While retailers are expecting a booming holiday season to close out the
year, at least one statistic among many other positive indicators
doesn't look so merry or bright.
According to the National Retail Federation's (NRF) latest "Impact of
Retail Theft & Violence 2024" report, there has been a staggering 93%
increase in the average number of shoplifting incidents compared to
2019. Further, there was an equally significant 90% increase in dollar
value lost as a result of theft and fraud compared to the pre-pandemic
era.
In Response to Increased Retail Theft,
Retailers Have Had to Impose Friction in the Form of Security Measures
With survey respondents indicating that the nature of crime has shifted
- for instance, NRF data shows that thieves are now more likely than
ever to operate in groups, and the threat of violence has become
significantly more common - retailers appear to have reluctantly adopted
stricter security measures.
"This isn't what we were used to. This isn't the shoplifting I was
apprehending 30 years ago," David Johnston, NRF vice president of
asset protection and retail operations, told FOX Business. "These are
people who are shoplifting because they know when they have an outlet to
sell this merchandise to."
In response, retailers have turned to locking up product - and
thereby inconveniencing legitimate customers - hiring armed loss
prevention officers or other contractors, cutting store hours, and even
reducing the amount of product available on store shelves.
With some stores in the United States essentially becoming mere vending
machines, as Johnston suggested, it's clear that customer service and
the overall experience of safe shopping have become significantly
imperiled.

New shoplifting data explains why they're locking up the toothpaste
Legislators have enacted stricter
laws to combat rising retail thefts.
Shoplifting rates in the three largest U.S.
cities - New York, Los Angeles and Chicago - remain higher than they
were before the pandemic, according to a report last month
from the nonpartisan research group Council on Criminal Justice.
The sharp rise in retail theft in recent years has made shoplifting a
hot-button issue, especially for politicians looking to address
public safety concerns in their communities.
At least eight states - Arizona, California, Florida, Iowa, Kansas,
Louisiana, New York and Vermont - passed a total of 14 bills in 2024
aimed at tackling retail theft, according to the National Conference of
State Legislatures. The measures range from redefining retail crimes and
adjusting penalties to allowing cross-county aggregation of theft
charges and protecting retail workers.
Major retailers have responded to rising theft since 2020 by locking
up merchandise, upgrading security cameras, hiring private security
firms and even closing stores. Still, the report indicates that
shoplifting remains a stubborn problem.
In Chicago, the rate of reported shoplifting incidents remained
below pre-pandemic levels throughout 2023 - but surged by 46%
from January to October 2024 compared with the same period a year ago.
Shoplifting in Los Angeles was 87% higher in 2023 than in 2019.
Police reports of shoplifting from January to October 2024 were lower
than in 2023. Los Angeles adopted a new crime reporting system in March
2024, which has likely led to an undercount, according to the report.
In New York, shoplifting rose 48% from 2021 to 2022, then dipped
slightly last year. Still, the shoplifting rate was 55% higher in 2023
than in 2019. This year, the shoplifting rate increased by 3% from
January to September compared with the same period last year.
While shoplifting rates tend to rise in November and December, which
coincides with in-person holiday shopping, data from the Council on
Criminal Justice's sample of 23 U.S. cities shows higher rates in the
first half of 2024 compared with 2023.

Food retailers continue to implement
new strategies as worker and shopper safety becomes dire issue
Walmart
has started giving store-level associates body cameras to wear as
part of a pilot program at some of its U.S. locations,
according to CNBC.
Walmart confirmed that it's testing the technology in one market and
will evaluate the results before making any longer-term decisions. A
shopper in Denton, Texas, shared a photo of a Walmart associate wearing
a yellow-and-black body camera earlier this month with CNBC.
Body cameras and the footage they gather are commonly advertised as a
way to prevent shoplifting, but Walmart intends to use the tech for
worker safety, not as a loss prevention tool, according to a person
familiar with the program.
As reported by CNBC, in a document titled "Providing great customer
service while creating a safer environment," staff are instructed on how
to use the devices. It instructs employees to
"record an event if an interaction with a customer is escalating"
and not to wear the devices in employee break areas and bathrooms. After
an incident occurs, staffers are told, they are to discuss it with
another team member, who can help them log the event in the "ethics and
compliance app," according to the document.
Earlier this year, the TJX Companies said that it had also started
using body cameras in its stores, which include its TJ Maxx,
Marshall's and HomeGoods banners. On a call with analysts after the
company reported fiscal first-quarter earnings in May, finance chief
John Joseph Klinger said that the devices had been effective in reducing
shrink, or lost inventory.

