Georgia’s governor on Monday declared a state of emergency and authorized the
activation of up to 1,000 National Guard

A statement from
Gov. Brian Kemp’s office says troops will provide support at certain locations
including the Capitol and governor’s mansion, freeing up state law enforcement
resources to patrol other areas.
“Peaceful protests were hijacked by criminals with a dangerous, destructive
agenda. Now, innocent Georgians are being targeted, shot, and left for dead,”
the Republican governor said. “This lawlessness must be stopped and order
restored in our capital city.”

Mayor
de Blasio and top NYPD brass publicly clashed Monday over the reasons behind a
horrifying surge of gun violence over the weekend — and things between Hizzoner
and police leadership are even more tense behind the scenes, sources told the
Daily News.
While top cops largely blamed recent police reforms for the citywide carnage
that left nine dead and more than 50 people shot, the mayor sought to take a
wider view.
“We need laws that make sense,”
Police Commissioner Dermot Shea
said on NY1. He went on to
call the City Council’s recently passed bill banning chokeholds “insane,”
saying, “Police officers should not have to worry more about getting arrested
than the person with the gun that they’re rolling around on the street with.”
Shea also blamed the city’s
recent policy of releasing hundreds of inmates from the Rikers Island jail
complex — a move aimed at preventing the spread of coronavirus
— for the July Fourth weekend mayhem.
At a press conference later in the morning, de Blasio said, “There’s not one
cause for something like this. The court system is not working, the economy’s
not working, people have been pent up for months and months — so many issues
underlying this challenge.”
He promised the city would take a
multi-pronged approach to stemming the violence, including by “doubling down” on
neighborhood policing initiatives.

In large cities across America, murders are up sharply,
while other violent crimes have decreased
The national numbers for murder and other types of violent crime rarely move in
opposite directions. But this is no ordinary year.
Overall crime is down 5.3 percent in 25 large
American cities relative to the same period in 2019, with violent crime down 2
percent.
But murder in these
25 cities is up 16.1 percent in relation to last year.
It’s not just a handful of cities driving this change, either.
Property crime is down in 18 of the 25 sampled
cities, and violent crime is down in 11 of them, but murder is up in 20 of the
cities.
The F.B.I. doesn’t supply recent crime statistics, so we collected
Uniform Crime Report (U.C.R.) data for these cities (each with over 250,000
people), which reported data at least through the end of May. Crime in the
report is divided into violent crime — murder, aggravated assault, rape and
robbery — and property crime composed of theft, auto theft and burglary.
Homicides usually rise in the summer, which coincided this year with many people
emerging from pandemic lockdown. In one recent weekend in
Chicago, 14
people were killed and
at least 106 people were shot, the most in eight years.
And as The New York Times
reported recently: “It has been nearly a quarter century since
New York City
experienced as much gun violence in the month of June as it has seen this year.”
(On Sunday, there were at least
nine killings in the city.)
An additional 11 cities provide year-to-date murder data.
Murder is up 21.8 percent
in all 36 cities with 2020 data through at least May,
with 29 of those cities seeing an increase this year relative to last year.
How often do murder and other types of violent crime move in opposite
directions? There have been only four years since 1960 (1993, 2000, 2002 and
2003) when murder increased but overall violent crime decreased nationally, and
the increase in murder was small in each of those years.
The average absolute difference between the
national change in murder and violent crime since 1990 has been just 2.2
percent, so a big increase in murder nationally while violent crime falls is
almost unheard-of.
But this year has been distinct in many ways, because of the pandemic and
because of the protests and civil unrest after the death of George Floyd in
police custody.

