Conference:
Is Research Really Working?

The vibrant University of Florida campus is definitely a different environment
for an industry conference but it’s fitting for the Loss Prevention Research
Council (LPRC) IMPACT conference. The annual IMPACT conference kicked-off
Monday, September 30 with the traditional welcome reception of cocktails and
hors d’oeuvres. The highlight of the evening was the unveiling and subsequent
tours of LPRC’s new Innovation lab. This lab was explained as a new opportunity
for retailers and solution providers to test multiple different ideas without
the increased expenses or long-term wait.
The 2019 theme of IMPACT is “Trust” and the keynote speaker was Angela Nino,
CFI, founder of
Empathtic Workplace. Nino discussed the science of empathy and its role in
establishing trust with both peers and employees. She also spoke about treating
people with dignity, especially during the interviewing/interrogation process
and ultimate separation from the company.
Dr. Read Hayes addressed the crowd of more than 400 loss prevention
professionals and solution providers discussing the theme of why trust is so
important to retail consumers. The agenda continued with Jordan Burchell,
innovation manager of LPRC, discussing the newest capabilities of research with
Randy Dunn, Director of Sales from Sensormatic Solutions and Lincoln LeFebvre,
Senior Manager, Field Asset Protection of The Home Depot.

information to be shared across all parties. Additionally, all parties work with
both local and federal law enforcement to keep open lines of communication about

Bloomingdale Loss Prevention Agents Stole $260K in goods
Two Bloomingdale's security guards are facing felony charges Wednesday after,
police said, they used their position to steal more than a quarter-million
dollars in merchandise from the
Roosevelt Field mall store in East Garden City.
Nassau County police are still searching for an accomplice. Police said Teron
Butcher, 29, and Kenneth John, 30, both of Springfield Gardens, Queens, were
arrested at Bloomingdale's at 12:20 p.m. Tuesday. Butcher and John are each
charged with three counts of third-degree burglary and one count of
second-degree grand larceny. Additionally, Butcher is charged with third-degree
grand larceny, while John also is charged with third-degree criminal possession
of stolen property. Both face arraignment Wednesday in First District Court in
Hempstead. It was not immediately clear if Butcher or John were represented by
counsel.
Third Squad detectives said that
while employed as a loss prevention agent at Bloomingdale's, Butcher
"manipulated cameras" to allow John, who also was employed as an anti-theft
agent, to "remain in the store after hours undetected."
After altering those cameras on Sept. 22, police said, John and the accomplice
"removed assorted merchandise" from the store. Police did not detail the
merchandise taken and said only that an investigation determined Butcher and
John were also responsible for additional larcenies that occurred on "multiple
dates." The dates of the other alleged offenses were not provided by police.
Police said the value of the stolen merchandise was in excess of $260,000.

A federal lawsuit accuses Utah-based Overstock.com, its controversial ex-CEO
Patrick Byrne and another departing executive of securities fraud tied to
Byrne’s recent sale of over $102 million in company stock.
The class-action suit accuses Byrne, the online discount retail company he led
until August and the firm’s former Chief Financial Officer Gregory Iverson of
making false, misleading and “bizarre” statements and concealing information in
a way that artificially inflated Overstock’s share prices prior to a series of
sales that culminated in mid-September.

Nike CEO Linked to Doping Scandal
According to emails contained in a decision by the American Arbitration
Association in a case between U.S. Anti-Doping Agency and the Nike-backed
running coach Alberto Salazar, CEO Mark Parker and other top Nike officials were
briefed on several occasions between 2009 and 2011 regarding medical experiments
being conducted to determine the effects of performance-enhancing drugs and how
much of the substances could be used by athletes without being detected.
After the decision came down, USADA announced on Monday that it had barred
Salazar from track and field for four years for violating antidoping rules. The
USADA report shows how Parker, an avid runner who was known to obsess over small
details as a shoe designer but was not known to be a micromanager as the chief
executive, took a keen interest in some of the experiments involving a group of
elite runners at the Nike Oregon Project.

