Retail Crime's Evolution
Shoplifting Is Down. The Retail Crime Problem Isn't.
One of the most notable findings in the National Retail Federation's latest study on retail crime initially sounds like very good news: Shoplifting incidents declined.

Retailers responding to NRF and the Loss Prevention Research Council's Impact of Retail Theft & Violence 2026 study reported an average 12.4% decrease in shoplifting incidents between 2024 and 2025. Merchandise theft incidents declined 8.1%.

But those numbers tell only part of the story.

The same research found retailers confronting increases in other forms of external theft, fraud and scams, illustrating how quickly the retail crime environment can shift when stores strengthen defenses against a particular threat.

Half of retailers reported an increase in repeat-offender activity, while 40% reported increases in ORC-related incidents and 37% saw increases in walkout or pushout theft. Phone scams, loyalty fraud and gift card theft or fraud also increased among responding retailers.

That's an important distinction for loss prevention teams.

A decline in conventional shoplifting does not necessarily translate into an equivalent reduction in overall loss exposure. Instead, it requires retailers to look at whether criminal activity is migrating somewhere else.

NRF attributes at least part of the improvement in store theft to retailers' investments in technology, employee training and other measures designed to protect merchandise, workers and customers. That suggests some of the measures implemented during the industry's surge in theft are having an impact.

But success creates its own challenge.

As controls improve at store entrances, exits, displays and points of sale, sophisticated offenders can look for weaker points elsewhere in the organization, including digital channels and the supply chain.

For modern AP teams, that makes measuring retail crime more complicated than counting apprehensions or shoplifting events.

San Francisco Police Department Makes 844 Arrests for Retail Theft in 6 Months, Officials Says

San Francisco police officers have made 844 retail theft arrests over the past six months, an increase of 27 percent over the previous six months, San Francisco Mayor Daniel Lurie announced on Sept. 8 in a press conference.

“Retail theft puts workers at risk, raises prices for customers, and can drive businesses out of our neighborhoods,” Lurie said. “That is why we are taking urgent action to stop it.”

More than 9,700 larceny thefts were reported from Jan. 1 to Sept. 6, a 18.3 percent drop from 11,915 cases the same period last year, according to crime data reported by the San Francisco Police Department (SFPD).

The mayor and other officials credited the numbers to anti-retail theft strategies, including blitz operations, in which the police department’s Retail Loss Prevention Team conducts undercover operations inside stores to catch thieves on site.

SFPD’s Organized Retail Crime Task Force is working with loss prevention teams to preserve security footage and other evidence, connect related crimes, and build cases against repeat offenders.

During an operation called “National Blitz Week” in August, the Organized Retail Crime Task Force arrested 19 suspects each connected with multiple recorded theft or fencing cases.

SFPD made 100 arrests for selling stolen goods in streets in July and August, according to Police Chief Derrick Lew. ntd.com

Seattle business leaders show how to stand up for their city

Seattle business leaders are offering an inspiring lesson in how to stand up for average citizens — who after all are their employees, customers and neighbors — against a political class dominated by the left.

As the city’s socialist mayor chases her own agenda, CEOs from corporate heavyweights like Microsoft, Starbucks, Costco, Zillow and Nordstrom are demanding a “credible public-safety plan” that tackles deadly violence, open-air drug markets, and lagging police response times.

What a shocker: Those “big evil corporations” actually want a better quality of life for Emerald City residents whose money and labor they rely on.

Other cities run by progressive Democrats face similar struggles.

Los Angeles faces rising property crime, retail theft and property abandonment — plus a homeless plague that Mayor Karen Bass seems able only to worsen.

By contrast, San Francisco is seeing major progress, with murders last year dropping to a 70-year low of 28 in 2025.

Civic organizations like Advance SF and the San Francisco Chamber of Commerce played a key role in electing Mayor Daniel Lurie in 2024 (as well as in ousting far-left DA Chesa Boudin in 2022) to turn the corner by re-emphasizing common-sense public-safety policies; safer streets and increased police presence are pulling visitors and shoppers back to key commercial districts. nypost.com

Loss Prevention Is Becoming an Enterprise Data Function
The cameras, sensors and security systems deployed across retail stores have traditionally served a fairly straightforward purpose: protect people and assets. Retailers are increasingly asking those systems to do more.