Gun background checks hit record high in June, a metric for gun sales, FBI
reveals
Historic numbers of background checks to purchase or possess a firearm were done
in June, a trend in a year marked by uncertainty over the coronavirus pandemic,
a subsequent economic recession, protests over racial injustice and calls to
reduce police funding.
FBI numbers released Wednesday show that
3.9 million background checks were conducted last month, the most since the
system was created in November 1998 to
ensure felons and other prohibited people could not buy or possess a firearm.
The previous monthly record came in March, when 3.7 million checks were done.
Each week in June is now in the top 10 weeks for background checks.
Halfway through 2020, just over 19 million
checks have been done, more than all of 2012 and each of the years before that.
Background checks are the key barometer of gun sales, but the FBI’s monthly
figures also incorporate checks for permits that some states require to carry a
firearm. Each background check also could be for the sale of more than one gun.

RILA sends letter to state governors asking
for face mask requirement nationwide
in response to customer hostility to front-line workers
The
Retail Industry Leaders Association, which represents Target, Home Depot and
other major chains, says different rules around the country have made it
confusing for shoppers and often lead to conflict between customers and workers
trying to enforce store rules. Videos on social media have shown shoppers
getting angry when employees ask them to wear a mask.
“Retailers are alarmed with the instances of hostility and violence front-line
employees are experiencing by a vocal minority of customers,” said RILA
President Brian Dodge.
In a letter sent Monday to the National Governors Association, the RILA asks
governors to require face mask wearing nationwide. Fewer than half of U.S.
states require face mask wearing in public, according to the RILA.
The Centers for Disease Control and Prevention recommends people cover their
mouth and nose when shopping to help reduce the spread of the virus that causes
COVID-19.

Trump administration releases list of companies that received most money
from small business bailout loans
The Trump administration, under pressure to reveal which companies received
loans from a $660 billion program intended to keep small businesses afloat, on
Monday
released data. The detailed information from the Paycheck Protection Program
was confined to companies that received loans of more than $150,000. The
administration said 86.5 percent of the loans were for less than that amount, so
the snapshot captured only one sliver of businesses that tapped funds.
Restaurants, medical offices and car dealerships were the top recipients of
large loans from the program. More than 40,000 full- or limited-service
restaurants received loans worth as much as $32 billion, according to the
ranges provided by the government.
Nearly 5,000 businesses received individual loans between $5 million and $10
million. The administration included ranges for the amounts, not specific
figures. And the figures did not include details on the roughly $30 billion
in loans that were returned as companies
realized that they were not eligible for the program, worried that they
couldn’t meet program requirements or reacted to a
public outcry about big firms getting funds.
Washington lobbying shops, high-priced law firms and special-interest groups
also received big loans, according to the administration, the latest indication
of how the government’s centerpiece effort to shore up mom-and-pop shops set off
a race by organizations far afield from Main Street to secure federal money. The
disclosure could further fuel outrage toward the program, which has been
complicated by revelations that large, publicly traded companies were taking big
loans and concerns that it might leave borrowers saddled with debt.

retail. Corporate employees will also participate in Conscious Leadership
training. The retailer, which sells multi-branded beauty products in 490 stores
across the Americas, has been recognized as an industry leader in terms of its
diversity, equity and inclusion (DEI)
efforts. The current national study on racial bias in retail has been in
development since November 2019, well before it became popular to highlight such

second automated-checkout grocery store on
Seattle's Eastside and is hiring managers

The commerce giant’s grocery strategy is also advancing on another front, with
new locations of its
conventional checkout grocery stores
coming to Seattle, California, and the Chicago and Washington, D.C., areas.
The company says on its website a Go Grocery store is “coming soon” to what was
formerly a Sears automotive building in Redmond near its border with Bellevue,
where it is also adding corporate offices. Amazon opened its first Go Grocery on
Capitol Hill in Seattle this year after a lengthy development period, its latest
move in an ongoing effort to capture more of consumers’ grocery budget.

of the Go convenience stores it began
testing publicly in late 2016 and which now number 26 locations in Seattle, New
York, Chicago and San Francisco, though several are temporarily closed. The