law enforcement and private industry partners during an awards ceremony
on Dec. 13.
Fifty-eight investigators from 12 state and
local police departments and 15 retailers were recognized by
HSI at the event held at in Marlborough.
"HSI relies on the unique expertise of our partners in law enforcement
and private industry to help us bring complex organized retail crime
investigations to fruition," said HSI New England Assistant Special
Agent in Charge Sean Garvey. "Organized retail crime is a low-risk,
high reward crime that funds domestic and international criminal
organizations and demands our attention to safeguard the interstate
and international commerce of the United States. The results we've
achieved in our investigations thus far are only possible through the
hard work of the incredible investigators we are honoring here today."
HSI New England presented certificates of thanks to law enforcement
representatives from the Massachusetts State Police, the Burlington
Police Department, the Milford Police Department, the Natick Police
Department, the Northeastern University Police Department, the Newton
Police Department, and the Westborough Police Department in
Massachusetts; the Nashua and Salem Police Departments in New Hampshire;
the Cranston Police Department in Rhode Island; the New England State

The Most Active Time for Cargo Thieves
Cargo thieves are expected to make upcoming holidays far less merry
Not everyone will be interested in
spreading holiday cheer and goodwill the next coule of weeks.
CargoNet,
a Verisk business and leader in cargo theft prevention and recovery, has
announced that an analysis of holiday-period theft data from the past
five years reveals a concerning pattern that indicates heightened
risk during the upcoming Christmas and New Year holidays.
"The days immediately following Christmas have historically been the
most active for cargo thieves," says Keith Lewis, Vice President of
Operations at Verisk CargoNet "Our analysis of 261 theft events between
December 23 and January 2 over the past five years shows December 27 and
29 as peak days for criminal activity, with 31 reported incidents each."
The combination of extended holiday closures, reduced staffing
levels, and stressed compliance resources creates an ideal
environment for cargo thieves. CargoNet warns that criminal
organizations are aware of these vulnerabilities and are likely to
exploit them during the upcoming holiday period.
The increasing sophistication of cargo theft operations has contributed
to a steady rise in holiday season incidents, according to CargoNet.
The 2019-2021 holiday seasons averaged 43 events per year, before
jumping to 59 in 2022 and reaching 73 in 2023. Current trends
suggest that this upward trajectory will continue through the 2024
holiday period.
California, Texas, and Florida remain the most targeted states
for cargo theft. At the county level, Shelby County, Tennessee leads,
followed by Dallas County, Texas, and both San Bernardino and Los
Angeles counties in California.

Should Inventories Be Pulled Ahead Over Tariff Threats?
Costco is among retailers and vendors already accelerating inventory
arrivals as a short-term solution to minimize exposure to
President-elect Donald Trump's promised tariffs.
"We have a plan over time where we have done this in the past and
typically, we'll look where we can to pull forward inventory buying,
which actually we've done already because of some of the less
predictability around shipping and how much time product spends on the
water," said Gary Millerchip, Costco's EVP and CFO, on the retailer's
first-quarter 2025 analyst call on Dec. 12.
The pull-forward orders were also in part due to the risk of port
strikes in India, Canada, and the U.S. East Coast.
The National Retail Federation (NRF) recently predicted that the U.S.'s
major container ports should see a "continued surge in imports
through next spring" due to the prospects of tariffs combined with
another possible strike in January at East Coast ports.

