The Retail Impact

Three Strategies to Combat ORC
Retail resilience: Technology strategies to combat organized theft
Law enforcement and retailers can work together proactively to overcome ORT risks and deter criminal activity. Today's technology can help by improving processes and strengthening communication between agencies and businesses. Below are three strategies that leverage innovative solutions to combat organized retail theft (ORT) and foster better collaboration between police agencies and businesses.

1. Streamlining incident reporting

Due to the high volume of both emergency and non-emergency calls occupying ECC lines, retailers may experience extended wait times that can lead to frustration and underreporting. Online incident reporting systems instead allow businesses to submit reports quickly - without waiting on hold. Reporting parties can even upload digital evidence, such as surveillance video footage, to assist officers with their cases. This process improves the quality of service for businesses and frees up officers to focus on investigations instead of paperwork.

2. Improving data sharing

Once reports are approved and assigned a case number, they are integrated into the agency's record management system (RMS) and shared with relevant task forces and officers. Retailers can consider partnering with local agencies to introduce dedicated loss prevention officer (LPO) portals for more seamless information sharing when reporting and providing evidence in ORT cases.

3. Strengthening victim notification and communication

Building trust between retailers and law enforcement starts with transparent and consistent communication. Victims can understandably feel frustrated when they don't know when officers will arrive, the status of their investigations, or what steps are being taken to resolve their case. Automated victim notification systems bridge this gap by providing regular status updates about each case - from the initial report submission to the final resolution. This level of transparency mirrors the standards that consumers have come to expect from any organization and fosters stronger mutual trust within the community.

Railroads Upgrade Security Tech to Fight Cargo Theft
Union Pacific clamps down on cargo theft

Railroad deploys drones and cameras, updates security advice to shippers.

In response to rising cargo theft events, railroad operator Union Pacific is fighting back on two fronts, including technology and security investments as well as tight coordination with the shippers who supply the precious goods it carries.

The actions come as cargo theft is on the rise in seemingly every corner of the supply chain, from retail stores to trucks, warehouses, and even railroads.

In response, Omaha, Nebraska-based Union Pacific says it has invested more than $30 million since January of 2023 on security projects like 24/7 camera units and strengthened fences. The company has also launched drones with thermal imaging capabilities that can fly surveillance missions to identify would-be trespassers who get too close to its mainline tracks, rail yards and infrastructure.

But on top of those physical defense, the company says it has also redoubled efforts to work with shippers. Recommended security strategies include strengthening the locks on containers against bolt-cutters, and attaching GPS sensors to cargo to identify real-time threats both on and off the railroad.

Union Pacific also offers a list of "Shipping Do's and Don'ts" to shippers before they send their shipments. dcvelocity.com

Some Products Becoming 'Easy Targets' for Cargo Thieves
Rising prices make certain commodities more appealing to cargo thieves
A recent cargo theft in Pennsylvania involving 100,000 organic eggs has highlighted how adept thieves are at staying on top of market trends.

Danny Ramon is the head of intelligence and response with Overhaul, an Austin, Texas-based company providing "supply chain visibility and risk-monitoring solutions for in-transit shipments." Ramon said that a rapidly evolving market can lead to certain commodities becoming "easy targets" due to them not having been traditionally sought after.

"Criminals are getting more sophisticated at liquidating their stolen goods," Ramon said during a recent interview with Land Line. "They're getting to the point where the new model is now 'criminal-to-consumer,' which reaps them a much higher profit margin than it used to when they would have to go through an intermediary. ... When they do that - when they increase the amount of money they can get for any given load - it also lowers the bar for what becomes an attractive and profitable load for them to steal."

Egg prices in the U.S. are expected to increase about 20% within the year, with overall food prices forecasted to rise by 2.2%, according to the most recent outlook from the U.S. Department of Agriculture.

While eggs are currently seeing the largest spike in prices, Ramon said the fluctuating value of a number of other commodities in the food and drinks category has made cargo that once was unappealing to thieves now "worth their time."

"The bottom line is, anything that is going to effect the consumer price of something is going to effect the attractiveness to a thief," he said. landline.media

Shoplifting Surge Across the Pond
UK: Crime still gets worse | Viewpoint: Pete Cheema

Over the last two-and-a-half years, retailers have been forced to contend with a disturbing escalation in both the volume and seriousness of incidents happening in stores, and it is only getting worse.

