corporate relationships within our community is more important than ever.
Presenting on topics like the current active shooter epidemic, ORC, in-store
violence, and mental wellness sets the tone for the future of our industry and I
was honored to be able to contribute and advance the movement in these important
times.” -Paul Jaeckle, LPC, VP AP, Meijer

The U.S. Crime Surge
The Retail Impact
Cracking Down on ORC Networks & Criminal
Enterprises
NACDS’ Steve Anderson urges inclusion of Inform Consumers Act in legislative
compromise
Anderson emphasized that it is critical to
take action that would crack down on organized retail criminal, or ORC, networks
and criminal enterprises threatening the well-being of the American consumer.
Noting
that criminal networks continue to threaten store teams and consumer safety,
Steve Anderson, president and CEO of the National Association of Chain Drug
Stores, is urging a House-Senate Conference committee to reach an agreement that
includes the bipartisan INFORM Consumers Act in the final legislative
compromise.
With COVID organized theft growing more sophisticated — and criminals exploiting
new opportunities for theft — "NACDS is calling on Congress to prioritize
consumer health and safety, and to help stamp out organized retail crime
before year’s end," Anderson said.
He also emphasized that pharmacies remain a prime
target for organized retail criminals, or ORC, looking to dupe
unsuspecting consumers for their own personal gain and profit.
"In fact, the ubiquity and convenience of NACDS members’ stores have made them
among the most targeted retail industries. NACDS represents traditional
drug stores, and mass merchants and supermarkets with pharmacies — which
collectively operate more than 40,000 pharmacies nationwide," he said.
He went on to say that the COVID pandemic has also gravely increased the risk
of ORC, giving criminals the opportunity to
leverage e-commerce marketplaces to set up fake accounts and sell illicit,
tampered items.
"Fortunately, bipartisan legislation that would help keep pharmacies and
consumers safe from criminal networks has been introduced in the U.S. Senate
and passed in the U.S. House of Representatives as a part of the broader America
COMPETES Act.
Anderson explained that The INFORM Consumers Act — legislation on which
the retail community, law enforcement, consumer groups and even online retail
marketplaces themselves agree — promotes safety, transparency and
accountability by requiring e-commerce marketplaces to verify the identity
of third-party sellers operating on their platforms and provide basic contact
details to customers who may have questions or concerns about the products they
purchase.

Retail Mass Shooting Insurance Rates Spike
Analysis: U.S. mass shooting insurance rates jump as incidents rise
The
cost of buying insurance protection against mass shootings has spiked more than
10% in the United States this year following a string of deadly events, insurers
said.
The United States witnessed 293 mass shootings so far this year,
according to a report by the
Gun Violence
Archive that
defines
them as any event involving the shooting of four or more people other than the
assailant. That compares with 309 the same period last year, but is sharply
up from 240 in 2020.
Demand for such insurance has risen following recent shootings, including
the murder of 19 children and two teachers at a Texas elementary school last
month, the United States' worst school shooting in nearly a decade. Active
shooter insurance typically covers victim lawsuits,
building repairs, legal fees, medical expenses and trauma counseling.
"The number of inquiries we've been receiving over the last few weeks have
definitely spiked ... we haven't been as busy as this ever before," said
Chris Parker, Head of Political Violence and Deadly Weapons Protection at
Lloyd's of London insurer Beazley.
Parker said the insurer had seen a 25% jump in revenue so far this year for
its deadly weapon policy, with a 30-35% jump in inquiries and a
10%-15% increase in rates, driven by the rising
number and severity of gun attacks.
The price of an active shooter insurance policy varies according to location,
safety protocols and the gun laws of the state of residence, insurers say.
Insurers are already charging schools, healthcare institutions and
retail establishments more for cover and prices in
general are 5% to 10% higher than last year, said Tarique Nageer, managing
director, terrorism and political violence at insurance broker Marsh.

