Shoplifting Incidents Jump 93% Since Pre-COVID, According to New
Industry Study
Retailers reported a 93% increase in the
average number of shoplifting incidents per year in 2023 versus 2019
and a 90% increase in dollar loss
due to shoplifting over the same time period, according to a new study
released today by the National Retail Federation. Conducted in
partnership with the Loss Prevention Research Council and sponsored by
Sensormatic Solutions, "The
Impact of Retail Theft & Violence 2024" examines how theft and
violence have evolved since before COVID and how retailers are combating
today's retail crime landscape.
"Retailers
continue to navigate a rising retail theft landscape that has evolved
significantly over time," NRF Vice President
for Asset Protection and Retail Operations David Johnston said.
"Protecting store associates and customers, coupled with reducing
today's levels of violence and retail crime, requires a whole-community
approach and collaboration across all stakeholders."
According to the study, retailers surveyed experienced an average of
177 shoplifting incidents per day in 2023. However, that number can
reach over 1,000 depending on the retail sector.
Violence remains a major concern for the retail industry. About
three-quarters (73%) of those surveyed say that shoplifters are
exhibiting more violence and aggression than they were a year ago,
and 91% say that shoplifters are exhibiting more violence and aggression
compared with 2019. Still, retailers continue to take measures to keep
those within their retail environments safe. Compared with their last
fiscal year, 71% of retailers have increased their budgets to support
employee training related to workplace violence.
Multi-person theft incidents are also on the rise, with 62% saying
that two to three individuals working together to steal multiple items
is more of a concern than it was a year ago. Those incidents that
are conducted in a coordinated effort under organized retail crime (ORC)
groups continue to permeate the industry. Seventy-six percent say
shoplifting connected to ORC is more of a concern than it was one year
ago. Furthermore, retailers with the capability to track such incidents
specifically saw a 57% increase on average in
ORC incidents from 2022 to 2023.
"Retail crime is a complex and sophisticated challenge, with trends that
continue to metamorphose," University of
Florida Research Scientist and Loss Prevention Research Council
Executive Director Dr. Read Hayes said. "The retail industry
is working in lockstep with the research community and solutions
providers to develop, test and improve the next generation of asset
protection tools and strategies in the ongoing battle against ORC."
Retailers view federal legislation as a necessity to effectively combat
organized retail crime. Nearly all (94%)
respondents believe federal legislation is needed to
effectively combat this issue. NRF continues to advocate Congress to
pass the Combating Organized Retail Crime Act, which would enhance
coordination between federal, state and local law enforcement.

Threats to Retail Employees Grow
'There's always going to be an inherent element of risk'
A recent survey conducted by an independent research firm for security
tech company Motorola Solutions found 57% of retailers in the U.S.
felt unsafe heading into the holiday season. More than 1,000 retail
managers and staff reported an increase in crime over the past year,
with more than half expressing concerns about hostile customer
interactions and store theft.
A review of suburban reports over several months indicates that
attacks on retail workers have become more
common, with crimes ranging from minor confrontations to fatal
encounters raising concerns about the safety of both workers
and customers in light of bolder retail thefts.
A 2023 report from the National Retail Federation found retail theft
has become more brazen and organized, a reality Sahouri said was
evident at Jawahir Jewelry. He said he believes the men planned the
heist, as they knew exactly what to steal, where the most valuable items
were and how the buzzer access system functioned.
Two recent studies by the Council on Criminal Justice, a nonprofit think
tank, found shoplifting in Chicago from January
to October 2024 was 46% higher compared to the same period in 2023.
Reported shoplifting in the first 10 months of 2024 surpassed the total
for all 12 months of each of the previous six years, the report found.
"Being in business has always been a risk, and it will always be a
risk," Sahouri said. "Whether it's a jewelry store or a gas station
or a cellphone store or a restaurant, you can get robbed at any given
moment, and there is nothing you can do to prevent this from happening
ever again, other than taking the precautions and doing what you can to
make sure that you don't get chosen."
Some action has been taken on the legislative side and by law
enforcement agencies to help curb retail crime rates.
Advocates for retailers, such as Rob Carr, CEO of the Illinois Retail
Merchants Association, say to engage in de-escalation techniques when
confronted with potentially dangerous altercations, and to lean on
law enforcement.

