Survey Says: Theft is Pushing Shoppers Out of Stores
Is In-Store Theft Driving Customers Online?
A new survey found that about one-third of U.S. adults consider shoplifting and organized retail crime (ORC) to be either "very serious" or "extremely serious" problems in their cities, prompting more consumers to prefer shopping online.

When asked about their preferences for online shopping over in-store shopping given their concerns regarding shoplifting and organized crime, 31% indicated they "strongly prefer" and 27% "somewhat prefer" online shopping.

The survey showed healthy support for technological solutions to retail theft, with nearly half (45%) of respondents likely to support the use of technology to combat shoplifting and organized retail crime amid frustrations with some in-store security measures. The study showed that more than half of respondents said it took them more than five minutes to get the items they wanted in stores with locked merchandise.

A survey of over 5,000 U.S. consumers last fall from Numerator found consumers particularly irked at the increasing practice of locking up items to reduce in-store theft. Of the respondents, 61% were seeing more locked-up merchandise on a regular basis over the past year, with 27% indicating they would switch retailers or abandon the purchase altogether instead of waiting for assistance for a locked-up product. Only 53% of shoppers said they would wait for assistance if bath and body products are locked up, 56% for makeup and cosmetics, and 57% for personal hygiene products.

The survey found that shoppers most often see locked-up items in drug stores and mass retailers.

Another survey of 400 small to mid-size retailers taken in November 2023 from Software Advice, a software marketplace and advisory services firm owned by Gartner, found SMB retailers particularly being impacted by theft. Of the respondents, 34% reported a rise in shrink over the previous year, and 68% had shrink rates above the industry standard rate of 1.5% at the time.

The most common in-store loss prevention strategies used by SMB retailers, according to the survey, included installing security cameras (53%), arranging the store layout to deter theft (40%), utilizing inventory management software (39%), implementing security sensors (35%), and maintaining records of known shoplifters (34%). retailwire.com


California Logs Record-Breaking ORC Investigations in 2024
Retail theft crackdown in 2024 recovers $13.5 million in stolen goods

Governor Newsom announced that in 2024, the state recovered 676,227 stolen items worth more than $13.5 million. In January and February 2025 alone, officials seized 24,510 stolen goods worth an estimated $2.2 million.

Governor Gavin Newsom today announced that in 2024, the state's Organized Retail Crime Task Force conducted a record-breaking 879 investigations which led to 1,707 arrests and the recovery of 676,227 stolen goods valued at $13.5 million.

Spearheaded by the California Highway Patrol, the Organized Retail Crime Task Force in January and February 2025 focused on 136 retail theft investigations leading to 209 arrests while recovering 24,510 stolen items worth an estimated nearly $2.2 million.

Since the inception of this task force in 2019, the CHP has been involved in over 3,600 investigations, leading to the arrest of more than 4,000 suspects and the recovery of over 1.3 million stolen goods valued at nearly $54 million.

Governor Newsom this summer signed into law the most significant bipartisan legislation to crack down on property crime in modern California history. Building on the state's robust laws and record public safety funding, these bipartisan bills establish tough new penalties for repeat offenders, provide additional tools for felony prosecutions, and crack down on serial shoplifters, retail thieves, and auto burglars.

ORC Hub Busted as Part of LA Crime-Fighting Efforts

LA city leaders say crime fighting efforts in MacArthur Park are paying off
Los Angeles Police Department Chief Jim McDonnell said overall crime in the MacArthur Park area has reduced by 42% over the last few months, as the department has increased enforcement efforts and expanded outreach initiatives.

"While our work is not done, clearly, a lot has been accomplished in a relatively short period of time," he said.

McDonnell also noted that on March 6, the department busted a hub for stolen goods, a store receiving and selling stolen merchandise, which was tied to organized retail theft.

These efforts are part of a larger crackdown on stolen goods being funneled through MacArthur Park and along the Alvarado corridor, involving a criminal network that has been the primary driver of violent crime in the park and surrounding areas, he said.

