The U.S. Crime Surge
The Retail Impact
Home Depot Fights Violent Thefts
One location implemented a
concept that cordons off the tool section with an armed guard
'Not overkill, it's necessary,' insist Home Depot shoppers as stores make big
changes to fight theft - even armed guards
Employees
have been attacked and killed by thieves,
and the retailer is doing what it needs to do to fight organized crime, the man
said.
"Home Depot is one of the largest tool retailers in the US, but they're changing
the way that they sell tools, and the reason might surprise you," one influencer
told his followers. "In most Home Depots, the tools are just out there in the
open, and that has led to a lot of instances of theft, and
Home Depot has been targeted
by thieves and organized theft rings."
He was surprised to find "news story after news story" on
thieves
targeting Home Depot specifically.
"Thieves can easily get to tools that are worth hundreds of dollars, then
they sell those tools to
places like Facebook Marketplace, pawn shops, and other places online,"
Dave said, calling
Home Depot an "easy target."
"The store associates are trained not to intervene, and so the thieves just walk
out the door. And while you may think that it may be simple for employees to
just step in and stop them,
it's far too dangerous and
that is because some thieves have become violent,
even threatening employees with guns and knives," he said.
A newer Home Depot location just implemented
an innovative concept in its
tool section. There was
only one
way in and out of the tool section, and an armed guard,
cashier, and cash register were positioned near the front of the section for
customers to pay for their tools before they left the area.
Several people commented in support of the extreme measures. "It is NOT
OVERKILL. Today's
lawlessness has become a problem in which we all share.
Good for Home Depot," another person said.

Specialized Theft Units Paying Off
'We're going to put an end to this epidemic': An inside look at how San Jose
police is fighting retail crime
San
Jose police detectives said their fight against retail crime is paying off. The
claim comes after the San Jose Police Department was awarded an
$8 million grant late last
year to fight retail crime.
Police have a specialized unit dedicated only to retail thefts in the city,
which the district attorney said is using
a unique new law to keep the
suspects in jail and throw the book at them.
Since December, San Jose police said they have been confronting the retail theft
epidemic head on. NBC Bay Area has previously reported on the
foot patrols at South Bay
malls thanks to the grant
to fight retail theft.
SJPD's organized retail theft detail includes
three officers and a sergeant
working overtime shifts.
Those teams are backed
by detectives -- retired officers with decades of experience
working part time -- solely to connect the dots and put the retail thieves out
of business.
The detectives work
with other cities in the Bay Area
and are linking suspects to crimes in their communities so they
can present a solid case to
the district attorney.
The district attorney is using a relatively
new law, penal code 490.4, to
take down down what they said is a form of organized crime.
The DA needs at least two people committing a crime together.
"It's a unique standalone statute that we have that
carries with it at least up to
one year in jail,"
Boyarsky said. "And depending on the value of the property taken, we can seek a
prison sentence as well, and we will."

UK: '400% increase in Thefts'
Store thefts: I've been hit by bottles, says retailer as crime soars
"I've been bottled a number of times," says convenience store owner Ben
Selvaratnam. "I've had at least 20 stitches."
The rise in thefts and violence has forced the London businessman to spend
thousands on new security measures. It comes as new data shows
shop
owners have reported a 400% increase in thefts during 2023, setting a new
record.
The Association of Convenience Stores (ASC) said
shops recorded 5.6 million
theft incidents last year.
That is up from 1.1
million the year previously.
Violence
is also up - with 76,000 incidents reported,
compared to 41,000 in the 12-months prior, the ASC said.
Crime 'onslaught'
In its 2024 Crime Report, the ASC said
local shops were facing a
retail crime crisis,
with retailers recording
over 600 incidents of theft an
hour over the
last year. It said retailers were doing "what they can to fight back",
spending £339m over the past
year in areas such as CCTV and security staff.
ASC chief executive James Lowman said shop owners were facing an "onslaught" of
crime, with some losing
tens of thousands of pounds per year to theft alone.
Mr Lowman said while there had been
"positive steps forward"
with the Retail Crime Action Plan and the
launching of Operation Pegasus
to try and better identify prolific offenders
the report showed more needed to be done.
Retail crime soars
•
87% of colleagues in convenience stores have faced
verbal abuse over the last year
• 67% of retailers believe that the cost of living
crisis has led to an increase in theft
• 76% of retailers believe organised crime has
become more prevalent over the last year

