The U.S. Crime Surge
The Retail Impact

New Study Shows How Mass Shootings Impact Retailers
486 mass shooting incidents at or near a retail location between January 2022 and June 2023

STUDY: Mass Shootings and Their Impact on Retail
Mass shootings in the United States have become more frequent in recent years. Between 2016 and 2019, the country averaged 371 mass shootings per year. This number rose to 650 annually between 2020 and 2023. The growing prevalence of mass shootings presents challenges for retail businesses.

First, retail locations such as shopping malls are common targets due to their high foot traffic, making them the most common setting, followed by restaurants and bars. Second, nearly two-thirds of retailers have identified mass violence or active assailant events as a growing concern (National Retail Federation 2023). In response to the recent uptick in mass shootings, some public companies have started assessing and disclosing the potential financial impact of these events in their annual reports.

Although the human toll of these events is evident, their economic impact on retail businesses is not known. We present the first systematic investigations into the economic cost of mass shootings to retail businesses and how they impact consumers.

We examine the record of all mass shootings in the United States that occurred at or near a retail location between January 2022 and June 2023, totaling 486 incidents. By tracking the performance of 16,431 individual retail businesses over a 30-month period, our DID estimates show that, on average, affected stores experienced a 12.9% reduction in transactions and a 4.8% decrease in order size, leading to an overall 18.7% decrease in revenue. These findings are corroborated by foot traffic data, which show significant reductions in both foot traffic and dwell time at the affected stores after incidents. When examining store closures due to mass shootings, we find that 16.7% of affected stores shut down. However, certain types of stores, such as branded and franchised stores, are less likely to close.

Accounting for store closures and using DID estimates based on the proximity of stores to incidents, we estimate the nationwide economic cost of mass shootings at $27 billion annually in forgone revenue for affected retailers, equivalently erasing 0.5% of the U.S. retail gross domestic product (GDP) each year.

The decrease in foot traffic and dwell times at impacted stores following an incident suggests that heightened consumer fear and safety concerns may lead consumers to avoid or curtail time spent there. Further supporting this, we observe heterogeneous effects by business type, with nonessential stores more affected than essential ones, evidence of channel substitution from in-person to online shopping, and moderation by local exposure to gun-related violence, where stores in areas with higher firearm mortality experience smaller impacts. pubsonline.informs.org

Retailers Turn to Cart Locking Tech to Fight ORC
How Cart Locking Technology Helps Retailers Combat Organized Retail Theft

By the D&D Daily staff

Retailers across the country are facing an alarming rise in organized retail theft, where coordinated groups target stores to steal large quantities of merchandise. These crimes not only lead to significant financial losses but also create safety concerns for employees and customers. To combat this growing issue, many retailers are turning to cart locking technology as a proactive security measure.

Cart locking systems work by using sensors, electronic brakes, and designated boundary lines to prevent shopping carts from being removed from store premises. When a cart reaches the edge of a store's parking lot or another restricted area, its wheels automatically lock, making it nearly impossible to push further. This technology is often integrated with RFID tags or underground wiring to ensure precise control over cart movement.

By preventing thieves from easily rolling out large amounts of stolen goods, cart locking technology acts as a powerful deterrent against organized retail crime. Retailers that have implemented these systems report fewer theft incidents, improved inventory protection, and a safer shopping experience for customers. Additionally, the technology helps reduce operational costs associated with lost carts and stolen merchandise.

As organized retail crime continues to evolve, retailers must stay ahead with innovative solutions. Cart locking technology is proving to be an effective and practical tool in the ongoing effort to curb theft and protect businesses from financial and security threats.

Backlash Against SF Police Car Chase Policies
Voters recently voted to loosen restrictions on police chases to allow for vehicle pursuits for retail and vehicle theft if they can be done safely

San Francisco police chase, parklet crash prompts scrutiny of new chase policy
Proposition E, pushed by former Mayor London Breed, supported by Mayor Daniel Lurie, and passed by the city's voters in March 2024, loosened restrictions on police chases to allow for vehicle pursuits for retail and vehicle theft if they can be done safely. The police department's previous policy limited car chases to those only involving violent crime suspects.

Fields, whose district encompasses the Mission District, said California state law requires members of law enforcement to balance the offense and need for immediate capture against the risks to motorists, pedestrians, and officers.

