individuals harmed by gunfire also reached record lows last year
across the city.
“When I became Governor, I made keeping New Yorkers safe my top priority
and tackled crime head-on in New York City and across the state. Since
then, I have made unprecedented investments in police and public safety
– more than $3 billion – to make New York’s neighborhoods and subways
safer,” Governor Hochul said. “Our aggressive approach is paying off:
crime has fallen to record lows, making New York a safer place to live,
work and visit. I look forward to continuing this work with Mayor
Mamdani, Police Commissioner Tisch and the brave men and women of law
enforcement who sacrifice so much to ensure New York remains the safest
big city in the country.”
Addressing Retail Theft
In addition to these historic declines the
NYPD’s revamped strategy on retail theft led to a 14 percent (52,696 vs.
61,328) decline in retail theft citywide compared to 2024.
Last year, the NYPD developed and executed a new strategy to respond to
retail theft, a recidivist-driven crime, including identifying the
patterns driving retail theft, concentrating resources at
high-propensity locations during peak hours, and shifting from
pass-through enforcement to sustained investigation.

retailers, this presents a challenging
environment where operational disruptions, property damage or safety
concerns can emerge quickly and unpredictably.
Retailers can take several proactive steps to mitigate risk during
periods of heightened tension. First and foremost is communication.
Store managers should stay informed through local news and law
enforcement updates to anticipate potential protest activity in their
area. Establishing a clear internal communication protocol ensures
that staff can respond swiftly to changing conditions and know when
to shelter in place, close early or modify operations.
Physical security is another key area of focus. Retailers in
areas more prone to demonstrations may benefit from reviewing security

Retailers Facing Fines for Not
Reporting Theft
No exception for small businesses in Douglas County ordinance to issue
fines if shoplifting not reported
There are 900 stores in the
unincorporated part of the county that would be under the ordinance that
would fine a business for failing to report a theft.
Small businesses in Douglas County will be treated no differently than
big box retailers that are the target of an ordinance to fine businesses
that do not report shoplifting. There are 900 stores in the
unincorporated part of the county that would be under the ordinance
that would fine a business $1,000 for failing
to report a theft within four days.
During a work session with retailers Tuesday, a Walgreens
representative described challenges stores face when reporting incidents.
The representative explained that employees often cannot identify what
was stolen or which direction suspects take off.
Republican Douglas County Sheriff Darren Weekly responded directly to
those concerns. "As long as we have reasonable suspicion that a crime
took place, you let our dispatch center know. And you call me
directly; I'll give you my mobile number if they tell you that they're
not going to respond. That should never happen in Douglas County,"
Weekly said.
Republican District Attorney George Brauchler would have no role in
enforcing the fines on businesses, but has been involved in the feedback
sessions to give retailers the assurance that if they call the sheriff’s
office for help, if someone gets caught, his office will put someone in
jail.
Enforcing fines would fall on the county attorney, but
pursuing convictions for actual shoplifters would be Brauchler’s role,
even for petty theft.

No Longer USA's Most Dangerous City?
Detroit goes from one of America’s most dangerous cities to historic low
crime rates
Once known as one of, if not America’s most dangerous city, Detroit
is now reporting historically low major crime numbers.
Compared to two and three decades ago, homicides, non-fatal shootings
and car jackings are at historic lows and major crimes numbers are
significantly lower than they were in just the last few years.
According to preliminary year-end data released today by Mayor Mary
Sheffield and Detroit Police Chief Todd A. Bettison, murders fell in
2025 below 200 for the first time in decades to 165. That’s a 19% drop
from the 203 recorded in 2024 and down 35% from 252 in 2023.
There were 447 non-fatal shootings last year, a 26% drop from the
previous year and 62% lower than the 1,176 recorded in 2020.

