Foxx is under fire for her decision to drop charges against actor Jussie
Smollett over an alleged staged hate crime. Chicago's police union and dozens of
Cook County suburban police chiefs banded together and announced a no-confidence
vote in Foxx.
"She's putting criminals back on the street either during the process, not
charging then at all and allowing them on the street to commit their crimes
again," said Steven Stelter-West Suburban Chiefs of Police Association.
The police chiefs say the safety of citizens and officers are at risk because of
Foxx's decision to allegedly under-prosecute.
They say especially when it comes to felony retail theft cases and battery to
police officers.
Many times the hoops we have to go through to try to get a felony charge and
most of the time they are not approved or the charges are dismissed in court
without an officer's opinion," said Stelter. nbc4i.com
Editor's Note: This speaks to the frustration that law enforcement
now faces with the nationwide opioid fueled ORC problem and the overall judicial
systems attitude and or inability to truly deal with the issue.
Prison system overcrowding and this nationwide desire to remedy yesterday's
injustices have the state legislators and court systems redefining and
minimizing felony retail theft almost to the point that they expect the
retailers to merely accept it as a cost of doing business and move on. We're
hearing the exact same issues in a number of states, with California leading the
nation.
However, this is the first time we've ever seen a united group of Police
Chiefs come together to not just voice their concerns but also to support retail
Loss Prevention efforts. And that says something! Just my thoughts.

$15 Fed. Min. Wage Could Generate $2.4B Crime Costs Annually
Fewer jobs in New York and more crime among unskilled youth
Meanwhile, in a National Bureau of Economic Research
working paper posted last month, three economists examined whether
minimum-wage increases had any effect on crime from 1998 to 2016. "We find
robust evidence," they write, "that minimum wage hikes increase property crime
arrests among teenagers and young adults ages 16-to-24, a population for
whom minimum wages are likely to bind."
When politicians arbitrarily set the price of labor, young workers without
skills can be locked out of the job market. That's
the finding in studies of Seattle's wage mandate by a team at the University
of Washington. The new wrinkle in the NBER paper is that some of these young
people turn to petty crime.
"Our estimates suggest," the economists write, "that this minimum wage hike
would generate over 410,000 additional property crimes and $2.4 billion per year
in additional crime costs." That's perhaps extrapolating past the horizon.
Yet the basic point holds.

U.K. Watchdog to Review Conduct, Governance at
KPMG Audit Unit
Move follows two existing investigations into KPMG and comes ahead of
structural change to oversight of U.K. audit sector.
The U.K. watchdog for accounting and audit on Tuesday launched an independent
review into the governance, controls and culture at KPMG LLP's U.K. audit unit.
The Financial Reporting Council will examine KPMG's risk management, its
controls and the behavior of partners and other employees in the audit practice.
This first-of-its-kind review will be conducted by A&O Consulting, the
consulting arm of Allen & Overy LLP, on behalf of the FRC, a spokesman for the
regulator said.
The FRC will also assess whether KPMG is capable of delivering high-quality
audits in the U.K. A 2018 quality assessment the FRC conducted found that around
50% of audits done by KPMG were below standard, the FRC said. wsj.com
Employers Slow to Pick Up Trend of Continuous
Screening
In an effort to keep customers safe, Uber announced its
continuous screening program in July 2018. More big-name companies
are expected to announce screening implementations this year to ensure
employees are licensed and authorized to work and have not committed any
crimes since they were hired.
The
trend hasn't caught on among most companies yet, though, as only 4 percent of
6,500 HR professionals said that their organizations perform continuous, rolling
background checks on their employees, according to a survey conducted in
July 2018 and released by the Society for Human Resource Management (SHRM)
today.
 SHRM found that the great majority of organizations (92 percent) conduct
background checks, mostly at the pre-employment stage (87 percent). Nearly all
screens are searches for criminal records (98 percent). Fifteen percent of
respondents said they rescreen workers annually, 13 percent perform checks when
triggered by an event, and 10 percent screen when someone is promoted or changes
jobs.
In comparison, continuous monitoring technology will alert an employer-through
the employer's screening firm-within an hour of a worker being booked into jail,
said Krisy Bucher, the director of marketing for Appriss Safety, a leading
provider of the technology based in Louisville, Ky.
"Continuous monitoring is a critical evolution in the background screening
industry," Morris said. "It will keep companies safer from fraud, theft and
reputational damage."

Allied Universal®

Guard Force Trends: Multipliers and the Market
Advances in technology and market forces have significantly changed how a guard
force works and is managed and have also changed the role of the individual
guard. These changes, which in turn have helped transform the employment economy
at large, have ushered in a new business model for many guard forces.

