years for a number of reasons ranging from a seemingly honest mistake of
customer's under-ringing at the self checkout, to the extreme violent
group robberies perpetrated by organized criminal groups. "Almost every
retailer has experienced an increase in their shrinkage rate, and
collectively that number in Canada has reportedly surpassed the $10
billion threshold,” he said.
Rui Rodrigues, Executive Advisor, Loss
Prevention & Risk Management, Retail Council of Canada, said
losses have increased significantly for retailers over the last five
years. With the volume of theft increasing the volume of incidents
involving violence has also significantly increased.
“Lack of severity of consequences from our judicial system for retail
crime is one (reason). Retail theft has long been seen as a
victimless property crime and in general criminals apprehended
committing retail crimes face little or no consequences. As a result, we
see a revolving door of retail criminals who are repeat, prolific and
violent re-offenders who are arrested and let out the same day and back
out re-offending,” he said.

NFIB Applauds South Carolina Lawmakers for Passing Retail Theft Bill
The measure gives law enforcement
better tools to crack down on organized smash-and-grab rings
NFIB State Director Ben Homeyer today thanked the General Assembly for
passing H. 3523, critical legislation cracking down organized retail
crime and protecting small businesses from financial harm.
“Small business is not immune from the threat of organized retail
theft,” Homeyer said. "This legislation gives law enforcement and
prosecutors the tools they need to go after theft rings that exploit
retailers and drive up costs for everyone.”
H. 3523 strengthens existing laws by making it illegal to conspire to
steal retail property valued at more than $2,000 over 90 days with
the intent to resell or profit from stolen goods.
It increases penalties for those who engage in
retail theft, imposing tougher fines and imprisonment for repeat
offenders and those who cause property damage or injury
during these crimes. The measure also introduces asset forfeiture
provisions to ensure criminals do not profit from stolen goods,
reinforcing the state's commitment to protecting local businesses.
“This legislation helps small businesses by targeting large-scale retail
theft rings,” Homeyer said. "We urge Governor McMaster to sign H.
3523 into law as soon as possible to give law enforcement the tools
they need to fight these crimes.”

Law Enforcement Holds ORC 'Retailer
Listening Sessions'
Oregon: Law Enforcement Organize Retail Theft Meetings
The Bend Police Department, in collaboration with the Redmond Police
Department and the Deschutes County District Attorney's Office, will
host a series of Retailer Listening Sessions as part of the Organized
Retail Theft (ORT) grant that Deschutes County secured in fall 2024.
The goal of this initiative is to stop organized retail crimes from
occurring in our county by improving response to theft calls,
increasing arrests, and enhancing prosecution of retail theft offenders.
Achieving this goal will require a multi-tiered approach.
The Retailer Listening Sessions are an opportunity for the Deschutes
County ORT team to hear directly from local retailers about the types
of theft they have been experiencing, as well as to answer questions
on Oregon retail theft law and share information about the Deschutes
County District Attorney's Office's work to create a local chapter of
the Organized Retail Crime Association of Oregon (ORCAOR). More
information will be shared about a Central Oregon ORCAOR chapter meeting
in the coming weeks.
Retail owners, managers, and loss prevention officers from Deschutes
County are encouraged to attend one of the Retailer Listening
Sessions in March. Registration for a Retailer Listening Session is
encouraged but not required.

Australia: Shop thefts rise as police say offenders linked to organised
crime
Retail theft and assaults have skyrocketed across Victoria, with
organised crime syndicates responsible for the spike, police say.
Victoria Police and Crime Stoppers are teaming up to crackdown on
repeat offenders they say are responsible for 70 per cent of offences.
Some sticky-fingered offenders have been caught more than 100 times
for stealing from shops. "Retail crime costs us all, we're focusing
on repeat offenders," Crime Stoppers Victoria chief executive Stella
Smith said. Thefts have jumped more than 32
per cent, with assaults linked to this offending rising by 12 per cent.
"Workers have been threatened with machetes, told the person has
a gun. That's scary for workers," Smith said. Police also say there's a
misconception that the economic crisis is fuelling the rise. Instead,
police believe many criminals are stealing to fund organised crime.
These intricate rackets mean close to 70 per cent of retail crimes
are committed by the same offenders.
Retail crime is costing the industry $9 billion every year.

