Last week’s J.C. Penney (JCP) earnings conference call. The struggling department-store retailer said it’s making progress on combatting the problem.

“We have taken immediate action to improve shrink and are beginning to see improved results on recent technology investments and staffing adjustments,” said the company’s chief financial officer, Bill Wafford. He said that “security tag implementations” have led to a “20% reduction in shrink dollars in their respective areas.” barrons.com

One Secret to Costco’s Success: A Tight Rein on Shoplifting

Ahead of Costco’s earnings report later this week, it’s worth noting that one of the secrets to the warehouse club’s financial success has been to keep shoplifting to a bare minimum.

The company’s shrinkage, or shrink, the catchall industry term for merchandise lost to shoplifting and employee theft, as well as damage or cashier errors, is just 0.11% to 0.12% of sales, against a 1% to 2% average in the retail industry.

Costco Wholesale (ticker COST) may have the lowest shrinkage of any major retailer—although few provide specific figures. Costco’s performance is important because the company has rock-bottom profit margins—a critical element in the value proposition for its 53 million members.

Shrinkage comes up periodically as an issue for retailers as it did on last week’s J.C. Penney (JCP) earnings conference call. The struggling department-store retailer said it’s making progress on combatting the problem.

From 2013 through 2018, DUNCAN, LOCUST, and RAINFORD engaged in a widespread fraud scheme where they defrauded businesses and insurance companies by staging trip-and-fall accidents and filing fraudulent lawsuits. Fraud scheme participants recruited hundreds of individuals to stage trip-and-fall accidents at particular locations throughout New York City and to claim that they injured themselves as a result of their accidents. Common accident sites included cellar doors, cracks in concrete sidewalks, and purported “potholes.”

U.S. considers blacklisting Megvii, Hikvision and other Chinese biometric companies
Hikvision, Megvii, and other Chinese biometric companies could soon be blocked from acquiring components and software from American suppliers by U.S. lawmakers, as sources have told the New York Times that the Trump administration is concerned about China as an economic and geopolitical threat, but also about China’s surveillance industry, and the biometric facial recognition technology provider’s role in it.

Most global workers noticed stricter policies at work as a result of GDPR
When enforcement of the GDPR went into effect on May 25, 2018, it had worldwide implications on data protection and privacy legislation. One year later, there are conflicting sentiments from the global workforce about whether the regulation has been effective, according to Snow Software.

A new survey, which polled 3,000 professionals in the United States, Europe and Asia Pacific region, found that only 39% of respondents feel their personal data is better protected since GDPR enforcement began. Another 34% indicated that data protection seemed the same, while 20% are unsure and 6% actually believe their personal data is less protected than it was prior to enforcement.

Biometrics industry groups blast San Francisco decision
and process in facial recognition ban

The Identification Technology Association (IdTA) and the International Biometrics + Identity Association (IBIA) have each issued a statement condemning the decision of San Francisco’s Board of Supervisors to ban facial recognition technology in city surveillance systems.

The IdTA called for the board to extend the comment period and dialogue on the legislation to allow “a more thorough and thoughtful discussion about the benefits of facial recognition technology.”

The IBIA more strenuously slammed the decision, saying that it should be repealed and re-examined before it takes effect, as the council’s decision “did not follow a transparent and thorough process to ensure a decision based on facts and a careful balancing of benefits with appropriate uses and safeguards to restrain the technology’s misuse.” biometricupdate.com

Toronto police using facial recognition as Canadian government ponders rules;
Lawmaker wants to "hit the pause button" until there is more oversight

Toronto police used facial recognition technology to attempt to identify people in 2,591 searches since March of last year, according to a report by Chief Mark Saunders which revealed the force’s use of the technology, the Toronto Star reports.

A report submitted to the Toronto police services board shows that images from public and private cameras are matched against an internal database of 1.5 million mugshots, and that the system’s use so far has cost CAD $451,718 (just over US$335,000). According to Saunders, the system was purchased to help police more quickly and efficiently identify suspects, including violent offenders.

New Democratic Party Member of Parliament Charlie Angus told the Star that no legislative oversight is in place, and therefore “we need to hit the pause button.”

Mom-and-pop stores will be hit hardest by looming strike at Port of Vancouver, retail council says
As negotiations continue between B.C. longshore workers and their employers to prevent a strike that could begin Monday, Canada’s retail industry is crossing its fingers that a deal can be reached. That’s because the effective closure of two Port of Vancouver container terminals could cause devastating ripple effects across the country, including employee layoffs and major backups on deliveries of goods.

