Organized retail crime crews looking to hit multiple stores across
multiple jurisdictions have one basic logistical need: transportation.
Federal cases show that rental and fraudulently obtained vehicles can
play an important role in helping some theft groups remain mobile,
carry stolen merchandise and make their activity harder to connect
across jurisdictions.
One federal case illustrates the scale.
Six defendants were charged in connection with an alleged interstate
theft operation that targeted Lowe’s and Home Depot locations along the
East Coast. According to federal prosecutors, members of the group
stole rental cars and used them to travel from New York to stores
throughout the region.
The crew allegedly stole at least $516,000 in merchandise from 130
stores across 13 states, stretching from South Carolina to Maine.
Prosecutors said the defendants also stole at least $320,000 worth of
rental vehicles.
Another federal case highlights a different approach. In California,
prosecutors said operators of a rental-car business provided vehicles to
members of traveling South American theft groups who committed
shoplifting, burglaries and other crimes throughout the country.
False identification was allegedly used in rental records to help
maintain anonymity.
The cases demonstrate why vehicles can become an important piece of
the ORC investigative puzzle.
A crew can arrive in one jurisdiction, target several stores and
quickly move into another city or state. Vehicles also provide space
for merchandise and allow groups to target stores located along major
transportation corridors.
For LP and AP teams, that makes vehicle intelligence increasingly
valuable. License plate information, vehicle descriptions and travel
patterns can help investigators connect incidents that might otherwise
appear unrelated.
The person leaving a store may only represent one piece of a much
larger operation. Sometimes, the vehicle waiting outside can tell
investigators where that operation has been — and potentially where it
is headed next.
Criminal Mobs Looting Grocery Stores &
Taking Over Streets
Opinion: We need law and order — and leaders who fight the mobs
It is outrageous that criminal mobs continue to take over streets in
cities across California — and to loot businesses that are simply
trying to serve the public. In the latest example, a group of about 20
looters tore up a Superior Grocers store in South Los Angeles after yet
another illegal street takeover.
Luckily, no one was hurt — but employees had to lock themselves in a
room on the second floor. What is the point of looting a grocery
store? Almost nothing there has a resale value. We hear about “food
deserts” in inner-city neighborhoods — and this is partly why: Because a
tiny, violent minority decides to make it impossible to do business in
those areas.
As a result, nearby children and their parents will struggle to find
healthy, nutritious food. These looters aren’t just robbing a store;
they are attacking a community, and the next generation of kids.
This is what happens when you have city leadership that refuses to
enforce the law. This is what happens when politicians support a
movement that delegitimizes police.
This is what happens when the State of California refuses to act —
even after voters passed anti-crime Proposition 36, which was motivated
by a statewide wave of retail theft and mass looting.
Sacramento has never funded Prop 36, coasting instead on lower crime
statistics that reflect a nationwide trend, and tougher immigration
enforcement. Leaders who claim to represent the poor and the working
class are failing to protect the businesses that provide goods and
services to their neighborhoods, and jobs to their families.
We need leaders who will show zero tolerance for these mobs, and
who will not hesitate to enforce the law. Not just after mobs attack —
but every day. Now more than ever, we need law and order in LA and
California.

Republicans’ renewed focus on fighting crime, championing law

largest drop in violent crime ever recorded in the United States.
Murder and robbery declined approximately 20% from 2024 to 2025. And
according to the Council on Criminal Justice’s midyear report, 2026 is
on track to meet, if not exceed, 2025’s historic drop in crime. America
is the safest it’s been in a century.
This Congress, the Senate Judiciary Committee has been at the epicenter
of Republicans’ crime-fighting agenda. I’m also pushing a landmark
nationwide crime package to protect children from online
exploitation, crack down on organized retail
crime, combat the spread of illicit xylazine and stem the
flow of contraband in federal prisons.
This bipartisan legislation has garnered widespread support from
major child safety, law enforcement and technology groups, as well as
the Trump administration. It’s imperative that this package is signed
into law as part of the National Defense Authorization Act.

Retail Worker Safety Takes Center Stage in New Global Report
Retail's rapidly changing work environment is creating new safety
challenges for millions of store employees, according to a new
report examining occupational safety and health across the industry.
The International Labour Organization released the report in July
ahead of a first-of-its-kind technical meeting focused
specifically on occupational safety and health in the retail sector,
scheduled for Sept. 28 through Oct. 2 in Geneva.
The report identifies a wide range of hazards facing retail
workers, including slips, trips and falls, manual handling injuries,
prolonged standing, repetitive movements, extreme temperatures,
hazardous substances and psychosocial risks.
Many of the exposures are tied directly to everyday store
operations.
Retail employees frequently move merchandise, stock shelves, work
in storage areas and loading zones, operate equipment and spend
extended periods standing or performing repetitive tasks. The ILO
noted that the sector's workforce structure can add another layer of
risk, with retail employing large numbers of young, part-time,
temporary and seasonal workers.
Technology is also changing the retail safety landscape.
While automation and other technologies can eliminate some
repetitive or physically demanding tasks, the report said they
can also introduce new risks or change the way existing hazards
affect workers. Increased work intensity, technology-driven
monitoring and changing job demands are among the issues being
examined.
The report comes as workplace safety regulators in the U.S. are
also maintaining a focus on hazards affecting retail and
distribution operations. OSHA recently renewed its National
Emphasis Program covering warehouses and distribution centers, with
inspections targeting material handling, forklifts, walking and
working surfaces, emergency exits, heat exposure, ergonomic risks
and fire prevention.
For retail AP, LP and safety teams, the developments put renewed
attention on a side of store protection that often receives less
visibility than theft and violence: preventing employees from
being injured while simply doing their jobs.