Progressives Fighting to Save Prop 47 Despite
California's Theft Surge
Opinion: The evidence doesn't support claims of a 'retail theft surge.' We must
protect Prop 47.
Voters were right a decade ago when
they said we cannot continue to rely on incarceration alone to protect our
safety
As San Diego becomes the most expensive place to live in America and more San
Diegans are forced to live on the streets, Mayor Todd Gloria has finally found
the culprit: toothpaste
cartels and Proposition 47.
His solution? Lock up
people, "not laundry detergent," and ignore the votes of Californians.
This new stance is supported by the talking points of law enforcement, which is
eager to return to the days of "tough on crime," but little to no evidence.
If
anything, Proposition 47 should be celebrated and built upon, not rolled back.
By approving Proposition 47 10 years ago,
voters stopped sending people
convicted of low-level crimes, like petty theft and the possession of drugs for
personal use, to state prison for up to three years.
This commonsense approach has made all of us safer. The voters were right.
Despite their talking points,
low-level shoplifting rates
are 20 percent lower today than they were prior to Proposition 47.
After it went into effect, statewide violent and property crime rates declined
steadily.
Before the pandemic, property
crime rates hit some of the lowest levels in the recorded history of the state.
Voters were right a decade ago when they said we cannot continue to rely on
incarceration alone to protect our safety. We must take a shared approach to
public safety by prioritizing the prevention of crime and harm before they
occur. Proposition 47 continues to be an important step in that direction.

ORC Groups Fleeing California & Turning to
Nevada?
Las Vegas police targeting retail theft, question Nevada's shoplifting threshold
Las Vegas Metropolitan Police continue to target retail theft but suspect
the felony threshold of $1,200
for shoplifting may make Nevada an attractive target.
The
Nevada legislature increased
the felony threshold from $650 to $1,200 in 2019.
That means if the total amount of items someone steals is under $1,200 in value
it's only a misdemeanor.
"We would be remiss if
we didn't think that criminals know the law. They do,"
Lt. Travis Cunningham with the Las Vegas Metropolitan Police Department said.
"So a lot of times
we'll see criminals going into
stores making sure they steal under that number because they think it's just a
misdemeanor. So,
in short, yes. I do think that having a high threshold does encourage to some
extent, people to steal."
Lt. Cunningham oversees the
Organized Retail Theft unit
for LVMPD. The section
was reactivated in June following an increase in people stealing from stores. He
works with Sgt. Patrick Flynn to solve the crimes.
LVMPD noticed professional thieves, known as boosters,
traveling to the state
following California stores,
placing cases around items to deter theft.
"That's one thing that California implemented within the last several years,
which is why
many boosters are actually
migrating here now to commit those crimes,"
Lt. Cunningham said.
Despite the threshold increasing, Las Vegas police said
boosters typically target
multiple stores, and that helps officers charge the suspected criminals with a
felony.

Retail Crime Surge Fueling Campaign Against Los
Angeles DA
The Case Against Re-electing L.A. DA George Gascón: Why Taxpayers Must Demand
Accountability
As the county grapples
with escalating crime rates
and a homelessness crisis, taxpayers must realize the fiscal ramifications of DA
Gascón's prosecutorial record, and make a change in this Tuesday's primary
election.
Gascón's administration, characterized by a significant shift towards
pro-criminal justice reform, has harmed victims, their families, and the average
taxpayer who faces the indirect burdens of his actions. Over the last two years,
property
crimes have increased a staggering 14 to 42%,
highlighting a troubling correlation:
a spike in crime, particularly
retail theft and "smash-and-grab" incidents, have surged
under overly lenient policies like zero-bail and the elimination of the
three-strike system. This uptick not only undermines public confidence but also
imposes substantial economic burdens on a county already wrestling with
affordability crises and inequality.
The economic fallout from these policies is far-reaching.
LA's 460,000 small business
owners, already navigating the treacherous waters of economic recovery, face
increased vulnerability to property crimes,
directly impacting their livelihoods and the local economy's vitality. The
surge in
brazen daylight robberies and organized retail theft
has sent shockwaves through communities, compelling retailers big and small to
shutter their doors or invest heavily in security measures, costs that are
inevitably passed on to consumers.

Another State Pushes Retail Theft Legislation
Oklahoma bill aimed at reducing retail theft clears Senate
Senate Bill 1877 allows prosecutors to include
more thefts in a single crime when charging a suspect
An Oklahoma bill that aims to reduce retail theft cleared the state Senate on
Monday afternoon. Senate Bill 1877
allows prosecutors to include
more thefts in a single crime by allowing courts to consider up to six months of
theft crimes
when charging or convicting a suspect. As of now, the maximum is three months.
Daniels said increasing
the number of crimes that can be considered will make the sentence harsher
and, in turn, better deter retail crime. The bill now heads to the House after
passing off the Senate floor with a vote of 40-6.