New retail-specific findings from Genetec's 2026 State of Physical Security Report show physical security data being used to support a wider range of business objectives.

More than 60% of retailers identified improving operational efficiency within the security department as a primary objective for security data, while an equal share cited improved safety and security. Fifty-five percent identified compliance and 48% said security data is being used to improve customer and employee experience.

For asset protection departments, the trend could significantly expand the value of technology investments traditionally justified primarily through loss reduction.

Video and other physical security systems can potentially provide information about how locations operate, where processes break down and how employees and customers interact with the retail environment.

It also places AP in an unusual position.

Few departments have access to such a broad view of what physically occurs inside stores. As analytics improve, information generated by security infrastructure can increasingly become useful to operations, safety, compliance and other business functions.

That doesn't mean every security system needs to become an enterprise analytics platform.

Retailers still face practical challenges involving infrastructure and staffing. Genetec found aging physical security infrastructure was an operational challenge for 40% of retail respondents, followed by training and upskilling staff at 38%. More than half, however, plan to leverage existing technology to address new challenges.

That last finding may be especially significant for LP. Retailers have already made substantial investments in physical security. The next opportunity may not always require purchasing another system.

Instead, it may involve determining what additional business questions the systems already deployed across the enterprise can answer.

The next return on an LP technology investment may not come exclusively from preventing a loss. It may come from helping the entire organization understand the store better. genetec.com

Retail Cyberattacks Are Moving Beyond Payment Cards
For years, discussions of retail cybersecurity frequently centered on one particularly valuable target: payment card information. The threat environment has changed.

Retail findings in Verizon's 2026 Data Breach Investigations Report show attackers increasingly pursuing something much broader — retailers' internal corporate data.

Verizon analyzed 997 retail security incidents, including 806 confirmed breaches. The number of retail breaches nearly doubled from the previous dataset, while internal data was compromised in 84% of breaches. Credentials were compromised in 26% and secrets in 20%.

The findings reflect how much the digital footprint of a modern retailer has expanded.

Retail organizations now operate interconnected networks touching inventory, customer accounts, e-commerce, supply chains, workforce systems, loyalty programs, fulfillment and physical stores. Valuable information and critical systems exist far beyond the payment terminal.

Attackers have adapted accordingly.

System intrusion was the leading retail breach pattern in Verizon's findings, while ransomware remained the top malware action. Exploitation of vulnerabilities accounted for 42% of initial access in retail breaches, compared with 14% for credential abuse and 9% for phishing.

That makes cybersecurity increasingly relevant outside the IT department.

For loss prevention and asset protection executives, the trend mirrors a broader evolution already occurring across the profession: Risks that once existed in separate organizational silos are increasingly interconnected.

A cyber incident can become an operational incident. An operational disruption can become a financial loss. And an outage affecting stores or fulfillment can quickly become a customer-service and reputational problem.

None of that makes payment security less important. Retailers still hold payment information and other customer data that remains attractive to criminals.

But the modern retail cyber threat is much larger than the card reader. Increasingly, attackers are targeting the infrastructure and information that allow the entire retail organization to function. verizon.com

E-Commerce Return Risk
Returns Have Become an E-Commerce Battleground
For years, generous return policies helped online retailers overcome one of e-commerce's biggest disadvantages: Customers couldn't see, touch or try products before purchasing them.

Now that same convenience is creating a growing challenge.

The National Retail Federation and Happy Returns estimate that $849.9 billion in merchandise was returned in 2025, including 19.3% of online sales. More significantly for loss prevention and fraud teams, the organizations estimated that 9% of all returns were fraudulent.

The problem extends far beyond customers occasionally stretching a return policy.

Retailers that track specific types of return fraud reported increases in schemes involving overstated return quantities, empty packages and counterfeit or decoy merchandise. Meanwhile, Happy Returns said this year that nearly one in five fraudulent orders identified in its 2026 data was connected to organized networks.

That evolution is making returns an increasingly important point of intersection between e-commerce, fraud, operations and asset protection.

