The U.S. Crime Surge
The Retail Impact

ORC Fighter Headed to the U.S. Senate
DeSantis picks state AG Ashley Moody for Florida Senate seat
Florida Republican Gov. Ron DeSantis on Thursday named state Attorney General Ashley Moody to the US Senate, choosing a staunch ally to fill the seat set to be vacated by Marco Rubio, President-elect Donald Trump's pick for secretary of state.

Moody, a former prosecutor and judge who once sued Trump for fraud, will join the Senate after Rubio resigns from the chamber and serve until 2026. She will then be able to run in a special election to fill the final two years of his term.

At 49 years old, Moody would be well-positioned to become a key player in Florida's - and the nation's - future for years to come.

Moody has also been at the forefront of Florida's ORC crackdown. Through the Florida Organized Retail Crime Exchange (FORCE), her office recently charged five members of a crime ring with organized retail theft

When FORCE launched, Polk County Sheriff Grady Judd said it would "allow law enforcement and retailers to easily work together and efficiently share information and resources so that we can root out and arrest these thieves and send them to prison where they belong."

Organized retail theft escalated under the Biden administration with 70% of retailers reporting increased crime and an estimated $30 billion in losses every year.

In her first two years in office, Moody's OSP filed nearly 60 cases involving more than 250 individuals suspected of organized retail theft or crimes related to organized retail theft.

One of her priorities has involved working with the legislature to advance tough on crime policies. In 2022, this involved Moody leading the charge to address retail theft at the legislative level. By the spring 2024, the legislature had passed multiple bills to enhance public safety she supported. This included enhancing penalties for theft offenders with prior convictions, defining and expanding retail theft crimes and penalties, enhancing penalties for porch piracy, shoplifting, transit fare evasion and other crimes.  cnn.com  newsbreak.com

Thousands of Cities Using License Plate Reading Cameras to Fight Crime
North Texas: Frisco's new license plate-reading cameras aim to tackle crime, not monitor traffic
License plate-reading cameras are being
installed in Frisco as part of an effort to reduce crime and help solve cases, police say. The cameras will not be used for traffic enforcement, according to the Frisco Police Department.

The cameras will be
strategically placed throughout the city, capturing the rear image of vehicles and their license plates. They will provide real-time alerts to officers when a stolen vehicle or a vehicle associated with a wanted suspect is detected. Additionally, alerts will be generated for vehicles associated with missing persons in AMBER or Silver alerts.

Frisco police said the
"Flock" cameras are used in more than 5,000 communities across the U.S. While collected images do not include people or faces, data is stored for 30 days and is never sold or shared with third parties, police said Wednesday.

Frisco Police Chief David Shilson said the Flock LPR system will be a significant asset, noting that communities using Flock cameras have
reported crime reductions of up to 70 percent.

"The
addition of the Flock LPR camera system is a technological game changer for our community that will allow greater collaboration with surrounding agencies and provide us the ability to better direct our resources to quickly apprehend felony suspects," Shilson said Wednesday in a news release.

Shilson expressed appreciation for the
$437,000 grant from the Texas Department of Motor Vehicles' Motor Vehicle Crime Prevention Authority. cbsnews.com

Law Enforcement, DAs & Mayors Put Organized Theft Criminals on Notice
NorCal Law enforcement, district attorneys and mayors meet to discuss how to enforce Prop 36
Community leaders put shoplifters and organized retail theft criminals on notice. Wednesday, saying they are ready to be partners in the implementation of Proposition 36.

The Sacramento County Sheriff's office said Prop 36 finally gives them the tools to get more convictions and deter crime. Before Prop 36 went into effect last month, suspects arrested for stealing merchandise under $950 only faced a misdemeanor and didn't spend time in jail.

Now, officials can charge someone with a felony if they have two previous convictions, regardless of the dollar amount of the items they are suspected of stealing.

During a Roundtable at Raley's in Fair Oaks, district attorneys from counties including Sacramento, Yolo, and San Joaquin joined forces with the Sacramento County Sheriff, the Sacramento Police Chief and area mayors to announce a new regional collaboration to enforce Prop 36 retail theft laws.

The Sacramento County District Attorney said since Prop 36 went into effect Dec. 18, his office has charged 47 people for retail offenses, twenty of them being felonies. kcra.com

Terrorist Attack Prompts Super Bowl Security Boost
NFL, law enforcement ramp up New Orleans Super Bowl security
The NFL and federal law enforcement are increasing security for Super Bowl LIX in New Orleans in response to the New Year's Day terrorist attack on Bourbon Street that killed 14 people, officials told ESPN.

Officials acknowledged that the New Orleans attack, in which a man drove a truck through crowds, prompted authorities to add extra manpower and resources to one of the most highly protected sporting events in the nation.