Many security guards are now stepping into the light to serve in more
customer-facing positions.
This trend is due in part to the spillover effects of market growth. The
frequency of mass shootings in public places, continuing concern over terror
attacks, and increasing crime rates in some major cities have all spurred growth
in the security guard force industry. Due to this growth, guards are more
commonplace in corporate offices, residential facilities, and schools.

Retail leads in job cuts as employment holds
steady
Retail industry employment in March from February declined by 11,700 jobs,
according to the U.S. Department of Labor's
monthly report last week. The industry lost 47,400 jobs unadjusted
year-over-year, the National Retail Federation noted in a
press release.
But job cuts in the first quarter amounted to 190,410, 10.3% higher than the
quarter before and 35.6% higher than the same quarter last year, according to a
report from outplacement firm Challenger, Gray & Christmas emailed to Retail
Dive. Retailers are leading all sectors in job cuts this year, with 4,860
alone announced in March, down 18.5% year over year, Challenger said.
"While Retail is by far responsible for the highest number of cuts recently, the
sector is also constantly hiring. In fact, The Home Depot announced it would
hire 80,000 workers for the spring and summer months," Andrew Challenger, Vice
President of Challenger, Gray & Christmas, said in a statement.
The NRF called the March numbers "good news after the seesaw employment growth
in the past few months."

In essence, the innovation is an industrial patent pending checkout design that
allows the cashier to operate it as a standard POS (point of sale) system but
when it's not being staffed the store has the opportunity to go to a cash-free
self-checkout.

that allows us to do is turn that turntable 180 degrees so that it's now
customer facing and the customer can check themselves out," explained Bonner.
"We've got features like a pull-out shelf so the customer can set their basket
on this apparatus, scan their product out and put the product back into a basket
or take it right out of the store.
"Set aside surfaces are provided on both sides of the counter for the retailer
to place merchandise, so they can upsell at the checkout. The back side of the
fixture has been set up with adjustable shelves and drawers. We're making it as
functional as possible for the retailer."
"We started looking into the idea if we could come up with something that could
literally play as a transition both in a changeover from regular checkout
counters to self-scan but also something that could be used as it became
harder to find cashiers to operate lanes," he said.
The convertible self-scan checkout allows the store flexibility to operate
the system as a staffed or self-scan checkout at different times of the day,
different times of the week and for different clients.

Truth be told, there are still a number of interrogation tactics across the
globe that involve cruel or unusual punishment, methods of torture or more
well-known as enhanced interrogation techniques. Recently, I read

Means, by former NCIS Special Agent Mark Fallon, which provides an inside
perspective into the re-birth of ineffective and inhumane interrogation
techniques, including torture, that were made well known in the recent decade
through the infamous "prisons" at Guantanamo Bay, Cuba. Fallon provides
incredible insight into the legal labyrinth that permitted these techniques, as
well as the strong opposition to their use. This is an excellent read for
investigators to understand the importance of rapport-based interviewing,
cultural differences and the impact of having academic influence on these
techniques.

North Carolina man pleads guilty to $3 million dollar
fencing operation on eBay
Charlotte-Mecklenburg police have arrested a man they say ran "a
multi-million-dollar eBay store front out of Charlotte a storage unit" for three
years. Edwin Barkley pleaded guilty to Interstate Transportation of Stolen
Property last month in connection with the investigation by CMPD and the U.S.
Secret Service. Police say Barkley would buy tools stolen from Lowes, Home
Depot, and Target and would then resell them on eBay. Barkley's eBay store, Tool
King USA, sold $3 million in stolen merchandise between August 2015 and October
2018, according to police.

Cybercrime Groups Using JavaScript Sniffers
JavaScript sniffers - specialized malware that skims credit card information
and other data from online shopping - are becoming far more prevalent, with
several cybercriminal groups using the malware to target victims all over the
world.
Researchers at Group-IB found JavaScript - or JS - sniffers on more than 2,440
e-commerce websites. These sites host a combined total of approximately 1.5
million unique visitors every day, giving cybercriminals a rich trove of data to
steal, including credit card information, account numbers, names and mailing
addresses, the security firm reports.

identified previously, according to their report,

DHS Technology Manager Steals Security's Internal
Investigations Database
Federal worker pleads guilty to stealing data about investigations, people.
A technology manager working for the government pleaded guilty to stealing a
Department of Homeland Security database with information about 150,000
internal investigations and personal data about almost 250,000 employees,
the Washington Post reports. The manager admitted to giving copies of the
Enforcement Database System to a former acting inspector general who worked for
DHS to sell a version of it to other government agencies.
What kind of data? Personal information about employees of DHS and the
U.S. Postal Service as well as information about alleged wrongdoing by

