects claimed that Brick Builders' staff knew the
sets had been recently stolen. Springfield Police reports that officers learned
many of the suspects were allegedly utilizing the money they received to buy and
use illegal drugs. SPD partnered with loss prevention investigators from Target,
Fred Meyer, Barnes & Noble, and Walmart to confirm that Henrikson was purchasing
sets that were stolen from the aforementioned retailers. During the execution of
the search warrant, Springfield Police recovered 4,153 sets of Legos with a
total value of over $200,000.

Santa Clara County, CA: Months-long investigation leads to recovery of $90K
worth of gas, $44K cash, credit card skimmers
Two
East Bay suspects were arrested after a two-month investigation in a "highly
sophisticated gasoline and identity theft ring," the Santa Clara County
Sheriff's Office (SCCSO) announced Monday. Hundreds of gallons of gas worth
$90,000, credit card skimmers and $44,000 in cash were recovered. The
investigation began after an identity theft victim reported their credit card
was used at a Safeway - despite not shopping there. According to SCCSO, the
suspects are accused of using stolen credit card data to buy thousands of
dollars worth of gasoline from a Santa Clara County Safeway gas stations. The
gasoline was later discovered inside large, 300-gallon containers in a box truck
at the Port of Oakland . Authorities said the gasoline was later sold to
customers. As of Monday, more than $90,000 worth of stolen gasoline and diesel
has been accounted for, SCCSO said. Both suspects were charged with organized
retail theft, conspiracy and other felonies, according to SCCSO. The suspects'
identities were not released.

Thieves have robbed liquor stores in Fairfax County, Virginia, since at least
March by loading up carts with alcohol and taking off in vehicles before police
can arrive, authorities say. They've made off with more than $72,000 in stolen
merchandise from Virginia Alcoholic Beverage Control Authority (ABC) stores. An
adult and three juveniles have now been charged in the crime scheme, county
police said Monday. Additional arrests are possible. Detectives say the group
has been linked to 15 ABC store thefts from March through July in areas
including McLean, Columbia Forest, Lincolnia, Lorton, Fairfax Station and Belle
View.

Livermore, CA: Texas man steals $6K worth of merchandise from Livermore outlets

Texas man was arrested for retail theft after stealing an estimated $6,100 worth
of merchandise from the San Francisco Premium Outlets in Livermore last week,
the Livermore Police Department said on social media. The suspect, 26-year-old
Elthon Miguel Romero-Paz, is accused of stealing more than 90 pieces of
merchandise from several stores in the shopping center. An LPD officer spotted
Romero-Paz in the parking lot. Police then searched the vehicle and discovered
the stolen merchandise. Romero-Paz was booked into Santa Rita Jail for organized
retail theft, receiving stolen property and possession of burglary tools,
according to police. LPD did not mention other suspects who were involved in the
theft.

A security guard at a Mississippi convenience store and gas station was shot to
death Monday, and three teenagers are charged in the killing. Roy Love, 60, was
providing security at M&M Food Express in south Jackson, according to the city's
police chief, Joseph Wade. Love approached three teenagers at about 1:30 a.m.
and asked them to leave, Wade said. "They subsequently attacked him. They took
his weapon, and they fired upon him with their weapon," Wade said at a news
conference. The chief said video footage showed the deadly encounter and that
Love never drew his weapon. Two of the teenagers ran away after the shooting and
one left on a bicycle, Wade said. Within hours, Jackson Police Department
officers arrested two 17-year-old boys and a 16-year-old boy and charged each of
them with capital murder, Wade said.

owner calls on police to 'do their job'
Oakland police on Monday were seen staging around the 76 gas station on
Hegenberger Road on Monday after more than 80 people ransacked the store early
Friday morning. "40 minutes, you can do a lot of damage in 40 minutes, that's
how long they were in here for," Sam Mardaie, the manager and co-owner of the 76
gas station said. Mardaie believes the vandals caused upwards of $100,000 in
damage. That includes the $22,000 dollars taken from their own ATM. He says the
only employee working the gas station's window at the time left for fear of
their own safety and called police. "They said there was nothing we could do,
just file a report online, that's their response," he said. Mardaie says, it
wasn't until nine hours after the incident, when an officer was sent to the
scene on Friday. Police said they weren't aware of the magnitude of the incident
until seeing this video.

An armed Taco Bell robber was fleeing from police when a K9 clamped down on his
backside, causing him to tense up and fire a shot from the handgun clutched in
his grip. Fortunately, no one was struck by the gunfire and the thief was taken
into custody, though his accomplices remain unknown at this time. Fredrick A.
Nance, 24, was arrested on June 30 by the Fishers Police Department after being
caught fleeing from the scene of an armed robbery that involved two masked men
crawling through a Taco Bell drive-thru window and forcing employees at gunpoint

Thursday, July 4. Charles Edward Lewis Jr., 37, has been charged with robbery