More Retailers Moving to Small-Format
Whole Foods to roll out small-format store concept - here's what it will look
like
Whole Foods Market is going small with
a new concept for dense metro
areas. The natural and
organic foods grocer is launching a "quick-shop" store format that's designed to
provide customers in
urban neighborhoods a quick and convenient shopping experience.
Dubbed "Whole Foods Market
Daily Shop," the stores
will range between 7,000 sq. ft. to 14,000 sq. ft., which is about a quarter to
half the footprint of an average 40,000-sq.-ft. Whole Foods location.
The new format will make its debut this year on the Upper East Side in
Manhattan, with additional locations in New York City to follow. Following the
New York City launch,
Whole Foods Market plans to bring the format to other cities across the country.
With its smaller footprint,
the new format paves the way
for Whole Foods to expand in dense, metropolitan areas.
It will not replace the traditional Whole Foods Market store format, the company
noted.

"Sophisticated Fraudulent Phishing Attack" Hits
European Retailer
Discount Retail Giant Pepco Loses $16.8 million to Cybercriminals
European discount retailer Pepco has lost $16.8 million as a result of what it
described as a phishing attack.
The UK-based company reported losing €15.5 million (roughly $16.8 million) in
cash as a result of a "sophisticated fraudulent phishing attack". An
investigation has been launched and
Pepco is working with banks
and the police to recover the money,
but the company says it's currently unclear whether the funds can be recovered.
"At this stage, the
incident does not appear to have involved any customer, supplier or colleague
information or data,"
the Pepco Group said.
"The Group maintains a strong balance sheet with access today to over €400
million in available liquidity (from cash and credit facilities) and continues
to generate strong cash flow from its operations," it added. "The Group takes
financial controls and IT security extremely seriously and is
currently conducting a
group-wide review of all systems and processes to secure the business more
robustly going forward."
The Pepco Group owns the Pepco, Dealz and Poundland brands. The
3,600 Pepco stores spread
across 19 European countries have more than 30 million customers every month.
Based on the company's brief description of the incident and the amount that was
lost,
it may have been targeted in a
business email compromise (BEC) scheme,
where cybercriminals use hacked email accounts to trick the targeted
organization's employees into transferring money to bank accounts they control.

CISOs Need More Support from CEOs
What Cybersecurity Chiefs Need From Their CEOs
By helping CISOs navigate the expectations being placed on their shoulders, CEOs
can greatly benefit their companies.
It seems obvious: CEOs
and their chief information security officers (CISOs) should be natural partners.
With the persistent rise in cyber threats, most CEOs recognize the importance of
having a strong security leader to protect the company's data, not to mention
its reputation.
And yet, according to a PwC report,
only 30% of CISOs feel they
receive sufficient support from their CEO.
As if defending their organizations from bad actors despite budget constraints
and chronic cybersecurity talent shortages wasn't already difficult enough, two
2023 cases - fraud charges against SolarWinds and its CISO and the sentencing of
Uber's former CISO -
have thrown security chiefs into the perilous position of potentially facing
criminal charges and regulatory wrath if they make a mistake.
Small wonder that Gartner predicts
nearly half of cybersecurity
leaders will change jobs by 2025
due to multiple work-related stressors. "Cybersecurity professionals are facing
unsustainable levels of stress," the analyst firm's Deepti Gopal has said.
It is in no organization's interest to experience high turnover in the CISO role
and absolutely serves them well to have successful, stable CISOs. Supportive
partnerships between CEOs and cybersecurity chiefs are crucial. Here are four
things CEOs can do to help:
1. Ensure the CISO Has
a Direct Line to the CEO
2. Have the CISO's Back
3. Work With the CISO on a Resilience Strategy
4. Agree on AI's Impact

AI Fueling BEC Attacks
Report: GenAI Drives 1,760% Surge in Business Email Compromise Attacks
A report recently published by Perception Point, a provider of advanced email
and workspace security solutions, has identified
a 1,760% year-on-year increase
in social engineering-based Business Email Compromise (BEC) attacks over the
course of 2023.
Perception Point's '2024 Annual Report: Cybersecurity Trends & Insights'
highlights how threat actors are leveraging increasingly accessible GenAI tools
to scale and craft highly sophisticated and novel social engineering attacks.
Also reported was a substantial shift to attacks using evasive tactics,
including quishing (QR code phishing) and two-step phishing, that bypass
traditional security systems. The report's findings are based on in-depth
analysis by Perception Point's Incident Response team and data collected from
the company's threat detection platform.
The past year has been defined by unprecedented advances in the capabilities and
accessibility of GenAI, which malicious actors have harnessed to enhance and
scale cyberattacks. In particular, GenAI has fueled the phenomenal growth in BEC
attacks, facilitating incredibly well-crafted and targeted social
engineering-based attacks that are challenging to detect.
Whereas
BEC attacks accounted for only 1% of all cyberattacks in 2022, their proportion
of the total rose to 18.6% of all attacks in 2023.
A deeper exploration of 2023's most prominent attack trends reveal a number of
other concerning developments that threaten the modern organization's workspace,
which encompasses email, web browsers, and cloud collaboration channels.