The challenge is maintaining enough control to identify abuse without making legitimate returns unnecessarily difficult. Consumers have grown accustomed to fast refunds, multiple return methods and limited friction. NRF found 82% of consumers consider free returns important when shopping online, while 71% said a poor returns experience makes them less likely to shop with a retailer again.

That makes simply tightening policies an imperfect solution.

Instead, retailers can use transaction history, return frequency, timing, geography and other behavioral signals to identify higher-risk activity while allowing ordinary customers to move through the process normally.

The larger shift is philosophical. The return is no longer merely the final step in a sale.

For retailers processing millions of transactions across stores and digital channels, it has become another transaction that must be evaluated for risk — without turning a service customers value into an obstacle. nrf.com

West Palm Beach, FL: Florida baby formula theft ring busted after 150 store heists and $1 million in sales.

State and local authorities say they have broken up a large baby formula theft and resale operation involving more than $1 million in transactions across several Florida counties. The 15-month investigation, dubbed Operation Formula One, focused on nine people whom investigators described as professional shoplifters. Authorities said they stole baby formula from stores across Florida, including locations in Palm Beach County, and sold it to two alleged ringleaders. The stores targeted included Publix, Walmart, Target, CVS and Walgreens, according to investigators. Authorities connected the operation to more than 150 separate baby formula thefts. Investigators said the stolen formula was sold to two Lake Worth residents for about one-fifth of its retail price. The two then allegedly resold the products for a profit. Palm Beach County sheriff’s detectives said they searched a warehouse in Davie on Sept. 1 and recovered about 1,000 cans of baby formula with an estimated retail value of $38,000. Investigators said the warehouse was not climate-controlled and the temperature outside was above 90 degrees at the time of the search. Authorities said the products were apparently intended for distribution. wpbf.com

Jackson, TN: Woman sentenced to nearly 13 years for running organized retail theft ring targeting Jackson stores.

A woman is headed to prison for nearly 13 years after admitting she ran an organized retail theft ring that targeted stores across Jackson. Roxanne McCorry pleaded guilty Aug. 17 to seven indictments, including two counts of shoplifting, two counts of resisting arrest, two counts of evading arrest as a persistent misdemeanor offender, leaving the scene of an accident, driving on a revoked or suspended license, and two counts of organized retail theft. A judge sentenced her to 12 years, 11 months and 29 days. Jackson police investigators Brandon Bankston and Maria Hasz identified McCorry as the ringleader behind a string of thefts targeting stores including TJ Maxx, Marshalls, Bath & Body Works, Walgreens, Target, Academy Sports, and Kohls. Investigators say she stole more than $10,000 in merchandise. Over a 90-day span, McCorry coordinated with accomplices and used stolen luggage to carry out merchandise, according to the district attorney’s office. She admitted to organizing the theft ring and reselling stolen goods for profit. wbbjtv.com

West Homestead, PA: 2 suspects accused of making $14,000 purchase with stolen credit card at Waterfront Costco.

A local police department is asking for help identifying two people accused of making an over $14,000 purchase with a stolen credit card. The West Homestead Police Department says the suspects bought just over $14,300 worth of Apple products from the Costco in the Waterfront on Saturday. The suspects reportedly used false identifications to open two memberships at the box store. wpxi.com

Chatham County, GA: Chatham County Police arrest man in AI Walmart delivery scam.

Chatham County police arrested 20-year-old Dieon Love on Monday for allegedly using artificial intelligence to create a fake delivery order in an attempt to steal merchandise from Walmart on Ogeechee Road in Savannah. Police said Walmart employees told them that this incident may be part of a larger issue. "Through our conversations with the employees, there's a larger network of the utilization of fake Spark orders to obtain high-end merchandise from Walmart specifically," Hadley said. "In the conversations with one of their special investigators who works for Walmart, you talk about millions of dollars that these Walmarts all across the country are getting scammed out of," he added. Hadley said the department has informed the FBI about the attempted theft. WJCL reached out to Walmart. A company spokesperson said, "We work hard to protect our customers from fraudsters, and to stay ahead of their changing tactics. We will continue to work with law enforcement on these issues." wjcl.com

Philadelphia, PA: Shooting at Philadelphia Five Below kills 1, police say.

