Organized retail crime is evolving beyond traditional smash-and-grab
theft, with investigators and loss prevention professionals
reporting a rise in coordinated return fraud targeting luxury resale
platforms and high-end retailers.
Unlike in-store theft, these schemes often exploit generous return
policies and the rapid growth of online resale marketplaces. In
several recent cases across the U.S., organized groups have allegedly
purchased authentic luxury items — including handbags, sneakers, and
designer apparel — then replaced them with high-quality counterfeits
before initiating returns. The authentic goods are subsequently resold
through secondary channels, while retailers absorb losses tied to
refunded purchases and counterfeit inventory contamination.
Law enforcement agencies describe the activity as structured and
repeatable. Participants may operate under multiple identities, use
short-term rental addresses or mail forwarding services, and coordinate
across state lines. Some groups reportedly recruit individuals to act as
“return mules,” presenting fraudulent returns in-store to avoid online
verification controls.
The financial impact can be significant. Luxury items often carry
high retail values and relatively low inventory volumes, meaning even
small numbers of fraudulent returns can distort shrink metrics. In
addition to direct losses, retailers may incur costs tied to
authentication processes, investigative labor, chargebacks and
reputational risk if counterfeit items reenter the supply chain.
Resale platforms face similar challenges. As consumer demand for
authenticated pre-owned luxury goods continues to grow, platforms must
balance frictionless customer experiences with stricter verification
standards. Enhanced product imaging, serialized tagging, AI-assisted
counterfeit detection and centralized return processing hubs are among
the mitigation strategies being deployed.
Industry analysts note that return fraud has historically been
treated as an internal shrink category rather than organized crime.
However, the coordinated nature of these operations — including digital
planning, structured roles and repeat activity — increasingly aligns
with organized retail crime frameworks used by prosecutors.
Retailers are responding by tightening return windows, flagging
high-risk SKUs and strengthening data-sharing partnerships with industry
coalitions. In some jurisdictions, prosecutors are pursuing felony
charges when aggregate losses meet statutory thresholds.
As organized retail crime continues to adapt, loss prevention leaders
emphasize the importance of cross-channel visibility. In an
environment where physical and digital commerce overlap, return fraud is
no longer a back-office issue — it is an enterprise-level risk requiring
coordinated response.

California’s historic investments to curb retail theft result in 29,060
arrests, $226 million in recovered goods in two years
Governor Newsom announced
significant updates to California’s fight to stop organized retail theft
– leading to over 29,060 arrests and recovering $226 million in stolen
property – in two years.
As
a direct result of state investment and Governor Gavin Newsom’s
sustained commitment to disrupting criminal activity, local law
enforcement agencies arrested 29,060 suspects and referred nearly
22,896 cases for prosecution related to organized retail theft over a
two-year period. From October 2023 to September 2025, law
enforcement agencies, assisted by historic state funding, have helped
increase public safety and crack down on organized retail theft.
Most recently, from July to September 2025, local law enforcement
agencies conducted over 3,300 arrests and recovered nearly $36 million
in stolen goods.
These results drove the total amount of recovered stolen goods that
agencies have been able to recover to more than $226 million, a total
increase of nearly 19% over the three-month period.
In 2023, as part of California’s Public Safety Plan, the Governor
announced the largest-ever investment to combat organized retail
crime in state history. Through the Board of State and Community
Corrections (BSCC), the organized retail theft grants have provided 38
law enforcement agencies with over $242 million in funding to purchase
new equipment, launch enhanced enforcement operations, hire new staff,
and establish partnerships with the retail community.
“The ORT grants are providing local law enforcement the tools
necessary to strategically dismantle retail crime networks,” said
BSCC Board Chair Linda Penner. “With thousands of arrests and millions
of dollars in recovered goods, we are successfully building a more
secure environment for California’s businesses and residents alike.”
The grants continue to bolster the success of local law
enforcement in supporting the retail community and combating retail
crime.

crime
A HIDDEN in-store theft crackdown
has been launched after Dollar Tree reported massive losses blamed on
crime.
Deputies
swooped in for an eight-hour retail theft operation after the store
reported huge losses. The blitz happened Thursday at the bargain
store Dollar Tree in South Sacramento, the Sacramento County Sheriff’s
Office said.
The sheriff’s office said the location reported nearly a 65% loss
compared with last year. Some customers said they didn’t realize it
had become such a problem. Others said crime in the area is common, and
they welcomed the enforcement.
The sheriff’s office said the Florin Road store generated 67 calls
for service in just three months. Igoe said one juvenile told
deputies he and his friends targeted the store because it was easy to
steal from. Other shoppers worried losses could hit staff and shoppers,
and even push prices up.
Deputies said the losses could put about 10 jobs at the store at risk.
Igoe warned businesses can only absorb so much before they shut down,
leaving communities without nearby options.