Modern Solutions for Mitigating Fraud in a Shifting Economic Climate
COVID-19 forcing acceleration of digital transformations and mobile
platform adoption
Prior to the COVID-19 pandemic, 63% of consumers said they referenced their
mobile phones as a resource while shopping in stores. Today, due to the lack of
face-to-face interactions resulting from COVID-19, we’re seeing a rapidly
accelerated adoption of eCommerce as a marketplace. The week following the
pandemic declaration, eCommerce traffic increased 23% and it’s unlikely this
trend will slow as companies look to reopen brick-and-mortar stores.
Fraudsters have also noticed this shift, and have been quick to exploit
merchants grappling with how to manage the surge in online volume. In a recent
consumer survey by TransUnion (Formerly iovation), 29% of consumers indicated
that they had already been targeted by digital COVID-19 scams. These attempts
are especially concerning because breached personal data and compromised
credentials harvested from such attacks are just a step towards perpetrating
other types of fraud.
As fraud continues to grow in sophistication, so are the strategies required to
successfully mitigate such attacks. Here are three solutions discussed
at
RH-ISAC's recent Digital Fraud Working Group to help mitigate fraud in the shifting economic climate:
1: Assume that bad actors have perfect information.
The days of assuming that a customer is “good” due to having perfect information
are behind us. Fraudsters are now succeeding at mimicking the behavior of good
customers to commit account takeover (ATO) and other types of fraud. In 2019
alone, there was a 347% increase in ATO, a number we’re sure to see climb as
credentials are compromised due to phishing scams. Layering in additional
methods of authentication helps mitigate risk throughout the customer journey
while still maintaining a great customer experience.
It’s important to consider that not all points throughout the customer journey
hold the same level of risk. For lower risk transactions, you should avoid
adding unnecessary friction. Adding device-based authentication is a simple
solution that utilizes the consumer’s device as a transparent second factor of
authentication, and can easily be layered on top of current authentication
methods such as one-time passwords or username and password combinations.
To protect higher risk transactions including large purchases, changes in
account details, or outreach to call centers, utilizing mobile multifactor
authentication (MFA) provides a comprehensive authentication solution that
utilizes the capabilities of mobile devices that consumers already own. MFA is a
highly secure experience for your customers, offering all three types of
authentication factors: knowledge, possession, and inherence. These factors come
in the forms of various methods such as fingerprint recognition, facial
recognition, PIN code, pattern code and geofencing, making it incredibly
difficult for a fraudster to successfully infiltrate an account.
2: Think beyond checkout and look at every step of the customer journey.
Today’s levels of fraud sophistication go beyond a single point of risk such as
checkout or account changes, which is why a holistic approach is needed to
effectively combat fraud across the entire customer journey. Take the rise of
shipping fraud as an example, which increased 391% from 2018 to 2019.
Fraudsters will successfully take over an account, make minor changes to things
like the phone number or email address, but leave the shipping address untouched
to avoid alerting the merchant that the account has been taken over. Then, the
fraudster may closely track a package and change the shipping address once it
hits the carrier, or even intercept the package at its final destination.
To help combat criminal methods like shipping fraud, there are a number of tools
retailers can utilize, such as adding additional authentication for high risk
transactions or using velocities to uncover unauthorized devices and fraudulent
behavior. Having two-factor authentication solutions in place at key risk points
helps to strengthen security by requiring specified behaviors (like leaving a
package at the door or a purchase over a certain price point) to be authorized
by the customer, and their authorized device, prior to being accepted.
3: Create a friction-right experience that balances security and convenience.
Protecting the customer journey is a constant balancing act of reducing friction
while ensuring account security. The good news? Modern day consumers expect and
value a secure digital transaction experience. Our recent global eCommerce
report revealed that 95% of shoppers view additional identity validation as
positive. Even more compelling is that 63% of consumers report that they’ve
abandoned a transaction due to a poor identification process.
Properly using risk signals to reduce friction for good consumers provides
additional assurances while also helping to reduce false positives. When you
consider that in 2019 there was an estimated 340B in lost revenue from false
positives, this balancing act becomes even more important for the eCommerce
industry. It is critical to look past single anomalies and consider all risk
signals holistically in order to reduce false positives and avoid rejecting good
business.