Fields said Prop E's passage makes San Francisco an outlier among major cities that limit pursuits to only the most serious crimes and is at odds with a 2023 report funded by the U.S. Department of Justice and the National Highway Traffic Safety Administration urging police to limit chases to those involving violent crime suspects and which pose an imminent threat to others.

An investigation by the San Francisco Chronicle found that at least 3,336 people were killed in police pursuits nationwide between 2017 and 2022, and 551 of those deaths were bystanders. Many of these chases followed low-level crimes with officers rarely held accountable when car chases resulted in death or injury, the report found. cbsnews.com

Will the "Buy Canadian" Movement Hurt U.S. Retailers?
Are Angry Canadian Consumers a Blow for US Retail?
The threat of significant U.S. tariffs on Canadian goods has sparked a "buy Canadian" movement, with U.S. brands and U.S. retail a potential casualty.

On Saturday, Feb. 1, Trump vowed to slap a 25% tariff on both Canada and Mexico, citing issues with border security. After much uproar, within two days, the proposed tariffs against both countries were postponed for a month as negotiations take place.

However, anger persists as the U.S. national anthem continues to be booed at NBA and NHL games held in Canada, Canadians have been canceling trips to the U.S., and calls to boycott American products and services are growing louder. The tariffs could push the Canadian economy into a recession and put thousands of jobs at risk.

Many Canadians continue to call for a boycott of U.S. products following Prime Minister Justin Trudeau's call before the 30-day reprieve arrived to prioritize buying Canadian goods in retaliation for the tariff threat. "Now is also the time to choose Canada," Trudeau said. "There are many ways for you to do your part, it might mean checking the labels at the supermarket and picking Canadian-made products, it might mean opting for Canadian rye over Kentucky bourbon, or forgoing Florida orange juice altogether." retailwire.com

6,419 Retail Job Cuts Last Month
Retail job cuts rise 20% in January

That's on top of meaningful cuts in December and comes as online shopping and automation have reshaped job skills, Challenger, Gray & Christmas found.

After a meaningful spike in retail job cuts in December, the industry saw 6,419 job cuts in January. That's up 96% month over month and up 20% year over year, outplacement firm Challenger, Gray & Christmas said in a Thursday report.

Overall, U.S.-based employers announced 49,795 job cuts in January. That's up 28% month over month but down 40% from a year ago. It's also the lowest January job cut total since 2022, Challenger said.

Although employers said they planned to hire 6,089 workers in January, a 24% decrease from the nearly 8,000 announced in December, that's a 13% year-over-year uptick from last year. January 2024 was the lowest hiring on record for that month, according to Challenger. retaildive.com

500 Store Closures Nationwide
Joann closing 500 fabric and craft stores in 49 states
Crafters in 49 states may want to think about stocking up on supplies, as fabric and craft chain Joann prepares to close more than half of its U.S. locations.

The retailer told USA TODAY in a statement Wednesday that it would be closing "approximately 500" of its roughly 850 locations across the U.S. The news comes after the company filed for bankruptcy a second time in less than a year in January after initially filing and then going private in March 2024.

In its statement, Joann said it is looking to "right-size its store footprint."  usatoday.com

Threat Actors Shift as Threat Detection Improves
Ransomware gangs shifting tactics to evade enterprise defenses

Threat actors adapted to improved threat detection, law enforcement actions, new Huntress research finds.

Ransomware gangs are adapting to stronger enterprise defenses and increased law enforcement pressure with more sophisticated tactics, according to Huntress' 2025 Cyber Threat Report.

In 75% of the ransomware incidents Huntress observed in 2024, threat actors used remote access Trojans (RATs), while 17.3% of attacks featured abused of remote monitoring and management products like ConnectWise ScreenConnect, TeamViewer and LogMeIn.

In an effort to evade EDR protections, threat actors are shifting to data theft and extortion attacks instead of deploying ransomware and increasingly relying on "living off the land" techniques with legitimate system administrator tools.

Huntress found that ransomware gangs are broadly using the kinds of advanced tactics and techniques that were first tested on large organizations, such as tampering or disabling cybersecurity products. "The gap between sophistication in attacks on large enterprises and smaller businesses has narrowed -- in fact, it's all but disappeared," the company said.