"We've increased our security posture significantly so that people can come here, they can see a strong law enforcement presence," said Eric DeLaune, Special Agent in Charge of Homeland Security Investigations in New Orleans who is leading federal coordination for Super Bowl LIX.

Unlike the Sugar Bowl and other sporting events, the Super Bowl is rated as a top-tier event by the Department of Homeland Security, receiving support from federal agencies like the FBI, the Bureau of Alcohol, Tobacco, Firearms and Explosives, and others tasked with fighting terrorist threats.

DeLaune declined to give specifics on how many extra people will be on the ground the week of the Super Bowl, but said "hundreds" of federal officers will be moving throughout the city to support local and state law enforcement from now until after game day. espn.com

Target Finding Success By Putting People First
"In retail, we have a chance to change lives"

How Target's people-first culture and leadership programs are driving success

NRF 2025: Creating culture at Target starts with listening and understanding needs

When Target CEO Brian Cornell runs through the recent growth of his company, highlighting revenue, remodeling, new stores, new team members and the tripling of digital business, he notes that it didn't happen in a boardroom.

Rather, he told attendees of NRF 2025: Retail's Big Show, it came down to investing in, listening to and developing great people, and creating a culture of care, growth and winning together.

The keynote session included not only Cornell and Michael Bush, CEO of Great Place To Work, but also Abubakarr Bangura, group vice president, Target Corporation. Bangura, as Bush put it, is a "living example" of everything Cornell speaks of; a native of Sierra Leone, he came to Target as an intern in 2004 and now oversees roughly 80 stores across multiple states.

"In retail, we have a chance to change lives," Cornell said; one of his favorite things, he noted, is to see a team member grow and develop, moving up in responsibility and leadership.

Bangura pointed out that growth is not always a straight line. He has worked in different teams and different states with the company, "but one thing that has been consistently true has been Target's culture." It's the reason he has stayed, he said: He's been surrounded by the right teams and right mentors, including those willing to provide honest feedback. nrf.com

Stronger-Than-Expected Holiday Sales
NRF: Holiday sales 'unexpectedly high' with 4% increase over 2023
The holiday season was a bigger success than many expected as consumers "came out to spend" amid lessening inflation and discounting.

Data released by the U.S. Census Bureau shows that core retail sales during the 2024 holiday season (November and December) grew an unexpectedly high 4% over 2023 to a record $994.1 billion, according to the National Retail Federation. The 2024 holiday sales results top the previous record of $955.6 billion spent during the 2023 holiday season.

The total was ahead of NRF's forecast, which expected holiday spending to grow between 2.5% and 3.5% to between $979.5 billion and $989 billion. The results also top the previous record of $955.6 billion spent during the 2023 holiday season.

Sales for the full year grew 3.6% over 2023 to a record $5.28 trillion. chainstoreage.com

Strong Retail Sales Growth in December
December retail sales signal strong economic growth to end the year
December retail sales data showed the US economy ended 2024 growing at a solid pace amid questions over how quickly the Federal Reserve will cut interest rates.

The control group in Thursday's release, which excludes several volatile categories and factors into the gross domestic product (GDP) reading for the quarter, increased by 0.7%, above economists' estimates for 0.4% sales growth.

Headline retail sales rose 0.4% in December, less than the 0.6% economists had expected, according to Bloomberg data. Meanwhile, retail sales in November were revised up to 0.8% from a prior reading that showed a 0.7% increase in the month, according to Census Bureau data. finance.yahoo.com

Credit Card Giant Engaged in Deception
Amex pays $230M to resolve DOJ allegations

The credit card giant misrepresented features of some credit cards targeting small businesses and entered false information on card applications, the DOJ alleged.

American Express agreed to pay $230 million to settle Department of Justice charges that it engaged in deceptive marketing and deficient recordkeeping in pitching its credit cards to small businesses.

The Justice Department alleged that New York-based card company entered "dummy" account information on behalf of businesses applying for credit cards, undercutting required recordkeeping, according to a Justice Department news release posted on its website Thursday.

American Express employees also misrepresented the rewards and fees attached to those cards, and were not upfront about whether credit checks would be conducted without a customer's consent, the release said. paymentsdive.com

Should Starbucks End Its 'Open-Door' Policy?
Reversing its open-door policy after almost seven years, Starbucks will require people visiting its coffee shops to buy something in order to stay or to use its bathrooms.

The new policy, outlined in a Code of Conduct, will be enacted later this month and applies to the company's cafes, patios, and bathrooms.

