J.C. Penney CEO Reports "Improved Shrink Results"
Helped Drive Meaningful Improvement in Cost of Goods Sold in Q2
Cost of Goods Sold Rate Improved 310 Basis Points;
Inventory Reduced 12.5 % From Prior Year
I am pleased with the results we delivered this quarter and the progress we are
making against our plan. While we still have work to do on our topline, I
strongly believe that growing sales in an unprofitable way is simply not an
option. The only way I know how to reconstruct a business, is through a holistic
approach across all the key tenets of strategic, purposeful and effective
retailing. Notably this quarter, the meaningful improvement we delivered in
cost of goods sold was driven by lower permanent markdowns, improved shrink
results, increased store and online selling margins and the exit of major
appliance and in-store furniture categories.
Comparable sales decreased 9.0 % for the quarter. Excluding the impact of the
Company's exit from major appliance and in-store furniture categories,
comparable sales decreased 6.0 % for the quarter.
"Today we will begin sharing more insights from where we have been as a company
and the holistic approach we are taking to reposition JCPenney to its rightful
place in the retail landscape. We have attracted top talent in the industry
and each of these passionate leaders made a choice to come to JCPenney at a
pivotal time.
We
are not simply running a business - we are rebuilding a business. We are
making a difference and today, I feel more confident than ever that we will
reinvigorate and rejuvenate this great company to sustainable, profitable
growth.
Even Moody's picked up on shrink improvement: "The focus on profitable sales
proved beneficial as lower markdowns, improved shrink and its major
appliance and in-store furniture exit all led to significantly improved gross
margins," Boni said.

Editor's Note: Part of that new 'top talent they attracted' included
staffing, for the first time in the company's history, a Senior Vice President
of Asset Protection position with Mark Stinde. And obviously they're seeing the
results of that investment by mentioning it in their Q2 results today.
Ulta
Responds to Employee Claims That LP Encourages Racial Profiling
Over the last several days, multiple Ulta Beauty employees have accused the
retail giant of encouraging its staff to racially profile customers. Now, the
beauty store is addressing the brewing controversy.
Beauty industry watchdog
@EsteeLaundry
shared makeup artist Adeola Ash's story of being racial profiled at her local
Ulta store. The Instagram account then received the following direct message
from a former Ulta employee: "I worked for Ulta years ago and quit because they
would literally pull cashiers from the front to follow black customers around as
soon as they walked through the door.
During a loss prevention corporate meeting they literally encouraged us to
racially profile."
Several former and current Ulta employees shared similar stories, including @nicole_emiliaxo
who wrote, "Mmm I used to work for @ultabeauty and the GM would make me follow
Hispanics/ black people the second they'd come in. And if I didn't then she
would get mad at me, and cut my hrs."
In a statement shared with TODAY Style, Ulta shared the following response: "These accounts are disappointing and contrary to our training and policies. We
stand for equality, inclusivity and acceptance and strive to create a space that
is welcoming to all. That is why we have our associates participate in ongoing
trainings on diversity and inclusion. This is our responsibility and we take it
seriously. We know it is about daily action and accountability. We will continue
to reinforce our policies and values across the company because we never want to
hear that a guest has anything less than a great in-store experience."

Carroll County, MD: Days after sheriff calls Walmart security 'poor,'
company officials meet with police leaders
After an armed robbery at the Eldersburg Walmart led the Carroll County sheriff
to
harshly criticize Walmart's security policies, he and other local law
enforcement representatives will meet with corporate Walmart officials Thursday
to try to find solutions.
On Friday, Sheriff Jim DeWees alleged
Walmart's poor security policy "breeds" criminal activity and puts a burden on
law enforcement. DeWees then requested a
meeting with corporate Walmart officials, who responded "rather quickly," he
said in an interview Wednesday.
DeWees said he hopes Walmart officials and law enforcement can put their heads
together to find solutions for every Carroll County location. If one Walmart
store's security is increased and others are not, DeWees fears criminals would
take advantage of less-equipped stores. DeWees said he is also concerned about
protecting the other retailers at Eldersburg Commons.

RFID Zones Enable Automated Tracking Solution for
Warehouse
Asset Recovery Specialists is monitoring the movements of hundreds of pieces of
equipment in its San Diego warehouse with an RFID system that detects the zone
in which tagged items were last detected, thereby increasing productivity by 30
percent.
Reverse
logistics provider
Asset Recovery Specialists (ARS) has saved 30 labor hours each week, while
also boosting its order-production rate by 30 percent, thanks to an RFID system
that tracks its inventory of pre-owned equipment. Having confirmed that the
technology provides effective inventory data based on zones throughout its
facility, the company next plans to track when each item is loaded onto a
vehicle for customer deliveries.
ARS buys, sells and trades pre-owned office products, such as copiers and
printers that it receives from banks following leases to companies furnishing
offices. The company typically keeps the equipment onsite for approximately 90
days at its four centers in San Diego, Calif.; Charlotte, N.C.; Swedesboro,
N.J.; and Seattle, Wash. At any given time, its largest facility in San Diego
could have custody of 2,000 assets, says Randy Dillon, ARS's president, with 100
to 150 items flowing through each day. Tracking them manually has been a
time-consuming and error-prone process. rfidjournal.com