What to Look For at NRF 2026: Retail’s Big Show
A record turnout of more than 40,000
retailers, brands, suppliers, consultants, economists, pundits and
members of the media will descend on Manhattan's Javits Convention
Center beginning Sunday.
Between
the rise of AI, tariffs, tax cuts and the “big, beautiful bill,” the
looming Saks Global bankruptcy, and the perpetual uncertainties in the
economy, it’s hardly business as usual for the retail industry. Those
topics will all be top of mind at NRF 2026: Retail’s Big Show
being held Sunday through Tuesday at the Javits Convention Center, on
the far west side of Manhattan.
The Big Show is the retail industry’s biggest convention/trade show of
the year, which this time around is expected to draw another record
crowd of at least 40,000 attendees. “Given the way the year began,
with all the concerns about international travel to the U.S., we weren’t
sure attendance would be like it’s turning out to be. There continues to
be great interest globally and domestically,” Matt Shay, president and
chief executive officer of the NRF, told WWD.
NRF on Shopping Shifts and That $1 Trillion
Holiday Forecast
Shay said there will be 1,025 exhibitors across 335,000 square feet
of exhibit space at Javits. “That’s a record number of exhibitors,
fully utilizing every square foot of the Javits Convention Center,” Shay
said. “You will see an increased emphasis on solutions showcasing
agentic AI and solutions in robotics, fulfillment, supply chain
management, customer acquisition and marketing.” Unlike generative AI,
which generates content, and predictive AI, which generates forecasts,
agentic AI gathers information and can act autonomously to make
decisions in areas such as pricing, planning and promotions.
With AI and all of its applications, “We have added on the content
side a fifth ‘feature stage’ devoted exclusively to curated sessions
focused on AI, in addition to the trade show floor of exhibitors
which will be showcasing AI,” said Shay.
It gives convention-goers the ability to both learn about AI and see
AI solutions come to life on the trade floor, he said.
“In terms of the content broadly speaking, we have more than 185
sessions and 565 speakers,” Shay said. “While the trade show floor
has continued to grow over the last many years, we have tried to make
substantial investments on the content side, so there is a bigger
opportunity to learn. Either the trade show or the content component
could stand on their own, but together, that’s the magic of the Big Show
and a key reason why the show continues to be so successful attracting a
global audience.”

Amazon rolls out new version of its Dash smart grocery cart
The smart shopping cart adds a more
responsive scanner that’s easier to spot.
Amazon is launching a revamped version of its smart shopping cart,
which it plans to bring to dozens of Whole Foods locations by the
end of this year, according to an announcement on Wednesday. The new
Dash Cart features a “more responsive” item scanner that’s now located
next to the built-in display, along with a new NFC reader that lets you
tap to pay with your credit card or phone.
Amazon’s previous Dash Cart design put scanners beneath and in front
of the handle, potentially making them harder to spot. It also only
let you pay with the credit card attached to your Amazon account.
With the upgraded Dash Cart, you’ll find a new scale alongside the
cart’s handle, which Amazon says “works in tandem with on-cart cameras,
weight sensors, and deep learning models to ensure accurate pricing for
every item.” The upgraded Dash Cart eliminates the large sensors facing
inside the cart as well, offering a 40 percent larger capacity and a 25
percent lighter weight.
Amazon is launching its new Dash Cart as the company shakes up its
grocery business, which has tied Whole Foods more closely to the
Amazon brand. The company has already brought its new Dash Cart to three
Whole Foods stores in McKinney, Texas; Reston, Virginia; and Westford,

Nvidia: AI provides tangible benefits to retailers
Almost all retailers use artificial
intelligence, and most are seeing successful results.
Nine-in-10 (91%) retailers and CPG companies surveyed by AI
technology provider Nvidia are either actively using or assessing AI.
Respondents to the third annual Nvidia "State of AI and Retail and
Consumer Packaged Goods" study also overwhelmingly said that AI is
helping decrease annual costs (95%) and increase annual revenue (89%).
Other business benefits many respondents have received from AI include
improved employee productivity (54%), operational efficiencies (52%),
and improved customer service (41%).
In addition, 90% of respondents said they would build on the success
of current projects by increasing their AI budgets in 2026.
Eight-in-10 (79%) respondents said open-source models and software were
moderately to extremely important to their AI strategy.

How CIOs can brace for AI-fueled cyberthreats
Executives are carefully tracking
the rise in AI use for cyberthreats, bolstering basic preparedness
tactics and increasing cyber spend in response.
AI promises to exponentially improve innovation and efficiency for
businesses of all kinds, but it’s also ushering in a new age of
cyberthreats. Nearly 9 in 10 CISOs say AI-driven attacks represent a
major risk for their organizations, according to a study from
Trellix.
While the trend represents a security problem, it’s on the minds of CIOs
too, as they “play a very important role as we think about AI attacks,”
said Allie Mellen, principal analyst at Forrester. “Many of the changes
that security recommends, we take to improve and defend the
infrastructure we have.”
As risks mount, CIOs from different sectors are preparing to help
their businesses secure critical data in the age of AI-driven
attacks.
Blocking turbocharged phishing
While AI-fueled attacks might be a more recent trend, they’re often
targeting well-known threat vectors.
In 2024, 73% of all reported cyber incidents were business email
compromise attacks — up 44% from 2023, according to Eye Security. In
a separate study, VIPRE Security Group analyzed 1.8 billion emails and
found that 40% of business compromise attack emails in that group were
generated by AI.
Andrew Marshall, executive vice president and CIO at Campus Apartments,
said that their organization hasn’t been flooded by AI-powered threats,
but they are starting to see more of them. “Probably 90% of the
threats we see are still really stupid, but 10% are starting to become a
lot more sophisticated and harder to spot,” he said, estimating that
the problem will worsen over the next year.
That has made cybersecurity training even more important. “It’s
the best defense a company has against cyber threats,” he said. “However
many technical systems you have, if someone scans a QR code on a
telephone pole and gets an infection, it’s game over.”

