long-time Deputy Executive Director Renee Sirianni to the role of Executive

San Jose businesses face violent encounters, repeated property crimes
“San Jose will not become San Francisco,” Mayor Matt Mahan said
The repeated property crimes, theft and disturbing confrontations with
individuals exhibiting erratic behavior have left San Jose business owners and
employees frustrated — a precarious situation that mirrors what has
already started to boil over in San Francisco.
Whole Foods recently
announced it was shuttering its flagship store after just one year of operation
because of theft and employee safety concerns. The store had previously
reduced its business hours citing similar issues.
When it comes to property crime — which includes burglary, larceny theft and
vehicle theft — the data shows the city fluctuating between 25,000 to
28,000 total incidents per year between 2012 and 2022, with no major recent
spikes in any of the categories. As for burglaries, there’s been a downward
trend since 2012, with 5,206 incidents that year,
the highest number in about a decade.
Certain violent crimes paint a different portrait. Though San Jose saw a
considerable drop in the early 2000s in reported aggravated assaults, there’s
been a steady upward trend between 2012 and 2022, with 2,853 incidents last
year, the highest since 2002.
Mayor Matt Mahan, in an interview about the problems facing businesses, said
San Jose will not face the same uncertain fate as its northern neighbor,
which faces similar problems with property crime, untreated mental illness and
drug abuse in its Tenderloin neighborhood and beyond.
“I take these issues very seriously,” he said. “I will say emphatically that
San Jose will not become San Francisco. I
think everyone deserves to live in a safe and clean environment.”
San Jose Police Department Spokesperson Sgt. Jorge Garibay said a combination
of mental health advocates and walking patrol officers are working to make sure
businesses are safe. But police staffing is a consistent challenge,
he said. The mayor is seeking to hire 30 extra police officers a year.

established the Organized Retail Theft Prevention Grant
Program. Funding is available to California city police departments,
sheriff departments, and probation departments to support local law
enforcement agencies in preventing and responding to organized retail theft,
motor vehicle or motor vehicle accessory theft, or cargo theft.
Organized Retail Theft Prevention Grant Program proposals must be received by
5:00 P.M. (PST) on Friday, July 7, 2023.
Grant funds shall be used to support local law enforcement agencies in
preventing and responding to organized retail theft, motor vehicle or motor
vehicle accessory theft, or cargo theft. Permissible uses of grant funds
include, but are not limited to, purchase of technology or other equipment to
help deter strategies for preventing or responding to crime. These funds
shall be used to supplement and not supplant existing funds for these

Bail Reform Turning NYC Into the 'Epicenter'

Critics say bail reform has fueled retail theft and
other crimes in the Big Apple
New York Passed 'Revolving Door' Bail Reform. Now, a Handful of Thieves Are
Committing a Third of All City Retail Crime.
Just 327 people were responsible for a third of all retail crime arrests
in New York City last year, the New York Times
reported Saturday, a statistic that raises new questions about the
repercussions of New York State's far-left bail reform law.
Those
327 thieves, some of whom use "shoplifting as a trade," were "arrested
and rearrested more than 6,000 times," according to New York Police Department
commissioner Keechant Sewell.
The thieves were likely able to keep stealing because
of New York's 2019 bail reform law, which banned judges from
setting bail for almost all misdemeanors and nonviolent felonies. While the
state in 2020
changed the law so that judges could set bail for some additional crimes, it
still prohibits bail in most instances of retail crime.
Shoplifting complaints have nearly doubled since New York passed the bail
law, making for "one of the main drivers of the city's overall crime rate."
The Times report comes as "organized shoplifting crews" target stores
in primarily Democrat-run cities across America.
New York Republican representative Elise Stefanik, who has
said that bail reform created a "revolving door of
criminals," directly blamed the reform laws for the Big Apple's crime spike.
Stefanik also pointed the finger at far-left Manhattan district attorney Alvin
Bragg (D.), who has announced that his office will not prosecute many
nonviolent crimes.
The Empire State is "the epicenter of the catastrophic crime crisis happening
across our country," Stefanik
told the New York Post.
Stefanik's fight against bail reform has garnered some bipartisan support from
Democratic New York mayor Eric Adams. The mayor has called on the State
Legislature to toughen the law and said that "we are not going to stand by
and let criminals undermine our economy."

