San Francisco reports drop in retail theft as shoppers notice improved safety

City officials say arrests and targeted enforcement have led to a significant decline in retail theft and other crimes.

San Francisco officials are reporting major arrests and a dramatic drop in retail theft and overall crime. It's a change shoppers and retailers say is increasingly noticeable in the city's busiest shopping districts.

Mayor Daniel Lurie and the San Francisco Police Department say a targeted crackdown on retail theft since September has led to greater accountability for repeat offenders.

"We are making strides on this front," Lurie said in an Instagram post. "We've done a blitz since September. SFPD has arrested 104 individuals for this crime."

Police say 23 of those arrested were booked into jail on charges that included robbery, vandalism and outstanding warrants for other felony offenses. Officers, including plainclothes members of the Organized Retail Crime Taskforce, worked closely with store employees and loss-prevention teams to identify suspects, largely in the SoMa area.

At Shoe Palace in Union Square, which opened earlier this year, a security guard said the store has not experienced the mob-style thefts that once plagued downtown retailers. "No people coming in like five or ten people at one time," said Darryl, a security guard at the store.

Police credit a combination of high-visibility patrols, targeted enforcement, and tougher accountability for deterring theft. Citywide, Lurie says crime is down 30 percent, car break-ins have dropped 44 percent, and San Francisco is on track to end the year with its lowest homicide rate since the 1950s.

New court records reveal how an organized retail theft ring operated in southwest Houston, costing grocery and retail stores tens of thousands of dollars. So far, two people have been arrested and charged, with a third suspect still wanted.

Court documents say Gomez Lopez ran the operation from a small apartment on Fondren Road. Investigators believe she placed orders for specific items like vitamins, cosmetics, and even trendy Stanley cups and then sent others out to steal them.

In a search warrant filed last week, Shaun Bonner and Brandon Shaw are listed as accomplices. Investigators said they would "steal to order at stores like Target, H-E-B, Randall's, Kroger, and Academy. In one case, investigators say the men walked out of a store with more than $2,000 worth of vitamins, bypassing the registers entirely.

Investigators also say they found dozens of discarded anti-theft devices in the trash, evidence that was photographed and included in the search warrant. Georgia expands crackdown on organized retail crime, seeks more funding
Georgia state leaders are stepping up efforts to combat organized retail crime, about 18 months after launching a statewide task force aimed at targeting criminal groups that steal and resell merchandise.

Officials say organized retail theft costs Georgia more than $3 billion a year, including approximately $1.6 billion in stolen goods and $300 million in lost tax revenue. Criminal rings often target both large retailers and small businesses, stealing products from stores and reselling them online.

Small business owners say the theft has led to higher security costs and, in many cases, increased prices for customers.

The Georgia Attorney General's Office is working alongside local law enforcement agencies and retailers to dismantle organized theft operations. Attorney General Chris Carr says his office receives daily requests for help from businesses and police departments across the state.

Retail Theft Hits 5-Year High in Pennsylvania
Retail theft cases up 16% statewide
Retail theft offenses in Pennsylvania increased by 16% from 2023 to 2024, hitting a five-year high. The information was released recently by the state court system. Cities Fight Abandoned Shopping Carts
One Bay Area city tried an innovative program to deal with its abandoned shopping cart problem. Here's what happened.

Local leaders weigh benefits versus budget woes in deciding whether to expand it

Earlier this year, San Jose politicians announced they were targeting the thousands of abandoned shopping carts clogging creeks and blighting streets. Now the first data on a pilot program aimed at curbing the problem is in, and the city must decide whether the results justify the financial cost of expanding it.

San Jose had long struggled to rein in the abandoned shopping cart problem, due in part to antiquated state rules and ineffective city code. Its multi-pronged strategy this year included stricter local regulations for large retailers, requiring them either to install theft-prevention mechanisms or security deposit devices, or to enter into a cart-retrieval contract that obligates the company to make weekly, proactive efforts to pick up their carts.

The city also successfully pushed a statewide bill to allow governments to return carts directly to retailers and recover the costs of retrieval. Its most innovative effort was testing a cart retrieval program in two parts of the city, which collected 734 carts over three months.