Mayor Karen Bass said newly installed fencing along the east side, at Alvarado Street, has disrupted illicit activity in the area.

"Many of those vending stands provided an open-air market for illegal activity," she said. She ordered the fencing to be installed after a Westlake District shooting, near the park, where six people were injured in January. cbsnews.com


Lawmakers Need to 'Step Up Enforcement' on Cargo Theft
Cargo theft reaching record levels, prompting calls for congressional action

"In my 25 years in the supply chain, I've never seen cargo theft this prevalent," Robert Howell, chief supply chain officer at Academy Sports and Outdoors, said.

Trucking, railroad and shipper representatives raised the alarm about the rise of cargo theft affecting U.S. supply chains during a congressional hearing. Leaders from BNSF, the Owner-Operator Independent Drivers Association, Tanager Logistics and Academy Sports and Outdoors urged lawmakers to step up enforcement during a Senate subcommittee hearing on Feb. 27.

Broker fraud, shipment interception and other forms of cargo theft are costing supply chains up to $35 billion annually, multiple speakers said, citing data from the federal Homeland Security Investigations agency.

Those crimes are contributing to higher consumer costs - and threatening some carriers' livelihoods.

"Since I began my testimony, a small business trucker has likely fallen prey to fraud that could jeopardize their entire business," OOIDA EVP Lewie Pugh said. "That's how commonplace freight fraud is becoming in trucking."

Much of the crime is committed by repeat offenders, and only one in 10 results in an arrest, Sen. Todd Young said, citing the American Trucking Associations. retaildive.com

The BC budget, released on March 4, 2025, includes two actions in response to RCC's advocacy-though funding to combat organized retail crime remains insufficient.

The government is committing $67 million over three years to community safety, including a new targeted enforcement pilot aimed at reducing robbery, theft, and property crime in downtowns and commercial areas. Additionally, funding for police training will increase, expanding annual capacity from 192 to 288 officers. This is important because police agencies regularly advise RCC that the number of new officers trained is an obstacle to having more police officers on the street.

RCC will meet with BC Minister of Public Safety Garry Begg this week to push for stronger action on retail crime.

Is Your Workplace Protected?
How to Respond to the Spread of Measles in the Workplace
Once an employer learns someone in the workplace has measles, it should immediately send the worker home and tell him or her not to return until cleared by a physician or other qualified health care provider.

The employer should then notify the local health department and follow its recommended actions, said Howard Mavity, an attorney with Fisher Phillips in Atlanta. The company may want to inform workers where and when employees might have been exposed. If employees were possibly exposed, the employer may wish to encourage them to verify vaccination or past-exposure status, directing those who are pregnant or immunocompromised to consult with their physicians, he said.

Shea said that once the person is at home, the employer should:

  • Inform workers about measles, such as symptoms (e.g., dry cough, inflamed eyes, tiny white spots with bluish-white centers on a red background in the mouth, and a skin rash) and incubation period-usually 10 to 12 days, but sometimes as short as seven days or as long as 21 days, according to the CDC.

  • Inform employees about how and where to get vaccinations.

  • Remind workers that relatives may have been indirectly exposed.

  • Explain that measles exposure to employees who are pregnant or who might be pregnant can be harmful or even fatal to an unborn child.

  • Explain that anyone born before 1957 is not at risk. The measles vaccine first became available in 1963, so those who were children before the late 1950s are presumed to have been exposed to measles and be immune.

Employers may also want to bring a health care provider onsite to administer vaccines to employees who want or need them, Shea said. shrm.org


Employers Aren't Doing Enough to Address Employee Mental Health

In addition to the stigma about the issue, workers don't even know what resources employers offer.

You would think given the proliferation of people, across all industries, talking about taking mental health break would encourage employees to speak up about the subject at work. Well, you would be wrong, unfortunately.