ALBANY – State lawmakers are reportedly set to give judges more discretion
over bail as part of a bitterly fought compromise with Gov. Kathy Hochul.
The Democratic supermajorities in the state Senate and Assembly have agreed to
eliminate a controversial bail-reform measure that currently requires judges
to impose the “least restrictive” standards to ensure people return to court,
City & State reported Monday.
The move would clarify that for eligible offenses, judges are allowed to
consider setting bail they deem necessary to ensure a defendant returns to
court, after jurists complained about ambiguities in existing state law.
But Hochul lost out on a key proposed change that backers say is
necessary to curb crime and thwart violent recidivists.
The tentative agreement would still not allow judges to
use what is effectively a “dangerousness” standard to hold criminal defendants
they believe endanger public safety by removing existing law stating bail is
solely to ensure someone returns to court, the magazine said.
New York is the only state to not allow that standard to be considered when
setting bail.
“There will be changes to [the] bail system to make clear judges have
discretion and least restrictive standards will be removed for serious offenses,”
a source with knowledge of the negotiations told the outlet. “The governor
should be happy.”
Changes to the state’s bail laws have faced fierce resistance from progressives,
who championed limits on cash bail that were first implemented at the beginning
of 2020 to reduce the number of people languishing in places such as Rikers
Island as they await their day in court.
Republicans have thrown their support behind Hochul’s proposed bail changes in
hopes of securing some tweaks while continuing to push for a full repeal.
It remains to be seen whether any bail deal will hold, though, as Hochul,
Heastie and Stewart-Cousins continue negotiations on other issues.

The congressional anti-Alvin Bragg brigade released a bleak and dramatic
video on Monday presenting New York as a crime-infested
hellhole as Republican lawmakers launched into a lower Manhattan
hearing intended to tar the Democratic district attorney.
The
video, published by Republicans on Twitter about an hour before the
start of the so-called field hearing, shows an ominous gray sky over Manhattan’s
towers followed by images of brutal violence, police tape and crime-related news
clippings, interspersed with shots of Bragg during his swearing-in.
The chair of the House Judiciary Committee, Rep. Jim Jordan of Ohio, said that
New York City has “lost its way when it comes to fighting crime and upholding
the law,” and that Bragg has “earned a reputation for
caring more about the perpetrators of crime than the
victims.”
Crime rates rose in New York City last year, Bragg’s first year in
office, according to the NYPD. But crime has flatlined
in Manhattan and citywide this year, according to police data, and
some violent crime rates are falling sharply.
Bragg, a son of Harlem and the first Black Manhattan district attorney, was
elected in 2021 and faced criticism early in his tenure over a staff memo in
which he encouraged dialing back prosecution of minor crimes.
In Jordan’s home state of Ohio, the murder rate is far higher than in New
York City or Manhattan, according to Centers for Disease Control data.

Oakland leads Bay Area cities in postal stick-ups
OAKLAND — Mail carriers are being targeted for robbery across the Bay Area, but
especially in Oakland, where the city’s intractable crime problem has left
postal workers vulnerable to frequent muggings.
The trend, while rarely reported before the pandemic, has skyrocketed in the
last couple years, with Oakland as a focal city along with Hayward, Stockton,
Vallejo and Bakersfield, postal inspectors said.
“We used to have just a handful a year, and now going a week without a
robbery in Oakland is refreshing,” said Matthew Norfleet, a postal service
inspector who investigates mail-related crimes in the East Bay.
On a weekly basis — sometimes more than once a day — a mail carrier in
the city is held up at gunpoint or otherwise threatened by a robber who snatches
their postal keys, typically with the intention of returning at night to test
them on apartment mailboxes in the neighborhood.

