Opinion: The path forward in California's retail theft and drug crisis
California has experienced a disturbing rise in retail theft, a challenge that has not only impacted businesses but also raised concerns about the broader implications for community safety. Recent legislative efforts to address the surge in crime that were referenced by the editorial board on February 27 are a clear acknowledgment that
state leaders are beginning to take public safety seriously. But while well-intentioned, those legislative solutions fall far short of addressing a serious problem which can only be corrected by a vote of the people.

Proposition 47, passed by California voters in 2014, aimed to reduce overcrowding in state prisons by reclassifying certain theft and drug possession offenses from felonies to misdemeanors. While the stated purpose behind this measure was to promote fairness in the criminal justice system,
it inadvertently set a threshold which has made it challenging to hold repeat retail theft offenders accountable. Under Proposition 47, thefts under $950 are not classified as felonies - even for repeat offenders - which has resulted in a surge of individuals who repeatedly commit these thefts with little fear of significant legal repercussions.

This is where the
Homelessness, Drug Addiction & Theft Reduction Act comes in. This vital ballot initiative represents a balanced approach - recognizing the need for accountability while also emphasizing the necessity of drug treatment. By adjusting the threshold for theft to ensure accountability and enhancing incentives for completing drug treatment programs, this act proposes a more effective strategy to tackle the underlying issues contributing to retail theft and drug addiction.

US stats show violent crime falling, so why is there a rising clash with perception?
In his State of the Union address this month, President Joe Biden boasted that the nation reported a historically low murder rate in 2023 and violent crime had plummeted to one of the lowest levels in 50 years.

For some Americans, however,
the perception of crime is clashing with the statistics.

"
I don't believe it, plain and simple. I don't believe it because we're experiencing different results," Auriol Sonia Morris -- a South Carolina education, finance and legal consultant -- told ABC News.

More than
three-quarters of Americans say there is more crime in the U.S. than a year ago and more than half of Americans say the same about crime in their local area, according to a Gallup poll released in November.

The FBI quarterly uniform crime report published on Tuesday indicates
a widespread decrease in violent crime during 2023 compared to the previous year, as well as a 13% decline in homicides relative to 2022.

Biden and Attorney General Merrick Garland highlighted the FBI's report in separate statements,

While a reduction in murder and manslaughter cases is positive news, this substantial decline in murder rates was driven in part by troubling trends during the pandemic.
Murder rates increased by a shocking 30% in 2020, with more than 75% of those crimes committed with a firearm.

The most dangerous states in the U.S. can be found in diverse areas across the country, but Southern States are disproportionately represented.

Oakland's In-N-Out officially closes due to ongoing crime

After 18 years of serving East Oakland, the restaurant near the airport shuttered.

In-N-Out, the Southern California-based burger chain, shut down its Oakland location for good at 1 a.m. Monday, after a final day of serving burgers in East Oakland. While In-N-Out has relocated some of its stores before, this is
the first time the chain has closed a restaurant in its 75-year history.

In a statement back in January, In-N-Out Chief Operating Officer Denny Warnick said that the decision to close was
due to "ongoing issues with crime." This closure marks the latest business to leave the corridor in East Oakland near Oakland International Airport.

On Sunday,
several visible private security guards patrolled the outside of the restaurant and an Oakland police officer was stationed in a cruiser watching as people entered. Signs outside the restaurant warned guests about the risk of break-ins and urged them to lock their cars. nbcbayarea.com

Here is a list of all stores that have closed across California due to crime between summer 2022 and spring 2024:

7-Eleven: In July 2022, the company advised several of its California locations in the LA area to change their operating hours to increase customer safety amidst a rash of crime.

Whole Foods: In May 2023, the supermarket chain announced the closure of its "flagship" branch in downtown San Francisco, which it had opened only 13 months before in March 2022.

Nordstrom: In the same month, Nordstrom announced the closure of both of its stores in downtown San Francisco, blaming the changing dynamics in the city market over the past few years.

Target: In September 2023, Target announced the closure of several of its stores in California-including in Oakland and San Francisco-over concerns of a rise in retail theft.

Starbucks and Subway: In November 2023, two Starbucks stores and a Subway restaurant located on Hegenberger Road and 98th Avenue closed their doors due to car break-ins targeting their customers.