Businesses Abandon Chicago Over Crime Surge
Skyrocketing Chicago crime has small businesses, corporations pack their bags:
'Enough is enough'
Violent crime in Chicago is up 35% compared
to last year
A business owner in Chicago, Illinois tells Fox News Digital that
skyrocketing crime in the city forced him to quit doing business in town
adding to the list of individuals and businesses that
have fled Illinois over the past couple of years amid surging crime.
Gary
Rabine, founder of the Rabine Group and owner of 13 businesses, told Fox
News Digital this week that surging crime in Chicago was a driving factor in his
decision to pull his road paving company out of the city after his crews were
repeatedly robbed, sometimes in broad daylight, even after adding security
to the jobs.
Along Griffin, other companies have made the decision
to pull out of Chicago amid the skyrocketing crime in the city.
Construction and mining equipment giant Caterpillar announced this
month it is moving its headquarters from Deerfield, Illinois, a north shore
suburb of Chicago, to Irving, Texas just outside of Dallas.
In addition to companies leaving the state,
Illinois lost a higher percentage of residents than any other state in 2021,
according to a survey by Allied moving company.
Rabine also pointed to damage he says Pritzker has done by signing a
controversial criminal justice reform bill that ended cash bail and has
been condemned by a variety of law enforcement officials.
Chicago Police
reported 44 shootings with at least 61 wounded victims from 6 p.m. Friday
through Monday across the recent Juneteenth holiday weekend, according to
statistics released earlier this month. The department also recorded that 10
people were killed during the extended weekend.
Last month, data showed that the number of reported violent crimes in Chicago
rose 35% compared to last year's number during the same time period.

Limiting Guns in Public Places
New York gov to unveil new gun legislation in response to Supreme Court ruling
New York Gov. Kathy Hochul on Wednesday detailed what is in gun safety
legislation she will propose during a special state legislative session
scheduled for Thursday.
Hochul
is set to propose a slew of ideas in response to last week's Supreme Court
decision to strike down a state law that had limited the concealed carry of
handguns in public to people who had "proper cause."
The legislation will define a number of "sensitive locations" where people
will not be allowed to carry concealed guns, Hochul said.
Those locations include: federal, state, local government buildings; health
and medical facilities; places where children gather like daycares, parks, zoos
and playgrounds; public transportation like subways and buses; polling places;
and educational institutions, Hochul said.
If the proposed bill is signed into law, all private
businesses will be classified as "no open carry" areas by default,
unless business owners post signage indicating that people are allowed to carry
concealed weapons, Hochul said.
Hochul's proposed legislation will also strengthen the list of disqualifying
criteria, banning those with a history of dangerous behavior from being
able to get a permit.

Stricter Penalties for Violent Criminals
Tennessee tough-on-crime laws take effect July 1
New laws will be issued Friday, July 1 to protect victims of crime and
strengthen penalties for violent criminals, according to the Tennessee
General Assembly.
The first law, Major Truth in Sentencing legislation, requires a person
convicted of certain violent offenses to serve 100% of their sentence before
becoming eligible for release. The law was sponsored by Lt. Gov. Randy
McNally (R-Oak Ridge) and Senator Jon Lundberg (R-Bristol).
Under the new law, a person convicted of first degree murder, second degree
murder, vehicular homicide, especially aggravated kidnapping,
especially aggravated robbery, carjacking,
and especially aggravated burglary will
serve 100% of their sentence without reduction credits earned.
“Truth in Sentencing is vital legislation that protects victims and provides
true accountability for those who commit crimes,” McNally said. “The clarity
Truth in Sentencing provides will serve as a critical deterrent against violent
offenders. The costs associated with the law are well worth the peace of mind
offered to victims and the overall boost to public safety. Tennesseans across
the political spectrum want law and order in Tennessee. This legislation will go
a long way toward providing it.”

6th COVID Wave?
Top NY Doctor: New COVID Wave Is Starting, With ‘Worst Version' of Omicron
The BA.5 subvariant of the omicron variant
of COVID-19 appears to be on the rise in New York City and fueling a possible
sixth wave of the pandemic
A new COVID wave appears to be starting in New York City, fueled by the
strongest subvariant of the omicron strain of coronavirus to date, one of
the city's top epidemiologists said Tuesday.
The BA.5 subvariant, first seen in South Africa and then Portugal, is considered
by some experts to be
the
"worst version" of omicron seen yet, given its apparent capacity to
escape prior immunity and transmit more readily.
Dr. Jay Varma, a Weill Cornell epidemiologist and formerly then-mayor Bill de
Blasio's top public health advisor during the pandemic, said infections
appear to have stabilized at a high level in the city, rather than dropping.
"The decline of reported #COVID19 cases in NYC has stopped. Reported cases
are at a high plateau, which means actual transmission is very high when you
account for the >20x under-counting. This is likely the beginning of a BA.5
wave,"
Varma tweeted.