Congress Urged to Send Message to Organized Retail Crime
The National Association of Attorneys General (NAAG) sent a letter on
behalf of a bipartisan coalition of 38 state and territory AGs urging
Congress to pass legislation addressing the national rise in
organized retail crime.
In the letter, the AGs explain that organized retail theft is
responsible for more than $121 billion in financial losses and has
subjected retail employees to violence, and that cargo theft remains a
primary component of organized retail crime nationwide, which disrupts
supply chains and increases prices of consumer goods.
The AGs urge Congress to re-introduce legislation that would expand and
help coordinate state and federal efforts against organized retail
theft, and to include increased federal penalties for supply chain
thefts.

from people who have never worked for a living or looked at injury
statistics."
H.R. 86, "Nullify Occupational Safety and Health Administration Act (NOSHA),”
was introduced by Rep. Andy Biggs (R-AZ), with the stated purpose of
abolishing federal OSHA, leaving it up to the states to set and enforce
workplace safety and health standards. (Refer to "The

2025" for more details.) Whether or not the bill moves forward
through Congress (it currently has no co-sponsors), we wanted to hear
what the EHS community thinks of the idea. So we created a quick poll
and asked EHS Today readers: Should federal OSHA be abolished?
While not a scientific study by any means, we heard from over 1,100 EHS
professionals, and overwhelmingly they are not in favor of abolishing
federal OSHA. 60% said, simply, no. Another 10% said no, but that
federal OSHA should be reduced in size and budget. You can see the full

UPS and Amazon, to be the next head of OSHA (replacing Doug Parker), so
there's no reason to believe that federal OSHA is going to be

3.3M Impacted by Data Breach
Employment screening provider data breach affects 3.3M people
The attack is one of several in
recent years targeting the employment services industry.
A data breach at DISA Global Solutions, Inc., a third-party
employment screening services provider, affected more than 3.3
million people, the company said.
The company, which provides drug and alcohol testing and background
checks, said it discovered on April 22, 2024, that it was the victim
of cyber attack that gave "an unauthorized third party" access to
individuals' personal information from Feb. 9, 2024, to April 22, 2024,
the company said in a notice on its website.
DISA said that while its forensics investigation "could not definitively
conclude the specific information procured,” the personal information
accessed could have included people's names, Social Security numbers,
driver's license numbers, other government ID numbers, financial account
information and other data elements.

Competition Heats Up Between Amazon, Temu & Shein
Amazon eyes global expansion for its Temu, Shein competitor
Amazon plans to expand its discount
storefront that competes with ultra-cheap Chinese e-commerce companies like Temu
and Shein.
Amazon is looking to expand its competitor to Temu and Shein beyond the U.S.
The company intends to launch its discount storefront, called Haul, in
Europe later this year, according to two people familiar with the matter who
asked not to be named because the plans are confidential.
Recent job postings indicate Amazon is eyeing a wider global rollout. One
listing stated the company is looking to hire a software development engineer in
the Haul team to help with a worldwide launch.
The job was posted to Amazon's website but
has since been removed.
Another role is for a senior product manager to assist with a launch in
Mexico. Both openings were posted earlier this month.
An Amazon spokesperson said the company didn't have anything to share on its
plans for Haul, which were earlier reported on by
The Information.
“We are always exploring new ways to work with our selling partners to
delight our customers around the world with more selection, lower prices, and
greater convenience,” the spokesperson said in a statement.
The expansion comes months after Haul's debut. Amazon unveiled the online
store
in November, describing it as an "engaging shopping experience that
brings lower-priced products into one convenient destination.” Haul is only
accessible through Amazon's mobile app, and most items are priced at $20 or
less.
With Amazon Haul, the company is responding to the rise of Temu, Shein and
TikTok Shop, which all have ties to China, the world's second-largest
economy. The platforms
have rapidly gained popularity in the U.S. over the past few years by
hooking deal-hungry shoppers with their low prices on clothing, makeup, home
goods and other items. Like Temu, Haul offers ultra-low-priced products, like $1
eyelash curlers and cosmetic bags, or a $2.99 cubic zirconia ring.
Haul remains in beta for U.S. users, but Amazon has continued to build out the
service, suggesting the company sees it becoming a more permanent fixture of