Greg Wilson, B.C.’s director of government relations with the Retail Council of Canada, said Saturday that the hardest-hit sector will be smaller mom-and-pop stores that aren’t able to find a way around the terminal closure.

“The largest retailers all have a lot of supply-chain professionals who are adept at dealing with problems,” he said. “Mom-and-pop retailers might import one-third of a container a month or a quarter. If that container is stuck somewhere, they don’t have the ability to get more product around through a different shipping line.”

OPP see 'noticeable increase' in shoplifting in downtown Fort Frances, Ont.
35 shoplifting incidents from January to end of March

Ontario Provincial Police in Fort Frances say an increase in property crime along Scott Street has prompted officers to implement daily foot patrols and other initiatives to determine what's going on in the town's downtown core.

She said over the past year there has been approximately 100 reported shoplifting occurrences in the region and officers have seen a "noticeable increase" as community members and business owners have also been reporting more theft in the downtown area.

Several initiatives have already taken place in order to stop the increase of property crime, she said, including meeting with business owners, working with the community street crime unit and increasing daily foot patrol along Scott Street.

Money laundering report a wake-up call for Canada, but provinces skeptical;
Alberta leads the country with over $10B in laundering

The authors of a report that found $47 billion was laundered across Canada last year debated whether to include a graph that indicated Alberta, Ontario and the Prairies were hotspots for dirty money, says the lead writer.

The report, one of two recently released by the B.C. government, aimed to sound a nationwide alarm about money laundering. But some provinces have reacted with skepticism, as Alberta questioned the numbers and Ontario said it will monitor the issue.

The panel estimated that Alberta led the country for money laundering in 2015 with $10.2 billion, followed by Ontario with $8.2 billion and the Prairies — Saskatchewan and Manitoba combined — with $6.5 billion. To the surprise of many, B.C. came in fourth with $6.2 billion, scuttling its reputation as the money laundering capital of Canada.

How slow retail sales would hurt economy if B.C. reins in money laundering
With B.C.’s economy partly supported by the proceeds of crime, the whole province could suffer if the B.C. government is successful at cutting the flow of dirty money into legitimate assets. And luxury retailers’ bottom lines could be particularly hard hit by a serious crackdown on money laundering in the province.

A recent independent report from former RCMP officer Peter German spelled out how luxury retailers in the province are increasingly profiting from customers buying goods with dirty money. The B.C. government responded with a vow to curb the flow of ill-gotten gains into assets that appear to be legitimate.

While he stressed that he does not know how big a slice of total revenue these transactions comprise for luxury retailers, he said that less demand for high-end retail products would hit those retailers’ bottom lines, and may force some to close.

Markham, ON: 8 charged in year-long Pacific Mall investigation targeting thousands in fake goods
Police say they’ve charged eight people and seized thousands of alleged fake goods sold at a Toronto-area mall. York Regional Police say they began investigating complaints about alleged counterfeit luxury clothing and handbags being sold at the Pacific Mall in Markham. In spring of April 2018, police say they began an investigation after receiving reports of counterfeit goods being sold at Pacific Mall. Just two months later, more than 30 police officers executed search warrants at seven retailers within the mall and at the residence of an owner of one of the kiosks. Officers seized luxury items, including clothing and handbags, which police thought to be counterfeit. Cash was also seized from the home, according to police. In August, investigators met with brand representatives from companies such as Adidas, Chanel, MCM, Louis Vuitton, Supreme, Dior, Givenchy, and Cartier, among others. The majority of the merchandise was determined to be counterfeit.

Whitby, ON: Security guard & employees assaulted, tied up in brazen cell phone store robbery
The three male suspects and one female suspect entered a cell phone store and made a demand for property. One of the males assaulted the security guard by throwing her to the ground. The suspects then tied up two employees and the security guard while they stole numerous cellphones and cash. They fled the scene in a vehicle. Amazon Is Poised to Unleash a Long-Feared Purge of Small Suppliers
Two months ago, Amazon.com Inc. halted orders from thousands of suppliers with no explanation. Panic ensued -- until the orders quietly resumed weeks later, with Amazon suggesting the pause was part of a campaign to weed out counterfeit products. Suppliers breathed a sigh of relief.

Now a larger, more permanent purge is coming that will upend the relationship between the world’s largest online retailer and many of its long-time vendors.

In the next few months, bulk orders will dry up for thousands of mostly smaller suppliers, according to three people familiar with the plan. Amazon’s aim is to cut costs and focus wholesale purchasing on major brands like Procter & Gamble, Sony and Lego, the people said. That will ensure the company has adequate supplies of must-have merchandise and help it compete with the likes of Walmart, Target and Best Buy.