COVID's Retail Restart
Retailers: Reinvent Yourself In The 'Retail Restart' By Avoiding These Obstacles
In the early days of the Covid-19 pandemic, traditional retail nearly came to
a halt. Uncertainty loomed as retailers scrambled to optimize their
businesses for e-commerce and navigated shifting supply chain pressures. To
say the least, retailers have navigated a lifetime’s worth of change over the
past two years. All of that change has prompted many to reinvent themselves and
establish operations fit for a digital-based, omnichannel world.
Today, the reality for most retailers looks much different than it did two years
ago. E-commerce growth has normalized, and in-person shopping has seen an uptick.
In fact, NRF predicts that retail sales of all kinds will grow between
6% and 8% in 2022, potentially reaching $4.86 trillion. The
pandemic-driven adoption of e-commerce has cemented online shopping’s place in
consumers’ hearts due to its convenience. However, that same demand for
convenience now puts pressure on retailers to provide delivery options and
multichannel shopping experiences so that consumers can shop when they want,
where they want.
All these combined changes contribute to the great retail restart in the
post-pandemic era. So, as retailers continue to reinvent their businesses
for our always-on, omnichannel world, what barriers stand in the way?

CT Gov. Lamont Declares Another COVID Emergency
COVID can't break South Africa's love affair with shopping malls
Coronavirus Today: It’s everywhere
Walmart Responds to FTC's
Fraud Lawsuit
FTC Lawsuit Against Walmart is Unfounded and Ignores the Billions Walmart has
Saved Customers
A
narrowly divided Federal Trade Commission (“FTC”) has
filed a misguided lawsuit
against Walmart regarding money transfer services
that the Company offers to consumers. Here’s what you need to know about the
lawsuit:
Since Walmart began offering our customers flat, low fee money transfer services
at our stores,
the company has saved
consumers—particularly the unbanked and underbanked— an estimated $6 billion in
fees by bringing
important competition to the money transfer industry.
Walmart has a robust
anti-fraud program to help stop third-party criminals
who try to use money transfer services to commit fraud, and only a miniscule
number of transactions are even alleged to be fraudulent. In fact, Walmart has
stopped hundreds of thousands of suspicious transactions totaling hundreds of
millions of dollars.
Despite Walmart’s anti-fraud programs,
the FTC is trying to blame the
Company for actions by third parties,
including fraud the FTC has already acknowledged was caused by another
company—while that company was under federal government oversight through a
compliance monitor, and during a period when that company’s own fraud prevention
system had failed.

NRF PROTECT 2022 Highlight
How to manage risk by working collaboratively
NRF PROTECT: Breaking down silos with
American Eagle Outfitters, Etsy and Tractor Supply Co.
In
the afternoon of the last day of
NRF PROTECT 2022,
Christian Beckner, NRF’s vice president for retail technology and cybersecurity,
gathered a group of senior technology executives for a brief, fast-paced
discussion of some overarching themes of the conference. Joining him were
Andrew McLean, executive vice president and chief commercial officer, American
Eagle Outfitters; John Matas, head of fraud operations, Etsy; and Kevin Miller,
vice president for information security and customer privacy, Tractor Supply Co.
The session, entitled “On the eve of disruption: Managing global risk with
resilience and agility,” was designed to go to the heart of the value
proposition of the conference, bringing together loss prevention, fraud and
cybersecurity on a single stage to talk together about what they’re doing to
protect their employees, their customers, their data and other assets — and
ultimately to bring these activities together to address risk as a function and
improve the bottom line.
A major factor in this bringing together of formerly diverse activities has been
and continues to be the convergence of the online and in-store sales channels,
which only accelerated during the COVID-19 pandemic. This has brought with it a
threat convergence, in which fraudsters have taken advantage of omnichannel
retailing by committing multichannel crimes.
Throughout the conversation, a couple of key points kept surfacing. One was that
the current risk environment — and, as far as anyone can tell, the future as
well — is fluid and unpredictable. “We keep trying to script out all these
plans,” McClean said, “but the plan’s dead at hello. It’s a question of
understanding who you have to talk to and where the threat could come from. The
truth is, if you get the right people in the room, you get that ingenuity and
the ability to work our way around whatever it is.”

