Pinkerton Security Guard Charged With Murder

Denver, CO: Man shot, killed during protests Saturday;
Suspect acting as 'armed security guard' for local TV station in custody


City of Denver says he was unlicensed Guard & Unlicensed to Carry a Gun 'On the Job'


A man was shot and killed near the Denver Art Museum as dueling protests were winding down nearby Saturday afternoon. A suspect is in custody, police said.

The Denver Police Department said Saturday evening that the suspect in the shooting was a private security guard. He was identified Sunday as Matthew Dolloff, 30. He is being held for investigation of first-degree murder. Denver news outlet 9News said it had hired the private security guard through Pinkerton to accompany staff at the protest. 9News said it's been using security for months while covering the protests.

The victim was identified Monday by the Denver Office of the Medical Examiner as 49-year-old Lee Keltner. An autopsy was completed and the cause of death was from a gunshot wound. The manner of death is homicide, according to the report.

Suspect was not licensed in Denver
Denver7 has confirmed with the City of Denver that Dolloff does not have a license to operate as a security guard, or to carry a gun on the job, in the city, which is a legal requirement in Denver. A security guard operating without a license could be fined up to $999 and face up to a year in jail. thedenverchannel.com

Editor's Note: What's Pinkerton's liability for allowing an unlicensed guard and unlicensed to carry a gun 'on the job' as well, to operate? Obviously, 9News hired the firm to provide security guards, however, the article didn't report on the contract requirements or whether or not 9News had hired armed guard protection. Regardless, this one fell through the cracks. No one checked for licenses.

Diversity, Equity, & Inclusion (DEI) Conversations Generate Lots of Goodwill that Diminishes Over Time.

Last week, a roundtable of five association executives addressed what that action can look like. The virtual meeting, moderated by Vista Cova’s Lowell Aplebaum, CAE, took its inspiration from CEO Action for Diversity and Inclusion, an initiative of PricewaterhouseCoopers that includes a pledge that CEOs lead DEI conversations, implement education on unconscious bias, be transparent about their experiences, and engage the board in their efforts. Thus far, more than 1,300 CEOs, including around 180 in the association and nonprofit space, have signed on to the pledge.

Movement may be alive on social media and in protests, but some officials are questioning its feasibility

Calls to "defund the police" are still alive on social media and in protests amid civil unrest across the U.S., but spikes in violent crime have some officials questioning the feasibility of the movement.

"Maybe the ambitions of the 'defund the police movement' have scaled back somewhat," "When the ideas were first being announced, they were being announced in very grandiose terms, and the pushback has led to a very rapid reassessment and realignment of what the goals really were to much more modest proportions."

But recent spikes in violent crime in major U.S. cities have some officials questioning the effectiveness of the idea.

Cassell said while it's too early to tell whether there is any kind of correlation between the "defund the police" movement and spikes in violent crime, there appears to be a correlation between police reassignments amid nationwide protests and violent crime.

In his Sept. 10 research paper titled "Explaining the Recent Homicide Spikes in U.S. Cities: The 'Minneapolis Effect' and the Decline in Proactive Policing," Cassell notes that many police were reassigned from proactive policing duties to help control protests in cities across the country amid unrest this summer that has continued into the fall.

Cassell said crime spikes could be "projecting what would happen into the fall or next year if 'defunding the police' is taken to its logical conclusion."

"Defunding the police means, at some level, cutting back on law enforcement activities," he said. "... So I think we can project, just as the police have had to pull back this summer due to the protests, if they have to pull back due to defunding, we can expect high levels are particularly homicides or shootings to persist and maybe even increase further."

He added that he doesn't think "anyone wants to defund the police." foxnews.com

A wave of blue flight is pushing Police Department manpower down to levels not seen in nearly a decade. As of Thursday, there were 34,488 officers on the NYPD force, the lowest count since 2011. It’s still the largest police department in the U.S. — but its ranks are down 2,567, or 7%, from last year.