The mom-and-pops that have long relied on Amazon for a steady stream of orders will have to learn a new way of doing business on the web store. Rather than selling in bulk directly to Amazon, they’ll need to win sales one shopper at a time. Flash Mob hits 3 stores as helpless clerks tries his best
In a matter of minutes, the Raceway convenience store on Troy Highway went from being nearly empty Monday night to being overrun by a horde of apparent teens stealing anything within reach. It was the third station in two days to be burglarized like that. The suspects trickled in slowly at first, grabbing items close to the doors then fleeing, according to video footage of the thefts. Alpena, MI: Man charged with robbing same Walmart 3 times in 1 night
A northern Michigan man is accused of robbing a Walmart store in Alpena three times in one night, stealing $6,000 worth of merchandise, Michigan State Police said Tuesday. Police said Brown first entered the Walmart at about 1:30 a.m. on March 22 and, on three separate trips on the same night, taken several objects from the electronics department, leaving by forcing open the closed doors in the Garden Center. In addition, all five suspects were arrested on outstanding warrants or orders for arrest. Lowery was served an outstanding warrant for felony aiding & abetting larceny. A search of the vehicle turned up heroin, cocaine, marijuana, and drug paraphernalia. Deputies also found a Dewalt tool kit valued at $550 that had been stolen from Lowe's in Statesville. On Sunday, Deputies followed up on the investigation with Lowe's. They viewed security camera footage from the previous day and saw Miller and McClure as they entered the store and loaded the tool kit in a shopping cart. The suspects then walked out of the store without paying for the tool kit. McClure is also a suspect in the larceny of nearly $4,000 worth of merchandise from the same store earlier in May. whky.com

North Fort Myers, FL: Crime Stoppers seeks identity of suspect in Home Depot theft
A man suspected of stealing a cart full of tools from a North Fort Myers Home Depot is wanted by deputies. According to Southwest Florida Crime Stoppers, the suspect entered the Home Depot on May 19, then left the store without purchasing the merchandise in his cart. In the surveillance image at least four tools could be seen. winknews.com

Las Vegas, NV: Arrest Made in Fashion Show Mall Shooting
Las Vegas Metro Police have announced they made an arrested in the Memorial Day shooting inside the Fashion Show Mall. They have not given a name but said more information would be available Wednesday. Monday around 6 p.m. a gunshot was fired inside the mall during a fight in a store. That led to panic and an evacuation for the entire mall on Las Vegas Boulevard. kdwn.com

Louisville, KY: Man charged with Armed Robbery of 4 businesses this past weekend
A man was arrested after allegedly robbing several buisnesses in Louisville over the weekend. Christopher Smyzer, 20, was arrested on Saturday after he and two co-defendants robbed four businesses, according to Smyzer’s arrest slip. Smyzer, who lives in Henry County, and the unidentified suspects were armed when they robbed Subway, Mapco, Dollar General and Circle K, all in Louisville’s south end, the arrest report said. wave3.com

Oneida, TN: Arrest made in 7 year old Walmart Theft Case
A Kentucky woman has been arrested in a seven-year-old Oneida shoplifting case. Beverly Watters, 46, was arrested by Oneida Police Department Sgt. David Lee Stephens on Friday. She faces felony theft charges, and has been wanted in Oneida since November 2012, when she allegedly stole a large amount of merchandise from the Oneida Walmart. A warrant filed at the time alleged that a Walmart employee who was working as a cashier fraudulently scanned merchandise at a reduced price on several occasions over a 15-day period. The cashier later wrote a voluntary statement, saying that she and Watters were working together and that the items were meant to be Christmas gifts. The total value of the items taken from the store was $1,792.66. ihoneida.com

Carlos Adolfo Soto was sentenced in federal court today to 140 months prison in connection with the robberies of 11 San Diego area businesses in January and February 2017.  justice.gov

Boston, MA: Man Pleads Guilty To Transporting Stolen Electronics Across State Lines; Target burglaries using blow torch
Elijah Aiken, 36, pleaded guilty Tuesday in federal court in Worcester in connection with transporting stolen electronics across state lines. The defendant broke into Target stores in Easton and Westborough, Mass., and in Pennsylvania and Connecticut. Once inside, Aiken and his co-conspirators stole electronic devices valued at hundreds of thousands of dollars, including cellular phones and computer tablets. Aiken pleaded guilty to one count of conspiring to transport stolen goods in interstate commerce and two counts of interstate transportation of stolen goods. Sentencing is scheduled for Aug. 26, 2019. justice.gov
