How Organized Retail Crime is Threatening the Retail Industry

Generally defined as "the coordinated theft of merchandise by two or more individuals for the purpose of reselling for financial gain," Organized Retail Crime (ORC) has consistently grown as a problem over the past decade and is projected to become even more of an issue in future years.

ORC costs retail businesses an average of $244,509 per case, the highest the case value has been in over 8 years. The same federation report cited that theft has continued to grow year by year since 2020, with a 3.7% increase from 2022 to 2023. In October 2023, Target announced it was closing 9 stores across 4 states due to organized retail crime. Walmart has closed over 24 stores in 14 different states throughout 2023 due to theft and underperformance.

The impact this crime is having on retailers everywhere means ORC isn’t something that can simply be ignored. Modern, tactical security solutions are needed to help retail businesses, both large and small, collaborate with law enforcement to stop organized retail crime, while still providing a safe and enjoyable shopping experience for customers. It’s not an easy problem to solve, but cloud video security systems may be the answer.

Understanding Organized Retail Crime

While Organized Retail Crime is presenting a notable problem for many retailers throughout the U.S., measuring the extent of the problem has provided some discussion-worthy challenges. ORC, while in previous years described as a clearly definable problem for retailers, has turned out to be far more conditional and nuanced. Definitions for ORC, while available, still lack consistency across state legislation. In certain cases, crimes categorized as ORC could be more accurately defined as cargo or employee theft.

Because of the nuanced nature of this type of theft, data surrounding ORC has shifted due to limited reporting and occasional erroneous claims made in the past. The National Retail Federation and major corporations have attempted to clarify discrepancies in reporting as the crime is more deeply studied. Due to the newness of studies surrounding ORC, it’s critical that retail businesses, both large and small, analyze the available facts and their conditions before determining the security solutions that may work best within the scale of their organization.

Finally, ORC is thought to have many of its incidents go unreported. This lack of reporting, as well as underground criminal networks concealing their activities that would otherwise be linked to ORC, add additional layers of difficulty when attempting to understand the full scope of the crime.

Boston officials say new police initiative curbing shoplifting, but more work needed

At a City Council hearing, business leaders and police said shoplifting remains a problem in key retail areas.

Shoplifting remains a persistent problem in Boston’s busiest retail districts, business leaders and police told the City Council during a hearing this week — but they say new initiatives are beginning to make a difference, even as more work remains.

The hearing, sponsored by Councilor Ed Flynn, comes as retailers across the city continue to sound the alarm about rising theft. “In my opinion, we have to have zero tolerance for stealing,” Flynn said at the hearing. “It hurts small businesses. It hurts the residents. It hurts the consumer. It hurts the City of Boston.”

To combat that, McLaughlin said the Boston Police Department launched the “Safe Shopping Initiative” in March 2024 with the Suffolk County District Attorney’s Office. The program uses shoplifting data and reports from businesses to identify trends, coordinate prevention strategies, and help reduce store closures.

Police said part of the recent rise in theft reports stems from better data sharing between businesses and law enforcement. That data has revealed that many of the thefts are happening in major retail centers in the Back Bay, South End, Downtown Crossing, and South Bay Center in Dorchester.

Retail theft overall jumped 55% in the first half of 2024 compared to the same period in 2019, according to the Council for Criminal Justice.

Boston police said more reporting has led to more arrests. Shoplifting-related arrests rose 60% in 2024 compared to 2023 — 72% above the five-year average — and were up 90% from January to August this year compared to the same period last year. boston.com

More than 30 people have been arrested in the Metropolitan Police’s largest-ever crackdown on shoplifting gangs.

New measures target retail crime threshold and worker safety

Key changes embedded in the retail crime legislation include the removal of the £200 threshold for so-called “low-level” theft.

Under the existing framework, shoplifting of goods valued at £200 or less has typically been treated as a minor offence; the Bill proposes that all shop theft be treated as “general theft” with potentially more serious court procedures.

Another major provision introduces a standalone offence of assaulting a retail worker. The factsheet accompanying the Bill states that the offence will carry a maximum penalty of six months’ imprisonment and/or an unlimited fine.

The San Francisco Police Department’s (SFPD) tally shows there have been 22 homicides so far this year, compared to 26 at the same time in 2024. According to the San Francisco Chronicle, those numbers indicate the city is on track to have the lowest number of homicides since 1954.