The Scottish government's own statistics published in November last year highlighted a staggering 25% increase in shoplifting over 2024 and a 70% rise compared with September 2020.

Sadly, this is just the tip of the iceberg. The latest figures that will be published in our SGF Crime Report in March will show retail crime is now endemic in many of our towns and cities, leaving in its wake a very real human cost to staff, families, and communities.

Two examples we can share now are that 83.5% of retailer respondents to the SGF Crime Survey 2024 report an increase in violence toward shop staff in the past year, alongside an annual average price tag of about £19,673 per store, because of shop theft and vandalism.

This cannot be allowed to continue, or we will be putting the lives of retailers and staff at risk. Not to mention jeopardising the viability of these convenience stores, which provide key services that are highly valued by their local communities.

We urge the Scottish government to act now, before things get even worse and will take the opportunity to amplify this call at our crime seminar in Edinburgh on 13 March. Put simply, it's not part of the job. talkingretail.com

Walmart LP Partners with PD
Store theft reports keep police busy
New Ulm Police are crediting Walmart loss prevention staff for a large number of individuals involved with theft cases in recent months. Theft reports often center on individuals not scanning all their items are self-scanning checkouts.

The Journal reviewed New Ulm Police logs and Brown County Court records for the past three months and found 26 Walmart theft convictions. Case sentences included $8,563.22 in restitution charges, averaging $329.35 per case.

A number of convictions include anti-shoplifting course completion. The online shoplifting class is an intervention course for individuals charged with shoplifting, impulse control, or petty theft. The three-hour class covers critical topics such as victim impact, legal repercussions, types of shoplifters, and behavior-change strategies.

New Ulm Police Commander Dean Barstad praised the work of Walmart store personnel as a big reason local officers are busier with theft cases in recent months.

"I think Walmart loss prevention staff are really aware of theft and do a very good job investigating it. It's keeping us busier, especially since last spring and summer. Since November, our police have cited 60 people for theft," said Barstad. nujournal.com

Sales Capture Activities reveal hidden inefficiencies at the register

By Johnny "JC" Custer - Senior Director, Retail Risk Solutions - ThinkLP

SCA's are the actual act of "capturing", or "ringing" sales. Whether scanning an item, hand-keying, or using a departmental key - each way an item is sold can provide a ton of actionable insights.

And it's not just for loss prevention. SCA's provide valuable data to marketing, loyalty programs, operations, store leadership, and finance teams.

SCA's break down into two categories:

1. Company Insights - How well is your business executing the sales process?
2. Customer Insights - How are your customers behaving at checkout?

Similar to SRA's, SCA's go way beyond loss prevention. It's about profit enhancement.

Sales Capture Activity allows retailers to:

Optimize training and cashier performance.
Streamline transactions and improve throughput.
Detect operational inefficiencies before they kill profit.
Fix POS and technology failures before they cost sales.
Improve compliance and reduce policy violations.

Modern LP leaders aren't just catching bad guys; they're driving operational improvements that strengthen the business.

Stubborn Inflation & Tariffs Posing Headwinds for Retail
Walmart Racks Up Sales Record but Sees Slower Growth Ahead

The retail giant continues to attract shoppers from across the income spectrum, but faces headwinds from stubborn inflation and the risk of tariffs.

Walmart, the largest retailer in the United States, said on Thursday that strong holiday sales propelled its revenue to another annual record but flagged slower growth ahead, as shoppers face stubborn inflation, the uncertain impact of tariffs and a potential rise in unemployment.

Walmart, which brings in millions of customers each week, is a bellwether of U.S. consumer trends. Investors recoiled at the weaker-than-expected forecast, a rare loss of momentum for the company that has posted a series of bumper results. nytimes.com

UK: Tougher age checks and penalties to be introduced for online knife sales

As part of the new measures, retailers will be required to implement a mandatory two-step verification process and report customers who bulk-buy blades

Online retailers selling knives will need to carry out more stringent age verification checks in response to a government review, amid rising concerns over the standards for age and delivery checks. As part of the new measures, retailers will be required to implement a mandatory two-step verification process and report customers who bulk-buy blades, to prevent them from being sold through unregulated channels. retailsector.co.uk

BEC: 'The $55 Billion Scam'
Business email compromise (BEC) scams rake in billions of dollars for fraudsters

If you discover a fraudulent transfer, time is of the essence. Contact your financial institution and request a recall of the funds along with any necessary indemnification documents.