A recent Workplace Mental Health Poll from The National Alliance on Mental Illness found that while 81% of people will discuss mental health with a close friend at work, and 57% will talk to their manager, only 39% feel comfortable sharing with HR, and less than three in ten (28%) would share with senior leadership. 

For those who say they feel uncomfortable discussing mental health at work, the top five reasons include:

  • Stigma or judgment around mental health,

  • Lack of discussion from colleagues,

  • Not wanting to appear weak,

Consumer Optimism is Fading
NY Fed: Consumers Feeling Gloomier About Financial Futures

New data shows growing financial pessimism among Americans, the latest sign of shaky consumer confidence.

The February installment of the Federal Reserve Bank of New York's Survey of Consumer Expectations, released Monday (March 10), shows that while households' medium and long-term inflation expectations were unchanged, consumers were less optimistic about their future financial situations.

According to the bank's Center for Macroeconomic Data, this was accompanied by marked declines in expectations about unemployment, delinquency and credit access.

"Perceptions about households' current financial situations compared to a year ago were mostly unchanged, but year-ahead expectations about households' financial situations deteriorated considerably," the NY Fed said in a news release.

"The share of households expecting a worse financial situation in one year from now rose to 27.4%, the highest level since November 2023." pymnts.com

President Donald Trump on Tuesday escalated a trade war with Canada, imposing a fresh round of tariffs on steel and aluminum products, threatening additional duties, and reiterating a call for Canada to give up its sovereignty and become a part of the United States.

Top Canadian officials responded forcefully, saying the country would keep its countermeasures in place until Trump withdraws U.S. tariffs.

Online Scams Targeting Consumers
FTC: Investment Scams Top 25% Spike in 2024 Fraud Losses
New Federal Trade Commission (FTC) data shows consumers reporting more than $12.5 billion in fraud losses last year.

That number marks a 25% increase over 2023, the FTC said Monday (March 10). However, the number isn't driven by an uptick in fraud reports, which remained stable.

Rather, the percentage of people who reported losing money to a fraud or scam rose by double digits. In 2023, 27% of people who reported a fraud also reported losing money. In 2024, that figure climbed to 38%, the FTC said.

Coming in second place in reported losses were imposter scams at $2.95 billion. And consumers last year reported losing more money to scams where they paid using bank transfers or cryptocurrency than all other payment methods combined.

The commission said it received fraud reports from 2.6 million consumers last year, almost the same amount as 2023. The most commonly reported scam category was imposter scams, with losses to government imposter scams in particular climbing $171 million from 2023 to a total of $789 million last year.

The second most commonly reported fraud category was online shopping issues, followed by business and job opportunities, where reported losses totaled $750.6 million - up nearly $250 million from 2023. pymnts.com


Firewalls & VPNs are Primary Ransomware Gateways
Majority of ransomware claims involved compromise of perimeter security devices

A report by cyber insurance firm Coalition shows six of every 10 ransomware claims involved compromised VPN or firewall.

About six of every 10 ransomware claims in 2024 involved the compromise of a perimeter security device such as a virtual private network or firewall, according to the Coalition Cyber Threat Index report released Tuesday. In two of every 10 cases, remote desktop protocols were exploited for initial access.

Stolen credentials served as the initial access vectors in almost half of the cases, while software vulnerabilities were exploited in about three of every 10 cases.

Two thirds of businesses had at least one internet-exposed web login panel at the time they applied for cyber insurance policies, according to the report. The cyber insurance provider said it detected more than 5 million exposed remote management solutions and tens of thousands of exposed login panels.

The report highlights the increasing abuse of security tools by hackers to gain access to systems during attacks. These tools were originally designed to allow authorized users to gain secure access to corporate environments. However, threat groups have found ways to exploit these tools to steal information or conduct other malicious activities.

How to spot and avoid AI-generated scams
As AI technology advances, cybercriminals create more personalized and convincing scams. This includes mimicking voices, deepfake videos, and highly convincing phishing emails that are difficult to spot.