The SFPD data also shows that other violent crime is down this year. Rape is down 16.4 percent compared to the same time in 2024, while assault is down 22.8 percent. Burglaries are down 28.6 percent and motor vehicle theft is down 45.4 percent.

CVS Pharmacies Grapple with Outage
CVS says ‘system outage’ impacting some pharmacies
Need to pick up a prescription from CVS today? It may take you longer than expected as some of its pharmacies deal with a system outage. In response to a user on X asking “how long CVS’ system has been down,” the company said that it is “experiencing a known system outage.”

Ransomware Groups Boosted by AI
AI-fueled automation helps ransomware-as-a-service groups stand out
from the crowd

Ransomware gangs that offer their affiliates customization and automation are growing faster than those that don’t, a new report finds.

The vast majority of ransomware-as-a-service groups are using AI-powered tools, which are “almost certainly increasing the speed of ransomware attacks,” the security firm ReliaQuest said in a report published on Tuesday.

One sign that automation is making a difference: Attackers’ breakout time — the measure of how long it took them to go from initial access to compromising other devices — dropped from 48 minutes in 2024 to 18 minutes in the middle of 2025, the company said.

RaaS groups are offering AI-powered tools such as antivirus detection and “features to automatically kill software that prevents ransomware execution,” according to the report.

Security research has been split over how much AI is changing the threat landscape, but ReliaQuest’s report offers new evidence that AI-fueled automation is helping hackers move more quickly. Its findings about RaaS groups also suggest that AI tools are helping these groups improve the appeal of their offerings.

AI has helped some RaaS groups stand out from the pack and gain an edge over their competitors, the report suggests. Amazon is reportedly leaning into automation plans that will enable the company to avoid hiring more than half a million US workers. Citing interviews and internal strategy documents, The New York Times reports that Amazon is hoping its robots can replace more than 600,000 jobs it would otherwise have to hire in the United States by 2033, despite estimating it’ll sell about twice as many products over the period.

Documents reportedly show that Amazon’s robotics team is working towards automating 75 percent of the company’s entire operations, and expects to ditch 160,000 US roles that would otherwise be needed by 2027. This would save about 30 cents on every item that Amazon warehouses and delivers to customers, with automation efforts expected to save the company $12.6 billion from 2025 to 2027.

Amazon has considered steps to improve its image as a “good corporate citizen” in preparation for the anticipated backlash around job losses, according to The NYT, reporting that the company considered participating in community projects and avoiding terms like “automation” and “AI.” More vague terms like “advanced technology” were explored instead, and using the term “cobot” for robots that work alongside humans.

Massive Amazon cloud outage has been resolved after disrupting internet use worldwide
Amazon says a massive outage of its cloud computing service has been resolved as of Monday evening, after a problem disrupted internet use around the world, taking down a broad range of online services, including social media, gaming, food delivery, streaming and financial platforms.

The all-day disruption and the ensuing exasperation it caused served as the latest reminder that 21st century society is increasingly dependent on just a handful of companies for much of its internet technology, which seems to work reliably until it suddenly breaks down.

Meriden, CT: 6 Charged In $250K Meriden Lowe’s Theft Scheme; Police Say More Arrests Coming
Six people were arrested in Meriden after over a year-long investigation into retail thefts from Lowe’s Home Improvement Store totaling over $250,000 in losses, according to police. The investigation began in July 2024. Losses from the scheme are believed to have exceeded $250,000. The suspects were involved in several different schemes to defraud the Lowe’s Outlet Store in Meriden of money and products. Meriden police said at least one more arrest is expected in this case. Police said that two of the men, Jose Perez and Izay Ortiz, worked at Lowe’s, and worked with the other men to defraud the store wtnh.com


San Bernardino County, CA: 12 arrested in connection with yearslong California-wide cargo theft ring
A dozen people were arrested in connection with a cargo theft ring that spanned the entire state and lasted for more than four years. The San Bernardino County Sheriff’s Department released information on Tuesday stating that, between March 2021 and June 2025, members of the Singh Organization acquired or fraudulently used real trucking companies to bid on authentic shipping contracts. No further details surrounding the nature of the Singh Organization was disclosed. Upon winning the bids, the company would take possession of the freight; however, rather than deliver them to the right destination, they diverted and stole them. The freight targeted most by the organization included “primarily electronics, appliances and other high-value consumer goods,” deputies said. “The stolen cargo was later distributed through intermediates or black market channels, with an estimated loss in the millions of dollars,” authorities added ktla.com