Half of the apparel sold at the holidays is returned
Returns a 'ticking time bomb' for the New Year
In a report emailed to Retail Dive, business-to-business marketplace B-Stock
revealed that 11% to 13% of holiday purchases are returned, that 20% of all
returns take place at the holidays and that it costs twice as much to process an
online return as it does to sell it, though it should be noted that B-Stock is a
solutions provider for returned inventory.
A lot of those returns are clothes, with "women's
trendy apparel" topping B-Stock's list of most returned merchandise from Q4
sales.
The category during Black Friday last year saw the biggest increase in orders
year over year, a whopping 450%. In fact, half of Americans said they expected to return
clothing they bought or received over the holidays, according to a
survey from 3-D body scan platform BodyBlock AI.
"Return problems are getting worse because
more and more business is moving online,
where consumers cannot try on clothing to evaluate fit prior to purchase....this
makes for a[n] error-prone relationship with respect to apparel fit."
Indeed, retail analyst Natalie Berg, founder at NBK Retail, thought more
retailers would make progress this year, and calls
the problem of returns "a ticking time bomb" for the New Year.

Cybersecurity Programs Shown to Have Tangible Value in M&A Assessments
The
Cybersecurity Assessments in Mergers and Acquisitions report, which
surveyed 250 U.S.-based professionals with mergers and acquisitions (M&A)
expertise, was created to discover how cybersecurity programs and breach history
factor into the dollars and cents valuation of companies during a potential
purchase. 96% of respondents indicated that cybersecurity readiness factors into
the calculation when they are assessing the overall monetary value of a
potential acquisition target.
Survey respondents unanimously agreed that cybersecurity audits are not only
commonplace but are actually standard practice during M&A transaction
preparation. The research also found that the results of such due diligence can
have a tangible effect on the outcome of a deal, both in terms of overall value
and even whether a deal is completed or not.
Among the major findings:
• 77% of M&A experts have recommended
one acquisition target over another based on the strength of a cybersecurity
program
• 57% of survey respondents said an
acquiring company they work with has been surprised to learn of an unreported
data breach during the audit process; Nearly half (49%) indicated that they had
witnessed a merger or acquisition agreement fall through as a result
• 52% of respondents indicated that
the share value of publicly-traded clients has been negatively affected as a
result of an acquired company’s post-acquisition data breach

Incident Pruning, Cutting a Path to More Effective Investigations
"Incident pruning" may not be a term you're familiar with, but it is an
important process that helps keep investigations from becoming unwieldy and
unproductive because of too much data or too many possibilities to pursue.
Incident pruning involves removing "dead end" investigation paths during an
incident that have been deemed benign, irrelevant or out of scope. The practice
goes hand in hand with
visualization, a capability that helps us see which threads to pull
that will lead us to what is happening or has occurred. Incident pruning
enhances visualization, allowing us to have a clear view of these threads - a
view that isn't blocked by unnecessary information.
There are two variations of incident pruning: incident deadheading and incident
thinning. Deadheading involves stopping an investigation path and deleting data
that isn't viable or returns negative findings. Thinning involves removing less
relevant data from that particular investigation's visualization, but keeping
it. Should the data become pertinent at a later time to another investigation,
it can then be shared globally.
Incident pruning is an important, foundational activity, but it sometimes gets
overlooked. As you search for ways to enhance your security processes, here are
five things you should know about incident pruning and how to apply it to
improve investigations, threat hunting and incident response.
1. Whether to remove data or track and archive it.
2. When to engage in pruning.
3. Managing the pruning process.
4. The role of automation in pruning.
5. The stages of an investigation that benefit from pruning.

‘These are serious times’: Shoplifting up 77% in Winnipeg
Thieves are becoming 'more organized'
Shoplifting is so rampant in Winnipeg’s stores that national retailers pause
before opening stores downtown and police data shows a startling rise over the
past year. Winnipeg saw a 77 per cent increase last year in the theft of store
merchandise under $5,000, according to police data. “Every retailer deals with
theft in one degree or another,” John Graham from the Retail Council of
Canada (RCC) said.
Across the country, Canadian retailers lose more than $7.8 billion a year to
shoplifters, according to the RCC. It’s happening in grocery stores, clothing
stores and drug stores. No store is immune. Many Canadian companies
say their downtown Winnipeg store is one of their top stores for shoplifting
across the country, according to data provided by the RCC.
It has gone beyond just a crime of opportunity, Graham said. Thieves have become
more organized and now often go in with a particular list of items they are
looking for. Many stores have multiple security guards, some even hire
special police constables. However, now even more than ever, retailers are
investing hundreds of thousands of dollars, if not millions, in being proactive
instead of reactive.