Retailers Adapt to Labor Shortage
Some Food Companies Say Hiring Challenges Are Starting to Ease
At The Wall Street Journal’s Global Food
Forum, retail executives, restaurant owners and suppliers say they are adapting
to a tight labor market
Whole Foods Market says it is finding it easier to hire retail workers.
Turnover at Chipotle has stabilized after ticking up last year, according
to the burrito maker. Grubhub says it is having no problem attracting
drivers.
Several executives, speaking about the labor market at The Wall Street Journal’s
Global Food Forum in Chicago, said they are seeing some early signs that
labor pressures are easing for entry-level positions. However, many said
that hiring and retaining staffers still takes much time and attention.
Some employers expressed optimism at the Journal event that the headaches in
staffing restaurants, grocery stores and other businesses who employ many hourly
workers
might be beginning to improve, even as others insisted that they still
needed many more employees.
Many hospitality workers changed fields during the pandemic, making it
more difficult for companies to recruit workers now, said Ariane Daguin, founder
and CEO of meat and game purveyor D’Artagnan. Restaurants make up about 75% of
D’Artagnan’s clients. Staffers discovered “they don’t have to work for small
wages in a very stressful environment at odd hours when other people are
resting,” she said.

Poor Communication: The Driver of the 'Great
Resignation'?
Survey: Front-line workers say management’s messages ‘out of touch’
Communication
between front-line employees and their managers may be lacking,
according to a recent survey of U.S., U.K. and Australia frontline workers by
operations technology platform SafetyCulture. The firm found 40% of workers said
that communications from management revealed management is “out of touch.”
Additionally, 42% of respondents said that communications from their
organizations’ headquarters were often irrelevant. This negative sentiment
extended to internal communications more broadly; 30% of workers said that
internal comms got in the way of performing their roles.
Even important updates may slip past frontline workers, SafetyCulture found.
More than 1 in 4 respondents said their organizations did not have a “go-to”
channel for such updates, while 32% said that if there was such a channel,
it did not work for someone in their roles.
The Great Resignation impacted many occupational categories, but those
sectors with large shares of frontline workers — such as accommodation, food
services and transportation —
were
especially vulnerable.

Spending Up 0.2% in May
Consumer spending growth slows in May, as higher prices weigh on the economy
Americans are still spending, but at a slower pace than a few months ago,
a sign that the biggest part of the U.S. economy is beginning to moderate.
Overall consumer spending rose by 0.2 percent in May, down from 0.9 percent
growth a month earlier, the Bureau of Economic Analysis (BEA) said Thursday.
The report also showed that one measure of inflation remained steady, with
overall prices up 6.3 percent in the last year.
Consumer spending has so far been a bright spot in the U.S. economy, even as
inflation hits 40-year highs. Although Americans say they’ve lost confidence in
the economy — consumer sentiment measures have plunged to record lows — they
have so far continued to pay for goods and services. But economists say there
are signs that is beginning to change, as higher interest rates and slowing
savings rate take a toll on families’ budgets.

