For years, the fight against Organized Retail Crime has centered almost entirely on criminal enforcement — police reports, felony thresholds, and coordinated task forces. But a quieter trend is emerging across the industry: more retailers are turning to civil courts as an additional way to disrupt ORC networks, freeze assets, and force accountability when criminal cases stall.

While criminal charges remain the backbone of ORC enforcement, civil litigation could give retailers a tool that doesn’t depend on prosecutors’ caseloads or state-by-state legal limitations. Using existing civil recovery statutes, retailers can pursue lawsuits that allow them to recoup losses, subpoena records, seize inventory, and target the financial infrastructure behind fencing operations.

The approach isn’t hypothetical. In late 2023, Amazon filed a civil lawsuit against a global refund-fraud network known as REKK, alleging that the group orchestrated a sophisticated scheme to steal goods and launder them through online marketplaces. The suit is one of several examples of retailers using civil courts to go after fraud rings tied to ORC ecosystems.

Industry advisors are also beginning to push the strategy. Several loss-prevention consultancies now recommend civil action as a complement to traditional ORC responses, citing its ability to move faster than criminal investigations and target actors who operate in multiple jurisdictions. Civil tools can also force cooperation from online platforms or payment processors through subpoenas, opening doors that criminal cases often take months to reach.

For retailers facing increasingly nimble and decentralized ORC crews, civil litigation offers something critically important: speed. Rather than waiting for a prosecutor to pick up a case, retailers can initiate an action immediately, freeze assets early, and apply financial pressure long before stolen merchandise disappears into secondary markets.

The strategy isn’t a replacement for criminal prosecution, nor is it a magic fix. Civil cases require resources, legal coordination, and strong internal documentation. But as ORC continues to evolve — blending physical theft with digital fraud, shell companies, and third-party resellers — civil court is becoming a more relevant battleground.

Retailers aren’t only calling the police anymore. Increasingly, they’re calling their attorneys.

City leaders push back after DHS takes credit for Chicago’s crime drop

The Department of Homeland Security claims its agents’ actions led to a “historic drop” in crime, but a WBEZ analysis contradicts that claim.

Earlier this week, the Department of Homeland Security announced that the scores of federal agents deployed in and around Chicago the last several weeks were responsible for a “historic drop in crime” in Chicago.

“Since initiating Operation Midway Blitz in Chicago, homicides decreased 16%, shootings decreased 35%, robberies decreased 41%, vehicular carjackings decreased 48%, and transit crime decreased 20%,” Assistant DHS Secretary Tricia McLaughlin wrote in a news release.

“It’s common sense — when you remove the worst of the worst criminal illegal aliens from our country — crime rates plummet,” McLaughlin wrote. But it’s unclear if that’s true, as DHS did not respond to WBEZ’s requests for clarification.

Without additional information about how the numbers were calculated, what periods of time were compared and what data sources were used, it’s difficult to fact-check the department’s claims the city has experienced a historic drop in crime.

In addition to unintended risks, many fraud actors openly advertise paying opportunities for insiders at companies to facilitate fraud during the holiday season, and temporary surge hires are prime recruiting targets.

These short-term workers help stores handle the crowds and manage orders during surges, but they join quickly, work briefly, and move on. That pace makes it harder to maintain consistent security practices and to remove access the moment a shift or contract ends. Retailers need extra hands at speed, without exposing customer data, leaking sensitive business processes, or disrupting operations when demand is at its peak.

Managing onboarding risk: Hiring ramps up quickly during the holidays, and in the rush, security gaps can appear. Seasonal staff may only work for a few weeks, but they may still need access to point-of-sale tools, inventory systems, and support platforms (such as databases or customer service tools) from day one.

Tight permissions from day one: Once seasonal workers are in the system, the focus shifts to what they can do with access. Limiting permissions to the essentials helps reduce the fallout if anything goes wrong. A cashier may not need refund authority, and a warehouse associate may not need to see customer profiles. Keeping access time-controlled and anchored to job tasks removes opportunities for mistakes or misuse.

Spotting trouble: Technology closes many gaps, but people play a major role in keeping systems safe. Holiday hires may be juggling new tools and steady customer pressure, which makes them attractive targets. Attackers often send emails that look like shift schedules or urgent shipping updates, hoping someone will click without thinking.