Generative AI tools like coding assistants and "teleprompter" apps feed

Recent Amazon guidelines shared with internal recruiters at the company say that
job applicants can be disqualified from the hiring process if they are found

Vallejo, CA: 3 men arrested after high-end beauty products theft bust
Three men, including a father and son duo, were arrested for shoplifting
on Tuesday, according to the Vallejo Police Department. Vallejo police
officers were dispatched to Admiral Callaghan Lane for the report of
multiple thefts at different retail stores on Tuesday. Two retail store
employees informed police that the suspects stole "high-end beauty
products and fragrances" and fled in a white BMW. Officers located the
BMW near Tuolumne Street and Sereno Drive and pulled the car over.
Police said while the three occupants were detained, officers found bags
filled with stolen merchandise in the back seat. Police said the second
suspect was found to be the driver's father, who had prior theft
convictions. The third suspect had an outstanding felony theft arrest
warrant out of Placer County. According to VPD, he is suspected of
stealing more than $100,000 worth of merchandise from multiple retail
stores.

Brunswick, ME: 3 accused of stealing $32K worth of items from Maine
stores
Police say three people from New York stole over-the-counter medications
and beauty products from a Hannaford in Brunswick. The trio is accused
of taking part in a massive retail theft operation. Employees at the
Hannaford on Elm Street called police after they saw 29-year-old Marlene
Santaella, 24-year-old Angie Cubillos and 38-year-old Alan Rodriguez
stealing large amounts of over-the-counter medications and beauty
products on Wednesday, according to the Brunswick Police Department.
Police say they found the suspects in a vehicle not far from the store.
According to police, officers found approximately $32,000 worth of
over-the-counter medications and merchandise inside the vehicle. They
are suspected of participating in an organized retail theft ring and had
victimized other stores in Maine, according to police.

Highland Heights, OH: Kohl's shoplifter makes off with nearly $4,000
worth of goods in a matter of days
A man stole 22 items, valued at $2,710, from Kohl's Feb. 18 and left in
a vehicle being driven by a woman. Among the items stolen were Nike
shoes and clothing. Loss prevention also learned that the same man had
stolen $1,156 worth of merchandise from the store a few days earlier. In
both incidents, the same woman waited in the vehicle and was not
involved in thefts.

Ogden, UT: Security Guard arrested for manslaughter after fighting with man who
didn't pay for tacos
A night club security guard was arrested in connection to the death of a man who
reportedly refused to pay for tacos, according to arrest documents. Martin
Esparza Espinoza, 56, was arrested on one count of manslaughter, which is a
second-degree felony. According to an affidavit of probable cause filed in Weber
County, Espinoza was working as a security guard at a nightclub in Ogden at the
time of the incident. Arrest documents allege that a man "who supposedly would
not pay for tacos" began fighting with security, and Espinoza was involved. Two
other security guards were also involved in the incident. The guards are accused
of leaving the victim lying in the middle lane of Washington Boulevard after the
fight. Almost immediately after the suspects left the victim in the road,
documents say a car pulled out of a nearby parking lot and ran over the victim.
The victim reportedly died from "the massive injuries" he received.

Boston, MA: Off-duty Boston police officer shoots and kills armed man inside
Chick-fil-A in Copley Square
A man armed with a knife was shot and killed by an off-duty officer inside a
Chick-fil-A in Copley Square on Saturday, the Boston Police Department confirmed
during a news conference Saturday evening. Just before 5:30 p.m. Saturday,
police said an off-duty officer was inside the Chick-fil-A at 569 Boylston
Street when two people ran into the restaurant while being chased by a man with
a knife who was attempting to stab the two people. "The officer then instructed
the man to drop the weapon, to which he did not comply," Boston police
Commissioner Michael Cox said. "The officer then discharged his weapon to stop
the threat and the armed man was struck. He was then taken to a hospital, where
he was pronounced [dead]. The officer was transported to a hospital for
evaluation, but at this time, there are no other reported injuries."