Denny's: In January 2024, a Denny's, which had been on on Hegenberger Road in Oakland for 54 years, closed after being hit by a series of crimes.

In-N-Out Burger: In the same month, In-N-Out Burger announced its only Oakland store was shutting its doors, citing threat to the safety of its employees and its customers.

Macy's: In February 2024, Macy's announced the closure of one its most iconic locations, the store in Union Square, San Francisco, due to a rise in shoplifting.

Taco Bell: In March 2024, the company announced it has suspended indoor dining in four of its restaurants in Oakland, and limited it in a fifth store to customers making contactless payments.

Baseball season officially kicks off March 28, and fans are set to experience a shift in their stadium visits across the country.

One such change is taking place at Citizens Bank Park, home to the Philadelphia Phillies, where facial recognition ticketing will be introduced at all main entrance gates on opening day.

The implementation of this biometric ticketing system is part of the MLB's broader initiative to introduce its Go-Ahead Entry facial authentication technology across all stadiums league-wide during the 2024 season. Other teams, including the Houston Astros, are planning to deploy the system starting on opening day, with more expected to adopt it throughout the season.

Fans can submit a selfie through the MLB Ballpark app, which is then converted into a numerical token. The token enables authentication of one's ticket(s)
via a face scan upon entry to the park.

"The
security, integrity and confidentiality of your information are extremely important to us," the MLB said in a frequently asked questions section on the Go-Ahead Entry webpage. "We have implemented technical, administrative and physical security measures designed to protect fan information from unauthorized access, disclosure, use and modification that follow or exceed industry standards for security."

According to data provided by an MLB spokesperson to Sports Business Journal,
fans using Go-Ahead Entry last season went through gates 68% faster than those who used standard entrance lanes, marking an efficiency boost in stadium entry.

Amid ongoing uncertainty, retailers are scaling back their reliance on in-mall locations, even as the new generation of shoppers flocks to these shopping centers. On the most recent wave of earnings calls, retailers spoke to their efforts to
focus their store growth pipelines more on off-mall locations.

Macy's CEO Tony Spring spoke on the company's last earnings call to the brand's efforts to "prioritize our highest return on more opportunities and open more small-format, off-mall Macy's" amid the company's push to close roughly 150 underperforming stores.

Bath & Body Works CFO Eva Boratto said the company has been making "progress increasing our off-mall penetration," noting that the shift away from malls "is a benefit for us."

Foot Locker, too, stated on its last earnings call that it has been "making strides in our shift to off-mall," per president and CEO Mary Dillon's commentary.

Plus,
Signet Jeweler, owner of Kay Jewelers, Zales and Jared, shared on a call Wednesday (March 20) that, among its 114 locations closes last year were mostly "lower-performing mall locations and U.K. stores," as off-mall has been performing stronger, according to Chief Financial, Strategy & Services Officer Joan Hilson.

Victoria's Secret, too, shared that it has had "very good success today" in its off-mall locations, and is consequently working "to decrease our mall exposure in certain locations."  pymnts.com


Baltimore Bridge Comes Crashing Down After Cargo Ship Slams Into It

A
container ship slammed into the Francis Scott Key Bridge in Baltimore, triggering a massive collapse early Tuesday morning that plunged dozens of people into the chilly waters below.

So far, two people have been rescued, including one in serious condition, Baltimore Fire Chief James Wallace told reporters during an early-morning press conference. He added that search and
rescue crews are also still scouring waters under the bridge for "upwards of" seven more people.

At least a dozen vehicles were on the Baltimore bridge, a 1.6-mile-long, four-lane passageway stretching across Patapsco River, when the collision occurred around 1:30 a.m. The vessel, called Dali, seemingly slammed into one of the bridge's supports, causing it to crumble and fall into the water, a cold 47 degrees at the time. The cargo ship, which is owned by Synergy Marine Group, also immediately burst into flames upon impact.

Maryland Gov. Wes Moore has since

Will There Be Shipping Impact?
Baltimore Port: What impact will bridge collapse have on shipping?
It is
one of the smallest container ports on the Northeastern seaboard, handling 265,000 containers in the fourth quarter of last year, according to container shipping expert Lars Jensen. The Port of New York and New Jersey handled around 2 million containers in that same period, and Norfolk Port in Virginia handled 850,000, so the flow of containers to Baltimore can likely be redistributed to bigger ports, Jensen said.