'Real Action to Tackle Retail Crime'
Scottish Fed members discuss trading and retail crime with MSP
Senior members of the Federation of Independent Retailers (the
Fed) in Scotland discussed retail crime and new year trading in a video
call with Conservative MSP Maurice Golden, following the recent launch
of their manifesto for this May’s Holyrood election.
Golden – who has engaged with the Fed in the past, including visiting
businesses and meeting with retailers in the past, and attending the
2025 Burns Dinner organised by the Fed in Glasgow – represents the North
East Scotland region for the Conservative party and has served as an MSP
since 2016.
During the call, Lal and Ashiq identified concerns about weak Christmas
trade and the impact of rising bills including higher taxes from recent
Westminster Budgets and also the direct and indirect costs of store
theft as well as recent experiences of counterfeit currency, which
he said remains a worry for retailers.
The Fed participants re-emphasised some of the key elements in the Fed’s
manifesto for the 2026 election, including a request for
real action to tackle retail crime – in
particular, targeted retail security grants, so small shops can afford
high quality security tools including advanced CCTV – and action to
control costs, especially limits to business rate bills and the swift
and efficient roll out of the new Deposit Return Scheme for recycling.

respective companies are in very different positions as the new year
progresses.
Walmart is riding a wave of strength, supported by positive store
visit trends and solid comparable sales growth, while Target continues
to struggle to regain momentum amid softer demand, according to a new
report from Placer.ai.
The retail giant ended its fourth quarter with visits up 2.3% year
over year and momentum carrying into January 2026 (helped in part by
an additional Saturday on the calendar), with visits up 4.1%.
Walmart’s recent performance puts new CEO John Furner, is in a
position of strength. Traffic and sales gains support his focus on
value, digital growth and higher-margin revenue streams such as
advertising, although maintaining store performance and margins will be
critical as those efforts scale, the report said.
Walmart posted relatively consistent visit trends across weekdays and
weekends in 2025, reinforcing the resilience of its essentials-driven
model, noted Placer.ai. Target, however, saw its steepest declines on
weekends in 2025, suggesting that discretionary trips remain the key
hurdle for the retailer’ recovery.

intelligence has been one of the biggest stories of the 2020s.
While modern machine learning began to take shape in the early 2000s,
recent investments and developments have propelled AI to new heights.
The technology is now used by consumers to do everything ranging from

Tariffs imposed in April on so-called “Liberation Day” and beyond
pushed up the average tariff rate from 2.6% to 13% by the end of 2025,
the New York Fed researchers said in a report. Import prices for goods
subject to the average tariff likely rose 11% more than the prices for
untaxed goods, prompting companies to alter supply chains, they said.
“U.S. firms and consumers continue to bear the bulk of the
economic burden of the high tariffs imposed in 2025,” the New York Fed
researchers said.

Violent crime plummets across major U.S. cities
Violent crime dropped sharply across
America's biggest cities in 2025, according to new data reviewed by
Axios.
The big picture: The report from the
Major Cities Chiefs Association (MCCA) shows declines across every
major violent-crime category in 2025 compared to 2024. It features data
from 67 of the nation's biggest police departments, and confirms other
studies on
last year's declines.

that homicides overall fell 19%.

dropped about 20%.

Aggravated
assaults were down nearly 10%.
Multiple Southern and Sun Belt cities were among the biggest homicide
decliners, an Axios analysis of the MCCA data found. Florida cities
Orlando and Tampa headlined the list with more than a 50% decline
in homicides, according to the Axios review.
Western cities such as Denver, Seattle, Honolulu, and Albuquerque,
N.M., also posted large homicide drops. These cities were among the
hardest hit during the pandemic-era crime surge, and are now seeing
some of the fastest reversals.
Chicago and Baltimore both experienced around a 30% drop in
homicides last year, an Axios review of the MCCA data found. Memphis
and Portland both saw about a 25% decline.
Previous reports had shown all the cities in recent years seeing
declines in violent crime. In response to early reports that crime was
dropping to record lows, the Trump administration has changed its tone
and has begun touting the declines while crediting its policies.

Ransomware attacks increase against IT and food sectors

vulnerability weaponization are getting faster and easier, two
information sharing and analysis centers said in new reports.
Ransomware attacks on the IT sector were higher in each quarter of
2025 than in the same quarters of 2024, with the sector ranking
third behind manufacturing and commercial facilities on hackers’ target
lists, according to a new report from the Information Technology
Information Sharing and Analysis Center.
Nearly half of all ransomware attacks that the IT-ISAC tracked occurred
in the U.S., far surpassing the totals in other countries.
The food and agriculture sector also saw a significantly higher
number of ransomware attacks in 2025 than it did in 2024, according
to a new report from that sector’s ISAC, which shares leadership with
the IT-ISAC.
In the food and agriculture sector, which experienced 265 ransomware
attacks in 2025, Qilin and Akira were responsible for the most
intrusions (37 and 36, respectively). They and three other groups
accounted for nearly half of all attacks on the sector in 2025. The food
ISAC said the groups were most likely “looking for victims of
opportunity, rather than targeting the sector specifically.”
Cl0p, however, appears to be an exception to that. It targeted food
and agriculture organizations in more than 9% of its attacks in 2025,
well above the roughly 4% average among all threat actors.