Tip #7:
Prepare for More Regulations in IoT Security
Anticipate increased regulatory scrutiny in the IoT space. As IoT
adoption continues to rise, regulatory bodies are expected to
develop comprehensive frameworks to address security challenges.
Organizations should adhere closely to cybersecurity-by-design
standards and keep abreast of evolving regulations. Don't forget
your IOT devices at home. It may be time to change some of your old
devices as they may not be hatchable (still able to accept updates)
and may be susceptible to security vulnerabilities.

Overview of Amazon Class Action Lawsuits &
Controversies
Amazon hit with class actions, gets trial date, updates Ring policies
Class action claims Amazon uses biased algorithm when picking featured items
A
pair of consumers filed a class action lawsuit against Amazon.com last month,
claiming the company
uses a biased algorithm when picking items to show in the "Buy Box" on Amazon
Marketplace. The
consumers argue Amazon uses an algorithm biased in favor of Amazon first-party
retailers and third-party sellers who take part in the company's logistics
service, Fulfillment by Amazon (FBA).
Consumers elect to
purchase the Buy Box item 98% of the time,
according to the Amazon class action, which argues Amazon uses the algorithm to
boost its profit margins and keep prices high for consumers.

Chesapeake, VA: Suspects take a bite out of Walmart Apple inventory in Virginia;
over $100,000 worth
Despite disguising themselves as Walmart employees, four suspects were
identified and connected to Walmart robberies across Virginia after allegedly
stealing over $100,000 worth of Apple products. Several of the robberies were in
Hampton Roads. Walmart Global Investigations identified the suspects after three
men entered the store on 632 Grassfield Pkwy., in Chesapeake, and stole around
$38,000 worth of Apple products back in January. WAVY confirmed through court
documents that similar thefts occurred in other Virginia cities, totaling around
$118,000. A fourth suspect was later identified after being connected to the car
used in the thefts. The investigation recovered some of the stolen goods as well
as clothing items matching descriptions of the thieves. On Jan. 4, three of the
suspects walked into the Chesapeake Walmart and used a tool to open the cases
holding the Apple products. They stole tens of thousands of dollars worth of
merchandise and left in a dark pickup truck, according to court documents.

6 Georgians steal $90K worth of items from major retailers in over 70 separate
thefts
Six
members of an organized retail theft ring were arrested after allegedly stealing
almost $90,000 worth of merchandise from major retailers in northeast Florida.
The investigation began in August 2022 after multiple retailers started
complaining. According to the Florida Department of Law Enforcement, the
suspects, all from Georgia, would travel to Florida weekly to steal items from
retailers using self-checkout lanes. Florida officials state that when the
suspects used the self-checkout, they would make only partial payments before
leaving stores with added merchandise. The thefts occurred at stores in Nassau,
Duval, St. Johns, Clay, Columbia, Volusia, Alachua, and Flagler counties.
Florida agents say the theft ring is responsible for over 70 separate thefts
over the past 18 months. "In Florida, we will not allow criminals to travel into
our state and get away with organized retail theft. The members of this ring
stole nearly $90,000 worth of merchandise from retailers in more than 70
separate thefts. Thanks to our law enforcement partners and statewide
prosecutors, these six defendants face serious felony charges." Moody's office
will prosecute this case.

Denver, CO: Police fatally shoot man at Denver 7-Eleven
A man was shot and killed by police at a 7-Eleven in west Denver Friday night.
Shortly before 7 p.m., police received reports of a possible stabbing and
robbery at the 7-Eleven at 5th Avenue and Federal Boulevard, said Denver police
chief Ron Thomas during a press briefing late Friday. When officers arrived at
the scene, they determined a clerk was "under duress," behind a locked door
leading to the store's backroom. Officers could hear a "struggle or altercation"
happening in the room, and attempted to open the door, Thomas said. After their
commands to open the door were not followed, officers used a battering ram to
force it open. When they entered the backroom, they found three men in the room,
including the suspect, who appeared to be threatening another man with a "sharp
instrument." Thomas said officers fired their weapons at the suspect; when the
gunfire stopped, the other two men were able to escape the room. Thomas said
officers performed life-saving measures in the suspect before he was transported
to a hospital, where he died of his injuries. The two male victims were were not
injured during the incident, he said.

Perception becomes reality slowly on a macro level and it's difficult to change
it if it's incorrect or doesn't portray the truth. It's the same reason law
enforcement separates witnesses to ensure clarity and truth. The group mind
becomes influenced by opinion and agendas and distorts the true reality. One can
only rely on daily vigilance based on doing what's right to hopefully impact the
individuals one works with on a daily basis to carry the experience forward and
be witness to what is right.
Just a Thought, Gus