H&M tracks store inventory in real time with RFID, AI
A global fashion giant is leveraging RFID and artificial
intelligence to better manage inventory at its stores.
H&M Group is deploying the GreyOrange AI-based gStore inventory
platform, which includes merchandising software and connects
with technologies such as RFID readers and smart mirrors, at
hundreds of retail locations globally.
The gStore platform uses sensor-agnostic technology, including
overhead or handheld RFID readers, to locate specific inventory
items to within three to five feet. It connects with sales data
to help inform H&M which SKUs sell the fastest and which get
abandoned in fitting rooms, where to place products to optimize
sales, and when stock is running low.
Utilizing this real-time inventory “heat map,” H&M helps
associates more quickly replenish shelves and find items for
customers. H&M is building on an existing implementation of
GreyOrange robotic fulfillment technology in its warehouses.
The retailer leverages GreyOrange robots to perform a wide variety
of tasks including handling folded inventory and goods on hangar,
as well as cross-channel inventory conversion through
intelligent recall and re-slotting features.
The robots also perform parallel batch picking, which allows
picking of multiple orders simultaneously to help increase the
efficiency of online order fulfillment.

retailer said in a Thursday press release.
Users can ask questions through text, voice-to-text and image search
queries. Shoppers can also use Magic Apron to find items, navigate

The tool is now available in all of the company’s over 2,000 U.S.

Microsoft Teams Again Targeted
Vishing campaign abuses Microsoft Teams to give attackers a foothold in
company networks
A coordinated voice-phishing (vishing) campaign, named Spring Ring,
used fake IT support accounts on Microsoft Teams to trick employees into
installing malware or granting remote access to their computers,
according to Unit 42, Palo Alto Networks’ threat intelligence team.
The campaign ran between January and April 2026 and reached more than
150 employees at more than 10 companies in different industries.
The attackers registered external Microsoft Teams tenants with names
built to resemble internal IT departments, such as
“ITProtectionDepartment” or “MandatoryNetworkMonitoring,” using the
onmicrosoft.com format that Microsoft 365 customers normally use for
their own organizations, Unit 42 found.
Some attackers used specific names, rather than generic titles like
“help desk,” to increase the perceived authenticity of the technician on
the other end of the line.
“Threat actors frequently abuse or subvert legitimate products for
malicious purposes. This does not indicate that the product itself is
flawed or compromised,” researchers noted.
Unit 42 identified 26 distinct attacker identities behind the chat and
call attempts.
Once a chat was accepted, the attacker placed a call. Many
attempts were missed or lasted only seconds, as the attacker moved
through a list of targets. “Successful calls often last between 10 and
15 minutes,” the researchers wrote.

Online Shopping Platform Hit By
Cyberattack
Suspected cyberattack targets data of 33,054 customers using
group-buying app
The private data of about 33,000 customers of TVB-owned group-buying
platform Neigbuy has been compromised in a suspected cyberattack,
with police saying they have received six reports of scammers posing as
staff.
The Office of the Privacy Commissioner for Personal Data confirmed on
Tuesday that it had received a data breach notification from the company
on Sunday, and had initiated a formal investigation.
The platform, founded in 2018 and majority-owned by free-to-air
television broadcaster TVB, offers limited-time deals on groceries,
fresh produce, household goods and other products.
The privacy watchdog said that signs of a suspected cyberattack,
involving unauthorised data access, were first detected on August 24.
The security incident had affected 33,054 customers, with the
potentially compromised information including their names, addresses,
emails, phone numbers and online shopping order histories, it said.
The office advised Neigbuy customers to change their account passwords
and enable multi-factor authentication. They should also remain vigilant
if contacted by unknown or suspicious parties, it urged.