Redding, CA: Police bust major fentanyl trafficking and theft ring, arrest local man
Officers with Redding Police's Neighborhood Police Unit (NPU) uncovered a major fentanyl trafficking and organized retail theft operation last week, arresting a Redding man and seizing drugs, cash and stolen merchandise. On October 17, the Redding Police Department (RPD) said officers conducted a traffic stop on Joseph Holcomb, 32, of Redding, after obtaining a search warrant for him, his vehicle and his residence as part of an ongoing fentanyl investigation. During the stop, officers reportedly found two young children in the back seat. Between them, officers located a backpack containing fentanyl, packaging materials and cash. Police said additional fentanyl was found on Holcomb’s person. Officials said a safety plan was immediately implemented for the children, who were transported to a safe location. Officers then executed a search warrant at Holcomb’s home in the 1000 block of Echo Road. Inside, officials said officers found more evidence of fentanyl sales and numerous raffle tickets with various names. Police learned Holcomb had been running an illegal raffle, selling tickets to drug users, with the prize being a large quantity of fentanyl. The investigation also led officers to two storage units on Parkview Avenue that Holcomb controlled. After obtaining additional warrants, RPD said officers found nearly three pounds of fentanyl, $65,317 in cash and about $2,795 in stolen retail merchandise. The stolen goods were identified as coming from several Redding retailers, including Walmart, Burlington, Ross, Hobby Lobby, Lowe’s and Victoria’s Secret. Officers determined that Holcomb led a local organized retail theft ring, trading fentanyl for stolen merchandise. The property was seized and returned to the stores.  krcrtv.com

Ennis, TX: Texas Man Shoots 5, Kills 3 Before Crashing Van Into Buc-ee’s And Shooting Himself
A horrific series of events unfolded early last Friday morning as a Texas man allegedly shot five people—killing three—at a home in Mabank before driving to a Buc-ee’s convenience store in Ennis, crashing his vehicle into the building, and then attempting to take his own life. Christopher Reid Jr., 29, is currently hospitalized in critical condition after the incident, which began with a shooting around 2:30 a.m. at a home off Taso Drive in the Cedar Creek subdivision in Mabank. Police say Reid fled the scene in a 2003 Dodge Caravan. The deceased victims of the Mabank shooting have been identified as Kimberly Simpson, 51, Connie Patrick, 72, and Ronny Hammonds, 57. All three suffered gunshot wounds, and Hammonds also sustained blunt force trauma and multiple stab wounds, according to authorities. Two other victims were shot and hospitalized: Colton Reid, 24, and Henry Hopgood, 70. Their current conditions were unknown as of Sunday evening.  tampafp.com


Anchorage, AK: Man shot inside Midtown Anchorage Walmart dies
The man who was wounded in a shooting in the Walmart Supercenter in Midtown Anchorage on Monday afternoon has died, police said Tuesday. No charges have been filed so far, but investigators believe they’ve identified and contacted all people involved, the Anchorage Police Department said in an online update. Officers responded to a report of a shooting inside the store on A Street near Benson Boulevard just before 2 p.m. Monday, police said. Information gathered during a preliminary investigation indicated that two men who knew each other had gotten into “a verbal exchange near the store’s entrance,” police said. One man fired multiple shots at the other, according to police. A man with a gunshot wound to his upper body was taken to the hospital, according to police, who said Tuesday that he died of his injuries while undergoing surgery. Seattle, WA: Bystander subdues robber who pepper-sprayed Safeway security guard in south Seattle
A robbery suspect who pepper-sprayed a grocery store security guard was arrested in South Seattle on Monday after bystanders helped detain him, police said. According to the Seattle Police Department (SPD), officers responded around 3:15 p.m. to reports of a shoplifter using mace at a Safeway near Rainier Avenue South and South Charlestown Street. When officers arrived, they found the victim suffering from the effects of pepper spray and the masked suspect apparently unconscious in the store's entryway. Seattle firefighters treated both men at the scene for minor injuries. Police said the security guard saw the suspect conceal items and leave without paying. The guard confronted the suspect inside an attached coffee shop in an attempt to retrieve the stolen goods. During the struggle, the suspect pepper-sprayed the guard multiple times and punched him in the torso. The confrontation continued in and out of the store.  fox13seattle.com