Criminal Rings
NJBIA Supports Bill to Combat Organized Retail Crime
NJBIA is supporting legislation that would combat organized retail
crime by targeting the professional criminal rings that have been
moving quickly through stores and then across state lines causing
billions of dollars in losses for businesses.
The bill, A-4755 sponsored by Assemblymen Joe Danielsen (D-17) and Alex
Sauickie (R-12), would increase penalties for leading retail theft
rings, repeated shoplifting, assaulting a retail worker and attempting
to sell stolen goods. The bill is also strongly supported by the New
Jersey Food Council, the New Jersey State Association of Chiefs of
Police, and other groups.
In a recent op-ed published in NorthJersey.com and other Gannett
newspapers across the state, Rutherford Police Chief and NJSACOP
President John Russo noted that retailers faced an estimated loss of
$112.1 billion nationwide from organized retail crime. New Jersey
loses an estimated $200 million in sales tax revenue because of these
thefts, Russo said.
"Police departments across New Jersey continue to expend precious
resources responding to organized theft, as retail crime rings
regularly steal baby formula, over-the-counter medication and other
high-demand items from store shelves and then sell them on the gray
market," Russo wrote in his op-ed. "The problem is evident at your local
store, where everything from razors to cosmetics are now displayed
behind lock and key."
"Our association's leadership strongly supports the bill because it
specifically targets professional theft rings that methodically move
throughout New Jersey and beyond state lines," Russo wrote. "Police
chiefs are also pleased to see the proposed bill will help curtail gift
card fraud, another expensive crime that pulls resources from law
enforcement to investigate."
Other states, including New York and Pennsylvania, have already
passed legislation to toughen penalties for organized retail theft,
which has made New Jersey a more vulnerable target for thieves.

Cost of retail crime up 40% over two years, Australian research shows
A new retail crime study has revealed escalating challenges for the
retail sector, with shoplifting, employee theft, fraud and customer
aggression rising to record levels.
The 2024 ANZ Retail Crime Study by Griffith University's Professor
Michael Townsley found almost 2% of turnover was lost in the 2024
financial year, costing $7.79 billion in Australia alone.
Customer theft, dominated by concealment and opportunistic strategies,
remained the largest driver of external losses, however employee theft
cost millions annually, with insider knowledge amplifying its impact.
Professor Townsley said it was alarming to see
all facets of retail crime increasing with such speed.
"Before COVID, crime was slowly rising, but when a lot of shops closed
due to lockdowns, we saw a bit of a pause and crime went down," he said.
"Since then, it just got picked up again, and with added cost-of-living
pressures, police-recorded instances of
shoplifting and employee abuse have gone through the roof."
Shockingly, Professor Townsley said there had been an increasing
trend among small businesses to buy stolen goods.

UK: Retail loses 225,000 jobs in five years
The BRC also stated that many
businesses are responding to the 'changing business landscape' by
investing in more automation and improving worker productivity
The retail industry has lost 225,000 jobs in
the last five years, according to data from the Office for
National Statistics (ONS). On a four-quarter average there were
40,000 less jobs in the industry compared with last year. Overall
there were 2.81m jobs in retail in September 2024, although this is
usually a low point before the Christmas period.
Helen Dickinson, British Retail Consortium CEO, said: "Despite a further
fall in the number of retail jobs, the industry remains the largest
private sector employer providing approximately 2.9m jobs in the UK,
with another 2.7m in the supply chain.
"The current fall is partially explained by ongoing transformation in
the industry, from increased investment in automation and higher
productivity, to a shift to outsourcing of warehousing and logistics
that are not all captured by the ONS retail figures."
She added: "Meanwhile, costs of hiring have risen significantly in
recent years. Pay growth in the industry was well above the national
average at 8.5% in 2024, and up over 25% since 2021.