In a statement to "Good Morning America," Starbucks spokesperson Jaci Anderson said the new rules are designed to help prioritize paying customers. She said most other retailers have similar rules. retailwire.com

The Boot by CIS Security Solutions

Once upon a time, in a big northern city, there was a store selling outerwear, handbags and clothing. This store had just deployed the CIS Security Solutions Boot on their outerwear fixtures, loaded with Gen6 Slide alarming recoiling tethers. This allowed the customer to easily try on the outerwear yet prevented anyone from removing them from the fixture without assistance. This store was also protected by the CIS Sleeves in their handbag department, loaded with Gen6 SR alarming tethers. Both the Sleeve and the Boot lock onto the fixtures to prevent Organized Retail Crime sweeps.

On this particular morning, the Boots had been mounted to the fixtures in this store for the very first time. Our CIS Hero made sure the alarms were activated and plugged into the Smart Padlocks that were run through the sleeves of the outerwear. As he was finishing for the day, he said, "I'll be back tomorrow to make sure everything is working correctly." The next morning, the CIS Hero went back to the store to make sure everything was ok, and he overheard the store manager telling this story:

The same day the Boots were deployed, a group of shoplifters came in to try to steal the coats and jackets that were now being protected by the Boot. Imagine their surprise when they grabbed arms full of coats and started dragging the entire 4-way fixture with them. It did not fit through the door, so the thieves left in a big hurry with nothing to show for their efforts. They didn't get anything from the handbag department either.

We were told the video is quite entertaining, especially the looks of surprise on their faces. The would-be thieves thought they were going to get away with a clean sweep. They were very wrong. However, this same gang of thieves did go to another store that was not yet protected by the Boot or the Sleeve. That store's handbag department was emptied of merchandise by this group, potentially to be sold on the black market.

A few months later, another store was the victim of one very brazen man, who decided he was going to steal as many handbags as he could stuff into a duffel bag and a blanket or sheet. The only handbags that were NOT stolen from the store that day, were the handbags protected by the CIS Sleeve loaded with Gen6 SR alarming tethers. The Sleeves were locked to the fixture, protecting the higher priced handbags and preventing a clean sweep.

These are true stories. Unfortunately, this type of theft is occurring frequently in stores across the country. Associates have to stand by and watch helplessly as their merchandise was brazenly stolen right in front of them. Stores using the Sleeve and Boot have seen a dramatic decrease in shrink for these departments.

Each Boot holds 10 Gen6 Slide tethers and is locked onto each fixture leg with only 2 security screws. The Slide Lock end connects the alarming tethers to the smart padlock tags on the outerwear. When the tether is not in use, it recoils into the housing, keeping a neat appearance with no cable lying on the floor. When the tether is in use, it is plugged into a Smart Padlock tag that communicates with the alarm top, creating a 6-way alarming system to prevent theft of the protected item. The garments can remain hanging evenly because of the pinch clip on the cable, allowing slack for merchandising.

The Slide Padlock Tag design allows for quick and easy deactivation of the alarm, and release of the tether in just a second or two. By placing the exclusive All-In-One Decoder on top of the Gen6 Slide Lock where it is plugged into the Slide Padlock Tag, the decoder will deactivate the alarm with one push of a button. This will allow you to release the lock easily after the alarm is deactivated in one smooth move. Once the Gen6 Slide is plugged into another Slide Padlock Tag, it will automatically reactivate.

Bringing Cybersecurity Concerns into the Boardroom
How CISOs can elevate cybersecurity in boardroom discussions
Ross Young is the CISO in residence at Team8 and the creator of the OWASP Threat and Safeguard Matrix (TaSM). In this interview, he shares his perspective on how cybersecurity professionals can tailor their presentations to the board, aligning security strategies with business priorities.

He also discusses common misconceptions that boards have about cybersecurity and offers practical advice on building lasting relationships with executives to ensure cybersecurity stays front and center in ongoing business discussions.

What key considerations should cybersecurity professionals consider when tailoring their presentation to align with the board's priorities?

Cybersecurity leaders who present to their boards need to frame cybersecurity initiatives in terms of business growth and revenue impact rather than just risk mitigation. Board members want to understand how security programs directly affect the company's bottom line, so presentations need to highlight how security measures enhance customer confidence and drive sales completion. For example, with eCommerce, when streamlined multi-factor authentication makes transactions smoother, it can measurably reduce cart abandonment rates and increase revenue.

Cybersecurity professionals can strengthen their case by sharing concrete examples of how vulnerability management protects revenue-generating services. They might demonstrate how proactive security testing kept critical customer-facing applications running during peak sales periods, maintaining revenue flow while competitors experienced disruptions. Stories about effective disaster recovery planning that preserved business operations during challenging times can particularly resonate with board members.