While the program reported collecting carts from 50 retailers, 622 of the 734 carts came from 10 businesses, including many big-box stores. During the first 10 weeks, Costco accounted for 204 carts, followed by 137 from Whole Foods and another 108 from Walmart.

The pilot program could be rolled out to other parts of San Jose next year if city officials add it to next year's budget. It would require approximately $686,000 in startup costs, and - if the city charged a $100 fee for each of the 12,821 carts it estimates it could retrieve - would generate $1.28 million in revenue.

'Unprecedented Wave of Cyberattacks' Targeting Retailers
How the UK Retail Sector Responded to the Scattered Spider Hack Wave
Over the past 12 months, an unprecedented wave of cyber-attacks targeted high-profile companies in a single industry, retail. Three of the most severely impacted victims were UK-based, Marks & Spencer (M&S), the Co-op and Harrods.

The incidents were linked to the Scattered Spider hacking group using DragonForce ransomware infrastructure. In July, UK law enforcement arrested four individuals, three of whom were teenagers, on suspicion of offenses relating to the three attacks.

M&S estimated the cyber-attack to have cost it $400m, while the Co-op assessed revenue losses following its cyber incident to amount to $277m.

A Wake-Up Call For the Retail Sector

These cyber-attacks on UK retail companies were described by Sunil Patel, Information Security Officer at British fashion brand River Island, as a "wake-up call" for the retail sector and beyond.

Speaking at Infosecurity Europe 2025 in June, Patel said the techniques used by the threat group linked to the hacks, Scattered Spider, were "elegant and subtle, but not as complicated as we imagine."

"A combination of social engineering - potential manipulation of tech staff into giving access - and powerful off-the-shelf ransomware-as-a-service (RaaS) makes it easier to cripple businesses," he explained.

"Once they gained access, they watched and scoured for weeks, maybe months before acting."

Patel emphasized how targeted the attacks were: "These weren't opportunistic attacks, they likely conducted a long reconnaissance work beforehand."

Starting Jan. 1, under the state's first-in-the-nation Delete Act, Californians can reduce the information brokers can gather and sell.

"So many people still don't realize that these companies even exist, or the scale of the marketplace - the number of these companies that sell information about us," said Irina Raicu, director of the Internet Ethics program at Santa Clara University's Markkula Center for Applied Ethics.

The companies build dossiers that are increasingly supercharged by artificial intelligence to draw conclusions about a person's interests, family, politics, lifestyle, finances, sexual orientation and health. They sell those dossiers to advertisers and marketers, and, in some cases, to criminals, governments, landlords and employers.

The Delete Request and Opt-out Platform (DROP), run by state agency CalPrivacy, goes live New Year's Day, allowing residents to have their data deleted, through a single request, by the more than 500 brokers already registered with the agency.

"It's the big delete button in the sky," said CalPrivacy's executive director Tom Kemp. "You just go in, you spend a couple of minutes on the DROP site, you hit go, and starting in August the deletions will begin. There will be a significant reduction in Californians' data being sold." Data brokers were given six months to process the first delete requests.

The Delete Act was authored by Peninsula and South Bay state Sen. Josh Becker, and signed into law in 2023.

On December 22, 2025, the Federal Trade Commission ("FTC") took its first step in enforcing its August 2024 Consumer Review Rule ("Rule") that regulates online companies' moderation and curation of user reviews, by issuing warning letters to 10 unidentified companies alerting them of their potential violations of the Rule, and cautioning that continued noncompliance could lead to enforcement action and substantial civil penalties. The FTC warning letters directed each recipient to immediately cease and desist from any non-compliant practices and required the company to confirm in writing the steps taken to ensure ongoing compliance with the Rule.

This action underscores the FTC's commitment to curbing deceptive practices in online advertising and ensuring that consumer reviews and testimonials reflect authentic customer experiences. The Rule specifically prohibits unfair or deceptive acts or practices related to the solicitation, collection, moderation, and publication of consumer reviews.