Liquor store theft rate 'high as its ever been': Manitoba Liquor and Lotteries
"We are shocked to see brazen acts of theft
occurring so openly all over the city," the corporation says
Manitoba
Liquor and Lotteries says despite its efforts to keep illegal activity in check,
the rate of thefts and robberies at liquor stores in Winnipeg is "as high as
it's ever been." The Crown corporation implemented new initiatives in March
of this year to help curb theft from its liquor stores, but said in a release
Sunday that people are brazenly stealing in spite of these changes.
Earlier this week, five teenage girls were arrested after Winnipeg police say
they attempted to steal bottles of liquor from a liquor mart.
Curbing shoplifting at liquor stores
In 2017, there were approximately 658 thefts in Manitoba Liquor Marts reported
to Winnipeg police. In 2018, the number jumped to 2,602 — a spike of nearly
300 per cent. By May, Manitoba Liquor & Lotteries said theft and robbery
incidents had dropped 23 per cent. It also said there was a 55 per cent drop in
bottle theft, and a 20 per cent increase in the number of arrests following the
new measures.
The corporation's security push included putting loss-prevention officers in
stores during peak times, checking customers' ID at the front door of Liquor
Marts, using bottle locks and lockable shelf cases and requiring customers
to ask staff for high-value bottles.

‘We have baseball bats’: Winnipeg grocer not taking chances with shoplifters
Store owner says show of force has stopped thefts
A local grocer isn’t taking any chances with what he calls a ‘ridiculous’
upward trend when it comes to shoplifting. Food Fare’s Munther Zeid told 680
CJOB he’s not prepared to lose product the way Liquor Marts have over the past
year, so his staff take a proactive approach to tackling crime.
“It’s no secret. We approach them armed. We have baseball bats, and all we
want is our product back," he said.“When they see a sign of force, they’re
actually handing over the product with no issues.”
Zeid said meat and cheese have become high-target items at his stores,
with between 25-30 shoplifters being caught in a week – at a single location.

Opens Cyber Operations Center in Orillia, Ont.
Ontario Provincial Police (OPP), our state police equivalent, on Sept. 30 opened
a state-of-the-art facility dedicated to cyber operations at its headquarters
in Orillia, Ont.
The centre houses a diverse mix of uniform, special constables and civilian
members who possess highly-technical skill sets required to assist with search
warrants, collect evidence or provide sophisticated digital analysis for
investigators. Lodged in various locations within OPP General Headquarters in
Orillia since 2018, this modern workspace will support the continued sharing of
knowledge, expertise and equipment in a facility custom modified to meet the
organization’s needs. The OPP Cyber Operations Centre is now home to the Cyber
Operations Section, which includes the Cybercrime Investigations Team, the
Digital Forensics Unit and Forensic Video Analysis Unit.
“The ... centre will allow the OPP to host all of its cybercrime
investigative and forensic digital evidence resources under one roof.
Equipped with advanced technology, the facility will support more than 50
staff who will apply their expertise to support criminal investigations,
performing tasks that will provide crucial evidence for both investigators and
prosecutors.”
In addition to cyberbullying, child sexual exploitation, human trafficking,
hacking, identity theft, online fraud and ransomware, most criminal
investigations rely on the recovery and analysis of some type of digital
evidence — whether device-based or Internet-based.

Surrey, BC: One man killed in a targeted gas station shooting
One person is dead after being gunned down inside a Mercedes parked at a Surrey
gas station on Saturday evening. The victim was inside a vehicle parked at a
Mobil gas station at 188th and Fraser Highway, when an assailant fired several
shots into the vehicle around 6 p.m. on Saturday.
“Saturday’s shooting happened in broad daylight, at a gas station with shops
nearby. I am thankful that innocent bystanders were not hurt in this latest

Montreal, QC: Store clerk violently robbed, slashed with knife & burned by
molotov cocktail
According to SPVM spokesperson Jean-Pierre Brabant, a man entered the store with
the intention of robbing the depanneur clerk and then threw a firebomb on the
ground, likely due to the clerk's unwillingness to cooperate. In addition to the
firebomb, the man was also armed with a sharp object, which he managed to cut
the clerk with on his hand after throwing the firebomb. The robber managed to
get away with cash from the register and then apparently fled on foot.