“We’re living through very challenging times,” said NYPD Chief of Personnel Martin Morales. "We have officers retiring from all ranks, including very tenured investigators and very tenured supervisors.

Blame the exodus on low morale resulting from anti-police sentiment in New York since the death of George Floyd at the hands of Minneapolis officers, Morales said.

Amazon Prime Day protests are being held across US this week
Amazon warehouse workers and advocates will stage more than a dozen protests nationwide this week as the company holds its annual Prime Day, a two-day shopping event on Tuesday and Wednesday set to do billions in sales, anti-Amazon organization Athena told Yahoo Finance.

The protests over working conditions and air pollution at the tech giant’s vast warehouse network come as a global pandemic has boosted Amazon’s e-commerce business but also heightened the safety risks faced by its employees.

73% Of Voters Fear 'Violent Protests' Over Election Results
An overwhelming majority of voters say they are concerned about violent protests over the 2020 election results after President Donald Trump recently refused to commit to a peaceful transfer of power, a new poll shows.

NYPD preps for more protests ahead of presidential election
To police the expected protests, the department will require most cops to report for duty in uniform and should "be prepared for deployment" starting Oct. 25, the memo states.

"This November 3rd will be the one of the most highly contested presidential elections in the modem era. There is also a strong likelihood that the winner of the presidential election may not be decided for several weeks," the memo states.

Now, with a contentious election just a month away and with a nation bitterly divided, police are again preparing for protests across the state. Agencies in at least four major cities - Austin, El Paso, San Antonio and Fort Worth - confirmed they are planning for potential unrest around the Nov. 3 election. Officials in other Texas cities declined to say whether they're doing the same.

A San Antonio police official said the agency has a plan in place, "just as we have for the previous elections." An El Paso police spokesperson said the agency has developed "unrest contingency plans." Most Weekend Shootings in Big U.S. Cities Since Labor Day Weekend,
Overall Violence Still Down from Historic July Fourth Weekend

178 shootings, 35 killed in 20 Major U.S. Cities from Oct. 9-11

This past weekend, the D&D Daily continued to analyze violent crime in 20 major cities across the country, including those under the umbrella of 'Operation Legend.'

According to publicly reported data and media reports, these cities saw a combined total of 178 shootings and 35 killings from Friday through Sunday, with an average of 59.3 shootings per day and 11.7 killings per day.

The daily average of shootings increased from last weekend's 40.7, but deaths remained steady from last weekend's 12 killings per day. Overall, the numbers have remained remarkably stable throughout the summer, though this past weekend saw the most shootings in five weeks.

July Fourth weekend remains a high point for violence this summer, with 233 shootings and 70 killings in 30 cities (big and small throughout the U.S.) over just two days during that holiday weekend, averaging 116.5 shootings per day and 35 killings per day.

68% of Americans Say Facial Recognition Technology Can Make Society Safer
Leading independent polling firm Schoen Cooperman Research recently conducted a nationwide poll on Americans’ views of facial recognition technology. Commissioned by the Security Industry Association (SIA), the survey found that while a solid majority (59%) of Americans approve of facial recognition technology generally and 68% say it can make society safer, support rises significantly when it comes to specific public and private sector applications.

Significantly, the poll found that 70% of U.S. adults believe facial recognition is accurate in identifying people of all races and ethnicities. The results showed that 66% of Americans believe law enforcement’s use of facial recognition is appropriate; 54% believe that the technology can limit human bias in investigations and nearly half (47%) believe it can even reduce racial injustice and discrimination in law enforcement. A solid majority (57%) of Americans said they were comfortable having their facial image included in a database of images used for facial recognition if it were used to promote public safety.