Big Lots Out of Options?
Big Lots prepares for 'going out of business' sales at all stores as
deal falls apart
Big
Lots is almost out of options now that its white knight has left the
table.
The off-price retailer said it does not anticipate completing its
previously announced sale to Nexus Capital Management, "though it
continues to work toward completing an alternative going concern
transaction with Nexus or another party" with a goal to complete a sale
by early January. In September, Big Lots filed for bankruptcy protection
as part of a deal to be acquired for about $760 million by private
equity firm Nexus Capital.
Parallel with its efforts, Big Lots said it is preparing to start
"going out of business" sales at all of its remaining store
locations in the coming days. The retailer, which has closed hundreds of
stores since September, currently operates approximately 950 locations.
Big Lots said it doesn't believe that the sales will not preclude it
from being sold in a going concern transaction.

Claus impression this holiday season by delivering goodies by air
from malls in the Dallas area.
The program announced Wednesday will include more than 50 restaurants
and retailers at two malls: Stonebriar Centre in Frisco and Hulen
Mall in Fort Worth. Both are owned by the large mall operator Brookfield
Properties.
Customers in the delivery zone who use DoorDash to order from one of
the eligible businesses will have the option to have it brought to them
by drone. Wing's "highly automated" drones can complete deliveries
in as little as 15 minutes, reaching speeds of up to 65 miles per hour,
the company said. Upon arrival, the drones lower packages to the ground
from a height of about 150 feet.

Busiest Time for Cyberattacks?
EXCLUSIVE: Cyber incidents peak during holidays
December is a busy month for shoppers - and
online criminals.
A survey of 505 business owners exclusively released to Chain Store Age from
secure web hosting provider Liquid Web found that 64% identify December as their
peak sales month. But a leading 39% also cite December as the busiest month
for cyber incidents. The survey assessed respondents' cybersecurity
readiness.
On average, respondents have faced three cyber incidents during the peak holiday
shopping months of October through December, but 24% have experienced five or
more. The individual holidays where respondents report having dealt with
cyber incidents include:
- Black Friday/Cyber Monday: 26%
- Christmas: 25%
- New Year's: 12%
- Thanksgiving: 8%
- Halloween: 7%
On average, the survey indicates it takes just over 10 hours to respond to a
cyber incident during holiday shopping. During peak shopping months, 28% of
respondents have had to deploy emergency patches, which involves fixing
vulnerabilities in software to address security gaps as a reactive approach.
The survey also examined respondent experiences with cybersecurity outside of
the peak holiday shopping season. In the past year, one in two have suffered
phishing attacks, and almost three in four (73%) report facing at least one
cyber threat.
These incidents can be costly, with respondents anticipating an average revenue
loss of $147,848 if a significant cybersecurity issue arises during a peak
shopping month. Beyond financial impacts, 12% of respondents noted long-term
damage to customer loyalty and trust following recent cyber incidents.

Security teams are on the alert for
nation-state threats and ransomware as millions of workers break for the
Thanksgiving holiday weekend.
Just
ahead of the holiday season, U.S. companies and critical infrastructure
providers are once again bracing for the potential risk of cyberattack,
as threat groups look to exploit distracted IT security teams for maximum
leverage.
The vast majority of organizations - nearly 9 in 10 - hit by ransomware over
the past 12 months were targeted at night or over a weekend period, when IT
security staffing was low, a November report from Semperis shows.
Nearly two-thirds of organizations said they were targeted by ransomware
after a major corporate event when employees could be distracted, such as a
restructuring or major layoff announcement, an initial public offering or a
corporate merger.
The report, conducted in partnership with Censuswide, is based on a survey of
more than 900 IT security professionals in the U.S., U.K., France and Germany.

CISA mobile security advice gets personal in wake of telecom intrusions
The agency's recommendations are not for the
technically inept. Yet the extraordinary measures, including the use of
encrypted apps, are applicable to all audiences.

and political officials to drill deep into their mobile phone settings to

of a massive compromise of U.S. telecom networks.