How Card-On-File Is Changing Online Consumer
Shopping
When it comes to online shopping, one of the greatest frustrations for consumers
- and friction points for merchants - is having to manually enter credit or
debit card information for each purchase. It's no wonder that 78.9 percent of
consumers today have account information stored online with at least one or more
companies or service providers.
In the latest
Mobile Card Services Playbook, a collaboration with
Ondot, PYMNTS
surveyed more than 9,500 U.S. consumers to get a better understanding of this
common, but scarcely examined, payment method. The research looked at where
consumers use card-on-file (CoF), what they like about the service and what
their concerns are when it comes to increasing their usage.
For many consumers, the use of CoF is an integral part of their shopping habits,
the findings indicated. The majority have multiple cards on file online, and
some are especially enthusiastic: Nearly 12 percent of respondents have eight
or more CoF accounts.
Despite the popularity of CoF, however, consumers have their share of
reservations when it comes to security, in a time when major data breaches are
frequent. More than half of respondents are concerned that their card
information could be stolen, and 39.5 percent believe the service carries a risk
of fraud.

Two Oregon Students Con Apple Out of $900,000 in
New Phones - Resell Overseas
Returning Counterfeits for New iPhones
The con was simple: Send a fake iPhone to Apple claiming that the device would
not turn on and that it was under warranty, and not long after, a genuine
replacement arrived in the mail.
It was a scheme that federal prosecutors said two college students in Oregon
repeated on such a scale that it amounted to nearly $900,000 in losses for Apple
as they sent in hundreds of counterfeit phones.
The two students, identified as Quan Jiang and Yangyang Zhou, would then ship
the iPhones overseas where they would be sold for hundreds of dollars, and in
return, they would get a cut of the profit, according to court documents
recently filed in United States District Court in Oregon.

Cincinnati, OH: Men use car seat boxes to steal
more than $30K in merchandise
Selling goods to flea market
 Officers
said the suspects are from Louisville and are getting away with bundles of goods
masked as a car seat. Two men were seen on surveillance video at the Walmart
store in Fairfax, and police said they're on the hunt for a good steal. Fairfax
police are looking for Brandon Barnes and Timothy McCullough, both from
Louisville. Detectives said the pair have hit the Fairfax and Florence Walmart
locations and others in the area. They said the men grab an empty tote and fill
it with fishing reels, Nicorette gum, flashlights and flea and tick products.
Officers said the men eventually return to take the car seat back for a refund,
except all the other products have been removed from the box. Police said in one
of the heists, the men got away with more than $3,000 worth of merchandise, but
they said the total loss is more than $30,000 so far. Investigators said Barnes
and McCullough have been selling the goods to a flea market in central Kentucky.

Secret merchandise stolen
from Capital City Mall
Police are on the lookout for the suspect who made it out of Victoria's Secret
at Capital City Mall with $21,000 worth of merchandise on Sunday afternoon,
according to the Lower Allen Township Police Department. The department is
investigating the incident and hoping to provide a description of the alleged
thief after examination of video footage from the store, police said.

San Mateo, County, CA: Retail Theft Ring Broken
From Traffic Stop;
$15,000 of merchandise recovered
A traffic stop last week resulted in two Oakland women being arrested on
suspicion of running an organized retail theft ring, the an Mateo County
Sheriff's Dept. reported. The driver, Lavett Champagne Williams, 26, was pulled
over with passenger Erisha Marie Johnson, 25, for various traffic violations on
last Wednesday at 9:45 p.m. While speaking with Williams, deputies discovered
she had a suspended license. A records check also revealed Williams was on
probation out of San Francisco and Santa Clara County for burglary, the
sheriff's department added. During a search of the vehicle, deputies found

medications, health products, and cosmetics. Many of the products still had
security alarms attached to them and appeared to be stolen property. The total
value of the stolen property was about $15,000. At least two stores in San Mateo
County have been confirmed as victims.