Around 7 in 10 U.S. adults believe facial recognition can improve security systems and are comfortable with its use to improve security at their workplace or buildings they visit. securityindustry.org

SIA's Latest Security Market Index Shows Returning Confidence
The September/October 2020 Security Market Index (SMI), released by the Security Industry Association (SIA), shows that after May/June 2020’s low SMI in the midst of the coronavirus pandemic, the industry is returning to confidence, a trend that was seen also in the July/August SMI report. The index’s goal is to provide a macro-view of confidence levels in the security industry every two months while closely examining nine specific business measures:

This month, 29 percent rated current business conditions as “excellent,” 35 percent said they were “good,” 24 percent said they were “average,” 12 percent rated them as “fair,” and no one said conditions were “poor.” In July, 6 percent of respondents said conditions were “excellent,” 44 percent said they were “good,” 22 percent said they were “average,” 6 percent said they were “fair,” and 22 percent said conditions were “poor.” sdmmag.com

Online Will Surge 40% While Retailers Struggle to Hit 2%
As the pandemic's challenges continue, retailers will see modest sales growth of less than 2% year over year this holiday season, compared to 4.1% growth on average over the last decade, according to commercial real estate firm CBRE.

● E-commerce will help a lot, with expected growth in November and December of more than 40%, well above the 14% record growth last year, while brick-and-mortar sales will decline, bringing online retail's share of sales in that period to 39%, according to a report sent by email.

Two-thirds are still planning annual bonuses despite the pandemic

The survey of 705 U.S. companies, which together employ 14.3 million people, was conducted in late September.

Consultancy Willis Towers Watson's 2020 North American Compensation Planning Pulse Survey found that 35 percent of employers reduced their projected 2021 salary increase budgets from earlier projections while 50 percent kept them intact.

All employee groups other than executives are projected to receive salary increases of 2.6 percent in 2021, the survey showed. Those include managers, nonexempt salaried employees and hourly employees. Executives are projected to receive slightly smaller increases, averaging 2.5 percent.

Before the pandemic, many employers expected average pay increases for 2021 to exceed 3 percent across all employee groups. shrm.org

UK security company G4S says Allied Universal is considering a bid,
as it tries to fend off takeover attempt by GardaWorld

G4S, the UK security company fending off a £3bn hostile takeover attempt by Canada’s GardaWorld, said on Friday that a US competitor Allied Universal Security Services had approached it about a potential offer.

Allied Universal, a California-based security company with 200,000 staff in the US, Canada, Mexico and the UK, had made an “expression of interest” about a possible offer, G4S said in a statement.

The intervention by Allied Universal caps a week in which the battle between G4S and GardaWorld has become increasingly acrimonious. In a series of bitter exchanges, GardaWorld said that G4S was “deeply troubled” and needed “a new owner, not a face-saving change of management or a shake-up of the board”.

G4S shot back, claiming that its Canadian suitor was “lossmaking” and “needs a transformative acquisition in order to realise its aspiration to be a global company”. ft.com

In the coming fiscal year, the Bureau of Alcohol, Tobacco, Firearms and Explosives plans to expand its data analytics to improve its investigative capacity, including the ability to respond to rising gun store robberies and burglaries, according to the agency's CIO. "We have really just started pushing data analytics within ATF," said Roger Beasley, the agency's CIO. In the coming fiscal year, Beasley said the agency will move to unify its many data pools, with the goal of giving its agents a more granular picture of the data housed in its systems. "We have many systems across the bureau, like any other federal agency. They are individual pots of gold if you can pull it all together and begin to mine that information. Up until this point, we really did not exploit that," he said in remarks during an Oct. 8 AFFIRM online cybersecurity event.

Gun store robberies and burglaries, said Beasley, are a good example of where data analytics can help ATF agents in real time. The agency has documented that gun store break-ins have been growing at an alarming rate for years, with hundreds of stores hit every year.

eBay Taking SHOP SAFE to the Next Level


eBay to guarantee the authenticity of collectible sneakers
The online platform announced that it will fully vet and verify all new and preowned sneakers. eBay is applying the Authenticity Guarantee this month to most of the most popular sneakers sold on the site with plans to have it cover all shoes in the category sold for $100 or more by early next year. The move by eBay follows an earlier announcement that it was canceling selling fees on sneakers bought in the same price range.

