DHS: Combating Trafficking in Counterfeit and Pirated Goods
Report to the President of the United States - Jan 24, 2020


Today, the Department of Homeland Security (DHS) released its
first report pursuant to President Trump's April 3, 2019, Memorandum on Combatting Trafficking in Counterfeit and Pirated Goods. The first-ever report outlines a series of recommendations and actions that can be taken by both the federal government and industry partners to combat this illicit trade epidemic.

The
President's historic Memorandum provides a much warranted and long overdue call to action in the U.S. Government's fight against a massive form of illicit trade that is inflicting significant harm on the American homeland. The counterfeiting and pirating of goods must be stopped in its tracks and DHS is leading the way in protecting both consumers and businesses," said Acting Secretary Wolf.

DHS led a robust effort in coordinating with ICE, CBP, and the interagency to develop recommendations focused on protecting businesses and consumers against counterfeits and pirated goods. This report includes
more than a dozen recommendations, best practices, and immediate actions to be taken. dhs.com

Editor's Note: Given the size and growth of the problem, the ease with which counterfeiting is now possible, and the fact that the vast majority of it originates in China, it makes sense that this is being rolled out simultaneously with the trade talks and with the World Economic Forum last week. It's time for the U.S. and the world to take a stance on this, as it's impacting thousands of jobs and retailers worldwide. Let's see how far this goes in practice.

Stepping Up Searches & Squeezing Online Sellers

 
The Trump administration is moving swiftly to ensure that China is keeping its promises to protect American intellectual property, ratcheting up searches for counterfeit goods at ports and increasing pressure on e-commerce companies like Amazon to halt online sales of Chinese knockoffs.

Trump administration officials estimate that more than
100,000 packages a day from China contain items that could defraud or harm Americans.

The United States will place more of the burden on e-commerce portals such as
Amazon and Walmart.com by holding them liable for fake or illicit products that are sold by third-party sellers on their websites.

And it is planning to more carefully
vet smaller packages, valued at less than $800, which are currently exempt from some customs entry regulations, including tariffs.

Mr. Trump has been particularly focused on shipments of fentanyl coming from China. Last summer, Mr. Trump called on Amazon, FedEx and UPS to screen for and refuse any deliveries of fentanyl coming from China.

Since the agreement, Mr. Navarro has been working with Customs and Border Protection and the Department of Homeland Security on a

What do you mean?

The most difficult investigations are those that have limited tangible evidence and rely solely on the perspective of those involved and the interviewers ability to collect information. Unfortunately, within these fact-gathering interviews there are often contradicting versions of events and biases that amplify those variances.

Truth be told, we are all guilty of allowing our biases to impact the accuracy of our stories. This past week, I had the opportunity to attend the NFL Pro Bowl in Orlando, FL. Cost of Data Breaches to Increase 70%

The total cost of data breaches is expected to increase nearly 70 percent over the next five years, from $3 trillion in 2019 to more than $5 trillion in 2024, according to a recent Juniper Research report. Four individuals were arrested after robbing a wireless store in Westport and then trying to rob another in Stamford. New Orleans, LA: NOPD Is Investigating a Deadly Shooting at Walmart
The NOPD is investigating a homicide that occurred today on Chef Menteur Highway that claimed the life of one victim and injured another. At about 6:29 p.m., NOPD Third District officers responded to a call of an officer in need of assistance at the Walmart store. Upon arrival, officers located an NOPD officer who was working a secondary employment security detail at the store in custody of a male subject. Further investigation revealed another male subject down in an aisle of the store with a gunshot wound to the chest. The victim was pronounced dead at the scene, at which time NOPD Homicide Unit assumed control of the investigation. The detained subject was being held for questioning. No additional information is currently available at this time regarding this individual. kadn.com

Edinboro, PA: State Police Identify Wendy's Worker Shot, Killed During Robbery
Pennsylvania State Police have identified the worker killed in a shooting during a robbery at the Wendy's near Edinboro Saturday. Alexander Cavanah, 22, of Edinboro, died after being taken to UPMC Hamot. Markese D. Lampley, 20, of Erie, has been charged with first and second degree murder, robbery, and fleeing and attempting to elude police. He also faces additional criminal charges and vehicle violations. The robbery turned homicide happened at the Wendy's on Route 6 around 2:20 p.m. Investigators said Lampley, came into the store and forced a female employee to the back of the restaurant where the vault is located. During that time, Lampley shot Cavanah, according to State Police. erienewsnow.com

Columbus, OH: Bob Evans robbery suspect dies after being shot by Officer
Columbus police say a man who was shot Saturday morning while trying to rob a Bob Evans near the Ohio State University campus has died. Police received a call at around 7:40 a.m. about a robbery in progress at the Bob Evans located on Olentangy River Road. Police say the suspect entered the restaurant wearing a hockey-style mask and was armed with a gun. He went to the back and demanded money from a manager. The manager then tried to open a safe. Authorities say the suspect appeared to become agitated when a manager could not open the safe quickly enough. Police say the suspect could then be seen hitting the manager in the back of the head with what appeared to be the gun. The suspect then ran out the back door and was confronted by a police officer. Police say the officer fired "multiple shots" at the suspect and he fell to the ground. The manager was taken to the hospital, treated and released. wkyc.com

Dallas, TX: 1 Woman dead after shooting outside Walmart in Far North Dallas
One person was killed in a shooting in a Walmart parking lot Sunday night in Far North Dallas, police said. Officers were called about 9:30 p.m. to the Walmart on Montfort Drive. Dallas police spokeswoman Melinda Gutierrez told reporters at the scene that a male shot a female multiple times in the parking lot before he fled the scene on foot. She said the two people had walked out of the Walmart store together, but it was unclear if they knew each other. dallasnews.com

The San Angelo Police Department is investigating a fatal stabbing at a convenience store early Sunday morning. At about 1 a.m. Sunday, Jan. 26, 2020, an altercation at a Stripes store in the 1300 block of South Bryant Boulevard led to the stabbing of 26-year-old Rhyheme Talton, the release states. gosanangelo.com

Police received reports of a shooting Saturday around 10 p.m. at a store on West Little York Road. The man and his girlfriend had entered the shop, then got into an argument with a relative there, said Houston Police. The relative fired a gun multiple times at the man, then fled. chron.com

Lisle, IL: Woman Kills Self After Shooting Three State Police Officers In Humidor Cigar Lounge
Two retired state troopers and one active state police officer were shot by a woman at Humidor Cigar Lounge on Friday night. The scene was captured on video, before the woman took her own life. Illinois state police say one of the retired troopers, Gregory Rieves, was killed, shot in the head. The current trooper, Kaiton Bullock, 48, and the third man, retired special agent trooper, Lloyd Graham, 55, were hurt after a woman fired shots inside a lounge and then killed herself. cbslocal.com

Allentown, PA: Man was justified in shooting, killing robber at strip mall
A robbery victim was justified in shooting and killing a 27-year-old Bethlehem man who committed armed robberies at a strip mall Thursday night, the Lehigh County district attorney's office said. Darrell Mussa was pronounced dead at St. Luke's Hospital. The county coroner's office determined the cause of death to be multiple gunshot wounds, and the manner of death to be homicide. Peoria, IL: Three arrested, two at large in Best Buy burglary
A pair of suspects was at large following an apparent burglary early Saturday at a Peoria electronics store. About 1 a.m., an interior-motion alarm was triggered at Best Buy. When officers arrived, they saw five males congregating near vehicles that were parked behind the business. The suspects then fled on foot into an adjacent wooded area. Police apprehended three.