ChatGPT gets new security feature to fight prompt injection attacks
OpenAI has introduced Lockdown Mode and Elevated Risk labels in ChatGPT
to help users and organizations reduce the risk of prompt injection
attacks and other advanced security threats, particularly when using
features that interact with external systems.
Lockdown Mode in ChatGPT is an optional, advanced security setting
for highly security-conscious users who require protection against
advanced threats. To reduce the risk of prompt injection–based data
exfiltration, it constrains how ChatGPT can interact with external
systems by deterministically disabling certain tools and capabilities
that an attacker could attempt to exploit through users’ conversations
or connected apps.

Workforce Reduction Impact
CISA will shutter some missions to prioritize others
The agency has lost roughly

The Cybersecurity and Infrastructure Security Agency is preparing
employees for a reorganization that will reduce the depleted agency’s

Nick Andersen, the executive assistant director of CISA’s Cybersecurity
Division, delivered a warning about the shifting priorities at

are some people in this room in programs we are going to turn off.”

Google tests a new way to turn engagement into sales for brands
Google is testing a new ad format in Search’s AI Mode that lets
retailers feature products alongside organic shopping recommendations,
according to a blog post by Vidhya Srinivasan, vice president and
general manager of ads and commerce.
The format is clearly labeled sponsored content and aims to help
shoppers find buying options while giving retailers another tool to
reach consumers using AI Mode.
Users can now also buy products through Gemini from Etsy and Wayfair,
per Bloomberg, building on its Direct Offers pilot, which lets
advertisers deliver targeted promotions within AI Mode based on the
tool’s analysis of shopper intent and context.
Google is also experimenting with similar AI-driven ad placements
beyond retail, including travel, signaling a broader push to
monetize conversational search.

the infrastructure needed to integrate AI agents into the shopping
experience.
Last year, it launched the Agents Payments Protocol to facilitate
agent-led checkout for merchants.
More recently, it rolled out the Universal Commerce Protocol (UCP),

Daily Online Shopping Drops 12%
Fewer consumers are shopping online on a daily basis
The number of consumers who turn to
e-commerce daily has declined 12 percentage points from last year, with
in-store shoppers on the rise.
The proportion of consumers who shop online every day has fallen 12
percentage points year over year from 21% to 9%, according to a
Salsify survey of nearly 3,000 U.S., U.K. and Canadian shoppers.
A challenging economic environment is making shoppers compare
prices more carefully (39%) and decrease spending on certain product
categories (38%). Meanwhile, 37% are searching for more affordable
alternatives to buy.
Though less than a fourth (22%) of respondents use AI to research
products, only 14% trust those tools enough to use them regularly. A
third of respondents said they don’t use AI shopping tools at all.

Convictions in Multi-Million-Dollar Organized Retail Theft Scheme
Attorney General James Uthmeier announced that the Office of Statewide
Prosecution secured a conviction for husband-and-wife duo, Robert and
Jaclyn Dell, of St. Petersburg, for running an organized retail theft
scheme. Robert, a former pastor at The Rock Church in St. Petersburg,
and his wife, Jaclyn, operated a ‘transformation center’ purporting to
provide counseling and assistance to individuals recovering from drug
addiction. “These fraudsters hid their true motives behind faith and
charity to launder proceeds from a large-scale criminal enterprise,”
said Attorney General James Uthmeier. “I am grateful to Ag Law
Enforcement, FDLE, Chief Assistant Statewide Prosecutor Paul Dontenville,
and Assistant Statewide Prosecutors Eric Ross and Gianna Fina for
ensuring that justice was served in this case.”
“At The Home Depot, the safety of our associates is our top priority.
We have implemented comprehensive strategies to protect against
organized retail crime (ORC) over the past few years with great success,
but it remains at a high across the retail industry,” said Scott Glenn,
Vice President of Asset Protection at The Home Depot. “We’re proud to

Robert and Jaclyn Dell were arrested in August 2023 following a joint
investigation by the Office of Statewide Prosecution, the Florida
Department of Agriculture and Consumer Services, the Florida Department
of Law Enforcement, and The Home Depot Asset Protection Team.
Investigators determined that under the guise of counseling and
assistance for people recovering from drug addiction, the Dells
coordinated a long-running, multi-million-dollar retail theft scheme
targeting The Home Depot.
Co-conspirators Jessica Wild and Daniel Mace stole power tools from The
Home Depot locations across Citrus, Hillsborough, Manatee, Pasco,
Pinellas, Polk, and Sarasota counties. The stolen merchandise was
delivered nightly to the Dells’ house and then sold online. The
scheme generated over $2 million in illegal proceeds from 2015-2023.
Following a two-week jury trial, Robert was found guilty as charged of
RICO, Conspiracy to Commit RICO, Dealing in Stolen Property, and Money
Laundering (2 counts). Jaclyn was also found guilty as charged of
Conspiracy to Commit RICO. They are facing up to 150 years and 30
years in the Florida Department of Corrections, respectively.

