C-stores face rising losses, but innovative strategies can protect margins and staff.

Theft in the retail sector continues to be an existential crisis that has seeped into convenience stores and independent retail stores nationwide. According to the National Retail Federation’s recent report, The Impact of Retail Theft & Violence (2024), the number of shoplifting incidents has surged 93% relative to just five years ago, and dollar losses from shoplifting are up about 90% over the same period.

Moreover, organized retail crime (ORC), those coordinated theft rings that steal with the intent to resell merchandise, has also sharply increased. Incidents tied to ORC rose by 57% year-over-year (2023 to 2024) among retailers who track such crimes. Retailers report that thieves are more aggressive; about 73% report greater verbal or physical aggression in theft events compared to prior years.

If convenience store operators think “that’s more of a big-box problem,” they’re badly mistaken. Smaller stores, especially those in high-traffic or high-theft areas, are being targeted by ORC groups for easily stolen items (snacks, tobacco, over-the-counter medicines, small electronics) that have resale value.

Further, employee theft/internal shrinkage remains a substantial part of retail losses. In aggregate shrink (loss of inventory for all causes), external theft (including ORC and shoplifting) accounts for a large share. Still, employee theft often makes up twenty-some percent of losses in many studies.

So what can you do to protect your stores? Given the rapid and aggressive growth of theft, convenience stores must adopt proactive, multi-layered strategies to protect their margins, staff, and reputation. Here are four ways convenience stores can reduce incidents of theft:

Federal Focus Turns to Organized Retail Crime Rings

In recent months, the U.S. Department of Justice has sharpened its focus on organized retail crime (ORC) syndicates — networks that orchestrate large-scale theft of merchandise from retail outlets and resell goods via illicit channels. Once treated as isolated shoplifting, these operations are now viewed as coordinated criminal enterprises that require federal muscle.

ORC, also called Organized Retail Theft (ORT), involves structured groups executing theft across multiple locations, using trafficking and fencing systems to convert stolen goods into cash. The weaponization of online marketplaces has further accelerated their reach: stolen goods can be funneled through e-commerce sites or resale platforms, enabling national and even international operations.

At the federal level, prosecutors are deploying racketeering statutes, coordinated task forces, and cross-jurisdictional partnerships to dismantle these rings. Senate leaders have pressed DOJ to employ the RICO statute to go after the ringleaders rather than just the low-level shoplifters. Meanwhile, legislation such as the Combating Organized Retail Crime Act, introduced in 2025, would codify a stronger federal posture by giving law enforcement new tools to tackle retail crime that crosses state lines.

To date, federal and state agencies are making visible strides. In Rhode Island, two men tied to a large-scale theft ring were charged after agents seized tens of thousands of stolen items worth more than $1.6 million. In Pennsylvania, the state’s Organized Retail Crime Unit — staffed with agents and prosecutors — reports improved arrest rates, falling retail theft in key jurisdictions, and aggressive pursuit of both frontline operatives and their back-end fences. And in California, law enforcement recently joined a national ORC blitz that resulted in more than 90 arrests and nearly $153,000 in recovered merchandise, underscoring the need for real-time coordination and intelligence sharing.

That said, challenges remain. Because ORC lacks a uniform legal definition and is often conflated with conventional theft, data collection is murky and prosecution strategies vary from state to state. Still, the DOJ’s intensified posture signals a shift: ORC is no longer being tolerated as “business as usual,” but prosecuted as organized crime. For retailers and loss-prevention teams, this development reinforces what they’ve known — fighting theft now demands high-level strategy, tight collaboration, and pressure both on the street and in the courtroom.

The big picture: The nation's violent and property crime rates dropped to a two-decade low in 2024, according to new FBI data, and early 2025 numbers show homicides declining in major cities so far. Despite those trends, Trump has insisted that crime in many Democratic-led cities, like Washington, D.C., and Chicago, is out of control, even as crime also declines in those urban areas.