One person is dead following a shooting outside of a Five Below store in Philadelphia on Friday, according to the Philadelphia Police Department. The shooting happened just before 5:30 p.m. on Sept. 11, 2026, in the parking lot of the Bakers Centre shopping center in the Nicetown section of North Philadelphia, officials said. According to Philadelphia Police Inspector D.F. Pace, a driver approached a Pennsylvania State Constable who was working as security for the shopping center and reported a struggle behind the stores. The constable got into his vehicle and drove to the back of the stores where he said he saw people struggling inside a black-colored SUV, Pace reported. When the constable tried to intervene, the SUV drove off, according to Pace. There was also a second car that the constable saw drive off too but detectives are not sure if it is connected. Then, the constable saw a 25-year-old man on the sidewalk of the shopping center suffering from gunshot wounds so he called the Philadelphia Police Department, Pace said. When officers got to the scene, they picked up the man and drove him to a nearby hospital where he died, Pace explained. nbcphiladelphia.com

Federal Way, WA: Police shoot, kill suspect at Federal Way, WA Commons mall.

The Federal Way Police Department says multiple officers were involved in a shooting at The Commons Mall, killing one suspect. The shooting happened around 6:45 p.m. Thursday at the shopping center along Pacific Highway South and South 320th Street. Multiple 911 calls came in about a man outside The Commons armed with a gun, pointing it at people in the parking lot, according to Federal Way police. The suspect was described as a white man in his 20s or 30s, and one caller reported that he was waiting for police to arrive, police said. Officers quickly responded and tried to contact the suspect at the scene, but he allegedly pointed a weapon at the officers. Then, officers opened fire, striking the suspect. The suspect was provided aid by first responders on scene, but he died at the scene. No officers or bystanders were injured. fox13seattle.com

St Louis, MO: Man arrested, charged in murder at north St. Louis restaurant.

A 21-year-old man, Tah’Jae Reed of Jennings, has been arrested and charged with first-degree murder and related offenses for the fatal shooting of 23-year-old Reginald Holmes during an attempted robbery at the St. Louis Fish and Chicken restaurant on Sept. 4, 2026. Tah’Jae Reed was charged on Friday, Sept. 12, 2026, with first-degree murder, first-degree assault, first-degree attempted robbery and three counts of armed criminal action. The victim, Reginald Holmes, 23, was shot at the St. Louis Fish and Chicken restaurant located in the 5000 block of Goodfellow Boulevard, Walnut Park West neighborhood. Police found Holmes unconscious with a gunshot wound; he died at the scene. fox2now.com

Gulfport, MS: Former coworkers, friends honor AT&T employee killed in shooting, celebrate his heroism.

Saturday night at Jones Park, Gulfport community members stood together in memory of Shane Basquill, a former AT&T store employee who was one of two people killed in the shooting at Crossroads Mall earlier in the week. A candlelight vigil was held in Basquill’s honor. At the vigil, former coworkers stepped up to tell stories about their store manager. Kiarra Dedeaux worked with Shane for nearly four years. She and Shane’s girlfriend came together to organize the vigil. “He was trying to protect customers in the store who are a part of our community. So it’s always important for the community to come together and celebrate his heroic acts and everything that he did for our customers as well as the employees that were in the store. You know, he wasn’t a selfish person, obviously, because that wasn’t a selfish act.” wlox.com

Antioch, CA: Police arrest 2 teens in Antioch jewelry store robbery.

Two Antioch teenagers accused of pepper-spraying a jewelry store owner while stealing a significant amount of merchandise have been located and arrested, police said Thursday. On Aug. 31, the suspects entered Antioch Jewelers on Hillcrest Avenue and used a hammer to smash a display case and steal jewelry, according to the Antioch Police Department. While fleeing in a getaway vehicle, authorities said a witness noted the license plate number and provided it to investigating officers. The suspect vehicle was found through the use of automated license plate reader cameras and seized as evidence. “Officers recovered a significant amount of jewelry that was later identified as property stolen during the robbery,” Antioch PD wrote. “A concealed .40-caliber semiautomatic handgun was also recovered from Cortez following his arrest.” Cortez and Williams remain in custody as of Friday morning with bail for each suspect set at $100,000. Cortez is scheduled to appear in court on Sept. 16. No court date has been set for Williams. kron4.com
