How Repeat Offenders Get Around Store Bans & Why It’s a Growing LP Challenge

Retailers across the country rely on trespass notices and store bans as one of the most common tools for dealing with repeat offenders. But for many loss prevention teams, enforcing those bans is becoming increasingly difficult — especially when offenders simply move on to another nearby location.

In many cases, individuals who have been banned from one store will continue targeting other stores within the same chain or retail center. Because most trespass notices apply only to a single location, offenders often face little immediate consequence for returning to the same brand’s store just a few miles away.

For loss prevention professionals, this creates a frustrating cycle. Teams may successfully identify and document repeat theft activity, issue a trespass notice and remove the offender — only to see the same individual appear at another store the following week.

The challenge becomes even more complicated for retailers operating hundreds or thousands of locations nationwide. Without a centralized way to track trespassed individuals across multiple stores, information about repeat offenders can remain siloed at the local level.

As a result, some offenders have learned how to work around the system. Organized retail crime groups and habitual shoplifters may rotate between locations, targeting stores where staff are less familiar with them or where prior incidents have not been shared internally.

In response, many retailers are exploring ways to close those gaps. Some companies are investing in centralized incident reporting platforms that allow LP teams to share suspect information across regions in real time. Others are using analytic tools to identify repeat offenders who appear in multiple incidents across different locations.

Facial recognition technology has also entered the conversation.

For loss prevention leaders, the issue highlights a broader reality of modern retail crime: store-level enforcement tools alone are often not enough to deter persistent offenders.

As organized theft activity continues to evolve, many retailers are finding that effective prevention increasingly depends on stronger internal coordination, better information sharing and the ability to view repeat offenders not as isolated incidents — but as part of a larger pattern.


Retail Theft Drops Nearly 25% in NYC
NYPD Announces Fewest Shooting Incidents, Shooting Victims and Murders in Recorded History for the First Two Months of the Year

Retail Theft Fell 24.7% in February Despite Traditionally Increasing During Winter Months

Police Commissioner Jessica S. Tisch today announced that the NYPD delivered the fewest shooting incidents, shooting victims, and murders in recorded history for the first two months of the year. For January and February combined, the city had 83 shooting incidents and 97 shooting victims, beating the previous all-time lows of 92 and 105, set in 2025 and 2019, respectively. So far this year, the city has recorded 32 murders, beating the previous all-time low of 38 set in 2018.

These historic reductions drove an overall 8% decline in major crime citywide, with decreases in every borough and 1,100 fewer crimes reported year-to-date. Of note, burglary dropped nearly 20% citywide in February to the lowest level in recorded history year-to-date, and retail theft fell 24.7%.

Year-to-date, burglary is down 22.3% (1,678 vs. 2,160) with 482 less burglaries, marking the fewest for any year-to-date in recorded history. Grand larceny fell 6.8% (3,014 vs. 3,233). Robbery decreased 6.4% (919 vs. 982).

Murders plummeted by a staggering 33.3% (16 vs. 24) for February, marking the second fewest murders for any February on record.

Retail theft in the month of February fell 24.7% (3,285 vs. 4,365), despite typically rising during the winter months. The decline reflects the department’s focused approach: identifying the patterns driving these crimes, concentrating resources at high-propensity locations during peak hours, and shifting from pass-through enforcement to sustained investigation. nyc.gov

Tariff Refund Uncertainty Remains
(Update) Tariff refunds: Court provides first step with liquidation order

The Court of International Trade on Wednesday directed Customs and Border Protection to remove defunct tariffs when finalizing non-liquidated entries.

The procedural gridlock surrounding refunds for now-defunct Trump administration tariffs has started to loosen following an order from the Court of International Trade.

Senior Judge Richard Eaton on Wednesday ordered Customs and Border Protection to liquidate unprocessed entries on U.S. imports and re-liquidate those that have been processed but not finalized “without regard” to the levies President Donald Trump instituted last year under the International Emergency Economic Powers Act. The Supreme Court struck down those levies last month.

Liquidation, essentially the finalization of the total tariff amount owed, occurs following a roughly 300-day stretch during which companies can provide revisions to information related to a good’s entry into the U.S.

The court’s order means that CBP must issue refunds to shippers who paid IEEPA tariffs on imports that have not been finalized via liquidation, according to James Kim, an international trade partner at ArentFox Schiff.

Meanwhile, for goods for which the tariff amount was estimated upon entry but not yet paid, CBP will simply remove the IEEPA charge upon liquidation, according to Pete Mento, director of global trade advisory services at Baker Tilly.

Target's Turnaround Continues

The retailer unveiled its multiyear turnaround plan, which includes an additional $1 billion operational investment and revamps of some private labels.

Target will utilize private label revamps, store display modernization and a $1 billion operational investment into the guest experience in 2026 to return the business to growth.

International Coalition Busts Phishing Operation
Microsoft, Europol disrupt global phishing platform Tycoon 2FA

The service helped cybercriminals bypass multifactor authentication and led to business email compromise and ransomware.

An international coalition led by Microsoft and Europol has taken down the operations of Tycoon 2FA, a notorious phishing-as-a-service platform that helped cyber criminals gain access to millions of email accounts across the globe.