By the numbers: An Axios analysis of FBI 2024 data and preliminary 2025 numbers shows significant declines in violent crime in some majority-Black communities.

Baltimore, a city where 62% of residents are Black, saw a 23% decline in homicides in the first half of 2025 compared to the same period last year, stats compiled by the Major Cities Chiefs Association showed. It's now seeing its lowest homicide rate in 50 years.

Cleveland, a city where 51% of residents are Black, experienced a sharp 28% drop in homicides during that same period.

Memphis, a city where 65% of residents are Black and where the annual homicide rates are among the nation's highest, saw a 13% drop in homicides.

America Is Seeing Less Crime, But People Aren't Feeling It
Crime, violence concerns spike, but data shows country is becoming safer
Concerns over crime and violence spiked in Gallup polling this month, with the public opinion organization noting a particular increase in mentions following Charlie Kirk's assassination on Sept. 10. The Gallup poll was conducted Sept. 2-16 and published Monday.

Mentions of crime or violence more than doubled over the past month, rising from 3% in August to 8% in September, according to Gallup. That’s the highest level since August 2020, and before that, 2002, Gallup said.

The organization also noted that survey respondents might’ve been influenced by the Minneapolis Catholic school shooting or the stabbing death of a Ukrainian woman on a North Carolina train. But Gallup said the survey results suggest that Kirk’s assassination is reverberating with Americans, particularly Republicans.

Mentions of crime or violence increased most sharply among Republicans, rising from 6% to 14%. Meanwhile, Gallup reported a spike in concerns about national unity.

Fewest Seasonal Retail Hires Since Financial Crisis Era
Retail’s seasonal hiring could hit lowest point since 2009

Challenger, Gray & Christmas predicts that retailers will bring on fewer than 500,000 employees in Q4, a low last seen following the 2008 financial crisis.

Amid a challenging economic backdrop, retail hiring during the seasonal holiday period could fall to its lowest point since 2009, according to a Wednesday report from Challenger, Gray & Christmas shared with Retail Dive.

Challenger projects that retailers could hire fewer than 500,000 positions in the last three months of this year, which would be the smallest seasonal gain in 16 years.

Muted hiring decisions in 2025 would build on 2024’s down year, which Challenger says saw a 4% year-over-year decrease with 543,100 jobs added in Q4.

Though many retailers have started debuting holiday initiatives, many have remained silent on hiring goals so far.

“Seasonal employers are facing a confluence of factors this year: tariffs loom, inflationary pressures linger, and many companies continue to rely on automation and permanent staff instead of large waves of seasonal hires,” Andy Challenger, senior vice president at Challenger, said in a statement. “While we could see a late hiring push if holiday sales surprise to the upside, the cautious pace of announcements so far suggests that companies are not betting on a big seasonal surge. China-linked groups are using stealthy malware to hack software suppliers

Google, which disclosed the campaign, said it was one of the most significant supply-chain hacks in recent memory.

Highly sophisticated hackers linked to the Chinese government are breaking into technology companies, software-as-a-service providers and legal-services firms with stealthy malware that has allowed them to quietly steal sensitive data from those companies and their customers, Google announced on Wednesday.

The hackers have pivoted from service providers to their customers’ networks, searched the emails of specific people inside legal firms and hunted for information about U.S. national security and international trade matters, according to Google.

The threat actors have also stolen the source code for widely used enterprise technologies, likely as part of an effort to analyze them for undisclosed vulnerabilities that could power future attacks, Google said. Website Performance is Key for Retailers
Study: Retailers leaving 'billions' on table due to poor website performance

Website performance – independent of brand size – is a key driver of e-commerce success.

That’s according to the 2025 Retail Website Performance Benchmark Report from internet performance marketing firm Catchpoint, which analyzed the National Retail Federation’s Top 50 Global Retailers ranking by testing performance using its Global Agent Network, made up of over 3,000 agents worldwide. Some of the world’s biggest retailers are leaving "billions on the table" because their websites are too slow or unstable, the report said.