this is precisely why attackers keep winning. The solution to

What's different about Amazon's approach to AI commerce
Amazon's place in Digital Commerce
360's AI Commerce Rankings reflects a deliberate strategy to favor its
own AI ecosystem over third-party discovery channels, setting it apart
from other retailers, including Walmart.
Amazon sales may be high enough for the company to rank No. 1 in Digital
Commerce 360’s Top 1000 Database. However, that database — which
primarily tracks online merchants’ annual ecommerce sales, conversion,
growth and vendor use — recently added a new ranking system where
Amazon ranks significantly lower, and for good reason.
In the AI Commerce Rankings, which Digital Commerce 360 and ReFiBuy
launched in July, online retailers in the Top 1000 are evaluated by
AI-related criteria, piecing together a picture of how well merchants
are connecting with shoppers through AI channels, as well as growing
that reach over time.
In the latest quarterly update, assessing which online retailers AI is
helping most, Amazon did not even crack the top 100. But there’s
more going on beneath the surface of these numbers.
Why Amazon’s approach to AI commerce is unique
Despite its longstanding status at No. 1 in the Top 1000 when ranked
by online sales, Amazon is No. 158 in the AI Commerce Rankings. In
the latter, online retailers from the Top 1000 compare based on factors
including how accessible their catalog data is to third-party AI agents,
how much traffic they get from third-party AI sources and the diversity
of those sources. The rankings also track changes in momentum over
90-day periods.
“They’ve said, ‘We don’t want bots. We’re not gonna do any of
these things,’ so all four doors are closed, and therefore they’ve lost
their number one spot in this,” said Scot Wingo, founder and CEO at
ReFiBuy.
Still, Amazon’s resources, agentic commerce strategy and business
interests beyond retail make it an outlier for AI use in the Top 1000.
First, thanks to Amazon Web Services (AWS) and the associated cloud
computing and software services that it sells, Amazon is an active
technology provider to other retailers and software vendors that are
powering non-Amazon ecommerce sites. In addition, thanks to its nature
as a technology company and Amazon-owned AI tools, such as Alexa for
Shopping and Buy for Me, the company has an incentive to limit
third-party access to its catalog data so it can steer customers toward
its AI offerings instead.
By comparison, Walmart, which is No. 2 in the Top 1000, is No. 37
in the AI Commerce Rankings. Their 121-rank gap illustrates how
differently Walmart and Amazon approach agentic commerce, with Walmart
far more open to third-party AI platforms.

FTC sues Amazon, accusing the e-commerce giant of misleading advertisers
The FTC sued Amazon, alleging the
company misled advertisers about its pricing and auction systems.
The Federal Trade Commission on Monday sued Amazon, alleging the
e-commerce giant “secretly and systematically overcharged” advertisers
on its platform by manipulating its pricing and auction systems.
The lawsuit, which was joined by 22 state attorneys general, argues that
Amazon may have reaped more than $20 billion from advertisers by
using “hidden surcharges” dating back to a change to its auction rules
that took effect in 2019.
“Amazon has millions of advertising customers who were misled into
paying significantly higher prices,” FTC Chairman Andrew Ferguson said
in a statement. “These higher costs were largely passed on to American
consumers.”
In a blog post, Amazon called the FTC’s lawsuit “misguided” and
said the complaint “fundamentally misunderstands how advertisers
operate.” The company added that the agency’s lawsuit doesn’t include
evidence of consumer price increases.

Just after 1:30 p.m. Sunday, the Aurora Police Department responded to a
shopping center overrun by roughly 500 young people, most between 14 and
17 years old, after the gathering was organized through social media and
tied to an unpermitted sporting event. Officers declared the crowd an
unlawful assembly, and some participants ran through nearby businesses,
entered surrounding roadways, vandalized property, and stole merchandise
before the scene was brought under control. According to the Aurora
Police Dept, smaller groups broke off from the larger crowd and entered
surrounding businesses, including a restaurant and a grocery store,
while others pushed into nearby roadways. Police say officers ordered
the crowd to disperse once the gathering turned into what they described
as a public safety hazard. More than 70 Aurora personnel responded to
the scene and remained in the area for several hours, a deployment that
pulled significant on-duty resources away from calls for service
elsewhere in the city.

Waukesha, WI: Man pleads not guilty to charges in Meijer hostage standoff,
police shooting
Twenty-one-year-old Waukesha man Anthony Lehman, charged in connection with a
July 30 hostage standoff at a Meijer store on Sunset Drive in Waukesha, has
pleaded not guilty by reason of mental disease or defect to six felony charges
against him. During his court appearance Monday at Waukesha County Court,
Anthony Lehman waived his preliminary hearing, allowing the case to proceed
without prosecutors presenting evidence Monday. Lehman walked into court wearing
handcuffs and an arm brace. Police said he was armed with a knife and a tool
fitted with razor blades when he took a 59-year-old man, a stranger to him,
hostage inside the Meijer store. Investigators said Lehman called 911 himself,
demanding a hostage negotiator and multiple hypnotists. Cellphone video captured
the chaos after police opened fire. Police said they opened fire when they
believed Lehman was about to stab the hostage. Police said the gunfire
critically injured Lehman and shot off part of the hostage's thumb. Lehman is
charged with six felonies, including reckless injury, false imprisonment, and
recklessly endangering safety. He will now undergo a mental health evaluation.