Phishing, deepfakes, and voice cloning are among the most common AI-driven techniques used by cybercriminals.

Phishing: Ivanti's research shows that attackers use GenAI to craft believable content at scale and low cost, making phishing attacks more effective. They believe that this threat vector will become even more powerful as cybercriminals further personalize their phishing messages based on data found in the public domain.

Deepfakes: Researchers predict that cybercriminals will increasingly use video and audio deepfakes in future cyberattacks. Deepfakes are no longer limited to public figures and celebrities, with corporate leadership teams now becoming prime targets.

Voice cloning: The increasing use of AI tools has made it simpler to manipulate the voices of friends, family members, and other trusted individuals. Amazon Duplicates on Temu?

One-Tenth of Amazon Products Have an Identical Match on Temu

Temu continues to captivate global consumers, some of whom may have started using the marketplace to search for cheaper versions of wares sold on Amazon.

New data from Omnisend shows that 77 percent of products listed on Amazon have a close match on Temu, and that one-tenth of products are identical on the two marketplaces. Among identical products, consumers are likely to see price parity, but on close matches, Temu sellers are listing products for, on average, 40 percent less than Amazon sellers.

In fashion and apparel, the match rate exceeds the 77 percent average; 94 percent of items listed in fashion and beauty categories on Amazon have a close match on Temu. And, most often, consumers are paying less for those items on Temu. On average, clothing, shoes and jewelry are 55 percent less expensive on Temu when stacked up against the Amazon product they are considered a close match for. On average, that means customers purchasing apparel, shoes and jewelry are paying $13.16 less per item when buying from Temu instead of Amazon.

The only category Omnisend found Amazon offered lower prices on was automotive.

Both companies offer frequent discounts on products on their respective marketplaces. On Temu, 65 percent of total listings are discounted, and on Amazon, 47 percent of items are offered on sale. Amazon outpaces Temu on proportion of discount products when zooming in on clothing, shoes and jewelry; while about 61 percent of listings in that category on Amazon are discounted, about 39 percent of those items are discounted on Temu. sourcingjournal.com

Kroger has formed a business unit centered on its online operations and promoted its chief information officer to head the new team, the supermarket chain announced Tuesday.

The group brings together the personnel "contributing to every aspect of the online customer experience" for Kroger, which has recently seen its digital sales rise at a brisk clip and its e-commerce profitability improve.

Yael Cosset, who previously served as the company's chief digital officer before becoming senior vice president and CIO of Kroger in 2019, will lead the e-commerce unit as executive vice president and chief digital officer. Washington, DC: Update: Ex-Walgreens manager admits to helping plan robberies, asking to be assaulted to make them look more real
A group of people behind a conspiracy to repeatedly rob a drug store in Chinatown have pleaded guilty. Two of the robbers were employed as managers when the robberies occurred. According to the U.S. Attorney's Office, District of Columbia, 34-year-old Michael Robinson and 25-year-old Kemanye Williams pleaded guilty Tuesday to the string of robberies. Their co-conspirators, 27-year-old Gianni Robinson and 21-year-old London Teeter, pleaded guilty in February. Robinson and Teeter were working as Walgreens managers when the Chinatown drugstore was robbed seven times between July 2023 and February 2024. In total, the group admitted to stealing and splitting at least $28,983. According to court documents, the group planned to carry out armed robberies at the Walgreens store nearly once a month. Each robbery was planned to happen during the times Robinson or Teeter were working since the two were aware of the timing of cash transfers within the store. In each of the robberies, police say a masked gunman walked into the store and forced an employee into the manager's office or accessed the office using a code, reportedly provided by Teeter or Robinson. After getting the money, the gunman would leave through a back exit.  wusa9.com