Winnipeg, MB: 5 teenage girls arrested after liquor store theft
Five teenage girls were arrested and charged this week, after Winnipeg police
say they attempted to steal bottles of liquor from a Manitoba Liquor Mart on
Wednesday evening. The five teens, whose precise ages were not disclosed, were
charged at the scene with theft under $5,000. Some of the product was recovered,
but Carver wasn't able to say how much of it, or how much it was worth. A still

Amazon Launches New Program To Prevent eCommerce Fraud
In its ongoing efforts to prevent fraud on its site, on Tuesday (Oct. 1) Amazon
announced a new program to help sellers make sure their products won’t be copied
or counterfeited,
according to reports.
Dubbed the Intellectual Property Accelerator, it helps small- and medium-sized
businesses (SMBs) connect with law firms that deal with intellectual property
(IP) and trademarks. Participating sellers will get discounts from the firms,
and when they file for trademarks, they will be able to use Amazon’s fraud
prevention tools.
Amazon’s VP of Customer trust and Partner Support Dharmesh Mehta said that
around 99.99 percent of what shows up on the site is not
counterfeit, but Amazon wants to raise that number even higher.
“On one end, I can look at that and say the vast majority of what customers are
encountering are genuine, authentic selections,” Mehta said. “On the flip side,
we’re not going to be happy until it’s 100 percent and there’s zero
counterfeit.”
Mehta said Amazon has an active initiative called Project Zero to assist with
that very goal. The program includes tools that continuously scan the site and
get rid of what are deemed to be counterfeit items. It also allows sellers to
get rid of bogus items themselves, as well as to parse out serial numbers to
ensure authenticity.
Mehta said the system works well; for every item removed by a seller, Amazon
removes 400 more.

Millennials Report Losing $71M To eCommerce Fraud In Two Years
Twice as Likely to Be Victimized by Online Shopping Scammers
A new report by the Federal Trade Commission (FTC) has revealed that
millennials are 25 percent more likely to report losing money to fraud than
consumers ages 40 and over.
The FTC’s latest Consumer Protection Data Spotlight shows that millennials (ages
20-39) are twice as likely to report losing money to online shopping fraud
than their older counterparts. Online shopping fraud reports include complaints
about items that are never delivered or are not as they were advertised.
The top five frauds to which millennials report losing money are online
shopping frauds, business imposters, government imposters, fake check scams
and romance scams.
Millennials have reported losing nearly $450 million to fraud in just the past
two years. Of that, online shopping accounted for $71 million in reported
losses.
Craigslist and eBay are among the most profitable platforms for fraudsters,
attracting people with authentic-looking ads for concert tickets, used cars and
more, the article said. The average loss was $600.

Jefferson County, CO: Ringleader of metro area ID and theft ring sentenced to 24
years in prison
On
Monday, a Jefferson County jury in August found Michael Mancuso guilty of 43
counts, including violation of the Colorado Organized Crime Control Act for
engaging in a pattern of racketeering. Seven co-defendants were indicted and
convicted in the case. Prosecutors described Mancuso as a ringleader of the
criminal enterprise. The ring illegal obtained financial and personal
information of victims, including names, addresses, credit card numbers,
security codes and expiration dates. Using bitcoins purchased at ATM machines,
the group would then go on the dark web and purchase Chase VISA card information
belonging to victims in the metro area. They then purchased goods and services
with the Visa card information, and sell the items to pawn shops and second-hand
stores for cash.

Brooklyn, NY: NYPD busts 3 Armed thieves caught red-handed while raiding
cellphone store; over $30,000 of merchandise recovered
Three masked thieves held seven people hostage during a raid at a Brooklyn
cellphone seller’s warehouse, but were promptly rounded up when one of the
captives escaped and called police, officials said Tuesday. The crew of crooks
had already packed up about $30,000 worth of cellphones and other electronics at
the Enjoy Technology on 37th St. near Third Ave. in Sunset Park about 8:30 p.m.
Monday when police interrupted the pillage and plunder after getting the frantic
call from one of the panicked hostages.