Richmond, VA: Man dead after argument at Foot Locker on West Broad Street
A man is dead after an argument at a store on West Broad Street in Richmond on
Sunday afternoon, Crime Insider sources told Jon Burkett. Richmond Police were
called to the Foot Locker on West Broad Street just after 2 p.m. for a report of
a person shot. "Officers arrived and located an adult male, down on the ground
with an apparent gunshot wound. He was transported to a local hospital where he
succumbed to his injuries," police said. Crime Insider sources told Burkett that
the conflict started inside the store and then moved outside. Those same sources
said the man who was shot at the store was pronounced dead at an area hospital
about an hour after the shooting. Burkett said that a suspect was in custody and
that the police department's Major Crimes Unit was investigating the case.

violence is difficult to comprehend and may cause strong reactions, including
concerns about community safety. I want to reassure you that the Howard County
Police arrested a suspect in the shooting over the weekend." Howard County
Police have have charged 18-year-old Emmetson Zeah, who is currently being held
without bail.

Greenville, SC: Shooting at Greenville shopping center leaves one dead, two
wounded
Two people are wounded, and a shooter is dead following a dispute at a South
Carolina shopping center on Saturday. The Greenville Police Department said
officers responded to the Greenridge Shopping Center, on Saturday regarding a
shooting. They arrived to find three people wounded, one of whom was dead.
Police said all three were shot, and the deceased person is believed to be the
shooter. Police said all three people knew one another and described the
shooting as a domestic dispute. While the exact condition of the victims wasn't
available, police said they were considered stable as of Saturday evening.

New Hartford, NY: Shooting Reported at Sangertown Square Mall
New Hartford Police say they were called to the shooting at 12:45 Saturday
afternoon. Officers immediately entered the mall to address a potential active
shooter. Officers found one male victim who suffered multiple gunshot wounds.
Mall security had already begun providing first aid to the victim when officers
arrived. Shoppers and staff inside the mall were told to shelter in place while
members of the Metro SWAT team conducted a sweep and evacuation of the mall. New
Hartford Police were able to confirm that this was not a random act of violence
and that there was a single victim targeted by a single suspect. There is no
immediate threat to the public.

Biloxi, MS: Shooting at Family Dollar in Biloxi leaves 1 injured
Officers with the Biloxi Police Department are investigating after a shooting at
Family Dollar left one injured on Sunday. Investigators first arrived at the
store located at the intersection of Division Street and Nichols Street before 8
p.m. The victim was taken to a nearby hospital to be treated for
non-life-threatening injuries. No suspects are in custody at this time.

Hayward, CA: 4 people shot at Hayward restaurant parking lot
Four people were shot outside at a Hayward restaurant parking lot Saturday
night, the Hayward Police Department confirmed. The shooting happened around
10:50 p.m. at the parking lot of The Grill By Miss G restaurant. Officers
arrived and located three people with gunshot wounds, according to HPD. It was
later discovered that a fourth victim from the shooting took themselves to the
hospital. All four are in the hospital and expected to survive, police said. As
of Sunday afternoon, there have been no arrests made in this shooting.

Tacoma, WA: Fight prompts Tacoma Mall to go on lockdown
Tacoma Mall is no longer on lockdown after a fight prompted evacuations and fear
of a shooting. On Sunday, Tacoma Police told the public that around 5:15 p.m.
they received a call of a possible shooting at the Tacoma Mall. Police were told
that people were running away from the area. Police and mall security worked
together to investigate the claim and after investigating and interviewing
people at the mall, police found no evidence of a shooting.

Hackensack, NJ: Newark man is behind bars after allegedly burglarizing multiple
Dunkin' Donuts
A Newark man has been arrested in connection with a series of commercial
burglaries targeting Dunkin' Donuts locations across northern and central New
Jersey, as well as in New York, authorities said. Enajaim E. Bowman, 24, was
taken into custody on February 25 following a weeks-long investigation led by
the Bergen County Prosecutor's Office Crime Reduction Task Force, the Hackensack
Police Department, and multiple law enforcement agencies. Between December 2024
and January 2025, Bowman allegedly broke into 14 Dunkin' Donuts stores and
attempted to burglarize another, stealing $18,267 in cash, $140 in gift cards,
and causing an estimated $10,000 in property damage. Surveillance footage showed
a lone suspect forcing entry, taking money, and vandalizing store interiors.