Retail Sales Up 0.7% in November
November retail sales top Wall Street's expectations
November retail sales grew at a faster pace than Wall Street analysts
had expected, reflecting continued resilience in the American consumer
and indicating that the holiday shopping season in the US is off to a
strong start.
Retail sales rose 0.7% in November. Economists had expected a 0.6%
rise in spending, according to Bloomberg data. Meanwhile, retail
sales in October were revised up to a 0.5% increase from a prior reading
that showed a 0.4% increase in the month, according to Census Bureau
data. A 2.4% month-over-month increase in motor vehicle and auto parts
sales, as well as a 1.8% increase in online sales, drove the gains.
November sales, excluding auto and gas, rose 0.2%, below
consensus estimates for a 0.4% increase. The control group in Tuesday's
release, which excludes several volatile categories and factors into the
gross domestic product reading for the quarter, increased by 0.4%, in
line with estimates.

Starbucks workers' union authorizes potential US strike
The workers' union representing more than 10,000 Starbucks, opens
new tab baristas said they have authorized a potential strike, ahead of
this year's final round of bargaining talks with the coffee giant on
Tuesday.
Workers United, which has a bargaining delegation that represents
workers at 525 Starbucks stores in the United States, said the
coffee giant has yet to bring a comprehensive economic package to the
table, while hundreds of legal disputes over unfair labor practices
remain unsettled.
The union, which has been urging Starbucks to increase wages and
staffing at its stores as well as implement better schedules, said
it had not yet decided on when to go on strike.

The federal agency's efforts to improve
defenses surged in fiscal year 2024. Yet, attacks continue to climb.
The Cybersecurity and Infrastructure Security Agency said it issued 2,131
pre-ransomware notifications this year, as of November, nearly
double the amount the agency issued in 2023. The agency's year in
review features
ample evidence of the ceaseless security challenges confronting critical
infrastructure at large.
The agency also released almost 1,300 cyber defense alerts and advisories
through the Joint Cyber Defense Collaborative during fiscal year 2024, including
58 joint cybersecurity advisories and products with international partners.
"Throughout the year we have remained laser focused on leading the national
effort to reduce risk to the cyber and physical infrastructure Americans rely on
every day, working collaboratively to win and maintain the trust of our
myriad partners, including industry, state and local officials, and the election
stakeholder community," CISA Director Jen Easterly said in the Monday report.
Despite CISA's attempts to improve defenses, enterprises and critical
infrastructure still confront deep-rooted security challenges and expansive
malicious activity.
The agency's growing efforts around cybersecurity alerts, advisories and
pre-ransomware notifications underscore how much malicious activity and
ransomware attacks continue to climb.

TikTok Asks Supreme Court to Block Law Banning Its U.S. Operations
The company and its Chinese parent invoked
the First Amendment in urging the justices to step in before a Jan. 19 deadline
to sell or be shut down.

asked the Supreme Court on Monday to temporarily block a law that would
effectively ban it in the United States in a matter of weeks.
Saying that the law violates both its First Amendment rights and those of its
170 million American users, TikTok, which is controlled by a Chinese parent
company, urged the justices to maintain the status quo while they decide whether
to hear an appeal.
President Biden signed the law this spring after it was enacted with wide
bipartisan support. Lawmakers said the app's ownership represented a
risk because the Chinese government's oversight of private companies would allow
it to retrieve sensitive information about Americans or to spread propaganda,
though they have not publicly shared evidence that this has occurred. They have
also noted that American platforms like Facebook and YouTube are banned in
China, and that TikTok itself is not allowed in the country.
The fight will have far-reaching consequences. Since TikTok officially landed in
the United States in 2018, it has become a cultural juggernaut that wields
influence over nearly
every facet of American life. Users, especially members of Gen Z and
millennials, turn to it for news, entertainment and shopping, lured by its canny
recommendation engine, which compiles short videos for users in a main feed. The
app can quickly become addictive, as it gauges users' interests, down to the