Enforcement Penalties

The FTC's warnings serve as a clear signal that online businesses relying on consumer reviews and testimonials are now subject to heightened regulatory oversight and may face stiff penalties for noncompliance. Forty-thousand oysters, lobster worth $400,000 and a cache of crabmeat all were stolen in separate incidents within weeks of each other in New England. The first seafood vanished on Nov. 22 in Falmouth, Maine, where authorities suspect someone stole 14 cages full of oysters from an aquaculture site in Casco Bay. Moreno, CA: 16-year-old fatally shot outside of Moreno Valley Mall
A 16-year-old boy was fatally shot outside of the Moreno Valley Mall on Tuesday night, according to Riverside County authorities. It happened at around 7:40 p.m. at the popular shopping center located in the 22000 block of Town Circle, said a news release shared by the Riverside County Sheriff's Office on Wednesday. "Upon arrival, deputies located a 16-year-old male suffering from an apparent gunshot wound," the release said. "Despite lifesaving measures, the victim was pronounced deceased at the scene." Port Richey, FL: 1 dead, 1 injured after shooting at Gulf View Square Mall
One person is dead and another injured after an altercation at the Gulf View Square Mall led to a shooting early New Year's Day. According to the Pasco Sheriff's Office, the shooting happened in the US 19 area of Port Richey around 12:30 a.m. An investigation revealed that an altercation between two known people escalated, and gunfire was exchanged, PSO said. Lindenhurst, NY: Man arrested after 23-year-old CVS worker fatally stabbed at Lindenhurst store on Christmas
A suspect has been arrested and charged after a man working at a CVS in Lindenhurst was fatally stabbed on Christmas. John Pilaccio, 43, was arrested and charged on Friday with second-degree murder in connection to the deadly attack. The incident happened at a CVS located at 20 East Montauk Highway around 7 p.m. on Thursday. Edeedson Cine, 23, a resident of West Babylon and store employee, was stabbed in the chest while working behind the counter. Cine was transported to Good Samaritan Hospital Medical Center in West Islip, where he was pronounced dead.  abc7ny.com


San Pablo, CA: Person of interest in Richmond IHOP homicide shoots self at San Pablo PD
A man who police identified as a person of interest in the fatal shooting at a Richmond IHOP on Monday shot himself Tuesday in front of police in San Pablo, according to authorities. The person of interest was still alive after the self-inflicted gunshot and taken to a hospital, where he was listed in critical condition. He was identified only as a 44-year-old San Pablo resident. On Monday, a dishwasher was shot and killed while working in the kitchen of an IHOP restaurant in Richmond, police said. As police identified and searched for a person of interest, the man arrived at the San Pablo Police Department, where police say he then shot himself.  nbcbayarea.com


Mint Hill, NC: (12/26) Man killed, two officers injured in shooting at shopping center
Two officers are in stable condition and a man is dead after an exchange of gunfire in Mint Hill, according to the Mint Hill Police Department. Around 10:45 a.m. on Friday, officers responded to the 6800 block of Matthews-Mint Hill Road about a child custody exchange. During the interaction, police said a man produced a firearm. The man and officers reportedly exchanged gunfire. Police said two officers were struck and were transported to a local hospital in critical condition. The Spartanburg Police Department is investigating a homicide that occurred early New Year's Day. Just after noon, police announced that all people involved in the incident had been identified. At this time, no charges are being filed. Officers responded to reports of a shooting at the Spinx convenience store in the 1500 block of W.O. Ezell Boulevard shortly after 1 a.m. Police found a male gunshot victim lying in the parking lot and tried to render aid. However, the victim died from his injuries on scene. Witnesses told investigators that two people, a driver and a rear seat passenger, in a silver Nissan sedan were involved in a physical confrontation. At the scene, police said officers found a man who had been assaulted, but had not been shot. Police say they are searching for the teens involved in a fight that led to a Friday (12/26) evening shooting at the Trumbull Mall. Trumbull police say no one was reported injured. Police responded to the mall shortly after 5:45 p.m. when the department received multiple 911 calls. Police learned "that several teenagers, who were all known to each other, got into a heated argument while walking through the shopping center outside the Macy's store on the upper level. Police are working to find a suspect who is accused of firing a gun 17 times and stealing $1 from a Kentucky Fried Chicken in Goldsboro, NC. The robbery investigation was prompted just after 8 p.m. Saturday when officers with the Goldsboro Police Department got a Shotspotter alert to multiple rounds of gunfire at the KFC on E. Ash St. Calls then came in to dispatch that the restaurant had been robbed. In an incident report, police recorded that the suspect took just $1 from the business.