AI Fueling Online Scams?
Survey: 87% of Americans worried about AI's role in online scams
The vast majority of Americans are concerned about scams this holiday season, especially
with AI now being utilized by bad actors online.
Eighty-six percent of Americans are concerned about scams, and those who are
"extremely concerned" outnumber those who aren't concerned at all, according to
a new survey from cybersecurity company Upwind. About the same number - 87% -
are worried AI is helping scammers by creating deceptive links, portals and more
trick consumers.
Almost half of Americans (44%) say they're "very concerned," with 43% more
"somewhat concerned" about how AI technology is helping scammers create more
convincing and personalized scams. Only 3% are not concerned at all about AI's
role in holiday scams.
Only 14% of Americans aren't worried about holiday scams. More than half
(55%) say scams are getting worse this year, and only 5% feel less concern than
they did last year.
Those who have completed some college or who have graduated with a college or
post-grad degree are more likely to say they're "very" or "somewhat"
concerned (89%), while those who never attended college are twice as likely
to say they're not at all concerned about AI's use in scams.
"AI could be utilized to harm Americans in various ways," said Upwind. "It
can create increasingly realistic product images, payment portals, email links
and even mimic familiar voices to lure Americans into clicking malicious
links and divulging personal data. Even when individuals aren't the target,
attackers can use AI-powered tactics to take advantage of the busy season and
undermine retailers' security tactics, gaining access to customer data."
Overall, more than half of Americans (51%) are more concerned about scams
this year than last, while 44% say they feel "about the same." Just 5% of
Americans say their anxiety about cyber threats is decreasing.

Philadelphia, PA: DOJ: Police Raid Philly Pawnshops Arrest Owners For
$19M in Stolen Goods
The owners of three Philly area pawn shops have been indicted and will
face charges of trafficking in stolen goods. The value, police said is
in the millions of dollars. Society Hill Loan and K&A Money Loan
Pawnbrokers ("K&A"), both in Philadelphia, and Lou's Jewelry and
Pawnshop ("Lou's Jewelry") in Wilmington, Delaware. are the shops in
question. Federal authorities said the arrests happened last week.
Federal authorities said that Larry Leonard, 60, and Nathaniel "Nat"
Leonard, 68, both of Philadelphia, Pa. were charged with conspiracy to
transport and sell stolen goods in interstate commerce and interstate
transportation of stolen property. Larry Leonard was also charged with
money laundering. According to the indictment, Larry Leonard controlled
the day-to-day operations of K&A and oversaw the day-to-day operations
of Lou's Jewelry, and Nat Leonard controlled the day-to-day operations
of Society Hill Loan. They had people shoplift items from stores across
the country and sell it to them for cash. Stores like The Home Depot,
Lowe's, Target, Walmart, Best Buy, CVS, Rite Aid, Safeway, and others,
which were sold on an Ebay site controlled by the Leonard's. The
merchandise was new and still in the box. Authorities said that pawn
shop employees would fail to properly l;ist the items that came in so
that police could track them. Authorities said that the value of the
stolen goods, some of which came from Ohio or other states totaled at
least 19 Million dollars.

Buda, TX: Buda police thwart equipment theft, recover $300,000 in stolen
goods
Buda Police officers successfully disrupted a burglary in progress at
Vermeer equipment supply, recovering over $300,000 worth of tools and
machinery. The incident occurred on Friday, December 13, at
approximately 11 p.m. The Buda Police Department has been collaborating
with local agencies to address the rising trend of equipment theft in
Buda, Hays County, and surrounding areas. Officers responded swiftly to

Mesa, AZ: UPS workers accused of creating fake shipping labels to steal
$10k of packages from warehouse
Police
in Arizona say four UPS workers are facing felony charges for stealing
thousands of dollars worth of electronics and household goods while
working at a warehouse. Mesa police said Bo Jordan Lane Arias, 34, Casey
Bedell, 31, Jeremy Large, 33, and David Panasci, 32, are facing theft
charges. According to arresting documents, detectives were called to the
UPS warehouse near U.S. 60 and Higley Road after the shipping company
conducted an internal fraud investigation regarding missing packages
that were received at the warehouse but never reached their destination.
Authorities said transaction logs and surveillance video showed one of
the employees taking known products from the shipping line. The employee
admitted to UPS' security team that he had received several "stolen"
items and packages at his home, investigators said. In an interview with
detectives, the employee said he had helped create new shipping labels
with a fake name and one of their addresses to receive the selected
package. A second employee who was also interviewed said the first
employee had offered him a gaming computer and other items that he
needed to sell to get money.