How Interface Security Systems Maximizes ROI for Clients
Leadership for commercial monitored and
managed service provider Interface
talk leveraging AI to deliver smarter security, network & operational solutions.
Founded
more than a quarter-century ago and headquartered within the St. Louis metro
area, Interface Security
Systems is a leading, complete nationwide provider of recurring
revenue-based managed security, network connectivity, unified communications as
a service (UCaaS) and business intelligence solutions to distributed
enterprises.
Best known for the robust interactive video monitoring capabilities gained from
the
2012 acquisition of Westec, in 2021 the company reported 37% growth and
landed $60 million in equity investing. Interface serves around 65,000 customer
locations, with a strong foothold in the retail market that includes Michaels,
Swatch, Kay Jewelers, Applebee’s and Panda Express.
SSI spoke with Senior Vice President of
Marketing Sunita Mani, CEO Brent Duncan and
Senior Vice President of Enterprise Security Sean Foley to find out
how the company improves security, streamlines connectivity and optimizes
operations to maximize ROI for the nation’s top brands. Also discussed are
pandemic impacts and outcomes, in-demand technologies and services, and emerging
market opportunities.
How has the pandemic impacted and affected your
customer relationships?
Brent Duncan: We saw a disproportionately
high impact on our customer base, given that we’re dealing so much with
consumer-facing organizations. We have a large customer base within retail that
was heavily affected by the pandemic. A good portion of that customer base is
mall-based, even further impacted.
The pandemic, ultimately, drastically increased tech adoption. The focus turned
to leveraging new technology, video, anything in-store to drive awareness on
customer experience or to create convenience as a result of some of the issues
from the pandemic. We were excited to partner with our customers to help
navigate that and figure it out. We have a number of services that have emerged
directly out of the
COVID
situation.
Sean Foley: Coming out of COVID, now more
than ever, the days of a business checking the box with respect to CCTV and an
intrusion alarm and just being done with it are very much over. Our clients —
which tend to be larger-scale retailers, QSR organizations, relatively
sophisticated asset protection, loss prevention departments — want a lot more
out of their solutions.
Whether
that is ensuring that they’re not getting false alarms and integrating the video
solution with alarms, dealing more directly with the rise in ORC and organized
retail crime, shoplifting, they’re demanding that. They’re wanting to get more
out of their security investment, and that’s what we’re providing.
Sunita Mani: Yes, we are seeing increased
demand in security services, video analytics and focusing on the underlying
network that needs to support these applications. That’s where we come in as
well.

Cyber Rapid Response Force
NATO to create cyber rapid response force, increase cyber defense aid to Ukraine
The references the NATO declaration makes to
cybersecurity depart from the past and reflect the increasing importance of
cyberdefense to overall security
NATO
announced plans Wednesday for a commitment to create a rapid response cyber
force and to bolster military partnerships with civil society and industry
to respond to cyber threats.
Coming on the heels of a meeting that included leaders from all 30 allied
countries,
the Madrid summit declaration also said NATO will do more to support
Ukraine’s
cyber resilience and defense against Russia while also focusing on China as
a long-term and mounting cyberthreat.
“We are confronted by cyber, space, and hybrid and other asymmetric threats,
and by the malicious use of emerging and disruptive technologies,” the
declaration said. “We face systemic competition from those, including the
People’s Republic of China, who challenge our interests, security, and values
and seek to undermine the rules-based international order.”
The declaration’s mention of more military collaboration with industry is
critical, said Jim Lewis, who directs the Strategic Technologies Program at the
Center for Strategic and International Studies.
“Paragraph 10 is the key, since it announces more civil-military cooperation
and a rapid reaction force – these were the crucial elements of Ukraine’s
successful cyber defense,” said Lewis, who was previously rapporteur and senior
adviser for four U.N. Groups of Governmental Experts on Information Security.
“We will significantly strengthen our cyber defenses through enhanced
civil-military cooperation,” the declaration says. “We will also expand
partnership with industry. Allies have decided, on a voluntary basis and using
national assets, to build and exercise a virtual rapid response cyber capability
to respond to significant malicious cyber activities.”

'New Wave of Phishing' Targeting Customers
Globally
Cybercriminals use Azure Front Door in phishing attacks
Resecurity, Inc. (USA)
has
identified a spike in phishing content delivered via Azure Front Door (AFD),
a cloud CDN service provided by Microsoft. The identified resources in one
of the malicious campaigns impersonated various services appearing to be
legitimately created on the “azurefd.net” domain. This allows the bad actors to
trick users and spread phishing content to intercept credentials from business
applications and e-mail accounts.
Notably, most phishing resources were designed to
target SendGrid, Docusign and Amazon customers, along with several
other major Japanese and Middle East online-service providers and corporations.
According to experts, such tactics confirm how the bad actors are
continuously looking to enhance their tactics and procedures to avoid
phishing detection using world-known cloud services.
Based on the analyzed phishing templates, the attackers are likely using an
automated way to generate their phishing letters, by doing so they’re able to
scale their campaigns to ultimately target a broader number of customers
globally.
Cybersecurity researchers from Resecurity identified multiple domains used in
the new wave of phishing attacks dating back to the beginning of June – some
of which are obviously hard to differentiate from legitimate correspondence due
to their naming and reference to Azure Front Door, what only adds more
complexity for defenders.
In one of the phishing episodes, the threat actors impersonated the large
business conglomerate Al-Futtaim Group from UAE which was founded in 1930 with
over 44,000 employees. The host was created in March 2022 and was used to
collect intercepted credentials leveraging spelling with just 1 letter different
from the legitimate and official name of Al-Futtaim Group domain name (“alfuttairn[.]com”
VS “alfuttaim[.]com”).