By speaking the board's language of business value and profitability, security professionals can more effectively gain support and resources for their programs. The key is consistently linking security initiatives to measurable business outcomes. helpnetsecurity.com

11th Hour Cybersecurity Executive Order
Biden administration rolls out wide-reaching cybersecurity executive order

Released in the administration's final days, the highly-anticipated order follows a series of sophisticated attacks against federal agencies and critical infrastructure providers.

The White House rolled out a highly anticipated executive order on Thursday to combat a rising level of sophisticated attacks targeting U.S. government agencies, critical infrastructure providers and high-profile individuals by state-linked threat groups and other malign actors.

The executive order will give the U.S. more authority to level sanctions against malicious actors that have disrupted hospitals and other critical providers.

Federal authorities also plan to leverage the government's $100 billion in annual IT spending to make sure technology companies develop more secure software.

The order follows a rash of state-linked campaigns, including the hack of nine telecom companies by Salt Typhoon as well as a separate attack against the Treasury Department connected to the compromise of BeyondTrust customers. The recent attacks have all been linked to hackers backed by the People's Republic of China. cybersecuritydive.com

Competing With E-Commerce is No Easy Task

'Brick-and-mortar retailers are ceding ground to e-commerce by playing a game they can't win'

How can stores compete with speedy delivery? By slowing down.

Stores should stop trying to compete on e-commerce's turf and focus on the sensory details and customer service unique to brick and mortar, according to WD Partners' Lee Peterson.

Brick-and-mortar retailers are ceding ground to e-commerce by playing a game they can't win, while ignoring what people want from stores, according to research from WD Partners presented at the National Retail Federation's Big Show on Tuesday.

"You should think about stores in a completely different way than you think about your online business altogether," Lee Peterson, WD Partners executive vice president of thought leadership, said. "Online is tactical. It is about speed, it is about logistics. But stores are not - it's about emotions, it's about feelings. It's about the way you think about something. It's about contextual value, and what you think of the brand."

In its ongoing research, the marketing and strategy firm has found that nearly 70% of more than 3,000 U.S. consumers prefer to shop online. Recently the firm polled those respondents further to find out why. The top reason for avoiding stores is that shopping "takes too much time and effort," an indication that Amazon's recent effort to accelerate its already speedy delivery is paying off. Messy stores, difficulty finding items, slow checkout and poor customer service rounded out the top five.

These are all breaches of retail fundamentals, and therefore fixable, Peterson said.

"This stuff is table stakes, this is like the stuff I learned in retail right after the dinosaurs," Peterson said. "We learned that we needed better associates, we can't have messy stores. We needed to learn all those things. Right now, when we've got people delivering things on the porch in two minutes, we still have the same problems. So if you wonder why you have to close all these stores, and you think 'Oh, Amazon, such a problem, delivery is so fast.' No, it's you. It's really you." retaildive.com

Going Green Boosts Sales?

Ecommerce giant Amazon has released a study indicating that joining the Climate Pledge Friendly program results in a 12.5 percent increase in sales for sellers on the marketplace. Especially products with low visibility profit from the program.

Online marketplace Amazon has been making an effort to reduce its carbon footprint over the last couple of years. In 2022, it announced that it would invest over 1 billion euros up until 2027 to decarbonize its transportation network in Europe. And last year, it started building micromobility hubs in the United Kingdom. ecommercenews.eu

Bloomington- Normal, IL: Authorities accuse Monster Pawn owners of Organized Retail Theft ring
Authorities say three pawn shops in Bloomington-Normal were part of an organized retail theft ring that allegedly bought and sold stolen goods still in their original packaging. Seven people face criminal charges related to the alleged scheme, which authorities say operated between November 2023 and July 2024 out of four Monster Pawn locations in Bloomington, Normal, and Springfield, and Midwest Exchange in Bloomington. WGLT previously reported in July 2024 that the pawn shops had been raided by police, though prosecutors declined to say at the time what they were investigating. They broke their silence Thursday by announcing charges against the Bloomington family that owns Monster Pawn and several employees. Illinois Attorney General Kwame Raoul's Organized Retail Crime Task Force investigated the case, along with local police departments and other state and federal agencies. Raoul called it a "complex multijurisdictional investigation."  wglt.org

The age of the email has truly changed the way humans communicate both personally and professionally, with emails becoming that fast pitch right down the middle and stinging the catcher's hand when they least expect it, and oftentimes first thing in the morning before you've even had time to drink your first cup of coffee. It has almost become an accepted practice for many to compose their negative or conflicting thoughts about the days' events or conversations and push that send button after everyone has left so they don't have to face the receiver and so that they can almost act innocent the next day as if some imposter sent it the night before. It's almost as if the email world has offered some sort of anonymity to senders, even when it comes from their own address.