One of the largest takeaways was that big revenue doesn’t equal speed, as some of the world’s top 10 retailers struggle with slow websites. For example, Walmart (#1 revenue, Score 68), Costco (#5 revenue, Score 66), and Seven & I (#8 revenue, Score 51) all lag in user experience rankings despite massive revenues.

Several smaller or mid-sized retailers are on par with, and even outperform, some of the world's largest retail players. Aldi (#4 revenue, #1 experience) achieves a perfect score of 100, while European retailer Action ($15B revenue) ranks #2 with a 99, and Ikea (#9 revenue, #3 experience) dramatically outperforms much larger competitors.

Retailers are investing billions in digital transformation, but too many are blind to the performance gaps their customers actually feel,” said Mehdi Daoudi, CEO and co-founder of Catchpoint. “Your dashboards may be green, but if your shoppers are waiting 10 seconds on mobile in Tokyo or São Paulo, you’re losing trust, loyalty, and most importantly sales, especially headed into one of the busiest times of the year.”

While Catchpoint Systems’ report found that while some brands offer seamless, responsive, and stable sites across geographies, many others struggle to meet even baseline user expectations. The largest cluster of retailers fell between the mid-60s and low-80s, indicating broad parity with distinct leaders.

Despite 91% of retailers maintaining near-perfect availability, a strong user experience is not guaranteed. Walmart is looking to improve search experiences for non-English speaking customers by using AI to flag terms for linguists to refine in Walmart’s translation platform, according to a company announcement last week.

The retailer is using AI to help search results go beyond literal translations to include context and intent. For instance, one common word for “T-shirt” in Spanish is “camiseta,” but people are likely to call the garment a “playera” in Mexico or a “polera” in Chile.

San Ramon, CA: Update: Over $1 million of fine jewelry stolen during smash and grab armed robbery of San Ramon store
On Monday, September 22, 2025, at 1:50 p.m., San Ramon Police Department personnel responded to Heller Jewelers, located at 6000 Bollinger Canyon Road, for a take-over style armed robbery. Approximately 20 masked individuals entered the store and began smashing display cases, taking numerous items. Several suspects were armed with handguns, and at least one suspect fired rounds through the front entrance. Fortunately, no one was injured, and there is no ongoing danger to the public. The suspects fled the scene in awaiting cars they had staged in the City Center valet parking area. San Ramon Police Officers pursued some of the involved vehicles but terminated due to the inherent danger to the public and because of air support was overhead and available to continue tracking the suspect vehicle. Law Enforcement air support tracked the suspects through Contra Costa and into Alameda County. Derry Township, PA: 2 arrested, 1 at large in $60K central Pa. retail theft operation
Three people were charged Tuesday after investigators said they stole approximately $60,000 from retail stores across central Pennsylvania, Attorney General Dave Sunday said. Two of the suspects — 43-year-old Julia Robinson and 36-year-old Demetrius Patterson, both of Middletown — are facing felony charges of corrupt organizations, organized retail theft, identity theft and related offenses. Court documents listed the offense dates as Oct. 30, 2024. The third person charged, who was not named in the AG’s release, is still at large. On at least 20 occasions, the trio stole from T.J. Maxx, Marshalls and Home Goods stores in Dauphin, Cumberland, York and Lancaster counties, the release said. The group then rented storage units using fraudulent identities to store the stolen merchandise before re-selling the items online for profit. “I applaud the dedicated work of our Organized Crime Unit and their collaboration with the Derry Township Police Department and Lower Swatara Township Police Department in holding this coordinated theft crew accountable,” Sunday said.   pennlive.com