Retail closures more than double openings
The pain isn't likely to abate any time soon, Coresight warned
Major retailers this year have announced 7,567 store closures as of July 31,
according to the latest tracking information from Coresight Research. That is up
from 5,524 closures in all of 2018, according to the report, which was emailed
to Retail Dive.
Most affected are apparel specialty stores, which so far have announced
2,750 closures - 36% of the total, compared to 14% of 2018's closures. Footwear
stores represent 28% of this year's announcements (8% last year) and general
merchandise stores 14% (2% last year). Food retailers have announced just 23
closures.
Major retailers are also opening stores, however - 3,064 as of July 31,
compared to 3,258 in the whole of 2018, according to the report. General
merchandisers, including the booming dollar store segment, represent 57% of
those, with 1,739 store openings. Apparel retailers have announced just 318
openings, and food retailers just 228.
Retail openings, meanwhile, are notably found among value retailers. By
Coresight's measure, Dollar General has plans to open 975, Dollar Tree 348 and
Family Dollar 202, with those three accounting "for 88% of sector openings
announced this year, reflecting the proliferation of discount stores in the US
retail landscape."

Cyber criminal collaboration intensifies
The level of cooperation between high-profile cyber threat groups has shifted
up a gear, enabling a higher level of automation and making attribution more
difficult, research shows
A new operating model among top cyber crime groups has emerged in the past year,
boosting the efficiency of attack campaigns, a report warns.
Closer relationships between these groups has resulted in a greater degree of
sharing tools, which in turn is making it more difficult to identify which group
is behind any particular cyber attack, according to the latest
Cyber threatscape report from professional services firm
Accenture.
The report, based on Accenture threat intelligence and research from open source
materials, notes a significant increase in threat actors and groups conducting
targeted intrusions for financial gain, commonly known as "big game hunting".
Accenture researchers have also observed the shared use of tools that automate
the process of mass-producing malicious documents to spread malware that is used
in both conventional crimeware campaigns and targeted attack. This new level of
collaboration between groups suggests a major a change in how threat actors work
together in the underground economy, the report said.

The Supply Chain Industry is Poised For Blockchain Disruption
Would you like to know with certainty that citizens, customers, employees and
patients are who they say they are? Would you like to share relevant data with
customers and partners, while at the same time keeping it secure? Would you like
an easier way to root out fraud and troubleshoot supply chain problems? Would
you like all your suppliers to perform as well as your best ones?
If your answer is "yes" to any or all of the above questions, blockchain
technology may be for you. Worldwide blockchain solution spending is expected to
hit roughly $2.9 billion this year and reach $12.4 billion in 2022.
Blockchain can help supply chain participants spot and remove counterfeit
goods and otherwise reduce fraud. Blockchain also can streamline the flow of
goods and allow for more efficient cross-border trade. That's noteworthy, as IDC
says cross-border payments and settlements will garner $453 million in
investment this year -- the largest of any blockchain use case.

Making the Most of an Investment in Deception
Technology
Setting a Trap Works If Organizations Nurture the Right Bait
Deception technology is less of a fringe player these days. Although it has been
on the radar of well-heeled organizations for some time, it is becoming
accessible to smaller organizations with fewer resources thanks to more
manageable and affordable product offerings.
Deception
focuses on deploying assets - such as lures, bogus files, honeypots or simulated
SCADA or IoT devices - in hopes of diverting attackers, imparting clues as to
how the actual production resources may be or are actually under attack.
It's an attractive proposition in that by default, probes of fake IT assets are
invariably not false positives and are quality alerts. But deception technology
also isn't preventive. It's the equivalent of hearing a car window being broken
in an alley.
In their most recent analyses, Ovum and Gartner give deception technologies
kudos for improved sophistication and maturity. Some vendors can now deploy vast
deceptions in minutes with a genuineness that's unlikely to trigger suspicion.
But whether deception works for an organization depends on a variety of factors,
including how well the deceptions are deployed and how much time an organization
is willing to invest in maintenance and ensuring the intelligence translates
into something actionable. Here are some aspects to keep in mind.

A new online tool monitors the state of internet
routing security
The Mutually Agreed Norms for Routing Security (MANRS) initiative announced the
launch of the MANRS Observatory, a new online tool that measures the level of
networks' compliance to MANRS, a key indicator of the state of routing security
and resiliency of the Internet.
Routing security is vital to the future and stability of the Internet, but it's
under constant threat. In 2018, more than 12,000 routing outages or attacks -
such as hijacking, leaks, and spoofing - led to stolen data, lost revenue,
reputational damage and more.
MANRS, a global initiative driven by the networking community (network and IXP
operators) and supported by the Internet Society, aims to reduce the most common
threats to the Internet's routing system through technical and collaborative
action.