Several large groups of young adults and juveniles swarmed downtown Friday
and Saturday night as three teenagers were wounded in two separate shootings
leading to 16 related arrests and sparking concern from activists and local
officials about how to deal with the fallout of crime, especially as warmer
weather looms.
“I don’t feel safe in my city anymore,” said Raul Montes, a Little Village
activist who held a news conference Monday afternoon to demand Mayor-elect
Brandon Johnson reinforce the city’s 10 p.m. curfew for teens enacted in May
last year by City Council following
a teen’s fatal shooting at The Bean in Millennium Park.
Brandon Johnson has not yet taken office as mayor of Chicago, but he still put
out a statement Sunday after unruly
teenagers descended en masse on Millennium Park and downtown Chicago, some
of them breaking car windows, setting vehicles ablaze and firing off shots.
On Monday night, Chicago police issued a statement that it would be “actively
and continuously” reviewing “open source social media” and that “additional
resources will be available to protect those who are visiting, living or working
in the areas of large gatherings. Resources include an increased police and
command staff presence at these gatherings citywide.”
It said that the “Strategic Decision Support Centers (SDSCs) will also be
monitoring all activity and police cameras to assist in the proactive
reallocation of resources when necessary.”
“Additional security measures such as bag checks at beach entry points and
the curfew for minors at Millennium Park” will be in place,” the statement
said. “CPD is also working closely with youth and outreach workers for when
these gatherings occur.”
Chicago police said officers responded to groups of youth near 31st Street Beach
Friday night and downtown near Millennium Park Saturday night “engaging in
reckless and disruptive behavior putting themselves and the public at risk for
harm.”

Chicago's Progressive Mayor-Elect Brandon Johnson’s statement on Loop violence
was as revealing as it was lamentable
“In no way do I condone the destructive activity we saw in the Loop and
lakefront this weekend. It is unacceptable and has no place in our city,”
Johnson said on social media. “However, it is not constructive to demonize
youth who have otherwise been starved of opportunities in their own
communities.”
Johnson’s condemnation of violence felt like an obligatory preamble hoping to
ward off criticism. The statement’s real rhetorical energy came only at the end:
Johnson and his fledgling transition team apparently saw the weekend violence
downtown as a chance to offer a sociological admonishment to those who were
frightened.
Consider
this report from Chicago’s Fox affiliate, WFLD-Ch. 32: “Shots were fired
near the corner of Madison and Michigan, and FOX 32 Chicago decided that it
was unsafe to keep our news crew on the scene.”
Other reports noted that the kids who swarmed downtown had overwhelmed
police.
Teens used social media to organize very quickly and huge numbers of teens are
interconnected and moving faster than police.

The mayhem in the city’s tourism district late Saturday sparked renewed
concern about the Chicago Police Department’s ability to handle crowds of teens
and young adults who were captured on cellphone cameras blocking traffic and
jumping atop a CTA bus.
Ald. Brian Hopkins, whose 2nd Ward stretches into downtown’s Streeterville
neighborhood, was particularly troubled by ongoing street violence.
“The fact that it happened repeatedly, without any apparent adjustment in the
police tactical response, it just indicates a lack of engagement from the
superintendent and the deputy chiefs,” Hopkins said.
Large youth gatherings in the downtown area have remained a vexing problem
for police officials for the last decade.
A Walgreens was looted, a break-in was attempted at the
Art Institute, two Chicago Transit Authority buses were attacked, the windows
and windshields of a number of motorists were broken, a couple was beaten and
robbed, a police officer suffered a broken bone, another officer was mobbed and
had his radio stolen and two teens were shot, Hopkins said.