Savannah, GA: Best Buy $40,000 theft suspects approach first hearing, 4
out of 6 bond out of jail
We’ve learned four of the six Best Buy suspects have bailed out of jail.
Two are being held without bond, according to documents in the case.
According to police, the scheme took place over a two-week period. A
Savannah Police report confirms an employee at the store, 20-year-old
Dorian Allen, was part of the scheme to steal $40,000 worth of
merchandise. Police say Allen told investigators he was being
blackmailed by a “hacker group” who threatened to release nude photos he
had posted on Instagram if he didn’t help them steal from the store. He
claimed the hackers sent him emails with descriptions of whom he should
allow to steal merchandise. Since the six arrests in the case, the six
people arrested will have their preliminary hearing in court this week.

Culver City, CA: CCPD Investigating Homicide @ Westfield/Fox Hills Mall
On Friday, February 13, 2026, at approximately 7:24 p.m., Culver City Police
Department officers responded to multiple calls reporting gunshots in the north
parking lot of the Westfield/Fox Hills shopping center located at 6000 Sepulveda
Boulevard. Officers arrived quickly and located a Hispanic male adult,
approximately 20 to 30 years old, who suffered multiple gunshot wounds. Officers
immediately provided lifesaving measures, and the patient was transported to a
local hospital, where he was later pronounced dead.

Durham, NC: Durham Police investigate after juvenile shot and killed
A juvenile was shot and killed on Monday in Durham, police said. It happened
just before 12:15 p.m. at a convenience store in the 600 block of South Alston
Avenue. Officers responded to that area and were told a gunshot victim had been
taken to a hospital. The boy died at the hospital. His age was not immediately
released.

Los Angeles, CA: Woman, Man Critically Wounded in Shooting Behind Target Store
by Suspect Who Later Killed Himself
A man and a woman were critically wounded in a shooting behind a Target store in
a Los Angeles suburb Sunday night. The suspect was found dead from a
self-inflicted gunshot wound a short distance away, according to KTLA. Baldwin
Park police were called to the scene just before 9:30 p.m. and found the two
people suffering from gunshot wounds, firefighters told KCBS. They were taken to
a hospital while police worked to identify a suspect. Police did not say how
they identified the suspect or tracked him some distance from the crime scene,
but he was found dead before midnight in Covina about five miles away, KTLA
said.

Gainesville, FL: One shot fired at Kay Jewelers in Oaks Mall
The Gainesville Police Department has confirmed on its Facebook page that there
is no active shooting situation at the Oaks Mall the evening of Feb. 14. At
least two dozen law enforcement vehicles were at the mall about 5:30 p.m. after
multiple 911 calls about a shooting. "It was determined that a male and female
couple were shopping at Kay Jewelers when three male suspects entered the store
and jumped the male," GPD wrote in a Facebook post. "As the victim was falling
down he produced a handgun and fired a shot. All four people then fled the
scene. "The victim was located by ASO (Alachua County Sheriff's Office) a few
blocks away and a handgun was located in a nearby drain. The investigation
continues," the post says.

Albuquerque, NM: Burglary suspect arrested after card store owner shot him
The owner of a Nob Hill business shot one of two burglary suspects early Sunday,
and while the shot was not deadly, it led police to the man they were looking
for, an APD news release said. APD officers were called to Cardboard Collectors
where they looked at surveillance video with the store's owner and saw a suspect
breaking into the store around 4 a.m., then returning with another person at
5:30 a.m. The owner of the business next door heard the break-in. He told police
that he'd tried to stop the suspects, but when one of them suddenly took his
hand from his pocket, the card store owner shot one suspect. The second suspect
approached the owner, who fired another shot and missed. That suspect took the
owner's gun and fled with the suspect, who was wounded, the release said.

Memphis, TN: Shooting at McDonald’s in Colonial Acres leaves 1 seriously injured
One man is fighting for his life after gunfire erupted Monday afternoon at the
McDonald’s in Colonial Acres, according to the Memphis Police Department. The
restaurant is currently blocked with crime scene tape. At 4:03 p.m., officers
were dispatched to a shooting call at the McDonald’s location on Quince Road at
South Perkins Road. MPD says the suspects fled the property before officers
arrived.