FBI seeking fugitives involved in Jewelry store theft schemes
The
Federal Bureau of Investigation, District of Kansas is seeking the
whereabouts of two wanted fugitives. According to the FBI, authorities
issued Vasile Sava and Onita Rostas arrest warrants on January 31, 2024.
Both were charged with conspiracy to commit interstate transportation of
stole property. The FBI says Sava and Rostas, among others, allegedly
targeted multiple jewelry businesses. During these targeted robberies,
it is alleged that the suspects entered the respective jewelry store in
groups of two or more, distracted and separated the assisting employee
or employees, while one or more of the other suspects would remove,
conceal, and ultimately exit the business with items of jewelry that
were displayed for purchase in a practice known as a sleight-of-hand
distraction theft. Sava and Rostas are married, and investigators
believe they may be using a variety of aliases and may be living and/or
operating in various areas throughout the United States to include
California, Texas, Florida, Maryland, and Virginia.

London, KY: Man allegedly ran Laurel County 'ring' where members got
drugs in exchange for stolen goods
A Lily man has been charged in connection with what Laurel County law
enforcement called a drug and retail theft ring. In a news release
Thursday morning, the Laurel County Sheriff's Office said its Drug
Interdiction Task Force served search warrants at a home and business in
the southern part of the county. The monthslong investigation led to the
arrest of 59-year-old Paul Tate, who detectives said is accused of
running the ring. According to deputies, "members of the organization
received oxycodone in exchange for items shoplifted from local
businesses."

Innocent driver killed in La Palma after police chase of alleged grocery thief
ends in violent crash
An innocent driver was killed in a violent crash at the end of a police pursuit
of a suspected grocery store thief Wednesday in Orange County. Fullerton police
initiated the pursuit in the city of Fullerton shortly after 12:30 p.m.
following a report of a theft at an Albertsons grocery store located in the area
of N. Gilbert St. and W. Malvern Ave., the agency said.
The officers tried to pull over the suspect's white Nissan Rogue but the
suspect refused, eventually getting onto the westbound 91 Freeway, the
Fullerton Police Department said.
Investigators said that while fleeing from officers, the driver of the suspect
vehicle, later identified as 43-year-old Anthony Hanzal, of Anaheim, was
involved in a non-injury hit-and-run crash near Brookhurst Rd. and Orangethorpe
Ave.
La Palma police located the white Nissan Rogue in the area of La Palma Ave.
and Walker St. and picked up the pursuit, according to authorities. The suspect
then crashed into a blue BMW in the area of La Palma Ave. and Moody St.
The driver of the blue BMW, a woman in her 60s, suffered significant injuries
and died at the scene. The intersection was closed for the investigation.
The suspect was taken to a local hospital with minor injuries. Hanzel will be
booked on various charges at the Fullerton City Jail, including petty theft,
hit-and-run, and felony evading. The Orange County Sheriff's Department will
investigate the fatal traffic collision, which could result in additional
charges.

Prince George's County, MD: Man charged with murder in shooting of convenience
store worker in Capitol Heights
The Prince George's County Police Department (PGPD) said a man was arrested in
connection to a deadly shooting that happened in Capitol Heights on Dec. 18.
Police said that around 3 p.m., they were sent to a shooting in the 6700 block
of Walker Mill Road. When officers arrived at the scene, they found 31-year-old
Rakib Rakib of Temple Hills who had been shot. He died there. Police said Rakib,
who was an employee of a convenience store on Walker Mill Road, was taking out
the trash when he was approached by the suspect, later identified as 25-year-old
Geonte McNeil-Williams, of Upper Marlboro. Police said that's when
McNeil-Williams demanded Rakib to give him his property and then shot him.
Police don't believe they knew each other.

Chambersburg, PA: Police Investigate Fatal Shooting at Southgate Mall
A man was found dead following a shooting on Wednesday evening at Southgate
Mall, located at 221 Southgate Mall, Chambersburg, PA. The incident occurred
around 6:44 PM, according to the Chambersburg Police Department. Upon arrival,
police discovered the victim deceased in the roadway in front of the store.
Initial reports indicate that the shooting was preceded by a physical
altercation. Witnesses at the scene described hearing shots fired shortly after
the fight. Authorities are currently seeking information regarding a
light-colored van seen in the vicinity during the incident. The driver of the
van is considered a person of interest, although not a suspect at this time. The
Chambersburg Police Department emphasizes that this was an isolated act of
violence and assures the public there is no ongoing threat to community safety.