Pindrop report reveals states restricting biometrics are twice as vulnerable to
fraud

living in U.S. states that impose enhanced restrictions on biometrics are twice
as likely to experience fraud, according to a
new report from call center security vendor Pindrop.
The report was funded and compiled by the vendor.
The findings come from analyzing five billion phone calls and three million
fraud cases involving financial institutions, insurers, and
retailers.
The report identified the states of California, Texas, Illinois, and
Washington … as contributing to 33 percent of all fraud losses reported in the
United States.

using deep fakes, the regulatory landscape, and self-service channels

watchmaker Movado is field-testing Tando indoor drones,
an element of ADT Commercial's EvoGuard brand.
ADT Commercial, a

has completed its first pilot sale for its
EvoGuard brand of autonomous intelligent guarding solutions. The company
recently sold the Tando autonomous indoor drones to existing pilot partner,

2nd Restaurant Industry Ransomware Attack in
Less Than a Month
Update: Ransomware Attack of NCR's Aloha Restaurant POS Systems Causing
Headaches Across the Nation
Restaurants across the country are dealing with the fallout from a cyberattack
last week on NCR, a major supplier of restaurant POS systems.
The company said the ransomware attack shut down the part of its Aloha POS
system that allows restaurants to manage back office tasks like payroll. The
Counterpoint retail management system is also being affected by the ongoing
outage.
“NCR is conducting concurrent efforts to establish alternative functionality for
customers, fully restore impacted data and applications, and to enhance its
cyber security protections,” the company said in a press release Monday.
On social media, restaurants said they have been unable to access back office
tools, accept gift cards or use NCR’s data dashboard, Pulse.
As of last summer, more than 100,000 restaurant locations were using NCR.
The Atlanta-based company said it determined Thursday that an outage in one
of its data centers was the result of a ransomware attack, meaning hackers are
holding the system hostage and demanding payment.
It’s at least the second ransomware attack to affect restaurants in less than
a month after the large foodservice distributor Ben E. Keith
was disrupted for days in late March.

as multiple vendors rushed to embed the generative artificial intelligence tool
into products designed to protect organizations from cyberattacks.
Microsoft
combined its security network and global threat intelligence capabilities with
GPT-4 to
launch Security Copilot in March, and Cohesity
last week announced plans to integrate its data security products with
Microsoft services and OpenAI to better detect and classify threats.
Microsoft is a strong supporter of ChatGPT maker OpenAI and has invested more
than $11 billion in the company thus far.
It’s early days for the technology, but as technology vendors race to plug in
generative AI, cybersecurity vendors will respond in kind. ChatGPT and
generative AI won’t apply or warrant consideration in every layer of
cybersecurity, but it is widely expected to impact critical areas, including
product development and synthesizing disjointed streams of data to produce
insights that will stir organizations into action.
Security vendors have weaved AI and machine learning into products and threat
detection processes for decades, France said, and it’s proven quite successful
at improving the signal-to-noise ratio, identifying anomalies or patterns that
humans can’t do at scale.
ChatGPT and generative AI are expected to strengthen defensive capabilities by
assisting with coding and alerting organizations to the most critical
vulnerabilities or misconfigurations.
The flip side, of course, is that
threat actors are also using the technology to craft seemingly authentic
phishing lures and test its ability to write malware code.