Shortly after 7 p.m., officers were called to Walmart at 314 Army Trail Road "for the report of a male subject with a knife," according to Giammarese. The
initial call was about "a man acting erratically," he said, adding that the man
stole car keys from a woman shopping at the store.
"He was confronted by store employees, he brandished a weapon - a knife - to
store employees, made some statements and then fled through an emergency exit,"
Police said. The man is said to have then turned and faced the police officers
and started toward them, as he held the knife in a threatening manner.

started as a domestic dispute at a Marriott hotel in Hawthorne Sunday morning
escalated into a police shootout at a nearby shopping center in Manhattan Beach,
during which an officer and the suspect both sustained gunshot wounds, officials
said. The officers subsequently found somebody who matched the male's
description running across the street toward a shopping center in the southwest
corner of Rosecrans Avenue and Aviation Boulevard, Ishii said. When they
confronted the suspect, gunfire broke out. An officer, who's a 15-year veteran
with the Police Department, was shot in the leg and was taken to a trauma
center, Ishii said. He was shot in front of the REI Manhattan Beach store,
Hawthorne Police said.

New Orleans, LA: Security Guard Shot in attempted Armed
Robbery
at Waffle House
A security guard was shot outside a Waffle House restaurant in New Orleans East
early Sunday morning. According to a preliminary report from the New Orleans
Police Department, the shooter walked up to the Waffle House on North I-10
Service Road and made eye contact with the security guard. They then pulled out
a gun and opened fire on them, striking the guard in the right arm. The security
guard returned fire and the unknown shooter ran away. Police did not release a
description of the shooter.

The suspect jailed for murder in the friendly-fire death of a Queens detective
claims the tragedy began with an ill-conceived stab at comedy. Self-proclaimed
"shock-value comic" Christopher Ransom, 27, told the New York Daily News in a
jailhouse interview that his alleged Feb. 12 robbery attempt at a T-Mobile store
was actually a phony holdup videotaped by a pal and meant to get laughs online.
"It was a prank gone horribly wrong," Ransom said in the Rikers Island
interview. "I never meant to hurt anyone or rob anyone ... I feel bad for the
detective's family and I hope the sergeant recovers soon."
Detective Brian Simonsen was mortally wounded when cops fired 42 shots after
responding to the reported Richmond Hills robbery. The seven cops arrived to
find Ransom inside, clutching a replica Colt handgun and running toward them.

arrested Saturday morning after officers said she entered a Waffle House on

arrived, they observed Montessa Tate-Thornton, 19, inside the restaurant with a
gun in her right hand waving it around. She reportedly was screaming, sweating

$7M Annual Online Pharmacy Proceeds - Buying 28 Condos in FL
Five Argentine men who prosecutors say used Americans to set up websites,
do online marketing and launder millions of dollars in illegal profits from the
sale of drugs from Romania and India now face charges in Milwaukee.
According to court records, GOLDPHARMA24.com, 24hsmeds.com and several
other sites connected to the Argentines' operation sold oxycodone, hydrocodone,
codeine, tapentadol, alprazolam, amphetamine, diazepam
(Valium), methylphenidate, tramadol, carisoprodol (Soma) and zolpidem without
prescriptions to buyers throughout the U.S. As part of a DEA investigation
started in February 2015, agents made undercover orders of their own and would
get the drugs, usually accompanied with a fake prescription in the agent's name
signed by "Dr. Ladislav Smercek."
It appears the new way to wash the profits was to buy Florida real estate.
The indictment seeks forfeiture of 28 residential properties, mostly
condominiums, from Orlando to Miami. In one unspecified year, the records
state, the Biff Affiliate Group made about $6.7 million in sales of
controlled substances and pharmaceuticals to U.S. customers alone.
Many of the profits of the operation were laundered through an Atlanta
company called Global Transaction Services - until the head of that business
was indicted on money laundering charges in May 2016.

Houston, TX: Good Samaritan Awarded for helping Deputy
Baltimore saw a Deputy needing help arresting a robbery suspect so he quickly
jumped in to assist

suspect was combative with customers inside the store and later picked a fight
with a man standing outside. Deputy Lancaster witnessed the commotion and
attempted to separate the robbery suspect and the man from fighting, witnesses
said. Cellphone video shows Lancaster trying to detain the suspect but he put up
a fight and started punching the deputy in his face as they both fell to the
ground. A group of men pulled the suspect away from the deputy and started
punching and kicking him. That's when Brandon Baltimore jumped in, grabbed the
suspect and pinned him to the ground. Baltimore continued to pin the suspect to
the ground until the deputy got up and was able to put him in handcuffs.

A knife-wielding, shoplifting suspect in New Mexico accused of trying to steal a
vehicle after stabbing store employees may have lost his eyesight because he was
injured when police fired 15 bean-bag rounds and stunned him 23 times to subdue
him, authorities said. Police Chief Patrick Gallagher said during a Friday news
conference that a multiagency task force will investigate the March 23 incident
involving 31-year-old Joshua James LeNoir. Police released a 17-second police
video clip showing projectiles being fired at a man who stood up, turned away
from officers, and walked away.