Microsoft obtained a court order from the U.S. District Court from the Southern District of New York to seize 330 active domains used to back the core infrastructure of Tycoon 2FA.

“Taking this infrastructure offline cuts off a major pipeline for account takeovers and helps protect people and organizations from follow-on attacks such a data theft, ransomware, business email compromise and financial fraud,” Steve Masada, assistant general counsel at Microsoft’s Digital Crimes Unit, said in a blog post published Wednesday.

Tycoon 2FA, which had been active since 2023, grew into one of the largest phishing operations in the world. The attacks impacted more than 96,000 phishing victims globally since 2023. Microsoft said more than 55,000 of its customers were affected.

The service operated as an adversary-in-the-middle phishing kit, harvesting usernames, passwords and session cookies from Gmail and Microsoft 365 accounts, according to a blog post from Proofpoint, which was part of the coalition.

Tycoon 2FA had a widespread impact on businesses, health care providers and universities. More than 100 members of Health-ISAC were impacted, compromising the account credentials of staff members at these organizations. Surveillance Cameras Face Hacking Threats
Iran-nexus hackers target flaws in surveillance cameras

The threat activity echoes prior exploitation during the Israeli war with Hamas, a precursor to attacks against critical sectors in the U.S.

Iran-linked hackers have stepped up attacks targeting IP cameras in recent days, exploiting critical flaws in widely used surveillance equipment.

Since late February, hackers have been scanning for vulnerabilities in Hikvision and Dahua products, according to a blog post by Check Point Research.

The flaws being targeted include a command injection flaw in Hikvision Intercom Broadcasting System, tracked as CVE-2023-6895 and CVE-2025-34067, a remote-command execution vulnerability in Hikvision Security Management Platform.

A remote authentication bypass vulnerability, tracked as CVE-2021-33044, is found in certain Dahua products.

Hackers linked to the Islamic Revolutionary Guard Corps (IRGC) during the Israel-Hamas war targeted flaws in certain industrial products and took that experience into a widespread campaign targeting water facilities in the U.S. cybersecuritydive.com


Cybercrime Forum Taken Down
LeakBase cybercrime forum with 142,000 users taken down in global operation
LeakBase, an open-web cybercrime forum facilitating the trade of leaked databases and “stealer logs” containing stolen credentials, has been taken down in an international law enforcement operation coordinated by Europol and involving authorities from 14 countries.

Active since 2021, LeakBase hosted a large archive of breached databases and compromised credentials used to facilitate account takeover, fraud and further cyber intrusions.

By December 2025, the forum had more than 142,000 registered users, 32,000 posts, and over 215,000 private messages, reflecting its scale and global reach.

During the investigation, authorities seized the forum’s database, enabling them to deanonymize multiple users who believed they were operating anonymously. Law enforcement officers also contacted several suspects through the same online channels used to facilitate the criminal activity. helpnetsecurity.com

Kroger E-Commerce Lawsuit
Kroger hit with 2 lawsuits over e-commerce role classification

The grocer improperly said its e-commerce manager position was exempt from federal and state overtime pay requirements, the class action suits allege.

Kroger is facing two recently filed class action lawsuits alleging that the grocer misclassified its e-commerce manager position as exempt from overtime pay.

The same law firm, Morgan & Morgan, brought both lawsuits. It filed the first suit Feb. 25 in a Colorado district court, and filed the second on Monday in a Washington state district court.

The lawsuits claim that Kroger violated the Fair Labor Standards Act, a federal law, as well as wage and hour laws in both states.

Kroger classified its e-commerce manager position as a salaried role with no additional compensation or overtime pay, but both lawsuits said the job isn’t exempt from overtime pay because it doesn’t include traditional manager duties.

“E-commerce managers, like Plaintiff, are not involved in hiring or firing employees of Kroger, nor are their recommendations as to hiring, firing, advancement, promotion or other status change of an employee given particular weight, and as such, cannot be exempt under the FLSA,” according to the two suits.

The main duties of the e-commerce manager, both suits stated, “are production: to fill orders received from customers on Kroger’s e-commerce website platform and prepare those orders for customers, which are non-exempt duties.”

Both plaintiffs claimed that they regularly worked more than 40 hours per week and did not receive overtime pay while in the e-commerce manager role. The lawsuits also allege that Kroger expected its e-commerce managers to work more than 40 hours per week and failed to accurately track the hours worked by people in that role.

“Even though Plaintiff and other ‘e-commerce managers’ were ostensibly ‘supervisors’, his/their primary job duties were non-exempt and overtime pay eligible duties,” both lawsuits stated. grocerydive.com


AI's Consumer Impact
Consumers see value, threats in AI

Consumer usage and acceptance of artificial intelligence is growing, but many concerns remain.

Roughly one-third (32)% of U.S. consumers now use AI daily and more than half (53%) say AI improves their online experience, although 20% never use it. However, data from the Shift Browser 2026 AI Consumer Insights Survey indicates 81% of surveyed U.S. consumers say they are concerned about AI systems accessing their personal data or private conversations, and only 16% say they trust AI answer engines "a great deal."