Retail Sales Impacted by Cyberattack
Cyberattack Prevents Macmillan From Shipping Its Books to Retailers
Barnes & Noble CEO doesn’t expect publisher’s outage to affect retail
sales ‘unless something cataclysmic has happened’
Macmillan, one of the largest book publishers in the U.S., said it has been
hit by a cyberattack, and book retailers nationwide said they were unable
to place new orders from the publisher.
Macmillan “recently experienced a security incident, which involves the
encryption of certain files on our network,” the publisher said Wednesday. “As a
precautionary measure, we immediately took systems offline to prevent further
impact to our network.”
The publisher said it was working to restore its networks, adding that its staff
and “other third-party partners may notice that certain systems are unavailable
while these efforts are under way.”
Several retailers doing business with Macmillan, which is owned by
Germany’s Verlagsgruppe Georg von Holtzbrinck GmbH, said they were unable to
place orders with Macmillan for new titles but customers were unlikely to
notice in the short term because of existing inventories.
James Daunt, chief executive of Barnes & Noble, said the problems at
Macmillan would have to persist for several weeks before consumers noticed. “I
don’t think there will be lost sales unless something cataclysmic has happened,”
he said.
Dennis Abboud, chief executive of Readerlink LLC, which distributes books to
big-box retailers including Target Corp. and Walmart Inc., said Readerlink
wouldn’t lose sales for another week or two. “After that, it gets dicey,” he
said.

Protecting Against Data Breaches
Back to Basics, Continued—Keep Your Customers’ Information Safe – The New FTC
Safeguards Rule
Just by sheer word-count, the rule has gone from less than 1,000 words to
close to 5,000 words. All those new words mean you probably have some work
to do.
Most significantly, the rule now identifies nine elements that must be in a
company’s information security program, including (i) designating a
“qualified individual” to supervise and implement the program, (ii) conducting a
thorough risk assessment, (iii) designing and implementing safeguards based on

TikTok Data Harvesting?
FCC commissioner urges Google, Apple to drop TikTok app
A member of the Federal Communications Commission (FCC) asked Apple and Google
to remove TikTok from their app stores over concerns about data harvesting.
FCC Commissioner Brendan Carr, who was appointed by former President Trump, said
the app poses national security threats, adding to the growing backlash from
Republicans after BuzzFeed reported earlier this month that employees of
TikTok’s parent company in China have access to private data on U.S. users.

Could Pot Be a Factor in the Crime Surge?
Op-Ed: Cannabis and the Violent Crime Surge
Heavy marijuana use among youths is leading to more addiction and
antisocial behavior.
Isn’t pot supposed to make you mellow? Maybe if you smoke only a joint on
occasion. But youth nowadays are consuming marijuana more frequently and in
higher doses than their elders did when they were young. This is leading to
increased addiction and antisocial behavior.
THC, the chemical that causes a euphoric high, interacts with the brain’s neuron
receptors involved with pleasure. Marijuana nowadays on average is about four
times as potent as in 1995. But dabs—portions of concentrated cannabis—can
include 20 times as much THC as joints did in the 1960s. It’s much easier for
young people to get hooked. One in 6 people who start using pot while under
18 will develop an addiction, which doctors call “cannabis use disorder.” As
they use the drug more frequently to satisfy cravings, they develop
psychological and social problems.
Young people are especially vulnerable to cannabis’s effects because their
brains are still developing. Scientists in a recent
study reviewed scans of teenagers’ brains before and after they started
using pot. They found that parts of the brain involved in decision making and
morality judgments were altered in pot users compared to nonusers.
But can pot make people violent? A
study last year found that young people with such mood disorders as
depression who were also addicted to pot were 3.2 times more likely to commit
self-harm and die of homicide—often after initiating violence—than those who
weren’t. A
meta-analysis found the risk of perpetrating violence was more than twice as
high for young adults who used marijuana. It’s possible that pot can trigger
dangerous behavior in youths who may be predisposed to it for other reasons such
as prenatal exposure to drugs.
Maybe it’s time that lawmakers and voters rethink their pot-legalization
experiment before more young lives are damaged.