High Point, NC: 50-year-old man armed with knife shot by officers in McDonald's
A man has died after a shooting altercation with police at a McDonald's,
according to officials with the High Point Police Department. The shooting
occurred at Mall Loop Road. High Point Police Chief Curtis Cheeks said a call
was received at 11:02 a.m. about a suicidal man at McDonald's, located at 930
Mall Loop Road. The caller also said the man was cutting himself. Officers
arrived at the restaurant, where they found a 50-year-old man who was armed with
a knife. Officers said they tried to de-escalate the situation, but shots were
fired. Guilford County EMS administered lifesaving aid, and the man was taken to
a local hospital but died at the hospital as a result of his injuries. Cheeks
said that two officers fired their guns. The officers involved were not injured
in the incident. They will also be placed on administrative duty, which is
standard procedure.

Jesup, GA: 69-year-old dies after armed robbery at a hotel in Jesup
A 69-year-old man has died after being struck during an armed robbery,
authorities said. On Dec. 6, Jesup Police Department officers responded to the
Quality Inn in reference to an armed robbery. Officers found Danny Johnson Sr,
69, who said that he had been hit in the head with a pistol, knocked unconscious
and left for over a day, officials said. Johnson was transported to a hospital
in Savannah. He died Dec. 12. Two people were identified and arrested with
Johnson's items and vehicle, JPD said.

at Arvada store
Man hospitalized after shooting inside Colorado tire store. The Arvada Police
Department is investigating after a shooting inside Big O Tires seriously
injured one person. According to the APD, the shooting happened in the service
bay of the tire store located at 7425 West 52nd Avenue on Thursday afternoon. A
male suspect reportedly shot the man at least two times. Officials said the
victim was taken to a local hospital and is undergoing emergency surgery.
Authorities said the suspect and victim knew each other. Police have arrested
the suspect.

South Portland, Maine: Police search for 2 suspects in South Portland shooting
that followed restaurant altercation
The South Portland Police Department has identified two suspects who are
connected to a shooting that happened after an altercation at a restaurant near
the Maine Mall. The altercation, which involved two groups, broke out inside
Kobe Steakhouse shortly before 5:15 p.m. Wednesday and moved outside into the
parking lot. An employee of the Kobe Steakhouse told Maine's Total Coverage
reporter Jim Keithley that a fight broke out between a group of five people and
a group of three people. The employee said when the fight spilled out into the
parking lot, she locked the door to the restaurant so those people could not get
back inside. Police said a person from one group displayed a handgun and
threatened people in the other group. The people who were threatened fled the
parking lot in a vehicle, but the armed individual followed them in a separate
vehicle. When both vehicles reached the intersection of Gorham Road and Western
Avenue, the armed individual fired shots in the direction of the other vehicle,
according to police. Police said the victims' vehicle was struck by gunfire, but
no one was injured.

Detroit, MI: Arrested In Detroit Armed Robbery Of Amazon Delivery Driver
Five people were arrested in connection with an armed robbery of an Amazon
driver in Detroit earlier this week, according to Michigan State Police. The
robbery happened at 6 p.m. Tuesday night in the 5700 block of Courville, near
East Outer Drive where an Amazon driver was delivering packages, according to
police. The drive told officers that five people dressed in all black, announced
a robbery, and began stealing packages at gunpoint from the Amazon truck,
according to police. The thieves then got into a dark-colored SUV and sped away
from the area, according to police. The delivery driver called police and
officers began searching the area for the suspected thieves, according to
police. With help from a police helicopter, officers at 10:16 p.m. found the SUV
moving in the area, according to police. The video from the helicopter showed
three people getting out of the SUV and running into an Eastpointe home, while
carrying packages, according to police. Officers eventually captured all five
suspects and arrested them in connection with the armed robbery, according to
police.