Albuquerque, NM: Albuquerque Police arrest man accused of shoplifting over $8,000 in merchandise; 23 incidents
Albuquerque police arrested 44-year-old Mark Burchett, accused in nearly two dozen cases of shoplifting. Police say Burchett is connected to 23 shoplifting instances at two stores, totaling more than $8,000 worth of stolen merchandise. Police say they identified Burchett based on a theft pattern and the type of stolen items. Police say he was trying to sell those items on Facebook marketplace. Burchett is now facing multiple counts of felony shoplifting and conspiracy to commit a felony.  aol.com


Petaluma, CA: 3 suspected in Nike store thefts arrested after North Bay pursuit
Three people linked to retail thefts at Nike stores, including two juveniles, were arrested following a pursuit in the North Bay over the weekend, authorities said. According to Petaluma Police, officers were called to the Nike Store at the Petaluma Village Premium Outlets shortly after 4 p.m. Saturday. Employees told police that a man grabbed armfuls of merchandise valued at over $950. The suspect fled in a waiting vehicle, described as a silver Ford F-150 pickup, before police arrived. The pursuit ended three miles later, on southbound 101 past Ignacio Blvd. All three people inside the vehicle were detained and evidence of the theft was located. An investigation revealed additional evidence of thefts from Nike stores in Napa and Vacaville. Officers were able to recover $3,000 worth of merchandise in total.  cbsnews.com

Columbia, SC: Update: Second Columbiana Mall shooter sentenced to 30 years
Amari Smith, age 24, of Columbia, has received an active sentence of 30 years for his role in the Columbiana Mall mass shooting which occurred on April 16, 2022, in the Harbison area of Lexington County. Smith pled guilty on November 1, 2024, following the trial of State v. Jewayne Price in Lexington County. Price was convicted by a jury in October for his role in the mall shooting and was sentenced to 35 years.  abcnews4.com


Man storms into grocery store with rifle, fires shot near cashier during robbery
A scary scene played out at a supermarket in Parkway Village over the weekend. Memphis Police (MPD) said the suspect got away with cash. Police released footage of the March 8 holdup, showing a man pointing a large AR-style rifle at a cashier inside Supermercado Guatemala 502 near Winchester Road and South Goodlett Street. MPD said the man walked up to the front counter and demanded money, then fired a gunshot into the floor right next to the cashier. Fortunately, no one was hurt in the robbery. Seattle, WA: Suspect flees after shooting man in leg at Seattle Safeway parking lot
A man is in the hospital after he was shot in the leg outside a Seattle grocery store late Monday night. Seattle police officers responded to the parking lot of the Rainier Valley Safeway around 8:20 p.m. Monday after a reported shooting. Police said a "disturbance" between the occupants of two vehicles led to a woman shooting the victim in the leg in the Safeway parking lot. Police gave the victim, a 37-year-old man, medical treatment until he was taken to Harborview Medical Center in "serious, but stable" condition.  king5.com


Houston, TX: Customer shot outside C-Store in drive-by
Houston Police are investigating a possible connection between three drive-by shootings that occurred Monday night and Tuesday morning in the Third Ward. The first happened around 8:20 p.m. at a convenience store on Drew and Callie Street. A man in his twenties on a scooter was shot outside the store. When the man ran into the store for help, Lt. JP Horelica said he was shot by a man wearing black and carrying an "AR-15 rifle." The man was hospitalized and is being treated for life-threatening injuries.  abc13.com

Being engaged in the business of your retailer is a critical element for every Loss Prevention executive. For decades, our industry has often been accused of being silo'ed and separate from the operators and the merchants. This separateness in many cases ultimately leads to a disconnect, a sense that we aren't part of the team. Which in actuality, regardless of your performance, it can lead to your job being eliminated or just you being replaced with someone new. So the real question is: How do you become engaged in the business and truly add value to the company's success beyond reducing shrink? And then having the courage to go make it happen. We all tend to stay in our comfort zones and remain safe. At least that's what we think. But at the end of the day, it's that comfort zone that can actually increase your risk. So the next time you're in a corporate meeting or traveling stores with your operators or merchants, go beyond with your comments and opinions - take a risk - add some value - help them run the business - you might be surprised.