Nine members of a multi-state money laundering operation were indicted by the U.S. Department of Justice in Nashville in November; four were residents of Murfreesboro, Tennessee. They were charged with stealing more than $20 million in business email compromise (BEC) schemes and other internet frauds beginning in 2016.

Around the same time, the Tennessee Bureau of Investigation charged an Alabama man with stealing more than $26 million in a BEC scheme. He and accomplices convinced employees of an unnamed Nashville organization to divert payments to a fraudulent account controlled by the crooks.

The FBI says "BEC is a sophisticated scam that targets both businesses and individuals who perform legitimate transfer-of-funds requests. The scam is frequently carried out when an individual compromises legitimate business or personal email accounts through social engineering or computer intrusion to conduct unauthorized transfers of funds."

In some cases, the crooks convince human resources employees to provide them with company employees' personally identifiable information and W-2s.

An alert issued by the FBI in September called BEC "The $55 Billion Scam" after that amount in global exposed losses was reported from October 2013 to December 2023. "Exposed losses" include actual and attempted thefts. There were 158,436 reports in the U.S. and 305,033 globally. commercialappeal.com

Impact of New Cybersecurity Disclosure Rules
How federal rules on cybersecurity breach transparency for businesses were challenged in court in 2024
Drata examined the SEC's cybersecurity disclosure rules and the court cases that have tested the agency's authority over corporate cyber practices this year to compile the latest legal commentary and expectations for businesses going into 2025. Overall, the SEC's new cybersecurity rules are meant to increase transparency about these incidents from publicly traded companies and expedite its communication more broadly to the public. Though the onus of work is on companies, consumers stand to benefit. Information that is more transparent and readily available can help inform their investment decisions.

Cybersecurity breaches can affect businesses, their investors, and, of course, the privacy and security of consumers, who are often embroiled in cybercrimes whether they know it or not. A 2022 survey of 1,000 American adults by cybersecurity company Varonis found that over 3 in 5 Americans (64%) had never checked to see whether they'd been affected by a data breach.

One University of Maryland study found that cyberbreaches occur nearly constantly-every 39 seconds, on average. They're expensive to deal with too.

The average data breach costs a company $4.9 million in either lost business, ransom payment, or cleanup and mitigation, according to IBM's Cost of a Data Breach report for 2024. Too often, they aren't disclosed to the public, despite their potential for harm. Security software provider Arctic Wolf's 2023 annual report found that 7 in 10 companies (72%) that experienced a data breach did not disclose it. kansascity.com

Malicious QR Codes
Hackers Exploit Signal's Linked Devices Feature to Hijack Accounts via Malicious QR Codes
Multiple Russia-aligned threat actors have been observed targeting individuals of interest via the privacy-focused messaging app Signal to gain unauthorized access to their accounts.

In the attacks spotted by the tech giant's threat intelligence teams, the threat actors, including one it's tracking as UNC5792, have resorted to malicious QR codes that, when scanned, will link a victim's account to an actor-controlled Signal instance.

These QR codes are known to masquerade as group invites, security alerts, or legitimate device pairing instructions from the Signal website. Alternatively, the malicious device-linking QR codes have been found to be embedded in phishing pages that purport to be specialized applications used by the Ukrainian military. thehackernews.com

Where Do Amazon Union Organizers Go From Here?

The View from the Left: After a North Carolina Election Loss, Amazon Union Organizers Must Think Bigger, Bolder

Local organizers built a multiracial, multigenerational union with grassroots energy and tenacity. But Amazon is too big to beat through site-by-site organizing and striking.

By an overwhelming 2,447 to 829, Amazon workers at the massive RDU1 warehouse here rejected union representation in six days of balloting last week.

It did not help matters that CAUSE fell short in several areas of organizing fundamentals. I spent several days in late January working directly with the CAUSE organizers in Garner, and among allies they were quite forthcoming about these shortcomings. The union filed its election petition above the requisite 30 percent threshold for union card sign-up, but well below the supermajority needed to endure the union-busting war.