Shishir Mehrotra, who co-founded an
AI platform and also has experience at YouTube, joins the board ahead of
John Furner’s move to CEO.
Walmart appointed the former CEO of Grammarly (now Superhuman) Shishir
Mehrotra to its board of directors, according to a Thursday press
release. Mehrotra will serve on the board’s technology and e-commerce
committee, as well as its compensation and management development
committee.
He brings over 25 years of technology experience to the appointment,
including co-founding an AI platform and serving as YouTube’s chief
product officer and chief technology officer. Mehrotra’s tech
background ties into Walmart’s larger efforts to adopt AI across the
business.
The mass retailer announced a slew of AI-related tools and
initiatives in 2025.
Walmart in July debuted a new AI framework for the entire business
that centers around four “super agents” and unifies its approach to the
technology, aiming to avoid fragmented innovation across the company.
Since then, Walmart has expressed confidence in its customer-facing AI
agent Sparky becoming more important for shoppers and also launched new
tools for marketplace sellers.
The company has also inked a deal with AI powerhouse OpenAI to

Moody’s forecasts growing AI threats, regulatory friction for 2026
The U.S. and the EU continue to
pursue starkly different regulatory agendas, the research firm noted.
The new year will bring more dangerous AI-powered cyberattacks
and growing obstacles to regulatory harmonization, Moody’s said in a
2026 outlook report published on Thursday.
The report also forecasts increased cryptocurrency thefts through
cyberattacks on both transaction and storage platforms. Moody’s said
recent cloud computing outages resulting from accidents highlighted “the
potential for catastrophic impact if exploited by attackers.”
Moody’s cyber outlook report — part of a series of 2026 forecasts that
business leaders are tracking closely — predicts that
AI-related threats such as model poisoning will
“become more prevalent and pronounced” as more companies adopt the
technology without proper safeguards.
AI has already made it easier for attackers to personalize their attacks
through phishing emails and deepfake media, Moody’s noted, but 2026
is likely to bring “adaptive malware” that is hard for defenders to spot,
as well as AI agents that help hackers launch attacks more quickly. The
research firm even predicted that the coming year would bring “early
indications of autonomous attacks,” something that experts have grown
increasingly worried about amid companies’ recent disclosures.

US e-commerce spend reached nearly $258B over the holidays
Adobe Analytics data found consumer
spending grew 6.8% compared to 2024, with buy now, pay later usage
reaching a new high.
Capping off the holiday season, shoppers spent $257.8 billion online
in the U.S. from Nov. 1 to Dec. 31, marking a 6.8% year-over-year
increase, according to Adobe Analytics data released Wednesday.
Buy now, pay later usage reached a high during the seasonal
period by contributing $20 billion in online spend, up 9.8% compared to
2024.
Generative AI tools also contributed to more U.S. e-commerce
attention during the holidays, with a 693.4% year-over-year traffic
increase in shoppers clicking through to retail sites.
AI was a hot topic in the retail industry last year, and
consumers showed their growing interest in using it to support shopping
habits during the holiday period.
Even so, the user base remains modest despite the significant
year-over-year growth, per Adobe. Retailers throughout 2025
increased their investment in building their own AI shopping assistants
and collaborating with external platforms in an effort to meet consumers
where they are.
“This 2025 holiday season, consumers embraced generative AI more than
ever as a shopping assistant in their purchasing decisions,” Adobe
Digital Insights Lead Analyst Vivek Pandya said in a statement.
“Competitive discounts and flexible payment options like Buy Now Pay

companies write, post, or pay for fake reviews — and that hurts people

To protect consumers, the Federal Trade Commission monitors the

unfair business practices. The agency recently sent warning letters to

deceptive or misleading statements. The FTC’s letters remind

Dekalb County, GA: Multi-state retail theft ring faces racketeering
charges
In a press release, Attorney General Chris Carr has announced his
Organized Retail Crime Unit has obtained indictments against eight
individuals in DeKalb County for alleged thefts targeting major
retailers including The Home Depot, Target, Walmart, and Lowe’s. The
defendants are charged in two separate indictments and face multiple
counts of theft and racketeering. The first indictment charges Johntae
L. Hutchinson, 38, of Indiana; Apree Zatashai Williams, 33, of Indiana;
and Thalamus Rasu Elzy Jr., 29, of Wisconsin, with routinely stealing
from The Home Depot and Target locations in Georgia and Tennessee. The
defendants allegedly stole power tools, yard equipment, batteries, Legos,
electronics, and clothing. The second indictment charges five Georgia
residents with stealing from The Home Depot, Walmart, Lowe’s, and Target
locations throughout the state. The defendants allegedly stole Legos,
printer ink cartridges, personal care products, household cleaning
products, tools, and lighting fixtures. They also allegedly placed
low-price product codes on higher-priced merchandise to deprive
retailers of full value.