How the 119th Congress can move the needle on US cybersecurity
When the 119th Congress convenes in January, it must modernize the U.S.
government's approach to cybersecurity. This is not only about defending our
national security; it is about growing our economic prosperity and ensuring the
American way of life.
This next Congress sits at an uncomfortable crossroads in our collective
cyber defense. Threats are growing in frequency and complexity, yet there
will be a congressional cyber brain drain. Deep, bipartisan expertise from Reps.
Jim Langevin (D-R.I), Will Hurd (R-Texas), John Katko (R-N.Y.) and Mike
Gallagher (R-Wisc.) will no longer be there to pull Congress forward.
AI is capturing attention for the moment, but we must remember that strong
cybersecurity is a cornerstone for any successful artificial intelligence
program. The congressional agenda for cybersecurity needs to build rapidly
on the momentum of the past eight years to fully implement a comprehensive
national cybersecurity strategy to protect our critical infrastructure, our
federal IT systems, and individual Americans.
We must continue to implement the recommendations of the Cyberspace Solarium
Commission and other common-sense reforms. But Congress will need to do more
and appropriate the funding to support it.
We need to continue to rethink our approach to public-private partnerships.
The majority of American critical infrastructure is owned and operated by the
private sector. It is therefore imperative that we foster a collaborative
environment wherein information sharing is the norm. Incentivizing private
companies to invest in cybersecurity through tax breaks, grants, and liability
protections will create a more resilient national infrastructure.

Bloomingdale's has tapped a new e-commerce partner to improve the online
shopping experience of customers.
The department retailer has launched a partnership with Lucky that will enable
luxury brands to seamlessly connect their direct-to-consumer (DTC) websites
with Bloomingdale's in-store inventory. Starting today, online shoppers can
instantly check the availability of their favorite luxury products at their
local Bloomingdale's stores while browsing their preferred brand's website.
The integration enables customers to make purchases through Bloomingdale's for
same-day pickup or delivery, providing the most expedient way to acquire desired
products from their local stores. Lucky says that brands will gain
"unprecedented capabilities" to connect their customers with retail inventory
and track conversions directly on their e-commerce websites.

Historic Amazon Investment
Amazon to invest over $23 billion in Ohio by 2030
A planned $10 billion investment in Ohio by Amazon's hosted cloud computing
division is part of one of the largest private investments in state history.
Amazon Web Services (AWS) plans to invest $10 billion in Ohio to meet what
the company says is rapidly growing demand for cloud computing and artificial
intelligence, including
generative AI, This will build on a $7.8 billion investment AWS
announced in Ohio in 2023, which was on top of more than $6 billion AWS
had already invested there through 2022.
By 2030, AWS's planned investment toward data center expansion in Ohio is
forecasted to surpass $23 billion - one of the largest private investment
commitments Ohio has ever received. The company says this investment will
create hundreds of new AWS jobs in technical roles like data center engineers,

Laurel, NJ: NJ store hit by $10,000 shoplifting spree as thieves get
away in luxury car
Police in the Burlington County township need the public's help
identifying people who shoplifted thousands of dollars in merchandise
from a sporting goods store. On Friday, Dec. 13, patrol officers from
the Mount Laurel Police Department responded to Dick's Sporting Goods in
the East Gate Square Shopping Center, 1300 Nixon Drive, at approximately
4:45 p.m. for a shoplifting report. A surveillance photo released by
police showed a man walking out of the store holding an armful of
clothing and other items. They said four other masked males were
involved in the shoplifting spree.

West Covina, CA: Retail theft suspects grab merchandise from Dick's
Sporting Goods
Two shoplifting suspects were captured on video taking merchandise from
a Dick's Sporting Goods store in West Covina recently. Surveillance
footage was uploaded to the West Covina Police Department's Facebook
page on Saturday. The video showed what appears to be two women standing
next to a display table and then running out of the store with their
arms full of merchandise.

Atlanta, GA: Lululemon shoplifting spree ends in arrest
A shoplifting suspect was pulled over by police in Atlanta and what they
say he stole from a Lululemon clothing store was found in the car.
Officers said they pulled over a car on Nov. 30 that they believed was
in a recent theft at the Lululemon store on Howell Mill Road. Police
said the driver, Demario Brown, is a known larceny suspect and was
accused of recently stealing over $2,000 items of clothing from the
location. They said Brown was detained, smelled of alcohol, and
officers found an open container of alcohol under the driver's seat.