More than 40 ships remained inside Baltimore port, including small cargo ships, tug boats and pleasure craft, data from ship tracking and maritime analytics provider MarineTraffic shows. At least 30 other ships had signalled their destination was Baltimore, the data showed.

It is
the busiest U.S. port for car shipments, handling more than 750,000 vehicles in 2023, according to data from the Maryland Port Administration. It is also the largest U.S. port by volume for handling farm and construction machinery, as well as agricultural products. reuters.com

Four Large UK Retailers Hit with Technical Glitches

But these are not normal times, because since Friday technical glitches have closed down
four of the U.K.'s biggest retail operations in the space of a few days.

U.K.'s largest baked goods chain Greggs is the latest retailer to be hit by technical problems. Fast food giant McDonald's was struck by its own tech issues in a number of countries including the U.K., Japan and Australia on Friday, which the chain insisted had not been caused by a cybersecurity attack.

McDonald's said of its outage that it had occurred at about midnight U.S. CET and that "many markets" were back online by Friday afternoon, while company global chief information officer, Brian Rice, insisted that the problem was
not due to a cyber-attack but rather an unspecified change to IT systems run by a third party.

Yet the following day
British grocery chain Sainsbury's was forced to cancel home deliveries due to its own IT outage, which, according to the company, may have affected over $11 million worth of orders as it was unable to fulfil the vast majority of its planned online deliveries

In a breathless weekend, just a few hours after Sainsbury's issues,
Tesco admitted that it had been forced to cancel online orders due to another unspecified "technical issue".

A spokesman for Tesco said: "We are working to fix a technical issue which has meant we have had to cancel some online orders that were due for delivery today. We're sorry for the inconvenience."  forbes.com

A measure to address the sale of Americans' data doesn't go far enough to rein in the data broker industry, advocates argue.

In a landmark vote Wednesday, the U.S. House of Representatives unanimously approved a measure that would restrict the sale of Americans' data to adversarial nations, but
privacy groups that for years have pushed Congress to take action against the data brokers industry remain largely unimpressed by the measure.

If it becomes law, the
Protecting Americans' Data from Foreign Adversaries Act of 2024 would arguably represent the most significant step Congress has ever taken to curtail the activity of companies that harvest personal information and offer it up for sale. It follows an executive order that bars the sale of sensitive data to a half-dozen countries and comes amid an intense debate on Capitol Hill over legislation to force China-based ByteDance to sell TikTok or be banned in the United States.

Privacy advocates welcomed the measure but said
it is inadequate to address the harms of an out-of-control data broker industry. Eric Null, co-director of the Center for Democracy and Technology's Privacy & Data Project, described the bill as "undoubtedly a step forward for Americans' privacy" but said "the fight is far from over."  cyberscoop.com

Scams directly targeting consumers continue to increase in both complexity and volume, according to Visa.

Consumers are increasingly targeted by scammers, who rely on heightened emotions to create fraud opportunities. While the number of individual scam reports from June to December decreased, the total money lost increased, indicating scammers are targeting victims with more effective - and costly - scams.

According to another Visa survey, more than
one-third of adults surveyed decided not to report scams committed against them, suggesting the losses are higher than reported.

And some of them can pose a threat to your health.

As experts in supply-chain management, we know that
counterfeit products have become a growing problem in recent years. While counterfeit products can be found at brick-and-mortar shops, they're an especially big problem at online marketplaces. Amazon removed more than 6 million counterfeit items from its supply chain in 2022 alone.

There are several reasons for this. First, our recent research shows that
consumers often consider the reputation of an online retailer while judging a product's quality. Unscrupulous third-party sellers can take advantage of this fact by selling their wares through a reputable online marketplace.

Another complication arises from the fulfillment services offered by some marketplaces, such as Amazon, where third-party sellers directly send their merchandise to the online retailer's warehouse for shipping and handling. These sorts of fulfillment services offer a little-known benefit to retailers: If a product is running out of stock, they can "borrow" from a third-party seller's inventory.

Unfortunately, this also means that a consumer who agrees to buy from one retailer may actually receive merchandise-perhaps counterfeit-from a third-party seller. While there aren't statistics showing how frequently this happens,
there's evidence it's a significant problem.