Los Angeles, CA: Update: 4 arrested in theft of $100K worth of
collectibles, including Pokémon cards, at Burbank shop
Four men were arrested in the theft of rare trading cards and other
collectibles worth tens of thousands of dollars last month at a Burbank
sports card shop, police said Thursday. The burglary was reported Dec. 2
at about 2 a.m. at LA Sports Cards in the 1900 block of West Olive
Avenue. Officers determined the thieves broke in through the front of
the business and ransacked the interior. The total estimated loss was
approximately $100,000, police said. On Dec. 18 and Jan. 8, detectives
served search warrants at four locations associated with the burglars,
police said. The investigation included a review of security camera
video, which helped identify suspects.

May 8 and May 29. 2025. Officers responded to the Home Depot for a theft
reported by the store's asset protection staff. The staff observed a man
take merchandise past all points of sale without paying and exit the
store on May 29, 2025, CCPD said. Asset protection personnel intervened
and recovered about $698 worth of merchandise from Tollner before he
left the store premises, CCPD said. Investigations revealed that Tollner
was linked to three prior "price-switching" incidents, where he altered
item prices by scanning lower-priced tags at self-checkout registers,
according to CCPD. The combined value of the thefts in those incidents
was $1,012.48, CCPD said.

Spartanburg, SC: 18-year-old charged with murder in vape shop shooting
An 18-year-old has been charged after a fight escalated into a deadly shooting
at a vape shop in Spartanburg, South Carolina, on Tuesday night. Shortly after 7
p.m., officers with the Spartanburg Police Department responded to a call about
a fight at The Burg Tobacco and Vape at 1944 East Main Street. As officers were
arriving in the parking lot, dispatch advised the fight escalated into a
shooting. Officers said a dark-colored Honda Accord was attempting to leave the
parking lot as they were pulling in. The driver then got out of the vehicle and
surrendered to officers without incident. Two individuals were in the vehicle
and were detained while additional officers entered the shop to learn more. Once
inside the vape shop, officers found a customer lying dead on the floor
suffering from two gunshot wounds. He was identified as Thomas Raheem, 32, of
Spartanburg.

Columbus, OH: Arrest made in fatal November shooting at east Columbus shop
A Columbus man has been charged with murder in connection with a shooting at an
east Columbus leather and lingerie store in November. According to Columbus
police, Johnathan Triplett, 29, was arrested on Wednesday and charged with the
Nov. 17 death of Trevon D. Durham, 26. Police said officers were sent to a
report of a shooting at Wildman’s Leather-N-Lace on the 2200 block of South
Hamilton Road at approximately 7:50 p.m At the scene, officers discovered Durham
suffering from a gunshot wound; he was pronounced dead at the scene at 8:01 p.m.

Chicago, IL: How some GameStop stores in Chicago are fighting back against
smash-and-grab burglars
Brazen smash-and-grab burglaries have plagued some GameStop locations across the
Chicago area for months. At least six stores were targeted across the city since
August of last year — one of which led to a Chicago police officer being hit by
a car and firing a shot at the fleeing vehicle. With the stores becoming a
common target for thieves, some of the stores in the Chicago area are taking new
steps to fight back. A massive mobile surveillance unit in the parking lot of
the Addison Mall has been keeping watch over the GameStop there, less than five
months after an officer was hit by a car responding to a smash-and-grab robbery.
Taking up two parking spaces and sporting flashing blue lights, the property
manager of First American Properties, Edward Dushman, said GameStop asked for
the extra security during the holidays. "GameStop paid for it themselves," he
said. Fortunately, it seems to have been a deterrent, as they haven't had a
robbery since it was installed.

North Las Vegas, NV: Man accused of stabbing KFC worker multiple times in
dispute over gravy
Police in North Las Vegas say a violent dispute that occurred over gravy sent a
KFC worker to the hospital with multiple stab wounds. The arrest report says
Gerald Carter went back to the KFC restaurant at North Martin Luther King
Boulevard and West Craig Road three times to complain about the gravy he
received with his meal. Officers say surveillance cameras captured Carter
leaping over the counter and physically attacking a worker during his first
visit. They say video shows Carter repeatedly punching and stabbing the victim
and putting them in a chokehold for several seconds. Officers say Carter
delivered a “knockout punch” to the victim’s face before leaving the restaurant.
Carter now faces one count of attempted murder.