Operations payoff: When onboarding runs through automated tools, new hires are ready to work without long waits or last-minute fixes. Cleanly defined permissions mean fewer access errors at the register or in the warehouse. According to the Indeed Hiring Lab’s Job Posting Index, job postings were 2.4% above the Feb. 1, 2020, measure as of Oct. 10, 2025. Job postings have declined 8.5% from the same time last year, as employers continue to pull back on hiring amid a high level of economic uncertainty. Retail job postings continued to decline, seeing a 16% year-over-year drop compared to last October.

Indeed Hiring Lab found retail wage growth increased slightly to 2.4% compared to January 2019 levels, surpassing that of food preparation & service, which fell to 2.1% in September 2025.

Walmart CEO Doug McMillon to retire, John Furner to succeed

McMillon will step down from the top position in January after more than four decades at the company. He will remain as an adviser through fiscal 2027.

After over a decade in the position, Walmart Inc. CEO and President Doug McMillon will retire Jan. 31.

Current Walmart U.S. President and CEO John Furner has been elected by the board of directors to succeed McMillon effective Feb. 1, according to a Friday press release. Furner has also been elected to the board effective immediately and the company plans to announce his successor before the end of fiscal year 2026.

Akira actively engaged in ransomware attacks against critical sectors

The group has stepped up threat activity by abusing edge devices and other tools, reaping hundreds of millions of dollars in illicit gains.

The FBI and Cybersecurity and Infrastructure Security Agency on Thursday warned that Akira ransomware is actively launching attacks against critical industries by exploiting vulnerabilities in edge devices and backup servers.

Akira ransomware has been linked to a range of threat activity in recent months, including a surge in attacks targeting SonicWall firewall customers beginning in July. U.S. officials warned that Akira has been expanding a wide range of attacks dating up to this month and the hackers have been collaborating with other threat groups.

This group primarily attacks small, medium-sized businesses, but has also attacked larger organizations across several sectors,” Nick Andersen, executive assistant director for the Cybersecurity Division at CISA, told reporters during a Thursday conference call.

The targets have also included manufacturing, education, healthcare, IT, financial and food and agricultural companies.

Massive Cybercrime Takedown
Western governments disrupt trifecta of cybercrime tools

Authorities seized more than 1,000 servers and 20 domains in the operation.

The U.S. and eight other Western governments have jointly dismantled the computer infrastructure behind multiple popular cybercrime tools.

In a three-day operation, law enforcement authorities took down more than 1,000 servers and 20 domains associated with the Rhadamanthys infostealer, the VenomRAT remote access Trojan and the Elysium botnet. Greek police arrested VenomRAT’s suspected operator.

“The dismantled malware infrastructure consisted of hundreds of thousands of infected computers containing several million stolen credentials,” Europol, which coordinated the operation from its headquarters in The Hague, said in a statement. “The main suspect behind the [Rhadamanthys] infostealer had access to over 100,000 crypto wallets belonging to these victims, potentially worth millions of euros.”

Australia, Canada, Denmark, France, Germany, Greece, Lithuania, the Netherlands and the U.S. participated in the takedowns, which were the latest phase of Operation Endgame, an ongoing multinational effort to cripple cybercrime gangs. Cybersecurity firms, telecom companies and independent research organizations, including CrowdStrike, Lumen and Shadowserver, provided support for the operation.

New Phishing Campaign
Fake spam filter alerts are hitting inboxes
A new phishing campaign is attempting to trick users into believing they’ve missed important emails, security researchers are warning.

The emails

The bogus email alerts look like they are coming from the recipient’s email domain, and falsely claim that due to a “Secure Message system” upgrade, important messages have been blocked. To “release” (view) the emails, recipients are instructed to click on the “Move To Inbox” button/link and, if they do, they are taken to to a page impersonating a webmail login site.

Another variant of the email claims that messages have been put in “spam quarantine” and ask the user to log into their email via a provided link to “view the most update spam folder or blacklist sender.”

The phishing pages are designed to trick the user by using trusted logos,” Palo Alto Networks researcher Reethika Ramesh shared. To complete the illusion of legitimacy, the login page comes pre-filled with the recipient’s email address.

Facebook has taken action to remove over 16,000 groups involved in the trading of fake and misleading reviews after pressure from the UK's Competition and Markets Authority (CMA). The tech giant made significant changes to its platforms, including suspending or banning users who repeatedly create such groups and making it more difficult to find them, following commitments secured by the CMA in early 2020.

CMA Chief Executive Andrea Coscelli described the improvements as important but expressed disappointment that it took over a year for Facebook to implement them. He emphasised the critical role of online reviews, particularly during the coronavirus pandemic when e-commerce surged, and highlighted the harm caused by fraudulent reviews to both consumers and legitimate businesses.

