Body Cams for Walmart Employees Amid
Rising Violence
Walmart tests in-store body cameras for employees
The retailer is embarking on the
pilot program in the name of safety. But one industry advocacy group
says higher staffing and improved safety training and protocols are
needed.
Some Walmart store employees are now wearing body cameras as part of
a pilot program.
"While we don't talk about the specifics of our security measures, we
are always looking at new and innovative technology used across the
retail industry," Walmart said in a statement to Retail Dive. "This is a
pilot we are testing in one market, and we will evaluate the results
before making any longer-term decisions."
The
body camera initiative is focused on worker
safety and is not related to loss prevention or theft,
according to a person with knowledge of the situation. Walmart is
currently testing the technology at a handful of stores in the Dallas
market.
"Retailers are making every effort to ensure the safety and
well-being of their customers, associates and communities," David
Johnston, the National Retail Federation's vice president of asset
protection and retail operations, told Retail Dive in an email. "The use
of body cameras is still a newer technology being used in retail and
individual retailers are finding how this technology best works within
their environments."
Johnston pointed to an NRF study released Tuesday in collaboration with
the Loss Prevention Research Council and SensorMatic that found about
91% of the senior loss prevention and retail
industry security executives surveyed said shoplifter violence and
aggression has risen compared to 2019.
Retailers have implemented a variety of security measures to protect
in-store associates and the merchandise from theft and acts of violence,
the report says. The enhanced security measures include locking up
merchandise; removing products from the sales floor; RFID tagging;
shopping cart locks; receipt checks or exit gates; and posting uniformed
security or law enforcement in stores. The report acknowledged that some
of these measures "negatively impact the customer experience."
According to 84% of those polled in the survey, violence during a
crime has become more of a concern than it was a year ago. Fifty
five percent said guest-related violence was more of a concern, 40%
cited employee-related violence and 34% named mass violence or an active
assailant.

Retail theft spikes in Allegheny County, nationwide
Shoplifting cases in the county rose
91.4% in 2023 to 5,157 reports, compared to 2,694 in 2021.
Retail
theft has risen dramatically in Allegheny County since the onset of the
COVID-19 pandemic in 2020, part of a statewide and national trend.
Cases increased across Pennsylvania by 53% from 2021 to 2023,
following years in decline during the pandemic, according to a release
from PA Courts InfoShare.
The spike was even higher in Allegheny County, where retail crimes
rose 91.4% in 2023 to 5,157 reports, compared to 2,694 in 2021.
Pennsylvania's retail crime woes are part of an emerging national trend.
Shoplifting across America in the first six months of 2024 was 10%
higher than the first six months of 2023 and 24% higher than the
pre-pandemic baseline in 2019, said Ernesto Lopez, a senior research
specialist at the Council on Criminal Justice, an independent think tank
in Washington, D.C.
Audrey Guskey, an associate professor of marketing at Duquesne
University, said she was shocked that Allegheny County reported the
highest increase, even ahead of much larger Philadelphia.

California's Prop 36 Takes Effect
Sacramento officials vow 'fair' approach as Prop. 36 theft punishments
go into effect
With California's new law allowing harsher prosecution for retail theft
going into effect on Wednesday, Sacramento County law enforcement
officials promised a measured approach they say will stop
perpetrators of organized crime while not targeting people who shoplift
out of desperation and poverty.
Proposition 36, which won support from two-thirds of California voters,
allows prosecutors to charge defendants with a felony if, over time,
they've stolen goods worth more than $950, and sets up a
treatment-focused court process for those accused of drug crimes.
It was part of a backlash to a previous law,
Prop. 47, which decreased penalties for numerous non-violent crimes, by
voters in 2014.
"We will be measured and fair, " Sacramento County District Attorney
Thien Ho said at a news conference Tuesday. "But make no mistake, we
will hold people accountable."
Ho, along with Sheriff Jim Cooper and County Supervisor Rich Desmond,
spoke at the Howe Bout Arden shopping center, the site of multiple
organized retail thefts in the past week alone. All three supported the
measure, which also punishes some theft-related crimes with time in
state prison instead of county jails, and allows law enforcement to
warn people arrested for fentanyl offenses that they can be charged with
murder if someone dies after taking the drug.
Over the past two years, Ho said, California businesses have lost
over $15 billion to retail theft.