Snohomish County, WA: Thief Targets Thrift Store Twice in 3 Weeks
A
$1,200 gold ring with a Freemasonry symbol and ruby was stolen last week
from Bella's Voice, a thrift store in Lynnwood. On December 12, the
thief was caught on surveillance video trying to open a locked jewelry
case. Bella's Voice Executive Director Jordan Hoffman-Nelson says the
man asked an employee to see the ring, then took it and started to walk
away. "He's all, 'I'm going to go buy it right now' - but instead of
walking to our registers, he walked to the door and the supervisor was
standing in between the door and him and she said 'hey give me back our
merchandise' and he started yelling at her not to touch him and he said
'don't touch me, don't touch me' and shoved her out of the way and then
ran," said Hoffman-Nelson. She says employees later realized the same
guy was in the store three weeks earlier, going behind the same jewelry
case, which at that time was unlocked, and grabbed a $1,100 locket, then
calmly walked out seconds later. "He got away with it because no one
caught him and that's why he was able to come in the second time," said
Hoffman-Nelson. It's a tough loss for Bella's Voice, which recently
moved to a new location, raising money to help rescued animals and the
non-profit's pet food bank.

El Monte, CA: Man who allegedly pulled out gun at SoCal Target store shot,
killed in police shooting
The
shooting happened on Valley Boulevard near Tyler Avenue in the city of El Monte
around 8:45 p.m. Monday. The suspect was struck by police gunfire and died at
the scene. No officers were injured during the incident. According to the El
Monte Police Department, officers initially responded to the Target store on the
3600 block of Peck Road for a customer disturbance call, involving a man and
a woman who were accused of shoplifting. After the two returned the stolen
merchandise, the male suspect returned to the store where he reportedly revealed
a firearm in his waistband. When officers arrived, the suspect drove off in
a black sedan and a short pursuit followed, police said. The suspect abandoned
the car near the Chase Bank on the 11000 block of Main Street before taking off
on foot. At some point, police opened fire and shot the suspect. LA County
Sheriff's Homicide Investigators are assisting El Monte Police Department with
the investigation in the circumstances surrounding the shooting.

Louisville, KY: 2 juveniles in custody after shooting inside convenience store
in Louisville's Russell neighborhood
Two juveniles were arrested and police are searching for more suspects after a
shooting inside a Louisville convenience store Tuesday afternoon. Officers were
called to 1711 West Broadway at 3:24 p.m. on a reported shooting at "Shorty's"
gas station, Louisville Metro Police Spokesman Sgt. Matt Sanders said in a
statement. That's in the city's Russell neighborhood. Once on scene, police
found a man in the store who had been shot in the shoulder. Sanders said he was
transported to University of Louisville Hospital, and his injury is not
considered life-threatening.

Oxford, NC: Man wanted for robbing gas station, shooting clerk in Granville
County
Police need the public to assist in the robbery-turned-shooting of a Speedway in
Oxford. According to the Oxford Police Department, Adrian "Sap" Golden is their
suspect and is driving a white two-door sedan. Officers said Golden held up the
Speedway on MLK Jr. Drive at gunpoint Friday, struggled with the clerk and shot
him before fleeing the scene.

San Mateo, CA: Customers detain armed shoplifter at 7-Eleven
San Mateo Police arrested a 19-year-old man Sunday evening after he allegedly
pulled a knife on a store clerk while shoplifting and was held down by
customers. At 8:07 p.m., police were dispatched to the 7-Eleven in the 600 block
of East Third Avenue for a report of an armed robbery. Employees told officers a
man was stealing alcohol from the store and when employees went to detain him
and retrieve the stolen wine, he brandished a knife at them and punched one of
the clerks. A customer intervened and they were able to disarm the suspect and
hold him until officers arrived.

Healthy debate in any industry spurs growth, understanding, and challenges the
status quo. Without it the normal evolutionary processes which are slow to begin
with slow even further. It is those who have the courage to debate that make a
difference and create change. However, as in the case of any debate interpreting
and understanding the messages is critical in order for it to have a positive
impact and facilitate change.
Usually driven by opposing sides, debates are driven by individual experience
and environmental influences that are often times invisible and therefore
unrealized. But at the end of the day, regardless of opinion all debates spur
discussion, thought, and emotion. And that is what causes change and
understanding.
While interpretation is an individual experience, the experience itself has the
ability to impact and educate.