Understanding how cyber criminals are manipulating ChatGPT to slip past
defenses
ChatGPT, the long-form AI text generator that is seemingly everywhere these
days, has permanently altered the social engineering game. The tool has swept
the news cycle in the past few weeks, stirring up a flurry of uncertainty around
how it will impact the cybersecurity landscape. While much of the conversation
has been sensationalized, its impact on phishing campaigns is very real.
ChatGPT is Changing Phishing Campaigns for the Worse
Launched by OpenAI in
November 2022, ChatGPT is a generative model that is programmed to mimic
human conversation, draft long-form content, compose music, and even write and
correct code. This last capability has garnered plenty of attention in the cyber
community as leaders consider the possibility of ChatGPT-scripted malware.
There’s been a general consensus that the threat of AI-written malware code is
still not upon us, as any nefarious code that has been produced by the solution
has been incredibly buggy and basic. However, the chatbot poses another threat
to cybersecurity that has been missing from the conversation: AI-powered
phishing emails.
ChatGPT allows threat actors to infuse their phishing
emails with the communication skills they usually lack. Using this
chatbot, phishing emails that are coherent, conversational, and
indistinguishable from legitimate messages can be produced for free, meaning
even the most rudimentary cybercriminal can uplevel
their social engineering attacks. Gone are the days when a misspelled
name or clunky grammar can cause concern. While ChatGPT has controls in place to
prevent this sort of misuse, it’s easy for a threat actor to manipulate the
solution simply by rewording the request to avoid any red flag phrases. Another
way to circumvent ChatGPT’s guidelines is to simply use the tool to polish
existing phishing communications. The resulting advanced phishing emails may
very well trick even the most tech-savvy user into clicking a suspicious link,
leading to an uptick in account takeover attacks that can cost organizations and
individuals their time, resources, and reputations.
Enterprise Security Teams Can Evolve in Tandem with
Cybercriminals
Organizations need to act now to prepare their workforce for these
sophisticated social engineering attacks, starting at the board level. As
ChatGPT continues to make headlines, it’s likely that board members are asking
what it means for their business from an opportunity or innovation standpoint.
But it’s up to CISOs to keep them informed about what ChatGPT means from a
cybersecurity standpoint, especially as many phishing emails impersonate board-
and C-suite-level executives.
Chatbots Can Change How Security Teams Communicate
The chatbot also opens up new opportunities for enterprise communication
around cybersecurity best practices. ChatGPT can help security teams revamp
and customize these communications to improve engagement, readability, and
comprehension. They can meet employees where they are, optimizing their content
to be easily shared on Slack or Microsoft Teams messages. Just as threat actors
can use ChatGPT to humanize their content, so can enterprise security teams.

ChatGPT Phishing Emails
ChatGPT is unlocking a new era in cybersecurity, especially when it comes to
social engineering. So much of what we have all learned about phishing
emails must now be thrown out the window as the chatbot enables greater

threats, security teams and users will evolve right with these new capabilities.

43% of Consumers Who Had Issues With Stored Credentials Are Highly Interested In
Payment Credential Vaults
The subscription economy is a major driver in the rise of payment credentials
vaults, as are recurring payments writ large, and more consumers are
interested in this form of storage.
As we learned in the PYMNTS study "Consumer Interest in Credentials Vaults,"
based on a survey of over 2,300 U.S. consumers, roughly
60% of consumers currently store credentials to pay for subscriptions and
online purchases.
It's even higher among millennials and high-income consumers, of whom 68%
and 65%, respectively, use stored credentials when making recurring payments.
We found that 39% of consumers would use payments vaults to make most or all
of their online transactions if they could. The share is even higher among
consumers who are already used to paying via stored credentials. 51% of these
consumers would use payments vaults for most or all of their online transactions
if they could.
Why the rising demand for payment credential vaults? Per the study, "interest
in using a credentials vault correlates with having experienced more issues with
payments in the past, such as having a payment declined because the card
information was outdated."
We found that consumers who have experienced issues with their payment
credentials are almost twice as likely to be interested in payment vaults
than those who did not.

At 11:35 a.m. April 11, police arrested a Mayfield Heights man, 30, for
attempting to steal $11,140 worth of merchandise from the Louis Vuitton store at
Saks Fifth Avenue at Beachwood Place mall, 26300 Cedar Road. It was also learned
that the man had stolen a coat valued at $1,298 from the mall’s Next Urban Gear

Bakersfield, CA: 3 accused of stealing $4K from shoe and clothing store
Three Bakersfield men were arrested Monday after police said they stole
merchandise worth more than $4,000 from a local shoe and clothing store. Jason
Molina, 23, Francisco Sandoval, 28, and Marcia Marquez, 23, were arrested in
connection to a robbery Monday night at WSS shoe and clothing store, 1619 Panama
Lane. A suspect sprayed pepper spray at a store employee when confronted by the
worker, police said in a news release. The stolen merchandise was recovered at
the suspect’s vehicle and in a nearby apartment, BPD reported.