Olathe, KS: Update: Man admits to stealing 41 firearms, transporting child pornography
An Olathe man pleaded guilty Wednesday to stealing dozens of firearms from a Raytown gun shop and transporting child pornography across the U.S.–Mexico border. Frank Guereca, 23, admitted in federal court to stealing 41 firearms from a federally licensed dealer in Raytown on June 16, 2023. Prosecutors said Guereca and two others used a stolen U-Haul truck to ram into the store and create a hole in the wall before stealing the weapons. Some of the guns were later recovered in California and Mexico. Guereca was arrested on April 25, 2024, while attempting to reenter the United States from Mexico. Authorities found about 250 images and 70 videos of child pornography on his cellphone. Court records show Guereca had crossed the border about 20 times since the Raytown burglary. Guereca faces up to 10 years in federal prison without parole for the firearms charge and up to 20 years without parole for the child pornography charge.  kmbc.com

Chicago, IL: Jewel Osco Security Guard flees, is arrested after allegedly shooting 17 year old girl
A Jewel Osco security guard is under arrest after she allegedly shot a 17-year-old girl during a fight Tuesday night at a Chicago grocery store, according to a police report. Police were called around 10:30 p.m. to the parking lot of the Jewel Osco, located at 1224 S. Wabash Ave. in the South Loop neighborhood, where they found a large crowd and a teen girl shot in the right thigh, according to a police report. Officers placed two tourniquets on the teen until paramedics got there and took her to Northwestern Memorial Hospital, where she was in good condition, police said. Officers began speaking with Jewel Osco staff who told them an argument erupted between the teen girl and the security guard inside the store, which then spilled outside where the teen allegedly threw water at the guard, who took out her handgun and shot the teen, according to the report. Witnesses gave police a description of a black SUV with Iowa plates which sped away east on Roosevelt Road after the shooting and officers followed it and pulled it over at 10:49 p.m. in the 8000 block of South Saginaw Avenue, where the guard was placed under arrest, the report said.  nbcchicago.com

A weekend shooting at a busy shopping center on the northwest side of Indianapolis has led to serious charges. Marion County Prosecutor Ryan Mears says one man used a dangerous illegal device to unleash a rapid spray of gunfire leaving three people hurt. Video shared from the office shows Carlos Contreras stepping out of a black Dodge Challenger before firing dozens of shots into a crowd of people in a parking lot. Mears said, “There’s 47 shots. A Florida couple has been charged with federal robbery offenses after allegedly committing a series of armed robberies across four counties last week. United States Attorney Gregory W. Kehoe announced today that a criminal complaint has been filed against Taleah Williams, 21, of North Fort Myers, and Javion Ward, 21, of Fort Myers, on charges of Hobbs Act robbery. If convicted, each faces a maximum sentence of 20 years in federal prison. According to the criminal complaint, Williams and Ward are accused of conspiring to commit multiple armed robberies between September 15 and September 19, 2025. The robberies allegedly targeted stores in Hillsborough, Sumter, Manatee, and Sarasota counties, all located near I-75.  tampafp.com


Billings, MT: Billings Mall Robbery Turns Into High-Speed Chase Across Yards and a Golf Course
Tuesday evening at Rimrock Mall wasn’t just about shopping for deals or browsing the racks at Hot Topic. It was more like a live episode of Cops. According to a press release from the Billings Police Department, officers were called around 6 p.m. on September 23 after a robbery at a business inside the mall. Police say two suspects, a man and a woman, tried the old “grab some merchandise and see what happens at checkout” routine. Things escalated quickly when the man whipped out a knife, threatened employees, and revealed what looked like a firearm hidden in a bag. Then the pair bolted, each in a different direction. Officers soon spotted a guy matching the description, but instead of pulling over, he floored it. The pursuit led north on 32nd Street West, where things got a little Western: he blasted through a fence and onto Peter Yegen Golf Course. Forget water hazards; the bigger hazard was a suspect in a car blasting across the fairway. The chase continued through residential lawns, endangering anyone unlucky enough to be raking leaves, playing with their kids, or sipping a beer on the patio. When the driver refused to get out, BPD’s K9 was deployed... let’s just say the suspect didn’t argue much after that. The man was identified as 30-year-old Cameron Watson of Billings.