Boulder, CO: Credit card thief goes on $23,000 shopping spree at 3 Apple Stores
in 90 minutes
Police
in Boulder are asking the public for help identifying a man accused of stealing
a King Soopers shopper’s credit cards and then going on a shopping spree at area
Apple Stores. The victim was at shopping at a Boulder King Soopers, when they
left their cart and wallet unattended for a short period, police said. The
victim returned to their cart but didn’t immediately notice the theft until they
began receiving purchase notifications on their phone. After swiping the cards,
the thief was able to make purchases totaling more than $23,000 at three
different Apple Stores in 90 minutes, police said. On Tuesday, Apple loss
prevention was able to provide police still images of the man suspected of
stealing the cards.

Fayetteville, NC: Driver hit 2 men in intentionally outside c-store, killing 1
A man was killed and another was injured when a driver intentionally struck them
with a vehicle in the back at a convenience store in Fayetteville. The two men
were hit at Quick Stop Discount Tobacco after a verbal argument broke out about
cigarettes or drugs, police said. Police were searching for the vehicle but
hadn't released a description of it.

Rapid City, SD: South Dakota Supreme Court considers 90 year sentence in C-Store
murder
The
90-year sentence for a Rapid City man who pleaded guilty to killing a
convenience store clerk when he was 17 comes before the South Dakota Supreme
Court Tuesday morning. Carlos Quevedo is now 20 years old and pleaded guilty to
second degree murder in the stabbing death of Kasie Lord at the Loaf and Jug on
Mount Rushmore Road back in January of 2017. Quevedo's attorney, Paul Eisenbraun,
argued Tuesday that the sentence amounts to a life sentence, making it
unconstitutional for a crime committed by a juvenile. He says that sentence does
not give Quevedo meaningful opportunity for release. Assistant attorney general
Ann Meyer argued that Judge Heidi Linngren considered all the necessary factors
in handing down the sentence. She also says that since Quevedo is eligible for
parole when he's 62, the sentence does not exceed life expectancy and therefore
isn't cruel and unusual punishment. The justices will rule at a later date.

Bellingham Police had to fire bean bags while making an arrest Saturday evening
of a man suspected of robbing the H&M clothing store
at Bellis Fair Mall at gunpoint. Brian Andy Pantoja, 19, was booked into Whatcom
County Jail Saturday, Sept. 28, on suspicion of obstructing a police officer,
first-degree robbery, felony harassment and third-degree theft. Jail records
show he is being held in lieu of $100,000.

Cumberland County, PA: Police seek to ID woman accused of going on shopping
spree with stolen credit card at Capital City Mall

Allen Township Police are seeking help in identifying a woman accused of using a
stolen credit card to make purchases at several stores at the Capital City Mall
on Sept. 22. The woman’s shopping spree lasted from noon to 4 p.m., police say.
She allegedly bought more than $1,340 worth of merchandise with the victim’s
credit card, and allegedly attempted to make another $2,000 worth of purchases
at Dick’s Sporting Goods, but the card was declined, police say. The victim
believes her credit card was stolen the night before at a restaurant in
Bethlehem, police say.

fan $724 for two beers
Instead of running the fan's credit card through the Hard Rock Stadium-provided
device, vendor Nathaniel Collier ran it through his personal card reader and
tried to charge $724. But the transaction showed up with his name on it, and
that didn't end well for him.

Two men sentenced to 9 years for Memphis firearms theft
Two Illinois men have been sentenced to a total of 109 months in federal prison
for transporting and possession of stolen firearms. U.S. Attorney D. Michael
Dunavant announced the sentence today. On September 30, 2018, Memphis Police
responded to a theft at the United Parcel Services facility. Three hundred and
twenty-two (322) Ruger .380 caliber pistols and forty-four (44) Ruger .22
caliber pistols were stolen from a shipment of firearms. Roland Jackson, 25, and
Taveyon Turnbo, 19, both from Chicago, removed the firearms from a
tractor-trailer and loaded them onto a U-Haul van and drove back to Illinois.

It's all in the prep! What an understatement. Preparation is the footer to all
successful programs, trips, interviews, rollouts, virtually everything. Quite
frankly, it's also the lack thereof that leads to most failures. One cannot over
prepare for anything you do, but the key is, once prepped, having the faith in
yourself to pull it off. There's an imaginary line you cross when you get close
to the time you have to perform where you've got to put down the prep and relax
right before the game starts so to speak and just rely on your memory and
instincts to kick into gear. It's almost like you need time to let your brain
take a break right before the gun sounds so you can allow your focus to take
hold and your instincts to take over. Prep-Focus-Perform, what a rhythm!