Westlake, OH: Police Want To Find Sunglass Thieves
Police in Westlake are looking for two women who may have stolen several pairs
of sunglasses from Sunglass Hut at Crocker Park. On Saturday, April 8 at about
2:45p.m., Westlake Police were called to the store about the theft of several
pairs of sunglasses about a half hour earlier. The two women suspects had
already left. Employees say the two looked to be a mother and daughter, with the
older woman appearing to be pregnant. They concealed seven pairs of sunglasses,

Pleasanton, CA: Home Depot Loss Prevention associate shot to death while trying
to stop in-store theft

Home Depot employee who was shot inside the Pleasanton store on Tuesday
afternoon died hours after he was trying to prevent a theft in the middle of the
afternoon. Two suspects have been detained. The Alameda County Coroner has not
yet identified him. But in a statement, Home Depot said the company is
"heartbroken over this senseless tragedy," referring to the employee by his
first name of Blake. "Blake was our associate and friend, and our hearts go out
to his family and everyone who knew and loved him," the company statement read.
Blake was in his 20s and worked in the loss prevention department, a co-worker
said. The co-worker added that Blake was a "great guy who was just trying to do
his job for the store." The shooting happened at around 2:15 p.m. at the
Pleasanton Square Shopping Center at Johnson and Owens Drive. Police said
dispatch received a call about a man bleeding inside the store; witnesses said
the employee was trying to stop a theft in progress. At least two suspects were
seen driving away from the scene immediately following the shooting. Alameda
County sheriff's deputies found the pair and detained them at around 2:30 p.m.
near Interstate 580 and Golf Links Road.
Pleasanton Police Lt. Erik added the investigation is in its early stages
and an update will be provided, including the identification of the suspects,
after 9 a.m. Wednesday.

Detroit, MI: Man, woman charged after beloved Security Guard killed in Detroit’s
Greektown
A man and a woman have been charged after a beloved security guard was killed
over the weekend in Greektown, Detroit police said. The shooting happened at
8:03 p.m. Saturday, April 15, at a liquor store in the 570 block of Monroe
Street in Detroit. Officials said Daryll Straughter, 48, of Detroit, was working
as a security guard at the Athens Liquor store when an argument broke out
between customers because somebody cut in line. Straughter was trying to resolve
the situation when Travis Deshawn Irving, 33, of Detroit, pulled out a handgun
and shot him in the chest, according to authorities. Medics rushed to the scene
and took Straughter to a nearby hospital, but he died from his injuries.

UK: London, England: Marks & Spencer Security Guard Charged With Killing
Shoplifter From Single Punch
On Tuesday, a court heard that a Marks and Spencer security guard is accused of
killing a shoplifter with one blow to the head. When the store security guard
punched Jason Page in the head, he fell to the ground. He died in the hospital
after getting a brain bleed. Sabuer Trabelsi, who was 44 and working his last
day at the shop, denied a charge of manslaughter at the start of his hearing on
Tuesday at Reading Crown Court. A lawyer said that the security guard lied to
the police and his coworkers about what happened by saying that Mr. Page was so
drunk that he lost his balance and fell down. The guard at M&S in Lower Earley,
Reading, Berks, chased Mr. Page, who was said to be homeless, out of the store
after he “brazenly” stole £300 worth of meat from the shelves. Prosecutor
Ward-Jackson explained what happened next by saying, “From CCTV, we can see that
Mr. Page is lying still and that Mr. Trabelsi and Mr. Cripps (Store Manager) are
walking back to M&S.” They go back to check on him after a few seconds. “They
stand on top of him. They must have been able to see that he had a bad head
injury. When Mr. Cripps saw that Mr. Page was hurt, he called 999.” After the
claimed attack, Mr. Page got up and walked to the ambulance so he could be
checked out. He soon started bleeding from his nose, so he was taken to
intensive care in the hospital, where he died from a brain injury the next day.