“eBay operates the world’s most diverse sneaker marketplace — with the widest selection and best prices — and by removing any uncertainty with the buying process, our community can buy and sell with total confidence,” said Jordan Sweetnam, SVP and general manager of eBay North America, in a statement.

With the Authenticity Guarantee program, sneaker sellers ship purchased shoes directly to a facility operated by Sneaker Con, an independent third-party facility, that authenticates the items and expedites shipment to customers. For sellers who are part of the program and accept returns, eBay verifies any sneakers that are sent back as well as the condition in which they are being returned.

The decision by eBay to offer its sneaker guarantee follows a similar program covering watches sold in the U.S. for $2,000 or more.

Earlier this year, Rep. Jerry Nadler (D- NY) introduced legislation known as the SHOP SAFE (Stopping Harmful Offers on Platforms by Screening Against Fakes in E-Commerce) Act 2020 that had five co-sponsors, including two fellow Democrats and three Republicans. The legislation, if passed, would shift liability for the sale of counterfeit goods to online platforms unless they performed a set of best practices designed to identify and take action against bad actors.  retailwire.com
 



Texas woman sent to prison for $3.8M 19-year internet stolen merchandise scheme
PROACT partnering with our retail partners since 2014 investigating a family’s Organized Retail Crime conspiracy has finally come to a head. Kim Richardson pleaded guilty on Dec 17, 2019, she was sentenced October 1, 2020. 54 months in Federal Prison and $3.8 million in restitution.

As part of her plea, Richardson admitted she participated in a conspiracy that spanned from August 2000 through April 2019. During that time, she shoplifted items as she traveled throughout the United States. She would then sell the stolen merchandise to buyers on eBay and via direct internet sales and sent it to them via the U.S. mail, Federal Express and United Parcel Service. How did you end up at NIST working on usable cybersecurity?
I am the lead for the NIST Usable Cybersecurity Program, where I conduct research at the intersection of cybersecurity and human factors. My background was originally in computer science. I worked as a cybersecurity professional in the Department of Defense for over 20 years doing vulnerability assessments, writing security guidance, and, in general, focusing on trying to convince organizations to implement various security best practices. That led me to come to NIST as a guest researcher to work on usable security projects back in 2016. I loved the work and organization so much that my 6-month detail turned into 18 months! I was then fortunate enough to be hired directly by NIST in the spring of 2018.

Please discuss NIST’s resources for telework/remote work? What are some important steps people can take to ensure their devices are safe while working at home?
NIST has some great security resources for both teleworkers and organizations supporting telework. Antioch, CA: Police Arrest Three After Retail Theft from Walgreens
On Sunday, Antioch Police responded to a report of a retail theft in progress at Walgreens after suspects were observed inside a store loading garbage bags full of merchandise. The incident occurred at 4:42 pm at Walgreens on Deer Valley Road where 3 female larcenist were filling bags with items from the shelf. Upon arrival, police officers located the suspects in the parking lot as they were inspecting the items inside the bag. New Orleans, LA: One dead, another critically hurt after 'stupid' shooting in Oakwood Center mall parking lot
One man is dead and another is in critical condition after a shooting Sunday afternoon in the parking lot of the Oakwood Center shopping mall in Terrytown. Jefferson Parish Sheriff Joseph Lopinto said the shooting occurred on the southwest side of the mall property at about 3:40 p.m. and that multiple rounds were fired. Officers working a detail at the mall found the two victims inside a car in front of the food court entrance. The victims had driven there after the shooting, which took place on the other side of the building. The man in the passenger seat was dead, while the driver was taken to the hospital for surgery, Lopinto said. Authorities did not immediately know the identity of the victims or who shot them. It is also not clear whether the two victims returned a gunfire. Lopinto said it was fortunate that no bystanders were injured, but that the brazen nature of the shooting was troubling nevertheless.  nola.com