The CMA had extended its oversight to Instagram, which Facebook owns, and will continue monitoring compliance. A Facebook spokesperson stated that the company has engaged extensively with the CMA and that fraudulent activity, including fake reviews, is prohibited on its platforms. Eau Claire police arrest Minneapolis man with 70 convictions in regional theft ring
Eau Claire police say they arrested three people from Minneapolis who are responsible for thefts throughout Wisconsin and Minnesota at various retail stores. The Eau Claire Police Department said in a Tuesday press release that officers responded to Oakwood Mall on Nov. 6 on a report of a retail theft. Loss prevention staff at Scheels All Sports reported that a suspect from a Nov. 1 theft had returned to the store. In that incident, the suspect took a fish finder valued at $3,500, police said. The suspect was observed with two other people. As officers gathered information, a second call came in of a theft that had occurred at an Ulta Beauty. The description of the parties involved matched the suspects from Scheels. The three people were contacted and identified as Kenneth Machen, 21, of Minneapolis; Roberta Howard, 19, of Minneapolis; and Leslie Robinson, 64, of Minneapolis. Lawrenceville, GA: Woman dies after being shot in head outside Loganville CVS, suspect in custody
A shooting at a CVS in Loganville led to an arrest in downtown Lawrenceville on Friday afternoon, according to police. Lawrenceville police said they received a "Be On The Lookout," or BOLO, alert from Loganville police at about 4 p.m. The BOLO was for a vehicle that had been involved in a "serious incident" that occurred in Loganville. At the time, Loganville police were looking for a suspect in a shooting at a CVS located at 4377 Atlanta Highway earlier in the afternoon. Loganville officials said a woman was shot in the head during that incident. The vehicle was spotted on Lawrenceville's FLOCK camera system and it was discovered near the Lawrenceville Square so a heavy police presence moved in to apprehend the driver.  gwinnettdailypost.com


Rocky Mount, NC: One person dead after being shot at a convenience store
One person is dead after a shooting occurred at a Rocky Mount convenience store late Saturday night. According to the Rocky Mount Police Department on Facebook, officers responded to a shooting call at Mike's Food Mart on W Raleigh Boulevard around 11:30 p.m. When they arrived, they found one person with gunshot wounds. That person was taken to the hospital, where they died from their injuries. Their identity is being withheld.  wral.com

Memphis Police report that a man is dead and two others are injured after a shooting in Frayser. Officers responded to a report of a shooting at a store on Frayser Boulevard near Ardmore Street at around 10:30 p.m. on Saturday. According to Memphis Police, officers found three men who had been shot. One of the men was reportedly pronounced dead on the scene, while the other two men were taken to the hospital in critical condition. Memphis Police report that the shooting stemmed from a "disturbance" inside the store. According to police, the disturbance involved two of the men who were shot and two unidentified men. Queens, NY: 2 workers shot by angry customer at Queens discount store
An argument between the customer and the workers escalated into gunfire at a store in Jamaica, Queens, police said. The shooting happened at Great Savings on Jamaica Avenue on Saturday, just after 5 p.m. Police say the suspect left the store but returned and opened fire. A 34-year-old worker was shot in the chest and was taken to the hospital in critical condition. A 55-year-old worker was struck in the leg. That employee was listed in stable condition. The suspect is described as a man, approximately 6 feet tall, wearing gray sweatpants and a green sweater. No arrests have been made.  yahoo.com

An argument over a turkey led to a man being shot at a Food Lion in North Carolina, according to authorities
The shooting happened on Thursday just after 6 p.m. at the Food Lion on North Main Street in High Point. High Point Police said that before the shooting, one man got into an argument over a turkey with a Food Lion employee. During that argument, another man allegedly stepped in and started to argue with the first man. Following the argument, one of the men walked outside to get a gun. When he did, the other man also went out of the store. Police said that once outside, the two men shot at each other and one was hit in the arm. Both men were still at the Food Lion when police got there. The one who got shot was taken to the hospital.  wect.com

Grand Junction, CO: Two men arrested for armed robbery at Best Buy Friday night
Two men were arrested Friday night after police said a shoplifting incident at a Best Buy turned into an armed robbery. Officers were called to the Best Buy on 24 ½ Road around 7 p.m. on Nov. 14. Store employees reported that a man was walking out with stolen items, and when a worker tried to stop him, the man threatened the employee with a gun before running off. Police found the suspect around 10 p.m. in the parking lot of a Wendy’s on North Avenue. Officers arrested Pierce Yarian and Nicholas Bright without any trouble.  westernslopenow.com