$250,000 Scrap Metal Investigation
A
three-month investigation by Fraud Unit detectives with the assistance of
Midtown Hills Precinct CFIT detectives into All Star Recycling, 406 Craighead
Street, knowingly buying/selling stolen scrap metal, including catalytic
converters, copper wire, and even shopping carts, resulted in today’s arrest of
manager Ying Bin Chen, 52. His sister, Annie Chen, 48, is the business owner.
She was interviewed today but no charges have been placed against her at
present. The investigation, led by Detective Jonathan Shepherd, is ongoing. The
investigation began after Madison Precinct and Berry Hill Police detectives
notified MNPD’s Fraud Unit about separate cases involving the alleged fencing of
stolen wire linked to the scrap yard. Detectives this morning entered All Star
Recycling and seized items valued at approximately $250,000 dollars. “From
construction sites to Nashville Electric Service substations and retail/grocery
stores to personal vehicles, today’s investigation should greatly reduce the
market for stolen wire and catalytic converters,” Chief John Drake said. Yin Bin
Chen is charged with conspiracy to commit theft of property. He is free on
$5,000 bond. Kroger, Lowes, and Home Depot loss prevention personnel assisted
in the investigation.

Phoenix, AZ: AZ House ponders bill that punish electronic theft of gasoline
State lawmakers are moving to put a kibosh on one electronic method of stealing
increasingly expensive gasoline. Legislation awaiting House action would make it
a Class 3 felony to use what's known as a "pulsar manipulation device" to trick
gas pumps into thinking that just a little bit of fuel is being dispensed when
hundreds of gallons could actually be going through the nozzle. That would carry
a presumed penalty of 3 1/2 years in state prison. But not everyone is
convinced that SB 1177 sponsored by Sen. Anthony Kern, R-Glendale is needed,
given that the theft of gasoline itself already is a crime. At the heart of
the problem is that gas pumps monitor the flow of fuel electronically rather
than mechanically. It is that monitoring by the internal pulsar that shows up on
the pump and on screens in the store. Mike Williams, a lobbyist for the Arizona
Petroleum Marketers Association, said thieves who can break into a pump can use
the device to interfere with that signal. Put simply, what is actually being
pumped is far more than the pump indicates. Chris Olson, who owns 13
SuperPumper stations in the Phoenix area, said it's happened to him seven times,
losing almost 2,000 gallons of fuel. And he said an associate with Circle K told
him that the company had lost "hundreds of thousands of gallons" nationwide
through the scam.

Victoria, BC, Canada: 'Not going to give up': Jewelry store vows to stay open
after violent robbery in Victoria
The
owner of a century-old jewelry store in Victoria says staff have no plans to
close up shop after a dramatic armed robbery over the weekend. Surveillance
video of the robbery shows a man enter the store and pull out a hammer, smashing
display cases and stealing items. Several expensive pieces, including a Rolex
watch worth $20,000, were stolen from the store. The man was confronted by staff
and Francis Jewellers owner Rafal Zebrowski, with some workers picking up chairs
to try to force the man outside. "We're doing OK," Zebrowski told Victoria radio
station CFAX-1070 on Tuesday. "But let me just start by saying that we have
received an absolute and overwhelming number of emails, texts, phone calls –
flowers that have been left in front of our store yesterday with well wishes and
so on – that show that despite what's happening, people would like us to stay in
business and not give up, and definitely we will do that," he said. Zebrowski
says the store was closed Monday so staff could decompress, share a meal, and
discuss what happened. "I have to say that spirits are high despite all of it,"
he said.