Thankfully,
customers are becoming more aware of counterfeit products and have increasingly pushed online retailers to separate inventories of authorized sellers of merchandise from those that aren't. Concord, NH: Concord Police, HSI Bust Multi-Million Dollar Gift Card Scam Operation
Concord police officers and detectives have arrested three theft suspects who may be part of a multi-million-dollar gift card scam crime ring, according to police. Beginning during the holiday season last year, Concord police were made aware of a "complex system of scammers" who worked together, using technology, to scam stores and outlets of funds. The scam involves stealing hundreds or even thousands of inactivated gift cards, recording the card number, PIN number, and other information, repacking or restoring the gift cards, returning them to the store, and placing them back on the shelves. A customer then goes to the store, selects a card, adds the funds at checkout, and leaves. The criminals then constantly monitor all the gift card numbers. Once the balance is added to a card, the information is given "to a different group of suspects," who purchase electronics or other expensive items. The electronics and other items like Apple iPads, iPhones, and computers were purchased by another group of suspects and then resold. The suspects who purchased the electronics were paid a small sum per item. Target and Walmart were two of the primary targets of the thieves, with the suspects using as many as a dozen or more cards in a single transaction, the report stated. However, the detective wrote unsuspecting victims purchased the cards nationwide. "Many of the gift card numbers used by the suspects were already reported lost or stolen to police departments or Walmart," the detective said. The criminals, "mainly perpetrated by individuals of Asian descent," according to investigators, often do not know each other but communicate, instead, through mobile applications, a detective wrote in several affidavits. They reside in California and New York. According to police, there was an uptick in these crimes in Concord during the 2023 holiday shopping season.  patch.com



Henderson, KY: Police say three people were caught with over $22K in stolen baby formula
Over $22,000 in baby formula was discovered stolen in Boonville as part of a large theft ring, according to the Boonville Police Department. Officials state on Thursday, officers were dispatched to Walmart for a theft in progress. Officers were told the suspects had stolen baby formula and left the parking lot. Officials state the vehicle was stopped near SR261 and Eskew Road, and during an investigation, that was when officers discovered the suspected stolen formula. Officials say the vehicle was impounded while obtaining a search warrant. After getting clearance, officers located 576 containers of formula totaling $22,495.41. Officials also say this stop uncovered a larger theft ring that included thefts from Walmart Boonville, Newburgh, Evansville Eastside and Jasper. Officials also say the three suspects involved are two adults and one juvenile out of the Dallas, Texas area. The adults were identified as Edgar Ramirez and Nora Zarate. The investigation is ongoing.

Sacramento, CA: Update: Man convicted of stealing more than $18K in Legos, action figures from Target
A Yolo County man was sentenced to four years in prison Friday after a year-long period of retail theft. According to the Yolo County District Attorney's Office, Nicholas Lopez's crime spree started in January 2022 and involved more than 40 incidents of retail theft. Prosecutors say Lopez stole $18,000 worth of Legos, action figures and electronics from various Target locations in the Sacramento area. opez reportedly told investigators he was reselling the stolen merchandise to supplement his drug addiction. Law enforcement wasn't contacted about the retail theft until the DA's 'FastPass' program was implemented, which allows retailers to submit internal reports and evidence directly to their office.

Cleveland, OH: Man arrested at Target believed to be responsible for $14,000 worth of stolen merchandise from area stores
Target loss prevention stopped a man at the Mayfield Heights store March 20 for the suspected theft of $1,479 worth of merchandise. They had been on the lookout for him after the Macedonia Target reported that he had just fled from their loss prevention staff. The South Euclid man, 39, was charged with theft and said to be responsible for stealing about $14,000 worth of merchandise from area Target stores since 2022.

Oakland, CA: 4 in custody after suspect vehicle in Napa retail theft crashes near Oakland's Lake Merritt
Four individuals were in custody Monday after a suspect vehicle connected with retail thefts at the Napa outlet stores was involved in a rollover crash in Oakland's Lake Merritt neighborhood, according to authorities. According to the Oakland Police Department, just after 4:30 p.m., officers responded to a report of a suspect vehicle involved in an accident that was connected to a crime in another city. Chopper video showed CHP, police and first responders surrounding a suspect vehicle that had rolled near the intersection of Lakeshore Ave. and Beacon St. near Eastshore Park by Lake Merritt. Oakland police did not provide any specific details, other than saying the vehicle was suspected of being involved in a crime that CHP were investigating. There were reports that the car was being driven by retail theft suspects who had fled a burglary from a retail shop in Napa County and that clothing could be seen scattered near the site of the crash. Napa police told CBS News Bay Area that at around 4 p.m. Monday, officers were alerted to a theft that had occurred at the Lululemon store in Napa where approximately $2,500 worth of merchandise was stolen. Police spotted the suspect vehicle and attempted an enforcement stop, but the vehicle failed to yield and a pursuit ensued.