ORC Gangs Targeting Cannabis
New coalition targets spiking organized retail theft of baby formula, cannabis
Washington
retailers lost $2.7 billion in merchandise to organized retail theft in 2021,
with organized crime rings targeting high-demand consumer items such as
baby formula and cannabis. Those thefts often span multiple
jurisdictions, prompting the attorney general to coordinate a statewide law
enforcement coalition tasked with targeting the responsible crime rings.
Thursday, Washington Attorney General Bob Ferguson announced the Washington
Organized Retail Crime Theft Task Force, consisting of local law
enforcement, prosecuting attorneys, and local retailers.
Organized crime rings target merchandise that can be resold easily online.
Organized retail theft differs from burglary, involving a scheme to defraud
retailers instead, often involving intimidation and violence towards store
employees.
“Coordination is key to combatting this growing, and sometimes dangerous,
problem,” Ferguson said Thursday. “These organized crimes cross
jurisdictions and cause significant economic harm. I’m committed to working
together with law enforcement and retail partners to help combat this
significant and growing problem.”
The analysis presented by the U.S. Department of Homeland Security detailed the
increasing rate of organized theft across the country, with Washington
retailers experiencing a 151% increase in organized retail theft, year over year,
between 2019 and 2020.
U.S. Attorney Nicholas Brown pointed out that organized retail theft funds “a
myriad of other types of crime,” including drug and sex trafficking, as well
as cyber and wire fraud.

Ranking Online Grocery Retailers
H-E-B tops list of most preferred online grocers
The top eight online grocery retailers have twice share of wallet online
than those in the bottom third of the rankings.
H-E-B
narrowly edged out second-placed Amazon and third-placed Amazon Fresh as the top
ranked U.S. e-commerce grocer, according to the inaugural dunnhumby
E-commerce Retailer Preference Index (RPI). Walmart landed in the fourth spot
and Sam’s Club rounded out the top five. Kroger, BJ’s, and Sprouts had
the next highest scores in the RPI.
H-E-B captured the top ranking due to a number of factors, including having the
highest level of emotional connection and online share of wallet among its
customer base out of all the retailers studied. Although H-E-B were relatively
new to offering online shopping compared to Amazon and Walmart, its customers
migrated their spending online the most after the COVID-19 pandemic hit,
increasing their grocery spending online by 27% resulting in H-E-B having the
highest share of wallet online.
The eight top-performing retailers in this study all have well-established
e-commerce capabilities, and most of them also have scale and size enabling
them to have more funds to invest in e-commerce and greater operational
efficiencies.
In addition, the top eight online grocers leverage their own digital assets,
versus relying mostly on intermediaries, which dunnhumby says led to three
out of five customers using these assets during their last online trip to any of
the top eight.
Walmart, Amazon, and Amazon Fresh are the three top-ranked online grocers for
owned digital asset usage. Sam’s Club, Amazon Fresh, and Aldi are the top
three online grocers for ease and reliability.

Roe v. Wade Impacting Amazon Sales
Amazon limits how many Plan B pills you can buy as demand surges
Amazon has placed a limit of three units per week on emergency
contraceptive pills sold through its website.
Amazon has limited sales of emergency contraceptive pills as demand spikes
following last week’s
U.S. Supreme Court ruling overturning Roe v. Wade and ending the
constitutional right to have an abortion.
The company has placed a temporary quantity limit of three units per week
on emergency contraceptive pills, Amazon confirmed to CNBC.
A review of emergency contraceptive pills sold on Amazon showed varying quantity
limits.
A listing for Plan B, a popular brand of the drug Levonorgestrel, showed
purchases were capped at three products per shopper. Meanwhile,
one listing for a generic version of the drug, called My Choice, allowed
users to purchase up to 30 units.

A man was arrested in 16 separate shoplifting incidents over the past two

Detective Sgt. Kevin Boswell said Tuesday (June 28) during a NOPD Sixth District
public meeting. Demarcus Thomas, 41, was booked into Orleans Justice Center on

were talking to a store manager, Thomas walked in and attempted to steal more
items. He was arrested on the spot. “That was a great arrest,” Guidry said. “We
try to keep a car in that parking lot, or close nearby, so they can be ready and
available for when those things come in.”