In an environment where narrative control is decisive, CAUSE organizers recognized that they had allowed workplace discussions to drift away from the workers' core demands. They spent considerable time responding to the boss's latest lies and misrepresentations and focused a lot on legalistic processes as opposed to framing the fight about power and control.

To build enough worker power to compel Amazon to bargain, organizing will need to happen at dozens if not hundreds of worksites simultaneously, escalating to majority strike actions on a scale that can truly disrupt the company's operations.

That will require organizing investments on the scale of hundreds of millions of dollars annually. The combined Amazon organizing investment today by unions-largely the Teamsters-is just over $10 million annually. That is barely a start. What's needed is annual organizing commitments to fund thousands of organizers-both inside and outside Amazon facilities-along with a robust campaign infrastructure to build a new CIO-style industrial organizing movement. thenation.com

TikTok E-commerce Sets 400% Growth Target in the United States for 2025
According to the Chinese media outlet Jiemian citing anonymous sources, prior to the upheaval in the United States, TikTok's e-commerce had already set a goal to grow by 400% in the US this year. Currently, the fastest-growing categories for TikTok e-commerce in the US are home goods, with health products also showing good growth.

On January 19, during TikTok's brief downtime, the e-commerce management team had already assured some merchants that TikTok would not shut down in the US, and the e-commerce business would not be affected by the turmoil. Currently, the legality of TikTok's operations in the US is still uncertain, but its business continues to operate normally. A source close to TikTok's e-commerce revealed that the internal team is very confident in achieving the 400% growth target in the US this year. pandaily.com

Seattle, WA: Smash-and-grab robbery damages Kemp's Cannabis in Belltown
A smash-and-grab robbery damaged Shawn Kemp's Cannabis shop in Seattle at 1st Avenue and Denny Way early Wednesday morning. Police arrived on the scene around 1 a.m. to find a Hyundai, believed to be the vehicle used in the incident, partially on the sidewalk and street with its engine still running. The back end of the car was heavily damaged, and the fortified metal doors of the shop were smashed in, creating an opening wide enough for people to enter. Surveillance footage showed six to seven individuals entering the store and stealing various products, primarily targeting cheaper items. The store's co-owner, who lives nearby, heard the alarms and called police. "I was still on the phone with 911 and I told them, 'Hey, I see a second car that just pulled up and there's more people getting out,'" co-owner Tran Du told KIRO Newsradio at the scene. "And then all of a sudden, I can hear the sirens and then I heard them screaming, 'Hey! Cops! Let's go!'" At that point, they took off.  mynorthwest.com

Shreveport police arrest Target thief known as 'Fire Exit Lady'
A woman accused of stealing thousands of dollars in merchandise from a local Target over the past 18 months was arrested Saturday after attempting to run from police. Shreveport police identified the woman as Catreece Madison, who had gained notoriety as the "Fire Exit Lady" for repeatedly using the store's emergency exit to evade capture, police said. Detectives took Madison into custody after a foot chase through the Youree Drive Target and its parking lot. Irvine, CA: Suspected 'jewelry switch' scammers from Romania arrested in Irvine
Two suspects from Romania were arrested in Irvine over the alleged theft of a $2,000 gold necklace. Police said the victim was the target of a "jewelry switch scam" and are warning residents to be vigilant since they believe the suspects, Dinu Adelina, 29, and Miclescu Cosmin, 34, have targeted multiple victims. In "jewelry switch" scams, suspects engage victims in conversation and offer them a piece of jewelry as a gesture of thanks or to "honor" them. During this interaction, the suspects place fake jewelry on the victim while discreetly removing their valuable jewelry. Last week, a victim in Irvine's Culverdale neighborhood was allegedly the victim of such a scam after losing their $2,000 gold necklace, police said. The Irvine Police Department's Real Time Crime Center (RTCC) quickly identified a suspect vehicle and license plate following the incident.  foxla.com

Being too close to the trees to see the forest is an expression that also fits not appreciating the role you play on your own team. With the needs of the day seemingly always taking priority, it's difficult for some to step back and truly see the value you can add to your own team. Realizing it and accepting the responsibility as a team member is half the battle. But doing something with it and truly adding value is what helps the team win the game. Every group, every department is in fact a team and every member plays a vital role towards the success and the survival of that team. That's why that old expression - One for all and all for one - took such a hold in literature. Because it is that simple. The hard part is taking responsibility for it.