Report: North Korea targets U.S. retailers for online fraud
Hackers sponsored by the government of North Korea are reportedly stealing
payment card data from customers of U.S. e-commerce retailers.
According to e-commerce security software provider Sansec, members of the
Hidden Cobra hacking group, which the U.S. Department of Justice has
publicly associated with the North Korean government, have been
illegally placing payment skimmers into the e-commerce sites of several
American retailers since at least May 2019.
Sansec analysis indicates the hackers are using “Magecart” attacks, which
install JavaScript on an e-commerce site to collect payment card data and send
it to the attacker every time a customer makes a purchase. Magecart malware
is designed to only run malicious script when a customer purchase is in
progress, making it extremely hard to detect.
The Sansec report says Hidden Cobra has hijacked a number of legitimate websites
around the globe to help extract stolen card data from online retailers and then
transmit it for eventual resale on the dark web.
Retailers affected by the Hidden Cobra hack reportedly
include Claire’s, Focus Camera, and Paper Source. The hackers are
also said to have created a fake Claire’s e-commerce site for the purpose
of fraudulently collecting consumer payment card data.

forward for international law enforcement collaboration. On Friday, July 3, the
Department of Justice announced extraditions of two Nigerian nationals to
face charges related to separate business email compromise (BEC) operations.
Both men are accused of participating in BEC schemes to defraud US organizations
out of millions of dollars.

FTC: Scammers Targeting Online Shoppers Purchasing COVID-19 Related Items and
Supplies
When local stores ran out of the supplies we needed to manage COVID-19,
many of us turned to online sources. According to a new Data Spotlight, scammers
ran online sites and took orders for scarce items, but didn’t deliver.
In April and May, more people reported problems with online shopping to the
FTC than in any other months on record, and more than half of them said they
never got what they ordered.
Reports show that early in the pandemic, shady sellers put up websites offering
hard-to-find products. People ordered facemasks, sanitizer, toilet paper,
thermometers, and gloves.
When customers asked about their orders, scammers said the pandemic was causing
shipping delays, and then stopped responding. When people reported undelivered
orders to the FTC in April and May, facemasks were the #1 missing item.
Reports about online shopping issues aren’t new for the FTC. In fact, the number
of those reports has grown every year since 2015.

Report: Amazon postpones Prime Day until October
Amazon is reportedly delaying its annual Prime Day online sales extravaganza an
additional month, from September to October.
According to
CNBC, leaked internal Amazon emails indicate the e-tail giant is
targeting Monday, Oct. 5 as the starting date for the 2020 edition of Prime Day.
Since initially launching the Prime Day promotion in 2015, Amazon has always
held the event in mid-July.

Dozens of small businesses that handle last-mile deliveries for Amazon received
PPP loans, according to data released Monday. A handful of these businesses,

Albuquerque, NM: SNM gang member targeted several ‘essential’ businesses
A
violent ex-con with the gang name Whiskers landed in Albuquerque just as a new
mysterious virus was creeping into New Mexico and elsewhere. As residents were
told to stay at home to prevent the spread of what became known as COVID-19,
Tony “Whiskers” Gauna allegedly took to the streets to commit a string of
crimes, firing a 9mm pistol during three crimes and even turning the weapon on a
dog, according to a federal criminal complaint. When all but essential
businesses were shut by Gov. Michelle Lujan Grisham’s public health order, Gauna
turned his sights on those stores still open, allegedly committing armed
robberies of a dollar store, a Subway and a Walgreens in Albuquerque.
The weekslong crime spree ended with Gauna’s arrest on May 7 by Albuquerque
police after he was found in possession of drugs and a stolen Ford truck. But
what might otherwise have been a state prosecution of another repeat offender in
Albuquerque took on a new dimension. After his arrest, Gauna’s alleged 19-year
allegiance to the “ultra violent” Syndicato de Nuevo Mexico prison gang as a