'California Consumer Privacy Act' Impacts
Ecommerce Businesses
The California Consumer Privacy Act raises the bar for privacy protection in the
United States. The act serves up penalties for businesses that fail to comply or
that incur a data breach.
The CCPA is a significant step toward protecting consumer data, including the
personal information most every ecommerce company collects.
An ecommerce business does not have to be located in California to be subject to
the CCPA. Rather, the law covers California residents even when they purchase
online.
The CCPA sets thresholds to protect small and mid-sized companies. A company is
only subject to the CCPA if it is for-profit and if it meets at least one of the
following three thresholds:
● Annual sales above $25 million,
● Handles "the personal information of 50,000 or more consumers, households, or
devices,"
● "Derives 50 percent or more of its annual revenue from selling consumers'
personal information."
The "Californians for Consumer Privacy"
website makes
salient points about the purpose of the CCPA.
● California's consumers own and control their personal information.
● Businesses are responsible for safeguarding personal information.
● Large businesses are accountable (may pay fines) for failure to protect
personal information.
These concepts lead to five personal information rights. Specifically, a
California resident has a right to:
● Access his or her personal information,
● Have personal information deleted,
● Know what personal information a company has collected or sold,
● Opt-out or opt-in, and not be bugged after opting out,
● Not having his or her personal information disclosed.
Each of these rights may require companies, including ecommerce businesses, to
change or adjust notifications, reporting, and responses.

First it was Counterfeits,
Now Internal Corruption Becomes Alibaba's New Headache
Alibaba (BABA) has long struggled to purge counterfeit goods from its online
shopping platforms. In addition to counterfeits, Alibaba has a new headache:
internal corruption.
China's anti-corruption agency, CCDI, recently mentioned Alibaba as one of the
country's technology giants battling high-profile internal corruption. The other
Chinese big tech companies conducting high-profile internal corruption probes
include Baidu (BIDU), JD.com (JD), and Xiaomi, according to a CCDI list
reported by KrAsia on August 12.
The CCDI has warned China's tech giants to work harder to combat internal
corruption to protect their futures. At Alibaba, the head of the company's
digital media business, Yang Weidong,
stepped down last December amid a corruption probe.
The China E-Commerce Research Center documented six internal corruption cases at
Alibaba between 2010 and May 2017, according to KrAsia's August 12

at Baidu, nine at Tencent (TCEHY), and eight at JD.

Santa Rosa, CA: Macy's shoplifter attempted to
stab LP
Body cam footage shows moment Deputy shoots armed suspect
The Sonoma County Sheriff's Department released body-camera footage Wednesday
from an officer involved shooting in Santa Rosa earlier this month that left a
man injured. The shooting occurred on Aug. 1 after the suspect, identified as
42-year-old Brad Baymon, allegedly stole a pair of shoes from Macy's in the
city's downtown plaza and tried to stab loss prevention officers at the store.
When approached by store security, the man brandished a knife and tried to
stab one of the store officers in the face, police said earlier this month.
At that point, the suspect left the area. He was later approached by a Sonoma
sheriff's deputy who tried to make contact with him.
The
suspect refused the deputy's commands, according to Santa Rosa police. The
deputy later used a taser on Baymon twice - but the weapon had no effect. Video
release Wednesday shows the suspect walking away as the officer tased him.
Police said the suspect then headed toward the deputy's patrol car. The deputy's
body camera shows the suspect getting into the sheriff patrol car. The car was
running, according to police, and inside the trunk was the deputy's rifle. As
the suspect tried to change the gear of the car, the Sonoma sheriff's deputy
fired shots toward the suspect, hitting him at least three times, according to
police. The suspect was treated for his injuries from the shooting.

Columbus, OH: Police Search for Burglar Who Fell
Off Shopping Cart during theft
Police
in Columbus, Ohio, are seeking the public's assistance in identifying a man
they've named the "Bobcat burglar." The man was caught on camera robbing a
Dollar General store on July 31. CCTV footage released by the Columbus Division
of Police shows the clumsy burglar, who was wearing an Ohio University Bobcat
sweatshirt, fumbling and bumbling his way through the robbery. The video shows
the burglar shattering a concrete block while trying to break a glass door. He
is later seen wandering around the store and climbing onto a shopping cart to
reach a top shelf. He then falls to the ground, sending items tumbling down on
top of him. Police said the man stole alcohol, cigarettes, food, and electronics
once he made his way inside.

on Property Offenses

Montgomery. Even if officers caught a suspect in the act, vehicle pursuits were
strictly limited to suspects engaged in felony crimes. Montgomery is now among

If you've lost your passion, are you merely one possibly small step away from
just collecting a paycheck? Worse yet, doesn't this attitude reflect itself in
your team? Necessity might get you out of bed every morning (i.e. mortgage, car
payments, tuitions, etc.) but it's passion that should keep you striving for
ways to excel and develop your replacement. Most good leaders agree they'd
rather have someone they need to hold back than someone they need to prod
forward.