Volusia County, FL: Happy 4th: Woman accused of stealing nearly $15,000 worth of
fireworks from her job
Volusia
County deputies were called to the Four Seasons Fireworks store Monday to look
into a theft report. According to the sheriff’s office, the store’s owner was
contacted by another employee days earlier who said one of the managers,
identified as 33-year-old Jessica Clark, had asked for help loading a large
amount of fireworks into her car. Deputies say the next day, the owner of the
store was watching as Clark and the other employee loaded Clark’s car with
fireworks. The store owner interrupted them and the fireworks were
ultimately returned to the store. According to her arrest report, Clark came
back the next day and willfully turned over another carload of fireworks that
she had previously stolen. On Tuesday, the store owner again contacted
deputies to report that Clark had arrived at the business yet again with her
car full of stolen fireworks for a third time. That’s when deputies say the
store owner chose to press charges against her. After interviewing Clark,
deputies say she admitted to stealing and returning the fireworks, saying she
planned to sell them second-hand to help pay off a large amount of debt.

parole. Kevin Eugene Cartwright, 55, was convicted by a San Diego jury earlier

Ramsey County, MN: Jurors Acquit man of Murder in scuffle at St. Paul Liquor
store
The jury deliberated for 3½ hours before it found Trinis D. Edwards, 50, not
guilty in Ramsey County District Court on two counts of second-degree murder for
the shooting of Kenneth L. Davis Jr., 44, on the night of Dec. 27 at Big
Discount Liquor. Prosecutors said that a store employee told police that
Davis, a regular customer, confronted Edwards about concealing vodka without
paying for it, then took the bottle from him. Edwards said he had a gun and
began digging into his backpack, and Davis replied that he had a license and
flashed his gun at Edwards, according to the criminal complaint. The two tussled
as they went out the door, and Davis' gun fell to the ground after Edwards
pushed him, the charges continued. Edwards picked up the gun, according to the
complaint, shot Davis twice and fled without the vodka.
Police interviewed a woman who said she was Edwards' girlfriend, and she told
them he shot Davis in self-defense, the complaint read. A statement issued by
the County Attorney's Office after the verdict read, "While we are disappointed
in the verdict reached in this case, we respect the work of the jury and accept
their decision. The death of Mr. Davis remains a tragedy, and our thoughts are
with his family and friends."

Houston, TX: Grocery store Security Guard fired after confrontation with
customer was caught on camera
A
store’s security guard has been let go from his job after several customers say
his actions are simply out of control. According to a customer, the security
guard, who is employed by Allied Universal, verbally and physically abused her
cousin, who she says is special needs, back on April 13. Kamesha Sterling says
she began to record the altercation between her cousin and the guard who
reportedly kicked the women out of the store moments after pepper-spraying them.
During the altercation, her cousin, Stephanie Teal, could be heard asking the
guard, “Why are you doing this to me?” as cell phone video appears to show him
dragging Teal out of the store by her hair. “He’s like, ‘She’s stealing!’ I say,
‘She’s not stealing. I have a basket full of groceries, I’m paying for
everything,’” customer Sterling added. Another woman says the same security
guard called her names while accusing her of shoplifting back on June 21. “You
just said I’m Black, and I’m ugly,” said shopper Shelondra Peavy. “Yes, I did,”
the guard reportedly replied.
Advocates such as Quanell X and Dr. Candice Matthews with the Rainbow Push
Coalition stood with the women and spoke against the guard’s actions, demanding
the store respond. On Wednesday night, a spokesperson from Kroger sent KPRC 2
the following statement: “The Allied Universal Security Guard in question will
no longer service Kroger stores. We will not tolerate this type of behavior from
third-party providers that operate within our stores.”

If you ever think your job is in jeopardy, then you're probably right. Hearing
the footsteps isn't a pleasant thing, but not hearing them is a fatal blow and
probably means you're not listening. It's always important to keep your ears to
the floorboards and read your environment as best you can every day, because as
we've seen over the last few years, no one is immune in this economy and what
you've done for them today drives where you'll be tomorrow. That "Doing More