Higher tariffs likely - retailers should prepare
As retail companies look to a new Trump administration, higher tariffs
are most likely on the way. There are several ways that retailers and
consumer products companies can mitigate cost increases caused by
higher tariffs.
Pull forward purchases: Businesses
should bolster inventory of goods that they believe may be subject to
future tariffs. The frontloading of imports may cause a cash crunch
for some businesses. Companies will need to balance the payment terms
they offer customers with the need for cash now.
Plan for potential disruptions in the supply
chain: Consumer goods companies should lock in long-term
ocean rate contracts to mitigate future rate increases and provide
predictability in a volatile market. U.S. imports are already increasing
as sellers prepare for potential tariff increases.
Retailers had already increased imports ahead
of the port strike in October: 2.29 million 20-foot
equivalent units were handled in September, an increase of 12.8%
year-over-year. Now, retailers are continuing to increase imports and
shift them to the West Coast to avoid another potential strike.
Negotiate contracts: Large retailers
may negotiate with foreign suppliers to reduce their prices and
take on some of the overall cost increases caused by tariffs and freight
fees, especially if the alternative is switching to a different
supplier.
Improve efficiency: In a period of
higher financing costs, businesses must increasingly focus on
operational efficiency, including maximizing revenue and controlling
operating costs.
Raise prices: Increased costs, such
as tariffs and shipping fees, could result in companies needing to
raise their prices. If customers do not accept higher prices,
increased costs may result in reduced profit margins and lower stock
prices.

Massive Shopping Crowds Expected for
Final Weekend Before Christmas
Over 157M expected to shop in stores, online on Super Saturday
According to the NRF, half of those
with shopping to finish will do so online, while 37% will head to
department stores.
About 157.2 million people are expected to do holiday shopping in
stores, online or both this weekend on the final Saturday before
Christmas, according to the
results of an annual survey by the National Retail Federation and
Prosper Insights & Analytics released Monday. That's up from 141.9
million people last year.
The survey found that 44% of those polled plan to shop both in-store and
online, up from 41% last year. About 31% expect to shop exclusively
in-store, down from 37% last year, while 24% plan to shop online
only. That's up from 22% last year.
Thirty-seven percent of people with at least half of their shopping
left to do said they were still figuring out what to buy, while 27%
reported having other financial priorities before December. Twenty-four
percent said they were still waiting on family or friends to tell them
what gifts they wanted.

Securing Cloud Environments
CISA orders federal agencies to meet security baselines in Microsoft 365
The mandate to secure cloud environments is
responsive to recent cybersecurity incidents, but not one specific threat,
agency officials said.
The Cybersecurity and Infrastructure Security Agency ordered federal civilian
agencies to meet configuration baselines in their Microsoft 365 environments,
the agency said Tuesday in a
binding operational directive.
"In a number of recent cybersecurity incidents, the improper configuration of
security controls in cloud environments introduced substantial risk and has
resulted in actual compromises," Matt Hartman, deputy executive assistant
director for cybersecurity at CISA, said in a Tuesday media briefing.
The mandate requires federal civilian agencies to identify all Microsoft 365
cloud tenants by Feb. 21, 2025, and implement CISA's Secure Cloud Business
Applications (SCuBA) secure configuration baselines by June 20, 2025.
CISA said the mandate to secure cloud environments is a response to recent
cybersecurity incidents, but not one specific threat. Officials declined to
provide details about recent malicious activity that prompted the agency's
binding operational directive.
The directive continues CISA's work to create a consistent approach to
securing federal cloud environments, an effort that began after the 2019
supply chain attack spree targeting SolarWinds.

European companies hit with effective DocuSign-themed phishing emails
A threat actor looking to take over the Microsoft Azure cloud infrastructure of
European companies has successfully compromised accounts of multiple victims in
different firms, according to Palo Alto Networks' Unit 42 researchers.
The attack started earlier this year, with phishing emails that were received by
roughly 20,000 users in European (including German and UK) companies in the

Massive Cannabis Bribery Scheme
California Lawmaker Questioned in Sprawling Cannabis Corruption Investigation
Documents made public by the U.S. attorney's office last week allege that a
public official who fits the profile of state Sen. Susan Rubio was part of
sprawling cannabis bribery scheme when she served on the Baldwin Park City
Council and campaigned for state office in 2018.
Rubio,
a Democrat, said through a spokesman that she "has no reason to believe that
she would be included in any criminal allegations."
The documents do not name Rubio, but they describe a public official who fits
her profile: someone who was in a position to terminate the Baldwin Park city
attorney in 2017 and 2018, and was running for state office through November of
2018. Rubio is the only Baldwin Park official whose experience matches those
criteria.
The information was revealed in a plea agreement in which former Baldwin Park
City Atty. Robert Tafoya admitted his role in a cannabis bribery scheme and
agreed to cooperate in ongoing public corruption investigations. Edgar Cisneros,
the former city manager of Commerce, also pleaded guilty in the plot in which
local officials allegedly took bribes to hand out permits for marijuana
businesses.
According to his unsealed plea agreement, Tafoya alleges that an unnamed Baldwin
Park official requested $30,000 in cash payments to later be funneled into
their state campaign account through straw donors. The candidate allegedly
wanted these small donations to "demonstrate to other donors his/her broad
support in the community," the plea says.
In exchange for the money, Tafoya alleges the candidate agreed to use their
powers as a state elected official to protect Tafoya's job and assist him
financially.
The plea agreement describes Tafoya meeting with the unnamed Baldwin Park
official in 2017 and providing the first $15,000 payment "in cash in an
envelope." A second cash payment of the same amount came after the unnamed
official "won his/her primary in June 2018," the document says.