The survey also reveals that slightly more than half (51%) of respondents say the ability to customize or limit AI features is important, and nearly half (48%) report comfort with autonomous or agentic features when oversight is present.

Six in 10 respondents say they trust AI engines at least somewhat and 58% say AI-generated answers have influenced their opinions at least occasionally. However, 44% of respondents worry about AI taking actions without approval and 26% report difficulty managing or turning off AI features

Other top respondent concerns include the amount of energy required to power AI systems (57%), privacy (48%), accuracy (36%) and lack of transparency into how AI systems operate (32%). Perhaps not surprisingly, 79% of respondents favor some level of government regulation for AI answer engines, with 35% supporting strong regulation.

Volusia County, FL: Volusia deputies storm local ‘hardware store’ built on fraud, sheriff says
Volusia County deputies stormed a home in DeLand that Sheriff Mike Chitwood said was used for a business built on fraud. In a release, the sheriff’s office announced that the raid happened along San Souci Avenue. According to investigators, the suspects in this case used a fraudulent Lowe’s credit card to buy around $50,000 worth of merchandise to resell on Facebook Marketplace. “We found a hardware store inside this little house on San Souci Avenue, DeLand,” the release reads. “The suspects have built quite a business through fraud. Drugs and weapons charges haven’t put them away in the past, but maybe financial crimes will.” The case is still active, and deputies said that no arrests have been made at the time of writing.  clickorlando.com


Idaho Falls, ID: Camera store hit by thieves, Police seek public help
Idaho Falls Police are investigating a burglary at the Perfect Light Camera store on 17th Street. Officers were called out around 2:30 a.m. Thursday after an alarm company reported a break-in. When police arrived, they found one of the doors shattered. Montreal, Canada: Update: Canada’s Most Wanted fugitive arrested in connection with deadly Yorkdale mall shooting
Canada’s most wanted fugitive — alleged to be one of the men responsible for a targeted shooting outside Yorkdale mall last July — has been arrested in Montreal. Bryan Fuentes Gramajo, 24, of Montreal, was arrested around 2:40 a.m. Thursday in the Rosemont-La Petite-Patrie neighborhood, according to Montreal police. Police did not provide further details. Gramajo, wanted on a Canada-wide warrant for first-degree murder, is the second person arrested in the killing of Kashif Jamal Bentley-Jean, 28, of Toronto, identified in media reports as rapper Lil Bentley.  thestar.com

Police are searching for a gunman who shot and killed a man following an argument inside a convenience store in Northeast Philadelphia. It happened just after 7 p.m. on Wednesday. Lauderhill, FL: 2 hospitalized after double shooting at Lauderhill shopping plaza
Lauderhill police are investigating a shooting that sent two people to the hospital Wednesday night. According to police, the shooting was reported at about 7 p.m. at the plaza at 1190 N. State Road 7. Officers arrived at the scene to find a man who had been shot. Shortly afterward, the Broward Sheriff’s Office was called to an apartment complex about five minutes away in the area of 2600 NW Eighth Place regarding another man who had been shot. Santa Rosa, CA: Man convicted in Santa Rosa shopping center shooting sentenced to life in prison
A Santa Rosa man will likely spend the rest of his life in prison after being convicted in a shooting at a shopping center in 2024, prosecutors said. Sonoma County District Attorney Carla Rodriguez's office announced that 43-year-old Steven Carter Strawn was sentenced to 50 years to life at a hearing on Wednesday. Strawn was convicted on two counts of attempted murder, two counts of assault with assault weapon, possession of an assault weapon and possession of a firearm by a felon in connection with a Sep. 28, 2024 shooting at the Dutton Plaza shopping center.  cbsnews.com

Kinston, NC: $2.3 Million seized in vape shop raids
Kinston police say four people have been charged and millions of dollars seized in a series of raids Tuesday at vape shops. A total of 26 businesses and 8 homes were searched during Operation Wintergreen. Police say they seized $2.347 million in cash, nearly 110 pounds of THC, and nearly 8 pounds of Khat, which is an illegal stimulant. “When we’re consistently getting complaints from our community members, specifically parents with children 15, 16, 17 years old going to these shops to buy illegal narcotics, we’re going to take it extremely seriously,” Goyette said. “Our goal is to eradicate that and get it out of our community. ”Goyette said more than 34 search warrants have been served during the three-month operation, which is expected to wrap up next Tuesday. He said their effort to keep illegal drugs out of the hands of youth will continue even after Operation Wintergreen ends. Goyette said that, to his understanding, the vape shops targeted in the raids are still open, adding that Kinston police are in the business of stopping crime and holding people accountable, not shutting down businesses.  witn.com


Houston, TX: FBI searching for "Coverall Crook" in string of grocery store bank robberies in northwest Houston
Authorities said the man is suspected in three incidents involving banks inside grocery stores, including two robberies at a First Convenience Bank located inside a Food Town in the 6300 block of Antoine Drive. In that case, authorities said the suspect again handed a teller a threatening note demanding money. The teller stepped away from the counter for safety, and the suspect waited briefly before leaving without any cash. He was last seen riding away from the grocery store on a bicycle.  abc13.com