Based on threat monitoring data for more than 3 million endpoints, Huntress observed infostealer malware in nearly 24% of attacks in 2024 while malicious scripts, which were used automate attacks and evade detection, were featured in 22% of incidents. Greg Linares, principal threat intelligence analyst at Huntress, told Cybersecurity Dive the increased use of sophisticated evasion techniques largely stems from the competitive nature of ransomware ecosystem. cybersecuritydive.com

AI's Double-Edged Sword
WEBINAR: AI and Machine Learning in Security
Artificial intelligence (AI) has become a double-edged sword in the realm of cybersecurity, driving remarkable advancements while simultaneously empowering cybercriminals with sophisticated tools. On the defensive side, AI enables rapid threat detection, anomaly identification, and automated response systems that can mitigate potential breaches in real time.

However, the same technology is being exploited by malicious actors to launch increasingly sophisticated attacks, such as highly convincing phishing scams, malware that adapts to evade detection, and automated bots capable of executing large-scale denial-of-service (DDoS) attacks. Organizations now find themselves in a high-stakes AI arms race, where the speed of innovation determines the strength of their defenses.

This technological battle raises critical issues, including the ethical use of AI in cybersecurity, the challenge of combating AI-powered disinformation campaigns, the growing need for skilled professionals to manage AI systems, and the financial burden of keeping pace with rapid advancements. The transformative impact of AI on both the offensive and defensive strategies of cyber warfare is reshaping the cybersecurity landscape and demanding a proactive, collaborative approach to stay ahead.

Online Marketplaces Help Fuel Counterfeit Super Bowl Merch

$39.5M in counterfeit sports merchandise seized ahead of Super Bowl LIX
In a joint press conference with the National Football League (NFL), the National Intellectual Property Rights Coordination Center (IPR Center), led by Director Ivan J. Arvelo, announced the seizure of $39.5 million in counterfeit sports merchandise through Operation Team Player. This year-long, collaborative initiative between Homeland Security Investigations (HSI), U.S. Customs and Border Protection (CBP), and major sports leagues aims to prevent counterfeit sports-related merchandise and apparel from reaching fans ahead of high-profile sporting events.

In total, more than 214,507 counterfeit items were seized, including jerseys, t-shirts, hats, jewelry, and various other memorabilia. Since its launch in 2013, Operation Team Player has seized more than $455 million in counterfeit sports merchandise and apparel, making it the largest anti-counterfeiting initiative within the federal government.

"With the rise of e-commerce, it has become incredibly easy for criminals to create fake websites, online marketplaces, and social media ads offering deceptive deals with the sole intention of scamming sports fans," said Arvelo. "That's why our partnership with sports leagues, such as the NFL, is critical in our efforts to raise awareness about the dangers of counterfeit merchandise and help consumers make informed purchasing decisions."

"As we prepare for Super Bowl LIX in New Orleans, it is important to remember that the success of the game depends on so many crucial partners and vital stakeholders. The NFL is extremely grateful for its long partnership with the IPR Center, HSI, CBP and New Orleans law enforcement, and all that they do to protect NFL fans," said Dolores DiBella, NFL Senior Vice President for Legal Affairs. "The continued success of Operation Team Player would not be possible without their tireless efforts and ongoing commitment to protecting NFL fans from counterfeit crimes both on the ground and online." ice.gov

Brooklyn, NY: Daring thief steals $1.5 million in luxurious items from closing Macy's store - then drops it while getting away
Brooklyn detectives are on the hunt for the daring masked thief who almost got away with more than a million dollars in jewelry stolen from a soon-to-be-closed Macy's store. Store staff later told officers that a masked man entered the store by unknown means, changed clothing, and concealed himself as a security guard until after the store had closed for the day. Once the floor was empty of patrons, authorities said, he began helping himself to expensive jewelry, stuffing the exquisite items into a suitcase until the goods had totaled about $1.5 million in worth. According to police sources, the jewelry thief was spotted by a store employee leaving through the Hoyt Street exit and decided to follow him. How you leave an employer and how you start with a new employer are very critical segments of time because they can tend to label executives and those labels can last a very long time. Interesting how short the time periods are relative to an executive's actual career. But the exiting process and the on-boarding periods leave long-term impressions that follow executives. Regardless of why an executive leaves, the important thing is to leave professionally, quietly and making sure the employer has a detailed report on all of your projects and work. And most certainly respect their intellectual property which, in today's world, virtually every company has been a victim of intellectual property theft. According to most recent surveys, 33% of employees have stolen intellectual property and this is a major concern for every company and is the primary reason some employers require the departing executive to leave the day of their resignation.