Securing Delivery Vehicles, Drivers & Packages
Delivery Vehicle Security
When offering a cargo delivery service, it is imperative that your delivery
vehicle is just as secure as your premises. According to the Chamber of
Commerce, around
80% of consumers have at least one item delivered to them a month, with an
average of $80.00 per package. The risk of losing that much money per order,
especially if your business thrives on transporting products, makes it worth
investing in a bulletproof security program for your drivers, vehicles, and
cargo.
Physical Security
Vehicles transporting any high value items and/or large amounts of cash should
be equipped, at minimum, with an alarm system, secured lockbox, and global
positioning system (GPS). All devices should be activated when the vehicle
is left unattended and/or there are high value items and cash currently present.
Other physical security measures that are highly recommended for delivery
vehicles include: high security door locks, video surveillance, audio
surveillance, panic buttons (hold up alarms), and a vehicular kill switch.
Although some measures might seem extensive, a business would do well to have
these precautions in place rather than being left blindsided and without

Personnel Security
A company could have all the latest security technology in the world; however,
their helpfulness is limited if their employees aren't rightfully screened or
trained. It is important to run background checks on all employees, despite
their role, to certify their reliability and integrity for the job.
Likewise, many people do not inherently know the correct response protocols to
use in risky situations. Having your employees properly instructed on what to do
during an unexpected scenario reduces the risk of unnecessary accidents. See

Operational/Procedural Security
In addition to background checks and training, there should be dedicated
standard operating procedures (SOPs) and manuals that instruct delivery
employees on their roles and responsibilities, such as: unloading products
from a delivery vehicle, loading products into a delivery vehicle, B2B and/or
B2C delivery procedures, and route planning. Having your employees familiar with
these documents saves time and efficiency, as well as reduces panic and/or
losses during critical situations. SOPs and manuals should be completely
reviewed (and said training recorded as being completed) prior to any job being
done independently.

Some Amazon locations are reportedly
delaying plans for employees to work five days a week in the office
The company had originally planned to bring all employees back to the office
five days a week starting Jan. 2, 2025, but certain locations are
not yet prepared to accommodate the full workforce, according to
Business Insider, which cites internal notifications.
Employees in cities like Atlanta, Houston, Nashville, and New York have
received notifications that they can continue with their hybrid work
arrangements until their offices are ready. The delays could extend as far
as May, though Amazon expects the majority of workspaces to be prepared by
January.
Back in mid-September, Amazon CEO Andy Jassy sent a
memo to staff outlining the company's decision to "return to being in the
office the way we were" before the pandemic.

Modesto, CA: Modesto Police recover thousands of dollars in stolen
property and tow five vehicles
Modesto Police said in a Facebook post that officers have recently
cracked down on organized retail through focused operations and
partnerships with local retailers. According to Modesto PD, this week,
they made 32 arrests, recovered $6,523 in property, and towed five
vehicles. Poli Modesto PD said in the post, "We couldn't do this without
the dedication of our officers and the support of local businesses.
Thank you for partnering with us to make a difference! Together, we are
keeping Modesto safe and holding offenders accountable."ce said that
during the current operational period, there have been 96 arrests,
$18,746 in property has been recovered, one stolen vehicle was found,
and 23 vehicles have been towed.

Billings, MT: Motorcycle Dealership door ripped from hinges in burglary
caught on camera
At
4:00 a.m. on Tuesday, December 10, the Sursleys, co-owners of Billings
Powersports, were awakened by alarms indicating a security breach.
Security footage showed two individuals attaching chains to one of the
store's doors and a truck, ripping the door off its hinges. They then
loaded the truck with three dirt bikes before fleeing. Despite the
damage, Sursley says the rest of the storefront saw little damge. But
estimated that replacing the door would cost upwards of $1,000. The
stolen bikes are valued at nearly $6,000 together. This loss is
especially difficult during the holiday season, according to the store
owners.

Virginia City, NV: Storey County police arrest Reno man in connection to
retail theft ring
The Storey County Sheriff's Office arrested a Reno man for allegedly
attempting to participate in a retail theft ring, among other charges.
Fifty-year-old Robert Railey was arrested on Tuesday for two charges of
residential burglary, one count of attempting to participate in the
ring, and one count of grand larceny of a motor vehicle. Railey's arrest
resulted from an investigation of a residential burglary that occurred
in November 2023 in the Virginia City Highlands. He has been booked into
the Storey County Detention Facility with a total bail of $75,000.