Memphis, TN: Walmart customer shot by former employee; suspect in custody
A man was critically injured Friday afternoon after a shooting at the Walmart on Germantown Parkway at Trinity Road. The suspect is now in custody. The victim remains at Regional One Hospital, according to the Memphis Fire Department. Tamarris Hopkins, 23, was arrested and charged with criminal attempted murder, two counts of aggravated assault, reckless endangerment, and employment of a firearm during the commission of a dangerous felony. Memphis police made the scene at 2:15 p.m. Police say there were multiple shots fired by Hopkins, and that this was a "targeted incident." Preliminary information also indicates Hopkins was a former Walmart employee. Police say the incident began at the front of the store when a customer and Hopkins got into an argument. A lieutenant colonel with MPD told Action News 5 that Hopkins followed the victim into the store and punched him. The victim reportedly reached for Hopkins' gun after getting hit, and that's when the colonel says Hopkins shot him four times.  actionnews5.com

A man is in the hospital after he was shot Monday evening at Venice Kitchen in East Memphis. Arlington, VA: ACPD: Shoplifting suspect tried to take officer's gun
An Alexandria man is facing a battery of charges after police say he tried to take an officer's gun while being arrested for theft. The incident happened around 6 p.m. this past Friday in the Courthouse area. The alleged shoplifting took place on the 2000 block of Clarendon Blvd, which includes a 7-Eleven and an Ace hardware store. Police were dispatched to the report of a larceny just occurred. Upon arrival, it was determined the male suspect allegedly entered the business, selected merchandise and exited the store without payment. A lookout was broadcast and a responding officer located an individual matching the description of the suspect in the area of Clarendon Boulevard and N. Rhodes Street and gave him commands to stop. The suspect disregarded the officer's commands and attempted to leave the area. The officer then attempted to detain the suspect who actively resisted arrest, grabbed the handle of the officer's firearm and kicked the officer. The officer deployed pepper spray and took the suspect into custody. The same suspect was previously arrested for trespassing and resisting arrest in Arlington in 2020, but charges were dropped, court records show.  arlnow.com



Southington, CT: Woman accused of stabbing bouncers at Southington restaurant faces judge
The woman accused of stabbing two bouncers and biting a third at a Southington restaurant and bar over the weekend appeared in court Monday. Police arrested Heidi Montes, 24, of Wallingford along with her brother, Adrian Montes, 28, and Stuart Chase, 32, after an altercation that led to the violent stabbings. It happened around 1:30 a.m. on Saturday at 75 Center in Southington. According to court documents, a bouncer was "attempting to escort several parties out of the bar who were having a verbal dispute" which included Heidi and Adrian Montes and Stuart Chase. When they continued "verbal and aggressive behavior" they were told to leave, but didn't, the incident report states. That's when bouncers physically removed them from the establishment, and the situation escalated. Video taken by a witness shows Chase punching a bouncer, and then the altercation continues outside on the sidewalk. "Let go of him right now, let go of him," Heidi Montes can be heard saying in the video. That's when she's accused of using pepper spray and stabbing two bouncers and biting a third nbcconnecticut.com


Baltimore County, MD: White Marsh Mall Shoplifter assaults LP
A shoplifter assaulted an employee this weekend outside White Marsh Mall, police told Patch on Monday. Officers said the female suspect assaulted the male loss prevention worker in the mall parking lot. Authorities said the assault sent the injured man to a hospital. Officers said they were called to the 8200 block of Perry Hall Boulevard around 1:50 p.m. Saturday. Authorities said the call initially came out as a stabbing. The Baltimore County Police Department said it found the victim with a cut to his hand. He's expected to survive. This altercation happened about six days after officers said a woman was shot and hospitalized near the mall. Authorities have not yet identified any suspects or announced any arrests in either case.  patch.com