Update: Salt Lake City, UT: Two Women Accused Of Robbing $104K In Designer Bags,
Purses
Two California women have been charged with stealing $104,200 in designer bags
and purses from a Salt Lake City store. Court documents filed Monday said Akaija
M’shea-Beverli Elder, 18, and Akaila Elder, 20, were charged with aggravated
robbery in the alleged theft. Charging documents said the women were at The Lady
Bag, in Salt Lake, on Nov. 26 when one of the women distracted an employee and
the other cut security cords off several bags and tried to pull a purse of a
shelf. The employee told one of the suspects to stop and, “the female sprayed
her in the face with pepper spray.” The court document said the women had been
arrested in California in December for a similar crime.

Frazer Township, PA: At least $10,000 worth of stolen items seized from home
Police
said at least $10,000 worth of stolen items were seized at a Frazer Township,
Allegheny County, home on Monday afternoon. A tip from a local Lowes Home
Improvement store led police to his home on Monday. “The officers called me
down and they started initiating the search warrant, they said ‘Chief, you have
to bring down our pickup truck.’ Then when I got here, I called Sgt. Scott and
said also bring our Ram truck down, because we’ll fill them both up,” said
Frazer Township Police Chief Terry Kuhns. Police said they found more stolen
merchandise inside Manino’s home when they executed a search warrant.

Lexington, SC: Three masked shoplifters target the Lexington Target
On Friday, July 3, 2020, three people, two men and a woman, entered the Target
in Lexington. They are suspected of shoplifting electronic items and clothing.

Update: Tulsa, OK: Police seek help in fatal shooting of Tulsa convenience store
worker
The
Tulsa Police Department released surveillance photos Monday of the man they say
fatally shot a convenience store employee during a robbery last week. Homicide
Lt. Brandon Watkins said Muhammad Imran was shot to death outside the Zen-Zel
Convenience Store, 1516 N. Martin Luther King Blvd., while taking out the trash
around 11 p.m. June 23. Police said at the time that two employees were taking
out garbage when a man in a mask approached them and ordered them to get on the
ground. Imran, according to authorities, continued throwing trash into a
dumpster, and the robber shot him in the chest. Afterward, police said, the
shooter ran into the store, stole items and fled on foot.

Del City, OK: Police Identify Shoplifting Suspect Shot At By Off-Duty Officer At
Walmart
After
multiple shots were fired in a Del City Walmart parking lot over the weekend,
officials said the accused shoplifter is now behind bars. An off-duty police
officer working Walmart security tried to stop a man who police said took a few
items without paying for them. Del City police told News 9 they’re still
investigating this incident, but the off-duty officer, who fired his weapon, is
with Langston University. As seen in the video, the officer is seen firing
multiple shots at a car as it speeds away Saturday afternoon. Police said the
driver, 28-year-old Kenneth Lee Simmons, was hit by gunfire. “The suspect jammed
the car into reverse and reversed the car as such and the officer jumped out,
stood behind the car and shot about five or six more times,” said witness John
Hamilton.

Garland, TX: Police Officer shoots, wounds man who was holding store clerk at
knifepoint; telling officers to kill him or he'd kill the clerk
A Garland officer shot and critically wounded a man who was holding a
convenience store clerk at knifepoint Monday morning, police said. Police were
called about 9:15 a.m. to a C-store where a robbery had been reported. When
officers arrived, a man — later identified as 26-year-old Avery Norman — was
standing behind the counter and holding a knife. He “immediately began yelling
to the officers to kill him,” police said in a news release. Norman then moved
to the ground, where he wrapped his legs around the clerk’s body and held the
knife near the man’s neck and chest, police said. According to police, officers
tried to negotiate with him for about 15 minutes but he continued to tell them
to kill him or he’d kill the clerk. He then got up and made the clerk stand up,
police said. When Norman lowered the knife near the clerk’s body, an officer
fired one shot, striking Norman.