Solano County, CA: Update: Man gets life without parole for killing Bay Area
pawnbroker and his dog
A Solano County man will never get out of prison for the 2016 fatal shooting of
a Vallejo pawnbroker and store dog. During a Monday morning proceeding in the
Justice Building in Vallejo, Kashius Brazeal-Nelson, 27, heard Solano County
Superior Court Judge Daniel Healy sentence him to life without the possibility
of parole for the killings. The sentence for Brazeal-Nelson, a state prison
inmate, came after a two-week trial in July for the fatal shooting of Timothy
Pult and a Chesapeake Bay retriever named Copper at the Pawn Advantage store on
Springs Road in Vallejo. Healy also sentenced Brazeal-Nelson for three counts of
second-degree robbery and one count of cruelty to an animal, time which will be
served concurrently with the murder sentence. The judge dismissed two charges:
attempted murder and being a convicted person possessing a gun while under the
age of 30. Brazeal-Nelson, formerly of Fairfield, was arrested July 16, 2017, at
the Imperial County prison, where he has been serving a sentence for a Yolo
County robbery.

Indianapolis, IN: Man sentenced to over 13 years in prison for armed robbery of
Indy gas station, shooting of employee
An Indianapolis man was sentenced to over 13 years in prison for the armed
robbery of a gas station and shooting of an employee in 2022. George Tracy, 21,
was sentenced to 159 months in federal prison and three years of supervised
release after he pleaded guilty to discharging a firearm during a crime of
violence, the U.S. Department of Justice announced Wednesday. According to court
documents, Tracy robbed the Mobil gas station near Central Avenue and East 32nd
Street on Indianapolis' near north side Nov. 22, 2022. During the robbery, court
documents state Tracy shot a gun three times in the direction of an employee
and stole roughly $200. The final shot hit the employee in the left leg, sending
them to the hospital. After the shooting, Tracy told him, "Have a good day bro,"
the DOJ said.

Indianapolis, IN: Man gets lifetime ban from all Wingstops in Indy after
shootout with employees
An Indianapolis man has been banned from all Wingstop restaurants in Marion
County after getting into a shootout with employees at the 10th Street and
Lynhurst Drive location in Indianapolis. Lawrence Sneed pleaded guilty to
pointing a firearm and five other charges were dropped as part of the deal.
Sneed was shot and seriously hurt in the incident. He lost a kidney, part of his
bowel and had part of his pancreas removed as a result of his injuries. He was
sentenced to 4 days of time served in jail. When police arrived after the
shootout on Jan. 12, they found the front glass of the building was shattered by
bullet holes. There were shell casings in the parking lot and more damage
inside. Officers found bullet holes in the counter and an interior wall, with
plaster blown from the wall. According to witnesses and employees, Sneed came
into the business and appeared intoxicated. There was an argument between him
and the employees over their system being down and him needing to order online.
As the argument escalated, Sneed was told to leave. An employee said Sneed

Fort Worth, TX: Police seek man accused of convenience store robberies
Police in Fort Worth are looking for a man they say is behind a string of
robberies. They say it appears the same person has been targeting convenience
stores since October. In some cases, the suspect has threatened the clerk with a
knife. In others, he has reached into his pocket as if he had a weapon - but did
not actually display it. In each case, he has gotten away with cash. In some
robberies, he has also taken checks or cigarettes.

Mobile, AL: MPD investigating armed robbery in the Shoppes at Bel Air
Mobile Police said they are investigating an armed robbery at the Shoppes at Bel
Air Mall this afternoon. MPD said a male suspect robbed and individual of his
personal jewelry at gunpoint before fleeing the scene. The incident happened
inside the City Gear store, but the store itself was not robbed, according to
authorities. Police said the incident happened shortly after 2 pm and
authorities are still investigating.

Toronto, Canada: 2 men, 2 teens arrested after jewelry store robbed
Two men and two teen boys have been charged following a jewelry store robbery in
Richmond Hill on Tuesday afternoon that left one employee injured. In a news
release Wednesday, York Regional Police said three people used hammers to smash
glass cases and steal jewelry at a store located near Yonge Street and Levendale
Road, before fleeing in a vehicle driven by a fourth suspect. One of the store's
employees was assaulted during the robbery, police said in the news release.

Warren, OH: Man sentenced in customer robbery at dollar store
A Warren man was sentenced Wednesday in Trumbull County Common Pleas court on
robbery and fleeing charges. According to the Trumbull County Prosecutor's
Office, Kyson D. Fambro, 24, was sentenced to 33 to 45 months in prison
after being convicted in November of robbery and failure to comply with the
order or signal of a police officer.
